UNITED NATIONS (Reuters) - The United Nations' internal investigations office has uncovered serious lapses and due-diligence failures in the world body's interaction with organizations tied to an alleged bribery scheme involving a former U.N. General Assembly president.The 21-page confidential report by the U.N. Office of Internal Oversight Services' (OIOS), reviewed by Reuters, outlines the results of an audit ordered by Secretary-General Ban Ki-moon in response to charges against John Ashe, General Assembly president in 2013-2014, and six other people.The report gave the U.N. an overall grade of "partially satisfactory" in the March 22 report, which is available to U.N. member states on request. It noted "important deficiencies" in the way United Nations and its staff interacted with non-governmental organizations (NGOs) and oversees U.N. employees.It is the biggest financial corruption crisis to rock the United Nations since the Oil-for-Food scandal hit the world body during the tenure of Ban's predecessor Kofi Annan. U.N. officials and diplomats say latest scandal highlights the need for greater transparency at the United Nations.OIOS recommended improvements in internal U.N. risk management and controls in light of the irregularities uncovered - a U.N. document improperly altered, travel expenses paid by NGOs against U.N. guidelines, U.N. employees keeping iPads given to them by an NGO headed by an indicted individual.OIOS urged Ban to ensure that any outside organizations the U.N. deals with are properly vetted. It also said that the U.N. should review any continuing relations with NGOs linked to the indictment.The audit came in response to an ongoing U.S. investigation that has since October resulted in charges against seven people including Ashe, a former U.N. ambassador from Antigua and Barbuda.U.S. prosecutors say Ashe received $1.3 million in bribes from Chinese businessmen including Ng Lap Seng, a billionaire real estate developer who heads Macau-based Sun Kian Ip Group and was seeking to build a U.N.-sponsored conference center in Macau.Francis Lorenzo, a suspended deputy U.N. ambassador from the Dominican Republic who prosecutors said helped facilitate Ng's bribes and received bribes himself, pleaded guilty in March and agreed to cooperate with U.S. authorities.Sheri Yan, chief executive of Global Sustainability Foundation, a New York-based NGO, and Heidi Hong Piao, its finance director, accused of facilitating bribes to Ashe, pleaded guilty in January. Julia Vivi Wang has not yet entered a plea, and Ng's assistant Jeff Yin pleaded not guilty.Attorneys for those charged either did not respond or declined to comment when contacted by Reuters. "With regard to the specific cases referred to in the audit, action is being taken to determine responsibility and any measures, including possible disciplinary action, that may be deemed appropriate," he said, adding that the U.N. was committed to cooperating with the U.S. authorities.-ALTERED DOCUMENT AND FREE IPADS-The most serious lapse OIOS identified involved a Feb. 24, 2012 letter from Ashe to Ban supporting the Macau center that was "reissued for technical reasons" on June 6, 2013.OIOS said the amended letter, which U.S. prosecutors say was crucial in aiding Ng's plans for the Macau center, should have been cleared with Ban's office first and then flagged as a "revision," not a reissue.The revisions included mentions of Ng's group as the representative for the center's implementation and South-South News, founded by Ng, as the project's "leading partner."Lorenzo was president and Wang vice-president of South-South News, which remains among media organizations accredited to the U.N. South-South News did not respond to a request for comment.OIOS said commercial enterprises should never be mentioned in official U.N. documents, unless they qualify for an exception, which was not the case here.The audit said the irregularities "assume significance" in the context of the allegations against Ashe and the role the document played in the alleged scheme."It is therefore essential that responsibility is assigned for these lapses, and steps are taken to prevent possible misuse of authority in publishing official documents of the United Nations," it added.It was not immediately clear if assigning responsibility for reissuing the document could lead to further charges. U.S. authorities say at least two unnamed U.N. employees were involved in amending the document.The report also cited an August 2015 conference in Macau, co-sponsored by Sun Kian and the U.N. Development Program (UNDP), whose participants, among them several U.N. staff members, received iPads worth $599 plus tax from the organizers.Three U.N. staffers told OIOS they handed over the devices to their superiors immediately upon return from Macau, while four others did not do so until later.The audit recommended that the U.N. Brussels (AFP) - Brussels Airport partially reopened Sunday, 12 days after it was hit by Islamic State attacks, with tearful staff applauding the first departure and an initial trickle of passengers undergoing strict new security checks.The key travel hub has been closed since two men blew themselves up in the departure hall on March 22 in coordinated blasts that also struck a metro station in the Belgian capital, killing a total of 32 people.A Brussels Airlines plane bound for the Portuguese city of Faro became the first plane to take off around 1140 GMT.Emotional employees and government officials marked the moment with a minute's silence followed by hugs and a round of applause, AFP reporters saw. On the tarmac, fire engines and police vehicles formed a guard of honour for the Airbus A320."We're back," Brussels Airport chief executive Arnaud Feist said after watching the plane, decked out with Belgian artist Magritte's trademark birds and clouds, take to the skies.The departure was followed by two later flights to Athens and Turin, in what Feist called a "symbolic" reopening of the airport. The same three planes were to return to Brussels with passengers later Sunday.The restart of the airport has been hailed as the beginning of a return to normal for a traumatised country, but the shadow of the attacks loomed large.Two big white tents were serving as temporary check-in facilities to replace the blast-hit departure hall, and passengers were asked to come three hours before departure to allow time for tight new security checks.The first several dozen travellers to arrive Sunday were met by heavily armed police and soldiers on the access roads to the airport.There was also a strong security presence inside the tents where passengers walked through metal detectors and had their bags screened before checking in and being allowed to enter the main building.A father dropping off his son and a group of friends for the Faro flight was positive about the changes. "This is the safest airport in the world right no, isn't it?" he told reporters.- 'We can overcome this' -Loukas Bassoukos, a 20-year-old IT student waiting for his flight to Athens, said it felt "a bit weird" to be among the first to return to the bomb-hit airport."So many people died here," he told AFP. "But I think we can overcome this. I think we slowly have to start trusting the security controls."Psychologists were on hand to assist any passengers overcome with emotion.Under the new system, only passengers with travel and ID documents are allowed into the makeshift departure hall, and all bags will be checked before entering. Once inside, travellers will still have to go past the usual security barriers.The airport will initially only be accessible by car, with no access for buses and trains. Vehicles will be screened and subject to spot checks.The number of flights will be stepped up quickly in coming days. Still, the airport will only be able to work at 20 percent capacity at best using the temporary facilities, handling 800 to 1,000 passengers an hour.It will take months to repair the departure hall, according to Feist. BERLIN (Reuters) - The head of the European Parliament sharply criticized Turkey's Tayyip Erdogan on Sunday for protesting against a satirical song on German television that mocked the president just as the EU needs Ankara to help solve its migrant crisis.The broadcast and Turkey's response has morphed into a diplomatic incident with Germany, France and the EU rejecting Ankara's protests, which included Germany's ambassador being to the Turkish foreign ministry.The two-minute song, shown on "extra 3" last month, poked fun at Erdogan for his authoritarian treatment of journalists.The spat is particularly awkward for German Chancellor Angela Merkel who led efforts to get a migrant deal between the EU and Turkey. Beirut (AFP) - The spokesman for Al-Qaeda's Syrian affiliate, Al-Nusra Front, his son and 20 other jihadists were killed in air strikes Sunday in the northeast of the country, a monitor said."Abu Firas al-Suri, his son and at least 20 jihadists of Al-Nusra and Jund al-Aqsa and jihadists from Uzbekistan were killed in strikes on positions in Idlib province," Syrian Observatory for Human Rights chief Rami Abdel Rahman told AFP.It was not immediately clear if the raids were carried out by Syrian regime warplanes or their Russian allies.Abdel Rahman said Suri was meeting with other leading jihadists in Kafar Jales when the raids struck and that two other Al-Nusra and Jund al-Aqsa targets were also attacked.A temporary ceasefire between government forces and rebels has largely held since February 27, but it does not cover Al-Nusra Front and the Islamic State group.On Wednesday, a drone strike near IS's de facto Syrian capital Raqa killed a jihadist commander, according to the Observatory, in the latest in a series of blows to the jihadists in recent weeks.

Deportation of migrants from Greece to Turkey starts Monday-[Associated Press]-DEMETRIS NELLAS-April 3, 2016-yahoonews

ATHENS, Greece (AP) — An agreement between the European Union and Turkey to deport migrants currently on Greek islands back to the Turkish mainland is to take effect Monday morning, but the operation is threatened by a shortage of personnel.Frontex, the EU's border management agency, is responsible for the implementation of the deal, but has less than one tenth of the 2,300 officers that it needs to do the job. The agency relies on the EU's 28 member states to provide translators and other officials to process asylum seekers, but these have not been forthcoming, even as the continent faces its worst refugee crisis since World War II.The EU-Turkey deal aims to control the mass influx of people into Europe, many of whom have crossed the dangerous Aegean Sea with the help of smugglers. Under the deal, migrants arriving illegally in Greece will be returned to Turkey if they do not apply for asylum or if they make an asylum claim that is rejected.For every person sent back, EU countries would take in one person confirmed to have made a legitimate asylum request.The deal was originally supposed to take effect immediately, on March 19, but has faced delays due to the shortage of personnel and other problems.The looming implementation of the deal and the closure of European borders have slowed the flow of people into Greece but not stopped it altogether. In the 24 hours leading to 7:30 a.m. Sunday, 514 arrived, according to authorities. There are now over 6,100 migrants in the Aegean islands, more than half in Lesbos.Giorgos Kyritsis, a spokesman for the Greek government's refugee crisis committee, told The Associated Press that Frontex only has 200 officers in place to accompany the deported migrants, but almost none of the other personnel that would facilitate screening those who apply for asylum.Other agencies, such as UNHCR, the United Nations' refugee agency, are trying to help migrants go through the asylum application process. Many avoid even applying, certain they will be deported anyway.Frontex has secured three vessels that will make the short trip from the island of Lesbos to the Turkish coast starting Monday morning. It aims to deport about 750 migrants, mostly from Pakistan and Afghanistan, who either did not apply for asylum or whose applications have been rejected, in the first three days. To safeguard against unrest, the number of deported migrants will be matched by the same number of Frontex border guards on each ship."We do not know how this operation will proceed...This is being done for the first time and it raises unprecedented legal issues as well," Kyritsis said.The Greek government must also deal with the over 46,000 migrants and refugees now on the mainland, more than 20,000 of whom live in makeshift camps on the northern border with Macedonia and in Athens. They have become stuck after Macedonia and other counties have closed their borders, essentially closing off a popular route through the Balkans into Western Europe.The Greek government wants to empty the makeshift camps and move the people to organized camps without using force. Liberia says latest Ebola fatality travelled to Guinea-[AFP]-April 3, 2016-YAHOONEWS

Monrovia (AFP) - A woman who died of Ebola this week in Liberia, months after it was declared Ebola-free, had travelled to Guinea with her three children, one of whom is also sick, the health ministry said Sunday.The 30-year-old woman died of the deadly virus Thursday while being transferred to hospital in the capital Monrovia, more than two months after the epidemic had been declared over in the country.George Sornor, the ministry's communication's officer, told AFP that the unidentified woman had crossed into Liberia from neighbouring Guinea, where a fresh Ebola outbreak has killed seven of the eight cases registered since mid March.Liberia had closed its borders with Guinea after news of the outbreak March 17 and had reopened them several days later until Friday, after the woman died."The woman came from Guinea on the 21st of March when the borders were closed. We don't know how she crossed," Sornor said."Her husband in Guinea just died from the virus. She came to Liberia with her three children. One of those children is down with the virus. Now, we have two cases in the country."He said authorities were checking on 46 people who had contact with the infected woman and that four people were in the Ebola Treatment Unit, her three children and her sister.On Saturday, the ministry put out a statement urging citizens "not to panic in the wake of the new Ebola case"Sierra Leone has announced beefed up security measures along with screening and surveillance points at all border crossings with Guinea.Liberia was the country worst hit by the outbreak of the disease which has claimed 11,300 lives since December 2013, the vast majority in the West Africa countries of Liberia, Guinea and Sierra Leone.

Khartoum (AFP) - Some 400,000 people in Sudan could need food aid because of poor rains caused by the El Nino weather phenomenon, a UN official told AFP on Sunday.El Nino saw rains in the 2015-2016 agricultural season drop significantly in parts of Sudan in comparison with the previous season."We got down to a net number of about 400,000 individuals that will be in need of food assistance" because of the low rainfall in parts of Sudan, said Marco Cavalcante, head of programme for the UN's World Food Programme in Sudan.Last month, the United Nations issued a plan to respond to the effects of El Nino in Sudan, in which it estimated that a total of some 3.5 million Sudanese would be affected by El Nino.The WFP had already aimed to provide around 3.8 million people in Sudan with some form of food assistance in 2016, in addition to the 400,000 who may need support because of El Nino.The areas worst affected by drought are in eastern Sudan, East Darfur and the centre of the Kordofan region, Cavalcante said.An extra $12.5 million (10.9 million euros) will be needed to fund food aid for those affected by El Nino, the WFP said.The agency has already had to use funds from its other programmes to support tens of thousands of civilians displaced by fighting between government forces and rebels in the Marra mountains of the Darfur region since January that it had not planned for.Cavalcante warned the agency needed further funds within weeks to be able to support those affected by El Nino."I believe we are still in time, but it is a matter of a few weeks before that window of opportunity to respond closes," he said.El Nino is caused by warming in sea surface temperatures in the equatorial Pacific, and it can spark dramatic changes to world weather patterns.This El Nino is expected to end towards the middle of 2016.

Peshawar (Pakistan) (AFP) - At least 53 people were killed and 60 injured after heavy rain across northwest Pakistan and areas of Kashmir caused landslides and the roofs of dozens of homes to collapse, officials said Sunday.The deaths were reported in Khyber Pakhtunkhwa province and in the Neelam valley in Pakistan-administered Kashmir after heavy downpours that began Saturday night.The number known to have died rose to 45 in Khyber Pakhtunkhwa, a provincial disaster management agency spokesman said, adding they were still waiting for reports from a few more remote areas.The worst-hit area was Shangla district where 14 deaths were reported, followed by Kohistan region where rains and landslides killed 12 people.Five children and three women were killed Saturday night in the Kashmiri village of Sam Gung after a landslide caused by heavy rains buried two houses, local official Abdul Hameed Kiyani told AFP.He said the bodies were recovered Sunday evening.Poorly-built homes across the country, particularly in rural areas, are susceptible to collapse during the annual spring rains, which are often heavy.Severe weather in recent years have killed hundreds and destroyed huge tracts of prime farmland.During the rainy season last summer, torrential downpours and flooding killed 81 people and affected almost 300,000 people across the country.
