JTA — Israel has already defeated the Palestinians. All that’s left is for them to surrender.That, at least, was an argument being made in Jerusalem this week. Led by the Philadelphia-based Middle East Forum, pro-Israel leaders and analysts gathered here to highlight local support for their aim of reframing the Israeli-Palestinian conflict internationally.“After more than a century, the conflict is really over,” Daniel Pipes, the forum’s president, told JTA. “As an American, I would like my government to say to the Israeli government, ‘Do what you need to do to convince the Palestinians they lost.’”Pipes on Sunday night held an English-language event at the Begin Heritage Center to cheer Tuesday’s launch of a Knesset lobby committed to forcing the Palestinians to admit defeat. He said he hoped the Knesset Israel Victory Caucus — along with a public opinion poll he released Sunday to JTA — would help them convince US policymakers to “let Israel win.”In an article in the December 2016 issue of Commentary, Pipes described the things Israel might do to “encourage Palestinians to accept Israel and discourage rejectionism.” They include charging the Palestinians Authority for material damage from terrorism; blocking Palestinian Authority officials from returning to the West Bank if their colleagues incite violence; quiet, anonymous burials for Palestinians killed attacking Israelis, and shutting off water and electricity supplies to punish violence by Palestinians.“Inducing a change of heart is not a pretty or pleasant process,” wrote Pipes. However, he continued, “Wars usually end when failure causes one side to despair, when that side has abandoned its war aims and accepted defeat, and when that defeat has exhausted the will to fight.”The Knesset Victory Caucus will be co-chaired by lawmakers MK Oded Forer, from the hawkish Yisrael Beytenu political party, and MK Yaakov Peri, a former head of Israel’s Security Agency from the centrist Yesh Atid. When there’s an absence of talks, people start to get restless. US Consul General in Jerusalem Donald Blome, who is in charge of ties with the Palestinians, will also reportedly be at the talks.Friedman, as envoy to Israel, is responsible for ties with the Jewish state and his presence at the table marks a change in US diplomacy said to have been ordered by Trump himself.A White House official, speaking on condition of anonymity, confirmed to Haaretz that Friedman will be at the meeting and noted that Trump has made it clear he wants the ambassador to be a key member of the US negotiating team, along with Trump’s son-in-law and special adviser Jared Kushner.On the Palestinian side will be chief negotiator Saeb Erekat, head of Palestinian intelligence Majed Faraj, and Palestinian Authority President Mahmoud Abbas’s economic adviser, Mohammad Mustafa.According to the report, when Trump met with Abbas in Bethlehem during the US president’s visit to the region in May, he demanded to know why Friedman was not also in attendance. The Iran-backed Hezbollah terrorist group is constructing at least two underground facilities in Lebanon for manufacturing missiles and other weaponry, according to a report by the French Intelligence Online magazine.While reports of these subterranean weapons facilities have been published in Arab media outlets before, the Intelligence Online article included two previously unknown pieces of information: the type of weaponry being produced and the approximate locations of two factories.Sources told the French industry magazine that one of the factories is being built in northern Lebanon, near the town of Hermel in the eastern Bekaa Valley. The second facility is reportedly being constructed along the southern coast, between the towns of Sidon and Tyre.According to Intelligence Online, the Hermel facility is being used to produce the Fateh 110, a medium-range missile. The southern facility, meanwhile, will be used to make smaller munitions.The Fateh 110 has a range of approximately 190 miles (300 kilometers) — enough to cover most of the State of Israel — and can carry a half-ton warhead. IDF soldiers on Tuesday raided the West Bank hometown of a Palestinian man who the day before carried out a car-ramming attack in which a soldier was wounded, the army said.On Monday afternoon, a resident of the Palestinian village of Teqoa outside Bethlehem attempted to drive his car into a group of soldiers, lightly injuring one of them, as they manned a roadblock in the area.After crashing his car into the guard rail, the assailant then tried to stab the soldiers before he was shot dead by the troops, according to the IDF.The assailant was named in Palestinian media as Muhammad Ibrahim Jibril, 24. According to the Palestinian Ma’an news site, Israeli officials agreed to turn over the body for burial Tuesday in exchange for “quiet” in the town.During the attack, the soldier sustained wounds to his arms and legs. JTA — Israel has already defeated the Palestinians. All that’s left is for them to surrender.That, at least, was an argument being made in Jerusalem this week. Led by the Philadelphia-based Middle East Forum, pro-Israel leaders and analysts gathered here to highlight local support for their aim of reframing the Israeli-Palestinian conflict internationally.“After more than a century, the conflict is really over,” Daniel Pipes, the forum’s president, told JTA. “As an American, I would like my government to say to the Israeli government, ‘Do what you need to do to convince the Palestinians they lost.’”Pipes on Sunday night held an English-language event at the Begin Heritage Center to cheer Tuesday’s launch of a Knesset lobby committed to forcing the Palestinians to admit defeat. He said he hoped the Knesset Israel Victory Caucus — along with a public opinion poll he released Sunday to JTA — would help them convince US policymakers to “let Israel win.”In an article in the December 2016 issue of Commentary, Pipes described the things Israel might do to “encourage Palestinians to accept Israel and discourage rejectionism.” They include charging the Palestinians Authority for material damage from terrorism; blocking Palestinian Authority officials from returning to the West Bank if their colleagues incite violence; quiet, anonymous burials for Palestinians killed attacking Israelis, and shutting off water and electricity supplies to punish violence by Palestinians.“Inducing a change of heart is not a pretty or pleasant process,” wrote Pipes. However, he continued, “Wars usually end when failure causes one side to despair, when that side has abandoned its war aims and accepted defeat, and when that defeat has exhausted the will to fight.”The Knesset Victory Caucus will be co-chaired by lawmakers MK Oded Forer, from the hawkish Yisrael Beytenu political party, and MK Yaakov Peri, a former head of Israel’s Security Agency from the centrist Yesh Atid. A total of six Knesset members have so far joined the caucus.The lobby will be the sister organization of the Republican-only Congressional Israel Victory Caucus, whose co-chairs sent supportive statements to the crowd at the Begin Center.Israeli, American and British speakers took the stage one-by-one to advocate a zero-sum vision of the Israeli-Palestinian conflict: The Zionist project was to build Israel. The Palestinian national purpose was to destroy Israel. Only one side could win, and it had been Israel.Now, they argued, Israel’s allies – most importantly the United States – must dispense with long-unsuccessful peace negotiations and allow Israel to finish the job, by forcing the Palestinians to concede defeat.Despite their shared view of the end of the conflict, the speakers evinced widely divergent worldviews and priorities.In his opening remarks, Pipes said that by “losing” the conflict, the Palestinians might actually gain even more than Israel because they could “move on to something better, more constructive, built their own polity, economy, society and culture.”Like Pipes, Richard Kemp, the former commander of British forces in Afghanistan, said that ending the Israeli-Palestinian conflict would require changing attitudes in foreign capitals.“I think the key here is not Israel. Israel obviously must play a significant part in it. But the key is the international community. It’s the international community that by its actions continues to encourage aggression against Israel,” he said.But MK Yehuda Glick, an Orthodox Jewish activist and Knesset member for the ruling Likud party, argued that Israel was responsible for its own destiny. By making itself “a light unto the nations,” Israel would bring “shalom [peace] upon the region and the world,” he said.“Yes, of course, they have to recognize Israel as a Jewish state. Of course, they have to stop anti-Semitism. But that’s not what we have to deal with. We have to deal with what’s good for us, and we have to continue,” he said.Einat Wilf, a former left-wing Israeli lawmaker, said she had over time given up on making peace with the Palestinians. She suggested that the conflict would only end when Arabs were forced to reinterpret the role of Zionism in their history.“We rewrite our lives to turn our defeats into triumphs, right? That’s what humans do,” she said. “So the Arabs and the Palestinians will one day rewrite their history, their theology to acknowledge the Jewish presence here as part of their view that the Jews came here because that’s how it should have been by Islam.”Meanwhile, the poll commissioned last month by the Middle East Forum found that 82 percent of Israelis do not believe the Palestinian leadership will recognize Israel as the state of the Jewish people under any conditions. A plurality of Israelis said this was the biggest obstacle to peace. The margin of error was 3.7 percent.In his recent book, “The Only Language They Understand,” Middle East analyst Nathan Thrall argued that both the Israelis and Palestinians have historically only made concessions when forced to, by either violence or politics. But he said Israel has benefited from the peace process and would be unlikely to push for an end to it, nor would world powers.“It allows the perpetuation of the status quo. When there’s an absence of talks, people start to get restless. The world doesn’t want to support indefinite occupation,” he told JTA. “It’s entirely implausible that the US or the international community are going to adopt a position in support of “Israeli victory.” It sounds to me like this group is just putting on a show and asking for some kind of rhetorical shift.”

The US ambassador to Israel and the White House’s special envoy to the peace process met Tuesday with senior Palestinian negotiators in Jerusalem on Tuesday, after the Palestinian negotiating team refused to host the meeting in Ramallah.Special envoy Jason Greenblatt, who has held many such consultations since Trump took office in January, was joined by US Consul General in Jerusalem Donald Blome and, in an unusual move, also David Friedman, who is the US ambassador to Israel.“They had an open, cordial, and frank discussion on many topics related to peace negotiations,” a senior White House official told The Times of Israel. “The administration believes that in order to give everyone the best chance to reach an ultimate deal, it is critical to have negotiators that are close with the president and that is why the team includes Senior Adviser Jared Kushner, Greenblatt and Friedman.”According to Israeli reports, the Palestinian negotiating team wanted to meet Greenblatt in Jerusalem because they were unwilling to host Friedman in Ramallah.As an ambassador accredited to the State of Israel, Friedman would usually not attend bilateral meetings with the Palestinian Authority.On Monday, a senior White House official told The Times of Israel that the purpose of Greenblatt’s trip was to lay the foundations for peace talks.“This trip is an interim visit as talks continue about potential next steps,” he said. “President Trump has made it clear that working toward achieving a lasting peace agreement between the Israelis and Palestinians is a top priority for him.”During his last visit to Israel at the end of June, Greenblatt accompanied Kushner to a meeting with Prime Minister Benjamin Netanyahu and another with Palestinian Authority President Mahmoud Abbas, whom the two US officials met in his West Bank headquarters in Ramallah.Palestinian sources told Hebrew and Arabic media later that the meeting had not gone well and that the Palestinian leader had accused the US of taking Israel’s side while refusing US demands that Ramallah cut off payments for some convicted terrorists and their families.Kushner reportedly began his meeting with Abbas by stating all the Israeli concerns, including stopping the payments, according to Hebrew media reports, angering Abbas.A senior Palestinian official said at the time that a preparatory meeting with Greenblatt a day before the meeting with Kushner had also not gone well and became tense over the payments to prisoners that Greenblatt had insisted come to an end.Abbas has defended payments to Palestinian prisoners, including convicted terrorists, as a “social responsibility,” and said Israel was using the issue as a pretext to avoid peace talks.

US President Donald Trump’s special envoy to the Israeli-Palestinian peace process Jason Greenblatt was scheduled Tuesday to meet with Palestinian negotiators, and in an unusual development, US Ambassador David Friedman will also attend.The meeting was to be held in Jerusalem and is aimed at negotiating a restart of Israeli-Palestinian peace talks. US Consul General in Jerusalem Donald Blome, who is in charge of ties with the Palestinians, will also reportedly be at the talks.Friedman, as envoy to Israel, is responsible for ties with the Jewish state and his presence at the table marks a change in US diplomacy said to have been ordered by Trump himself.A White House official, speaking on condition of anonymity, confirmed to Haaretz that Friedman will be at the meeting and noted that Trump has made it clear he wants the ambassador to be a key member of the US negotiating team, along with Trump’s son-in-law and special adviser Jared Kushner.On the Palestinian side will be chief negotiator Saeb Erekat, head of Palestinian intelligence Majed Faraj, and Palestinian Authority President Mahmoud Abbas’s economic adviser, Mohammad Mustafa.According to the report, when Trump met with Abbas in Bethlehem during the US president’s visit to the region in May, he demanded to know why Friedman was not also in attendance. Kushner was also at the meeting but Abbas refused to let Friedman participate, Palestinian officials told Haaretz, as the Orthodox Jewish ambassador is seen as “hostile” due to comments he made during Trump’s election campaign in which he expressed open support for the Israeli settler movement.The practice of the US ambassador to Israel taking part in meetings with the Palestinians was stopped during the George W. Bush and Barack Obama administrations. Previously, under Bill Clinton in 1999-2000, Martin Indyk did participate in such meetings. After Indyk’s tenure the restrictions were laid down.The report said that since Tuesday’s meeting is only with negotiating team staff, the Palestinians agreed to let Friedman attend.On Sunday the White House said in a statement that while the primary purpose of Greenblatt’s trip “is to meet with the ambassador now that the ambassador is on the ground and fully installed in his position, Greenblatt will also likely be taking meetings relevant to both the Israelis and the Palestinians.”“This trip is an interim visit as talks continue about potential next steps. The Iran-backed Hezbollah terrorist group is constructing at least two underground facilities in Lebanon for manufacturing missiles and other weaponry, according to a report by the French Intelligence Online magazine.While reports of these subterranean weapons facilities have been published in Arab media outlets before, the Intelligence Online article included two previously unknown pieces of information: the type of weaponry being produced and the approximate locations of two factories.Sources told the French industry magazine that one of the factories is being built in northern Lebanon, near the town of Hermel in the eastern Bekaa Valley. The second facility is reportedly being constructed along the southern coast, between the towns of Sidon and Tyre.According to Intelligence Online, the Hermel facility is being used to produce the Fateh 110, a medium-range missile. The southern facility, meanwhile, will be used to make smaller munitions.The Fateh 110 has a range of approximately 190 miles (300 kilometers) — enough to cover most of the State of Israel — and can carry a half-ton warhead. It is considered fairly accurate, though to what extent is a matter of debate, according to a US Congressional Research Service report.Israel’s David’s Sling missile defense battery, which went operational in April, is meant to protect the Jewish state against medium-range rockets like the Fateh 110.In March, the Kuwaiti al-Jarida newspaper reported that Iran had established multiple facilities some 50 meters belowground and protected them with multiple layers of defenses from potential Israeli aerial bombardment, citing an unnamed deputy head of the Iranian Revolutionary Guard Corps.The Iranian general was quoted by al-Jarida as saying that the decision to produce rockets indigenously in Lebanon came after Israel bombed weapons factories in Sudan and supply routes for Iranian rockets via Syria.The new factories would mark a dramatic upgrade in Hezbollah’s ability to acquire additional, and more precise rockets than ever before.Rockets produced by some of the new facilities have already been used by Hezbollah in battles in Syria, the Kuwaiti report said.The latest developments highlight the depth of Iran’s involvement in Syria and Lebanon, something that both Israel and some Arab states have warned against in recent months.IDF Chief of Staff Gadi Eisenkot said last week that Israel is in the midst of a major campaign to thwart attempts by Iran, Syria, and Hezbollah to arm themselves with increasingly accurate missiles.Addressing the Knesset’s Foreign Affairs and Defense committee, Eisenkot said that the primary concern for Israel was what he called the “accuracy project” — efforts by Iran, Syria and Hezbollah to equip themselves with accurate missiles.“We are engaged in a whole campaign against the accuracy project and it is our top priority,” he noted.Regarding the efforts by Hezbollah to obtain advanced rockets through Syria, Eisenkot said, “We are working all the time against the project with a wide variety of tools that it is best to keep quiet about, and with the aim of not causing a deterioration [in the situation].”Eisenkot said “decreasing Iranian influence in the areas near Israel’s borders is no less important than defeating Islamic State, and for Israel perhaps even more.”Earlier in the week, Defense Minister Avidgor Liberman issued a public warning to Hezbollah and its Iranian patrons over the development of rocket manufacturing installations inside Lebanon.“We are fully aware” of the rocket factories, Liberman told military correspondents in a briefing in Tel Aviv. “We know what needs to be done… We won’t ignore the establishment of Iranian weapons factories in Lebanon.”Last month, at the Herzliya Conference, IDF intelligence chief Maj. IDF soldiers on Tuesday raided the West Bank hometown of a Palestinian man who the day before carried out a car-ramming attack in which a soldier was wounded, the army said.On Monday afternoon, a resident of the Palestinian village of Teqoa outside Bethlehem attempted to drive his car into a group of soldiers, lightly injuring one of them, as they manned a roadblock in the area.After crashing his car into the guard rail, the assailant then tried to stab the soldiers before he was shot dead by the troops, according to the IDF.The assailant was named in Palestinian media as Muhammad Ibrahim Jibril, 24. According to the Palestinian Ma’an news site, Israeli officials agreed to turn over the body for burial Tuesday in exchange for “quiet” in the town.During the attack, the soldier sustained wounds to his arms and legs. It was not immediately clear if the soldier was hit by the vehicle or by a streetlight that fell after it was hit by the Palestinian’s car.According to an eyewitness, soldiers on the scene had earlier been checking passing Palestinian vehicles “without a barrier or protection.”Early Tuesday morning, IDF troops, as well as Border Police officers and members of the Defense Ministry’s Civil Administration, entered the village of Teqoa.“The troops carried out searches in the home of the terrorist and in the homes of his family, and seized inciting material,” the army said in a statement.The military did not elaborate on the type of materials found, but a picture on Facebook posted by the village’s official page showed a poster ripped off a wall.Between Monday night and Tuesday, the IDF arrested 15 Palestinians in cities and towns across the West Bank who were suspected of rock throwing, taking part in riots and other forms of so-called “popular terrorism,” the military said.The army also escorted approximately 1,000 worshipers to the Joshua’s Tomb holy site in the northern West Bank village of Kifl Hares.Palestinian residents threw large stones at the escorting Israeli soldiers, before the troops drove them back with stun grenades, the army said.There were no reports of injuries.
