ATHENS, Greece (AP) — Greece's parliament has approved a new round of austerity measures — the first major test for leftwing Prime Minister Alexis Tsipras after snap general elections last month, triggered by dissent over Greece's latest bailout deal.Lawmakers early Saturday voted 154-140 in favor of the bill required for a 2 billion-euro ($2.3 billion) loan installment. It is part of Greece's third major bailout agreement with eurozone lenders, worth 86 billion euros ($98 billion) over three years."There are no new measures here. Oct, 21:02-The Czech Republic, Slovakia and Poland have agreed to send dozens of police and military officers to Hungary’s frontier with Serbia to reinforce border controls in a joint effort they say could serve as model for the rest of the EU.The prime ministers of the so-called “Visegrad Four” said in a statement on Thursday (15 October) ahead of the meeting of EU leaders that, following Hungary’s request, they commit to help Budapest, “who currently bears the heaviest burden.”Over 320,000 people crossed into Hungary since the start of the year, most of them headed for Austria and Germany.The V4 reiterate that “the protection of the Schengen border ranks high on the priority list as it represents a basic precondition to manage the current migratory pressure.”The Czech Republic and Slovakia will each deploy 50 police officers, and Poland will send 50-60 officers. The Czech Republic also committed up to 100 military officers.Poland will send five surveillance vehicles, along with five personnel carriers.The countries are now discussing details, as some of the officers have already arrived in Hungary. There is no specific date for the operation to start.“This could be a model on EU level on how to tackle the refugee crisis, with direct help to the most effected countries,” a source told this website.The V4 agreement is on a regional basis, and is not part of the EU's wider efforts to control and stem the flow of people into Europe.The equipment and personnel is being deployed to Hungary's border with Serbia, which has been effectively closed with a razor wire fence since 15 September. Registration centres have been set up along the legal border crossings, dealing with people seeking international protection.According to sources, the Visegrad countries specifically did not want their officers to be deployed along the Croatian border, arguing that they are interested in protecting the EU’s external borders.Hungary has also set up a fence along its border with Croatia, as masses of refugees and migrants took a detour from the Serbian frontier towards Croatia.Zagreb is transporting the refugees and migrants to Hungary, which takes them to Austria, creating a corridor.Hungary wants to shut this corridor by closing the border with Croatia.Prime minister Viktor Orban arriving to the EU summit on Thursday said Budapest can make a decision on closing the Croatian border as early as Friday.The Hungarian leader also gave assurances to the Visegrad countries that his country's armed forces will remain the first line of defence in case of conflict.

The leaders also agreed to "express concern" at Russia's military involvement in Syria.They also reaffirmed their support for the UN-led process for a political solution, including "all parties involved", such as Iran or Russia.But in a summit where Turkey's role in managing the migrant crisis was the main topic, they did not set out a specific plan or a common initiative to solve a conflict presented as the main "root source" of the refugee crisis Europe is facing."The Assad regime bears the greatest responsibility for the 250,000 deaths of the conflict and the millions of displaced people," EU leaders said in the conclusions of the summit.The direct reference to the Syrian leader was not in the conclusions of the foreign affairs ministers on Monday (12 October) and was added on France's insistence."There cannot be a lasting peace in Syria under the present leadership and until the legitimate grievances and aspirations of all components of Syrian society are addressed," the conclusions read.EU leaders "also agreed on the need to focus on the fight against Daesh [the Arab name for the Islamic State group] and other UN-designated terrorist groups" and "expressed concern about the Russian attacks on the Syrian opposition and civilians and the risk of further military escalation.""I'm not convinced that Russian strikes are concentrated on Daesh," said French president Francois Hollande at a press conference."The EU is fully engaged in finding a political solution to the conflict in close cooperation with the UN and the countries of the region," leaders said in their conclusions.They referred to the 2012 Geneva Communiqué, a text agreed by the UN-backed Action group for Syria to implement a UN plan to end the war in Syria.The EU summit was preceded by a trilateral meeting between Germany's Angela Merkel, France's Francois Hollande and Britain's David Cameron. The common position is what the Geneva conference set out" in 2012, Hollande said.-'Assad will go'-Merkel, Hollande and Cameron disagreed on whether to include Syrian leader Bashar al-Assad in eventual peace negotiations.While Merkel spoke in September "of the necessity to hold talks with many players, among them Assad", Hollande said in a speech at the European Parliament last week that it would "not be possible to have the opposition and the torturer of the Syrian people" at the same negotiating table. While in New York for the UN assembly general, Cameron said Assad "has to go" and "should be subject to international law".At the EU foreign affairs ministers meeting on Monday, EU diplomacy chief Federica Mogherini said that the EU should "first of all have a reality check, and the situation on the ground is still having Assad sitting in Damascus."Hollande, who is in a minority position, tried to downplay the disagreement."Assad will go, we all agree," he said."Some say he has to go immediately, he has to go in the middle [of the peace process], or he has to go at the end. WASHINGTON (Reuters) - U.S. President Barack Obama and South Korean President Park Geun-hye said on Friday they were open to negotiations with North Korea on sanctions but Pyongyang needed to show it was serious about abandoning its nuclear weapons program.Asked if he saw the possibility of a deal with North Korea like that reached with Iran, Obama told a joint news conference after talks with Park in Washington that he saw no indication that North Korea envisioned a future without nuclear weapons."At the point where Pyongyang says we are interested in seeing relief from sanctions and improved relations and we are prepared to have a serious conversation about denuclearization, I think it’s fair to say that we’ll be right there at the table," he said."We haven’t even gotten to that point yet, because there has been no indication on the part of the North Koreans as there was with the Iranians that they could foresee a future in which they did not possess or were not pursuing nuclear weapons."Park said it was important to have concerted international efforts towards a solution to the North Korean nuclear issue and said she had agreed with Obama on the need to strengthen diplomatic efforts.However, she said in language certain to infuriate North Korea: "There is a saying: You can take a horse to the trough, but you can’t make it drink water."North Korea said in June its nuclear weapons are an "essential deterrence" and it has no interest in a deal like that reached with Iran.Park said she would seek to strengthen cooperation on the North Korean issue at a three-way summit with China and Japan that she will host in Seoul early next month.OBAMA URGES PARK TO SPEAK OUT ON CHINA-The United States has been keen to encourage better relations between South Korea and Japan, its two biggest allies in Asia, given concerns about North Korea and an increasingly assertive China.Park has worked to warm up ties with China and raised some eyebrows in Washington when she attended Beijing's military parade to mark the end of World War Two last month. Washington (AFP) - As many as 2,000 Iranian and Iran-backed forces are currently in Syria helping regime troops in an offensive near Aleppo that is being coordinated with Russia, a US official said Friday.The fighters were helping Syrian forces loyal to President Bashar al-Assad, backed by Russian air power, as they opened a new front against rebel fighters southeast of Aleppo."We are now seeing a coordinated effort between Iran and Russia to assist Assad with fighting opposition groups," the official said, speaking on condition of anonymity."There could be as many as 2,000 Iranian-enabled forces," he added.The official defined those forces as consisting of Iranians including Quds special forces, Iranian-funded proxies and Lebanese Hezbollah, noting it was difficult to determine a precise number of fighters.Military cooperation between Iran and Russia in Syria is rooted in a visit General Qasem Soleimani, who heads the Quds forces, made to Moscow in August, the official said.Russians at the time denied Soleimani had visited Moscow. Colonel Pat Ryder, the spokesman for the US military's Central Command, said there were clear "indications" Iranian forces were in Syria."We have seen where Iranian forces are cooperating with Syrian regime forces," Ryder said.Regime forces backed by Russian air support are also pushing north from Hama toward Idlib, and separately northeast from Latakia toward Idlib in a pincer movement, officials said.Ryder said the regime push meant rebel groups, as they battle regime forces, are consequently losing ground to Islamic State jihadists."When they do that, they strike those forces ... enabling in some cases for (IS) to retake territory that had been lost to these opposition groups, so clearly not helpful," Ryder said.

LOS ANGELES (Reuters) - Crews worked on Friday to free dozens of vehicles after a mudslide covered a central California highway in several feet of muck, even as authorities sought to re-open part of a key interstate also covered in mud from heavy rains, officials said.The two roads were closed on Thursday when flash floods hit parts of the state. Forecasters warned on Friday of possible thunderstorms that could trigger more flash floods going into the weekend.In Kern County on State Route 58 in the Tehachapi Pass, about 60 miles (97 km) north of Los Angeles, a mudslide on Thursday left nearly 200 vehicles, including 75 semi-trailer trucks, stuck in up to 5 feet (1.5 meters) of mud, local sheriff's spokesman Ray Pruitt said.Most vehicles remained trapped on Friday, after authorities placed nearly 300 stranded motorists and passengers in shelters overnight, Pruitt said. AUSTIN, Texas (Reuters) - Residents have been forced to evacuate more than 400 homes due to a wildfire in central Texas that has destroyed more than 40 structures and prompted Governor Greg Abbott to declare a state of disaster, officials said on Friday.With a large air tanker designed to fight wildfires and more resources on their way to Bastrop County, east of Austin, authorities said they hoped to bring under control the so-called Hidden Pines fire that has burned 4,582 acres and is only 25 percent contained."This fire will be out, hopefully, in a few days, but this event will last a few years,” Bastrop County Judge Paul Pape told a news conference, referring to the lasting damage.Early reports indicate that a farming accident involving a shredder ignited the fire, which quickly spread because of high winds and dry conditions, Pape said. (Reuters) - Three months ago when an earthquake rattled Mickey Hart's office, the Crescent, Oklahoma public school superintendent didn't know what to do."I froze," said Hart, who leads the school district of 650 students in the small community north of Oklahoma City. Several of the district's buildings were damaged in the July quake as ceiling tiles shattered and walls cracked.School district officials are now planning their first earthquake drills, Hart said. They are not alone.On Thursday the Federal Emergency Management Agency (FEMA)and other government agencies are organizing the "Great ShakeOut" earthquake drill, a series of events across the United States aimed at preparing people to survive damaging seismic activity.About 3 million people are signed up to participate across 14 central states that include Oklahoma, Missouri, Indiana, Illinois and for the first time, Texas, up from 2.76 million a year ago, organizers said. Nationwide, nearly 19 million people are registered for the drills, FEMA said.While common in California and other states where quakes are frequent, such drills are still relatively new in the central United States. But they are gaining in popularity as earthquake activity surges in both frequency and intensity."In Oklahoma when you have a natural disaster like a tornado you are trained to get underground," Hart said.
