When Mahmoud Othman tried to figure a way to save his cafe business in the beleaguered Gaza Strip, he was amazed by online videos of tourists in Turkey getting fish pedicures.That got him thinking and a unique idea was born.After getting Israeli approval, he recently imported hundreds of Garra rufa fish, a species of small freshwater fish nicknamed “doctor fish,” from Turkey and added a fish spa section to his hookah bar and cafe in Gaza.The fish, which feed off the top layers of the toughened, dead skin of the feet, have been used in spas as a peeling method for years around the world.“We wanted to introduce a new idea and service at the cafe,” Othman said. “Doctor fish has remedial and recreational sides.”Among the benefits, he believes the treatment “helps the body get rid of negative energy.”A 30-minute session costs 30 shekels, about $8, a hefty sum for most of Gaza’s 2 million inhabitants.An 11-year-old Israeli and Egyptian blockade has made it difficult to import many goods into the Strip. Israel says its blockade is essential to prevent terrorists from obtaining materials to fortify military positions, dig tunnels and build rockets to fire at the Jewish state. Upon advice from a friend, he tried the fish treatment and now believes it works for his condition.“The first time I tried it, I had a very beautiful feeling. I came for a second, third and today a fourth time,” he said after drying his feet and putting on socks. “When I find something to relieve the pain and improve my mentality, 30 shekels becomes nothing.”On a recent evening, seven young men sat in a room lit by blue neon lights, pants rolled to the knee and feet dipped into glass tubs. As the tiny fish clustered around their toes, the customers chatted or swiped their smartphones.“It’s a beautiful thing,” said Mahmoud al-Dairi, who came for the leisure factor.Many of those frequenting the cafe are unaware of widespread health warnings over fish pedicures — especially the high possibility of infections. Several US states and Canadian provinces consider the practice unsanitary and some animal rights groups denounce it altogether.But Othman is aware of the pitfalls.He said he has a strict set of procedures to sanitize the 16 tubs by giving the fish a respite of half an hour after every session and obliging the customers to wash their feet twice and apply sterilizers before dipping a toe in the water.

Hussein al-Sheikh, a top Ramallah-based Palestinian official, lashed out at Hamas late Tuesday and declared Fatah leaders will not meet their counterparts in the terror group after Fatah members were allegedly prevented from lighting a torch in the Gaza Strip to mark the 54th anniversary of their party’s founding.While the Hamas-run Interior Ministry in Gaza has not commented on the allegation, Husam Badran, a senior leader in the terror group, has suggested Fatah did not ask the Hamas-run security forces for permission to light a torch on Monday.“After what happened yesterday in the Gaza Strip, we in Fatah will not meet the Hamas leadership at all,” Sheikh, a Fatah Central Committee member, told Palestine TV, the official PA channel, adding that Hamas authorities had acted in “an anti-nationalist” manner.Asked if Fatah leaders would meet Hamas officials if the terror group issues an apology for the alleged incident, Sheikh responded: “What apology?! Public Security Minister Gilad Erdan announced Wednesday a series of new restrictions on Palestinian security prisoners as part of ongoing efforts to pressure the terror groups to which they belong.At a press conference in Tel Aviv on Wednesday, Erdan said the first change would be to remove the prisoners’ right to be housed with members of their respective factions.“I have decided that the Prisons Service will stop holding the prisoners in wings based on their organizational affiliation,” he said. The right granted to prisoners to police their own groups had the unwanted result of “strengthening their organization identity,” he said, adding that it ensured that they return to terrorism after leaving the prisons.He said dramatic new limits would be imposed on the “autonomy” enjoyed by these prisoners. Besides removing the separate housing for different Palestinian terror groups, prisoners would face new limits on cooking for themselves in their prison wing, and on water usage.He said the security prisoners “provided for themselves food that’s in some ways better than the food given to criminal prisoners — those we hope and believe we will be able to rehabilitate and return to Israeli society, unlike the terrorists. The cooking will be stopped and moved to the Prisons Service kitchens. The food [served to security prisoners] will be equal to that provided to criminal prisoners.”He also said a committee investigating security prisoners’ living conditions discovered “insane” levels of water usage “in inconceivable magnitudes.”Prisoners used “five times or more” the amount of water of the average Israeli each day, Erdan said.“And that’s no accident,” he added, charging that the prisoners viewed wasting water as “another way to try to fight Israel.”“This has to stop and to change,” he said. “Terrorists in prison enjoy free access to the faucets and leave them running several hours a day. There will be clear limits on the amount of water a prisoner may consume each day, the times in which they can shower will be limited and eventually the showers will be moved out of the wings. Then we’ll be able to have better oversight and limit their use.”The Hamas terror party, to which many of the security prisoners belong, is holding two Israeli civilians, both believed to be mentally ill — Avera Mengistu and Hisham al-Sayed — who entered Gaza of their own volition in 2014 and 2015, respectively. And it is holding the bodies of two soldiers, Hadar Goldin and Oron Shaul, who were killed in fighting in Gaza during the 2014 war between Israel and Hamas.Hamas is holding the Israelis, and occasionally attempts to kidnap additional Israeli soldiers and civilians, to use as bargaining chips for the release of Palestinians held in Israeli prisons on terrorism charges.Israeli families of terror victims and of the fallen soldiers have repeatedly demanded that the government crack down on the living conditions of Palestinian prisoners as a means of pressuring Hamas to release their loved ones and the bodies.Last month, Israeli lawmakers passed a law removing the possibility of parole for good behavior for those convicted or murder or attempted murder in terror attacks. The law removes the Prisons Service’s right to release such inmates after two-thirds of their sentence has been served.

Jerusalem Mayor Moshe Lion is advancing plans to require mosques to turn down the volume of loudspeakers during the call to prayer, Hadashot TV news reported Tuesday.The plan will reportedly be one of the first major initiatives pushed by Lion, who entered office last month after winning a second round runoff in municipal elections in November.As part of the plan, the report said, old loudspeakers at mosques will be switched out for new ones that are quieter; the volume of the call to prayer will not be allowed to exceed the limit permitted under noise ordinances; and police will be permitted to turn down the volume of the speakers if they are too loud.The proposal is being formulated with the support of local leaders in a number of East Jerusalem neighborhoods, among them Beit Safafa, Beit Hanina, and Shuafat, the network said.“Our goal is to deal with this issue with all the relevant parties so that all those involved will be content,” Lion said.A preliminary budget has been approved for a pilot program to test the plan’s efficacy, the report said, with the initiative expected to be rolled out in full in March. The expected cost for each mosque under the program is NIS 50,000-70,000 ($13,380-18,730).Proposed Knesset legislation known as the “Muezzin Bill,” that would limit the use of loudspeakers for religious purposes, has languished since clearing its first hurdle toward becoming law in March 2017.Critics of the bill argue that the measure unfairly targets mosques, whose muezzins use loudspeakers to announce the call to prayer five times a day, including during the pre-dawn hours.Other critics of the bill argue that it is superfluous, as the problem can be tackled using existing noise pollution laws. When Mahmoud Othman tried to figure a way to save his cafe business in the beleaguered Gaza Strip, he was amazed by online videos of tourists in Turkey getting fish pedicures.That got him thinking and a unique idea was born.After getting Israeli approval, he recently imported hundreds of Garra rufa fish, a species of small freshwater fish nicknamed “doctor fish,” from Turkey and added a fish spa section to his hookah bar and cafe in Gaza.The fish, which feed off the top layers of the toughened, dead skin of the feet, have been used in spas as a peeling method for years around the world.“We wanted to introduce a new idea and service at the cafe,” Othman said. “Doctor fish has remedial and recreational sides.”Among the benefits, he believes the treatment “helps the body get rid of negative energy.”A 30-minute session costs 30 shekels, about $8, a hefty sum for most of Gaza’s 2 million inhabitants.An 11-year-old Israeli and Egyptian blockade has made it difficult to import many goods into the Strip. Israel says its blockade is essential to prevent terrorists from obtaining materials to fortify military positions, dig tunnels and build rockets to fire at the Jewish state. The Egyptians are concerned that Gaza-based Palestinian groups are providing military support to Islamic fundamentalists who are behind a spate of attacks on Egyptian security forces and tourist sites in the Sinai Peninsula that have claimed hundreds of lives.Othman said it took him three attempts and over a month to get the necessary permits to bring the fish into Gaza.He didn’t know what to expect but business has been surprisingly brisk — despite unemployment soaring over 50 percent and half of Gaza residents living under the poverty line.Othman said he gets 30 to 40 customers a day. Many of them see the service not only as good for the health, but also as a small luxury and temporary escape from the difficult situation around them.For four years, Mohammed al-Omari, 25, has suffered from warts that made it hard for him to wear shoes. Upon advice from a friend, he tried the fish treatment and now believes it works for his condition.“The first time I tried it, I had a very beautiful feeling. I came for a second, third and today a fourth time,” he said after drying his feet and putting on socks. “When I find something to relieve the pain and improve my mentality, 30 shekels becomes nothing.”On a recent evening, seven young men sat in a room lit by blue neon lights, pants rolled to the knee and feet dipped into glass tubs. As the tiny fish clustered around their toes, the customers chatted or swiped their smartphones.“It’s a beautiful thing,” said Mahmoud al-Dairi, who came for the leisure factor.Many of those frequenting the cafe are unaware of widespread health warnings over fish pedicures — especially the high possibility of infections. Several US states and Canadian provinces consider the practice unsanitary and some animal rights groups denounce it altogether.But Othman is aware of the pitfalls.He said he has a strict set of procedures to sanitize the 16 tubs by giving the fish a respite of half an hour after every session and obliging the customers to wash their feet twice and apply sterilizers before dipping a toe in the water.

Hussein al-Sheikh, a top Ramallah-based Palestinian official, lashed out at Hamas late Tuesday and declared Fatah leaders will not meet their counterparts in the terror group after Fatah members were allegedly prevented from lighting a torch in the Gaza Strip to mark the 54th anniversary of their party’s founding.While the Hamas-run Interior Ministry in Gaza has not commented on the allegation, Husam Badran, a senior leader in the terror group, has suggested Fatah did not ask the Hamas-run security forces for permission to light a torch on Monday.“After what happened yesterday in the Gaza Strip, we in Fatah will not meet the Hamas leadership at all,” Sheikh, a Fatah Central Committee member, told Palestine TV, the official PA channel, adding that Hamas authorities had acted in “an anti-nationalist” manner.Asked if Fatah leaders would meet Hamas officials if the terror group issues an apology for the alleged incident, Sheikh responded: “What apology?! [What they did] is a sin.”Sheikh’s comments came a day after PA President Mahmoud Abbas appeared to call Hamas authorities “spies.”“Shame on those who prevented the torch from being lit today in Gaza,” he said in a speech at the PA presidential headquarters in Ramallah. “Unfortunately whoever does that is a spy.” Hamas condemned Abbas’s remarks, contending they “are not befitting of a president.”Hamas and Fatah have been at loggerheads since 2007 when the former ousted the Fatah-dominated PA from Gaza.While the rival parties have signed a number of agreements to advance reconciliation, they have failed to implement them.Most recently, Fatah and Hamas signed an Egyptian-sponsored reconciliation agreement in October 2017, but did not succeed in executing it on the ground.Since a bomb exploded adjacent to PA Prime Minister Rami Hamdallah’s motorcade in March 2018 in Gaza, Ramallah-based ministers have not visited the coastal enclave.Abbas has accused Hamas of carrying out the bombing; the terror group has vehemently denied the charge.Sheikh also defended the Palestine Liberation Organization’s decision to sign the Oslo Accords, asserting it enabled the repatriation of hundreds of thousands of Palestinians.“Oslo returned 600,000 Palestinians to the land of Palestine. All the wars the Arabs and Palestinians fought did not bring back more than 100 [Palestinians],” he said.The Oslo Accords are a series of agreements the PLO and Israel signed in the 1990s, which led to the establishment of the PA.Hamas officials have long criticized the PLO for signing the Oslo Accords and called on the Ramallah-based Palestinian leadership to abrogate them.

Public Security Minister Gilad Erdan announced Wednesday a series of new restrictions on Palestinian security prisoners as part of ongoing efforts to pressure the terror groups to which they belong.At a press conference in Tel Aviv on Wednesday, Erdan said the first change would be to remove the prisoners’ right to be housed with members of their respective factions.“I have decided that the Prisons Service will stop holding the prisoners in wings based on their organizational affiliation,” he said. The right granted to prisoners to police their own groups had the unwanted result of “strengthening their organization identity,” he said, adding that it ensured that they return to terrorism after leaving the prisons.He said dramatic new limits would be imposed on the “autonomy” enjoyed by these prisoners. Besides removing the separate housing for different Palestinian terror groups, prisoners would face new limits on cooking for themselves in their prison wing, and on water usage.He said the security prisoners “provided for themselves food that’s in some ways better than the food given to criminal prisoners — those we hope and believe we will be able to rehabilitate and return to Israeli society, unlike the terrorists. The cooking will be stopped and moved to the Prisons Service kitchens. The food [served to security prisoners] will be equal to that provided to criminal prisoners.”He also said a committee investigating security prisoners’ living conditions discovered “insane” levels of water usage “in inconceivable magnitudes.”Prisoners used “five times or more” the amount of water of the average Israeli each day, Erdan said.“And that’s no accident,” he added, charging that the prisoners viewed wasting water as “another way to try to fight Israel.”“This has to stop and to change,” he said. “Terrorists in prison enjoy free access to the faucets and leave them running several hours a day. There will be clear limits on the amount of water a prisoner may consume each day, the times in which they can shower will be limited and eventually the showers will be moved out of the wings. Then we’ll be able to have better oversight and limit their use.”The Hamas terror party, to which many of the security prisoners belong, is holding two Israeli civilians, both believed to be mentally ill — Avera Mengistu and Hisham al-Sayed — who entered Gaza of their own volition in 2014 and 2015, respectively. And it is holding the bodies of two soldiers, Hadar Goldin and Oron Shaul, who were killed in fighting in Gaza during the 2014 war between Israel and Hamas.Hamas is holding the Israelis, and occasionally attempts to kidnap additional Israeli soldiers and civilians, to use as bargaining chips for the release of Palestinians held in Israeli prisons on terrorism charges.Israeli families of terror victims and of the fallen soldiers have repeatedly demanded that the government crack down on the living conditions of Palestinian prisoners as a means of pressuring Hamas to release their loved ones and the bodies.Last month, Israeli lawmakers passed a law removing the possibility of parole for good behavior for those convicted or murder or attempted murder in terror attacks. The law removes the Prisons Service’s right to release such inmates after two-thirds of their sentence has been served.

Jerusalem Mayor Moshe Lion is advancing plans to require mosques to turn down the volume of loudspeakers during the call to prayer, Hadashot TV news reported Tuesday.The plan will reportedly be one of the first major initiatives pushed by Lion, who entered office last month after winning a second round runoff in municipal elections in November.As part of the plan, the report said, old loudspeakers at mosques will be switched out for new ones that are quieter; the volume of the call to prayer will not be allowed to exceed the limit permitted under noise ordinances; and police will be permitted to turn down the volume of the speakers if they are too loud.The proposal is being formulated with the support of local leaders in a number of East Jerusalem neighborhoods, among them Beit Safafa, Beit Hanina, and Shuafat, the network said.“Our goal is to deal with this issue with all the relevant parties so that all those involved will be content,” Lion said.A preliminary budget has been approved for a pilot program to test the plan’s efficacy, the report said, with the initiative expected to be rolled out in full in March. The expected cost for each mosque under the program is NIS 50,000-70,000 ($13,380-18,730).Proposed Knesset legislation known as the “Muezzin Bill,” that would limit the use of loudspeakers for religious purposes, has languished since clearing its first hurdle toward becoming law in March 2017.Critics of the bill argue that the measure unfairly targets mosques, whose muezzins use loudspeakers to announce the call to prayer five times a day, including during the pre-dawn hours.Other critics of the bill argue that it is superfluous, as the problem can be tackled using existing noise pollution laws. (AP) — NASA’s New Horizons spacecraft has survived humanity’s most distant exploration of another world.Ten hours after the middle-of-the-night encounter 4 billion miles (6.4 billion kilometers) away, flight controllers in Laurel, Maryland, received word from the spacecraft late Tuesday morning. Cheers erupted at Johns Hopkins University’s Applied Physics Laboratory, home to Mission Control.“We have a healthy spacecraft. We’ve just accomplished the most distant flyby,” announced Alice Bowman, mission operations manager.An anxious spill-over crowd in a nearby auditorium joined in the loud celebration, cheering each green, or good, status update. When the spacecraft was finally declared healthy and the flyby successful, scientists and other team members embraced, while hundreds of others gave a standing ovation.“It’s a great day. Happy New Year!” said Mark Holdridge, a mission manager from Johns Hopkins.New Horizons zoomed past the small celestial object known as Ultima Thule 3 ½ years after its spectacular brush with Pluto. Scientists said it will take nearly two years for New Horizons to beam back all its observations of Ultima Thule, a full billion miles (1.6 billion kilometers) beyond Pluto. At that distance, it takes six hours for the radio signals to reach Earth.Scientists did not want to interrupt observations as New Horizons swept past Ultima Thule — described as a bullet intersecting with another bullet — so they delayed radio transmissions. The spacecraft is believed to have come within 2,200 miles (3,500 kilometers) of Ultima Thule.Weary from dual countdowns late Monday and early Tuesday, the New Horizons team members were visibly anxious as they reassembled in late morning. “Happy New Year again,” they bid one another. But the hundreds of spectators went wild nonetheless when the good news came in.New Horizons’ 2015 encounter with Pluto was the most distant exploration until Tuesday. The Ultima Thule rendezvous was more complicated, given the distance from Earth, the much closer gap between the spacecraft and its target, and all the unknowns surrounding Ultima Thule.Scientists know only that Ultima Thule is elongated like a baked potato. Further details will be forthcoming in the days ahead, as New Horizons sends back color close-ups.The icy rock has been in a deep-freeze preservation state since the formation of our solar system 4.5 billion years ago. Scientists hope to learn about those origins through New Horizons’ observations deep inside the so-called Kuiper Belt, or frozen Twilight Zone, on the fringes of the solar system.New Horizons will continue to zoom farther away. The hope is that the mission, now totaling $800 million, will be extended yet again and another target will be forthcoming sometime in the 2020s.Ultima Thule is the first destination to be reached that was not even known until after the spacecraft’s launch. New Horizons rocketed from Cape Canaveral, Florida, in 2006.
