Pope declares new feast day devoted to the Virgin Mary-[Associated Press]-YAHOONEWS-March 4, 2018

VATICAN CITY (AP) — Pope Francis has made the devotion to the Virgin Mary a new fixed celebration in the Roman Catholic calendar. The Vatican published a decree Saturday in which Francis declared that the Mary "Mother of the Church" feast would be celebrated on the Monday following Pentecost. This year, it falls on May 21.The decree said Francis wanted the devotion to "encourage the growth of the maternal sense of the Church in the pastors, religious and faithful, as well as a growth of genuine Marian piety."History's first Latin American pope is particularly devoted to Marian piety and frequently refers to the church as "mother."In 2016, Francis set another feast day for another key woman in Christ's life, declaring July 22 as the feast of St. Mary Magdalene.

Vatican indicts ex-bank head, says embezzlement loss is $62M-[Associated Press]-YAHOONEWS-March 4, 2018

VATICAN CITY (AP) — Vatican prosecutors have indicted the former president of the Vatican bank and his lawyer on embezzlement charges, holding them responsible for losses of more than 50 million euros ($62 million) from real estate sales. The trial of Angelo Caloia and his lawyer, Gabriele Liuzzo, begins March 15. A third suspect died while under investigation. The Institute for Religious Works said late Friday that Caloia and his lawyer were charged with alleged embezzlement and self-laundering between 2001 and 2008, when the bank disposed of "a considerable part of its real estate assets."The scam allegedly involved the suspects selling Vatican-owned real estate at under value prices to offshore companies that then resold the buildings at market rates, with the suspects allegedly profiting from the difference, according to a person familiar with the investigation. The IOR, as the bank is known, is joining a civil case alongside the criminal trial to try to recover some of the losses. The Vatican announced the criminal investigation into Caloia, the IOR president from 1989-2009, attorney Liuzzo and the late bank director general, Lelio Scaletti, in 2014 after bank officials discovered irregularities in IOR accounts and operations. The suspects have denied wrongdoing. It's the latest attempt by the IOR to try to recover money it claims it lost due to the crimes or bungled decisions of its former managers.Just last month, the Vatican's civil tribunal found two other former bank heads, Paolo Cipriani and Massimo Tulli, liable for mismanagement for bad investments during their tenure and ordered them to repay the institution. The two resigned from the bank in 2013.The IOR launched a massive internal overhaul and reform of its operations as part of a process launched by Pope Benedict XVI to clean up its reputation as a scandal-plagued off-shore tax haven.

Trump joins mourners at funeral of U.S. evangelist Billy Graham-[Reuters]-By Jeff Mason and Greg Lacour-YAHOONEWS-March 3, 2018

CHARLOTTE, N.C. (Reuters) - The faithful from small towns gathered on Friday with President Donald Trump and other powerful politicians in North Carolina for the funeral of evangelist Billy Graham, who preached to millions around the world in a 70-year career. The service for Graham, who died on Feb. 21 at age 99, comes after he lay in honor at the U.S. Capitol in recognition of a clergyman who counseled presidents and became the first noted evangelist to take his message to the Soviet bloc during a time when its communist regimes were hostile to organized religion. The North Carolina native will later be buried in a pine coffin made by a Louisiana prison inmate, and laid to rest next to his late wife, Ruth, at the Billy Graham Library in Charlotte.Ahead of the ceremony, a steady stream of mourners braved brisk winds, some of them sharing how Graham's preaching enriched their lives.Margaret Zook, 74, came with her husband Bob, 71, from Sterling, Virginia, to mourn the man who had been an inspiration since she was a little girl.Bob Zook said what he valued most about Graham was “the unbridled joy he had, the joy he had in delivering the Word.”The 90-minute funeral service is scheduled to start at 12 p.m. EST (1700 GMT). It will be held under a canvas tent emblematic of Graham's 1949 Los Angeles revival that marked his breakthrough as an evangelist.Trump, a Republican, will take his place among about 2,300 invited guests, along with first lady Melania Trump and Vice President Mike Pence and his wife, Karen, organizers said. Ahead of the funeral, Trump met with Graham's family, pool reports said.Graham became the de facto White House chaplain to several U.S. presidents, most famously Richard Nixon. He also met with scores of world leaders and was the first noted evangelist to take his message behind the Iron Curtain.Graham's son, the Reverend Franklin Graham, will deliver the eulogy at the funeral service.Graham's headstone will carry his name, dates of birth and death and the inscription "Preacher of the Gospel of the Lord Jesus Christ" above the Bible reference "John 14:6." http://bit.ly/2oBKayV-According to his ministry, Graham preached Christianity to more people than anyone else in history. But Graham found himself at times in controversy over his disapproving stand on gay rights, as well as over a secretly recorded conversation with Nixon in which the cleric complained that Jews had too much influence on the U.S. media.(Additional reporting by Ian Simpson in Washington and Jeff Mason in Charlotte, North Carolina; writing by Ian Simpson and Jon Herskovitz; editing by Cynthia Osterman and Jonathan Oatis)

Iranian official calls on West to scrap nuclear arms before any missile talks-[Reuters]-YAHOONEWS-March 4, 2018

DUBAI (Reuters) - Iran will not negotiate over its ballistic missiles until the United States and Europe dismantle nuclear weapons and long-range missiles, a top Iranian military official said on Saturday.Separately, Iran confirmed that the Iranian foreign minister had met his former U.S. counterpart John Kerry on the sidelines of a Munich meeting last month. The New Yorker magazine earlier reported that Kerry had urged Tehran not to abandon a 2015 nuclear deal, despite tensions with the administration of U.S. President Donald Trump. While Iran has accepted curbs on its nuclear work - which it says is for purely peaceful purposes - it has repeatedly refused to discuss its missile program, something the United States and European countries have called for."The condition for negotiating Iran's missiles is the destruction of the nuclear weapons and long-range missiles of the United States and Europe," Iranian Armed Forces spokesman Masoud Jazayeri was quoted by the state news agency IRNA as saying.Iran says its missile program is defensive, and that it is not related to Tehran's 2015 nuclear deal with world powers which led to the lifting of sanctions against the country.European powers and Iran have started talks over Tehran’s role in the Middle East and will meet again this month in Italy as part of efforts to prove to Trump that they are meeting his concerns over the 2015 nuclear deal.On Friday, the New Yorker reported that during a meeting, which it said was attended by others involved in the nuclear deal, "Kerry quietly urged the Iranians not to abandon the deal or violate its terms - whatever the Trump Administration does".Iran's foreign ministry spokesman Bahram Qasemi, quoted by IRNA, said that Foreign Minister Mohammad Javad Zarif "has always met on the sidelines of such international summits with attending personalities and elites ... in the framework of preserving Iranian interests".Zarif had met on the sidelines of the Munich Security Conference with "John Kerry and Ernest Moniz, foreign and energy ministers of the previous U.S. government, who have a critical attitude towards Trump Administration policies", Qasemi said.(Reporting by Dubai newsroom; Editing by Andrew Bolton)

Turkey tightens its grip on Syrian Kurdish enclave-[Associated Press]-MEHMET GUZEL and EMRAH GUREL-YAHOONEWS-March 4, 2018

MARSAWA, SYRIA (AP) — Turkey's prime minister said Saturday that Turkish troops have captured a strategic village in the Kurdish-held enclave in northwestern Syria, tightening its grip on Kurdish militia in the sixth week of its offensive on the area.Prime Minister Binali Yildirim said the Kurdish Afrin district has been "surrounded" by the military, special police and paramilitary forces, as well as allied Syrian opposition fighters."Afrin has been surrounded. We have cleared all areas near our borders of terror nests," he said at a rally in the central province of Konya, adding that Turkey would not cease its campaign against "terror."Turkish troops and allied Syrian fighters have been attacking Afrin from the north, west and east, and have formed a crescent around the district.Turkey said it wants to oust the Syrian Kurdish People's Protection Units, or YPG, from Afrin. It considers the group a terrorist organization, an extension of a Kurdish insurgency within its own borders. Turkey said 41 of its soldiers have been killed since the operation began.Associated Press journalists gained access to Afrin district for the first time Saturday on a tour organized by the Turkish-government, visiting a small village recently cleared of the YPG.Captain Ahmed Taqtaq of the allied Syrian forces in Marsawa village said they seized control of three villages in the last 10 days, fighting some 50 Syrian Kurdish fighters. He said, "Since we were in elevated areas, it facilitated our advance toward these villages." Armed Syrian fighters patrolled the village.Turkey's Red Crescent and emergency agency distributed beds, blankets and food to some 20 families in Marsawa, where walls were tagged with the logos of the YPG and other Kurdish groups.Further south, Turkish soldiers kept watch with weapons at the ready in Bursayah Hill, captured in late January. A Turkish flag now flutters above a former YPG watchtower. The Britain-based Syrian Observatory for Human Rights, which monitors the Syria conflict through on-the-ground activists, said fierce clashes were still ongoing in Rajo, in Afrin's northwest. If confirmed, Rajo would be the largest center in Afrin to be captured since the Turkish offensive began on Jan.20. Turkish borders run along Afrin's western and northern borders. To the east lies a Syrian territory controlled by Turkey-backed Syrian opposition fighters. In the south, Syrian government forces control territory. The offensive has heightened tensions between Turkey and its NATO ally, the United States, which backs the YPG fighting against Islamic State militants in eastern Syria. The U.S. has no troop presence in Afrin, but has said it fears the Turkish offensive could distract from the fight against IS in the east.Complicating matters further, fighters loyal to Syria's government entered Afrin late last month to support the Syrian Kurdish militia, raising the specter of a possible confrontation between Turkish and pro-government Syrian troops.Near the Syrian capital Damascus, the government continued its offensive against eastern Ghouta, a rebel-held region, despite a Russian-ordered five-hour humanitarian pause. A U.N. 30-day cease-fire has failed to take hold.Syrian activists and rescuers said at least six civilians were killed in the ongoing bombing Wednesday.Meanwhile, Syrian State TV said Saturday that two children managed to escape from the region under gunfire from the rebels, who control eastern Ghouta.Syrian government and Russian officials accuse the rebels of firing at a corridor set up for evacuation, preventing civilians from leaving. The corridor, manned by Russia military police and Syrian troops, has since Tuesday been set to open for five hours daily. An elderly Pakistani couple managed to leave after negotiations. The Britain-based Syrian Observatory for Human Rights and the Syrian Civil Defense said six civilians were killed Saturday in government bombings in eastern Ghouta.___Associated Press writers Sarah El Deeb in Beirut and Zeynep Bilginsoy in Istanbul contributed to this report.

Regime forces advance in Syria's battered Ghouta-[AFP]-Hasan Mohammed-YAHOONEWS-March 4, 2018

Douma (Syria) (AFP) - Government forces intensified fighting Saturday inside Syria's Eastern Ghouta, as tens of thousands of civilians in the besieged rebel enclave east of Damascus awaited urgently needed aid.On another front in Syria's seven-year civil war, Turkish air strikes killed 36 pro-regime fighters in a Kurdish enclave near the Turkish border.Syria's war has killed more than 340,000 people and spiralled into a complex conflict involving world powers since starting in 2011 with the brutal repression of anti-government protests.Russia-backed regime forces have since February 18 killed more than 640 civilians -- including over 150 children -- in bombardment of Eastern Ghouta, one of the armed opposition's last strongholds in the country.Following a deadly wave of air strikes and shelling, fighting on the ground has intensified in recent days, with loyalists retaking several areas inside the agricultural region, the Syrian Observatory for Human Rights said.Regime forces have advanced steadily since Thursday, the Britain-based monitor said, recapturing two areas in the east and southeast of the enclave on Saturday alone."Regime forces and their allies have intensified their attacks on rebel positions in the past 48 hours," Observatory head Rami Abdel Rahman said.Eastern Ghouta's 400,000 residents have lived under regime siege since 2013, facing severe food and medicine shortages even before the latest offensive.- 'Scorched earth policy' -The fighting on the ground comes after Russia on Tuesday started a daily five-hour "humanitarian pause" in the enclave -- a move that falls far short of a 30-day ceasefire demanded by the UN Security Council. The ferocity of the bombardment initially lessened but it has continued to claim lives, and trucks loaded with desperately needed aid remain unable to enter the enclave.Thousands of civilians instead are surviving on meagre stocks, and medical staff struggle to treat casualties with inadequate medical supplies. The UN Human Rights Council postponed voting Friday on a British resolution condemning the crisis in Eastern Ghouta, after member states failed to agree on a final text.Moscow has offered safe passage to non-combatants wishing to leave the enclave during the pause, but no Syrian civilians have left since Tuesday, the Observatory says.Government fighters are trying to advance inside Eastern Ghouta to cut off the main town of Douma and its surroundings in the north of the enclave, as well as isolate the southeastern area of Al-Marj, Abdel Rahman said.Jaish al-Islam, a main opposition group in the region, accused regime forces of carrying out a "scorched earth policy" as they progressed into the enclave.Opposition fighters abandoned their positions confronted with "hysterical bombing" in agricultural areas in the east, Jaish al-Islam spokesman Hamza Bayraqdar said on Telegram.- Deadly Turkish strikes -In the northwest of the country, there was more bloodshed in the roughly six-week offensive by Turkey and allied fighters against Kurdish militia now backed up by pro-government Syrian forces.Turkish air strikes killed at least 36 pro-regime fighters battling alongside the Kurds in the enclave of Afrin on Saturday, the Observatory said. The Kurdish-led Syrian Democratic Forces (SDF) alliance said the Turkish raids targeted pro-regime positions, but gave no death toll. The two-storey building where the fighters were located was completely eviscerated, an AFP correspondent reported, with several burnt out vehicles visible among the rubble. The Observatory said the strikes on the area of Kafr Janna were the third such raid on loyalist fighters in the enclave bordering Turkey in less than 48 hours. They came after Turkish raids on other parts of the enclave killed 14 pro-regime fighters on Thursday and four more on Friday, the monitor said.Turkish-led Syrian opposition fighters on January 20 launched an assault on Afrin, controlled by the Kurdish People's Protection Units (YPG).Pro-regime fighters joined the Kurdish militia inside the enclave a month later, after the Kurds appealed to Damascus for help. The Observatory says Turkish-led forces control more than 20 percent of the enclave after seizing the area of Rajo in the northwest of Afrin on Saturday. They also seized a strategic mountain in the northeast of the enclave, a military official from the Turkish-led operation said.Ankara says the YPG is a "terrorist" extension of the Kurdistan Workers' Party (PKK), which has waged a three-decade insurgency against the Turkish state. The YPG has been a key component of a US-backed SDF, a Kurdish-Arab alliance that has been fighting the Islamic State jihadist group in Syria. The Observatory says more than 140 civilians have been killed in Turkish bombardment since the start of the assault, but Turkey denies the claim and says it takes the "utmost care" to avoid civilian casualties.Thousands of civilians have fled their homes since the start of the operation, either to the town of Afrin or to nearby government-controlled areas.

EU 'ready' for trade showdown with US By Eric Maurice-EUOBSERVER

BRUSSELS, 2. Mar, 17:56-The EU will immediately take counter-measures if the US imposes tariffs on European steel imports, the European Commission said on Friday (2 March)."We will react swiftly, firmly and proportionately, on the basis of the rules that are in place, agreed by all international trade partners and the World Trade Organization," a commission spokesman told journalists."We are not going to sit on our hands while our industry is at risk of being hit by unfair measures," said Alexander Winterstein, a day after the US president Donald Trump announced a 25-percent tariff on steel and 10-percent tariff on aluminum. The comment followed statements by European Commission president Jean-Claude Juncker and EU trade commissioner Cecilia Malmstroem, on Thursday evening, promising an EU response.Trump, who argued that the US industry was "decimated by decades of unfair trade and bad policy", overruled opposition in his own administration and assumed responsibility for triggering a global trade war.In tweet on Friday, he said that "trade wars are good, and easy to win."The European Commission refused to declare a trade war, but insisted on its determination to engage in a showdown with Washington."We're not going to use Twitter," Winterstein said. "What is important is the action we are going to take, not the words that we use."EU trade commissioner Cecilia Malmstroem told the Financial Times that the EU would challenge the US measures at the WTO.She said the EU was also considering imposing tariffs - through so-called safeguard measures - as well as taking retaliatory measures against US products. 'We already have a list' "We already have a list of US products," said an EU source, adding that is covered US steel, agriculture products, and "others".The list and the other possible measures will be discussed at the next commissioners meeting, on Wednesday (7 March). The 'safeguard measures' could be triggered if steel that is not sold in the US because of the tariffs was to be diverted to Europe, flooding and destabilising the market.EU's retaliation plans are "not out of the blue," the official said. "We've been preparing them since last year. They now have to be formalised."Since the US administration opened a case on steel and aluminium imports to the US last year, the EU has said that it would be ready to reply. The commission discussed the plans at a trade ministers meeting in Sofia earlier this week, and a meeting at technical level took place on Friday afternoon.EU authorities however want to avoid an escalation, and are waiting for the US administration to officially publish the tariffs notification."The question is which decision the US intends to take," spokesman Winterstein said. "We need to go step by step."The commission was backed by the Eurofer, the association that represents the European steel industry, which said that "Trump has chosen the most disruptive option.""The EU must not allow that the moderate recovery in our industry over the last year is now being destroyed by the EU's most important political ally", said Eurofer director general Axel Eggert. As EU steel exports to the US were at five million tonnes in 2017, the association said that the US tariff "could restrict US imports by up to 20-25 million tonnes overall."AmCham, the association that represents US business in Europe, also condemned Trump's plans, saying they would "unfairly target European manufacturers."AmCham insisted that "the root cause of the issue" was Chinese overcapacity in the sector and that tariffs would not address it.Until US intentions are clearer, beyond Trump's messages, and until commissioners discuss the options available, it is a tightly-kept secret what the EU could do.Consultations are ongoing with member states, Europe's partners, and business representatives. Juncker for instance will meet on Tuesday Lakshmi Mittal, the head of steel giant ArcelorMittal."We'll adjust to any scenario," the EU official said. "People will use all available means to avoid going down this road."

Britain wants uniquely deep deal with EU By Eszter Zalan-EUOBSERVER

BRUSSELS, 2. Mar, 17:41-British prime minister Theresa May said on Friday (2 March) she wants the "deepest and broadest possible" Brexit deal with the EU in a highly-anticipated speech on the EU-UK future relationship, but which was still vague in significant areas. It was the third, and most detailed speech of the British prime minister on the "hard facts" of Brexit, almost a year after she triggered the process of leaving the bloc.May acknowledged that life outside the EU will be different for the UK, and access to European markets will be reduced, as it will leave the customs union and the single market. But she refused the notion that Britain cannot have different levels of access to the EU's single market while not respecting all four freedoms that underpin it, arguing that is the basis of every free trade agreement.-Everyone picks cherries-"Every free trade agreement has varying market access depending on the respective interests of the country involved. If this is cherry-picking, then every trade agreement is cherry-picking," May said, hitting back at EU officials who tell the UK government that it cannot have the level of access it has now while not taking on the obligations stemming from the internal market.May reiterated that the UK wants a bespoke deal. She said that Britain would not accept the rights of the EU's free trade deal with Canada and the obligations of Norway, which is a member of the European Economic Area, which has to apply most EU rules without having a saying them."So we need to strike a new balance," she said. She pointed out that EU also wants unprecedented access to the UK's market in a tailored fashion in some areas, like fisheries.May said that while some European Court of Justice (ECJ) decisions will still have an affect on the UK, the future free trade deal will have to have its own independent arbitration mechanism to resolve any disagreements.-Ireland commitment-On the issue of the Irish border that this week threatened to derail Brexit negotiations for the second time, May hit a constructive tone, but shared no new ideas on how to avoid a hard border on the island of Ireland."We don't want to go back to a hard border in Ireland. We have ruled out any physical infrastructure at the border, or any related checks and controls," she told an audience at London's Mansion House. The EU suggested this week that without a broader agreement with the UK on customs, Northern Ireland should follow EU rules and practically remain part of the customs union to avoid hard border. May called the EU's proposal unacceptable. She reiterated in her speech that Brexit cannot create a border in the Irish Sea between parts of the UK.-Close trade-On trade May said that the UK-EU border should be "as frictionless as possible", adding London does not want to see the introduction of any tariffs or quotas. She proposed having a "comprehensive system of mutual recognition", meaning EU and UK regulatory standards will remain substantially similar. However, she said it would be achieved by having separate UK laws, something the EU has objected to.May reiterated earlier proposals on a customs partnership between the UK and the UK, sharing the same tariffs and the same rules of origin as the EU, for those goods arriving in the UK and intended for the EU.Therefore there would be no need for a customs process at UK-EU borders, but the UK would also be able to apply its own tariffs and trade policy for goods intended for the UK market, she argued.Another option she had already set out: a highly streamlined customs arrangement would see both sides implementing measures to minimise friction to trade, and allow Northern Ireland's small and medium sized businesses, that do 80 percent of the trade on the island of Ireland, to continue without restrictions. Those suggestions have been already dismissed by EU officials as unrealistic.May also pledged that Britain would not try to undercut the EU in areas such as regulation and state aid, an important promise for many EU countries who feared the UK would turn into a low-tax, low-regulation haven just next door. The prime minister said she wanted the UK to remain in the the European Medicines Agency, the European Chemicals Agency, and the European Aviation Safety Agency.-Transition within reach-In clear contrast to chief EU negotiator Michel Barnier who earlier this week warned that there are significant differences between the UK and the EU position on the transition period after Brexit, May said those differences can be resolved in a matter of days. She also said "we are in the process" of turning the agreement of the terms of divorce achieved last December agreement into draft legal text . It was unclear whether May meant that the UK will have its own proposals based on the political deal. The commission earlier in the week unveiled the draft legal text that was criticised by May for suggesting to align Northern Ireland's regulations on goods with the EU's.EU officials have been urging May to make it clear what sort of future relationship her government wants after Brexit, as EU leaders are set to agree on guidelines for negotiating that future tie at the end of March. In Brussels, officials are likely to welcome the constructive tone and some of the hard facts laid out in May's speech, which lacked details the EU has been looking for.Michel Barnier said in a tweet that he welcomed May's speech, adding the "clarity" on the UK leaving the single market and the customs union will guide leaders in their decision later in March.

10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Government offices in Washington closed as winds gusted to more than 60 mph (96 kph) in the U.S. capital.A flood surge at extreme high tide sent seawater into Boston's coastal streets, the second time this year that the area had flooded. Wind gusts approaching 70 mph (113 kph) helped force in the water while downing trees and power lines. The high water receded in the afternoon, but the National Weather Service said Boston could face renewed flooding with a near-record high tide forecast around midnight on Friday."That one still looks like it's going to be on target for at least moderate coastal flooding, which means we're going to see some problems in Boston," said Jim Hayes, a meteorologist with the agency's Weather Prediction Center in College Park, Maryland.Snow and rain are forecast to taper off through Friday night and into Saturday as skies clear, Hayes said, adding that winds are also expected to drop somewhat overnight and into Saturday as the offshore storm system recedes.Virginia Governor Ralph Northam declared a state of emergency, streamlining state aid to communities harmed by high winds. The storm packed a deadly punch, with a falling tree killing a man in his 70s in Newport, Rhode Island, a police spokesman said.In Putnam Valley, New York, an 11-year-old boy was killed when a tree crashed into his home, WPIX television reported, citing Putnam County sheriff's deputies. A spokesman for the sheriff's department could not be reached for comment.A 44-year-old male passenger in a truck was killed in James City County, Virginia, when an oak tree toppled onto the vehicle, police said in a statement. In Chesterfield County, Virginia, a tree fell onto a home and struck a sleeping 6-year-old boy, the county said in a statement. The child died of his injuries at a hospital.Outside Baltimore, a 77-year-old woman was struck by a falling tree branch at her home near Kingsville, Maryland, a Baltimore County Fire Department spokesman said.Private forecasting service AccuWeather said the storm dumped as much as 18 inches (46 cm) of snow on parts of New York state and Pennsylvania. It also snarled transportation from the Middle Atlantic into New England, with more than a quarter of flights into and out of New York's three major airports and Boston's airport canceled, according to tracking service FlightAware.com.One flight landing at Washington's Dulles International Airport came in through turbulence so rough that most passengers became sick and the pilots were on the verge of becoming ill, the Federal Aviation Administration said.Passenger railroad Amtrak halted service between Boston and Washington through Friday, and said it was suspending southbound service out of the U.S. capital until at least Saturday morning because of downed trees on the track.Hayes said top wind speeds had been clocked at 83 mph (134 kph) in Massachusetts and Rhode Island and reached 78 mph (125 kph) at Etlan, Virginia.(Reporting by Scott Malone and Ian Simpson in Washington; additional reporting by Barbara Goldberg, Alana Wise, Scott DiSavino and Gina Cherelus in New York, David Shepardson in Washington; Editing by Jonathan Oatis, Daniel Wallis and Lisa Shumaker)
