US 'playing the terrorism game' in Syria warns Lavrov-[AFP]-YAHOONEWS-April 8, 2017

Moscow (AFP) - The United States is "playing the terrorism game", Russian Foreign Minister Sergei Lavrov said Saturday during his first phone talks with his US counterpart Rex Tillerson since the US air strikes on Syria last week."A country which battles against terrorism is just playing the terrorism game," and "creates regional and global security threats", Lavrov warned Tillerson, according to a Russian foreign ministry statement.Lavrov also reaffirmed Russia's position that accusations that the Syrian regime had launched a chemical weapons attack on the Syrian town of Khan Sheikhun last week "are not in line with reality".The United States on Thursday fired 59 Tomahawk cruise missiles from warships in the Mediterranean at the Shayrat airfield near Homs in central Syria.The previous day US President Donald Trump said pictures of the Khan Sheikhun victims in agony, had "an enormous impact" on him.Saturday's phone call was the first between the top diplomats of Russia and the US since the strikes on the Syrian airfield.US Secretary of State Tillerson is due to arrive in Moscow on Tuesday for two days of talks.On Friday, Russian foreign ministry spokeswoman Maria Zakharova said Moscow expects "explanations", during Tillerson's visit, for the US air strike on the Syrian airbase-For his part, Tillerson on Friday said he was disappointed" by Russia's reaction "because it indicates their continued support" for the Syrian regime of President Bashar al-Assad.

COLOGNE, Germany (Reuters) - U.S. Navy Admiral Michelle Howard said on Saturday U.S. cruise missile strikes on an air base in Syria had destroyed the means to deliver chemical weapons from that base, and the U.S. military remained ready to carry out further strikes if needed.Howard, the four-star officer who leads U.S. Naval Forces in Europe and Africa, told Reuters the United States had decided to launch the strikes after the United Nations failed to pass a resolution condemning a deadly chemical weapons attack that killed scores of people in rebel-held Khan Sheikhoun.Washington has blamed the Syrian government for the attack on Tuesday. The Syrian government has strongly denied responsibility and blamed the deaths on leaks from a rebel chemical arms store it says was hit by a Syrian air strike."We conducted strikes against an air field which was the means by which the chemicals were launched into the air. Those means don't exist now," Howard said in an interview during a missile defence event in Cologne."We saw the misuse of chemical weapons and said, 'OK, we need to send a very clear message'".Asked about the U.S. military's plan for how to deal with any potential further attacks, Howard said the military was ready to respond if other civilian options failed."As the civilian leadership works through what their options are, if other options don't pan out, then it's generally the military that gets asked to do something."Howard declined to give any details about the flight path of the missiles, or the U.S. military assessment of the damage caused, but said she was confident the strikes had hit their intended target."The intention was to take out the airfield and to remove the means of the delivery of chemical weapons. BEIRUT (Reuters) - A Syrian air base targeted in a U.S. cruise missile attack is operating again, the governor of Syria's Homs province confirmed on Saturday.The United States launched the missile strikes on Friday in response to a chemical attack that killed 90 people including 30 children. It says the Syrian government launched the attack from the Shayrat air base. Damascus has strongly denied carrying out the attack and says it does not use chemical weapons.The Syrian army said on Friday the attack had caused extensive damage to the base, which the United States says it targeted with 59 Tomahawk cruise missiles."The airport is operating as a first phase," Homs governor Talal Barazi told Reuters. Flows on Assiniboine River increase as Red River recedes-[CBC]-yahoonews-April 7, 2017

Manitoba municipalities are preparing temporary flood-protection measures to meet an increase in flowing water on the lower Assiniboine River.Doug McMahon, assistant deputy minister of Manitoba Infrastructure, said the Assiniboine River forecast has been revised and the flow downstream of the diversion will reach 15,000 cubic feet per second as early as April 10 — a flow assistant deputy minister of emergency measures Lee Spencer said is within the threshold the river can sustain.Even so, "the Assiniboine and areas in the west and south are now being closely watched," McMahon said.A flood watch remains in place for the area between Portage la Prairie and Headingley as flows increase.But as flows on the Assiniboine increase, flows on the Red River are dropping."Levels continue to decline on the Red River and most of its tributaries," McMahon said.By Friday morning, levels had dropped to 18.2 feet above normal winter ice levels at James Avenue in Winnipeg and were expected to remain around that level for the next week.A flood watch is still in effect for the Red Deer River but has been lifted for Plum Creek.A flood warning is in effect for the Birdtail Creek; the upper Assiniboine River from the Shellmouth Dam to Holland; the Pelican, Rock, Oak and Dauphin lakes; and the Pembina and Souris rivers.Crews are watching the Gretna dike for potential overflows. Owners of property around Pelican Lake are also being encouraged to set up flood protection.There is also a flood warning in effect for all points along the Souris River."Due to the unusually warm temperatures this year, the spring run-off was typically two weeks earlier than usual and the run-off rates were exceptionally high," said McMahon.Ice jamming also caused major issues and "some bridges have been severely damaged," he added.Most rivers in southern Manitoba are now ice free, he said, but ice is still in place in the north and ice jamming is still a concern."Run-off is starting to occur on the Saskatchewan River and the Carrot River watersheds. We will be watching those closely," McMahon said.As of Friday morning, there were 15 local states of emergency, mostly in the southwest part of the province and the Red River and Pembina River areas.Spencer said most communities declared their states of emergency to allow the use of certain powers like going onto private property, rather than in response to significant damages."[I] think those that are in a state of emergency will say that they are busy and they need it," he said.So far, 291 people have been forced by flooding to leave their homes. All but six of those people are from First Nations, and they are staying in hotels in Brandon, Portage la Prairie and Winnipeg.

Flood watch continues for much of southern Quebec-[CBC]-YAHOONEWS-April 8, 2017

Water levels for several rivers in southern Quebec have stabilized, but a flood-watch continues after more than 78 homes were evacuated in the the lower Laurentians on Friday.A combination of heavy rain and snow-melt over the last few days led to floods in the Sainte-Thérèse, Blainville and Rosemère areas as parts of the Mille-Iles and des Prairies rivers overflowed.The Chaudière River in Beauceville, south of Quebec City, also spilled its banks Friday night.Meanwhile, water levels of the Rivière aux Chiens, on the northern shore of Montreal, have started to return to normal and the focus there has turned to clean-up.The situation in Estrie and the Montérégie has stabilized as well.The provincial government is stepping in to help residents, with Quebec Public Safety Minister Martin Coiteux saying that those affected by the flooding would be entitled to aid programs."I would like to let affected residents know that the government of Quebec has programs that exist to help them," Coiteux said in Sainte-Thérèse on Friday.

Above normal rainfall causes flooding around Ottawa-[CBC]-YAHOONEWS-April 8, 2017

Water levels in areas south of Ottawa are now so high that some residents can't get to their cottages and homes.On Friday, the only road leading into the tiny community of Hilly Lane was completely under water. Residents with off-road style vehicles were still able to navigate the washed out lane into the community. Most others had to park their cars on the side of Rideau River Road and use hip waders to reach their homes and cottages. The community was also hit by flooding in 2011 and 2014.Just down the road from Hilly Lane, the long driveway leading into Rosewood Stable is also under water. The owner of the stable, Marie Bastien, said there are ten horses at the stable."We normally get some flooding but not to this degree," she said.Bastien said she is still able to get in and out of the stable in her large pick-up truck, but for most others the driveway is impassible. She says it's fortunate that she doesn't teach riding lessons on the weekend."If it keeps raining I'll be concerned," she added.The latest statement from the Rideau Valley Conservation Authority says above normal rainfall is causing high water throughout the Rideau Watershed. Water levels this high were last seen in 2014, according to the agency.It adds that the worst flooding is in North Grenville and rural Ottawa near the confluence of Kemptville Creek and the Rideau River.Plenty of  farmer's fields  under water. On Friday, Chris Sargent feared water from a farmer's field was about to wash out a section of Rideau Valley Drive North, about two-and-a-half kilometres south of Manotick."To me that was an emergency," he said.The retired public servant says the farmer's field next to the road was dry on Thursday. Now, it looks like a lake. He said the road was in danger of being washed out because a culvert stopped draining water from the field."The force of the water pushed the culvert right up into the air so one of the culvert was touching the water, it was above the water level. So then the road acts as a dam and it was just daming up."Sargent, who has lived in the area for twenty year, said he called the city and was told it was monitoring the situation. He suggested it needed more than monitoring so a crew came and pushed the culvert back down so the water could flow through it again."I've never seen this, I've never seen anything like this," he said.Some roads in Prescott and Russell closed-Meanwhile, residents and officials are also reporting rising water levels east of Ottawa. County Road 9 north of St. Isidore washed out after this week's rain. A detour in place for drivers.Officials from Stormont, Dundas and Glengary are monitoring water levels in the area and are asking residents to use caution.

STOCKHOLM — One brutal attack by a man who drove a stolen truck into shoppers in Stockholm has brought Sweden's open-door immigration policies under increased scrutiny — and raised the question if Swedish society, considered democratic and egalitarian, has failed to integrate its newcomers.The suspect in Friday's attack, a 39-year-old native of Uzbekistan who has been arrested by police, had been on authorities' radar previously but they dismissed him as a "marginal character." It was unclear whether he was also a Swedish citizen or resident or even how long he'd been in the country.The attack killed four people and wounded 15. In response, hundreds gathered Saturday at the site of the crash in the Swedish capital, building a heartbreaking wall of flowers on the aluminum fence put up to keep them away from the site's broken glass and twisted metal. Some hugged police officers nearby."We have been too liberal to take in people who perhaps we thought would have good minds. But we are too good-hearted," said Stockholm resident Ulov Ekdahl, a 67-year-old commercial broker who went to the memorial.Joachim Kemiri, who was born in Sweden to a Tunisian father and a Swedish mother, says migrants and refugees had been arriving in too large numbers."Too many of them have been coming in too fast," the 29-year-old railway worker said. ST PETERSBURG, Russia/OSH, Kyrgyzstan (Reuters) - The man Russian police believe was the suicide bomber who killed 14 people in a blast on the St Petersburg metro this week developed an interest in Islam and soon after travelled to Turkey, two people who know him told Reuters.The two people said they did not know for sure if the man, Akbarzhon Jalilov, went on from Turkey to neighbouring Syria. Turkey has been routinely used by radical Islamists as a route into areas of Syria controlled by the Islamic State group.If Jalilov had been in Syria, that would expose a major gap in Russia's counter-terrorism procedures, which rely heavily on identifying anyone who has been with militants in Syria and stopping them from returning to Russia, or arresting them.The metro blast happened on Monday afternoon just as Russian President Vladimir Putin visited St Petersburg. No group has claimed responsibility. But Islamic State has threatened acts of violence on Russian soil in reprisal for the Kremlin's military intervention in Syria in support of President Bashar al-Assad.Jalilov, the suspected suicide bomber, was born in 1995 and grew up in the city of Osh in Kyrgyzstan, a mainly Muslim ex-Soviet Republic in Central Asia.Around 2011 he moved to St Petersburg. He worked in low-paid jobs for several years. Photographs posted on social media showed a stylishly dressed young man. His online posts offered no hint of any ties to Islamist militants.But there is a gap in Jalilov's biography from the end of 2015 until the start of this year. During that period several acquaintances said he disappeared from view.He reappeared when he visited Osh in February this year. In March he returned to St Petersburg and rented an apartment from where he set off on the day of the bombing carrying a rucksack and a bag.By speaking to several people who knew Jalilov well, Reuters has been able to piece together a picture of his life in the missing years.-FINDING RELIGION-According to someone from Osh who worked as a cook alongside Jalilov in a St Petersburg restaurant in 2014, he was an even-tempered young man who did not drink or use swear words."I would have said firmly that Akbar was not capable of doing anything bad," said the source, using an abbreviation of Jalilov's name. The source asked not to be identified because he did not want the authorities to associate him with a suicide bomber.The two worked in the same outlet of the Sushi Wok restaurant chain.During the course of 2014, said the former work colleague, Jalilov developed an interest in Islam. He prayed, went to the mosque, read the Koran, and started growing a beard. But the source said he did not notice any signs of extremism.The second source, another native of Osh who also worked with Jalilov in St Petersburg, said he too was aware that Jalilov had acquired an interest in religion. But he said Jalilov never tried to push his faith onto anyone else.During 2015, said the first source, Jalilov left St Petersburg. The source said he heard from other cooks at the restaurant that before leaving, Jalilov had said he was going to Turkey.He said, according to the source, that "there are good jobs in Turkey, and things aren't working out (with work) in St Petersburg."The second source, who also did not want to be identified, told Reuters he knew from Jalilov that he went to Turkey. The source said Jalilov had travelled there in November 2015, to join his uncle who was living in the Turkish region of Antalya.Contacted by Reuters in Osh, Jalilov's uncle, Khasan Kuchkarov, told Reuters he had lived in Antalya but left in September 2015 and was unaware of Jalilov travelling there.After Jalilov's departure from St Petersburg, there was talk among his old work colleagues, and among people who knew him back in Osh, that he had gone to Syria, both of the sources said. Apr, 09:29-National authorities will start imposing identity checks as of Friday (7 April) on everyone entering and leaving the European Union.The move is part of a broader security crackdown, which follows a series of terror attacks in Paris and Brussels involving EU nationals that had fought alongside militant extremists in Syria and elsewhere."We still have a stock of 2,500 Europeans who are on the ground [Syria and Iraq] and we don't know how many, at what rhythm, and on which routes they will return here," the EU's counter terror coordinator, Gilles de Kerchove, told Belgian radio last month.Anyone who flies in, or crosses a land or sea border will have their identities cross-checked with the Schengen Information System (SIS), and Interpol's database of lost travel documents (SLTD).The checks, which were already being imposed on non-EU nationals, will now also extend to EU citizens.Authorities will be able to relax some of the border control checks in case of heavy traffic flows. A transitional period has also been imposed for airports.SIS is the most widely-used information system for law enforcement in Europe and is undergoing reforms.A new alert category for "unknown wanted persons" will be included. Alerts will also be issued on terrorist offences and on anyone that has an entry ban.Plans are also underway to include an automated fingerprint identification service that would allow border guards to one day search SIS using fingerprints.Julian King, the EU commissioner for security, told MEPs in March that the fingerprint system is needed to catch people who use fake IDs.SIS has been touted as the biggest and most successful EU-wide security database, with hits increasing from around 150,000 in 2015 to more than 200,000 last year.Authorities had queried the database almost 4 billion times in 2016, a 40 percent increase from 2015.

Eurogroup makes 'progress' on Greek deal By Eric Maurice-euobserver

Apr, 16:24-Eurozone finance ministers swapped Brussels' brand new Europa building for old Valletta's Grand Master's Palace, but they came out on Friday (7 April) with the usual optimistic line about Greece."We have achieved significant progress since the last meeting," Eurogroup president Jeroen Dijsselbloem said at a press conference after a meeting in Malta's capital.After months of delays and weeks of difficult talks, ministers endorsed an agreement between Greece and its creditors - the European Commission, the European Central Bank, the European Stability Mechanism, and the International Monetary Fund (IMF).But the agreement will only allow experts from the creditor institutions to go back to Athens and try to reach a so-called staff-level agreement on reforms to be made by the Greek government.The reforms are needed to conclude the second review of the bailout programme that was launched in 2015, and to allow the disbursement of a new tranche of financial aid.In order to close the review, the Eurogroup will however need to agree on additional issues - Greece's fiscal targets for few first years following the end of the programme in 2018, and the sustainability of Greek debts."We have an agreement on the overarching elements of policy in terms of size, timing and sequencing of the reforms," Dijsselbloem said on Friday.-Reform package-He said that Greece and its creditors have agreed on the principle of a reform package, designed to cut spending by 2 percent of GDP.One percent will come from cuts in the highest pensions by 2019 and the other percent will mainly come from an increase in the income tax threshold.Details based on this agreement in principle will be discussed by the Greek government and the institutions' missions when it returns to Athens, most likely next week. ROME (AP) — The long-delayed project to extend Rome's subway system has brought treasures of the past to the surface and allowed them to be showcased at one of the city's new subway stations.Rome city officials this week unveiled the Metro C archaeological exhibit, which features amphora, marble panels, coins and even peach pits dating back to the Roman era.The permanent exhibit will be on view as passengers descend into the three-story San Giovanni subway station, which is expected to open in 2018."For those who will use this metro — this station in particular — it's a full immersion into the history of Rome and of this site," said archaeologist Rossella Rea, who is in charge of the dig for the Italian government.Archaeologists said their surveys, which reached an unusually deep 20 meters (yards), indicated the site was once a huge farm. Peach pits, seashells and other organic remains have been found intact and are featured in the exhibit.Lines on the southeastern section of Metro C have been operational since 2015, while northern lines near the city center are still under construction. The project has been delayed for years by the repeated discovery of ancient underground treasures.

With long-awaited marijuana legislation set to be announced next week, the federal government is having second thoughts about legalizing cannabis on Canada Day.The Trudeau government still plans to go ahead with its plan to make weed legal for recreational use. But a senior government source says the initial target of July 1, 2018 as the implementation date will be changed to "on or before July 1, 2018."The change reflects some internal concerns over legalizing a recreational drug on the country's birthday. Bill Blair, the Liberal government's point man on pot, told the Canadian Press he wanted the focus of Canada Day to be Canada — not cannabis."I'm probably out on a limb on this one but ... I don't believe July 1 should be an implementation date for anything; it is a day of celebration for the anniversary and founding of our country," Blair told CP."I don't think that's an appropriate date. That's my opinion."-By next summer-But what isn't changing is the federal government's desire to fully deliver on its marijuana legalization promise by next summer — despite suggestions that the timeline may be too ambitious.The federal government believes its timeline to have a nation-wide system for the distribution and sale of marijuana is achievable — even though much of the heavy lifting will have to be done by the provinces."We campaigned on this," said the senior government official. "We told them it was going to happen."It appears that Ottawa is counting on the potential profits from marijuana sales to speed things along at the provincial level. Colorado legalized marijuana in 2014 and, with a population smaller than Quebec and Ontario, that state is doing more than $1 billion US in legal sales a year.The hope is that at least a few of the provinces will move quickly to finalize their system for retail sales and that will have a pace-car effect for the slower moving jurisdictions.-Bill details coming next week-The marijuana legislation is set to be unveiled next week. It will broadly follow the recommendation of a federally appointed task force that was chaired by former liberal Justice Minister Anne McLellan.The federal government will be in charge of making sure the country's marijuana supply is safe and secure and Ottawa will license producers.But the provinces will have the right to decide how the marijuana is distributed and sold. Provincial governments will also have the right to set the price.While Ottawa will set a minimum age of 18 to buy marijuana, the provinces will have the option of setting a higher age limit if they wish.As for Canadians who want to grow their own marijuana, they will be limited to four plants per household.Legalizing marijuana was one of the more controversial promises Prime Minister Justin Trudeau made as he campaigned to become prime minister.In their platform the Liberals said it was necessary to "legalize, regulate and restrict access to marijuana" in order to keep drugs "out of the hands of children, and the profits out of the hands of criminals."The Liberals had promised to introduce legislation by the Spring of 2017. Announcing the legislation next week will allow the party to hit that deadline.

EDMONTON — The Alberta Liberals want the province to declare an emergency after a new report shows a growing number drug overdose deaths linked to fentanyl.The government report says 349 people died in the province last year from the street opioid painkiller.In the first six weeks of this year there were 51 deaths — almost twice the number during the same time last year.Liberal Leader David Swann says the numbers are very troubling because such deaths are preventable.Swann, a physician and former medical officer of health, says the Alberta government needs to do more to deal with the crisis.He says Alberta should have a mental health and addiction officer and develop a co-ordinated strategy to reduce such deaths."We need increased public education efforts and timelier access to harm reduction, including opiate replacement therapy and safe injection sites," he said Friday in a release."Once again, I urge this government to declare a state of emergency. Let's do everything in our power to get ahead of these deaths so that more lives are not lost with each new quarterly report."The Canadian Press.
