TORONTO — Ontario's final cap-and-trade auction before entering a joint market with Quebec and California next year is set for today.The province launched the program aimed at lowering greenhouse gas emissions this year and has seen three sell-out auctions, bringing in about $1.5 billion for green projects.The system puts caps on the amount of pollution companies in certain industries can emit, and if they exceed those limits they must buy allowances at auction or from other companies that come in under their limits.As of Jan. 1, Ontario will join Quebec and California's carbon market, which has also seen three sold out auctions in a row for current credits.Critics in Ontario have slammed both the cost to consumers — an extra 4.3 cents per litre to the price of gasoline and about $80 a year to natural gas home heating costs, as well as indirect costs — and the potential cost to the economy.The auditor general has said that when Ontario links its market with Quebec and California, an estimated $466 million will leave the Ontario economy over three years, because it will be cheaper to buy allowances from those jurisdictions.Both the environmental commissioner and the auditor have said that means greenhouse gas emissions won't actually be cut in Ontario.But the Liberal government has staunchly defended the plan, saying it is far more cost effective and is effective at reducing emissions than a carbon tax.If elected in June 2018, the Progressive Conservatives would withdraw Ontario from the cap-and-trade program by July 1, 2019, and instead implement a carbon tax. A federal court judge has ruled that Canada's domestic spy agency can continue to use contentious cellphone surveillance devices without a warrant, in some cases.For several years, the Canadian Security Intelligence Service (CSIS) has used a device it calls a Cell Site Simulator (CSS) to collect information about cellphones and other cellular-capable devices — such as some laptops or tablets — during its national security investigations. The devices are perhaps better known as IMSI Catchers or Stingrays, and pretend to be legitimate cellphone towers in order to collect information. Privacy advocates have long criticized the technology for how it indiscriminately gathers data, not merely on the subject of an investigation, but on all of the cellular devices in its operating radius.According to CSIS, the technology is used for two reasons: to link a cellular device with the subject of an investigation whose identity is often — but not always — already known; and to pinpoint a subject's location. It is not used to capture communications.But after mounting questions from federal court judges, who only learned the devices were being used by CSIS last year, a recent top-secret warrant application was used to weigh in on the lawfulness of the technique's use. CSIS said previously it sometimes applies for warrants to use such devices and sometimes, for reasons that remain unclear, it has not. When does CSIS need a warrant? In his decision, made public on Tuesday, Chief Justice Paul S. SEOUL, South Korea (AP) -- After 2 ½ months of relative peace, North Korea launched its most powerful weapon yet early Wednesday, claiming a new type of intercontinental ballistic missile that some observers believe could put Washington and the entire eastern U.S. seaboard within range.The North said in a special televised announcement hours after the launch that it had successfully fired what it called the Hwasong-15, a new nuclear-capable ICBM that's "significantly more" powerful than the long-range weapons it's previously tested. Outside governments and analysts backed up the North's claim to a jump in missile capability.A resumption of Pyongyang's torrid testing pace in pursuit of its goal of a viable arsenal of nuclear-tipped missiles that can hit the U.S. mainland had been widely expected, but the apparent power and suddenness of the new test still jolted the Korean Peninsula and Washington. The launch at 3:17 a.m. local time and midday in the U.S. capital indicated an effort to perfect the element of surprise and to obtain maximum attention in the United States.In a government statement released through state media, North Korea said the Hwasong-15, the "greatest ICBM," could be armed with a "super-large heavy nuclear warhead" and striking the "whole mainland" of the United States. The North said the missile, which was fired near the capital Pyongyang, reached a maximum height of 4,475 kilometers (2,780 miles) and traveled 950 kilometers (590 miles) before accurately hitting a sea target, similar to the flight data announced by South Korea's military.The North said the missile, which was fired at the "highest" launch angle, didn't pose a security threat to its neighbors. Brussels, Today, 11:08-The European Commission's proposal to change rules on direct lawmaking in the EU has so far been met with silence or outright opposition.In an attempt to let national governments take political ownership of controversial decisions, like on authorising genetically modified organisms (GMOs), the commission proposed in February to modify the so-called 'comitology' rules.Comitology is not very well-known outside EU circles, but has become a common way in Brussels to make legislation through committees with experts from member states.On Monday (27 November) one such committee made the highly-controversial decision to renew the licence for the weedkiller glyphosate - after 18 months of discussion and stalled votes because too many states had previously abstained.Often when GMOs are up for approval, roughly a third of member states vote in favour, a third against, and a third abstain, leading to an outcome known as 'no opinion'. This is then often repeated in the appeal committee.To increase the likelihood of member states reaching an actual stand – and to prevent the commission from bearing the full responsibility of the final decision – the commission proposed that in the appeal committee abstentions no longer count when calculating a qualified majority in sensitive cases.Commission spokeswoman Mina Andreeva on Tuesday (28 November) did not go into detail about the file's lack of support, but said the EU's executive was working towards a "solution".But 288 days after the commission's publication of the proposal, it has barely been discussed in the two EU institutions that need to approve it: the European Parliament and the Council of the EU.-Czech, French and British scepticism-The council represents the governments of the EU's 28 member states. Recent immigrants to Canada are earning more money than ever, new figures from Statistics Canada show. In 2014, immigrants who had spent one year in Canada made an average of $24,000, the highest amount since 1981.This rise is partly due to the so-called Canadian Experience Class — a centrepiece of the previous Conservative government's economic immigration reforms — which fast-tracks permanent residency for newcomers who have work experience in Canada already."There are more immigrants coming in through this class," said StatsCan senior analyst Scott McLeish. "They already have experience working in Canada in high skills occupations. So they're starting from a different point than other immigrants."StatsCan arrived at these numbers by looking at 2015 tax returns from immigrants.The rise in median wages is the good news. But immigrants still make significantly less than people born in Canada. While non-immigrants earned on average $36,300, immigrants made $29,770, according to the 2016 census.This immigrant wage gap varies by province, with the widest gap in Alberta, and the narrowest in Nova Scotia.In the Northwest Territories and in Newfoundland and Labrador, immigrants earn on average more than native-born Canadians.The longer immigrants live in Canada, the more they earn-Immigrants tend to make more money the longer they live in Canada. In 2008, an immigrant who had been in Canada for seven years made almost $11,000 more than one who had arrived a year before.This residence gap is most acute for immigrants from Africa and the Middle East. Recent immigrants from those regions earn much less than those from Asia, Latin America, and Europe.It's a different situation for immigrants from the United States. Wages for recent American immigrants tend to be higher than those who have been here longer.According to a report by the Conference Board of Canada, the main factors of the wage gap are language skills, foreign qualification and skill recognition, and discrimination.Some provinces are better at retaining immigrants-The vast majority of immigrants who land in Ontario, Quebec, Alberta and British Columbia stay in those provinces, StatsCan has found. Atlantic provinces can't say the same, especially among Economic Class immigrants and refugees.Only 14 per cent of economic immigrants who landed in Prince Edward Island still lived there five years later.Economic Class are those who come for work. Family Class immigrants are those who come to join family members who already immigrated.Still work to be done, expert says-Though the economic situation has generally improved for immigrants in Canada, there is still work to be done, according to Stéphane Reichhold, head of the umbrella organization that groups immigration resources in Quebec (TCRI).This often has to do with recognition of education or work experience from countries outside of Canada, he said."Often, people are restarting," Reichhold said. "They already worked in their country of origin and they restart at the bottom of the scale."According to Reichhold, the majority of economic immigrants are underemployed, meaning they have jobs that do not correspond to their level of experience or education compared to the native Canadian population.He's worked at the umbrella organization since 1990, and has seen some improvement in the economic situation for immigrants.But, he said, there is a much higher rate of unemployment, use of social services, and poverty for people from countries in North Africa than those from Europe or North America, for example."The cultural-linguistic factors are part of it. Discrimination and racism factors are there."For an immigrant looking for higher-paying work in Quebec, speaking both English and French is often necessary, Reichhold added. But most immigrants who come to Quebec are not fluent in both official languages, he said."Most of them speak little to no English, because they were told if you want to live in French, come to Quebec," he said.

Prime Minister Justin Trudeau delivered a historic apology to the country's LGBT community in the House of Commons on Tuesday, acknowledging and apologizing for decades of state-sanctioned discrimination.Paul Therien, founder and chair of Q Hall of Fame, said the apology is an important step for the country. In his apology, Trudeau addressed civil servants, military members and other Canadians who faced discrimination, criminalization and injustice based on their sexual orientation.It's something many in the LBGT community still remember, including people he knows personally, Therien told CBC Early Edition host Rick Cluff. "These rights that we have are relatively new," he said. "There are people who were directly impacted by these laws and this persecution, who are still alive today, and they deserve an apology."He said Trudeau's apology demonstrates Canada's commitment towards change to the rest of the world. "It takes time to change, overall, society's perceptions and this apology is a strong indicator that our society is advanced," he said. "It is a historic moment, absolutely."'Often not enough'-LGBT artist-activist Jen Sungshine agreed the apology is an important step forward but said the conversation is far from over."An apology, while there is weight to it, especially on a state level, it's often not enough," she said.Sungshine, a workshop facilitator for the program Out In Schools, said she hopes the apology and recognition will open doors to more LGBT funding and support, particularly in schools."It's LGBT youth who are still persecuted in schools across the country, and, right now, I think the focus really should be on transgender students, non-binary or non-conforming youth who don't fit into the neat little boxes of male and female," she said.In addition to apologizing, Trudeau said the government will put forward $250,000 toward community projects to combat homophobia and provide support for people in crisis.He also pledged $100 million as part of a class action lawsuit settlement to compensate members of federal organizations, like the military, who were discriminated against because of their sexual orientation."I think this could open up a lot of interesting doors," Sungshine said. More than a dozen people appeared in court Tuesday to challenge a Mohawk Council of Kahnawake law that prevents non-Indigenous people from living on the Mohawk territory south of Montreal.It's known as the "marry out, stay out" law.These mixed-race families argue the Mohawk council's residency laws are unconstitutional and discriminatory.Among those challenging the law in Quebec Superior Court is Waneek Horn-Miller, who grew up in Kahnawake. Because she married a white man, her family cannot live together in her home community."As Indigenous people, we have very strong ties to the land where our ancestors are, and I also feel very strongly about contributing to my community," Horn-Miller said. TORONTO — Ontario's final cap-and-trade auction before entering a joint market with Quebec and California next year is set for today.The province launched the program aimed at lowering greenhouse gas emissions this year and has seen three sell-out auctions, bringing in about $1.5 billion for green projects.The system puts caps on the amount of pollution companies in certain industries can emit, and if they exceed those limits they must buy allowances at auction or from other companies that come in under their limits.As of Jan. 1, Ontario will join Quebec and California's carbon market, which has also seen three sold out auctions in a row for current credits.Critics in Ontario have slammed both the cost to consumers — an extra 4.3 cents per litre to the price of gasoline and about $80 a year to natural gas home heating costs, as well as indirect costs — and the potential cost to the economy.The auditor general has said that when Ontario links its market with Quebec and California, an estimated $466 million will leave the Ontario economy over three years, because it will be cheaper to buy allowances from those jurisdictions.Both the environmental commissioner and the auditor have said that means greenhouse gas emissions won't actually be cut in Ontario.But the Liberal government has staunchly defended the plan, saying it is far more cost effective and is effective at reducing emissions than a carbon tax.If elected in June 2018, the Progressive Conservatives would withdraw Ontario from the cap-and-trade program by July 1, 2019, and instead implement a carbon tax. A federal court judge has ruled that Canada's domestic spy agency can continue to use contentious cellphone surveillance devices without a warrant, in some cases.For several years, the Canadian Security Intelligence Service (CSIS) has used a device it calls a Cell Site Simulator (CSS) to collect information about cellphones and other cellular-capable devices — such as some laptops or tablets — during its national security investigations. The devices are perhaps better known as IMSI Catchers or Stingrays, and pretend to be legitimate cellphone towers in order to collect information. Privacy advocates have long criticized the technology for how it indiscriminately gathers data, not merely on the subject of an investigation, but on all of the cellular devices in its operating radius.According to CSIS, the technology is used for two reasons: to link a cellular device with the subject of an investigation whose identity is often — but not always — already known; and to pinpoint a subject's location. It is not used to capture communications.But after mounting questions from federal court judges, who only learned the devices were being used by CSIS last year, a recent top-secret warrant application was used to weigh in on the lawfulness of the technique's use. CSIS said previously it sometimes applies for warrants to use such devices and sometimes, for reasons that remain unclear, it has not. When does CSIS need a warrant? In his decision, made public on Tuesday, Chief Justice Paul S. SEOUL, South Korea (AP) -- After 2 ½ months of relative peace, North Korea launched its most powerful weapon yet early Wednesday, claiming a new type of intercontinental ballistic missile that some observers believe could put Washington and the entire eastern U.S. seaboard within range.The North said in a special televised announcement hours after the launch that it had successfully fired what it called the Hwasong-15, a new nuclear-capable ICBM that's "significantly more" powerful than the long-range weapons it's previously tested. Outside governments and analysts backed up the North's claim to a jump in missile capability.A resumption of Pyongyang's torrid testing pace in pursuit of its goal of a viable arsenal of nuclear-tipped missiles that can hit the U.S. mainland had been widely expected, but the apparent power and suddenness of the new test still jolted the Korean Peninsula and Washington. The launch at 3:17 a.m. local time and midday in the U.S. capital indicated an effort to perfect the element of surprise and to obtain maximum attention in the United States.In a government statement released through state media, North Korea said the Hwasong-15, the "greatest ICBM," could be armed with a "super-large heavy nuclear warhead" and striking the "whole mainland" of the United States. The North said the missile, which was fired near the capital Pyongyang, reached a maximum height of 4,475 kilometers (2,780 miles) and traveled 950 kilometers (590 miles) before accurately hitting a sea target, similar to the flight data announced by South Korea's military.The North said the missile, which was fired at the "highest" launch angle, didn't pose a security threat to its neighbors. Brussels, Today, 11:08-The European Commission's proposal to change rules on direct lawmaking in the EU has so far been met with silence or outright opposition.In an attempt to let national governments take political ownership of controversial decisions, like on authorising genetically modified organisms (GMOs), the commission proposed in February to modify the so-called 'comitology' rules.Comitology is not very well-known outside EU circles, but has become a common way in Brussels to make legislation through committees with experts from member states.On Monday (27 November) one such committee made the highly-controversial decision to renew the licence for the weedkiller glyphosate - after 18 months of discussion and stalled votes because too many states had previously abstained.Often when GMOs are up for approval, roughly a third of member states vote in favour, a third against, and a third abstain, leading to an outcome known as 'no opinion'. This is then often repeated in the appeal committee.To increase the likelihood of member states reaching an actual stand – and to prevent the commission from bearing the full responsibility of the final decision – the commission proposed that in the appeal committee abstentions no longer count when calculating a qualified majority in sensitive cases.Commission spokeswoman Mina Andreeva on Tuesday (28 November) did not go into detail about the file's lack of support, but said the EU's executive was working towards a "solution".But 288 days after the commission's publication of the proposal, it has barely been discussed in the two EU institutions that need to approve it: the European Parliament and the Council of the EU.-Czech, French and British scepticism-The council represents the governments of the EU's 28 member states. Recent immigrants to Canada are earning more money than ever, new figures from Statistics Canada show. In 2014, immigrants who had spent one year in Canada made an average of $24,000, the highest amount since 1981.This rise is partly due to the so-called Canadian Experience Class — a centrepiece of the previous Conservative government's economic immigration reforms — which fast-tracks permanent residency for newcomers who have work experience in Canada already."There are more immigrants coming in through this class," said StatsCan senior analyst Scott McLeish. "They already have experience working in Canada in high skills occupations. So they're starting from a different point than other immigrants."StatsCan arrived at these numbers by looking at 2015 tax returns from immigrants.The rise in median wages is the good news. But immigrants still make significantly less than people born in Canada. While non-immigrants earned on average $36,300, immigrants made $29,770, according to the 2016 census.This immigrant wage gap varies by province, with the widest gap in Alberta, and the narrowest in Nova Scotia.In the Northwest Territories and in Newfoundland and Labrador, immigrants earn on average more than native-born Canadians.The longer immigrants live in Canada, the more they earn-Immigrants tend to make more money the longer they live in Canada. In 2008, an immigrant who had been in Canada for seven years made almost $11,000 more than one who had arrived a year before.This residence gap is most acute for immigrants from Africa and the Middle East. Recent immigrants from those regions earn much less than those from Asia, Latin America, and Europe.It's a different situation for immigrants from the United States. Wages for recent American immigrants tend to be higher than those who have been here longer.According to a report by the Conference Board of Canada, the main factors of the wage gap are language skills, foreign qualification and skill recognition, and discrimination.Some provinces are better at retaining immigrants-The vast majority of immigrants who land in Ontario, Quebec, Alberta and British Columbia stay in those provinces, StatsCan has found. Atlantic provinces can't say the same, especially among Economic Class immigrants and refugees.Only 14 per cent of economic immigrants who landed in Prince Edward Island still lived there five years later.Economic Class are those who come for work. Family Class immigrants are those who come to join family members who already immigrated.Still work to be done, expert says-Though the economic situation has generally improved for immigrants in Canada, there is still work to be done, according to Stéphane Reichhold, head of the umbrella organization that groups immigration resources in Quebec (TCRI).This often has to do with recognition of education or work experience from countries outside of Canada, he said."Often, people are restarting," Reichhold said. "They already worked in their country of origin and they restart at the bottom of the scale."According to Reichhold, the majority of economic immigrants are underemployed, meaning they have jobs that do not correspond to their level of experience or education compared to the native Canadian population.He's worked at the umbrella organization since 1990, and has seen some improvement in the economic situation for immigrants.But, he said, there is a much higher rate of unemployment, use of social services, and poverty for people from countries in North Africa than those from Europe or North America, for example."The cultural-linguistic factors are part of it. Discrimination and racism factors are there."For an immigrant looking for higher-paying work in Quebec, speaking both English and French is often necessary, Reichhold added. But most immigrants who come to Quebec are not fluent in both official languages, he said."Most of them speak little to no English, because they were told if you want to live in French, come to Quebec," he said.

Prime Minister Justin Trudeau delivered a historic apology to the country's LGBT community in the House of Commons on Tuesday, acknowledging and apologizing for decades of state-sanctioned discrimination.Paul Therien, founder and chair of Q Hall of Fame, said the apology is an important step for the country. In his apology, Trudeau addressed civil servants, military members and other Canadians who faced discrimination, criminalization and injustice based on their sexual orientation.It's something many in the LBGT community still remember, including people he knows personally, Therien told CBC Early Edition host Rick Cluff. "These rights that we have are relatively new," he said. "There are people who were directly impacted by these laws and this persecution, who are still alive today, and they deserve an apology."He said Trudeau's apology demonstrates Canada's commitment towards change to the rest of the world. "It takes time to change, overall, society's perceptions and this apology is a strong indicator that our society is advanced," he said. "It is a historic moment, absolutely."'Often not enough'-LGBT artist-activist Jen Sungshine agreed the apology is an important step forward but said the conversation is far from over."An apology, while there is weight to it, especially on a state level, it's often not enough," she said.Sungshine, a workshop facilitator for the program Out In Schools, said she hopes the apology and recognition will open doors to more LGBT funding and support, particularly in schools."It's LGBT youth who are still persecuted in schools across the country, and, right now, I think the focus really should be on transgender students, non-binary or non-conforming youth who don't fit into the neat little boxes of male and female," she said.In addition to apologizing, Trudeau said the government will put forward $250,000 toward community projects to combat homophobia and provide support for people in crisis.He also pledged $100 million as part of a class action lawsuit settlement to compensate members of federal organizations, like the military, who were discriminated against because of their sexual orientation."I think this could open up a lot of interesting doors," Sungshine said. More than a dozen people appeared in court Tuesday to challenge a Mohawk Council of Kahnawake law that prevents non-Indigenous people from living on the Mohawk territory south of Montreal.It's known as the "marry out, stay out" law.These mixed-race families argue the Mohawk council's residency laws are unconstitutional and discriminatory.Among those challenging the law in Quebec Superior Court is Waneek Horn-Miller, who grew up in Kahnawake. Because she married a white man, her family cannot live together in her home community."As Indigenous people, we have very strong ties to the land where our ancestors are, and I also feel very strongly about contributing to my community," Horn-Miller said. She said she wants to help build Kahnawake and move it forward.Horn-Miller was a teenager during the 1990 Oka crisis, a land dispute that resulted in the death of a provincial police officer, when she was stabbed in the chest by a soldier's bayonet while protecting her younger sister.Horn-Miller now lives in Ottawa but said she desperately wants to move back to Kahnawake."I don't believe you should have to pick between your heart, which is the love of a wonderful man which has made my life incredible, and my community," she said.Non-Indigenous people welcome, but not to stay: council-For the Mohawk Council of Kahnawake, the law is a tool with which to protect the community's culture, traditions and even language.Joe Delaronde, spokesperson for the council, said that people in his community are disappointed the dispute is now before a non-Mohawk tribunal."The real concern for us is that a community law is being challenged in a Quebec court when, really, we've made that determination all along," Delaronde said outside the courtroom in Longueuil.The council feels "extremely strongly" that the matter should be decided internally, he said.The bottom line is that non-Indigenous people are welcome in the community but cannot live there, Delaronde explained."The fact of the matter is, we are on a postage stamp next to Montreal surrounded by Quebec, Canada, the United States, everybody," Delaronde said. "It's very difficult to maintain identity, language, culture."
