NEW ORLEANS — Hurricane Nate came ashore along Mississippi's coast outside Biloxi early Sunday, the first hurricane to make landfall in the state since Hurricane Katrina in 2005.The storm had maximum sustained winds early Sunday near 85 mph (140 kph) with weakening expected as it moves inland, the U.S. National Hurricane Center said. As of 2 a.m. EDT, Nate was centred about 5 miles (10 kilometres ) north of Biloxi and moving north near at 20 mph (31 kph).At one point, Nate's eye move over Keesler Air Force Base, where the National Hurricane Center's hurricane hunter planes are kept, the centre said.It was Nate's second landfall. Saturday night, the storm came ashore along a sparsely populated area in southeast Louisiana.Nate's powerful winds pushed water onto roads and its winds knocked out power to homes and business. But Nate didn't have the intensity other storms — Harvey, Irma and Jose — had during this busy hurricane season, and people didn't seem as threatened by it. MADRID/BARCELONA (Reuters) - Spanish Prime Minister Mariano Rajoy said on Saturday he would not rule out using the constitutional powers to remove Catalonia's autonomous status if it claimed independence as tens of thousands took to the streets to call for talks.The wealthy northeastern region of Catalonia, with its own language and culture, held a referendum on Oct. 1 on independence, in defiance of the Spanish constitutional court which had ruled the vote illegal.Until now, Rajoy has remained vague on whether he would use article 155, the so-called nuclear option, of the constitution which enables him to sack the regional government and call a fresh local election.In an interview with Spanish newspaper El Pais on Saturday Rajoy was asked if he was ready to trigger the article 155 of the constitution, and said: "I don't rule out absolutely anything that is within the law ... Ideally, it shouldn't be necessary to implement extreme solutions but for that not to happen things would have to be changed."Tens of thousands of people gathered across Spain earlier on Saturday as Catalonia prepared to declare independence from the rest of the country, many dressed in white and calling for talks to defuse Spain's worst political crisis for decades.The Catalan authorities say around 90 percent of those who voted supported a split from Spain. EU-wide counter-terror rules are paving the way to allow authorities to crack down on people before any crime has been committed.Also known as a predictive policing, the move is raising serious fundamental rights issues, as people innocent of any wrongdoing may end up falsely accused or arbitrarily detained.Such tactics are already being employed by Israeli security services on Palestinians, sometimes with devastating consequences for victims and their families.But with the recent spate of terrorist attacks across Europe, the prospects for predictive policing are becoming more enticing for security services, amid broader EU moves that also appear to restrict online freedom.In March, member states adopted a directive on combating terrorism - an EU-wide law on blocking access to websites that aim to provoke the public to commit a terrorist offence.A vague definition of terrorism, including its "glorification", is being used detain people.Spain issued 27 convictions last year alone - up from 19 in 2015 - on the basis of terrorist glorification.Among them is Cesar Montana Lehman, a rapper also known as Cesar Strawberry. A Spanish court jailed him earlier this year following a series of tweets from 2013.The tweets, which Lehman described as humorous, included a comment that he wanted to send the Spanish king a "cake-bomb" for his birthday.Lehman says there was no intention to commit actual acts of terrorism. But the Supreme Court ruled that intention was "irrelevant."Similar stories have emerged elsewhere, with France now normalising its state of emergency and giving police extra powers to detain people without search warrants.Last year, a 22-year old was given a six month jail sentence for consulting the website on terrorism by an US academic who works for a Washington-based think tank.Dozens of European intelligence agencies at the Dutch-led Counter-Terrorism Group (CTG) have also since launched an "interactive operative real-time information system" to track people suspected of being "jihadist troublemakers".The new EU directive on combating terrorism follows a voluntary code of conduct drawn up by the European Commission and signed by major IT companies Microsoft, YouTube and Twitter in 2015.The code obliges companies to review content flagged up as hate speech and incitement to violence within 24 hours and to take action.-Multiple tools and approaches-A so-called EU Internet Referral Unit (EU IRU) was set up in mid-2015 within the EU's Hague-based police agency, Europol, to help inform the internet firms of illegal content.A year after its launch, internet platforms had removed over 91 percent of the unit's 11,000 referred messages. The year after 82 percent of its 20,548 referrals were removed.But the figures don't reveal how many of the referrals to member states led to the opening of an investigation. When pressed, the EU IRU is unable to respond.The EU commission doesn't know either. Instead, the Brussels executive, as of last month, is telling firms to automate the removal and detection of the offending content without proper oversight.Jan Ellermann, a senior specialist in the Europol Data Protection Office, explains in an article "Terror won't kill the privacy star" in the magazine ERA Forum published by the Academy of European Law, that the EU IRU is able to conduct further investigations."The EU IRU is not restricted to the referrals as such but has the possibility to conduct further analysis within the scope of Europol's mandate, i.e. to prevent and combat serious crime and terrorism," he writes.As for the toolkit used, Ellermann notes that Europol is looking into multiple tools and approaches in order to crawl and harvest online content.This includes conducting real time data correlation as well as real-time trends monitoring and custom application programming interface (API) data harvesting scripts, he said."For the purpose of more in-depth analysis of information obtained from publicly available sources including social media, Europol is also looking into tools for 'fingerprinting' voices, face recognition technology as well as audio to text converters with the ability to subsequently translate e.g. Arabic texts into English," he said.When asked if such automated decision-making practices is in line within the legal framework for Europol, Ellermann replies that is the case.-The Danish case-In Denmark, lawmakers have amended and pushed through laws that allow police to cast wide data nets.Last year, Denmark's national police, Rigspolitiet, purchased the POL-INTEL platform from the American software company Palantir Technologies, as reported by Danish daily Information.Palantir Technologies was behind XKeyscore, one of the more intrusive tools used by US National Security Agency.POL-INTEL combines and analyses information from different sources such as police databases, social media, CCTV-cameras in public areas and automated number plate recognition operated by traffic patrols, paving the way to predict a crime before any offence have been committed.After its purchase, Danish lawmakers amended national laws on personal data. They also adopted a new law on blocking homepages. Both allowed police to make full use of the platform.If, or when, so-called 'Facebook arrests' are carried out in EU member countries this will be regulated on a national level.In Denmark, the legal situation is anything but transparent for citizens, notes professor Henrik Udsen at Copenhagen University, in a memo published by thinktank Justitia.Furthermore the surveillance of Danish citizens on the net makes use of data retention rules based on a EU directive from 2006, which has been deemed in breach of fundamental rights by the EU-court in Luxembourg.The Court annulled the directive in 2014 for all member countries. This has created a legal vacuum, which has yet not been filled.Predictive policing is not entirely new to member states. Chris Jones, a researcher for the London-based civil group Statewatch, has mapped out its use by British police forces.These programs aim to predict where crimes in geographical zones are likely to take place. They do not single out possible suspect.But social media changes this picture.Now software programmes combine updates and comments on platforms like Facebook, public data sources, crime statistics, and CCTV- monitoring.Predictive policing can then be targeted on an individual level, as is extensively done by Israel on the occupied area of the West Bank.-The Israelis – 'before they know themselves'-Suad Zariquat, a 29-year-old Palestinian from a village outside Hebron was arrested and handed a screenshot of a Facebook post featuring a picture of her husband, killed in a car crash with the text, "May God unite us in heaven.""I told the investigator we use the word 'shahda' (from "shahid", Arabic for "martyr") regularly. The fact that I wrote it on Facebook doesn't mean I'll do anything, even when someone dies in a car accident we call him shahid," she said.Following the interrogation Zariqat was issued with a four-month administrative detention order – detention without trial that is used as pre-emptive detention by Israel, mostly against Palestinians in the West Bank.Israel's Intelligence Affairs Minister Yisrael Katz – who also serves as a member of the security cabinet – confirmed at his office in Tel Aviv that there is a possibility some Palestinians, arrested after having been marked out by the predictive system, were not actively and fully planning to carry out an attack - and perhaps did not decide to carry out an attack at the time of their arrest. Katz says this may happen in "borderline cases.""Because of the unique system that was developed and put into operation here, hundreds of cases of attacks of this sort have been prevented. In the dilemma of whether or not to act – it could be that you also include borderline cases here," Katz added.After a peak of 80 attempted attacks in October 2015, the number of attacks has since steadily declined. Since April 2016, the number of attempts has dropped to less than 20 a month, according to Israeli foreign ministry data."Arrests were made, terror attacks went down, that means these are the folks, no way around it. Statistically, these are the right people. If we missed this way or that way in a few cases? The cause is deserving (the means) – preventing terror attacks. It is not as if someone invented a way to haunt someone on Facebook," according to Katz.-A European connection-These Israeli experiences from the West Bank have not passed unnoticed by EU authorities.In meetings with Israeli officials in 2016, the EU's counterterrorism coordinator, Gilles de Kerchove, expressed interest in adopting Israeli technologies, similar to the software platforms provided by US-based Palantir.De Kerchove discussed at length the EU's plan to battle online incitement and its difficulty in finding enough speakers of Middle Eastern languages to manually monitor content.In practice European police forces have gained the same tactics and similar rights to use them as the Israeli forces have in the occupied areas of Palestine.Such use in the EU either falls outside the scope of European fundamental rights, or is in breach of these rights, as is the case with data retention.A new EU general data regulation, to be applied from 25 May 2018, carries a clear exemption for foreign and security matters – article 2.2 (a) and (b).In foreign and security matters the EU has no legislative competence.A version of this article appeared in Haaretz Magazine May 31 2017. A 19-year-old Mississauga, Ont., man is awaiting sentencing after pleading guilty to terrorism offences in a 2016 plot to detonate bombs in New York City.The charges against Abdulrahman El Bahnasawy were made public Friday when the U.S. Attorney's Office (Southern District of New York) revealed the details of the plan that allegedly included detonating bombs in Times Square and in the New York subway system, as well as shootings at various concert venues.According to the unsealed information, El Bahnasawy purchased bomb-making materials and helped secure a cabin within driving distance of the city for the purpose of building explosive devices.Two others, Talha Haroon, a 19-year-old U.S. citizen living in Pakistan, and Russell Salic, a 37-year-old Philippine citizen, were also charged in connection with the alleged plot. The two were arrested outside of the U.S. and the hope, according to the release, is that they will be extradited to the U.S. for prosecution.In an interview with CBC News, El Bahnasawy's lawyer Sabrina Shroff stressed his young age and called him "vulnerable.""It's a very difficult situation undoubtedly — not just for him but also for his entire family," Shroff said.'These Americans need an attack'El Bahnasawy, who has been in custody since his arrest by the FBI in May 2016, pleaded guilty on Oct. 13, 2016. He is the only one of the three to have pleaded guilty so far.According to the allegations, El Bahnasawy and Haroon plotted to carry out the attacks in support of ISIS during the Islamic holy month of Ramadan.In preparing for the attacks, the two communicated electronically with an undercover FBI agent posing as an ISIS supporter.In the course of their communication, they allegedly declared their allegiance to ISIS and expressed their intent to carry out attacks resembling the recent Paris and Brussels attacks."These Americans need an attack," El Bahnasawy allegedly stated to the officer, saying he aspired "to create the next 9/11."El Bahnasawy allegedly told the undercover officer that he was in contact with an ISIS affiliate about attack plans officially sanctioned by a branch of ISIS active in Pakistan, and introduced Haroon to the agent.In May 2016, El Bahnasawy, while in Canada, purchased an "array of bomb-making materials," including 18 kilograms of hydrogen peroxide, a key ingredient in making improvised explosive devices. Batteries, thermometers, aluminum foil and Christmas lights were also purchased.'A day that will change history'That same month, El Bahnasawy informed the agent that he had been in communication with Salic, known to him as "Abu Khalid" and "the doctor," about acquiring more funding for the attacks. El Bahnasawy provided the man's contact information to the agent to facilitate the transfer.On May 11, $423 US was sent from the Philippines to help fund the plan, the U.S. Justice Department says.Meanwhile, El Bahnasawy shipped the bomb-making materials to the United States and allegedly told the agent he wanted to practice shooting at the cabin, which would need refrigeration for the purpose of making explosives.On May 12, the undercover agent sent Salic a photo of the hydrogen peroxide purchased by El Bahnasawy. It's alleged the man expressed to the agent that he would pray for the success of the attack.On May 20, Haroon deemed Times Square the "perfect spot" for the attack, the release alleges. In the course of his communications with the agent, the man allegedly discussed attacking as early as Memorial Day (May 30, 2016), saying, "that's a day that will change history."Public never at risk, RCMP says-El Bahnasawy travelled to the New York City area on May 21, 2016, in preparation for staging and ultimately carrying out the attacks, allegedly with Haroon.U.S. law enforcement monitored the trip in co-ordination with Canadian law enforcement and El Bahnasawy was arrested that night in Cranford, N.J. NEW ORLEANS — Hurricane Nate came ashore along Mississippi's coast outside Biloxi early Sunday, the first hurricane to make landfall in the state since Hurricane Katrina in 2005.The storm had maximum sustained winds early Sunday near 85 mph (140 kph) with weakening expected as it moves inland, the U.S. National Hurricane Center said. As of 2 a.m. EDT, Nate was centred about 5 miles (10 kilometres ) north of Biloxi and moving north near at 20 mph (31 kph).At one point, Nate's eye move over Keesler Air Force Base, where the National Hurricane Center's hurricane hunter planes are kept, the centre said.It was Nate's second landfall. Saturday night, the storm came ashore along a sparsely populated area in southeast Louisiana.Nate's powerful winds pushed water onto roads and its winds knocked out power to homes and business. But Nate didn't have the intensity other storms — Harvey, Irma and Jose — had during this busy hurricane season, and people didn't seem as threatened by it. No deaths or injuries were immediately reported."We left for Katrina, but we're going to ride this one out," Ed Nodhturft said from his Ocean Springs home.He was hosting an impromptu family reunion after several relatives who were staying at the Beau Rivage Resort and Casino in Biloxi were forced to leave the hotel and seek shelter at his home.During Katrina, Nodhturft's home took on 5 feet (1.5 metres ) of water from a coastal bayou. MADRID/BARCELONA (Reuters) - Spanish Prime Minister Mariano Rajoy said on Saturday he would not rule out using the constitutional powers to remove Catalonia's autonomous status if it claimed independence as tens of thousands took to the streets to call for talks.The wealthy northeastern region of Catalonia, with its own language and culture, held a referendum on Oct. 1 on independence, in defiance of the Spanish constitutional court which had ruled the vote illegal.Until now, Rajoy has remained vague on whether he would use article 155, the so-called nuclear option, of the constitution which enables him to sack the regional government and call a fresh local election.In an interview with Spanish newspaper El Pais on Saturday Rajoy was asked if he was ready to trigger the article 155 of the constitution, and said: "I don't rule out absolutely anything that is within the law ... Ideally, it shouldn't be necessary to implement extreme solutions but for that not to happen things would have to be changed."Tens of thousands of people gathered across Spain earlier on Saturday as Catalonia prepared to declare independence from the rest of the country, many dressed in white and calling for talks to defuse Spain's worst political crisis for decades.The Catalan authorities say around 90 percent of those who voted supported a split from Spain. Madrid says secession is illegal under the Spain's 1978 constitution. Residents of Catalonia who oppose secession largely boycotted the vote.The crisis is a political test for Rajoy, who has been uncompromising. EU-wide counter-terror rules are paving the way to allow authorities to crack down on people before any crime has been committed.Also known as a predictive policing, the move is raising serious fundamental rights issues, as people innocent of any wrongdoing may end up falsely accused or arbitrarily detained.Such tactics are already being employed by Israeli security services on Palestinians, sometimes with devastating consequences for victims and their families.But with the recent spate of terrorist attacks across Europe, the prospects for predictive policing are becoming more enticing for security services, amid broader EU moves that also appear to restrict online freedom.In March, member states adopted a directive on combating terrorism - an EU-wide law on blocking access to websites that aim to provoke the public to commit a terrorist offence.A vague definition of terrorism, including its "glorification", is being used detain people.Spain issued 27 convictions last year alone - up from 19 in 2015 - on the basis of terrorist glorification.Among them is Cesar Montana Lehman, a rapper also known as Cesar Strawberry. A Spanish court jailed him earlier this year following a series of tweets from 2013.The tweets, which Lehman described as humorous, included a comment that he wanted to send the Spanish king a "cake-bomb" for his birthday.Lehman says there was no intention to commit actual acts of terrorism. But the Supreme Court ruled that intention was "irrelevant."Similar stories have emerged elsewhere, with France now normalising its state of emergency and giving police extra powers to detain people without search warrants.Last year, a 22-year old was given a six month jail sentence for consulting the website on terrorism by an US academic who works for a Washington-based think tank.Dozens of European intelligence agencies at the Dutch-led Counter-Terrorism Group (CTG) have also since launched an "interactive operative real-time information system" to track people suspected of being "jihadist troublemakers".The new EU directive on combating terrorism follows a voluntary code of conduct drawn up by the European Commission and signed by major IT companies Microsoft, YouTube and Twitter in 2015.The code obliges companies to review content flagged up as hate speech and incitement to violence within 24 hours and to take action.-Multiple tools and approaches-A so-called EU Internet Referral Unit (EU IRU) was set up in mid-2015 within the EU's Hague-based police agency, Europol, to help inform the internet firms of illegal content.A year after its launch, internet platforms had removed over 91 percent of the unit's 11,000 referred messages. The year after 82 percent of its 20,548 referrals were removed.But the figures don't reveal how many of the referrals to member states led to the opening of an investigation. When pressed, the EU IRU is unable to respond.The EU commission doesn't know either. Instead, the Brussels executive, as of last month, is telling firms to automate the removal and detection of the offending content without proper oversight.Jan Ellermann, a senior specialist in the Europol Data Protection Office, explains in an article "Terror won't kill the privacy star" in the magazine ERA Forum published by the Academy of European Law, that the EU IRU is able to conduct further investigations."The EU IRU is not restricted to the referrals as such but has the possibility to conduct further analysis within the scope of Europol's mandate, i.e. to prevent and combat serious crime and terrorism," he writes.As for the toolkit used, Ellermann notes that Europol is looking into multiple tools and approaches in order to crawl and harvest online content.This includes conducting real time data correlation as well as real-time trends monitoring and custom application programming interface (API) data harvesting scripts, he said."For the purpose of more in-depth analysis of information obtained from publicly available sources including social media, Europol is also looking into tools for 'fingerprinting' voices, face recognition technology as well as audio to text converters with the ability to subsequently translate e.g. Arabic texts into English," he said.When asked if such automated decision-making practices is in line within the legal framework for Europol, Ellermann replies that is the case.-The Danish case-In Denmark, lawmakers have amended and pushed through laws that allow police to cast wide data nets.Last year, Denmark's national police, Rigspolitiet, purchased the POL-INTEL platform from the American software company Palantir Technologies, as reported by Danish daily Information.Palantir Technologies was behind XKeyscore, one of the more intrusive tools used by US National Security Agency.POL-INTEL combines and analyses information from different sources such as police databases, social media, CCTV-cameras in public areas and automated number plate recognition operated by traffic patrols, paving the way to predict a crime before any offence have been committed.After its purchase, Danish lawmakers amended national laws on personal data. They also adopted a new law on blocking homepages. Both allowed police to make full use of the platform.If, or when, so-called 'Facebook arrests' are carried out in EU member countries this will be regulated on a national level.In Denmark, the legal situation is anything but transparent for citizens, notes professor Henrik Udsen at Copenhagen University, in a memo published by thinktank Justitia.Furthermore the surveillance of Danish citizens on the net makes use of data retention rules based on a EU directive from 2006, which has been deemed in breach of fundamental rights by the EU-court in Luxembourg.The Court annulled the directive in 2014 for all member countries. This has created a legal vacuum, which has yet not been filled.Predictive policing is not entirely new to member states. Chris Jones, a researcher for the London-based civil group Statewatch, has mapped out its use by British police forces.These programs aim to predict where crimes in geographical zones are likely to take place. They do not single out possible suspect.But social media changes this picture.Now software programmes combine updates and comments on platforms like Facebook, public data sources, crime statistics, and CCTV- monitoring.Predictive policing can then be targeted on an individual level, as is extensively done by Israel on the occupied area of the West Bank.-The Israelis – 'before they know themselves'-Suad Zariquat, a 29-year-old Palestinian from a village outside Hebron was arrested and handed a screenshot of a Facebook post featuring a picture of her husband, killed in a car crash with the text, "May God unite us in heaven.""I told the investigator we use the word 'shahda' (from "shahid", Arabic for "martyr") regularly. The fact that I wrote it on Facebook doesn't mean I'll do anything, even when someone dies in a car accident we call him shahid," she said.Following the interrogation Zariqat was issued with a four-month administrative detention order – detention without trial that is used as pre-emptive detention by Israel, mostly against Palestinians in the West Bank.Israel's Intelligence Affairs Minister Yisrael Katz – who also serves as a member of the security cabinet – confirmed at his office in Tel Aviv that there is a possibility some Palestinians, arrested after having been marked out by the predictive system, were not actively and fully planning to carry out an attack - and perhaps did not decide to carry out an attack at the time of their arrest. Katz says this may happen in "borderline cases.""Because of the unique system that was developed and put into operation here, hundreds of cases of attacks of this sort have been prevented. In the dilemma of whether or not to act – it could be that you also include borderline cases here," Katz added.After a peak of 80 attempted attacks in October 2015, the number of attacks has since steadily declined. Since April 2016, the number of attempts has dropped to less than 20 a month, according to Israeli foreign ministry data."Arrests were made, terror attacks went down, that means these are the folks, no way around it. Statistically, these are the right people. If we missed this way or that way in a few cases? The cause is deserving (the means) – preventing terror attacks. It is not as if someone invented a way to haunt someone on Facebook," according to Katz.-A European connection-These Israeli experiences from the West Bank have not passed unnoticed by EU authorities.In meetings with Israeli officials in 2016, the EU's counterterrorism coordinator, Gilles de Kerchove, expressed interest in adopting Israeli technologies, similar to the software platforms provided by US-based Palantir.De Kerchove discussed at length the EU's plan to battle online incitement and its difficulty in finding enough speakers of Middle Eastern languages to manually monitor content.In practice European police forces have gained the same tactics and similar rights to use them as the Israeli forces have in the occupied areas of Palestine.Such use in the EU either falls outside the scope of European fundamental rights, or is in breach of these rights, as is the case with data retention.A new EU general data regulation, to be applied from 25 May 2018, carries a clear exemption for foreign and security matters – article 2.2 (a) and (b).In foreign and security matters the EU has no legislative competence.A version of this article appeared in Haaretz Magazine May 31 2017. A 19-year-old Mississauga, Ont., man is awaiting sentencing after pleading guilty to terrorism offences in a 2016 plot to detonate bombs in New York City.The charges against Abdulrahman El Bahnasawy were made public Friday when the U.S. Attorney's Office (Southern District of New York) revealed the details of the plan that allegedly included detonating bombs in Times Square and in the New York subway system, as well as shootings at various concert venues.According to the unsealed information, El Bahnasawy purchased bomb-making materials and helped secure a cabin within driving distance of the city for the purpose of building explosive devices.Two others, Talha Haroon, a 19-year-old U.S. citizen living in Pakistan, and Russell Salic, a 37-year-old Philippine citizen, were also charged in connection with the alleged plot. The two were arrested outside of the U.S. and the hope, according to the release, is that they will be extradited to the U.S. for prosecution.In an interview with CBC News, El Bahnasawy's lawyer Sabrina Shroff stressed his young age and called him "vulnerable.""It's a very difficult situation undoubtedly — not just for him but also for his entire family," Shroff said.'These Americans need an attack'El Bahnasawy, who has been in custody since his arrest by the FBI in May 2016, pleaded guilty on Oct. 13, 2016. He is the only one of the three to have pleaded guilty so far.According to the allegations, El Bahnasawy and Haroon plotted to carry out the attacks in support of ISIS during the Islamic holy month of Ramadan.In preparing for the attacks, the two communicated electronically with an undercover FBI agent posing as an ISIS supporter.In the course of their communication, they allegedly declared their allegiance to ISIS and expressed their intent to carry out attacks resembling the recent Paris and Brussels attacks."These Americans need an attack," El Bahnasawy allegedly stated to the officer, saying he aspired "to create the next 9/11."El Bahnasawy allegedly told the undercover officer that he was in contact with an ISIS affiliate about attack plans officially sanctioned by a branch of ISIS active in Pakistan, and introduced Haroon to the agent.In May 2016, El Bahnasawy, while in Canada, purchased an "array of bomb-making materials," including 18 kilograms of hydrogen peroxide, a key ingredient in making improvised explosive devices. Batteries, thermometers, aluminum foil and Christmas lights were also purchased.'A day that will change history'That same month, El Bahnasawy informed the agent that he had been in communication with Salic, known to him as "Abu Khalid" and "the doctor," about acquiring more funding for the attacks. El Bahnasawy provided the man's contact information to the agent to facilitate the transfer.On May 11, $423 US was sent from the Philippines to help fund the plan, the U.S. Justice Department says.Meanwhile, El Bahnasawy shipped the bomb-making materials to the United States and allegedly told the agent he wanted to practice shooting at the cabin, which would need refrigeration for the purpose of making explosives.On May 12, the undercover agent sent Salic a photo of the hydrogen peroxide purchased by El Bahnasawy. It's alleged the man expressed to the agent that he would pray for the success of the attack.On May 20, Haroon deemed Times Square the "perfect spot" for the attack, the release alleges. In the course of his communications with the agent, the man allegedly discussed attacking as early as Memorial Day (May 30, 2016), saying, "that's a day that will change history."Public never at risk, RCMP says-El Bahnasawy travelled to the New York City area on May 21, 2016, in preparation for staging and ultimately carrying out the attacks, allegedly with Haroon.U.S. law enforcement monitored the trip in co-ordination with Canadian law enforcement and El Bahnasawy was arrested that night in Cranford, N.J. BEIRUT (Reuters) - Syria's army and its allies have encircled Islamic State in the city of al-Mayadin, southeast of Deir al-Zor, in eastern Syria, a Syrian military source said on Sunday.Al-Mayadin is one of the last strongholds of Islamic State as it falls back upon the fertile area downstream of Deir al-Zor in the Euphrates valley and launches counter attacks in the central desert after losing swathes of territory this year."Units of our armed forces with the allied forces continue their advance on a number of fronts and axes in Deir al-Zor and its countryside... and encircle Daesh terrorists in the city of al-Mayadin," the military source said.The army and its allies reached Deir al-Zor in September after a months-long offensive across the Syria desert, and have in recent weeks pushed down the Euphrates towards al-Mayadin.However, counter attacks by Islamic State in the central desert region have put pressure on the main supply road to Deir al-Zor from western Syria.Syrian President Bashar al-Assad is backed in the war by Russia, Iran and Shi'ite militias including Lebanon's Hezbollah, and its campaign against Islamic State has mostly been on the west bank of the river.A U.S.-led coalition is also supporting a rival campaign against the jihadists, mostly on the east bank, where it is close to recapturing Raqqa, and has also advanced downstream to hold areas opposite Deir al-Zor.U.S. officials have previously said that Islamic State had relocated some of its diminished command and propaganda structures to al-Mayadin as it was forced from territory elsewhere.(Reporting by Angus McDowall; Editing by Greg Mahlich)

LAS VEGAS — Vice-President Mike Pence praised the heroic response by police and the resolve of the American people at a prayer service Saturday in Las Vegas before organizers released 58 white doves in memory of each victim killed in the deadliest mass shooting in modern U.S. history.At the same time, federal agents started hauling away piles of backpacks, baby strollers and lawn chairs left behind by fleeing concertgoers who scrambled to escape raining bullets from a gunman who was shooting from his high-rise hotel suite."It was a tragedy of unimaginable proportions," Pence said as he addressed nearly 300 people at Las Vegas City Hall. "Those we lost were taken before their time, but their names and their stories will forever be etched into the hearts of the American people."Investigators have remained stumped about what drove gunman Stephen Paddock, a reclusive 64-year-old high-stakes video poker player, to begin shooting at the crowd at a country music festival from his 32nd-floor Mandalay Bay hotel suite last Sunday, killing 58 and wounding hundreds before taking his own life.Investigators believe a note found on a nightstand in Paddock's hotel room contained a series of numbers that helped him calculate a more precise aim, accounting for the trajectory of shots being fired from that height and the distance between his room and the concert, a law enforcement official said Saturday. The official wasn't authorized to discuss the details of the ongoing investigation publicly and spoke to The Associated Press on condition of anonymity.The unity service Saturday afternoon came after dozens of people — many wearing shirts that said "Vegas Strong" — marched from Mandalay Bay to City Hall. We have to acknowledge that there is no better time to talk about gun control," she said. "I don't think the Founding Fathers wanted the right to bear arms to become the right to build an arsenal in your home."Investigators have chased 1,000 leads and examined Paddock's politics, finances, any possible radicalization and his social behaviour — typical investigative avenues that have helped uncover the motive in past shootings.
