There is no contradiction between the proposed amendment to the
Israeli Basic Law—which affirms the state of Israel’s Jewish
identity—and the country’s democratic value system, said a

Jewish state and a democratic state are not antithetical, but rather
affirm the original intent behind the Declaration of Independence, as
initially proposed by first Israeli Prime Minister David Ben-Gurion.The new bill amends a previous version introduced by former Kadima MP
Avi Dichter in November 2011 which similarly declared Israel "the
national home of the Jewish People, wherein the Jewish People fulfills
its aspiration for self-determination in accordance with its historical
and cultural heritage." “This is a Jewish state that’s a democracy, not a democracy with some
Jewish elements,” said MK Levin, commenting Monday on the proposal. “We
need to strengthen these principles, and give them legal priority,” he
maintained.The bill calls for Jewish tradition to be the guiding force behind
laws and court rulings, granting priority to the inherent Jewish
character of the country.It further establishes Hebrew as the official national language, but
allows the Knesset the ability to grant secondary status to other
commonly used languages.There are currently eleven Israeli basic laws, said Arbel, noting
that 9 of the 11 attest to Israel’s democratic nature. None of the laws,
however, have yet sought to safeguard the state’s Jewish character and

launched construction on Wednesday of a third bridge linking its
European and Asian shores, the latest in a slew of multi-billion dollar
projects that Prime Minister Tayyip Erdogan sees as embodying its emergence as a major power.Erdogan, who has led a decade-long transformation of a once crisis-prone economy into Europe's fastest growing, has prioritized the building frenzy as the nation's infrastructure struggles to keep up with its growth.With an eye to an election cycle ending in parliamentary polls in

to complete the Istanbul bridge within two years."This is how we are building a powerful Turkey," he told a crowd of

Europe's largest city."For the seven hills of Istanbul, we have seven grand projects, one
is this bridge, a third necklace over the Bosphorus," he said of the $3

National parliaments eclipsed by EU powers

BRUSSELS - The EU financial crisis has
prompted centralisation of economic and budgetary powers in Brussels,
while national parliaments struggle to fulfil their role as democratic
watchdogs.The issue will be highlighted on Wednesday (29 May) when the European
Commission publishes detailed budget recommendations for member states,
potentially touching on sensitive areas such as wage-setting, pension
age or social spending."I am worried about the degree of influence of the country-specific
recommendations," said Eva Kjer Hansen, head of the Europe committee in
the Danish parliament."It’s somehow underestimated how much it actually means because you
either have to follow them or you have to explain why you are not
following them," she added.The risk for sleepy national parliaments is that if they are not
entirely on top of the EU debate then significant economic decisions
will be simply be taken without their input."We need new tools to stay close to EU decisions," Kjer Hansen noted.She suggested the recently-introduced European Semester should be
mirrored by a "national semester' - something just agreed in Denmark.The European semester, now in its third year, kicks off at the end of
each year with the commission setting EU growth priorities. This is
followed by governments submitting national reform programmes and then
the commission issuing specific economic policy recommendations."It is not sufficient that we just discuss the recommendation
afterwards but that we are also involved throughout the year," Kjer
Hansen said.Michiel Servaes, a Dutch MP, agrees.He noted that the Dutch government last year sent the Netherlands'
reform programme to Brussels without it first being debated in
parliament.This was "unacceptable," he said.Other changes the Dutch have made to open up the process is
appointing a rapporteur on the European semester (Servaes himself) and
asking EU economic affairs commissioner Olli Rehn to appear before
parliament (he will do so in June).The Dutch are particularly concerned about the process because they
are breaching the EU's budget deficit rules - meaning Brussels gets more
of a say on economic decisions.But even in fiscally sound countries, such as Finland, there is potential for difficulty.

JERUSALEM (AP) — Israel's defense chief said Tuesday a Russian plan to supply sophisticated anti-aircraft missiles to Syria was a "threat" and signaled that Israel is prepared to use force to stop the delivery.The warning by Defense Minister Moshe Yaalon ratcheted up tensions with Moscow
over the planned sale of S-300 air-defense missiles to Syria. Earlier
in the day, a top Russian official said his government remained
committed to the deal.Israel has been lobbying Moscow
to halt the sale, fearing the missiles would upset the balance of power
in the region and could slip into the hands of hostile groups, including
the Lebanese militia Hezbollah, a close ally of the Syrian regime.Israel has carried out several airstrikes in Syria
in recent months that are believed to have destroyed weapons shipments
bound for Hezbollah. Israel has not confirmed carrying out the attacks.The delivery of the Russian missiles to Syria could limit the Israeli
air force's ability to act. It is not clear whether Israeli warplanes
entered Syrian airspace in these attacks.Earlier this month, Israeli Prime Minister Benjamin Netanyahu traveled to Russia
to discuss the Syrian situation with President Vladimir Putin. The
sides have said little about the talks, but the S-300s were believed to
have been on the agenda."Clearly this move is a threat to us," Yaalon told reporters Tuesday when asked about the planned Russian sale."At this stage I can't say there is an escalation. The shipments have
not been sent on their way yet. And I hope that they will not be sent,"
he said. But "if God forbid they do reach Syria, we will know what to
do."Since the Syrian conflict erupted
in March 2011, Israel repeatedly has voiced concerns that Syria's
sophisticated arsenal, including chemical weapons, could either be
transferred to Hezbollah,
a bitter enemy of Israel, or fall into the hands of rebels battling
Syrian President Bashar Assad. The rebels include al-Qaida-affiliated
groups that Israel believes could turn their attention toward Israel if
they topple Assad.Syria already possesses Russian-made air defenses, and Israel is
believed to have used long-distance bombs fired from Israeli or Lebanese
airspace. The S-300s would expand Syria's capabilities, allowing it to
counter airstrikes launched from foreign airspace as well.In Moscow, Russia's deputy foreign minister, Sergei Ryabkov, wouldn't
say whether Russia has shipped any of the S-300s, which have a range of
up to 200 kilometers (125 miles) and the capability to track and strike
multiple targets simultaneously. But he insisted that Moscow isn't
going to abandon the deal despite strong Western and Israeli criticism."We understand the concerns and signals sent to us from different
capitals. We realize that many of our partners are concerned about the
issue," Ryabkov said. "We have no reason to revise our stance."He said the missiles could be a deterrent against foreign
intervention in Syria and would not be used against Syrian rebels, who
do not have an air force."We believe that such steps to a large extent help restrain some
'hotheads' considering a scenario to give an international dimension to
this conflict," he said.Russia has been the key ally of the Syrian regime, protecting it from
United Nations sanctions and providing it with weapons despite the
civil war there that has claimed over 70,000 lives.In any case, an open confrontation between Israel and Russia would
seem to be months away. Russian military analysts say it would take at
least one year for Syrian crews to learn how to operate the S-300s, and
the training will involve a live drill with real ammunition at a Russian
shooting range. There has been no evidence that any such training has
begun.If Russia were to deliver the missiles to Syria, Israeli and Western
intelligence would likely detect the shipment, and Israel would have
ample time to strike before the system is deployed.

BRUSSELS - US diplomats have defended Britain and France over their dismantling of the EU arms embargo on Syria.White House spokesman Jay Carney on Tuesday (28 May) told press on President Barack Obama's jet: "We welcome the EU action."He said Russia's decision to deliver S-300 anti-aircraft missiles to
the Syrian regime is a bad move because it "does not bring us closer to
the political transition that Syria deserves," however.State department spokesman Patrick Ventrell went into more detail at a briefing in Washington.He said the EU decision will "advance" the prospect of peace by
giving "the flexibility to specific EU member states to assist the
opposition in a way that each sees fit."He added: "We want [Syrian leader] Assad to have a changed calculation so that he realises that he's got to negotiate."Ventrell also complained about Russia.He said: "We condemn all support of arms to the regime. We've seen
how the regime uses those arms. When we’re talking about the opposition,
that’s a different group, and clearly they are people who are defending
themselves in the face of an enormous onslaught."The US itself has not decided if it will ship weapons to rebels.But EU foreign ministers on Monday let each member state go its own
way on arms deliveries after they failed to reach common ground in
14-hour-long talks.The deal included a gentleman's agreement not to start arms shipments
until 1 August in order not to disrupt peace talks, set to take place
in Geneva in June.But Britain and France on Tuesday said they are not bound by the August date.

LASHIO, Myanmar (Reuters) - Buddhist mobs armed with sticks and machetes burned Muslim homes on Wednesday for a second day in the northern Myanmar city of Lashio, contradicting claims in state media that soldiers and police had restored calm.A Reuters reporter saw scores of young men and boys on motorbikes
and on foot marauding through the city of 130,000 people in a
mountainous region about 700 km (430 miles) from the commercial capital
Yangon.One person was killed and four were wounded in fighting that began at about 2 p.m., Ye Htut, spokesman for President Thein Sein, said in a Facebook post. Police fired their guns to disperse the crowd, he said.By early evening, Muslims shops and homes were still burning in one
quarter, underlining the difficulty the president faces in containing
mounting religious violence in an era of historic reforms since military
rule ended in March 2011."I don't know where the Muslims are. They all ran away," said Kyaw Soe Win,
a Buddhist resident of a mixed neighborhood where motorbikes and
household possessions lay burning in the streets. Nearby, a man with a
sword and a stick combed through the remains of one burned-out shop.State television said a mosque, a Muslim religious school and a
number of shops were gutted by fires started on Tuesday by Buddhists who
