Wildfires in B.C. Cariboo combine to create province's largest blaze-[CBC]-YAHOONEWS-August 20, 2017
A handful of small fires in B.C.'s west Cariboo region have merged to create what is now the largest fire in the province.The B.C. Wildfire Service says the Plateau wildfire, northwest of Williams Lake, is estimated to be about 438,000 hectares and 130 kilometres from one end to the other. Fire information officer Kevin Skrepnek said the fire hasn't grown significantly in size, but several wildfires burning since about July 7 have now joined together. "It is a challenge just logistically and operationally when it's covering such a huge area," Skrepnek said."We've got two separate teams now managing it because it's such a large incident."The wildfire service says there are currently about 137 fires burning across the province. Twelve of them started Saturday. This year has been the worst wildfire season on record.The Hanceville-Riske Creek fire, the second-largest in the province, is now estimated at 227,000 hectares, but is now 25 per cent contained. And the Elephant Hill wildfire is estimated to be about 168,000 hectares.Skrepnek said a new wildfire near Harrison Lake has attracted a lot of attention because of all the smoke, but because of its remote location it's not considered to be a wildfire of note. Firefighters were bracing for the worst this weekend after Environment Canada forecasted wind and lightning for Friday and Saturday. But Skrepnek said they "dodged a bullet" when those conditions didn't turn out as bad as anticipated. However, he said another cold front bringing winds and lightning is expected for the Interior beginning next Wednesday.

And, at least for some of these countries, it may redefine the role they play in the EU.The French president will have three goals during his trip to the East of the EU: deepen cooperation with those member states the West still wants to talk to, push harder to protect the French labour market and see who will support him in the upcoming restart of the French-German motor of European integration.Going to Romania makes perfect sense - both countries are historically close, Romania is a large non-member of the eurozone and could one day become a counterbalance to Poland among the "new" member states.Going to Bulgaria also makes perfect sense. Bulgaria holds the next six-month EU presidency and will thus manage the first discussions about the upcoming French-German proposals to deepen European integration.The third country in Macron's itinerary is Austria. Others chose to use the scene of a malfunctioning law enforcement robot in the film RoboCop.While these images may help in terms of page views, Soren Transberg Hansen told EUobserver that this framing also leads to wider misunderstandings.Transberg Hansen is one of the 41 signatories that represent companies based in the EU.“It's a bit problematic that this Terminator picture comes up all the time, because then it's not taken seriously,” said Transberg Hansen, CEO of Brainbotics, a software company from Denmark.“That is not what it is about. We are nowhere near that level of technology,” he added.Although there is no universal definition of lethal autonomous weapons, the Danish robotics expert summarises them as “autonomous and semi-autonomous computer systems that can be used for triggering some armed device”.“The concept of using robots in warfare is not a particular new one, but the technology is advancing really fast,” said Transberg Hansen.“There is surprisingly little debate about some of the consequences.”With the letter, the signatories want to spur that debate.-Pandora's box-The text, only 278 words long, said that lethal autonomous weapons could become “the third revolution in warfare” - the first one being the creation of gunpowder, and the second the invention of nuclear bombs.“Once developed, they will permit armed conflict to be fought at a scale greater than ever, and at timescales faster than humans can comprehend,” the letter said.“We do not have long to act. A Toronto man is named on an Interpol list of individuals suspected to belong to an ISIS suicide brigade, according to a Canadian expert on radicalization and foreign fighters.Tabirul Hasib first disappeared five years ago when he booked a flight to the Middle East along with three other Toronto men: Malik Abdul (better known as Abdul Malik) and two others — Nur and Adib — whose last names are not known.What followed was a desperate attempt by the men's parents to keep them from falling into the hands of the Islamic State in Iraq and Syria (ISIS), beginning with missing person's reports to Toronto police. From there, officers with the RCMP's Integrated National Security Enforcement team became involved, asking tough questions of their families.When Abdul Malik's father learned the young men were headed to Syria, he and Nur's father got on a plane and managed to convince the four to come home, where he says they were repeatedly questioned by CSIS agents and RCMP officers.In July 2014, three of the men disappeared again.Recruited by Timmins-born ISIS fighter-Now, five years later, Hasib's name has surfaced on a list of people who could launch attacks in the West, says researcher Amarnath Amarasingam, a fellow at the George Washington University's Program on Extremism.CBC News first reported on Hasib in March 2015 when it was determined that he was among five people to have been recruited by Timmins, Ont.-born foreign fighter Andre Poulin, who died while fighting in Syria in 2013 at age 24. The first of the five to be recruited was a man named Mohammed Ali of Mississauga, Ont., who went by Abu Turaab, who left Canada in April 2014.At the time, Hasib's mother told CBC News she was devastated at her son's disappearance; she said the last time she'd spoken to him was November 2014."I asked him where he was and he wouldn't answer," she recalled in 2015. "And then I was overtaken by grief and couldn't speak to him."The list on which Hasib's name appears — along with his nom du guerre Abu Bakr al-Bangladeshi — was first reported on last month in The Guardian. It's a stark contrast to his portrayal on the list as an aspiring bomber with a suicide brigade.There is also the possibility that Hasib's identity could have been used by someone else."When a lot of these travellers arrive in Syria and join the Islamic State, one of the first things they do is confiscate documents. We don't know if they get them back or if they're passed on or used for another purpose," assistant professor at Carleton University Stephanie Carvin points out.Whether Hasib, who would now be 25, is still alive is not yet known. At least two of his three friends are believed to be dead.In 2015, Abdul Malik's father told CBC News he received a phone call from Hasib saying his son had been killed along with one of the other two men around the time of a major ISIS offensive in the Syrian border town of Kobani."This likely means that he joined this so-called suicide brigade later on, possibly after his friends were killed," Amarasingam told CBC News. Meanwhile, Abdul Malik's brother Abdul Kadir, who court documents say also wanted to join the fight in Syria, has been on a peace bond since last year. For Amarasingam, the fact that the men were allegedly helped into Syria by Mississauga's Abu Turaab underscores how friendships formed at home became critical in their entry into extremist groups abroad."These trust networks established in Canada on the streets of Scarborough are playing out in war zones in the Middle East," Amarasingam said.-Rethinking the 'returnee assumption'-Hasib's appearance on the list also means the focus on Canadians returning home after travelling abroad to fight with ISIS is perhaps too narrow, Amarasingam says.According to a 2016 report by Public Safety Canada, 180 people with Canadian connections have travelled abroad to join ISIS and other terror groups, and at least 60 of them have returned."I think we are operating under the 'returnee' assumption, which says that Canadians will go back to Canada, French will go back to France and so on. It doesn't have to be that way," Amarasingam said. "Their goal is to attack the West."The majority of those on the Interpol list are of Iraqi nationality, says Amarasingam, a finding he calls worrying, as they may not be on the radar of most Western law enforcement.However, there are a handful of names from Western countries, says Amarasingam, including those from Germany, Switzerland, France and the Netherlands."There seems to be a fear that the majority of those on the list — Iraqis — may make use of the refugee flows into Europe," said Amarasingam."It pains me to say that because I know what some politicians will do with that kind of statement."The Canadian government would not confirm if it is aware of the Interpol list, saying it does not comment on national security operations.A statement from Public Safety Minister Ralph Goodale's press secretary Scott Bardsley said only that "Canada monitors all potential threats and has robust measures in place to address them."

BARCELONA, Spain — Police outside Barcelona shot down a man wearing a possible explosives vest, the regional police force said Monday, as the manhunt intensified for the fugitive in the city's van attack.Regional police said officers shot a man wearing a possible explosives belt in Subirats, a small town 45 kilometres (28 miles) west of Barcelona, while investigating a "suspicious person" there. A bomb disposal robot was dispatched to approach the suspect, Catalan police said.La Vanguardia newspaper reported that the man shot was Younes Abouyaaqoub, 22, who has been the target of an international manhunt since Thursday's van attack in Barcelona.Authorities said Monday they now have evidence that Abouyaaqoub drove the van that plowed down the city's famed Las Ramblas promenade, killing 13 pedestrians and injuring more than 120 others.They said Abouyaaqoub, who was born in Morocco and has Spanish residency, also is suspected of carjacking a man and stabbing him to death as he made his getaway, raising the death toll between the Barcelona attack and a related attack hours later to 15.Another vehicle attack early Friday by other members of what Catalonia regional police have described as a 12-member extremist cell killed one person and wounded several others in the coastal town of Cambrils. MONTREAL — Tensions boiled over in Quebec City on Sunday, as police were pelted by beer bottles and smoke bombs set off in garbage cans in an ugly end to a weekend of pro and anti-immigrant rallies.The Quebec group La Meute, which is associated with the far right, called for a rally Sunday to protest the federal and provincial government's handling of the border crossers, but ended up having its members pinned inside a garage while counter-protesters demonstrated outside.Once the counter-protesters turned violent, the Quebec City police declared the protest illegal. Clashes ensued and at least one protester was arrested as officers tried to block access to the building where some of the La Meute protesters had taken refuge.By 6 p.m. the counter-protesters had dispersed and the members of La Meute, many of them carrying flags featuring the group's wolf-paw logo, emerged from the building to begin their protest.Television footage showed them marching in silence near Quebec City's legislature.The protests in the Quebec capital were far more tense than a demonstration a day earlier in Vancouver where thousands of people peacefully demonstrated in an anti-racism rally in response to reports earlier in the week that an anti-Muslim protest was planned. That latter rally didn't materialize.The rallies sprung up in the wake of last week's deadly events in Charlottesville, Va. in which one person was killed and others injured when a vehicle plowed through a crowd of anti-racism protesters.The Quebec events were largely spurred by the unprecedented number of people walking across the border to seek asylum.Almost 6,800 people showed up at an unofficial crossing from the U.S. into Quebec since Canada Day to claim asylum. Wildfires in B.C. Cariboo combine to create province's largest blaze-[CBC]-YAHOONEWS-August 20, 2017
A handful of small fires in B.C.'s west Cariboo region have merged to create what is now the largest fire in the province.The B.C. Wildfire Service says the Plateau wildfire, northwest of Williams Lake, is estimated to be about 438,000 hectares and 130 kilometres from one end to the other. Fire information officer Kevin Skrepnek said the fire hasn't grown significantly in size, but several wildfires burning since about July 7 have now joined together. "It is a challenge just logistically and operationally when it's covering such a huge area," Skrepnek said."We've got two separate teams now managing it because it's such a large incident."The wildfire service says there are currently about 137 fires burning across the province. Twelve of them started Saturday. This year has been the worst wildfire season on record.The Hanceville-Riske Creek fire, the second-largest in the province, is now estimated at 227,000 hectares, but is now 25 per cent contained. And the Elephant Hill wildfire is estimated to be about 168,000 hectares.Skrepnek said a new wildfire near Harrison Lake has attracted a lot of attention because of all the smoke, but because of its remote location it's not considered to be a wildfire of note. Firefighters were bracing for the worst this weekend after Environment Canada forecasted wind and lightning for Friday and Saturday. But Skrepnek said they "dodged a bullet" when those conditions didn't turn out as bad as anticipated. However, he said another cold front bringing winds and lightning is expected for the Interior beginning next Wednesday.

Brussels, Today, 18:00-Photo editors of news media worldwide must have had a field day on Monday (21 August), when selecting an image to accompany the news that technology experts warned the world of killer robots.Elon Musk, a billionaire CEO of space and electric car companies, and more than a hundred other technology company leaders published an open letter, warning against an arms race involving lethal autonomous weapon systems.Many media outlets decided to use still photos of one of the Terminator films, in which robots rise up against humanity. Others chose to use the scene of a malfunctioning law enforcement robot in the film RoboCop.While these images may help in terms of page views, Soren Transberg Hansen told EUobserver that this framing also leads to wider misunderstandings.Transberg Hansen is one of the 41 signatories that represent companies based in the EU.“It's a bit problematic that this Terminator picture comes up all the time, because then it's not taken seriously,” said Transberg Hansen, CEO of Brainbotics, a software company from Denmark.“That is not what it is about. We are nowhere near that level of technology,” he added.Although there is no universal definition of lethal autonomous weapons, the Danish robotics expert summarises them as “autonomous and semi-autonomous computer systems that can be used for triggering some armed device”.“The concept of using robots in warfare is not a particular new one, but the technology is advancing really fast,” said Transberg Hansen.“There is surprisingly little debate about some of the consequences.”With the letter, the signatories want to spur that debate.-Pandora's box-The text, only 278 words long, said that lethal autonomous weapons could become “the third revolution in warfare” - the first one being the creation of gunpowder, and the second the invention of nuclear bombs.“Once developed, they will permit armed conflict to be fought at a scale greater than ever, and at timescales faster than humans can comprehend,” the letter said.“We do not have long to act. A Toronto man is named on an Interpol list of individuals suspected to belong to an ISIS suicide brigade, according to a Canadian expert on radicalization and foreign fighters.Tabirul Hasib first disappeared five years ago when he booked a flight to the Middle East along with three other Toronto men: Malik Abdul (better known as Abdul Malik) and two others — Nur and Adib — whose last names are not known.What followed was a desperate attempt by the men's parents to keep them from falling into the hands of the Islamic State in Iraq and Syria (ISIS), beginning with missing person's reports to Toronto police. From there, officers with the RCMP's Integrated National Security Enforcement team became involved, asking tough questions of their families.When Abdul Malik's father learned the young men were headed to Syria, he and Nur's father got on a plane and managed to convince the four to come home, where he says they were repeatedly questioned by CSIS agents and RCMP officers.In July 2014, three of the men disappeared again.Recruited by Timmins-born ISIS fighter-Now, five years later, Hasib's name has surfaced on a list of people who could launch attacks in the West, says researcher Amarnath Amarasingam, a fellow at the George Washington University's Program on Extremism.CBC News first reported on Hasib in March 2015 when it was determined that he was among five people to have been recruited by Timmins, Ont.-born foreign fighter Andre Poulin, who died while fighting in Syria in 2013 at age 24. The first of the five to be recruited was a man named Mohammed Ali of Mississauga, Ont., who went by Abu Turaab, who left Canada in April 2014.At the time, Hasib's mother told CBC News she was devastated at her son's disappearance; she said the last time she'd spoken to him was November 2014."I asked him where he was and he wouldn't answer," she recalled in 2015. "And then I was overtaken by grief and couldn't speak to him."The list on which Hasib's name appears — along with his nom du guerre Abu Bakr al-Bangladeshi — was first reported on last month in The Guardian. The British newspaper said it was based on data collected by U.S. intelligence and circulated by Interpol on May 27.-Stark contrast to a former life-According to The Guardian, the list says those named "may have been trained to build and position improvised explosive devices in order to cause serious deaths and injuries. It is believed that they can travel internationally, to participate in terrorist activities."CBC News has not obtained an original copy of the list, but The Guardian reports that it contains the suspects' names, their recruitment dates, their last likely addresses, their mothers' names and any available photographs.Hasib's appearance on it comes as a surprise to Amarasingam.On ISIS entrance forms, Hasib is listed as someone who wanted to be a fighter, he notes — not someone looking to be a suicide bomber.The former Monarch Park Collegiate student and apparent graduate was active in his school's athletic program, participating in long-distance running competitions before enrolling in Centennial College. It's a stark contrast to his portrayal on the list as an aspiring bomber with a suicide brigade.There is also the possibility that Hasib's identity could have been used by someone else."When a lot of these travellers arrive in Syria and join the Islamic State, one of the first things they do is confiscate documents. We don't know if they get them back or if they're passed on or used for another purpose," assistant professor at Carleton University Stephanie Carvin points out.Whether Hasib, who would now be 25, is still alive is not yet known. At least two of his three friends are believed to be dead.In 2015, Abdul Malik's father told CBC News he received a phone call from Hasib saying his son had been killed along with one of the other two men around the time of a major ISIS offensive in the Syrian border town of Kobani."This likely means that he joined this so-called suicide brigade later on, possibly after his friends were killed," Amarasingam told CBC News. Meanwhile, Abdul Malik's brother Abdul Kadir, who court documents say also wanted to join the fight in Syria, has been on a peace bond since last year. For Amarasingam, the fact that the men were allegedly helped into Syria by Mississauga's Abu Turaab underscores how friendships formed at home became critical in their entry into extremist groups abroad."These trust networks established in Canada on the streets of Scarborough are playing out in war zones in the Middle East," Amarasingam said.-Rethinking the 'returnee assumption'-Hasib's appearance on the list also means the focus on Canadians returning home after travelling abroad to fight with ISIS is perhaps too narrow, Amarasingam says.According to a 2016 report by Public Safety Canada, 180 people with Canadian connections have travelled abroad to join ISIS and other terror groups, and at least 60 of them have returned."I think we are operating under the 'returnee' assumption, which says that Canadians will go back to Canada, French will go back to France and so on. It doesn't have to be that way," Amarasingam said. "Their goal is to attack the West."The majority of those on the Interpol list are of Iraqi nationality, says Amarasingam, a finding he calls worrying, as they may not be on the radar of most Western law enforcement.However, there are a handful of names from Western countries, says Amarasingam, including those from Germany, Switzerland, France and the Netherlands."There seems to be a fear that the majority of those on the list — Iraqis — may make use of the refugee flows into Europe," said Amarasingam."It pains me to say that because I know what some politicians will do with that kind of statement."The Canadian government would not confirm if it is aware of the Interpol list, saying it does not comment on national security operations.A statement from Public Safety Minister Ralph Goodale's press secretary Scott Bardsley said only that "Canada monitors all potential threats and has robust measures in place to address them."

BARCELONA, Spain — Police outside Barcelona shot down a man wearing a possible explosives vest, the regional police force said Monday, as the manhunt intensified for the fugitive in the city's van attack.Regional police said officers shot a man wearing a possible explosives belt in Subirats, a small town 45 kilometres (28 miles) west of Barcelona, while investigating a "suspicious person" there. A bomb disposal robot was dispatched to approach the suspect, Catalan police said.La Vanguardia newspaper reported that the man shot was Younes Abouyaaqoub, 22, who has been the target of an international manhunt since Thursday's van attack in Barcelona.Authorities said Monday they now have evidence that Abouyaaqoub drove the van that plowed down the city's famed Las Ramblas promenade, killing 13 pedestrians and injuring more than 120 others.They said Abouyaaqoub, who was born in Morocco and has Spanish residency, also is suspected of carjacking a man and stabbing him to death as he made his getaway, raising the death toll between the Barcelona attack and a related attack hours later to 15.Another vehicle attack early Friday by other members of what Catalonia regional police have described as a 12-member extremist cell killed one person and wounded several others in the coastal town of Cambrils. Abouyaaqoub is believed to have made his getaway in the stolen car with Perez's body inside.Perez was parking his car, a Ford Focus, in a lot between 6:10 p.m. and 6:20 p.m. Abouyaaqoub stabbed him before 6:32 p.m., put him in the car's rear seats and drove away, Trapero said.Trapero said Perez was already dead when Abouyaaqoub then rammed the car through a police checkpoint minutes later and police opened fire on his car.The suspect ran over a police officer as the car evaded the checkpoint. About 7 p.m., police found the car and Perez's body 3 kilometres (nearly 2 miles) away from the checkpoint, near Sant Just Desvern, a town west of Barcelona, but Abouyaaqoub was nowhere to be found.The Spanish newspaper El Pais published images Monday of what it said was Abouyaaqoub leaving the van attack site on foot. MONTREAL — Tensions boiled over in Quebec City on Sunday, as police were pelted by beer bottles and smoke bombs set off in garbage cans in an ugly end to a weekend of pro and anti-immigrant rallies.The Quebec group La Meute, which is associated with the far right, called for a rally Sunday to protest the federal and provincial government's handling of the border crossers, but ended up having its members pinned inside a garage while counter-protesters demonstrated outside.Once the counter-protesters turned violent, the Quebec City police declared the protest illegal. Clashes ensued and at least one protester was arrested as officers tried to block access to the building where some of the La Meute protesters had taken refuge.By 6 p.m. the counter-protesters had dispersed and the members of La Meute, many of them carrying flags featuring the group's wolf-paw logo, emerged from the building to begin their protest.Television footage showed them marching in silence near Quebec City's legislature.The protests in the Quebec capital were far more tense than a demonstration a day earlier in Vancouver where thousands of people peacefully demonstrated in an anti-racism rally in response to reports earlier in the week that an anti-Muslim protest was planned. That latter rally didn't materialize.The rallies sprung up in the wake of last week's deadly events in Charlottesville, Va. in which one person was killed and others injured when a vehicle plowed through a crowd of anti-racism protesters.The Quebec events were largely spurred by the unprecedented number of people walking across the border to seek asylum.Almost 6,800 people showed up at an unofficial crossing from the U.S. into Quebec since Canada Day to claim asylum. By comparison, only 2,920 claims were filed in Quebec in all of 2015.When asked Sunday if the unprecedented number of border crossers was stoking anti-immigrant sentiments in the country, Prime Minister Justin Trudeau condemned "intolerant, racist demonstrations." He said he stood with millions of Canadians "who reject the hateful, harmful, heinous ideologies" that have sprouted across the country."The small minority, angry, frustrated group of racists don't get to define who we are as a country, don't get to tell others who we are and don't get to change the nature of the open, accepting values that make us who we are," Trudeau said in Montreal hours before the Quebec City demonstration.Federal authorities have said more than 3,800 people walked over the border into Quebec through the first two weeks of August, compared to the 2,996 who similarly crossed the border throughout all of July. Many are being housed in temporary shelters, including tents along the Quebec-New York border and inside Montreal's Olympic Stadium, while officials handle the sudden surge in asylum claims.Haitian nationals form the bulk of recent arrivals, believed to be driven by a change in U.S. policy that many fear would result in mass deportations.
