Mexico City (AFP) - A series of murders targeting families, including children, has rocked Mexico in recent weeks, signaling that drug gangs are willing to break an unspoken code of honor within the criminal underworld.In total, 34 people have been killed, including several women and 10 children, since early July in three regions.Last month, 19 people, including eight children, from three different families were gunned down in less than a week in Ciudad Victoria, the capital of the northeastern state of Tamaulipas.Authorities suspect that those massacres were linked to disputes between rival gangs in Tamaulipas, a region that has been besieged by drug cartel violence for years.On July 18, seven shark fishermen from the same family were killed in the southern Pacific coast state of Oaxaca.Authorities suspect it may be linked to illegal activities at sea. BEIRUT (AP) — Schools in the Middle East are facing major budget shortfalls ahead of the new academic year, leaving some 1 million Syrian refugee children out of school, according to a report published by Theirworld, an international children's charity.The five-year-long Syrian war has placed huge strain on the region's school systems, forcing neighboring countries to depend on multi-billion dollar grants from donor nations to meet education needs.There are 2.5 million Syrian children registered as refugees with the United Nations, the world body says. Most live in neighboring Turkey, Lebanon and Jordan as they wait for an opportunity to return home.In February, the international community pledged $1.4 billion in school funding for host nations at a London donor conference but less than $400 million of that has been fulfilled, Theirworld estimates. That leaves a funding gap of $1 billion.Kevin Watkins, the author of the report, which was published late Tuesday, said donors had "broken their promises."In Lebanon, more than half of the nearly 500,000 school-age Syrian refugee children receive no formal education, according to Human Rights Watch, despite reforms allowing overburdened public schools to run two shifts a day.Many Syrian refugee families have no choice but to put their children to work to help meet basic expenses in a country with few social protections and tight movement restrictions. Children who do go to school face difficulties with new curriculums, and many suffer from post-traumatic stress disorder or other psychosocial problems."The schools accept Syrian refugees, but the children don't adapt. "The worst thing that could happen now is the stimulus does not work, so better to do too much."The Bank of America Merrill Lynch analysts forecast a 0.25 percentage point rate cut, an additional 50 billion pounds ($67 billion) of bond-buying and other efforts to stimulate lending.The expectations of such action grew after a gauge of business activity published last week and closely watched by investors and policymakers fell in July to its lowest since early 2009. The survey of 1,200 company executives covers manufacturing and services and showed a broad-based decline in production, orders and hiring intentions.Another study released last month raised concern that the impact of leaving the EU may be felt for 10 years or more — longer than previously expected. Some 71 percent of leading academic economists surveyed by the University of Chicago said inflation-adjusted incomes in the U.K. will likely be lower a decade from now than they are today because of the British EU exit, or Brexit."A post-Brexit agreement between the U.K. and the EU is likely to involve trade barriers," said Oliver Hart, a British-born economist at Harvard University. "This will reduce gains from trade. He noted that some of the risks to the economy predicted before the referendum are taking hold.Even though the potential rate cut is small, it may be seen as another confidence-building move to ease worries in the markets and among the general public about credit drying up. Some experts say there is only so much the central bank can do to help the economy — that even with lower interest rates, businesses and households will remain worried about the future so long as the Brexit talks with EU drag on.With that uncertainty lingering, Britain is possibly heading toward recession, defined as two consecutive quarters of economic contraction.The National Institute of Economic and Social Research estimated there is a 50-50 chance of recession over the next 18 months. BEIRUT (AP) — Schools in the Middle East are facing major budget shortfalls ahead of the new academic year, leaving some 1 million Syrian refugee children out of school, according to a report published by Theirworld, an international children's charity.The five-year-long Syrian war has placed huge strain on the region's school systems, forcing neighboring countries to depend on multi-billion dollar grants from donor nations to meet education needs.There are 2.5 million Syrian children registered as refugees with the United Nations, the world body says. Most live in neighboring Turkey, Lebanon and Jordan as they wait for an opportunity to return home.In February, the international community pledged $1.4 billion in school funding for host nations at a London donor conference but less than $400 million of that has been fulfilled, Theirworld estimates. That leaves a funding gap of $1 billion.Kevin Watkins, the author of the report, which was published late Tuesday, said donors had "broken their promises."In Lebanon, more than half of the nearly 500,000 school-age Syrian refugee children receive no formal education, according to Human Rights Watch, despite reforms allowing overburdened public schools to run two shifts a day.Many Syrian refugee families have no choice but to put their children to work to help meet basic expenses in a country with few social protections and tight movement restrictions. Children who do go to school face difficulties with new curriculums, and many suffer from post-traumatic stress disorder or other psychosocial problems."The schools accept Syrian refugees, but the children don't adapt. LONDON (AP) — With the British economy in its deepest trouble since the global financial crisis in the wake of the vote to leave the European Union, the Bank of England is expected to unveil Thursday stimulus measures including a rate cut and, possibly, the creation of billions in new money.Early indicators since the June 23 vote suggest that the economy is contracting at its sharpest rate since 2009. "The worst thing that could happen now is the stimulus does not work, so better to do too much."The Bank of America Merrill Lynch analysts forecast a 0.25 percentage point rate cut, an additional 50 billion pounds ($67 billion) of bond-buying and other efforts to stimulate lending.The expectations of such action grew after a gauge of business activity published last week and closely watched by investors and policymakers fell in July to its lowest since early 2009.
