Settler group says 421,000 Israelis now living in West Bank-Yesha Council says population growth faster than inside Israel; figures exclude more than 200,00 in East Jerusalem-By AFP February 9, 2017, 8:25 pm-THE TIMES OF ISRAEL
The number of Israeli settlers living in the West Bank surged past 421,000 in 2016, a settler group said Thursday. The Yesha Council said the number of settlers in the West Bank had grown by 3.9 percent since 2015, twice the rate of population growth inside Israel. Its figures exclude residents of Jewish neighborhoods in East Jerusalem, home to more than 200,000 Israelis. While Israel considers a united Jerusalem to be its capital and applied Israeli law to areas of the city captured in the 1967 Six Day War, Palestinians claim East Jerusalem as the capital of a future state. The US and much of the international community says the city’s status should be determined in peace talks between the sides. The Yesha Council said growth had slowed slightly since 2012 because of building freezes by Prime Minister Benjamin Netanyahu’s government under international pressure, particularly from the Obama administration.Since the inauguration of US President Donald Trump in January, Israel has approved some 5,500 homes in the West Bank and over 500 homes in East Jerusalem. The Knesset passed a law Monday, known as the Regulation Law, allowing Israel to expropriate private Palestinian land on which Jewish settler outposts were built. It legalizes dozens of wildcat outposts and thousands of settler homes in the West Bank.Palestinians on whose land outposts were constructed illegally will receive monetary compensation or alternative plots of land under the law.The law prompted international outcry — although Trump’s administration was conspicuously silent.Settlement watchdog Peace Now said the law covers over 50 rogue outposts built on at least 800 hectares (2,000 acres) of Palestinian private land.International law considers all settlements to be illegal, but Israel distinguishes between those it has authorized and those built without official permission. Most of the international community considers settlements an obstacle to peace between Israel and the Palestinians, which was highlighted by the recent passing of United Nations Security Council Resolution 2334 in December which labelled settlements in the West Bank and East Jerusalem as having “no legal validity” and “a flagrant violation under international law.”Times of Israel staff contributed to this report.
Likud minister claims Netanyahu backs outpost law despite misgivings-Culture Minister Miri Regev says PM was always in favor of legislation to approve illegal settlements, even though he warned of international consequences-By Stuart Winer and Times of Israel staff February 9, 2017, 7:53 pm
Culture and Sports Minister Miri Regev said Thursday that the prime minister has always been in favor of a controversial new law to legalize West Bank settlement outposts, even though in the past he warned of its international consequences and wanted to delay a Knesset vote to approve it until after a meeting with US President Donald Trump. In an interview with Israeli Radio, Regev asserted that Prime Minister Benjamin Netanyahu was a key element in seeing the so-called Regulation Law being approved by parliament.“What do you think, that if the prime minister didn’t support the law that it would come about?” she said when asked on Netanyahu’s true feelings about the law. She added that although the law had been pushed by the pro-settlement Jewish Home party it was only because Netanyahu also supported the legislation that it succeeded in becoming law.The law, which passed with a majority of 60 to 52 on Monday night, allows Israel to compensate Palestinians whose land has been taken over by settlers, instead of removing the outposts.Several anti-settlement groups have petitioned the High Court of Justice against the new law.Regev said that if the law is struck down by the High Court then she will push to have Israeli law extended to all of the West Bank, a move seen as tantamount to annexation. Such a move would be accompanied by what she called “a thorough discussion about the status of the land and the people living there” — a reference to the Palestinians who want the West Bank for a future state. In November 2016, Netanyahu reportedly warned members of the security cabinet that if applied, the Regulation Law could lead to an International Criminal Court investigation against Israel. Even as late as Sunday, Netanyahu was said to be urging the vote be put off until he had met with Trump next week.Netanyahu did not vote on the bill as he was on an official visit to London during its approval by the Knesset.Speaking to reporters from London, Netanyahu said at the time he had informed the US about the upcoming vote on the law because that was simply what friends do.“I never said I want to push it off,” he said from the UK Foreign Office, where he later met with British Foreign Secretary Boris Johnson. “I act according to the national interests. In my view, you don’t surprise friends. Friends don’t surprise each other. Friends update each other. That’s what I did.”Netanyahu stressed that he did not ask the Americans for permission to pass the legislation — which has been roundly condemned and is expected to be struck down by Israel’s High Court — but merely informed them of his intention to pass the bill through a second and third reading. The passage of the law was accompanied by a flurry of condemnations from the opposition, Palestinians and human rights groups, and the international community.

Terrorist opens fire in Petah Tikva, subdued with sewing machine-Three people hurt by gunfire, one stabbed in the neck, another in the ensuing fracas at central market in Tel Aviv suburb; Palestinian suspect taken down by civilians, arrested by cops-By Judah Ari Gross February 9, 2017, 6:05 pm-THE TIMES OF ISRAEL
At least five people were lightly wounded after a Palestinian man opened fire at a bus and stabbed someone near an outdoor market in the central Israeli city of Petah Tikva on Thursday evening, officials said.Police officers later arrested the West Bank man, who was still in possession of the gun used in the attack, a police spokesperson said.Just before 5:00 p.m., the gunman, opened fire at a bus near the Petah Tikva market on Baron Hirsch Street. One a man in his 50s was shot in the leg, while two women — one in her 50s, the other in her 30s — were hit by shrapnel, according to the Magen David Adom ambulance service. The suspected terrorist is 18 years old, a resident of the northern West Bank, according to police. The Palestinian teenager used a Carlo-style submachine gun, a comparatively cheap improvised firearm, which is prevalent in the West Bank. Carlos, which are often cobbled together from water pipes and spare parts, are notoriously unreliable, and the weapon used in the attack apparently jammed multiple times. What is normally an automatic weapon was only able to fire a shot every few seconds, according to videos from the scene. An eyewitness told Walla news that the gunmen also entered a shop and tried to open fire, but his gun wouldn’t work at all.The incident occurred at the entrance to the city’s busy central market, which was crowded with people shopping ahead of Shabbat. After shooting at the bus, the suspect continued on foot towards Hovevei Tziyon Street, running through the city’s alleyways, before he was cornered by a group of civilians outside a sewing machine repair shop, according to police officer Ami Ben-David.The Ynet news site reported that one of the civilians had used one of the shop’s sewing machines to take down the attacker. An eyewitness told Channel 2 news that he used a wood plank to hit the man as well, and said the suspect yelled in Arabic as he was tackled. In the scuffle, a man in his 40s was stabbed in the neck with a screwdriver as he attempted to apprehend the assailant, he told medics. After the suspected terrorist was subdued by the citizens, police officers arrived and arrested him. He was handed over to the Shin Bet security service for questioning, Ben-David said.Video from the scene shows the police officers leading away the Palestinian suspect, as bystanders shout curses at him. A few members of the crowd tried to strike the alleged terrorist, but police kept them back.Alon Rizkan, one of the medics, described the scene following the attack as “chaos,” with people shouting and fleeing from the scene.During the commotion that followed, another man, estimated to be in his 30s, suffered a light head wound, MDA said.According to the United Hatzalah emergency response organization, the man had been set upon by a mob after the attack, as they mistook him for the terrorist responsible for the attack. The man told the United Hatzalah medics that he screamed at his attackers: “I am not the terrorist! I was chasing the terrorist!”Another three people were also treated after they suffered anxiety attacks, MDA said.In total, eight victims were taken to Petah Tikva’s Beilinson Hospital for treatment, the ambulance service said.A Rishon Lezion court issued a gag order on all details of the case, including the identity of the suspected terrorist, police said.A spate of stabbings, car-rammings and shooting attacks by mainly Palestinian assailants that began a year ago has waned over the last six months, though sporadic incidents have persisted.Since October 2015, 40 Israelis, two Americans, a Palestinian and an Eritrean national have been killed in stabbing, car-ramming and shooting attacks. According to AFP figures, some 250 Palestinians, a Jordanian and a Sudanese migrant have also been killed, most of them in the course of carrying out attacks, Israel says, and many of the others in clashes with troops in the West Bank and at the Gaza border, as well as in Israeli airstrikes in the Strip.A number of attacks during the wave took place in Petah Tikva, a suburb of Tel Aviv. In March, a terrorist stabbed a man in the a wine shop in the city. The victim pulled the knife out of his neck and proceeded to stab the terrorist to death.
Iron Dome intercepts three rockets from Sinai headed for Eilat-Five people treated for anxiety attacks, but no other injuries or damage caused by projectiles fired from Egypt; incident comes hours after mortar shell strikes Golan Heights-By Judah Ari Gross February 8, 2017, 11:15 pm-THE TIMES OF ISRAEL
The Iron Dome missile defense system intercepted three rockets headed for the southern city of Eilat late Wednesday night, while a fourth fell in an open area, the army said. This fourth rocket was not shot down by the missile defense battery as it was headed towards an open field, a military spokesperson said. There were no injuries or damage reported from the rocket salvo. However, city officials said that five people were treated for anxiety attacks related to the incident. One of them was taken to the hospital, the Magen David Adom ambulance service told Israel Radio. The rockets were fired from the Sinai Peninsula in Egypt, according to the Israel Defense Forces. There were no immediate claims of responsibility, but the Islamic State affiliate Ansar Bait al-Maqdis — formerly known as Wilayat Sinai — has been waging a bloody battle with Egyptian forces in the peninsula.Video shows moments rockets over Israeli city of Eilat intercepted by Iron Dome. Gen. Eyal Zamir told the mayor of Eilat, Meir Yitzhak Halevi, that the city could return to its routine, Army Radio reported.“When there is a successful interception the city returns to routine quickly, as people understand that the city is protected,” Itsik Alfasi, a senior Eilat police officer told Israel Radio.Eilat is a Red Sea resort city, popular with tourists from Europe. The city is currently full to capacity with visitors. The last rockets fired at Eilat from the Sinai Peninsula were launched during the 2014 summer war between Hamas and Israel in the Gaza Strip. The two projectiles struck in the center of the city, hitting a car and causing light injuries to seven people.Hours before Wednesday’s attack, a mortar shell struck the Golan Heights, at Israel’s northern tip, causing neither damage nor injury. In response, the army shelled a Syrian military position in the northern Golan Heights, the army said.
Iran’s Rouhani says military power ‘purely defensive’-Iranian president’s comments follow announcement of new US sanctions last week over country’s ballistic missile program-By AFP February 9, 2017, 7:44 pm-THE TIMES OF ISRAEL
TEHRAN, Iran — Iranian President Hassan Rouhani said Thursday Iran’s military power was “purely defensive” after tensions with the United States over its missile program and a nuclear deal have soared following US President Donald Trump’s inauguration.“The Islamic Republic of Iran has showed that it doesn’t intend to interfere with the internal affairs of other countries,” Rouhani told foreign diplomats in Tehran, according to the ISNA news agency.“Our military power is purely defensive,” he was quoted as saying.Despite Rouhani’s claims, Iran is currently deeply involved in the Syrian conflict through its military and financial support of the regime of Bashar Assad. The country also wields substantial influence in a number of Middle Eastern countries through its support in the form of weapons and cash for its proxies, such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen and an array of Shiite militias in Iraq. The comments from Rouhani, a relative moderate expected to run for re-election later this year, come after the war of words between Iran and the US spiked following Tehran’s announcement of a ballistic missile test and Trump’s controversial travel ban.“At the current time, we must not allow some to create an unhealthy climate by conjuring illusions,” Rouhani said, quoted by ISNA.The new US president in his first weeks in office issued an executive order banning travel to the US for nationals of seven predominantly Muslim countries, including Iran.He has criticized the landmark nuclear deal signed between Iran and world powers — including the US — and warned Iran last week it was “playing with fire” following the Islamic Republic’s missile test on January 29 and military drills last week. The White House on Friday raised the stakes in the increasingly tense stand-off by slapping fresh sanctions on Tehran’s weapons procurement network.White House officials are also reportedly weighing sanctioning the powerful Iranian Revolutionary Guard Corps, which is responsible for quelling domestic dissent and exporting Iran’s “Islamic Revolution” abroad.Iranian Supreme Leader Ayatollah Ali Khamenei said on Tuesday that Trump’s behavior showed “the real face of America,” long a leading adversary of Tehran.Defense Minister Hossein Dehghan on Thursday rubbished a report by US cable channel Fox News the day before that alleged Iran had launched a new ballistic missile, Iran’s IRNA news agency reported.Times of Israel Staff contributed to this report.
Hamas upgrades cyber espionage capability — report-Internal Security Minister and sports broadcaster feature in fake news items designed to persuade email users to open rogue spyware file-By Sue Surkes February 9, 2017, 7:25 pm-THE TIMES OF ISRAEL
An American cyber security company founded by an Israeli has identified a new cyber espionage campaign originating in the Gaza Strip and aimed at government ministries in Israel, Arab countries and the Palestinian Authority.Experts say that the infrastructure behind the attacks and the way that different servers have been used to hide their source reveals that the suspected organization — known as the Gaza Cybergang Group — has upgraded its capability to a level “which would not embarrass countries with reasonable cyber capabilities,” The Marker, a daily business newspaper, reported Wednesday. The Gaza Cybergang Group is thought to be backed by the Hamas terror group which controls the Strip-Gangs of hackers sent emails to their targets from a source which looked legitimate, such as a work colleague. The emails contained fake news headlines aimed at encouraging the reader to click on an attached link or file.Opening of the file triggered installation of a program which sent the computer user’s identifying details to a control center manned by the hackers. If the details were sufficiently interesting, spyware was installed onto the unwitting user’s computer — spyware that could eavesdrop on conversations, read correspondence and operate the camera. The same group opened a new internet address — new.gov-il.host– as part of a specific plan to attack the Israeli government. It was the Israeli development team at Palo Alto Networks which, having noticed repeated attempts to cyber breach different targets in Israel and elsewhere, linked the attacks, servers and tools used to a group of at least 10 hackers operating out of Gaza. They noticed spelling mistakes in Hebrew and English reminiscent of mistakes made by Hamas in video clips and other written materials. An analysis of the timing revealed that there was no hacking on Fridays — a clear suggestion that the hackers were working a Middle Eastern week.Fake news items posted as bait included photographs of Internal Security Minister Gilad Erdan and sports broadcaster Sharon Perry. The government’s National Cyber Bureau would not comment on the Gaza attacks. It just said that different sources attempted on a regular basis to break into Israeli organizational networks.
Islamic State claims Eilat rocket attack, threatens more-Group’s Sinai-based affiliate says it fired rockets ‘to teach Jews, crusaders a proxy war will not avail them of anything’-By Dov Lieber February 9, 2017, 8:49 am Updated: February 9, 2017, 2:04 pm-THE TIMES OF ISRAEL
An Islamic State-affiliated terror group on Thursday claimed an attack that saw four rockets fired at the Red Sea resort city of Eilat in southern Israel from the Sinai Peninsula on Wednesday night. The Islamic State Sinai Province said in a statement posted online, “A military squad fired a number of Grad rockets at communities of Jewish usurpers in the town of Eilat.”The statement said the group attacked Israel “in order to teach the Jews and the crusaders a proxy war will not avail them of anything.”“The future will be more calamitous with Allah’s permission,” the statement said. The group has been waging a bloody battle against Egyptian forces in recent years. Egypt and Israel are known to have some level of security coordination in the Sinai.Three of the rockets were intercepted by the Iron Dome missile defense system, and the fourth fell in an open area. There were no injuries or damage reported from the rocket salvo. Israeli forces in pursuit killed seven attackers and five Egyptian police. In 2013, four jihadists were killed by an Egyptian airstrike as they were about to fire a rocket at Israel, according to the Egyptian military. And in 2014, two patrolling Israeli soldiers were wounded by unidentified men who fired an anti-tank weapon from the Sinai during an attempted drug-smuggling operation, according to the Israeli military. In 2015, rockets fired from Sinai landed in southern Israel, but did not cause any casualties. Archaeologists to break ground at biblical site where Ark of the Covenant stood-Israeli and French researchers to excavate ancient site of Kiryat Ye’arim, outside Jerusalem, one of the few unstudied biblical tels-By Ilan Ben Zion February 8, 2017, 5:16 pm-THE TIMES OF ISRAEL
One of the few remaining unstudied major biblical sites, where according to the Bible the Ark of the Covenant was kept for two decades, will be excavated by archaeologists this summer for the first time.Organizers hope the anticipated study of Kiryat Ye’arim (also transliterated as Kiriath Jearim) will shed light on the site’s significance during the Iron Age, the period associated with the biblical account of King David.Kiryat Ye’arim is mentioned over a dozen times in the Bible as a Judahite town situated near Jerusalem during the period of the judges and King David — the Iron Age, in archaeological terms. The biblical town is associated with the hill where the Deir El-Azar monastery is situated, next to modern Arab town of Abu Ghosh, 12 kilometers (7 miles) west of Jerusalem’s Old City. A modern Jewish town founded nearby is named after the ancient site. The Shmunis Family Excavations at Kiriath Jearim‘s first season kicks off in August under the aegis of Tel Aviv University’s Israel Finkelstein and Christophe Nicolle and Thomas Römer of College de France.“The place is important for several reasons,” Finkelstein told The Times of Israel. “It’s a large, central site in the Jerusalem hills that hasn’t been studied until now. It may be the only key site in Judah that hasn’t undergone a systematic archaeological excavation.”The crown of the tel is largely bare, save for a 20th century monastery dedicated to Our Lady of the Ark of the Covenant, which sits atop the ruins of an earlier Byzantine edifice at the summit. The dig will focus on the area around the monastery. Much of the site, Finkelstein said, is believed to be relatively undisturbed. One of the tantalizing aspects of Kiryat Ye’arim is the likelihood of there having been an ancient temple at the site, remains of which may lie buried. Such a discovery could help scholars better understand cultic practices in Judah during the Iron Age.In several parts of the biblical narrative, Kiryat Ye’arim is alluded to as a site of religious worship. It’s referred to variously as Kiryat Ba’al, Ba’alah and Ba’ale Judah in the Book of Joshua, suggesting the site was at some point affiliated with worship of Ba’al, storm god of the Canaanite pantheon.According to the Book of Samuel, the Ark of the Covenant was stored at Kiryat Ye’arim for 20 years after it was returned to the Israelites by the Philistines, who had captured it in battle and to their dismay were smitten with disease. The text says the ark was stored “in the house of Avinadab in the hill” and tended by the priest Elazar before King David conveyed it to his capital in Jerusalem.Whether or not the story of the ark being kept at Kiryat Ye’arim can be taken as historical fact, Finkelstein argues, the fact that it’s mentioned in that context suggests the town was of great significance, “and it’s reasonable to assume there was a temple there.”“To follow the story, the place where they took the Ark of the Covenant wasn’t, of course, just some field or under a tree, they refer to an important cult place,” he said. The exact nature of that shrine, however, is unclear. The Book of Joshua was assembled centuries after the events described in the text. Does the book’s association of Kiryat Ye’arim with a pagan deity indicate contemporary Ba’al worship, or allude to a bygone era? The major questions concerning the manner of worship conducted at Kiryat Ye’arim are difficult to resolve through excavating the site, Finkelstein said. “You need a lot of luck for archaeology to provide answers to such complex questions,” he said.Nonetheless, Finkelstein said he hopes the dig will yield vital information about the history of the site’s inhabitation, its rise and fall, from which scholars may be able to reflect on the larger picture of life in Iron Age Judah, including nearby Jerusalem.————————Follow Ilan Ben Zion on Twitter and Facebook.
