HOUSTON — Tropical Storm Harvey sent devastating floods pouring into the nation's fourth-largest city Sunday as rising water chased thousands of people to rooftops or higher ground and overwhelmed rescuers who could not keep up with the constant calls for help.The incessant rain covered much of Houston in turbid, grey-green water and turned streets into wide channels navigable only by boat. In a rescue effort that recalled the aftermath of Hurricane Katrina, helicopters landed near flooded freeways, airboats buzzed across inundated neighbourhoods and high-wheel vehicles plowed through water-logged intersections. Some people managed with kayaks or canoes or swam.Volunteers joined emergency teams to pull people from their homes or from the water, which was high enough in some places to gush into second floors. The flooding was so widespread that authorities had trouble pinpointing the worst areas. HOUSTON, Texas (Reuters) - Emergency crews raced to pull people from cars and homes as flood waters rose across southeast Texas on Sunday, rescuing over 1,000 people around Houston as Tropical Storm Harvey hit the region with "unprecedented" rain expected to last for days.Harvey came ashore late Friday as the most powerful hurricane to hit Texas in more than 50 years and has killed at least two people. The death toll is expected to rise as the storm lashes the U.S. state for days, triggering record floods, tidal surges and tornadoes.The storm has caused chest-deep flooding on some streets in Houston as rivers and channels overflow their banks. More than 25 inches (64 cms) of rain has fallen in some parts of the city, with the storm expected to dump a further 12 to 25 inches (30-63 cms) over the next few days, the National Weather Service forecast.The total could reach 50 inches in some coastal areas of Texas by the end of the week, or the average rainfall for an entire year. BEIRUT (Reuters) - Lebanese soldiers in Islamic State captivity since 2014 are almost certainly dead, a senior security official said on Sunday, just hours after the army announced a ceasefire to hold talks over their fate.The ceasefire halted the fighting in an Islamic State enclave at the Syria-Lebanon border, where the militants have been battling the Lebanese army on one front and Hezbollah with Syrian troops on the other.Islamic State has held nine Lebanese soldiers captive since 2014, when it briefly overran the border town of Arsal with other militants - one of the worst spillovers of the Syrian conflict. The fate of the troops had been unknown since then.Lebanon's army announced that its ceasefire near the northeast town of Ras Baalbeck took effect at 7 a.m (0400 GMT). It also marks an important milestone: the first time a sitting prime minister is in the parade, after missing it last year.The prime minister has walked in other cities' Pride parades, sometimes with members of his family and usually to boisterous cheers from excited crowds.Another high-profile guest this year is Canada's top general, Jonathan Vance. The defence chief, the first to march in a Pride parade, has said he wants to send a message of solidarity to the LGBT community, and hopes to bring a boost for the military's recruiting centres. This comes as some military members south of the border are growing concerned with U.S. President Donald Trump's move to ban transgender people from being recruited in the military.Vance told The Canadian Press he was marching to show people in the LGBT community he's open to all, but insisted his presence at the parade is not political. It's just asking them to not be wearing that uniform and that symbol of institutional discrimination that has been around for so long," Dillon Black, an LGBT social worker, told CBC News in July. HOUSTON — Tropical Storm Harvey sent devastating floods pouring into the nation's fourth-largest city Sunday as rising water chased thousands of people to rooftops or higher ground and overwhelmed rescuers who could not keep up with the constant calls for help.The incessant rain covered much of Houston in turbid, grey-green water and turned streets into wide channels navigable only by boat. In a rescue effort that recalled the aftermath of Hurricane Katrina, helicopters landed near flooded freeways, airboats buzzed across inundated neighbourhoods and high-wheel vehicles plowed through water-logged intersections. Some people managed with kayaks or canoes or swam.Volunteers joined emergency teams to pull people from their homes or from the water, which was high enough in some places to gush into second floors. The flooding was so widespread that authorities had trouble pinpointing the worst areas. They urged people to get on top of their homes to avoid becoming trapped in attics and to wave sheets or towels to draw attention to their location.As the water rose, the National Weather Service offered another ominous forecast: Before the storm passes, some parts of Houston and its suburbs could receive as much as 50 inches (1.3 metres ) of rain. HOUSTON, Texas (Reuters) - Emergency crews raced to pull people from cars and homes as flood waters rose across southeast Texas on Sunday, rescuing over 1,000 people around Houston as Tropical Storm Harvey hit the region with "unprecedented" rain expected to last for days.Harvey came ashore late Friday as the most powerful hurricane to hit Texas in more than 50 years and has killed at least two people. The death toll is expected to rise as the storm lashes the U.S. state for days, triggering record floods, tidal surges and tornadoes.The storm has caused chest-deep flooding on some streets in Houston as rivers and channels overflow their banks. More than 25 inches (64 cms) of rain has fallen in some parts of the city, with the storm expected to dump a further 12 to 25 inches (30-63 cms) over the next few days, the National Weather Service forecast.The total could reach 50 inches in some coastal areas of Texas by the end of the week, or the average rainfall for an entire year. BEIRUT (Reuters) - Lebanese soldiers in Islamic State captivity since 2014 are almost certainly dead, a senior security official said on Sunday, just hours after the army announced a ceasefire to hold talks over their fate.The ceasefire halted the fighting in an Islamic State enclave at the Syria-Lebanon border, where the militants have been battling the Lebanese army on one front and Hezbollah with Syrian troops on the other.Islamic State has held nine Lebanese soldiers captive since 2014, when it briefly overran the border town of Arsal with other militants - one of the worst spillovers of the Syrian conflict. The fate of the troops had been unknown since then.Lebanon's army announced that its ceasefire near the northeast town of Ras Baalbeck took effect at 7 a.m (0400 GMT). Hezbollah and the Syrian army also declared a ceasefire in their attack against Islamic State in Syria's western Qalamoun region, Hezbollah's al-Manar TV said.The ceasefire continued to hold on both sides of the border throughout the day, as sources said plans for an evacuation of the remaining militants were under discussion.The fighting began a week ago when the Lebanese army, and Hezbollah together with Syrian government forces, launched separate but simultaneous assaults.Both offensives have advanced towards the Syria-Lebanon frontier from opposite sides, hemming the militants into a small zone straddling the border. This year's annual Pride parade in Ottawa on Sunday makes history with two high-profile guests, while another guest may ruffle a few feathers for some in the city's LGBT community.After a week of events to celebrate diversity in the city, the 32nd edition of Capital Pride comes to a close with the marquee event: the Pride parade, and this year is expected to be the biggest one yet. It also marks an important milestone: the first time a sitting prime minister is in the parade, after missing it last year.The prime minister has walked in other cities' Pride parades, sometimes with members of his family and usually to boisterous cheers from excited crowds.Another high-profile guest this year is Canada's top general, Jonathan Vance. The defence chief, the first to march in a Pride parade, has said he wants to send a message of solidarity to the LGBT community, and hopes to bring a boost for the military's recruiting centres. This comes as some military members south of the border are growing concerned with U.S. President Donald Trump's move to ban transgender people from being recruited in the military.Vance told The Canadian Press he was marching to show people in the LGBT community he's open to all, but insisted his presence at the parade is not political. "We want to recruit people from as diverse a segment of society as we can," he said. "And that includes those LGBTQ folks that would be interested in the Canadian Armed Forces."Police chief not wearing uniform this year-But while Vance and Trudeau make history, another top official is marching after sparking some controversy last month.When Ottawa police Chief Charles Bordeleau announced he would wear his uniform despite calls not to, he became the target of criticism.
