Edmonton's mayor says city council will continue pray before meetings, despite a Supreme Court of Canada decision this week that ruled a municipal council in Quebec cannot open its meetings with a prayer.In a unanimous decision, the country's top court said that by reciting a Catholic prayer before meetings, the Quebec town of Saguenay was infringing on freedom of conscience and religion.Mayor Don Iveson said Edmonton is reviewing the practice here."I want to make a distinction," he said. "We don't have a prayer, we have many different prayers, from many different faith communities. They rotate regularly through. And I think that adds a wonderful dimension and respects the diversity of our city."Iveson said he has never personally heard anyone complain about the prayers. By building consumer profiles, such programs allows advertisers to tailor or target ads to specific consumers.The suit, against Bell Mobility Inc. and Bell Canada Inc. on behalf of Bell Mobility and Virgin Mobile customers, involved what Bell labelled as its "relevant ads program," which was launched in November 2013.Following Bell’s announcement of the program, the federal Privacy Commissioner began an investigation due to "an unprecedented volume of complaints," the statement from the lawyers said.On April 7, the commissioner said it had found that Bell violated the federal Personal Information Protection and Electronic Documents Act because it did not adequately disclose the nature of the information and customers were not given the option to properly consent to the use of their information for the program.According to the report, customers were automatically included in the program unless they specifically opted out — something that 113,000 Bell customers decided to do.However, the privacy commissioner said Bell should not assume because customers didn't opt out that they were consenting to having vast amounts of their personal information used in this way.In addition to cancelling the program, Bell said earlier this week that it would delete all customer profiles created under it. However, in addition to damages, the lawsuit seeks the appointment of an expert to "oversee and confirm the destruction of the personal information," the statement from the plaintiffs lawyers said.“The Relevant Ads Program was a misguided attempt by a Canadian telecommunications company to generate advertising revenue," said Ted Charney of Charney Lawyers. TORONTO - Ontario's "biggest shakeup" to its liquor laws since it repealed prohibition in 1927 includes a new tax on beer and allowing it to be sold in hundreds of grocery stores, Premier Kathleen Wynne said Thursday."When it comes to the sale of beer in Ontario, I'm here to announce that the status quo is over and that the days of monopoly are done," Wynne said as she released a report by a panel appointed to look at liquor sales and Crown assets.The Liberal premier made it clear there were big changes coming at the 448 retail outlets operated by the foreign-owned Beer Store, which controls 80 per cent of beer sales in the province."The Beer Store has grown into a de facto monopoly, controlled by a very small number of companies," said Wynne. "This system has stifled competition (and) kept craft and small brewers from growing."The new beer tax — $1 on a case of 24 — will be phased in over four years starting Nov. 1 at 25 cents a case, which is expected to raise $100 million annually by 2019.The government's revised agreement with the Beer Store includes a pledge by major brewers to cap prices on their most popular brands, which represent about 50 per cent of the market, until May 2017."One thing we do not want to see changed is our commitment to affordable prices," said Wynne.Ontario will also allow beer in six-packs or smaller packages to be sold in 450 grocery stores, and will start a pilot project to sell 12-packs of beer in Liquor Control Board stores, but the Beer Store will retain exclusive rights to sell cases of 24.The agreement also makes it less expensive for small brewers to get their products on the Beer Store's shelves, and will increase their shelf space from seven per cent to 20 per cent, which is expected to help create jobs as they grow sales and expand their work forces."The changes should lead to significant job creation," said Cam Heaps of Steam Whistle Brewing, who is also chair of Ontario Craft Brewers. "We as a sector have doubled in the last 10 years, and I imagine it would double or triple again in the next five to 10 years."The new deal will also allow bars and restaurants that buy up to 250 of cases of beer to purchase it at the same price as consumers instead of 30-to-50 per cent above retail. Restaurants Canada called it "a good first step" for about 9,000 small licensees."Today's announcement doesn't help the bars and pubs that sell high volumes of beer and are currently being gouged on price," said spokesman James Rilett.The Progressive Conservatives said the beer tax was proof the Liberals' intentions were not all about improving consumer access, calling it "a cash grab."Modernizing beer sales was recommended by a panel headed by former TD Bank CEO Ed Clark, which examined Crown assets such as the LCBO, Hydro One and Ontario Power Generation to find ways to squeeze out the maximum value to help fund the Liberals' infrastructure plans.Wynne said the government will sell 60 per cent of Hydro One, the giant transmission utility, but will not allow any one shareholder to buy more than 10 per cent while the province remains the controlling owner with 40 per cent.Clark said the province could generate about $9 billion from the Hydro One sale, with $5 billion going to pay the utility's debt and $4 billion to fund infrastructure projects. WASHINGTON (Reuters) - Recent satellite images published on Thursday show China has made rapid progress in building an airstrip suitable for military use in contested territory in the South China Sea's Spratly Islands and may be planning another, moves that have been greeted with concern in the United States and Asia.IHS Jane's Defense Weekly said March 23 images from Airbus Defence and Space showed work on the runway on reclaimed parts of Fiery Cross Reef in the Spratly archipelago, which China contests with the Philippines, Vietnam, Malaysia, Brunei and Taiwan.It said images from earlier in March showed reclamation work on Subu Reef in the Spratlys creating landmasses that, if joined together, could create space for another 3,000-meter (3,281-yard) airstrip.The report said other images suggested China was working to extend another airstrip to that length in the Paracel Islands further north in the potentially energy-rich South China Sea, a vital shipping route through which $5 trillion of trade passes every year.The report comes a day after the U.S. military commander for Asia, Admiral Samuel Locklear, said China, which claims most of the South China Sea, could eventually deploy radar and missile systems on outposts it is building that could be used to enforce an exclusion zone should it move to declare one. {ID:nL5N0XC56T]-Senator John McCain, chairman of the U.S. Senate Armed Services Committee, called the Chinese moves "aggressive" and said they showed the need for the Obama administration to act on plans to move more military resources into the economically important Asian region and boost cooperation with Asian countries worried by China.

By building consumer profiles, such programs allows advertisers to tailor or target ads to specific consumers.The suit, against Bell Mobility Inc. and Bell Canada Inc. on behalf of Bell Mobility and Virgin Mobile customers, involved what Bell labelled as its "relevant ads program," which was launched in November 2013.Following Bell’s announcement of the program, the federal Privacy Commissioner began an investigation due to "an unprecedented volume of complaints," the statement from the lawyers said.On April 7, the commissioner said it had found that Bell violated the federal Personal Information Protection and Electronic Documents Act because it did not adequately disclose the nature of the information and customers were not given the option to properly consent to the use of their information for the program.According to the report, customers were automatically included in the program unless they specifically opted out — something that 113,000 Bell customers decided to do.However, the privacy commissioner said Bell should not assume because customers didn't opt out that they were consenting to having vast amounts of their personal information used in this way.In addition to cancelling the program, Bell said earlier this week that it would delete all customer profiles created under it. TORONTO - Ontario's "biggest shakeup" to its liquor laws since it repealed prohibition in 1927 includes a new tax on beer and allowing it to be sold in hundreds of grocery stores, Premier Kathleen Wynne said Thursday."When it comes to the sale of beer in Ontario, I'm here to announce that the status quo is over and that the days of monopoly are done," Wynne said as she released a report by a panel appointed to look at liquor sales and Crown assets.The Liberal premier made it clear there were big changes coming at the 448 retail outlets operated by the foreign-owned Beer Store, which controls 80 per cent of beer sales in the province."The Beer Store has grown into a de facto monopoly, controlled by a very small number of companies," said Wynne. "This system has stifled competition (and) kept craft and small brewers from growing."The new beer tax — $1 on a case of 24 — will be phased in over four years starting Nov. 1 at 25 cents a case, which is expected to raise $100 million annually by 2019.The government's revised agreement with the Beer Store includes a pledge by major brewers to cap prices on their most popular brands, which represent about 50 per cent of the market, until May 2017."One thing we do not want to see changed is our commitment to affordable prices," said Wynne.Ontario will also allow beer in six-packs or smaller packages to be sold in 450 grocery stores, and will start a pilot project to sell 12-packs of beer in Liquor Control Board stores, but the Beer Store will retain exclusive rights to sell cases of 24.The agreement also makes it less expensive for small brewers to get their products on the Beer Store's shelves, and will increase their shelf space from seven per cent to 20 per cent, which is expected to help create jobs as they grow sales and expand their work forces."The changes should lead to significant job creation," said Cam Heaps of Steam Whistle Brewing, who is also chair of Ontario Craft Brewers. "We as a sector have doubled in the last 10 years, and I imagine it would double or triple again in the next five to 10 years."The new deal will also allow bars and restaurants that buy up to 250 of cases of beer to purchase it at the same price as consumers instead of 30-to-50 per cent above retail. Restaurants Canada called it "a good first step" for about 9,000 small licensees."Today's announcement doesn't help the bars and pubs that sell high volumes of beer and are currently being gouged on price," said spokesman James Rilett.The Progressive Conservatives said the beer tax was proof the Liberals' intentions were not all about improving consumer access, calling it "a cash grab."Modernizing beer sales was recommended by a panel headed by former TD Bank CEO Ed Clark, which examined Crown assets such as the LCBO, Hydro One and Ontario Power Generation to find ways to squeeze out the maximum value to help fund the Liberals' infrastructure plans.Wynne said the government will sell 60 per cent of Hydro One, the giant transmission utility, but will not allow any one shareholder to buy more than 10 per cent while the province remains the controlling owner with 40 per cent.Clark said the province could generate about $9 billion from the Hydro One sale, with $5 billion going to pay the utility's debt and $4 billion to fund infrastructure projects. WASHINGTON (Reuters) - Recent satellite images published on Thursday show China has made rapid progress in building an airstrip suitable for military use in contested territory in the South China Sea's Spratly Islands and may be planning another, moves that have been greeted with concern in the United States and Asia.IHS Jane's Defense Weekly said March 23 images from Airbus Defence and Space showed work on the runway on reclaimed parts of Fiery Cross Reef in the Spratly archipelago, which China contests with the Philippines, Vietnam, Malaysia, Brunei and Taiwan.It said images from earlier in March showed reclamation work on Subu Reef in the Spratlys creating landmasses that, if joined together, could create space for another 3,000-meter (3,281-yard) airstrip.The report said other images suggested China was working to extend another airstrip to that length in the Paracel Islands further north in the potentially energy-rich South China Sea, a vital shipping route through which $5 trillion of trade passes every year.The report comes a day after the U.S. military commander for Asia, Admiral Samuel Locklear, said China, which claims most of the South China Sea, could eventually deploy radar and missile systems on outposts it is building that could be used to enforce an exclusion zone should it move to declare one. {ID:nL5N0XC56T]-Senator John McCain, chairman of the U.S. Senate Armed Services Committee, called the Chinese moves "aggressive" and said they showed the need for the Obama administration to act on plans to move more military resources into the economically important Asian region and boost cooperation with Asian countries worried by China.

UNITED NATIONS (Reuters) - Members of the United Nations Security Council teared up on Thursday when Syrian doctors showed a video of failed attempts to resuscitate three children after a chlorine gas attack in March, prompting renewed calls for accountability.The children, aged 1, 2 and 3, their parents and grandmother were killed in the March 16 attack on Sarmin village in northwest Idlib province, said Dr. Mohamed Tennari, director of the field hospital where the family was taken.Government and opposition forces in Syria have denied using chlorine 'barrel bombs,' which the Organisation for the Prohibition of Chemical Weapons (OPCW) says are dropped from helicopters. The Syrian air force is the only party in the conflict known to have helicopters.Tennari, Dr. Zaher Sahloul, President of the Syrian American Medical Society, and Qusai Zakarya, a survivor of a sarin gas attack in Ghouta near Damascus in August 2013, briefed the informal closed meeting organised by the United States.U.S. Ambassador to the United Nations Samantha Power said it was an "extremely unusual and very emotional meeting." She added: "If there was a dry eye in the room I didn't see it." Several others attending said many people cried."Those people responsible for these attacks have to be held accountable," Power told reporters later."If we don't act on this then others will believe that they can do this sort of thing with impunity and that would be a deplorable outcome," New Zealand's U.N. Ambassador Jim McLay told reporters.The Security Council failed last year to refer the civil war in Syria, now in its fifth year, to the International Criminal Court for possible prosecution of war crimes and crimes against humanity. Syrian ally Russia, backed by China, vetoed the move.The attack on Sarmin came 10 days after the 15-member council condemned the use of chlorine as a weapon in Syria and threatened to take action if it was used again.Chlorine is not a prohibited substance, but its use as a weapon is banned under the 1997 Chemical Weapons Convention, which Syria joined in 2013.
