Four IDF soldiers were wounded when an explosive device was detonated on an IDF patrol along the Gaza Strip border on Saturday. Two of the soldiers were in a serious condition and two were moderately hurt, the army said.An Israeli tank fired a shell at an observation post in response to the attack, the army said.Prime Minister Benjamin Netanyahu, who is in Germany, called the incident “serious” and vowed Israel will respond.“The incident on the Gaza border is very serious. We will respond appropriately,” Netanayhu said, sending his wishes for a rapid recovery to the injured soldiers.President Reuven Rivlin said Israel would not be cowed by terror.“We will not be quiet in the face of any type of terror against our soldiers who are protecting the lives of the citizens of Israel,” he said.The incident occurred in the southern Gaza area near the city of Khan Younis, the IDF said. Information regarding the condition of the soldiers had been censored until their families were notified.The soldiers were evacuated by helicopter to Soroka hospital in Beersheeba for treatment, where three of them were rushed into surgery.An IDF spokesperson called the attack “a serious incident that aimed at destabilizing the region.”The spokesperson told reporters that the patrol stopped along the border to remove a flag that had been placed at the fence a day earlier during a protest, and that a device planted below the flag then detonated.The spokesperson said that the patrol — made up of Golani infantry soldiers and members of a combat engineering unit — was operating with standard procedures to remove any foreign object from the border fence, but that these would now be reviewed.Hadashot news TV reported said that further IDF retaliatory fire was likely.Israel Radio’s military correspondent called the incident “serious” and “irregular,” and Hebrew media reports said large IDF forces had been moved into the region.Palestinian media said the observation post targeted by the IDF in response belonged to the Palestinian Islamic Jihad. ANKARA, Turkey — Turkey has “never used” chemical weapons in Syria and accusations that it had done so during its offensive against a Syrian Kurdish militia are “baseless,” a Turkish diplomatic source said on Saturday.Turkey last month launched military operations dubbed “Olive Branch,” supporting Syrian rebels with ground troops and air strikes against the US-backed Kurdish People’s Protection Units (YPG) militia viewed as “terrorists” by Ankara.The Turkish source was reacting to claims by the head of Afrin hospital in northern Syria that six men were treated late Friday after shelling during the offensive and had symptoms that were in line with exposure to toxic agents.The Syrian Observatory for Human Rights monitor said shelling from either Turkey or allied factions hit Al-Sheikh Hadid, west of the town of Afrin, and left six people with “enlarged pupils” and “breathing difficulties.”Observatory chief Rami Abdel Rahman told AFP he could not confirm whether toxic gases were used.But the Turkish source said Ankara took the “utmost care” regarding civilian safety and that the claims Turkey was responsible for an alleged gas attack were “baseless.”“Turkey never used chemical weapons,” the source added. “[These are] lies… this is black propaganda.”Turkey says the YPG is linked to the outlawed Kurdistan Workers’ Party (PKK), which has been waging an insurgency against the Turkish state since 1984.The PKK is blacklisted as a terror group by the United States and the European Union.But the YPG has been working closely with Washington to oust the Islamic State extremist group from Syria, which has strained relations between the two NATO allies.The Observatory says at least 78 civilians have died during Turkey’s operation but Ankara repeatedly insists it is taking all the necessary measures to protect civilians.

In response, Israeli jets attacked the mobile command center from which it was operated, the army said.During the reprisal raid, one of the eight Israeli F-16 fighter jets that took part in the operation was apparently hit by a Syrian anti-aircraft missile and crashed. UNITED NATIONS (AFP) — Syria’s civil war is in danger of flaring into a regional or even global conflict, but some diplomats hope the high stakes could, paradoxically, pave the way for a peace accord.Last week, five Russians were likely killed in a US-led coalition bombing on pro-regime Syrian fighters, the Russian government said.A few days later Israel lost an F-16 warplane in reprisal attacks against Syrian and Iranian military targets after intercepting an alleged Iranian drone.These serious and unprecedented events were discussed in an urgent mid-week UN Security Council meeting.“The ingredients for a regional or potentially major global confrontation have come together now, and the risk must be taken seriously,” France’s UN ambassador Francois Delattre told AFP.Since the destruction of the Iranian drone “there has been no escalation,” said a colleague of Delattre’s on the UN Security Council, speaking on condition of anonymity.But there is now a risk of direct confrontation between the United States and Russia, possibly with new deaths, another diplomat countered.-Russia cooling on Syria? On Wednesday, a Security Council meeting on Syria that was initially slated to be public but was ultimately held behind closed doors, suggested a turning point had been reached.The language that emerged was a mix of tension and caution that converged on one point: the need for unity to calm things down.UN ambassador Nikki Haley said peace “is urgent” in Syria, then blamed Iran for its role in the violence.“On every front of this conflict, we find fighters imported by Iran from Lebanon, Iraq, and Afghanistan,” she said.Haley described it as “a dangerous game of pushing boundaries, instead of behaving responsibly and committing to peace.”Russian ambassador Vassily Nebenzia told reporters that his country is “doing everything to prevent any major international confrontation in Syria. MOSCOW, Russia (AFP) — The death of Russian citizens in Syria from a US coalition strike last week, which has been played down by both Moscow and Washington, has exposed the role of Russian mercenaries in the multi-front conflict.The incident followed a steady trickle of reports about Russians dying in battle in Syria while employed as guns for hire in a privately-owned outfit whose role may be securing oilfields for President Bashar Assad.Russia on Thursday has finally recognized that five Russian citizens, not officially affiliated with the Russian military, were likely killed in the strikes in eastern Syria, in the first admission of non-military combat casualties.The US had said the coalition acted in self-defense when an enemy unit of 300-500 people launched an attack on an established SDF position east of the Euphrates river in Deir Ezzor province.The coalition warned the Russian military and proceeded to strike the formation, killing up to 100 people. The Russian military said it had no troops in the area.While US officials have refused to disclose the nationality of the attackers, various reports indicated a death toll of up to several hundred Russians from the strike.Russia can legally prosecute mercenaries under an existing law which has been applied against several citizens fighting in Ukraine and Syria in recent years.In 2014, two Russian men, Vadim Gusev and Yevgeny Sidorov, were sentenced to three years in prison after they recruited over 200 former military soldiers to an outfit called the Slavonic Corps for a trip to Syria’s Deir Ezzor.According to Fontanka website, which has chronicled the involvement of private military contractors in Syria, the Slavonic Corps later became the core of a new mercenary group recruited by former member Dmitry Utkin, nicknamed Wagner.The Wagner group has no website or social networking page, instead attracting men with military experience through word of mouth.Utkin and the Wagner group was blacklisted by the US Treasury in 2016 for having “recruited and sent soldiers to fight alongside separatists in eastern Ukraine”.It is known to train at a military base in a village called Molkino outside Krasnodar in southern Russia. According to Fontanka, the Wagner group has fought in Syria since late 2015.Unlike Gusev and Sidorov, Wagner has not been prosecuted. Instead, he was honoured in the Kremlin in December 2016. Kremlin spokesman Dmitry Peskov said at the time that Utkin was invited as a decorated military veteran.According to Fontanka, Wagner is associated with a Russian company Yevro Polis, which has signed a deal with the Syrian government.Under the deal, the company would capture and secure oil and gas infrastructure in Syria in exchange for a 25 percent share in future resource production.Fontanka has tied Yevro Polis to the empire of Yevgeny Prigozhin, a Saint-Petersburg businessman running the company Concord Catering which controls several restaurant businesses and has won many contracts from the Russian defence ministry.Prigozhin, and Concord Catering, were blacklisted by the US Treasury for “having materially assisted” Russian officials and being tied to a company building a military base near Ukraine’s border. Yevro Polis is also on the blacklist.The US special prosecutor investigating Moscow’s meddling in the 2016 presidential election indicted Prigozhin Friday for running an influence campaign on the Internet through a “troll farm” company in Saint-Petersburg.Prigozhin has denied ties both to the Internet company and to Wagner group.Mercenaries not directly affiliated with the Russian military may be convenient for Moscow’s business interests in Syria while assuring deniability of government involvement.But after numerous reports of casualties in Syria and capture of two Russians, reportedly from the Wagner group, by IS jihadists last year, Russian officials have called for legalising mercenaries.Foreign Minister Sergei Lavrov in January said legislation was needed to “protect these people,” referring to Russians in private military companies.“Everybody understands the need for a law,” said Mikhail Yemelyanov, an MP in the Just Russia party, who is one of the authors of a bill on private military companies currently being reviewed by government.Asked if the need was due to Russians fighting in Syria, Yemelyanov told AFP that it’s “because it’s not just Russians fighting there” and because private military companies are legal in many countries.Some reports have said that the Russian defence ministry did not know about Russian citizens fighting in the area at the time of the US coalition strike. This would be impossible under the new bill, Yemelyanov said.“We wrote in the bill that the defence ministry would coordinate and that participation in armed conflicts would only be with their permission,” he said.“If our bill would be passed, everyone would know who is fighting where.”

Prime Minister Benjamin Netanyahu on Saturday vowed Israel will respond after four IDF soldiers were wounded by a bomb planted along the Gaza Strip border fence.An Israeli tank fired a shell at an observation post in response to the attack, but Netanyahu said there would be further reaction from Israel.“The incident on the Gaza border is very serious. We will respond appropriately,” said Netanyahu, who is in Germany attending a security conference. WASHINGTON (AP) — The revelation that the FBI botched a potentially life-saving tip on the Florida school shooting suspect is a devastating blow to America’s top law enforcement agency at a time when it is already under extraordinary political pressure.Even before the startling disclosure that the FBI failed to investigate a warning that the suspect, Nikolas Cruz, could be plotting an attack, the bureau was facing unprecedented criticism from US President Donald Trump and other Republicans, who have accused it of partisan bias.The agency and its supporters had been able to dismiss past criticism as just politics, but this time it had no option but to admit it made a disastrous mistake.The FBI’s acknowledgment that it mishandled the tip prompted a sharp rebuke from its boss, Attorney General Jeff Sessions, and a call from Florida’s Republican Gov. Rick Scott, a Trump ally, for FBI Director Christopher Wray to resign.Wray, on the job for just six months, had already been in a precarious position defending the bureau from relentless attacks by Trump and other Republicans. More than a dozen people also were wounded in the deadliest shooting at a U.S. high school.More vigils and funerals were scheduled for this weekend in and around Parkland. Two gun shows and a rally calling for the firearm safety legislation also were due to be held nearby.According to a report by the South Florida Sun Sentinel, a video of Cruz cutting his arm posted to the social media network Snapchat in September 2016 raised concerns among law enforcement and at the Florida Department of Children and Family Services."Mr. Cruz stated he plans to go out and buy a gun. Four IDF soldiers were wounded when an explosive device was detonated on an IDF patrol along the Gaza Strip border on Saturday. Two of the soldiers were in a serious condition and two were moderately hurt, the army said.An Israeli tank fired a shell at an observation post in response to the attack, the army said.Prime Minister Benjamin Netanyahu, who is in Germany, called the incident “serious” and vowed Israel will respond.“The incident on the Gaza border is very serious. We will respond appropriately,” Netanayhu said, sending his wishes for a rapid recovery to the injured soldiers.President Reuven Rivlin said Israel would not be cowed by terror.“We will not be quiet in the face of any type of terror against our soldiers who are protecting the lives of the citizens of Israel,” he said.The incident occurred in the southern Gaza area near the city of Khan Younis, the IDF said. Information regarding the condition of the soldiers had been censored until their families were notified.The soldiers were evacuated by helicopter to Soroka hospital in Beersheeba for treatment, where three of them were rushed into surgery.An IDF spokesperson called the attack “a serious incident that aimed at destabilizing the region.”The spokesperson told reporters that the patrol stopped along the border to remove a flag that had been placed at the fence a day earlier during a protest, and that a device planted below the flag then detonated.The spokesperson said that the patrol — made up of Golani infantry soldiers and members of a combat engineering unit — was operating with standard procedures to remove any foreign object from the border fence, but that these would now be reviewed.Hadashot news TV reported said that further IDF retaliatory fire was likely.Israel Radio’s military correspondent called the incident “serious” and “irregular,” and Hebrew media reports said large IDF forces had been moved into the region.Palestinian media said the observation post targeted by the IDF in response belonged to the Palestinian Islamic Jihad. ANKARA, Turkey — Turkey has “never used” chemical weapons in Syria and accusations that it had done so during its offensive against a Syrian Kurdish militia are “baseless,” a Turkish diplomatic source said on Saturday.Turkey last month launched military operations dubbed “Olive Branch,” supporting Syrian rebels with ground troops and air strikes against the US-backed Kurdish People’s Protection Units (YPG) militia viewed as “terrorists” by Ankara.The Turkish source was reacting to claims by the head of Afrin hospital in northern Syria that six men were treated late Friday after shelling during the offensive and had symptoms that were in line with exposure to toxic agents.The Syrian Observatory for Human Rights monitor said shelling from either Turkey or allied factions hit Al-Sheikh Hadid, west of the town of Afrin, and left six people with “enlarged pupils” and “breathing difficulties.”Observatory chief Rami Abdel Rahman told AFP he could not confirm whether toxic gases were used.But the Turkish source said Ankara took the “utmost care” regarding civilian safety and that the claims Turkey was responsible for an alleged gas attack were “baseless.”“Turkey never used chemical weapons,” the source added. “[These are] lies… this is black propaganda.”Turkey says the YPG is linked to the outlawed Kurdistan Workers’ Party (PKK), which has been waging an insurgency against the Turkish state since 1984.The PKK is blacklisted as a terror group by the United States and the European Union.But the YPG has been working closely with Washington to oust the Islamic State extremist group from Syria, which has strained relations between the two NATO allies.The Observatory says at least 78 civilians have died during Turkey’s operation but Ankara repeatedly insists it is taking all the necessary measures to protect civilians.

WASHINGTON (AP) — The revelation that the FBI botched a potentially life-saving tip on the Florida school shooting suspect is a devastating blow to America’s top law enforcement agency at a time when it is already under extraordinary political pressure.Even before the startling disclosure that the FBI failed to investigate a warning that the suspect, Nikolas Cruz, could be plotting an attack, the bureau was facing unprecedented criticism from US President Donald Trump and other Republicans, who have accused it of partisan bias.The agency and its supporters had been able to dismiss past criticism as just politics, but this time it had no option but to admit it made a disastrous mistake.The FBI’s acknowledgment that it mishandled the tip prompted a sharp rebuke from its boss, Attorney General Jeff Sessions, and a call from Florida’s Republican Gov. Rick Scott, a Trump ally, for FBI Director Christopher Wray to resign.Wray, on the job for just six months, had already been in a precarious position defending the bureau from relentless attacks by Trump and other Republicans. They are still dissatisfied with its decision not to charge Hillary Clinton with crimes related to her use of a private email server, and they see signs of bias in special counsel Robert Mueller’s probe of possible Trump campaign ties to Russia.As evidence, they’ve cited the former deputy director’s connection to Clinton allies, and they’ve publicized anti-Trump text messages exchanged between an FBI agent and a bureau lawyer. Democrats have said the accusations are aimed at damaging Mueller’s investigation and protecting Trump.Through it all, Wray has repeatedly stood up to Trump, defending the bureau’s independence and publicly praising its agents in implicit rebuttals to the president’s criticism. Wray unsuccessfully fought to block the release of a classified Republican memo accusing the FBI of abusing its surveillance powers in the Russia probe — a document Trump wanted aired. Wray also publicly contradicted White House accounts of how it handled recent domestic abuse allegations involving an aide.The shooting provides fresh grounds to criticize the FBI. First it was revealed that the FBI failed to delve into a YouTube comment posted by a “Nikolas Cruz” that said, “Im going to be a professional school shooter.” The FBI said it could not determine who made it.On Friday, the bureau said it had failed to act on a tip that Cruz had a “desire to kill people,” disturbing social media posts and access to a gun. Cruz is charged with killing 17 people in the school he once attended.Sessions, a Trump loyalist who has at times seemed to welcome criticism of the FBI, called the massacre a “tragic consequence” of the FBI’s failure. He ordered a review of the Justice Department procedures.The House Judiciary and Oversight committees, whose Republican leaders have been some of the strongest FBI critics, demanded Wray brief them on what went wrong.Sen. Marco Rubio, a Florida Republican, said it was “inexcusable” the FBI did not follow protocols and urged Congress to launch its own investigation. Democratic Rep. Ted Deutch of Florida promised to be in “close communication with the FBI so we can get to the bottom of this.”Wray apologized in a rare statement admitting the FBI’s missteps. But Scott, the governor, said that “isn’t going to cut it.”“People must have confidence in the follow-through from law enforcement,” he said, calling for Wray to step down.This isn’t the first time the FBI has been seen as missing an opportunity to prevent a major violent attack. The white supremacist who killed nine people at a historically black church in South Carolina in 2015 was able to purchase his weapon only because of breakdowns in the FBI’s background check system. The background check examiner who evaluated the shooter’s request to buy a gun never saw an arrest report in which he admitted to possessing illegal drugs. Under federal rules, that should have been enough to disqualify him from a gun purchase.Congress in 2009 criticized the FBI for missteps ahead of a shooting that left 13 people dead at Fort Hood, Texas, after finding that agents failed to act on emails between the gunman and terrorist Anwar al-Awlaki.In the Florida school shooting, “somebody made a mistake, somebody did not do their job,” said Jeffrey Ringel, a former FBI agent and Joint Terrorism Task force member who now works for the Soufan Group, a private security firm.“The FBI will be criticized for a failing that they have basically owned up to,” he said. “It’s a learning lesson. Unfortunately, a very expensive learning lesson.”

(Reuters) - A teenager accused of shooting to death 17 people at a Florida high school was investigated by police and state officials as far back as 2016 after slashing his arm in a social media video, and saying he wanted to buy a gun, but authorities determined he was receiving sufficient support, a newspaper said on Saturday.Nikolas Cruz, 19, is charged with committing multiple murders on Wednesday at the Marjory Stoneman Douglas High School in Parkland, a Miami suburb. More than a dozen people also were wounded in the deadliest shooting at a U.S. high school.More vigils and funerals were scheduled for this weekend in and around Parkland. Two gun shows and a rally calling for the firearm safety legislation also were due to be held nearby.According to a report by the South Florida Sun Sentinel, a video of Cruz cutting his arm posted to the social media network Snapchat in September 2016 raised concerns among law enforcement and at the Florida Department of Children and Family Services."Mr. Cruz stated he plans to go out and buy a gun. It is unknown what he is buying the gun for," said a report written by department officials after investigators interviewed the teenager, according to the South Florida Sun Sentinel.The newspaper reported that the investigators ultimately decided that Cruz, then 18, was receiving enough support from mental health professionals and from his school, and that any risk in his case was low.Representatives for the Department of Children and Family Services did not respond to requests from comment.On Friday, the Federal Bureau of Investigation admitted it failed to investigate a warning this year that Cruz possessed a gun and the desire to kill.A person described as close to Cruz called an FBI tip line on Jan. 5 to report concerns about him, according to the FBI. WASHINGTON, United States (AFP) — Cyberattacks cost the United States between $57 billion and $109 billion in 2016, a White House report said Friday, warning of a “spillover” effect for the broader economy if the situation worsens.A report by the White House Council of Economic Advisers sought to quantify what it called “malicious cyber activity directed at private and public entities” including denial of service attacks, data breaches and theft of intellectual property, and sensitive financial and strategic information.It warned of malicious activity by “nation-states” and specifically cited Russia, China, Iran, and North Korea.The report noted particular concern over attacks on so-called critical infrastructure, such as highways, power grids, communications systems, dams, and food production facilities which could lead to important spillover impacts beyond the target victims.“If a firm owns a critical infrastructure asset, an attack against this firm could cause major disruption throughout the economy,” the report said.It added that concerns were high around cyberattacks against the financial and energy sectors.“These sectors are internally interconnected and interdependent with other sectors as well as robustly connected to the internet, and are thus at a highest risk for a devastating cyberattack that would ripple through the entire economy,” it said.The report offered little in the way of new recommendations on improving cybersecurity, but noted that the situation is hurt by “insufficient data” as well as “underinvestment” in defensive systems by the private sector.The document was issued a day after US officials blamed Russia for last year’s devastating “NotPetya” ransomware attack, calling it a Kremlin effort to destabilize Ukraine which then spun out of control, hitting companies in the US, Europe and elsewhere.It said Russia, China, North Korea and other nation-states “often engage in sophisticated, targeted attacks,” with a specific emphasis on industrial espionage.“If they have funding needs, they may conduct ransom attacks and electronic thefts of funds,” the report said.But threats were also seen from “hacktivists,” or politically motivated groups, as well as criminal organizations, corporate competitors, company insiders and “opportunists.”In an oft-repeated recommendation, the White House report said more data sharing could help thwart some attacks.“The field of cybersecurity is plagued by insufficient data, largely because firms face a strong disincentive to report negative news,” the report said.“Cyber protection could be greatly improved if data on past data breaches and cyberattacks were more readily shared across firms.”
