(AFP) – Eastern EU countries on Friday pushed for the bloc to create a joint army as they met with Germany for talks on sketching Europe’s post-Brexit future.“We must prioritise security, and let’s start by building a common European army,” Hungary’s rightwing prime minister, Viktor Orban, said at talks with Czech, German, Polish and Slovak leaders.The five-nation gathering in Warsaw is part of a string of meetings among various groups of countries ahead of a summit on the EU’s future following the June 23 British referendum.Leftist Czech Premier Bohuslav Sobotka, for his part, said that “we should also begin a discussion about creating a common European army.”German Chancellor Angela Merkel also supported the idea of stronger security but urged caution on how plans were translated into acts.“Security is a fundamental issue… we can do more together in the areas of security and defence,” she said.“Brexit is not just any event, it’s a breaking point in the history of EU so we need to work out a very careful response,” Merkel added, according to the official English translation of her words.In an early response to Britain’s shock vote to exit the EU, Poland’s powerful rightwing leader Jaroslaw Kaczynski called for EU institutional reforms that would forge a confederation of nation states under a president in charge of a powerful common military.– Challenge to EU –However, the concept of a common army is a thorny issue within the European Union (EU).All five EU countries at Friday’s Warsaw talks are also members of the 28-member NATO Western defence alliance.But six of the EU’s 27 post-Brexit membership do not belong to NATO: Austria, Cyprus, Finland, Ireland, Malta and Sweden.EU and NATO ties with Russia plunged to their lowest point since the Cold War after Moscow’s 2014 annexation of the Crimean peninsula from Ukraine.The Kremlin’s sabre-rattling in the Baltic region has also spooked NATO and EU members there.EU leaders from 27 states meet on September 16 in the Slovak capital of Bratislava for an informal summit that will go ahead without Britain.Talks are likely to be challenging as Berlin’s preferred vision of a centralised, federal Europe clashes with proposals for a confederation of nation states popular among leaders of eastern EU members.Migration policy is another highly controversial issue on the agenda, with eastern members the Czech Republic, Hungary, Poland and Slovakia refusing to take in refugees under an EU-wide quota system championed by Berlin.Merkel insisted on Friday that remaining members must focus on strengthening the bloc through boosting the economy and “finding common ground” despite divisions over issues like migration policy.“People will only accept Europe if it will ensure their (economic) wellbeing. We must be leaders in the area of technology. We want to offer well-paid jobs. We have a lot to do,” Merkel added.Poland on Friday urged leaders to focus on economic growth and address a perceived lack of democracy in European institutions.Rightwing Prime Minister Beata Szydlo urged “reforms that Europeans expect allowing the European Union to become a stronger, development-oriented EU — but above all for Europeans to feel they are in charge of the European Union.”

Aug, 20:07-Central and eastern European leaders have reiterated the need for more national power in EU policy-making during talks with German chancellor Angela Merkel in Warsaw on Friday (26 August).Merkel met with the heads of the Visegrad group of four countries (V4) - the Czech Republic, Hungary, Poland and Slovakia - as part of a European tour prior to the summit, in Bratislava on 16 September, on post-Brexit EU reform.She is meeting 15 EU leaders this week in an effort to bridge gaps between capitals, which have divergent views on how to react to the UK’s shocking decision to leave.She told press in Poland on Friday that Brexit should give impetus to reform, calling it a “turning point in the history of European integration”.Some countries, such as Italy, have called for a leap forward in EU powers, but the V4 believe people want less policy-making in Brussels.The V4 are also fierce critics of Merkel’s open-door policy on immigration and of EU-imposed migrant relocation quotas.Polish prime minister Beata Szydlo, who holds the rotating presidency of the V4 said alongside Merkel that the European project “must be rooted in the needs of real democratic communities - national democracies”.Hungary’s pugilistic leader, Viktor Orban, earlier in the day announced the building of a new, reinforced border fence to keep out migrants from Hungary.He told the V4+Merkel event that European institutions should go back to their “roots”.“The European Council and only the council should lead the EU," he said, referring to an intergovernmental body in Brussels where member states thrash out deals."The European Commission should stop acting as a political actor, and should return to being the guardian of the treaties,” he added.He said immigration and social policies in particular should stay in national hands.Szydlo and Orban, who have faced EU criticism for abusing rule of law at home, said Brexit was a symptom, not a cause of Europe’s problems.Despite their euroscepticism, Orban and Czech prime minister Bohuslav Sobotka called for the creation of a European army to reinforce defence cooperation.Szydlo also said the EU’s main priority should be the security of its citizens, amid concern on Russian revanchism and Middle East terrorism.Slovakia’s prime minister Rober Fico, whose country holds the rotating presidency of the EU Council, was more cautious. "The truth is that different countries have quite different opinions [on the EU reform],” he said.Fico also called for better communication between EU institutions, capitals, and average people.Merkel agreed, saying that Britain’s decision to leave had exposed the need for better communication within the bloc.On migration, Merkel said the EU could limit the flow of asylum seekers by doing deals with source and transit countries in the Middle East and Africa.Later on Friday, Merkel is to meet, back in Germany, with the prime ministers of Austria, Bulgaria, Croatia, Denmark, Finland, the Netherlands, Slovenia, and Sweden to continue her pre-Bratislava deliberations.

The European Union needs its own army to face up to Russia and other threats, as well as to restore the bloc’s standing around the world, EU Commission President Jean-Claude Juncker told a German newspaper yesterday (8 March).Arguing that NATO was not enough because not all members of the transatlantic defence alliance are in the EU, Juncker said a common EU army would send important signals to the world.“A joint EU army would show the world that there would never again be a war between EU countries,” Juncker told the Welt am Sonntag newspaper. “Such an army would also help us to form common foreign and security policies and allow Europe to take on responsibility in the world.”Juncker said a common EU army could serve as a deterrent and would have been useful during the Ukraine crisis.“With its own army, Europe could react more credibly to the threat to peace in a member state or in a neighbouring state,” he said.“One wouldn’t have a European army to deploy it immediately. But a common European army would convey a clear message to Russia that we are serious about defending our European values.”The 28-nation EU already has battle groups that are manned on a rotational basis and meant to be available as a rapid reaction force. But they have never been used in a crisis.EU leaders have said they want to boost the common security policy by improving rapid response capabilities.But Britain, along with France, the two main military powers in the bloc, has been wary of giving a bigger military role to the EU, fearing it could undermine NATO.German Defence Minister Ursula von der Leyen welcomed Juncker’s proposal. “Our future as Europeans will at some point be with a European army,” she told German radio. The Treaty of Lisbon introduces this name change by dedicating a new section in the founding treaties to this policy. The Treaty of Lisbon emphasises the importance and specific nature of the CSDP, which still forms an integral part of the Common Foreign and Security Policy (CFSP).The Treaty of Lisbon introduces for the first time a mutual defence clause, specifically binding EU Member States. If a member state is the victim of an armed attack on its territory, it can rely on the aid and assistance of the other member states, which are obliged to help.Two restrictions moderate this clause:the mutual defence clause does not affect the security and defence policy of certain Member States, specifically those which are traditionally neutral; the mutual defence clause does not affect the commitments made under the framework of the North Atlantic Treaty Organization (NATO).There is still no European expenditure or European defence budget. The crisis in public spending induced cuts in national defence budgets. And as in the preceding Treaties, the CSDP remains a fundamentally intergovernmental issue.The challenges created by shrinking defence budgets are aggravated by the fragmentation which leads to unnecessary duplication of capabilities, organisations and expenditures. Studies on the added value of EU spending show that by integrating European land forces, EU countries would be able to save substantial resources.
