Angola Becomes 'First Country to Ban Islam'

Southern African nation reportedly bans Islam and orders the demolition of mosques in the country.

The African nation of Angola has reportedly become the first country to ban Islam and Muslims, reports On Islam. Concerning the ban, Angolan President Jose Eduardo dos Santos said Sunday "this is the final end of Islamic influence in our country."Angola's ban was first announced last Friday, when Angolan Minister of Culture, Rosa Cruz e Silva said "the process of legalization of Islam has not been approved by the Ministry of Justice and Human rights, their mosques would be closed until further notice."India Today reports Silva's statement was made at the 6th Commission of the Angolan National Assembly, and that the ban includes orders to demolish mosques in the country.Silva reportedly said the ban was necessary since Islam is "contradictory to the customs of Angola culture."Angola's population of 16 million is predominantly Christian, with only 80,000-90,000 Muslims, the majority of whom are migrants from West Africa and families of Lebanese origin, according to the US State Department.The crackdown on Islam comes as Christians in the Middle East are being forced from Muslim countries.Former Israeli Ambassador to the US Michael Oren noted in 2012 that the Christian population in the Middle East dropped from 20% a century ago to 5% currently amid ongoing persecution of Christians by Muslims.Oren noted in Egypt 200,000 Coptic Christians fled their homes in 2011 amid anti-Christian violence during the "Arab spring" uprising that toppled dictator Hosni Mubarak.In 2012 Saudi Arabia's top Muslim leader, Grand Mufti Sheikh Abdulaziz Al al-Shaikh, issued a fatwa (religious decree) to demolish all churches on the Arabian peninsula.Particularly in Africa, analysts have commented that Islamist forces have been killing and expelling Christians largely with negligible international criticism.Aside from Islam, other religions that have not been legalized will face similar measures in Angola. The non-legalized religions on the list "published by the Ministry of Justice and Human Rights in the Angolan newspaper 'Jornal de Angola' are prohibited to conduct worship, so they should keep their doors closed," said Silva.The Minister of Culture added that there is a legalization process through which over a thousand religious sects are currently applying.

German coalition draft: More powers to EU foreign service

Berlin - Germany's upcoming government will not change its eurozone policy, but wants more powers for the bloc's foreign service and a "special relationship" with Russia, according to a draft coalition agreement to be signed off on Wednesday (27 November).The 177-page document lists all domestic and foreign policies to be implemented by the new "Grand Coalition" led by Chancellor Angela Merkel.Few changes are foreseen on the euro-crisis front, despite input from the Social Democrats. Germany is to remain an "anchor of stability" in the eurozone, promote EU integration and "social fairness."But the Social Democrats are backing Merkel and her hawkish finance minister Wolfgang Schaeuble - who is likely to retain his post - in their stance that debt should not be shared across the euro-area and that each country should be liable for itself.
Fiscal discipline remains a priority, even if combined with a vague promise of "European solidarity and democracy.""National budget competence and supranational, joint liability are incompatible," the draft reads.
Any loans from the eurozone bailout fund (ESM) can only be disbursed if the stability of the eurozone is endangered and if the Bundestag agrees. And only in return for "reforms and strict measures to consolidate budgets in the recipient countries."The new government will continue to promote Merkel's plan to have binding contracts for all eurozone countries with the EU commission in order to boost their competitiveness, reduce their deficits and debt - all in return for "solidarity."In order to strengthen the democratic legitimacy of EU institutions, the new German government is in favour of a strong European Parliament combined with close cooperation with national parliaments."The EU commission needs a tight and efficient college with clear competences for the commissioners," the draft reads.The idea of EU referendums, floated in earlier working papers, is no longer mentioned. But the current draft does insist that the EU should only act where needed.
"The EU should focus primarily on big tasks for the future - this is where we need a strong, democratic and decisive EU."

More powers for Ashton's successor

The new German government promises to table new initiatives on "strengthening and deepening" EU foreign policy after the December summit, which should touch upon these matters."The EU council should deal once a year at the level of heads of state and government with matters of foreign policy, security and defence," the draft reads.The new coalition government wants to strengthen the post of the High Representative for foreign and security policy, currently held by Catherine Ashton. With her mandate coming to an end next year, Germany wants to improve the way her diplomatic service (EEAS) reacts to and seeks to prevent crises.
EU ambassadors abroad should focus more on "functional" rather than "representative" tasks. Foreign policy, trade and development aid should also be "better linked" and decided in closer cooperation between the EU commission and the EEAS."We are in favour of further linking civilian and military instruments of the EU and improving military capacities for crisis prevention and conflict resolution," the draft reads.The EU should only intervene in its geographic neighbourhood, while conflicts further afield - a hint at Afghanistan or Mali - should be left for other regional organisations like the African Union.Drones - a tool used by the German military in Afghanistan - will continue to be used and the new German government wants to "push forward the European development of unmanned aerial vehicles."The new government also backs a controversial law allowing drones to fly in EU airspace and wants it introduced as soon as possible.

Enlargement

Germany continues to support enlargement in the Western Balkans, as long as the accession criteria are "strictly" met.Turkey continues to have an "open-ended" negotiation process with the EU, according to the German draft."In Turkey itself there is a discussion about the EU membership question. If the EU does not have the capacity for a new enlargement or if Turkey will not be able to respect all its membership commitments, a way needs to be found to keep Turkey as close as possible to the EU structures and further develop its privileged relationship with the EU and Germany."

Russia

The Eastern Partnership - a policy initiative for the six countries on EU's eastern fringe - Ukraine, Moldova, Belarus, Georgia, Armenia and Azerbaijan - only has one paragraph in the Germam coalition agreement saying that association, free trade agreements and visa facilitation deals are the "best instruments" for them.
By contrast, Russia has almost a page in the draft document in a sub-chapter with the title "open dialogue and broader cooperation with Russia."It combines calls for modernising the Russian state with a push for EU visa freedom for Russian businessmen, scientists, civil society activists and students.The new German government wants to push for "more coherence" in EU's policy towards Russia. With Poland involved in a special three-way dialogue with Germany and Russia, the Grand Coalition pledges to "take into account the interests of our common neighbours" when dealing with Russia.In this context, they count on Russia to make some headway in solving the frozen conflicts in the eastern neighbourhood, "expecting progress" in particular the splinter region of Transnistria where Russian troops are massed on the Moldova-Ukrainian border.

Livni: Peace with Palestinians means ‘new front’ with Arabs against Iran

Now that an interim nuclear deal with Iran has been signed, Israel must achieve a final status agreement with the Palestinians quickly in order to present a “new front” with Arab countries against the threat of an Iranian nuclear weapon, justice minister and chief peace negotiator Tzipi Livni said on Monday.The international deal with Iran, announced over the weekend, was “far from perfect” but was already a fait accompli, Livni said, speaking in the Knesset to a gathering of the Knesset Caucus to Resolve the Arab-Israeli Conflict. Israel must do all that it can to prevent the deal between world powers and Iran from becoming a permanent arrangement in which Iran will remain a nuclear threshold state, she added. This meant Israel must maintain good relations with the US despite the two allies’ differences on resolving the Iran crisis.The Geneva deal gives the West and Iran six months to come to a permanent agreement on Iran’s nuclear program, Livni noted, “which is also what is left for negotiations with the Palestinians, based on the nine-month formula to achieve a final status agreement.”These two issues are “critical and crucial” for Israel’s future, and are not isolated from each other, Livni said. If “we solve the conflict with the Palestinians and reach an agreement, we can create a strong and significant new front with Arab countries against Iran,” the justice minister predicted.Without solving these issues, Israel is in danger of becoming an “isolated state” whose “Jewish and democratic character” is under threat, she said.In her address, Livni also praised the recent election of Isaac Herzog as Labor Party chair and the new leader of the opposition. By electing Herzog, Labor “chose not to ignore diplomatic issues,” Livni said in a reference to former Labor leader Shelly Yachimovich’s focus on socioeconomic issues during the parliamentary elections last January. Livni called on the new Labor leader to join in an “ideological covenant” to advance the two-state solution, even if Labor continues in the opposition.
The interim deal signed between Iran and the West, announced early Sunday morning in Geneva and heavily criticized by Israeli officials, stipulates an easing of economic sanctions against Iran in exchange for restrictions on and increased oversight of the Islamic Republic’s nuclear program for a six-month period leading to a final agreement.

Bereaved parents sent a letter to Prime Minister Binyamin Netanyahu Monday protesting the invitation of Palestinian Authority (PA) Chairman Mahmoud Abbas to speak at the Knesset. "We have heard that to our sorrow, you have called Palestinian Authority leader Mahmoud Abbas to speak in Jerusalem at the Knesset - as if you liberating convicted terrorists was not enough," the letter reads.Bereaved parents protested en masse last month, when Netanyahu released convicted terrorists and murderers back to civilian areas in PA-controlled parts of Judea and Samaria as a precondition to negotiations.Almagor not only facilitated the protests - which included both a mass demonstration outside of Israel's Ofer Prison but also a highly publicized demonstration outside of US Secretary of State John Kerry's hotel room - but also submitted a petition to the High Court refuting the legality of the decision. That petition was ultimately rejected. "You are now breaking our hearts again," the letter continues, "by inviting the man who demanded their release, and who raises these terrorists up as nationalist heroes of the Palestinian people." The letter goes on to deride the move, claiming that it gives PA officials unnecessary and unwarranted status. The parents also emphasize their dedication to protesting the move, insisting that if Mahmoud Abbas comes to the Knesset, "we will be there in the name of morality and justice."  "We will block him ourselves, with our bodies," the statement affirmed. "On the day he gets to Jerusalem, heaven forbid, we will be there to [physically] block the Knesset,  just as we did with many other [demonstrators] when Arafat wanted to go to Jerusalem." "If Mahmoud Abbas is received by the Knesset, it will be like dancing on the blood of the terror victims who were murdered by his people," the letter concludes. According to senior officials, requests for grants have a higher likelihood of being approved if submitted in the first 10 days, Haaretz reported.EU guidelines published in July mandate a denial of European funding to, and cooperation with, Israeli institutions based or operating over the Green Line, and a requirement that all future agreements between Israel and the EU include a clause in which Israel accepts the position that none of the territory over the Green Line belongs to Israel.Jerusalem fiercely rejected the directive, saying it refuses to sign any further agreements with the EU that include such clauses, and threatened to cancel its participation in Horizon 2020. A Protestant pastor in California protested after he saw copies of the Bible catalogued as “fiction” in supermarket giant Costco

Mauro Pianta Turin Caleb Kaltenbach will at the very least be changing supermarkets. A few days ago, Kaltenbach, who is a pastor at the nondenominational Discovery Church  went to do his shopping at US supermarket chain Costco in Simi Valley, California, and saw something that really did not sit well with him. He came across a number of copies of the Bible in the supermarket’s science fiction section. “Each copy had a sticker that said: “$14.99 Fiction,” Kaltenbach said.The pastor claims he made several attempts to speak with the store managers but had no luck. He decided to take a photo and publish it on Twitter.“People are pretty shocked and upset,” Kaltenbach said. “We are supposed to be living in an era of tolerance, but what Costco did doesn’t seem too tolerant.” The pastor added that no one is forcing Costco staff to believe but they should respect those who do. The book could have been labelled as “religion”.Kaltenbach said the store never apologised and its executives did not wish to comment on the incident. They just put it down to a “human error at the warehouse.”

Warsaw climate talks end in new timetable

BRUSSELS - Climate delegates from around 200 governments in Warsaw pieced together a last minute deal on a timetable to cut greenhouse gas emissions.The agreement, reached in the early hours of Sunday (24 November), gives nations around a year to put together their individual goals to cut damaging emissions.
The target is to limit global temperature increase by 2 degrees Celsius above pre-industrial levels in order to prevent dangerous climate change.The delegates also agreed to set up a so-called Warsaw International Mechanism to help poorer nations cope with rising sea levels, droughts, floods and desertification.But complications pushed the negotiations into overtime as richer nations, along with the EU bloc, opposed committing any new money into the mechanism.The decisions mean the upcoming global agreement on climate change in Paris in 2015 is reportedly still on track although pro-environment NGOs and some poorer nations say the Warsaw conference lacked ambition."Warsaw has set a pathway for governments to work on a draft text of a new universal climate agreement, an essential step to reach a final agreement in Paris, in 2015," said the Polish host, former minister of environment, Marcin Korolec.The final agreement in Paris is set to replace the defunct Kyoto Protocol and would enter into force in 2020.The Kyoto Protocol only required the most developed countries to curb carbon emission output. The United States refused to sign on because rapidly emerging economies like China and India did not have to take part.Meanwhile, Australia and Japan at the Warsaw convention both backtracked on previous commitments to cut their carbon emissions, upsetting pro-environment NGOs and poorer nations. On top of this, demands by emerging economies like India are said to jeopardize the 2 degree Celsius threshold.“Instead of taking steps forward, countries have dug themselves further into their trenches,” said Dutch Green MEP Bas Eickhout.The EU, for its part, welcomed the agreement as a step forward in the international fight against climate change.“For sure there will be faster and less bumpy ways to Paris but now the journey has started,” said the European Commissioner for climate, Connie Hedegaard, in a statement.The two-week long convention of the annual meeting of the United Nations Framework Convention on Climate Change had started on the tail end of a massive typhoon in the Philippines, which killed up to 4,000 people and affected 13 million.Scientists and pro-environment NGOs say the world is set to experience more intensive weather patterns as nations continue to burn fossil fuels.Leading climate scientists in September at the Intergovernmental Panel on Climate Change (IPCC) noted, with 95 percent certainty, that man-made greenhouse emissions have a negative impact on climate.

Mark Kirk (R-Ill.), a leader in passing Iran sanctions, said after the deal’s announcement on Saturday night.That’s a shift from pre-deal statements in which Kirk was leading an effort to push through new sanctions not conditioned on the outcome of talks between the United States and other world powers and Iran. Proponents of a tougher line against Iran say the sanctions talk wasn’t an empty threat and helped shaped the outcome of the interim deal. Moreover, Congress is not dropping the stick: Kirk and Sen. Robert Menendez (D-N.J.), the chairman of the Senate Foreign Relations Committee, are preparing new sanctions legislation to take effect if Iran violates the interim deal.The two senators “will be working over the Senate recess to craft a bipartisan sanctions bill that establishes a mandatory fail-safe to this interim agreement, ensuring sanctions come back in spades if Iran cheats during the next six months or if Iran’s nuclear infrastructure is not being dismantled at the end of the six-month period,” a congressional aide told JTA in an email. “We should expect this legislation to go to the president’s desk for signature before the end of the year.”But it’s not clear if pro-sanctions lawmakers have backing from the Senate leadership for new sanctions.“I said when we come back, we’ll take a look at this to see if we need stronger sanctions, ” Sen. Harry Reid (D-Nev.), the majority leader, said Monday in an NPR interview quoted by Roll Call, a Capitol Hill daily. Reid said Menendez and Sen. Tim Johnson (D-S.D.), the chairman of the Senate Banking Committee, will study the issue.“They will hold hearings if necessary, and if we need more work on this, if we need to do stronger sanctions, I’m sure we will do that,” Reid said. The majority leader’s emphasis on the role played by Johnson is significant.Johnson, a moderate Democrat, thus far has resisted efforts to advance through his committee new sanctions passed over the summer by the US House of Representatives. A former Johnson staffer told JTA that the senator, once thought of as a go-along-to-get-along senator, may feel freer to resist pressure from his colleagues and the pro-Israel community because he has decided not to run again next year.Other pro-Israel Democrats in the Senate — among them Sens. Dianne Feinstein (D-Calif.), the chairwoman of the Intelligence Committee, and Carl Levin (D-Mich.), the chairman of the Armed Services Committee — have made clear that they would oppose intensified sanctions kicking in while talks were taking place.“I am baffled by the insistence of some senators to undermine the P5+1 talks,” Feinstein said in a Nov. 15 statement, referring to the six major powers — Russia, China, Britain, France and Germany in addition to the United States — involved in the Iran negotiations. “I will continue to support these negotiations and oppose any new sanctions as long as we are making progress toward a genuine solution.”Iran hawks already are unhappy with the interim deal, which places some restrictions on Iranian uranium enrichment in exchange for some sanctions relief but allows Iran to keep enriching low-level uranium and keeps in place its existing enrichment infrastructure. The hawks are determined to make sure that a final deal incapacitates any weapons-making capability.The deal must ensure that Iran ends “all nuclear weapons capability — all the enriched uranium, all the centrifuges,” Sen. Chuck Schumer (D-N.Y.), the third-ranking Democrat in the Senate, said Sunday at an event for Ohel, a Jewish social services provider.

Schumer told JTA he intends to explore new sanctions after Thanksgiving.“A fairer agreement would have coupled a reduction in sanctions with a proportionate reduction in Iranian nuclear capability,” Schumer said. “The goal of the administration is to eliminate all of Iran’s nuclear weapons-making capability by the end of the final negations. It is still my hope they can achieve that goal.”In addition to keeping up pressure on the Iranians to follow through on their commitments, new sanctions legislation could help shape the outcome of a final-status deal, a source at the American Israel Public Affairs Committee, or AIPAC, told JTA on condition of anonymity. “Our fundamental goal is that in the final agreement, the United States must prevent a nuclear-capable Iran,” said the AIPAC source, who emphasized that such legislation is in the “conceptual” stage and would not be drafted until after the Thanksgiving break. The legislation “essentially will condition the environment for a final deal.”Congress “must also legislate additional sanctions, so that Iran will face immediate consequences should it renege on its commitments or refuse to negotiate an acceptable final agreement,” AIPAC said in a statement Monday.Joel Rubin, a former Senate staffer, said Congress must tread carefully lest it be accused of scuttling the deal and driving away US allies that have maintained the sanctions regime that helped bring Iran to the negotiating table. Rubin now works for the Ploughshares Fund, an anti-proliferation advocacy group that backs the deal brokered in Geneva on Saturday.On Monday, Israeli Prime Minister Benjamin Netanyahu, who over the weekend blasted the interim agreement as a “historic mistake,” appeared to be tamping down his rhetoric a notch.“It is true that the international pressure which we applied was partly successful and has led to a better result than what was originally planned, but this is still a bad deal,” he told the Knesset. “It reduces the pressure on Iran without receiving anything tangible in return, and the Iranians who laughed all the way to the bank are themselves saying that this deal has saved them.”Netanyahu said he was dispatching his national security adviser, Yossi Cohen, to Washington to consult on the deal.“That agreement must lead to one result: the dismantling of Iran’s military nuclear capability,” Netanyahu said. “I remind you that only last week, during the talks, the leaders of Iran repeated their commitment to destroy the State of Israel, and I reiterate here today my commitment, as prime minister of Israel, to prevent them from achieving the ability to do so.”Times of Israel staff contributed to this report.
