The President of the “Vatican bank” confides to “La Nación” the uncertainty over the future of the Institute

“This is a crucial time, as we await the Pope’s decision. I don’t know what will happen, I cannot speculate on what our Holy Father’s decision will be…” The von Freyberg that emerges from the interview published this morning in “La Nación” by Elisabetta Piqué, seems different to usual.The president of the IOR was appointed a year ago after Benedict XVI announced his resignation but before the end of his papacy. He now clearly says that he does not know what the future of the Institute will be and admits the possibility that it will be definitively closed.As soon as he was appointed, Ernst von Freyberg, 55, assigned a review of the accounts of the “Vatican bank” to Promontory, in accordance with the board – a work which is making slow progress and which has not yet concluded. Von Freyberg had also wanted to enrol the help of an international communications consultancy firm, beginning a media campaign a few weeks into his presidency. He is now awaiting news of decisions from the top.“We have not found any systematic violations of the law (anti-laundering), but we have some black sheep”, he stated in the interview with the Argentinian newspaper on the eve of the final day of work of the IOR investigation commission, presided over by Cardinal Raffaele Farina and of the meeting of the Pope’s 8 councillor cardinals, who from tomorrow will be addressing, amongst other things, the issues of Vatican finances.
“This is a critical moment. The commissions reviewing the IOR will deliver their report in the next few days, as will the commissions for the economical-administrative issues. And then the Pope will make his decision,” said von Freyberg.
The possibilities, which the Pontiff himself spoke of in an interview with journalists during his flight back from Rio de Janeiro, include closure, transformation into an “ethical bank”, or continuing with the current structure but with total transparency and honesty. It is undeniable, in fact, that for decades, and still today – as the judicial investigation on the case of Mr Nunzio Scarano are testament to – the institute has represented a real evangelical counter-testament.
During the interview, von Freyberg talks about Mr. Battista Ricca, interim prelate of the IOR, defining the relationship between the Holy See and the Vatican bank as “very important. While on the Scarano case and on the involvement of the director Paolo Cipriani and his deputy Massimo Tulli in the judicial proceedings – who both stepped down on 1 July last year – the president of the IOR prefers not to comment, given that the proceedings are ongoing.
In recent days, media indiscretions have hypothesised that changes will be made in the leadership of the IOR as a sign of reconciliation with Italy and its financial institutions, with whom relations have been marked by a certain frigidity in the last two years. Nevertheless, it is clear that everything still depends on the decisions to be made on the future of the institute that will be taken in the next few days.

Francis aligns the Legion with the Second Vatican. A move that is to impress upon the Legion of Christ the changing scenarios of the globalised third millennium. The pivotal moment for the council is the extraordinary general chapter, presided over by the Cardinal and special pontifical delegate Velasio De Paolis, which is to conclude in Rome on 25 February.We need, the cardinal explained to “Vatican Insider”, “a committed path of purification and spiritual renewal” before we can “proceed with the review of the constitutions and the election of a new government of the Legion of Christ”. And it is in this aspect that the influence of Francis has helped adapt the congregation to the spirit of the Council. In fact, during the Chapter, the Vatican stresses, “the constitutions have been radically transformed as the previous administration was clearly pre-conciliar and thus had to be adapted to the new code of canonical rights according to the guidelines indicated by the Second Vatican.” What has changed in particular in the old laws of the congregation is the “excessively oligarchic composition of the organisation” and the “lack of appreciation for community life.”Before the new constitutions that will be enacted on 25 February by Pope Bergoglio, the rules that governed the Legion of Christ were “too many and too confused”. From now on, the charism of the congregation (that is the proclamation to the world of the kingship of Christ) will be regulated by a “more streamlined body, less restricted by regulations”, making way for “a clear interpretation of the new constitutions”.Cardinal De Paolis was appointed by Benedict XVI in June 2012 and confirmed the following June by Francis as pontifical delegate for the Legion of Christ. A decisive move of compulsory administration by the Holy See in the wake of the shameful coming to light of the immoral behaviour that involved the congregation’s founder, father Marcial Maciel Degollado, who was barred from all public office in May 2006; a scandal that greatly harmed the Legion and had serious consequences for the life of the legionaries, prompting reviews of the structure of the organisation. Father Maciel died in 2008.The work of the Chapter will conclude in a few days. Participating in the assembly, in addition to the members of the presidency (the pontifical delegate and two of his personal councillors), there will be around sixty chapter fathers and some consecrated and laic members of the Regnum Christi apostolate movement, which shares the charism of the congregation. The initial phase of the chapter, which began on 8 January and was dedicated to the review of the constitutional text and the election of new heads of the Legion of Christ, is to be followed by a second phase of work which will address various aspects of the life of the congregation. “Above all there was the problem of the constitutions, which we have worked on the most,” explained De Paolis. “The main issue was the review, particularly is some complex areas”. First of all to find a “clearer and more accurate distinction between the jurisdictions of the internal-sacramental court and external-disciplinary court. We needed to reaffirm that the authority is not arbitrary, but that it must operate within the Council”, explained the pontifical delegate. “Therefore we resolved the issue with the creation of constitutions according to the indications of the council, post-council, and the code of canonical rights and it was in this area that we worked the most. We dealt with the problems of the founder, formation, and the Regnum Christi. We also addressed disciplinary issues, including the cases of priests who have been sullied by sins within the Church”.

Latest storm to bring more snow to East Coast

The National Weather service predicted that many East Coast states will see 3 to 6 inches of snow on Tuesday after a storm moved in overnight from the Great Lakes and through the Mid-Atlantic. Much of the accumulation will complicate morning and late afternoon commutes. Some areas also will get rain, sleet or a snow-rain mixture."We're looking at a relatively short duration event," said the weather service's John Cristantello.Temperatures above freezing on Tuesday should move up to the 40s to mid-50s for the remainder of the week, he said.In New York, New Jersey and Connecticut, snow will fall from daybreak until about early afternoon before heading to the Gulf of Maine.Coastal areas in Maine and Massachusetts saw blizzard-like conditions with more than a foot of snow during a storm on Saturday, and thousands on Cape Cod were left without power. Maine was expected to get another 4 to 8 inches of snow on Tuesday. Boston should get 1 to 3 inches but Worcester, located west of the capital, could get as much as 6 to 8 inches.Pennsylvania was gearing up for 2 to 4 inches in Philadelphia and some southeastern areas of the state and 1 to 3 inches in eastern Pennsylvania. But forecasters said there could be 4 to 6 inches in the Poconos Mountains and 2 to 6 inches of snow in parts of western and central Pennsylvania.On Monday, several inches of snow fell across the Great Lakes, causing Chicago's two airports to cancel more than 1,000 flights.
In Michigan, crashes closed portions of Interstate 96 in Grand Rapids and the Muskegon area saw whiteout conditions.Last Wednesday, the snow, sleet and ice that bombarded the Southeast brought its ferocity into the East Coast a day later. About 1.2 million utility customers lost power as the storm moved from the South through the Northeast. Schools, businesses and government offices closed.The recent storms have been blamed for the deaths of at least 25 people.

US Navy ready to deploy laser for 1st time

BATH, Maine (AP) — Some of the Navy's futuristic weapons sound like something out of "Star Wars," with lasers designed to shoot down aerial drones and electric guns that fire projectiles at hypersonic speeds.
That future is now.The Navy plans to deploy its first laser on a ship later this year, and it intends to test an electromagnetic rail gun prototype aboard a vessel within two years.For the Navy, it's not so much about the whiz-bang technology as it is about the economics of such armaments. Both costs pennies on the dollar compared with missiles and smart bombs, and the weapons can be fired continuously, unlike missiles and bombs, which eventually run out."It fundamentally changes the way we fight," said Capt. Mike Ziv, program manager for directed energy and electric weapon systems for the Naval Sea Systems Command.The Navy's laser technology has evolved to the point that a prototype to be deployed aboard the USS Ponce this summer can be operated by a single sailor, he said.The solid-state Laser Weapon System is designed to target what the Navy describes as "asymmetrical threats." Those include aerial drones, speed boats and swarm boats, all potential threats to warships in the Persian Gulf, where the Ponce, a floating staging base, is set to be deployed.Rail guns, which have been tested on land in Virginia, fire a projectile at six or seven times the speed of sound — enough velocity to cause severe damage. The Navy sees them as replacing or supplementing old-school guns, firing lethal projectiles from long distances.But both systems have shortcomings.Lasers tend to loser their effectiveness if it's raining, if it's dusty, or if there's turbulence in the atmosphere, and the rail gun requires vast amount of electricity to launch the projectile, said Loren Thompson, defense analyst at the Lexington Institute."The Navy says it's found ways to deal with use of lasers in bad weather, but there's little doubt that the range of the weapon would be reduced by clouds, dust or precipitation," he said.Producing enough energy for a rail gun is another problem.The Navy's new destroyer, the Zumwalt, under construction at Bath Iron Works in Maine, is the only ship with enough electric power to run a rail gun. The stealthy ship's gas turbine-powered generators can produce up to 78 megawatts of power. That's enough electricity for a medium-size city — and more than enough for a rail gun.
Technology from the three ships in that DDG-1000 series will likely trickle down into future warships, said Capt. James Downey, the program manager.Engineers are also working on a battery system to store enough energy to allow a rail gun to be operated on warships currently in the fleet.Both weapon systems are prized because they serve to "get ahead of the cost curve," Ziv said.In other words, they're cheap.Each interceptor missile aboard a U.S. Navy warship costs at least $1 million apiece, making it cost-prohibitive to defend a ship in some hostile environments in which an enemy is using aircraft, drones, artillery, cruise missiles and artillery, Thompson said.With a laser operating on about 30 kilowatts of electricity — and possibly three times that in the future — the cost amounts to a few dollars per shot, Thompson said.The "Star Wars" analogy isn't a bad one.Just like in the movies, the Navy's laser directs a beam of energy that can burn through a target or fry sensitive electronics. Unlike the movie, the laser beam is invisible to the human eye.
The targeting system locks onto the target, sending a beam of searing heat. "You see the effect on what you are targeting but you don't see the actual beam," Ziv said.Other nations are developing their own lasers, but the Navy is more advanced at this point.Most folks are stunned to learn the technology is ready for deployment, Ziv said."It's fair to say that there are other countries working on this technology. That's safe to say. But I would also say that a lot of what makes this successful came from the way in which we consolidated all of the complexity into something that can be operated by (a single sailor)," he said.___

China pillages Africa like old colonialists says Jane Goodall

Johannesburg (AFP) - China is exploiting Africa's resources just like European colonisers did, with disastrous effects for the environment, acclaimed primatologist Jane Goodall has told AFP.On the eve of her 80th birthday, the fiery British wildlife crusader is whizzing across the world giving a series of lectures on the threats to our planet.And the rising world power's involvement on the continent especially raises alarms when it comes to her beloved chimpanzees and wildlife habitats.During the last decade China has been investing heavily in African natural resources, developing mines, oil wells and running related construction companies.
Activists accuse Chinese firms of paying little attention to the environmental impact of their race for resources."In Africa, China is merely doing what the colonialist did. They want raw materials for their economic growth, just as the colonialists were going into Africa and taking the natural resources, leaving people poorer," she told AFP in an interview in Johannesburg.The stakes for the environment may even be larger this time round, she warns."China is bigger, and the technology has improved... It is a disaster."
Other than massive investment in Africa's mines, China is also a big market for elephant tusks and rhino horn, which has driven poaching of these animals to alarming heights.But Goodall, who rose to fame through her ground-breaking research on chimpanzees in Tanzania, is optimistic."I do believe China is changing," she said, citing as one example Beijing's recent destruction of illegal ivory stockpiles."I think 10 years ago, even with international pressure, we would never have had an ivory crush. But they have," she added."I think 10 years ago the government would never have banned shark fin soup on official occasions. But they have."
- 'Small window of time' -Her organisation Roots and Shoots, founded over two decades ago to instil conservation values in children, has also become involved in China."We work with hundreds of Chinese children, and they are not different from children we work with here. They all love nature, they love animals, they want to help, there's no difference because they're Chinese," she said.Young people's enthusiasm to change the world is a major reason to hope, for this lady with seemingly inexhaustible energy who can still keep an auditorium hanging on her words for more than an hour."These young people will become the next parents, the next teachers, the next lawyers, the next business people and the next politicians, some of them."
"The biggest problem is that people understand but don't know what to do," she said."If you have one thousand, one million or eventually several million people all making the right choice, all thinking about the consequence of their behaviour, then we're going to see big change."Another glimmer of hope is "this amazing resilience of nature," she continued, citing as an example the China's Loess Plateau on the Yellow River bouncing back after massive soil erosion."It was set to be the biggest totally destroyed ecosystem in the world," she said.A $400-million project funded by the Chinese government and international donors introduced better farming methods in the area, which greatly reduced erosion and lifted 2.5 million people out of poverty, according to the World Bank."That took a lot of money, but if you look at it now, it's all green, lush and farmland, and children have come back from the cities. It's even got a whole area for wildlife," said Goodall."We still have a small window of time to change things."

Iran and U.S. agree final nuclear deal may be unreachable

VIENNA (Reuters) - The United States and long-time arch-foe Iran agree on at least one thing ahead of Tuesday's negotiations on a long-term nuclear deal - reaching an agreement will be very difficult, if not impossible.Iran's Supreme Leader Ayatollah Ali Khamenei, the man who has the final say on all matters of state in the Islamic Republic, declared again on Monday that talks between Tehran and six world powers "will not lead anywhere.Hours later a senior U.S. administration official also played down expectations, telling reporters in the Austrian capital that it will be a "complicated, difficult and lengthy process" and "probably as likely that we won't get an agreement as it is that we will.Their remarks came on the eve of the first round of high-level negotiations since an interim deal was struck on November 24 under which Tehran curbed some nuclear activities for six months in return for limited sanctions relief to allow time for a long-term agreement to be hammered out.Despite his skepticism about the chances for a lasting deal with the West, Khamenei made clear Tehran was committed to continuing the negotiations between Iran and Britain, China, France, Germany, Russia and the United States."What our officials started will continue. We will not renege. I have no opposition," he told a crowd in the northern city of Tabriz on Monday to chants of "Death to America".If successful, the negotiations could help put an end to years of hostility between Iran and the West, ease the danger of a new war in the Middle East, and open up vast new possibilities for Western businesses.During a decade of on-and-off negotiations with world powers, Iran has rejected allegations by Western countries that it is seeking a nuclear weapons capability. It says its nuclear work is for power generation and medical purposes.Tehran has defied U.N. Security Council demands that it suspend uranium enrichment and other sensitive activities, leading to a crippling web of U.S., EU and U.N. sanctions that has severely damaged the oil-producing nation's economy.Khamenei's decision to pursue negotiations with the six powers in spite of the skepticism he shares with his hard-line supporters, diplomats and analysts say, is a result of Iran's worsening economic conditions.
CURBING URANIUM ENRICHMENT
The goal of the talks for the United States and its European allies is to extend the "breakout time" that Iran would need to produce enough fissile material for a bomb.For that goal to be achieved, experts and diplomats say, Iran would have to restrict enriching uranium to a low fissile concentration, stop most of its centrifuges now used for such work, limit nuclear research, and submit to highly intrusive monitoring by U.N. inspectors.Khamenei and other Iranian officials have repeatedly made clear that such reductions of its nuclear capacities would be unacceptable.Western governments appear to have given up on the idea, enshrined in a series of United Nations Security Council resolutions since 2006, that Iran should halt entirely the most controversial aspects of its program - all activities related to the enrichment of uranium and production of plutonium.Diplomats privately acknowledge that Iran's nuclear work is now too far advanced for Tehran to agree to dismantle it completely.But while Iran may keep a limited enrichment capacity, the West will seek guarantees that mean any attempt to build a nuclear bomb would take long enough for it to be detected and stopped, possibly with military action.The talks in Vienna begin on Tuesday and are expected to last for several days. Senior officials from the six powers will meet with an Iranian delegation led by Foreign Minister Mohammad Javad Zarif and his deputy Abbas Araqchi.European Union foreign policy chief Catherine Ashton coordinates the negotiations on behalf of the six powers. The talks will be the first in what is expected to be a series of meetings in the coming months.While cautioning the talks would take time, the U.S. official said Washington does not want them to run beyond a six-month deadline agreed in the November deal.
