Defense Minister Avigdor Liberman boasted Sunday that West Bank settlement building numbers were the highest they have been since in over 20 years, and warned that clamoring for more construction could bring the whole enterprise tumbling down.Responding to criticism from settler leaders over what they believe to be an insufficient amount of construction in the West Bank, Liberman warned that the rate of building was as high as it could possibly go.“Anyone who claims that it was possible to approve more construction in the settlements is not just trying to stretch the rope but to tear it completely, thereby endangering the entire settlement enterprise,” the defense minister said at the start of the weekly cabinet meeting.“There was and will not be a government that will take better care of the Jewish settlement in Judea and Samaria,” Liberman added, using the biblical term for the West Bank. He said settlement building numbers for the first half of 2017 were the highest they have been since 1992.Liberman, who is required to authorize each approval by the Civil Administration’s High Planning Subcommittee, said 3,651 housing units were greenlighted last week and a total of 8,345 units have been okayed since the beginning of the calendar year, terming the figures “the maximum.”The figures were similar to those published by settlement watchdog Peace Now last week.Counting plans and tenders, Peace Now said 7,721 units had been advanced this year, almost triple the number for all of 2016, which amounted to 2,699.Peace Now could not immediately say whether it agreed that this year’s figures were the highest since 1992, which is before settlement construction slowed as a result of the Oslo accords.Last week, settler leaders blasted as unsatisfactory the number of construction projects advanced by the subcommittee.The uproar led to a meeting on Thursday between Prime Minister Benjamin Netanyahu and the heads of various West Bank regional councils to discuss ways to further advance settlement building.While the settler leaders left the meeting speaking of a positive atmosphere, they were unable to name any concrete gains.Samaria Regional Council Head Yossi Dagan dismissed Liberman’s numbers on Sunday, saying they had been mistallied. “I have great respect for the defense minister, but his numbers are unfortunately incorrect,” he said.Dagan claimed that in order for Liberman to arrive at his figure of 8,345, the defense minister double-counted many of the housing units. “The actual number is less than 2,000, in comparison to the 20,000 units that the cabinet approved for Arab residents living in Area C of Judea and Samaria,” he said, the part of the West Bank that is under Israeli administrative and military control. He accused the government of having a de facto settlement freeze.Among the plans advanced by the Civil Administration’s High Planning Subcommittee last week were 102 housing units for the new settlement of Amichai built for evacuees of the illegal Amona outpost.An Israeli government-sanctioned settlement would be the first official new settlement in a quarter of a century.Also approved by the subcommittee were 839 and 603 housing units for the Ariel and Ma’ale Adumim settlements respectively.In addition, the Defense Ministry body approved 255 housing units in the Kerem Re’im outpost near the settlement of Talmon, west of Ramallah, retroactively legalizing an illegal outpost.“The Defense Ministry approved the planning of Kerem Re’im as a ‘neighborhood’ of Talmon when the two are considerably far away from one another,” Lior Amichai of the Peace Now settlement watchdog pointed out. “This goes against the government’s agreement not to build outside of existing neighborhoods.”

It is an internal Palestinian dispute.”“In any case, I want to make it clear that Israel has no interest in an escalation [with Hamas] and any other speculation is wrong. But we have an interest in security, and our policy is clear on the subject of security and it won’t change,” he said.Hamas on Monday had warned the spiraling crisis could result in war.“The decision of the occupation to reduce the electricity to Gaza at the request of PA President Mahmoud Abbas is catastrophic and dangerous. Aviv Kochavi, and the commander of the UN peacekeeping force in southern Lebanon reportedly got into a heated argument while giving a tour of the tense border to visiting US Ambassador to the United Nations Nikki Haley on Thursday.According to a Channel 2 news report Sunday, Haley was being briefed by UNIFIL commander Maj. Gen.l Michael Beary, who told her the situation on the border was stable and did not require further intervention.Beary was interrupted by Kochavi, who told Haley that UNIFIL was not doing its jobs properly and was wary of entering the villages and cities of southern Lebanon and confronting the Hezbollah terror group.Kochavi called on Haley to help change the mandate of the international force to enable it to disarm Hezbollah, the report said.A diplomat later apologized to Haley for the outburst, but she reportedly said it was good that she got to see the reality of the Israeli side and that it would influence her work at the world body, where she has been a staunch supporter of Israel.UNIFIL, or the United Nations Interim Force in Lebanon, is an international force created by the Security Council in March 1978 to maintain the border between Israel and Lebanon. Since 2006’s Second Lebanon War the force has also been charged with monitoring the cessation of hostilities between the two countries, supporting Lebanese troops deployed in the south of the country, and ensuring humanitarian access to civilians in the region.The 15,000-strong UN force is also charged with ensuring “the immediate cessation” of attacks by Hezbollah, and of ensuring “the immediate cessation by Israel of all offensive military operations.”Hezbollah has significantly built up its weapons stockpile since the 2006 war and has upgraded its arsenal to about 150,000 missiles, Israeli officials say. A woman stripped off her clothes at the Western Wall in Jerusalem on Sunday and ran from the women’s section toward the men’s section of the holy site.The 23-year-old, said to be a resident of the Jerusalem area, was quickly stopped and covered up by security personnel and guards, who then detained her, police said in a statement.The woman was escorted away from the Western Wall plaza and was questioned by police. She will also be sent for a psychological evaluation.“She came in clothed and at some stage took off her clothes. She seemed to be determined, as if she wanted to cause a provocation,” a witness told Channel 2.“People started to scream and cry and when she started moving toward the men’s section she was stopped by force,” the witness said.In (NSFW) video of the incident, the woman can be seen from behind walking calmly toward the men’s section.Another woman runs up and tries repeatedly to cover her with a shawl, but she pushes her away, before starting to run.She makes it into the entrance of the men’s section before she is roughly grabbed by the arms by two men who pull her up to the area where there are public bathrooms and a police station.All the while, people can be heard yelling, “This is a modest place.”Police later detained her and said she was taken for a psychological evaluation.Her parents told police that she suffered from mental health issues, Channel 2 reported.The Western Wall, part of the retaining walls of the Second Temple compound, is the closest point of prayer for Jews to the site of the Temple itself and thus the Jewish people’s holiest place of prayer.

Prime Minister Benjamin Netanyahu on Sunday called for the closing of UNRWA, the United Nations’ agency dealing with Palestinian refugees, saying he had already urged the US envoy to the world body to consider pushing for it to be shuttered.On Sunday, two days after the announcement of a tunnel that was discovered June 1 underneath a UNRWA-run school in Gaza, Netanyahu said he told US Ambassador to the UN Nikki Haley during her visit to Israel last week that it was time to reconsider the agency’s existence.“Hamas uses schoolchildren as human shields. This is an enemy we have been fighting for many years and committing a double war crime: On the one hand, they deliberately attack innocent civilians, and on the other hand they also hide behind children,” Netanyahu said at the weekly cabinet meeting in Jerusalem.Netanyahu, who is also foreign minister, said he instructed the Foreign Ministry’s director-general, Yuval Rotem, to file an official complaint at the UN Security Council. On Saturday, Israel’s UN Ambassador Danny Danon wrote a letter of complaint to the president of the Security Council.Netanyahu said that on Wednesday he told Haley, who was visiting Israel for the first time, that it was time for the UN to “re-examine UNRWA’s continued existence.”Created in 1949 in the wake of Israel’s War of Independence, UNRWA, the UN Relief and Works Agency for Palestine Refugees, operates schools and provides health care and other social services to Palestinians in the West Bank, Gaza, Jordan, Lebanon and Syria.Netanyahu accused the organization of inciting against Israel while doing nothing to help the plight of Palestinian refugees. He asked why they needed a specific body, when the UN High Commission for Refugees has helped tens of millions of displaced persons since World War II.“The time has come to dismantle UNRWA and have its parts be integrated into the UN High Commission for Refugees,” he said, accusing the body of “perpetuating” the plight of Palestinian refugees.While UNRWA is often the target of heavy criticism for alleged anti-Israel rhetoric promoted at its schools and for turning a blind eye to terrorist activity taken place at its premises, Israeli officials have in the past stopped short of calling for its closing.Responding to Netanyahu’s statement, UNRWA spokesman Christopher Gunness said only the UN General Assembly, which extended the body’s mandate by three years in 2016, could shut down the agency.“The situation of Palestine refugees needs to be resolved as part of a political resolution of the conflict between Israelis and Palestinians. Instead of UN schools serving as centers of learning and education, Hamas has turned them into terror bases for attacks on Israel,” Danon said.Dozens of tunnels crisscrossing the Gaza Strip and crossing into Israel were used by Hamas during Israel’s 2014 war with the terror group to move troops and supplies and carry out sneak attacks inside the Jewish state. A grasping mechanism that has been attributed primarily to early development in babies and toddlers may be at work in old age as well, researchers at the Ben-Gurion University of the Negev say.In early development, babies make what might seem like random, exaggerated movements in all directions, until they learn to purposefully reach for objects. Their movement is very variable, until they find a way to achieve their goals, for example reaching for a Cheerio and putting it into their mouth. The mechanism is called exploration-exploitation. They explore the range of possibilities, and when they find a good movement plan, they exploit it.In an article published Monday in Scientific Reports, part of the Nature group, Dr. Shelly Levy-Tzedek, head of the Cognition, Aging and Rehabilitation Lab in the Dept. of Physical Therapy, Faculty of Health Sciences, ABC Robotics and The Zlotowski Center for Neuroscience at BGU, and her team showed that older adults use this same exploration-exploitation mechanism and perform tasks by increasing the speed and the amplitude of their movements in the absence of visual feedback. Not only that, older adults were also able to learn to use this increased movement to benefit future movements, the researchers said.In their experiment, the older adults were making movements in an effort to stay on target, but were not very successful.“Their movements were too slow and too small. We then induced them to make movements that were larger and faster, and their performance on the original task improved significantly,” says Levy-Tzedek.While they have not tested this new mechanism in a physical therapy context yet, it holds promise, Levy-Tzedek said.“Perhaps getting older adults to make exaggerated movements can help fine-tune their performance on specific tasks that they find difficult to perform otherwise,” she says.The researchers found that making “mistakes” actually helps improve future task performance. They also discovered that once a better movement pattern was established, the variability of movement dropped, leading them to the conclusion that variability plays a role in finding a more successful movement plan.The study was funded by the Brandies Leir & Bronfman Foundations; the Promobilia Foundation; the Israeli Science Foundation; and the Helmsley Charitable Trust through the Agricultural, Biological and Cognitive Robotics Center of Ben-Gurion University of the Negev.

Defense Minister Avigdor Liberman boasted Sunday that West Bank settlement building numbers were the highest they have been since in over 20 years, and warned that clamoring for more construction could bring the whole enterprise tumbling down.Responding to criticism from settler leaders over what they believe to be an insufficient amount of construction in the West Bank, Liberman warned that the rate of building was as high as it could possibly go.“Anyone who claims that it was possible to approve more construction in the settlements is not just trying to stretch the rope but to tear it completely, thereby endangering the entire settlement enterprise,” the defense minister said at the start of the weekly cabinet meeting.“There was and will not be a government that will take better care of the Jewish settlement in Judea and Samaria,” Liberman added, using the biblical term for the West Bank. He said settlement building numbers for the first half of 2017 were the highest they have been since 1992.Liberman, who is required to authorize each approval by the Civil Administration’s High Planning Subcommittee, said 3,651 housing units were greenlighted last week and a total of 8,345 units have been okayed since the beginning of the calendar year, terming the figures “the maximum.”The figures were similar to those published by settlement watchdog Peace Now last week.Counting plans and tenders, Peace Now said 7,721 units had been advanced this year, almost triple the number for all of 2016, which amounted to 2,699.Peace Now could not immediately say whether it agreed that this year’s figures were the highest since 1992, which is before settlement construction slowed as a result of the Oslo accords.Last week, settler leaders blasted as unsatisfactory the number of construction projects advanced by the subcommittee.The uproar led to a meeting on Thursday between Prime Minister Benjamin Netanyahu and the heads of various West Bank regional councils to discuss ways to further advance settlement building.While the settler leaders left the meeting speaking of a positive atmosphere, they were unable to name any concrete gains.Samaria Regional Council Head Yossi Dagan dismissed Liberman’s numbers on Sunday, saying they had been mistallied. “I have great respect for the defense minister, but his numbers are unfortunately incorrect,” he said.Dagan claimed that in order for Liberman to arrive at his figure of 8,345, the defense minister double-counted many of the housing units. “The actual number is less than 2,000, in comparison to the 20,000 units that the cabinet approved for Arab residents living in Area C of Judea and Samaria,” he said, the part of the West Bank that is under Israeli administrative and military control. He accused the government of having a de facto settlement freeze.Among the plans advanced by the Civil Administration’s High Planning Subcommittee last week were 102 housing units for the new settlement of Amichai built for evacuees of the illegal Amona outpost.An Israeli government-sanctioned settlement would be the first official new settlement in a quarter of a century.Also approved by the subcommittee were 839 and 603 housing units for the Ariel and Ma’ale Adumim settlements respectively.In addition, the Defense Ministry body approved 255 housing units in the Kerem Re’im outpost near the settlement of Talmon, west of Ramallah, retroactively legalizing an illegal outpost.“The Defense Ministry approved the planning of Kerem Re’im as a ‘neighborhood’ of Talmon when the two are considerably far away from one another,” Lior Amichai of the Peace Now settlement watchdog pointed out. “This goes against the government’s agreement not to build outside of existing neighborhoods.”

Aviv Kochavi, and the commander of the UN peacekeeping force in southern Lebanon reportedly got into a heated argument while giving a tour of the tense border to visiting US Ambassador to the United Nations Nikki Haley on Thursday.According to a Channel 2 news report Sunday, Haley was being briefed by UNIFIL commander Maj. Gen.l Michael Beary, who told her the situation on the border was stable and did not require further intervention.Beary was interrupted by Kochavi, who told Haley that UNIFIL was not doing its jobs properly and was wary of entering the villages and cities of southern Lebanon and confronting the Hezbollah terror group.Kochavi called on Haley to help change the mandate of the international force to enable it to disarm Hezbollah, the report said.A diplomat later apologized to Haley for the outburst, but she reportedly said it was good that she got to see the reality of the Israeli side and that it would influence her work at the world body, where she has been a staunch supporter of Israel.UNIFIL, or the United Nations Interim Force in Lebanon, is an international force created by the Security Council in March 1978 to maintain the border between Israel and Lebanon. Since 2006’s Second Lebanon War the force has also been charged with monitoring the cessation of hostilities between the two countries, supporting Lebanese troops deployed in the south of the country, and ensuring humanitarian access to civilians in the region.The 15,000-strong UN force is also charged with ensuring “the immediate cessation” of attacks by Hezbollah, and of ensuring “the immediate cessation by Israel of all offensive military operations.”Hezbollah has significantly built up its weapons stockpile since the 2006 war and has upgraded its arsenal to about 150,000 missiles, Israeli officials say. A woman stripped off her clothes at the Western Wall in Jerusalem on Sunday and ran from the women’s section toward the men’s section of the holy site.The 23-year-old, said to be a resident of the Jerusalem area, was quickly stopped and covered up by security personnel and guards, who then detained her, police said in a statement.The woman was escorted away from the Western Wall plaza and was questioned by police. She will also be sent for a psychological evaluation.“She came in clothed and at some stage took off her clothes. She seemed to be determined, as if she wanted to cause a provocation,” a witness told Channel 2.“People started to scream and cry and when she started moving toward the men’s section she was stopped by force,” the witness said.In (NSFW) video of the incident, the woman can be seen from behind walking calmly toward the men’s section.Another woman runs up and tries repeatedly to cover her with a shawl, but she pushes her away, before starting to run.She makes it into the entrance of the men’s section before she is roughly grabbed by the arms by two men who pull her up to the area where there are public bathrooms and a police station.All the while, people can be heard yelling, “This is a modest place.”Police later detained her and said she was taken for a psychological evaluation.Her parents told police that she suffered from mental health issues, Channel 2 reported.The Western Wall, part of the retaining walls of the Second Temple compound, is the closest point of prayer for Jews to the site of the Temple itself and thus the Jewish people’s holiest place of prayer.

Prime Minister Benjamin Netanyahu on Sunday called for the closing of UNRWA, the United Nations’ agency dealing with Palestinian refugees, saying he had already urged the US envoy to the world body to consider pushing for it to be shuttered.On Sunday, two days after the announcement of a tunnel that was discovered June 1 underneath a UNRWA-run school in Gaza, Netanyahu said he told US Ambassador to the UN Nikki Haley during her visit to Israel last week that it was time to reconsider the agency’s existence.“Hamas uses schoolchildren as human shields. This is an enemy we have been fighting for many years and committing a double war crime: On the one hand, they deliberately attack innocent civilians, and on the other hand they also hide behind children,” Netanyahu said at the weekly cabinet meeting in Jerusalem.Netanyahu, who is also foreign minister, said he instructed the Foreign Ministry’s director-general, Yuval Rotem, to file an official complaint at the UN Security Council. He asked why they needed a specific body, when the UN High Commission for Refugees has helped tens of millions of displaced persons since World War II.“The time has come to dismantle UNRWA and have its parts be integrated into the UN High Commission for Refugees,” he said, accusing the body of “perpetuating” the plight of Palestinian refugees.While UNRWA is often the target of heavy criticism for alleged anti-Israel rhetoric promoted at its schools and for turning a blind eye to terrorist activity taken place at its premises, Israeli officials have in the past stopped short of calling for its closing.Responding to Netanyahu’s statement, UNRWA spokesman Christopher Gunness said only the UN General Assembly, which extended the body’s mandate by three years in 2016, could shut down the agency.“The situation of Palestine refugees needs to be resolved as part of a political resolution of the conflict between Israelis and Palestinians. Instead of UN schools serving as centers of learning and education, Hamas has turned them into terror bases for attacks on Israel,” Danon said.Dozens of tunnels crisscrossing the Gaza Strip and crossing into Israel were used by Hamas during Israel’s 2014 war with the terror group to move troops and supplies and carry out sneak attacks inside the Jewish state. A grasping mechanism that has been attributed primarily to early development in babies and toddlers may be at work in old age as well, researchers at the Ben-Gurion University of the Negev say.In early development, babies make what might seem like random, exaggerated movements in all directions, until they learn to purposefully reach for objects. Their movement is very variable, until they find a way to achieve their goals, for example reaching for a Cheerio and putting it into their mouth. The mechanism is called exploration-exploitation. They explore the range of possibilities, and when they find a good movement plan, they exploit it.In an article published Monday in Scientific Reports, part of the Nature group, Dr. Shelly Levy-Tzedek, head of the Cognition, Aging and Rehabilitation Lab in the Dept. of Physical Therapy, Faculty of Health Sciences, ABC Robotics and The Zlotowski Center for Neuroscience at BGU, and her team showed that older adults use this same exploration-exploitation mechanism and perform tasks by increasing the speed and the amplitude of their movements in the absence of visual feedback. Not only that, older adults were also able to learn to use this increased movement to benefit future movements, the researchers said.In their experiment, the older adults were making movements in an effort to stay on target, but were not very successful.“Their movements were too slow and too small. We then induced them to make movements that were larger and faster, and their performance on the original task improved significantly,” says Levy-Tzedek.While they have not tested this new mechanism in a physical therapy context yet, it holds promise, Levy-Tzedek said.“Perhaps getting older adults to make exaggerated movements can help fine-tune their performance on specific tasks that they find difficult to perform otherwise,” she says.The researchers found that making “mistakes” actually helps improve future task performance. They also discovered that once a better movement pattern was established, the variability of movement dropped, leading them to the conclusion that variability plays a role in finding a more successful movement plan.The study was funded by the Brandies Leir & Bronfman Foundations; the Promobilia Foundation; the Israeli Science Foundation; and the Helmsley Charitable Trust through the Agricultural, Biological and Cognitive Robotics Center of Ben-Gurion University of the Negev.
