Defense Minister Avigdor Liberman on Friday announced that he had directed his ministry to advance plans for the construction of 400 new homes in the West Bank settlement of Adam, in response to the deadly terror attack that took place there overnight.“The best response to terrorism is increased settlement in Judah and Samaria,” he tweeted, referring to the West Bank by its Biblical name. “Therefore I instructed this morning that plans should be advanced to build 400 housing units in the Adam settlement and to approve it with the planning authorities in the next few weeks.”The 400 homes would be part of an already existing plan which will add 1,000 houses in the settlement, 150 of which are already under construction.Liberman’s directive likely means the plan will be prioritized by the Civil Administration, the Defense Ministry body that convenes once every three months to approve West Bank construction.The plan still requires several approvals by planning authorities before ground can be broken — a process that sometimes can take years.Liberman’s announcement followed a terror attack in which 31-year-old Yotam Ovadia was stabbed to death and two others were injured.According to Israeli authorities, suspect Mohammad Tareq Yousef climbed over the security fence of the West Bank settlement of Adam sometime before 9 p.m. Thursday. He walked deeper into the settlement, crossing a playground area, where he encountered Ovadia, and stabbed him repeatedly in the upper torso.Ovadia was father to a 2-year-old child and a 7-month-old baby. The Brinks security company announced on its Facebook page that he worked for it as a technician.A second resident, 58, was also stabbed after arriving on the scene. He was rushed to a hospital in serious condition but it was upgraded to moderate after doctors managed to stabilize him.A third resident, Assaf Raviv, 41, went outside to investigate the disturbance and, realizing that an attack was occurring, shot the Palestinian terrorist three times, killing him.He was stabbed and lightly injured during the incident, and on Friday morning it was announced he had been released from hospital.Overnight Israeli security forces entered suspect Mohammad Tareq Yousef’s village of Kobar. The IDF said that clashes broke out after around 150 Palestinian demonstrators threw rocks and Molotov cocktails at the Israeli soldiers, as well as burning tires. Palestinians accused neighboring settlers of ransacking a pair of homes in the central West Bank village of Jalud Friday afternoon.According to the Yesh Din rights group, Jalud locals returned from Friday afternoon prayers to find a group of Israelis fleeing in the direction of the Esh Kodesh outpost.When Palestinians arrived at the two homes the settlers were seen scampering from, they found one of them torched and another torn apart with the flooring pulled apart, windows cracked and a bathroom looted.The house which was set on fire had been under construction. Both homes were uninhabited at the time of the incident.Police said they were aware of the incident, but would not say whether they were investigating it as a hate crime.Tensions in the West Bank were particularly high Friday after a Palestinian teen from the village of Kobar snuck into the Adam settlement Thursday night and stabbed three Israelis, killing one of them.

A Kelowna man is so fed up with the number of human caused wildfires that he's offering a $10,000 reward to bring to justice people who deliberately start forest fires.Last month, the RCMP announced it is investigating 29 Okanagan forest fires deliberately set over the last four years.Other fires are caused by natural events, like lightning strikes.Jayme Knyx is particularly affected by the smoke because he suffers from asthma — so badly that it's put him in hospital."It's been an ongoing event for me. I've been having an asthma attack once or twice a week," Knyx said. "Earlier this year, I actually almost died from my asthma."Knyx is the owner of Ogologo Media.Smoky days are particularly bad for his health, he said, and make it very difficult for him to breathe."Why should we be tolerating this intentional destruction of the beautiful Okanagan Valley?" he told Chris Walker, the host of CBC's Daybreak South."It's important we link arms as a community."The current deterrents aren't stopping people from starting forest fires, Knyx said, but hopes the large cash incentive might encourage someone to turn in their friends and acquaintances if they've lit the forest alight.The award will given on the condition that sufficient evidence is given to lead to formal charges and ideally a successful conviction.The money is nothing to him, he said, if it puts an end to human-caused fires."The last thing you are thinking about when you can't breathe is $10,000," Knyx said. (Reuters) - A fast-growing northern California wildfire killed a second firefighter on Friday as high winds drove it toward the city of Redding, prompting mass evacuations and threatening some 5,000 homes and businesses, officials said.The Shasta County Carr Fire grew by about 60 percent overnight, scorching 44,450 acres (18,000 hectares), state fire officials said. It was just 3 percent contained as crews battled it for a fifth day.A curtain of smoke and flames loomed over low-slung buildings in Redding, home to 90,000 people, with forecasts calling for wind gusts of 25 miles (40 km) per hour and temperatures of 110 Fahrenheit (43 Celsius)."When you're dealing with temperatures that high, it's really, really hot heat," said Cal Fire spokesman Scott Kenney in a phone interview. "Stress, as far as heat exhaustion and heat stroke, are really serious situations that a firefighter can get into, so the tactics kind of get hindered by temperatures that high."The Carr Fire is one of 88 burning nationally, mostly across the American west, one of which prompted the closure of much of Yosemite National Park.This year so far, almost 4 million acres (1.6 million hectares) have been blackened by wildfires, above a 10-year average of 3.6 million acres (1.5 million hectares) over the same period, according to the National Interagency Fire Center.Roads out of Redding, about 150 miles (240 km) north of Sacramento, were jammed overnight with motorists trying to escape the flames, social media postings showed. WASHINGTON — House Speaker Paul Ryan spoke out against an effort by a small group of conservatives to impeach Deputy Attorney General Rod Rosenstein on Thursday, dooming the endeavour for now and easing a months-long standoff between House Republicans and the Justice Department.Ryan said the tussle over document requests between House Republicans and Rosenstein, who oversees the federal Trump-Russia investigation, doesn't rise to the level of "high crimes and misdemeanours " that could warrant impeachment under the Constitution."I don't think we should be cavalier with this process or with this term," Ryan said. He also said he is encouraged by progress on the document production.Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller's investigation.Their move late Wednesday came after months of criticism aimed at the department — and the Russia investigation in particular — from President Donald Trump and his Republican allies in Congress. Trump has fumed about Mueller's probe and has repeatedly called it a "witch hunt," a refrain echoed by some of the lawmakers.Mueller is investigating Russian interference in the 2016 election and whether Trump's campaign was involved.The impeachment effort was led by North Carolina Rep. Mark Meadows, the chairman of the conservative House Freedom Caucus who talks to Trump frequently and often defends him to colleagues.As Ryan voiced his disapproval, Meadows acknowledged that he didn't currently have the votes to pass the impeachment resolution and said he wouldn't use procedural manoeuvrs to trigger an immediate vote — something he had threatened to do. Defense Minister Avigdor Liberman on Friday announced that he had directed his ministry to advance plans for the construction of 400 new homes in the West Bank settlement of Adam, in response to the deadly terror attack that took place there overnight.“The best response to terrorism is increased settlement in Judah and Samaria,” he tweeted, referring to the West Bank by its Biblical name. “Therefore I instructed this morning that plans should be advanced to build 400 housing units in the Adam settlement and to approve it with the planning authorities in the next few weeks.”The 400 homes would be part of an already existing plan which will add 1,000 houses in the settlement, 150 of which are already under construction.Liberman’s directive likely means the plan will be prioritized by the Civil Administration, the Defense Ministry body that convenes once every three months to approve West Bank construction.The plan still requires several approvals by planning authorities before ground can be broken — a process that sometimes can take years.Liberman’s announcement followed a terror attack in which 31-year-old Yotam Ovadia was stabbed to death and two others were injured.According to Israeli authorities, suspect Mohammad Tareq Yousef climbed over the security fence of the West Bank settlement of Adam sometime before 9 p.m. Thursday. He walked deeper into the settlement, crossing a playground area, where he encountered Ovadia, and stabbed him repeatedly in the upper torso.Ovadia was father to a 2-year-old child and a 7-month-old baby. The Brinks security company announced on its Facebook page that he worked for it as a technician.A second resident, 58, was also stabbed after arriving on the scene. He was rushed to a hospital in serious condition but it was upgraded to moderate after doctors managed to stabilize him.A third resident, Assaf Raviv, 41, went outside to investigate the disturbance and, realizing that an attack was occurring, shot the Palestinian terrorist three times, killing him.He was stabbed and lightly injured during the incident, and on Friday morning it was announced he had been released from hospital.Overnight Israeli security forces entered suspect Mohammad Tareq Yousef’s village of Kobar. The IDF said that clashes broke out after around 150 Palestinian demonstrators threw rocks and Molotov cocktails at the Israeli soldiers, as well as burning tires. BEIRUT, Lebanon — Syrian government forces on Thursday raised the flag in the buffer zone separating Syrian-held territory from the Israeli Golan, the Syrian Observatory for Human Rights said.Syria’s southwestern Quneitra province includes the Syrian Golan Heights, on the border of the territory held by Israel.The part of the province to the east of the buffer zone fell almost totally under regime control after a brief military offensive followed by deals under which the rebels surrendered or were evacuated from the region.Here is some background about the province.On Israel’s doorstep-The rocky plateau known as the Golan Heights overlooks Israel’s Galilee region and the Sea of Galilee to the south and west.Israel took control of 1,200 square kilometers (460 square miles) of the Golan from Syria during the 1967 Six Day War and later annexed it in a move never recognized internationally.The region is strategically important for Syria because it also controls a key highway from the Jordanian border to the capital Damascus.-Under rebel control-After decades of calm, tensions began flaring up in the Golan with the 2011 uprising against Syrian President Bashar Assad’s regime.In March 2013, rebels fighting Assad’s forces launched coordinated attacks in the area and began seizing parts of the province.The following year, rebel fighters and jihadists from Al-Qaeda’s Syria affiliate expanded their control, seizing the crossing between the Syrian section of the Golan and the part annexed by Israel.Israel-Syria flash point-The area has witnessed fierce fighting between rebels and the regime, with fire occasionally hitting Israeli territory and prompting retaliation.Israel in particular objects to the presence of regime-allied foreign fighters close to its borders: namely, Iranian forces or units from Lebanese terrorist group Hezbollah.In September 2014, the Israeli army shot down a Syrian military plane over the Golan.On January 18, 2015, a raid blamed on Israel killed six members of Hezbollah and an Iranian general, close to Quneitra.On May 10, 2018, Israel carried out dozens of raids against Iranian targets, responding to Iranian rockets fired at the Israeli-held section of the Golan.On July 24, Israel said it shot down a Syrian plane that had entered its airspace over the Golan, a claim denied by Damascus, which said the plane was carrying out operations against Islamic State.-Regime advances-A “de-escalation” accord negotiated by Russia, the United States and Jordan saw southern Syria return to relative calm over the past year.But this month it became a new front for advancing Syrian forces after they re-established their authority over most of neighboring Daraa province.The regime launched an assault on Quneitra on July 15 with heavy bombardment.Under pressure, the rebels agreed on July 19 to allow regime forces to take over, and began evacuating the next day.According to the Syrian Observatory for Human Rights the regime now holds 90 percent of the Syrian side of the province.

Clashes broke out Friday at the end of Muslim prayers on the Temple Mount in Jerusalem when worshipers hurled projectiles at police at the holy site.“Stones and fireworks were thrown at police officers,” a police statement said. “Police entered the site and began evacuating the Temple Mount compound.”Initial reports said a policeman and several rioters were lightly wounded, and several people were arrested.Palestinian sources said there was a parade on the site known to Muslims as the Haram al-Sharif to mark the anniversary of Israel removing metal detectors that were temporarily placed at the entrance to the holy site following a terror attack there, Channel 10 news reported.The sources also said that the IDF blocked all entrances to the Al-Aqsa Mosque on the site using batons and chains.Israel installed security measures, including metal detectors, at the entrances to the site in response to a July 14, 2017, attack in which three Arab Israelis shot dead two police officers near the Lions Gate. Palestinians accused neighboring settlers of ransacking a pair of homes in the central West Bank village of Jalud Friday afternoon.According to the Yesh Din rights group, Jalud locals returned from Friday afternoon prayers to find a group of Israelis fleeing in the direction of the Esh Kodesh outpost.When Palestinians arrived at the two homes the settlers were seen scampering from, they found one of them torched and another torn apart with the flooring pulled apart, windows cracked and a bathroom looted.The house which was set on fire had been under construction. A Kelowna man is so fed up with the number of human caused wildfires that he's offering a $10,000 reward to bring to justice people who deliberately start forest fires.Last month, the RCMP announced it is investigating 29 Okanagan forest fires deliberately set over the last four years.Other fires are caused by natural events, like lightning strikes.Jayme Knyx is particularly affected by the smoke because he suffers from asthma — so badly that it's put him in hospital."It's been an ongoing event for me. I've been having an asthma attack once or twice a week," Knyx said. "Earlier this year, I actually almost died from my asthma."Knyx is the owner of Ogologo Media.Smoky days are particularly bad for his health, he said, and make it very difficult for him to breathe."Why should we be tolerating this intentional destruction of the beautiful Okanagan Valley?" he told Chris Walker, the host of CBC's Daybreak South."It's important we link arms as a community."The current deterrents aren't stopping people from starting forest fires, Knyx said, but hopes the large cash incentive might encourage someone to turn in their friends and acquaintances if they've lit the forest alight.The award will given on the condition that sufficient evidence is given to lead to formal charges and ideally a successful conviction.The money is nothing to him, he said, if it puts an end to human-caused fires."The last thing you are thinking about when you can't breathe is $10,000," Knyx said. WASHINGTON — House Speaker Paul Ryan spoke out against an effort by a small group of conservatives to impeach Deputy Attorney General Rod Rosenstein on Thursday, dooming the endeavour for now and easing a months-long standoff between House Republicans and the Justice Department.Ryan said the tussle over document requests between House Republicans and Rosenstein, who oversees the federal Trump-Russia investigation, doesn't rise to the level of "high crimes and misdemeanours " that could warrant impeachment under the Constitution."I don't think we should be cavalier with this process or with this term," Ryan said. He also said he is encouraged by progress on the document production.Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller's investigation.Their move late Wednesday came after months of criticism aimed at the department — and the Russia investigation in particular — from President Donald Trump and his Republican allies in Congress. Trump has fumed about Mueller's probe and has repeatedly called it a "witch hunt," a refrain echoed by some of the lawmakers.Mueller is investigating Russian interference in the 2016 election and whether Trump's campaign was involved.The impeachment effort was led by North Carolina Rep. Mark Meadows, the chairman of the conservative House Freedom Caucus who talks to Trump frequently and often defends him to colleagues.As Ryan voiced his disapproval, Meadows acknowledged that he didn't currently have the votes to pass the impeachment resolution and said he wouldn't use procedural manoeuvrs to trigger an immediate vote — something he had threatened to do. The House left Thursday afternoon for a five-week recess.Instead, Meadows said he had a commitment from leaders to vote on holding Rosenstein in contempt of Congress when the House returns in September if certain documents are still outstanding. The agreement came after discussions on the House floor with Judiciary Committee Chairman Robert Goodlatte, R-Va., and the No. 3 House GOP leader, Rep. Steve Scalise of Louisiana.The contempt resolution would first have to move through the Judiciary Committee, according to Republican aides.Meadows said the five-week delay would give the department "one last chance" to deliver. He didn't rule out trying for an impeachment vote in the future."Now it's in Rod Rosenstein's court," Meadows said.Ryan's tone was far different."We do not have full compliance, and we have to get full compliance, but we have been making tremendous progress to that point," he said of multiple document requests.Meanwhile, Attorney General Jeff Sessions defended Rosenstein in a Boston speech, saying he has the "highest confidence" in his top deputy. The resolution notes that Rosenstein was one of several department officials who approved what some Republicans say was improper surveillance of Trump campaign adviser Carter Page.The impeachment resolution also criticizes Rosenstein for refusing to produce a memo that outlines the scope of the investigation and questions whether the investigation was started on legitimate grounds.It is highly unusual, if not unprecedented, for lawmakers to demand documents that are part of an ongoing criminal investigation.At a House hearing last month, Rosenstein, along with FBI Director Christopher Wray, faced angry Republicans who alleged bias at the FBI and suggested the department has conspired against Trump.
