Police services across Ontario charged 122 people with 551 charges related to online child sexual abuse last month alone — a disturbing snapshot into a crime the OPP says is seeing its victims get younger and abuse more violent.The arrests represent just a fraction of a "multimillion-dollar business" officials say has profited from the pain and abuse of more than 2,000 children in the cases they've investigated over the past 12 years.The latest charges laid by the OPP and 26 other police agencies were announced during a news conference in Vaughan, Ont., Wednesday. A total of 55 victims were also identified during the past month of investigations and referred to community support services.The youngest victim was three years old."Sadly, we are seeing the children getting younger, as well as the acts depicted more violent," said OPP Staff Sgt. Sharon Hanlon, co-ordinator of the provincial strategy to protect children from sexual abuse and exploitation on the internet.Police said one purpose of their news conference was to convey the massive scope of online sexual abuse of children in Ontario.To emphasize that scale, the OPP highlighted statistics over the past 12 years from the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet.Since its launch in 2006, investigators have accomplished the following:50,403 investigations of internet exploitation.5,686 persons charges with 20,901 charges.2,009 child victims identified in Ontario and around the world.People profit from the harm done to the most vulnerable members of our society," said OPP Deputy Commissioner Rick Barnum. They cannot say no, they cannot tell anyone and they cannot call the police," she said.Abusers are neighbours, relatives, friends-Teachers, emergency personnel, members of the military and family members were among those charged last month, according to Hanlon."You need to know that these people are our neighbours, relatives and friends. The Associated Press obtained two of the letters, and confirmed with leaders of the third state that it, too, had been revoked.So far, the parent organization has sent termination letters to seven states, and leaders in an eighth state have resigned in protest.The latest targets included the pageant's current and traditional home — New Jersey, whose Boardwalk Hall hosts it each year in Atlantic City — and the state that has produced four of the last six Miss Americas (New York), including the current Miss America, Nia Imani Franklin.Earlier this year, the Miss America Organization had moved against Georgia, West Virginia, Pennsylvania and Tennessee, while Colorado's leaders quit.The letter to Florida cites "the State Organization's default under the Agreement," but does not spell out what the violations were. The letter to New Jersey states that its agreement with the parent organization is not being renewed.States whose licenses are terminated can request an appeal hearing within 10 days from Miss America's executive committee. International Criminal Court prosecutors intend to complete “as early as possible” a long-running preliminary investigation into allegations of crimes in the Palestinian territories, according to a report issued Wednesday.The annual report by ICC prosecutors on progress in nine so-called preliminary examinations underway at the court said that the Palestinian territories probe “has advanced and significantly progressed” in its analysis of whether legal conditions for opening a case have been met.Those legal conditions include whether alleged crimes were serious enough to be dealt with at the global tribunal and whether local authorities are investigating and prosecuting the crimes. The ICC is a court of last resort that only takes on cases when local courts cannot or will not prosecute.ICC prosecutors have been conducting a preliminary inquiry since 2015 in the Palestinian territories, including Israel’s settlement policy, crimes allegedly committed by both sides in the 2014 Gaza conflict and Hamas rocket attacks aimed at Israeli civilians.Chief Prosecutor Fatou Bensouda has yet to rule on whether there is a basis to investigate Palestinian claims of war crimes.Israel is not a member of the court and doesn’t accept ICC jurisdiction. But Israeli forces could face charges if they are suspected of committing crimes on Palestinian territories. The court has accepted the “State of Palestine” as a member.Foreign Ministry spokesperson Emmanuel Nahshon told The Times of Israel on Wednesday that Jerusalem was studying the report.“As is well-known, Israel is not a member state of the International Criminal Court, and our clear position is that the court has no authority to deal with the Israeli-Palestinian conflict, among other things because the Palestinian Authority is not a state,” he said. “We expect the prosecutor to rule thusly at the end of her examination.”Israeli Attorney General Avichai Mandelblit recently said he was drafting a legal opinion that refutes the ICC’s legitimacy to discuss matters pertaining to the Israeli-Palestinian conflict because “there is no Palestinian state.”In January 2015 Bensouda opened a preliminary examination into the “situation in Palestine,” after the Palestinian Authority signed the Rome Statute and formally accepted the court’s jurisdiction over its territory.However, the legal validity of the move remains a subject of contention.PA President Mahmoud Abbas has called on the ICC to probe and prosecute Israeli officials over settlement activity.Mandelblit has been cognizant of the ICC’s influence on issues pertaining to the Palestinians, encouraging cabinet ministers last month to delay the demolition of the West Bank Bedouin hamlet of Khan al-Ahmar, saying a forced evacuation could compromise the Israeli position vis-a-vis Palestinian claims at the Hague.Last Wednesday, the Justice Ministry denied a report that the ICC had told Israel officials there was no legal obstacle to razing the village, despite Bensouda previously warning the demolition might be a war crime.The prosecutor’s office currently has nine preliminary probes underway. The upper house of Ireland’s parliament on Wednesday passed a bill to criminalize importing or selling goods produced in Israeli towns in the West Bank, East Jerusalem and the Golan Heights.After advancing through several debates, the Control of Economic Activities (Occupied Territories) Bill 2018 now moves to the lower house, known as the Dáil Éireann, where it will have to pass an additional five rounds of debates before the president would sign it into law.“Incredible — the Occupied Territories Bill has just passed all stages in Seanad Éireann! Ireland can be the first EU country to end trade in illegal #SettlementGoods,” the sponsor of the bill, Independent Senator Frances Black, tweeted minutes after the vote.“It now goes to Dáil for agreement, & with such huge support we’ll make this vital bill law!”Foreign Ministry spokesperson Emmanuel Nahshon replied by calling the measure hateful and unhelpful.“Truly incredible — the Irish Senate just approved a hateful boycott initiative against a friendly nation,” he tweeted at Black. “This will not help the Palestinians and just push their leadership further away from negotiations.”In a formal response to the vote, the Foreign Ministry stated: “The Irish Senate (Seanad Éireann) have chosen to give their backing to the most extreme anti-Israel piece of legislation in Europe. This bill will not help a single Palestinian and is aimed at negating the historical connection between the people of Israel and the birthplace of the Jewish people.”The proposed legislation — a private member bill — declares it an offense “for a person to import or attempt to import settlement goods.”Likewise, those who “assist another person to import or attempt to import settlement goods” would be committing a crime punishable by up to five years in prison, if the bill were to become law.“The bill seeks to prohibit the import and sale of goods, services and natural resources originating in illegal settlements in occupied territories,” Black said in a statement posted to her website on June 25.“Such settlements are illegal under both international humanitarian law and domestic Irish law, and result in human rights violations on the ground. Despite this, Ireland provides continued economic support through trade in settlement goods.”While the bill does not mention Israel and the Palestinian territories, critics have charged that it appears to have been written exclusively with the Israeli-Palestinian conflict in mind.“This is a bill which selectively uses international courts’ decisions to discriminate solely against Israel and exclude all other cases of disputed territories,” the Foreign Ministry charged Wednesday.“It is a dangerous piece of legislation as it gives the Palestinians the illusion that external coercion can actually replace negotiations. Police services across Ontario charged 122 people with 551 charges related to online child sexual abuse last month alone — a disturbing snapshot into a crime the OPP says is seeing its victims get younger and abuse more violent.The arrests represent just a fraction of a "multimillion-dollar business" officials say has profited from the pain and abuse of more than 2,000 children in the cases they've investigated over the past 12 years.The latest charges laid by the OPP and 26 other police agencies were announced during a news conference in Vaughan, Ont., Wednesday. A total of 55 victims were also identified during the past month of investigations and referred to community support services.The youngest victim was three years old."Sadly, we are seeing the children getting younger, as well as the acts depicted more violent," said OPP Staff Sgt. The Associated Press obtained two of the letters, and confirmed with leaders of the third state that it, too, had been revoked.So far, the parent organization has sent termination letters to seven states, and leaders in an eighth state have resigned in protest.The latest targets included the pageant's current and traditional home — New Jersey, whose Boardwalk Hall hosts it each year in Atlantic City — and the state that has produced four of the last six Miss Americas (New York), including the current Miss America, Nia Imani Franklin.Earlier this year, the Miss America Organization had moved against Georgia, West Virginia, Pennsylvania and Tennessee, while Colorado's leaders quit.The letter to Florida cites "the State Organization's default under the Agreement," but does not spell out what the violations were. The letter to New Jersey states that its agreement with the parent organization is not being renewed.States whose licenses are terminated can request an appeal hearing within 10 days from Miss America's executive committee. International Criminal Court prosecutors intend to complete “as early as possible” a long-running preliminary investigation into allegations of crimes in the Palestinian territories, according to a report issued Wednesday.The annual report by ICC prosecutors on progress in nine so-called preliminary examinations underway at the court said that the Palestinian territories probe “has advanced and significantly progressed” in its analysis of whether legal conditions for opening a case have been met.Those legal conditions include whether alleged crimes were serious enough to be dealt with at the global tribunal and whether local authorities are investigating and prosecuting the crimes. The ICC is a court of last resort that only takes on cases when local courts cannot or will not prosecute.ICC prosecutors have been conducting a preliminary inquiry since 2015 in the Palestinian territories, including Israel’s settlement policy, crimes allegedly committed by both sides in the 2014 Gaza conflict and Hamas rocket attacks aimed at Israeli civilians.Chief Prosecutor Fatou Bensouda has yet to rule on whether there is a basis to investigate Palestinian claims of war crimes.Israel is not a member of the court and doesn’t accept ICC jurisdiction. But Israeli forces could face charges if they are suspected of committing crimes on Palestinian territories. The court has accepted the “State of Palestine” as a member.Foreign Ministry spokesperson Emmanuel Nahshon told The Times of Israel on Wednesday that Jerusalem was studying the report.“As is well-known, Israel is not a member state of the International Criminal Court, and our clear position is that the court has no authority to deal with the Israeli-Palestinian conflict, among other things because the Palestinian Authority is not a state,” he said. “We expect the prosecutor to rule thusly at the end of her examination.”Israeli Attorney General Avichai Mandelblit recently said he was drafting a legal opinion that refutes the ICC’s legitimacy to discuss matters pertaining to the Israeli-Palestinian conflict because “there is no Palestinian state.”In January 2015 Bensouda opened a preliminary examination into the “situation in Palestine,” after the Palestinian Authority signed the Rome Statute and formally accepted the court’s jurisdiction over its territory.However, the legal validity of the move remains a subject of contention.PA President Mahmoud Abbas has called on the ICC to probe and prosecute Israeli officials over settlement activity.Mandelblit has been cognizant of the ICC’s influence on issues pertaining to the Palestinians, encouraging cabinet ministers last month to delay the demolition of the West Bank Bedouin hamlet of Khan al-Ahmar, saying a forced evacuation could compromise the Israeli position vis-a-vis Palestinian claims at the Hague.Last Wednesday, the Justice Ministry denied a report that the ICC had told Israel officials there was no legal obstacle to razing the village, despite Bensouda previously warning the demolition might be a war crime.The prosecutor’s office currently has nine preliminary probes underway. The upper house of Ireland’s parliament on Wednesday passed a bill to criminalize importing or selling goods produced in Israeli towns in the West Bank, East Jerusalem and the Golan Heights.After advancing through several debates, the Control of Economic Activities (Occupied Territories) Bill 2018 now moves to the lower house, known as the Dáil Éireann, where it will have to pass an additional five rounds of debates before the president would sign it into law.“Incredible — the Occupied Territories Bill has just passed all stages in Seanad Éireann! Ireland can be the first EU country to end trade in illegal #SettlementGoods,” the sponsor of the bill, Independent Senator Frances Black, tweeted minutes after the vote.“It now goes to Dáil for agreement, & with such huge support we’ll make this vital bill law!”Foreign Ministry spokesperson Emmanuel Nahshon replied by calling the measure hateful and unhelpful.“Truly incredible — the Irish Senate just approved a hateful boycott initiative against a friendly nation,” he tweeted at Black. “This will not help the Palestinians and just push their leadership further away from negotiations.”In a formal response to the vote, the Foreign Ministry stated: “The Irish Senate (Seanad Éireann) have chosen to give their backing to the most extreme anti-Israel piece of legislation in Europe. This bill will not help a single Palestinian and is aimed at negating the historical connection between the people of Israel and the birthplace of the Jewish people.”The proposed legislation — a private member bill — declares it an offense “for a person to import or attempt to import settlement goods.”Likewise, those who “assist another person to import or attempt to import settlement goods” would be committing a crime punishable by up to five years in prison, if the bill were to become law.“The bill seeks to prohibit the import and sale of goods, services and natural resources originating in illegal settlements in occupied territories,” Black said in a statement posted to her website on June 25.“Such settlements are illegal under both international humanitarian law and domestic Irish law, and result in human rights violations on the ground. Despite this, Ireland provides continued economic support through trade in settlement goods.”While the bill does not mention Israel and the Palestinian territories, critics have charged that it appears to have been written exclusively with the Israeli-Palestinian conflict in mind.“This is a bill which selectively uses international courts’ decisions to discriminate solely against Israel and exclude all other cases of disputed territories,” the Foreign Ministry charged Wednesday.“It is a dangerous piece of legislation as it gives the Palestinians the illusion that external coercion can actually replace negotiations. It encourages Palestinians to continue supporting terrorism instead of engaging in direct negotiations.”If passed into the law, the bill would be “counter-productive, as it seeks to close doors for Israelis but will only succeed to close the door on any future input that Ireland could have in a peace process in the Middle East,” the statement continued-However, in private conversations, Israeli officials appeared unperturbed by the legislation, estimating that the government in Dublin will ultimately prevent it from coming into force, even, if need be, blocking it technically from advancing.The bill was supported by all opposition parties and independent senators, but was opposed by Ireland’s minority government. LONDON — A UK Parliament committee accused Facebook on Wednesday of cutting special deals with some advertisers to give them more access to data as it released 250 pages worth of documents on the tech giant’s internal discussions about the value of users’ personal information.Included in the confidential emails released by the Parliament’s media committee was information showing that Facebook used an Israeli app it had acquired to monitor users’ iPhone usage, using that information to identify competitors.Last month, the committee seized confidential Facebook documents from the developer of a now-defunct bikini photo searching app as part of its investigation into fake news.In a summary of key issues pertaining to the documents, the committee says Facebook “whitelisted” or gave preferential access to certain companies, such as Airbnb and Netflix, even after the tech giant announced changes in 2015 to end access to a user’s “friends.”“Facebook have clearly entered into whitelisting agreements with certain companies, which meant that after the platform changes in 2014/15 they maintained full access to friends data,” the committee said in a statement preceding the emails. “It is not clear that there was any user consent for this, nor how Facebook decided which companies should be whitelisted or not.”The mails also showed Facebook gathered data from phones using the Israeli-made virtual private network app Onavo, which it purchased in 2010.By sending all internet use by apps on users’ iPhones via Facebook’s servers the company was able to identify popular apps, the UK Guardian newspaper reported.In 2013, such information showed that messaging program WhatsApp was more popular than Facebook’s Messenger app and a year later Facebook purchased WhatsApp.The parliament’s Digital, Culture, Media and Sport Committee received the documents from app developer Six4Three, which had acquired the files dating from 2013-2015, as part of a US lawsuit against the social media giant. The app developer is suing Facebook over a change to the social network’s privacy policies in 2015 that led Six4Three to shut down its app, Pikinis, which let users find photos of their friends in bathing suits by searching their friends list.The committee’s seizure of the documents, which were under seal by a court in the United States, came after the CEO of Six4Three, Theodore Kramer, was threatened with arrest while on a business trip to London if he didn’t hand over the material.The committee chair, Damian Collins, said the documents are relevant to his ongoing investigation into whether social media platforms were used to manipulate elections.“(The documents) raise important questions about how Facebook treats users’ data, their policies for working with app developers, and how they exercise their dominant position in the social media market,” he said. “We don’t feel we have had straight answers from Facebook on these important issues, which is why we are releasing the documents.”The cache includes emails from Facebook CEO Mark Zuckerberg and other key members of his staff. Internal Facebook documents released by a U.K. parliamentary committee offer the clearest evidence yet that the social network has used its enormous trove of user data as a competitive weapon, often in ways designed to keep its users in the dark.Parliament's media committee accused Facebook on Wednesday of cutting special deals with some app developers to give them more access to data, while icing out others that it viewed as potential rivals.In other documents, company executives discussed how they were keeping the company's collection and exploitation of user data from its users. That included quietly collecting the call records and text messages of users of phones that run on Google's Android operating system without asking their permission.The U.K. committee released more than 200 pages of documents on the tech giant's internal discussions about the value of users' personal information. While they mostly cover the period between 2012 and 2015 —the first three years after Facebook went public — they offer a rare glimpse into the company's inner workings and the extent to which it used people's data to make money while publicly vowing to protect their privacy.The company's critics said the new revelations reinforced their concerns over what users actually know about how Facebook treats their data."These kinds of schemes are exactly why companies must be required to disclose exactly how they are collecting and sharing our data, with stiff penalties for companies that lie about it," Sen. Ron Wyden, an Oregon Democrat, said in a statement.Facebook called the documents misleading and said the information they contain is "only part of the story.""Like any business, we had many internal conversations about the various ways we could build a sustainable business model for our platform," the company said in a statement. MEXICO CITY (Reuters) - Mexican President Andres Manuel Lopez Obrador proposed on Wednesday offering more work visas for Central Americans and said the United States should do the same, part of a negotiation aimed at stemming the northward flow of migrants.Lopez Obrador, who took office on Saturday, said he would discuss immigration with U.S. President Donald Trump in coming days, including increasing investment in southern Mexico and Central America."We are proposing investment in productive projects and in job creation, and not only that, also work visas for Mexico and for the United States," he told a news conference, saying he would give more details "soon."Mexico and the United States have been in talks about how to manage the large groups moving through Mexico in caravans, with Lopez Obrador pushing for investment to address the poverty and crime that drive thousands of people every year from Honduras, El Salvador and Guatemala.Lopez Obrador, soon after being elected in July, sent a letter to Trump suggesting they work together to address the root causes of immigration."It is very important to us that we reach an investment agreement between companies and governments, to create jobs in Central America and our country," he said.Lopez Obrador plans major infrastructure projects in the impoverished south of Mexico including his home state of Tabasco.
