Spanish senate approves article 155 for Catalonia-By EUOBSERVER
27. Oct, 16:19-The Spanish senate approved Friday afternoon the application of article 155 of the constitution, which allows the government to suspend Catalonia's autonomy. The vote, by 214 votes against 47 with one abstention, follow the vote in the Catalan parliament of a resolution to declare the region's independence. From Saturday, the government will be allowed to dismiss Catalan leaders, call for new regional elections, and take control of finances and police.
Huge rally in Barcelona rejects Catalan secession bid-[The Canadian Press]-YAHOONEWS-October 29, 2017
BARCELONA, Spain — Hundreds of thousands of Catalans took to the streets of Barcelona on Sunday to voice their opposition to the region's declaration of independence amid vast political uncertainty for the region in northeast Spain.Catalonia's political leadership was fired Saturday by central authorities in Madrid who are trying to tame the worst political crisis Spain has seen in decades. So far, Catalan's former leader has insinuated that he won't step down.Waving Spanish, Catalan and European Union flags, the protesters described themselves as the silent majority who have been ignored during the wealthy region's bid for independence, which came to a head Friday when the regional parliament voted to secede from Spain."We have organized ourselves late, but we are here to show that there is a majority of Catalans that are no longer silent and that no longer want to be silenced," said Alex Ramos, head of Catalan Civil Society, a pro-union grassroots group. The organizers said more than 1 million people turned out but police put the figure at 300,000. There was no way to immediately reconcile the figures. The mood at Sunday's rally was festive. "We won't let Spain be torn apart into pieces," read one banner. "The awakening of a silenced nation," read another. In response to the lawmakers' secessionist vote, Spanish Prime Minister Mariano Rajoy triggered unprecedented constitutional powers, firing Catalonia's secessionist regional government and calling an early regional election for Dec. 21.Monday will be the first working day since the region declared independence and its leadership was fired. It was not known how Catalonia's estimated 200,000 public workers would react to their bosses' dismissal.Ousted regional leader Carles Puigdemont has called for Catalans to engage in peaceful opposition to Spain's takeover of regional affairs, saying he and his fired cabinet would keep "working to build a free country."Separatist parties and grassroots groups have spoken of waging a campaign of disobedience to hamper the efforts by central authorities to run the region.Puigdemont and his ministers could face prison for their separatist actions. Spain's government has said the ousted Catalan leaders could be charged with usurping others' functions if they refuse to comply with their firing. Spanish prosecutors have also said they may consider rebellion charges against leading separatists.Oriol Junqueras, the ousted vice-president of Catalonia's rebellious government, wrote in an open letter Sunday saying that separatists should consider participating in the election Rajoy called for Dec. 21. Some secessionists have argued to boycott the vote. The top politicians for pro-union parties hoped to use Sunday's rally to launch their election campaigns."It's time to take over the streets and take over the ballot boxes," said Albert Rivera, the leader of the centre -right Citizens party.Separatists won 48 per cent of the vote in Catalonia in the 2015 regional election, although they took more seats in the regional parliament because of an election law that gives more weight to sparsely populated areas.Organizers said the rally's goal Sunday was to defend Spain's unity and reject "an unprecedented attack in the history of democracy." Three weeks ago, the same group organized another mass rally that brought hundreds of thousands onto Barcelona's streets — the largest pro-union show of force in Catalonia in recent years."Catalan leaders have broken the law. The central government has let this situation go for too long, for even 30 or 40 years, thinking that we were never going to arrive at this extreme, but here we are," said Angelita Cuesta, a 66-year-old retiree at the rally."Our society is fractured, there are family members and friends who no longer can talk about politics to avoid conflict," she added. The Catalan parliament's vote to secede came after an Oct. 1 referendum in favour of independence that was deemed illegal by Spain's constitutional court. There are fears the political turmoil in Catalonia could have a severe economic impact, both in the region and on Spain itself.Addressing the crowd at Sunday's rally, Josep Borrell, former European Parliament president, said the central government's move to take control of some regional affairs was the only thing preventing a full-blown economic crisis in Catalonia. If the government had not triggered its constitutional powers to run Catalonia, "many of you would have lost your jobs" he said. "If that hasn't happened, it's because ... businesses and markets understand that there won't be (secession)."Some 1,700 companies have already relocated their headquarters to other parts of Spain in recent weeks amid the political turmoil.Elena Becatoros, Aritz Parra And Joseph Wilson, The Associated Press.
Spanish envoy: Catalan leader out of a job "no matter what"-[The Canadian Press]-YAHOONEWS-October 29, 2017
MADRID — Catalonia's deposed leader is now out of a job "no matter what he says" but could run in December's early regional election if he hasn't been imprisoned by then, Spain's foreign minister said Sunday.Alfonso Dastis told The Associated Press that Catalonia's civil servants won't recognize former regional leader Carles Puigdemont's authority if he ignores the Spanish government's orders and tries to come back to work on Monday."If he wants to live in a parallel universe he may go on, but nobody, I think, is going to obey him," Dastis said in an interview in Madrid. In an unprecedented move, Spain's central government took direct control of the northeastern region of Catalonia after the regional parliament voted Friday to declare independence from Spain. Puigdemont hasn't said whether he will leave office voluntarily but he appeared on regional television Saturday urging Catalans to peacefully resist the takeover."No matter what he says, the central government is now in charge of Catalonia, although we have clearly decided we don't want to be there for the long run," Dastis said. The Spanish government has fired Puigdemont and his regional Cabinet and called for a new regional election on Dec. 21. It's unclear whether the pro-independence parties that currently have a narrow majority in Catalonia's regional parliament will participate in the vote or boycott it.Puigdemont has said previously that he wasn't going to run for re-election but he hasn't said anything about the December vote.Dastis said Catalan separatists "should think twice" before shunning that election because it "will be held according to the law. So the results will have to be respected afterward."Puigdemont would be welcome to run, provided he hasn't been prosecuted for his role in staging an Oct. 1 referendum on independence that the Spanish constitutional Court declared illegal, Dastis said."I don't know what kind of judicial activity will happen between now and Dec. 21," the foreign minister said. "If he is not put in jail at that time I think he is not ineligible."Spanish prosecutors, however, have said they are considering whether to file rebellion charges against Catalan separatists who organized the Oct. 1 vote, which would presumably include Puigdemont and other top separatists.Spain is taking a gamble by calling a vote that could strengthen the pro-independence majority in the Catalan parliament. But Dastis said he believes "common sense" will prevail as Catalans reflect on what he called "false promises" made by Puigdemont's government."They said the economy would flourish, that everything would be fine and dandy. The truth is that that is not the case," Dastis said.Hundreds of Catalan companies have moved their registered headquarters to other parts of Spain as a result of the political turmoil. Pro-independence leaders have played down the effect and blamed the exodus on pressures from Spanish authorities.Dastis noted the Catalan parliament's declaration of independence had no support among his colleagues in the European Union. He noted jokingly that the Spanish abbreviation for a unilateral declaration of independence is DUI, which in English is short for driving under the influence."Many people think, like me, that these guys were driving under some kind of influence," he said. "People are perplexed. And they didn't think that such a thing would be possible in Europe in the 21st century."Asked to comment on possible outcomes of Spain's worst political crisis in decades, Dastis said he didn't think it would lead to the breakup of Spain but could potentially lead to expanded self-rule for Catalonia."I rule out full independence but not necessarily more autonomy, even if they are now already one of the regions with the highest powers and competences not only in Spain but in the world at large," he said.Dastis has defended the actions of Spanish police who used batons and rubber bullets to disperse non-violent protesters at polling stations on Oct. 1. Although he said the perception of a violent police crackdown was "exaggerated," he suggested that Spanish authorities had absorbed some of the criticism."We are really aware of how this was perceived. And we intend to be as careful as we possibly can to prevent any such images to be repeated in the future," he said.Karl Ritter, The Associated Press.
Spain and Catalonia reach point of no return By Eric Maurice-EUOBSERVER
BRUSSELS, 27. Oct, 17:36-Twenty-six days after a referendum which the Spanish prime minister said "did not happen", Spain has now reached the stage where Catalonia has declared independence and the Spanish state will apply emergency powers to maintain its integrity. On Friday afternoon (27 October), the Catalan parliament adopted a resolution that declared the creation of an "independent sovereign, democratic and social state".The unilateral declaration of independence was adopted by just over a half of the region's deputies, as three opposition parties - the centre-right Popular Party and Ciudadanos and the Socialist Party - left the house in protest before the vote.In a tense atmosphere, with thousands of independence supporters outside the parliament, and some remaining deputies displaying Catalan and Spanish flags on the parliament's benches, the vote was called as a secret ballot at the last minute. The resolution declaring independence was adopted by 70 votes, 10 against and two blank votes - 135 deputies usually sit in the parliament."Today, the parliament of our country, legitimate and issued from the elections of the 27 September [2015], has taken a step that was widely awaited and fought for," Catalan leader Carles Puigdemont said after the vote.He insisted that Catalan should maintain "peace, civility and dignity", even if the showdown with the Spanish government is set to escalate on Saturday. On Friday, minutes after the vote in the Catalan parliament, the Spanish senate approved the measures proposed by the government to "restore legality in Catalonia" under article 155 of the constitution. The measures, which will enter into force on Saturday, include the dismissal of Puigdemont and other regional officials, the dissolution of the Catalan parliament to call new elections, and control over the region's finances and police forces."Exceptional measures should only be adopted when no other remedy is possible," Spanish prime minister Mariano Rajoy told senators on Friday morning.-'No alternative'-He said that there was "no alternative" after Puigdemont refused on Thursday to organise fresh elections as a way to solve the crisis."The only thing that can be done and should be done is to accept and comply with the law," Rajoy insisted.Rajoy called an extraordinary meeting of his cabinet at 6PM, to discuss the next steps. In a message on Twitter, he called on "all Spaniards" to stay "calm".In Brussels, European Council president Donald Tusk said also on Twitter that the declaration of independence changed "nothing" for the EU and that Spain "remains [its] only interlocutor."But he warned the Rajoy against the use of force, saying that his government should favour "the force of argument"."As you know, Catalans always favour the force of arguments," Puigdemont replied on social media. The European Commission did not react officially but a spokeswoman said that it had "nothing to add" to its usual position saying that the crisis is a Spanish internal issue.Earlier this week, the EU executive chief Jean-Claude Juncker said however that Catalans were "not being oppressed by Spain" and that "nationalism is a poison that prevents Europe from acting together."The German government said that it does not recognise Catalonia's independence, which it says "violates" the principle of sovereignty and territorial integrity. It said that "all existing possibilities for dialogue and de-escalation" should be used.Rajoy "has my full support," French president Emmanuel Macron said in French Guyana.Belgian prime minister Charles Michel called on the crisis to be "solved through dialogue."In a statement, the US said that "Catalonia is an integral part of Spain" and that it "supports the Spanish government's constitutional measures to keep Spain strong and united."A disaster'-In Catalonia, critical voices were raised.Barcelona's mayor Ada Colau said that she opposed article 155 but was also against the declaration of independence. "It's a disaster," she said on Twitter. In a post on Facebook, she said that she wanted to defend "social cohesion and the prosperity" of Barcelona and Catalonia and participate in the creation of a "new, more democratic, stage for autonomy."In Madrid, the leader of the Socialist Party, Pedro Sanchez, condemned the "separatist drift" and said that Puigdemont and his deputy Oriol Junqueras were "the main persons responsible for the breakup in the Catalan society."Pablo Iglesias, from the radical left Podemos party, said that the declaration of independence was "illegitimate" and that it "favours the strategy" of Rajoy's Popular Party, which he does not support.
Under US pressure, Israel delays move to expand Jerusalem-[Associated Press]-TIA GOLDENBERG-YAHOONEWS-October 29, 2017
JERUSALEM (AP) — Under pressure from the United States, Israel has delayed a bill that would connect a number of West Bank settlements to Jerusalem, officials said Sunday. The bill aims to solidify the city's Jewish majority, but stops short of formal annexation, making the practical implications unclear. The bill says the communities would be considered "daughter municipalities" of Jerusalem.Israel's hard-line government has been emboldened by the Trump administration's more sympathetic approach to Israel and its settlement enterprise than that of President Barack Obama, and the draft bill is part of a series of pro-settler steps the government has taken in recent months.Still, Israeli Prime Minister Benjamin Netanyahu has sought to remain in President Donald Trump's good graces.Israel's Haaretz newspaper quoted Netanyahu as saying Israel needs to coordinate the bill with the U.S."The Americans turned to us and inquired what the bill was about. As we have been coordinating with them until now, it is worth (to continue) talking and coordinating with them. We are working to promote and develop the settlement enterprise," it quoted Netanyahu as saying at a government meeting Sunday.Earlier Sunday, David Bitan, the Likud party's parliamentary whip and a close Netanyahu ally, told Israeli Army Radio the vote was delayed because "there is American pressure claiming this is annexation."Trump has sent an envoy, Jason Greenblatt, to attempt to breathe life into moribund peace talks, which collapsed under U.S. tutelage in 2014. The effort so far appears to have yielded little progress.Trump has presented Israel with a more lenient approach to its settlements than his predecessor. While the administration has said that settlements are "not helpful" to advancing peace with the Palestinians, Trump's Mideast team, headed by his son-in-law Jared Kushner, is led by people with deep ties to the settler movement.Unlike Obama, Trump does not demand a settlement construction freeze, though he has urged restraint. Nor does he demand the establishment of a Palestinian state, breaking from two decades of U.S. policy.Trump has backed away from a campaign promise to relocate the U.S. Embassy from Tel Aviv to Jerusalem, a key Israeli wish, sparking rare criticism from Israeli lawmakers.Since Trump's election, Israel has pushed a pro-settlement agenda that has included a bill meant to legalize hundreds of settler homes built on private Palestinian land. It has approved the first new West Bank settlement in two decades and greenlighted the construction of thousands of new homes. The Palestinians claim east Jerusalem, the West Bank and the Gaza Strip, territories captured by Israel in the 1967 war, as part of their future state, a position that has wide international backing. Israel annexed east Jerusalem in a move not recognized internationally and considers the entire city its undivided capital.Peace Now, an Israeli anti-settlement watchdog group, says the bill would amount to "de facto annexation" and be a clear step toward full annexation of the West Bank.Israel says the fate of the settlements, home to more than 600,000 Israelis, should be decided through peace talks along with other core issues like security.

Tropical Storm Selma hits El Salvador; Philippe eyes Florida-[The Canadian Press]-YAHOONEWS-October 28, 2017
SAN SALVADOR, El Salvador — Tropical Storm Selma made landfall on El Salvador's coast Saturday with heavy rains and dangerous ocean swells, while Tropical Storm Philippe formed in the Caribbean and was expected to dump heavy rains across South Florida and the Keys after soaking Cuba. The National Hurricane Center said late Saturday that Selma had largely dissipated over land, but authorities in El Salvador reported mudslides, toppled trees and rivers that threatened to top their banks. The centre said Selma was "expected to produce torrential rains and flash floods through Sunday," and Salvadoran Civil Defence director Jorge Melendez said the rainfall would be "strong and intense."Philippe, meanwhile, was moving toward the north at 29 mph (47 kph) and that motion was expected to continue followed by a turn toward the northeast early Sunday. The centre of Philippe will move off the northern coast of Cuba and into the Straits of Florida Saturday, and move across the Florida Keys or the southern tip of the Florida peninsula overnight, according to the hurricane centre .Philippe's maximum sustained winds were near 40 mph (64 kph) with higher gusts. The storm was located 120 miles (195 kms) south southwest of the Florida Keys. The hurricane centre said the storm was "producing heavy rains across central Cuba and spreading northward over the Florida Keys and South Florida."Tropical storm warnings were in place for parts of Cuba and the Bahamas, and a tropical storm watch was issued for the upper Keys and parts of southeastern Florida.Heavy rains were expected for the Cayman Islands, western and central Cuba and the northern Bahamas. The centre forecast about 2 to 4 inches of rain with higher localized accumulations and possible flash floods in South Florida. The Associated Press.

Strengthen immigrant integration strategy or risk public backlash, experts warn-[CBC]-YAHOONEWS-October 29, 2017
As the Liberal government gets set to bring at least 300,000 immigrants to Canada next year, experts say a more robust integration strategy is needed to ensure their economic success and prevent a public backlash. This week Immigration Minister Ahmed Hussen will unveil immigration levels for 2018, including targets for the number of economic migrants, family reunifications and refugees who will be permitted into the country. He confirmed the number will not dip below what he called the "new normal" of 300,000 set in 2017.Hussen called immigration a "big tool" to power Canada's economy and address demographic challenges, including those in Atlantic Canada, at a time of falling fertility and an aging population."The plan will continue to have a vast majority of immigrants coming in the economic class, because that is where the greatest need is, followed very closely by family class immigrants and then making sure that we continue to have space in our immigration levels plan for refugees that we resettle from abroad," he told CBC Radio's The House.Last week, Statistics Canada reported that based on 2016 census data, 21.9 per cent of Canada's population is now foreign-born, reflecting the highest percentage of immigrant population in nearly a century.Kareem El-Assal, a senior research manager specializing in immigration for the Conference Board of Canada, said it is "absolutely imperative" that Canada ups its intake in order to meet future labour needs.Match newcomers with provincial needs-But the system must become more adept at matching newcomers with local and provincial needs, he said, improving outcomes by selecting more people with pre-arranged jobs, recruiting more international students and giving provinces a greater say in who comes to the country.El-Assal said while big challenges persist, such as the length of time it takes to award foreign credentials, he believes governments have done a good job of managing what is "arguably the best immigration system in the world" with a careful selection process, public education and health care to foster smooth and successful integration. He said this should not be taken for granted at a time of big public backlash in the United States, United Kingdom and Europe, and that there's a "huge danger" in dismissing views of those who oppose a big influx of immigrants."I don't think it's useful to ostracize these people or to call them racist or xenophobic. We need to have open and honest conversations with them and we need to listen to their concerns," El-Assal said.In his view, many of them have valid concerns because they lost their own job or believe social traditions are at stake.Taboo to talk limits-Gilles Paquet, an author and economics professor emeritus at the University of Ottawa, said with more than one in five now born outside the country, immigrants have become a political force so strong that it's become taboo to talk about possible limits."It's not even a debate anymore. There are too many people voting and if you were to do something that looked like trying to limit the flow of new immigrants, you would antagonize all those who want to bring in their parents, their grandparents … so therefore nobody will do it," he said.He believes an immigration intake of 300,000 or more is "mindless," arguing that Canada does not have the capacity to adequately help them transition with services and supports. The result, he says, is growing frustration, marginalization and a number of cultural "enclaves" across the country that will lead to increased public tensions and problems down the road.Herb Grubel, professor emeritus of economics at Simon Fraser University and a former Reform Party MP, rejects the argument that increased immigration is necessary to offset an aging population."Whether it's for pension purposes or maintaining the size of the labour force, these people are aging as well after they have arrived," he said.Diversity breeds success-Increased immigration levels are putting too much pressure on the demand for housing, road space and recreational facilities, where demand has outpaced supply in some cities like Vancouver. But Jack Jedwab, executive vice-president of the Association for Canadian Studies and the Canadian Institute for Identities and Migration, says Canada's approach is a model for the world with a selection process that favours economic migrants while living up to our international obligations to help those in need.He thinks Canada breeds economic and social success through a system that welcomes cultural diversity and offers language training and employment access."We certainly have some challenges to meet in some of those areas, but at least we have the commitment and the resources in place to ensure successful entry and adaptation to the country," he said."I think up to now we've been reasonably thoughtful in attempting to manage those and we need to stick with that program: positive messaging, making sure resources are in place, and we will have to continue to monitor trouble spots where they arise."
Millions of displaced Congolese face starvation, UN food agency says-[CBC]-YAHOONEWS-October 29, 2017
The head of the UN's World Food Programme is making an urgent appeal for aid to stave off a humanitarian crisis in Congo, formerly known as Zaire, where millions are struggling with food shortages brought on by conflict.David Beasley began a four-day mission to the country on Friday and said more than three million people face severe hunger in the south-central Greater Kasai region. He said several hundred thousand children could die within the next few months."It is heart-breaking to see 3.2. million people severely food insecure, who don't know where they will get their next meal," Beasley said."And we're talking about several hundred thousand children there that will die in the next few months if we don't get: first funds, and then second food, and then third, access in the right locations."On Saturday, Beasley met with conflict-displaced families in the region, where violence erupted in August 2016 after clashes between security forces and the Kamwina Nsapu armed group.A regional tribal leader who had defied the government of President Joseph Kabila died during the clashes.Officials say the number of people displaced by conflict has nearly doubled in the past six months to 1.5 million.
Somali police, intelligence chiefs fired after deadly attack-[The Canadian Press]-YAHOONEWS-October 29, 2017
MOGADISHU, Somalia — Security forces ended an overnight siege by militants Sunday at a hotel in Somalia's capital after a bombing and shootout that killed 23 people, and the government fired its police and intelligence chiefs amid the continuing extremist attacks. The Cabinet action followed a recommendation by Security Minister Mohamed Abukar Islow. It came hours after the end of the attack on the Nasa-Hablod Hotel and two weeks after more than 350 people were killed in a massive truck bombing on a busy Mogadishu street in Somalia's worst-ever attack. The bloodshed has shaken public confidence in the ability of the military to protect the capital, and many Somalis blame the government of not doing enough."We are dying in hundreds now," said resident Ahmednur Hashi. "Who is going to protect us?"Al-Shabab, Africa's deadliest Islamic extremist group, claimed responsibility for the latest attack, which began Saturday afternoon when a truck bomb exploded outside the popular hotel. The blast twisted vehicles and caused massive damage to nearby buildings that were left with only their walls standing. The militants invaded the hotel and gunfire continued as security forces fought them inside the building. Two more blasts were heard, including one in which an attacker detonated a vest of explosives.Troops regained control of the hotel after killing three attackers and capturing two others, said Capt. Mohamed Hussein.Salim Aliyow Ibrow, the minister of Electricity & Water, was rescued from the hotel amid the shooting. Some extremists threw grenades and cut off the building's electricity as night fell.Among the dead were a mother and three children, including a baby, all shot in the head, Hussein said. Other victims included a senior police colonel, a former lawmaker and a former government minister. The truck bomber pretended his vehicle had broken down before he detonated it in front of the hotel's fortified gate, said police Col. Mohamed Abdullahi. The U.S. mission in Somalia condemned the attack, saying the U.S. "remains committed to work with our Somali, African Union and international partners to degrade and defeat terrorism as Somalia continues on a path to stability and prosperity for its people."Al-Shabab often targets high-profile areas of Mogadishu. Although it quickly claimed responsibility for this weekend's attack, it has not commented on the massive truck bombing on Oct. 14; experts have said the high death toll might have caused the group to hesitate in claiming responsibility for fear of a backlash from Somali citizens.President Mohamed Abdullahi Mohamed said the latest attack was meant to instil fear in the thousands of Somalis who marched through Mogadishu in defiance of al-Shabab after the earlier bombing.Since that blast, the president has visited countries in the region to seek more support for the fight against al-Shabab, vowing a "state of war." He also faces the challenge of pulling together regional powers inside his long-fractured country, where the federal government is trying to assert itself beyond Mogadishu and other major cities. The U.S. military also has stepped up military efforts against al-Shabab this year in Somalia, carrying out nearly 20 drone strikes. The 22,000-member multinational African Union force in Somalia is expected to withdraw and hand over security to the Somali military by the end of 2020. U.S. military officials and others in recent months have expressed concern that Somali forces are not ready to take over. The defence minister and army chief of staff resigned early this month amid reports of rivalry between the two and after al-Shabab stepped up its attacks on army bases.Abdi Guled, The Associated Press.
Syrian army, allies step up attacks on last militant bastion in Deir al-Zor city-[Reuters]-By Suleiman Al-Khalidi-YAHOONEWS-October 29, 2017
AMMAN (Reuters) - The Syrian army, supported by Russian jets and Iranian-backed militias, escalated bombing on Sunday of areas of the Syrian city of Deir al-Zor still held by Islamic State.Former residents and the Syrian Observatory for Human Rights said there were heavy aerial strikes on eastern Syria's largest city as troops pushed towards the Hay al Umal area, which overlooks some of the remaining militant-held neighborhoods where an estimated 1,500 civilians are trapped. The Syrian army has gradually tightened the noose around the militants after it opened a land route into the city in September with the help of Russian air strikes and Iran-backed militias, breaking a siege that had lasted nearly three years."The situation is catastrophic, there are families under the rubble and others who fled have no shelter," said Sheikh Awad al Hajr, a tribal leader, referring to the plight of those remaining inside the city and in cities, towns and farms in the fertile strip along the Euphrates bordering Iraq.Fighting and relentless air strikes in Deir al-Zor province, the last stronghold of the Islamic State, have prompted tens of thousands of civilians to flee, former residents and aid workers say.Relatives of some civilians and Syrian opposition figures accuse the Russian army of bombing boats and dinghies carrying families fleeing the western banks of the Euphrates. Moscow denies it targets civilians in its military operations in Syria and says it hits only militant hideouts and facilities.Russia has thrown its military weight behind the Syrian army campaign to regain the strategic oil-rich province which has become the focus of Syria's more than six-year long civil war. They are racing with U.S- backed forces to grab territory from Islamic State. While the Syrian army appeared to make more gains inside Deir al-Zor city, the militants made a surprise offensive in the last 24 hours that pushed back pro-government and Iranian-backed militias from Albu Kamal, the last border post on the Syrian Iraqi border still in militant hands.-The Syrian Observatory for Human Rights and former residents said the jihadists recaptured the strategic towns of al Qwaira and Makhan on Saturday in several deadly ambushes that inflicted heavy casualties on pro-government and Iranian Shi'ite militias. The latest jihadist assault pushed back the army to the city of Mayadeen, further north along the Euphrates river that the militants lost earlier this month."The Islamic State was able to push back the regime and its Iranian-backed militias to the heart of the city of Mayadeen," said Amer Huweidi, an activist from the city in touch with locals and residents.Mayadeen is a strategic city that has been a base for the militants after they were driven out of their de facto Syrian capital in Raqqa city. The U.S.-led coalition against Islamic State is waging a separate campaign against the group in Deir al-Zor, focused on areas to the east of the Euphrates River which bisects the province. The coalition secured the Omar oilfield, Syria's largest oilfield, this month.(Reporting by Suleiman Al-Khalidi; Editing by Susan Fenton)
Rouhani says Iran will keep producing missiles, state TV reports-[Reuters]-YAHOONEWS-October 29, 2017
DUBAI (Reuters) - Iran will continue to produce missiles for its defense and does not consider that a violation of international accords, President Hassan Rouhani said on Sunday in a speech broadcast on state television.Rouhani spoke days after the U.S. House of Representatives voted for new sanctions against Iran's ballistic missile program, part of an effort to clamp down on Tehran without immediately moving to undermine an international nuclear agreement. He also meet the head of the U.N. nuclear watchdog in Tehran, who again vouched for Iran's compliance with the 2015 accord that curbed its nuclear program in return for sanctions relief, which has drawn fire from U.S. President Donald Trump."We have built, are building and will continue to build missiles, and this violates no international agreements," Rouhani said in a speech in parliament. The United States has already imposed unilateral sanctions on Iran, saying its missile tests violate a U.N. resolution, that calls on Tehran not to undertake activities related to missiles capable of delivering nuclear weapons.Iran denies seeking nuclear weapons and says it has no plans to build nuclear-capable missiles.Rouhani also criticized the United States over Trump's refusal this month to formally certify that Tehran is complying with the accord on Iran's nuclear program, even though international inspectors say it is."You are disregarding past negotiations and agreements approved by the U.N. Security council and expect others to negotiate with you?" Rouhani said."Because of the behavior it has adopted, America should forget any future talks and agreement with other countries," Rouhani added, referring to unnamed countries in East Asia, an apparent reference to North Korea.IAEA HEAD VISITS-Yukiya Amano, the director general of the International Atomic Energy Agency (IAEA), met Rouhani, President of the Atomic Energy Organisation of Iran Ali Akbar Salehi, and Foreign Minister Mohammad Javad Zarif in Tehran, an IAEA statement said."Director General Amano reiterated that the nuclear-related commitments undertaken by Iran are being implemented, and that the JCPOA represents a clear gain from a verification point of view," it said, using an abbreviation for the 2015 accord."For the future, he stressed the importance of full implementation by Iran of its nuclear-related commitments in order to make the JCPOA sustainable."Trump's decision not to certify Iranian compliance with the landmark nuclear deal between Iran and six world powers means Congress now has less than 60 days to decide whether to re-impose sanctions on Tehran that were lifted under the agreement that Amano's agency is in charge of policing.Iranian Supreme Leader Ayatollah Ali Khamenei has said Tehran will stick to the agreement as long as the other signatories do, but will "shred" the deal if Washington pulls out, as Trump has threatened to do.U.S. Ambassador to the United Nations Nikki Haley has pressed the IAEA to seek access to Iranian military bases to ensure that they are not concealing activities banned by the nuclear deal.Asked whether Amano had made any requests for new inspections, Salehi said after meeting Amano: "He has no request in this area," Iran’s state news agency IRNA reported.Salehi said Iran could resume production of 20 percent enriched uranium in four days, but did not want the Iran deal to fall apart.U.S. Defense Secretary Jim Mattis said on Saturday that he could not imagine the United States ever accepting a nuclear North Korea, and stressed during a week-long trip to Asia that diplomacy was America’s preferred course.(Reporting by Dubai newsroom, additional reporting by Michael Shields in Zurich,; Editing by Nick Macfie, Larry King)
