They recently signed an open letter, addressed to Moscovici, asking for the conclusion of Greece’s second bailout review and debt regulation by the end the year.Public debt is a major European problem, not solely a Greek one.Some of the biggest economies of the eurozone – like Italy, France and Spain – have a hard time paying their debts, missing targets on sustainable growth rates within the restrictive framework of austerity.Nonetheless, the Italian government, pressed by an unstable banking system and the tough financial policy encouraged by the Stability and Growth Pact, endeavours to soften macroeconomic goals and endorse the growing concerns of the social and professional groups that have been direly hit by austerity.The same goes for France, with the far-right xenophobic Front National capitalising on social grievances against Hollande’s conservative policies like deregulation of the labour market.In Italy and France, populist movements aim at playing an important role in the coming elections, capitalising on society's growing disenchantment with the political establishment.Meanwhile, Germany’s finance minister Wolfgang Schaeuble is trying to take advantage of a leadership gap that has been created inside the CDU as chancellor Angela Merkel tries to maintain the support of coalition partner CSU and fight the growing popularity of the AfD.-Schaeuble's irrational stance-Schaeuble wants to downgrade the importance of addressing Greek debt, ignoring the binding agreement of May’s Eurogroup, but also the fact that creditors already agreed to deal with this issue in July 2015.It is deeply disappointing to witness a single finance minister trying to block positive developments in another member state.Schaeuble’s irrational and short-sighed approach is destructive for European cohesion because it has been adopted by far-right and populist parties that work for the dissolution of the European Union and the creation of chaotic social and financial conditions.In addition, Schaeuble’s stance goes against some of the fundamental values of the European Union, such as solidarity and collective decision-making.The European Central Bank (ECB) works as a consultative body in Greece’s debt negotiations, having assumed an active role in bringing together EU institutions with the International Monetary Fund (IMF).At the same time, the ECB is preparing the necessary steps so that Greece can be part of the quantitative easing programme after the second review of the bailout.Such a development would be positive for the domestic economy, as it would enhance liquidity and trigger financial transactions.-A broad alliance-In the broader context, the ECB has been called to deal with the eurozone’s catastrophic austerity politics that have almost frozen growth rates below 2 percent since 2010, weakened macroeconomic indicators, and created a suffocating, unfriendly environment for investments, especially in the European South.Quantitative easing, which boosts eurozone’s economies with €80 billion every month, is still absolutely necessary in the absence of signs of a steady recovery.All these facts lead us to three major conclusions.The first is that we have reached a point where even strong supporters of austerity seem incapable of convincing the public with their arguments.The second is that the Greek government has built and broadened alliances within European institutions and member states that acknowledge not only the need to restructure Greece’s debt, but also to deliver another economic model for the eurozone that will be beneficial for all member-states rather than a small group.The third and last point is that both the European institutions and the United States are moving in the same direction with regards to the Greek bailout programme – towards debt relief and, more broadly, the quest for building on a new growth model for Europe.Dimitrios Papadimoulis is vice president of the European Parliament, head of the Syriza party delegation

BRUSSELS (Reuters) - Encouraged by their success in halting a mass influx of refugees by closing Greek borders and cutting a controversial deal with Turkey, EU leaders are getting tough on African migrants too.A Brussels summit on Thursday will endorse pilot projects to pressure African governments via aid budgets to slow an exodus of people north across the Sahara and Mediterranean. It also wants swift results from an EU campaign to deport large numbers who reach Italy."By the end of the year, we need to see results," one senior EU diplomat said on Wednesday.Arrivals in Italy so far this year are nearly six percent higher than the same period of 2015. Italy received 154,000 migrants last year and this year's figure will be similar or slightly higher.Italy is sheltering 165,000 asylum seekers, almost three times as many as in 2014. SHEIKH AMIR, Iraq (Reuters) - A deep tunnel, booby trapped with an improvised explosive device, burrows under houses at the entrance to the village. Nearby, an anti-personnel mine lies half buried in a dirt road.Residents began returning on Wednesday to the village of Sheikh Amir on the road to Mosul, recaptured overnight by advancing Kurdish fighters in the early days of the biggest advance that has been launched against Islamic State.They found a village rigged with explosives and dug in with elaborate underground defences, abandoned by the Islamists who have retreated closer to Mosul, 30 km (19 miles) to the west.Three days into the assault began on Mosul, U.S.-backed government and Kurdish forces are steadily recovering outlying territory before the big push into the city itself, expected to be the biggest battle in Iraq since the 2003 U.S.-led invasion.Much of Sheikh Amir had been torn down, including the house of Abbas Ahmad Hussein, a 36-year-old resident who fled the village when Sunni militants of Islamic State, also known as ISIL, ISIS or Daesh, captured it in 2014.A Shi'ite, he returned on Wednesday to survey the damage with a small truck to take out any salvageable items, but found nothing left to save amid the wreckage."I spent all my money to build this house and Daesh destroyed it," he said. "My brother, my uncle and my cousins live around here and they destroyed all their houses too. They destroyed all the houses belonging to the Shi'ites."Nearby, red graffiti had been sprayed on a house: "Shi'ites are non-believers."The village had a mixed population before Islamic State arrived, but Shi'ite houses were destroyed by the militants who consider all Shi'ites infidels who must convert or die.Mosul, the last major stronghold of Islamic State fighters in Iraq, is five times the size of any other city the militant group has held. Recapturing it would deal a decisive blow to its self-declared caliphate.But the booby trapped bunkers dug underneath this village, as well as the sectarian invective sprayed on its walls, show how difficult the advance may be. Tens of thousands of pro-government troops will face a tenacious enemy that has had years to prepare and a history of using human shields. A population of some 1.5 million civilians will be in harm's way.-SHI'ITE MILITIA TO JOIN FIGHT-This part of northern Iraq is among the most diverse in the country, with many ethnic and religious groups fearful of revenge attacks and worried about the balance of power once Islamic State fighters are chased away.In an announcement that could alarm some Sunni civilians in the path of the fighting, a powerful Shi'ite paramilitary force said it would support the Iraqi army's offensive by helping secure a town located on one of the main routes out of Mosul.The Popular Mobilization Force (PMF), a coalition of mostly Iranian-trained militias, said late on Tuesday it would back government forces advancing towards Tal Afar, about 55 km west of Mosul. They have been accused of carrying out killings and kidnappings in other areas freed from Islamic State, although they deny such abuse is pervasive.Iraqi officials want to keep them off the main battlefields in Mosul to avoid alarming Sunni Muslim residents.Taking Tal Afar would in effect cut off the escape route for militants wanting to head into neighbouring Syria and would please the Iran-backed army of Syrian President Bashar al-Assad, which accuses the U.S.-led anti-Islamic State coalition of planning to allow the jihadists such a safe passage.But it could also hamper the escape of civilians from Mosul, who must be persuaded that it is safe to leave.Iraqi Prime Minister Haider al-Abadi said on Tuesday that blocking the road to Syria was the responsibility of the coalition that is providing air and ground support to Iraqi and Kurdish troops engaged in the battle. He hopes to bolster his legacy by seizing back as much territory as he can from Islamic State before he leaves office in January.A total of 20 villages were taken from the militants east, south and southeast of Mosul by early Tuesday, according to statements from the two forces.Islamic State said on Monday its fighters had targeted the attacking forces with 10 suicide bombs and that their foes had surrounded five villages but not taken them. None of the reports could be independently verified.In Washington, Pentagon spokesman Captain Jeff Davis told reporters on Tuesday that it was known that civilians in Mosul were being used as human shields.Iraqi government forces are mostly fighting south of Mosul and were trying on Wednesday to clear the region of Shora, 40 km (25 miles) south of the city, a military statement said. Kurdish Peshmerga fighters were deployed on the eastern and northern frontlines, 20 to 25 km from the city."The PMF will be backing the security forces on the western front (..) along two axes. The first is Tal Afar and the second is to support the forces going into the centre of Mosul," a statement on the PMF website said.Iraqi officials and residents of Mosul say Islamic State is preventing people from leaving the city but civilians are fleeing from outlying districts and villages.The United Nations says that in a worst case scenario 1 million people could be displaced by the Mosul campaign, requiring emergency housing and food. It has warned that some 100,000 people may arrive in Syria from the Mosul area.Still, most of the people from the area say they are waiting only for the fighting to end so that they can come home.In Sheikh Ahmed, around the corner from the ruined house of Shi'ite villager Abbas Ahmad Hussein, a 47-year-old Sunni shepherd named Ali had also returned to check on his house.It was relatively intact although some items had been stolen, he said."When I came to the edge of the village I didn't want to come in," he said. "I was shocked by the destruction. BRUSSELS, Today, 15:16-During the second congress of the Syriza party last week, Greek prime minister Alexis Tsipras set debt relief issue as the top priority for the government, seeking to reach a compromise with creditors by the end of the year.The decision to address Greece’s unsustainable debt was taken during last May’s Eurogroup, with the European Stability Mechanism elaborating short-term and mid-term measures that could be submitted in December’s Eurogroup.The European Commission, through president Jean-Claude Juncker and commissioner Pierre Moscovici, has sent a clear message to all involved parties, stressing their commitment for successful conclusion of debt talks by the end of 2016.The Progressive Caucus - the group of MEPs from the Left, the Socialists and the Greens - has also been intensifying pressure towards Greece's creditors. They recently signed an open letter, addressed to Moscovici, asking for the conclusion of Greece’s second bailout review and debt regulation by the end the year.Public debt is a major European problem, not solely a Greek one.Some of the biggest economies of the eurozone – like Italy, France and Spain – have a hard time paying their debts, missing targets on sustainable growth rates within the restrictive framework of austerity.Nonetheless, the Italian government, pressed by an unstable banking system and the tough financial policy encouraged by the Stability and Growth Pact, endeavours to soften macroeconomic goals and endorse the growing concerns of the social and professional groups that have been direly hit by austerity.The same goes for France, with the far-right xenophobic Front National capitalising on social grievances against Hollande’s conservative policies like deregulation of the labour market.In Italy and France, populist movements aim at playing an important role in the coming elections, capitalising on society's growing disenchantment with the political establishment.Meanwhile, Germany’s finance minister Wolfgang Schaeuble is trying to take advantage of a leadership gap that has been created inside the CDU as chancellor Angela Merkel tries to maintain the support of coalition partner CSU and fight the growing popularity of the AfD.-Schaeuble's irrational stance-Schaeuble wants to downgrade the importance of addressing Greek debt, ignoring the binding agreement of May’s Eurogroup, but also the fact that creditors already agreed to deal with this issue in July 2015.It is deeply disappointing to witness a single finance minister trying to block positive developments in another member state.Schaeuble’s irrational and short-sighed approach is destructive for European cohesion because it has been adopted by far-right and populist parties that work for the dissolution of the European Union and the creation of chaotic social and financial conditions.In addition, Schaeuble’s stance goes against some of the fundamental values of the European Union, such as solidarity and collective decision-making.The European Central Bank (ECB) works as a consultative body in Greece’s debt negotiations, having assumed an active role in bringing together EU institutions with the International Monetary Fund (IMF).At the same time, the ECB is preparing the necessary steps so that Greece can be part of the quantitative easing programme after the second review of the bailout.Such a development would be positive for the domestic economy, as it would enhance liquidity and trigger financial transactions.-A broad alliance-In the broader context, the ECB has been called to deal with the eurozone’s catastrophic austerity politics that have almost frozen growth rates below 2 percent since 2010, weakened macroeconomic indicators, and created a suffocating, unfriendly environment for investments, especially in the European South.Quantitative easing, which boosts eurozone’s economies with €80 billion every month, is still absolutely necessary in the absence of signs of a steady recovery.All these facts lead us to three major conclusions.The first is that we have reached a point where even strong supporters of austerity seem incapable of convincing the public with their arguments.The second is that the Greek government has built and broadened alliances within European institutions and member states that acknowledge not only the need to restructure Greece’s debt, but also to deliver another economic model for the eurozone that will be beneficial for all member-states rather than a small group.The third and last point is that both the European institutions and the United States are moving in the same direction with regards to the Greek bailout programme – towards debt relief and, more broadly, the quest for building on a new growth model for Europe.Dimitrios Papadimoulis is vice president of the European Parliament, head of the Syriza party delegation

Oct, 17:53-A British bank’s decision to stop working with suppliers of a Kremlin media firm has put the spotlight on Russian propaganda in Europe.NatWest bank said in a letter on 12 October to a UK-based supplier of services to Russia Today that it would stop its credit line in November and close its bank accounts in December.Russia Today is a Kremlin-funded TV broadcaster and website.It says it gives an alternative view on world affairs, but even press freedom NGOs, such as the Paris-based Reporters Without Borders, call it a “propaganda” outlet.Recent Russia Today reports include that the Dutch-led inquiry into the MH17 flight disaster, which said Russia supplied the rocket that hit down the plane, was based on fabricated evidence.It has said that British broadcaster the BBC staged a false-flag chemical attack in Syria.It has also said that Western corporations implanted microchips in staff to make them submissive and that US presidential candidate Hillary Clinton had links to a secret cult called the Illuminati.-Not quite true-The Russian firm put its own spin on NatWest’s decision on Monday.Its editor-in-chief, Margarita Simonyan, said on Twitter that NatWest had “closed all our” accounts in Britain.She posted an image of the bank’s letter, but blurred out whom it was addressed to.Russia Today and the Russian foreign ministry also said that British authorities had pressured NatWest to gag Russian media for political reasons.“As it leaves the EU, London has decided to leave behind all its obligations towards freedom of speech”, Russia’s foreign ministry spokeswoman, Maria Zakharova, said.The NatWest letter that Simonyan posted did not back her claims, however.The letter said the bank accounts were not frozen, but remained open until December. The Royal Bank of Scotland group, NatWest’s owner, repeated on Monday that the accounts "remain open and are still operative”.The accounts also did not belong to Russia Today, but to a UK-based firm that supplied Russia Today.The firm might have been named in the blurred-out part of Simonyan’s Twitter image, but NatWest has declined to say who it was or to give any reason for its decision.-Risk appetite-The British government denied involvement in the events.“It's a matter for the bank, and it's for them to decide who they offer services to based on their own risk appetite”, the office of British prime minister Theresa May said.Jonathan Eyal, a Russia specialist at Rusi, a British think tank, told EUobserver that NatWest might have done it “as part of a normal probity operation” on its client.He said some Western banks were getting rid of clients with “complicated” financial structures because EU and US regulators were issuing more anti-money laundering fines.A British source with knowledge of NatWest’s operations also told this website the Russia Today supplier may simply have looked a bit dodgy."NatWest has been closing … Russian accounts over the years for fear of money laundering. This is not some big freedom of speech issue, but rather just cautious compliance officers”, the source said.-Summit debate-The media dispute comes ahead of an EU summit on Thursday and Friday in Brussels.Draft summit conclusions, seen by EUobserver, said leaders would hold “a strategic policy debate on relations with Russia”.An EU source said the talks would cover issues such as “Russian influence operations in the Western Balkans, hybrid warfare, including cyberattacks, and disinformation”.Hybrid warfare refers to covert operations, including information or economic warfare, designed to destabilise an adversary.The summit will not decide on counter-measures or on future Russia sanctions, the source said.EU leaders, last year, created a cell in the EU foreign service, called EU East Stratcom, to debunk Russian disinformation.It has 11 staff and no fixed budget, but the European Parliament has proposed to allocate it €800,000 in 2017 and to increase personnel to 16 in ideas that await full EU approval.-Free speech-With Simonyan and Zakharova crying out on free speech, Reporters Without Borders, a Paris-based NGO that promotes media pluralism, reserved judgment on the NatWest case.Johann Bihr, the NGO’s spokesman, told EUobserver on Tuesday that “political reasons cannot be excluded” for the bank's decision, but the facts of the matter are “too blurry” to comment.He said the NGO normally does not comment on media content, but he said Russia Today’s “methods, and the reporting which is often broadcast on Russia Today, are part of propaganda made in the Kremlin”.Jerzy Pomianowski, the head of an EU-funded foundation in Brussels, the European Endowment for Democracy (EED), told EUobserver that EU regulators, whether financial or media regulators, were right to take a hard line with firms that broke the rules.He said every EU state had media codes and that broadcasters who broke them should be “brought to justice” in order to protect the rule of law in Europe.Reacting to Russia’s complaint on free speech, Pomianowski noted that EU media firms cannot get on TV in Russia due to “political pressure” to block independent content.

BRUSSELS (Reuters) - Encouraged by their success in halting a mass influx of refugees by closing Greek borders and cutting a controversial deal with Turkey, EU leaders are getting tough on African migrants too.A Brussels summit on Thursday will endorse pilot projects to pressure African governments via aid budgets to slow an exodus of people north across the Sahara and Mediterranean. It also wants swift results from an EU campaign to deport large numbers who reach Italy."By the end of the year, we need to see results," one senior EU diplomat said on Wednesday.Arrivals in Italy so far this year are nearly six percent higher than the same period of 2015. Italy received 154,000 migrants last year and this year's figure will be similar or slightly higher.Italy is sheltering 165,000 asylum seekers, almost three times as many as in 2014. The buildup has accelerated since Italy's northern neighbours clamped down on border controls.Prime Minister Matteo Renzi has told EU allies that Rome can cope for now but is worried about the future.EU officials want to put in place tougher measures to identify illegal migrants and fly them back to Africa before next year's migration season, when thousands are expected to take to precarious boats from Libya."We need to clean this up and have migration compacts with African countries in place before next spring," a senior EU official said. The political impetus is about sending this discouraging message," said Elizabeth Collett, director at the Migration Policy Institute, a Brussels think-tank.With Afghanistan, whose people make up the second largest group arriving in Europe after Syrians, the EU has leveraged its political and financial support to get a deal on boosting the number of people returned.The EU also gives aid to Turkey, Lebanon and Jordan for hosting about three million Syrian refugees. With Ankara, Brussels struck a broader deal also encompassing visa liberalisation and swifter EU accession talks if Turkey ensures fewer people leave its shores for Greece.Despite much criticism from rights groups, the deal has cut arrivals in Greek islands to a trickle and Brussels sees it as a success.But that model is no help for Italy as Libya does not have a stable government capable of controlling the migration route through the central Mediterranean.That has forced the EU to seek solutions further back along the migration trail, making more aggressive use of its chief foreign policy instruments - money and trade."There is something inherently distasteful in this new approach for the EU foreign policy because historically they have always been the good guys," Collett said. SHEIKH AMIR, Iraq (Reuters) - A deep tunnel, booby trapped with an improvised explosive device, burrows under houses at the entrance to the village. Nearby, an anti-personnel mine lies half buried in a dirt road.Residents began returning on Wednesday to the village of Sheikh Amir on the road to Mosul, recaptured overnight by advancing Kurdish fighters in the early days of the biggest advance that has been launched against Islamic State.They found a village rigged with explosives and dug in with elaborate underground defences, abandoned by the Islamists who have retreated closer to Mosul, 30 km (19 miles) to the west.Three days into the assault began on Mosul, U.S.-backed government and Kurdish forces are steadily recovering outlying territory before the big push into the city itself, expected to be the biggest battle in Iraq since the 2003 U.S.-led invasion.Much of Sheikh Amir had been torn down, including the house of Abbas Ahmad Hussein, a 36-year-old resident who fled the village when Sunni militants of Islamic State, also known as ISIL, ISIS or Daesh, captured it in 2014.A Shi'ite, he returned on Wednesday to survey the damage with a small truck to take out any salvageable items, but found nothing left to save amid the wreckage."I spent all my money to build this house and Daesh destroyed it," he said. "My brother, my uncle and my cousins live around here and they destroyed all their houses too. They destroyed all the houses belonging to the Shi'ites."Nearby, red graffiti had been sprayed on a house: "Shi'ites are non-believers."The village had a mixed population before Islamic State arrived, but Shi'ite houses were destroyed by the militants who consider all Shi'ites infidels who must convert or die.Mosul, the last major stronghold of Islamic State fighters in Iraq, is five times the size of any other city the militant group has held. Recapturing it would deal a decisive blow to its self-declared caliphate.But the booby trapped bunkers dug underneath this village, as well as the sectarian invective sprayed on its walls, show how difficult the advance may be. Tens of thousands of pro-government troops will face a tenacious enemy that has had years to prepare and a history of using human shields. A population of some 1.5 million civilians will be in harm's way.-SHI'ITE MILITIA TO JOIN FIGHT-This part of northern Iraq is among the most diverse in the country, with many ethnic and religious groups fearful of revenge attacks and worried about the balance of power once Islamic State fighters are chased away.In an announcement that could alarm some Sunni civilians in the path of the fighting, a powerful Shi'ite paramilitary force said it would support the Iraqi army's offensive by helping secure a town located on one of the main routes out of Mosul.The Popular Mobilization Force (PMF), a coalition of mostly Iranian-trained militias, said late on Tuesday it would back government forces advancing towards Tal Afar, about 55 km west of Mosul. [nL8N1CP16F]-The PMF includes thousands of battle-hardened fighters with powerful political allies in Baghdad. They have been accused of carrying out killings and kidnappings in other areas freed from Islamic State, although they deny such abuse is pervasive.Iraqi officials want to keep them off the main battlefields in Mosul to avoid alarming Sunni Muslim residents.Taking Tal Afar would in effect cut off the escape route for militants wanting to head into neighbouring Syria and would please the Iran-backed army of Syrian President Bashar al-Assad, which accuses the U.S.-led anti-Islamic State coalition of planning to allow the jihadists such a safe passage.But it could also hamper the escape of civilians from Mosul, who must be persuaded that it is safe to leave.Iraqi Prime Minister Haider al-Abadi said on Tuesday that blocking the road to Syria was the responsibility of the coalition that is providing air and ground support to Iraqi and Kurdish troops engaged in the battle. [nL8N1CO587]-Tal Afar's pre-war population of 150,0000 to 200,000 was a mix of Sunni and Shi'ite ethnic Turkmens until Shi'ites fled the town after Islamic State arrived."The Iranians and the (PMF) plan to take Tal Afar because of the Shi’ite significance and use that as a way to angle in to Mosul," said a senior Iraqi official who asked not to be named. "But they also want to use it as a way to angle into the Syria fight."-SECTARIAN DIVISIONS-U.S. President Barack Obama said on Tuesday it would be a difficult fight but Islamic State "will be defeated in Mosul". He hopes to bolster his legacy by seizing back as much territory as he can from Islamic State before he leaves office in January.A total of 20 villages were taken from the militants east, south and southeast of Mosul by early Tuesday, according to statements from the two forces.Islamic State said on Monday its fighters had targeted the attacking forces with 10 suicide bombs and that their foes had surrounded five villages but not taken them. None of the reports could be independently verified.In Washington, Pentagon spokesman Captain Jeff Davis told reporters on Tuesday that it was known that civilians in Mosul were being used as human shields.Iraqi government forces are mostly fighting south of Mosul and were trying on Wednesday to clear the region of Shora, 40 km (25 miles) south of the city, a military statement said. Kurdish Peshmerga fighters were deployed on the eastern and northern frontlines, 20 to 25 km from the city."The PMF will be backing the security forces on the western front (..) along two axes. The first is Tal Afar and the second is to support the forces going into the centre of Mosul," a statement on the PMF website said.Iraqi officials and residents of Mosul say Islamic State is preventing people from leaving the city but civilians are fleeing from outlying districts and villages.The United Nations says that in a worst case scenario 1 million people could be displaced by the Mosul campaign, requiring emergency housing and food. It has warned that some 100,000 people may arrive in Syria from the Mosul area.Still, most of the people from the area say they are waiting only for the fighting to end so that they can come home.In Sheikh Ahmed, around the corner from the ruined house of Shi'ite villager Abbas Ahmad Hussein, a 47-year-old Sunni shepherd named Ali had also returned to check on his house.It was relatively intact although some items had been stolen, he said."When I came to the edge of the village I didn't want to come in," he said. "I was shocked by the destruction. It made me sick."Asked if Shi'ites and Sunnis could live together in the village again the future, Ali said: "Inshallah" (God willing)."I have more Shi'ite friends than Sunni friends," Ali said.
