Russia: New nuclear submarine enters service

MOSCOW (AP) — The Russian Navy has hoisted its flag on a new nuclear powered submarine that will form a key part of the country's future nuclear deterrent.President Vladimir Putin congratulated the crew of the Yuri Dolgoruky submarine during a conference call Thursday.The submarine's construction started in 1995 but was slowed down by a post-Soviet economic meltdown and it wasn't until 2009 when it finally entered sea trials. The submarine's commissioning was delayed further by problems with the new Bulava intercontinental ballistic missile intended to arm it.The Bulava suffered a string of failures during tests that dragged on for years, raising doubts about the future of the most expensive military project in Russia's post-Soviet history. Recent tests, however, have been successful, allowing the navy to finally commission the submarine.

The U.S. State Department has decided to keep the office of the Palestinian Liberation Organization (PLO) in Washington open for another six months, despite anti-terrorism legislation deeming it illegal, according to regulatory documents filed Tuesday.Administrations of both parties have waived the provisions of the 1987 Anti-Terrorism Act since President Clinton started doing so in 1994, citing U.S. national-security interests, The Hill reported.The waiver is particularly controversial this time, however, because the Palestinian Authority succeeded in obtaining non-member observer status at the United Nations in November, despite bitter opposition from the United States and Israel.“I hereby determine and certify that the Palestinians have not, since the date of enactment of that Act, obtained in the U.N. or any specialized agency thereof the same standing as member states or full membership as a state outside an agreement negotiated between Israel and the Palestinians,” Deputy Secretary of State William Burns wrote in a State Department notice posted Tuesday. The notice is dated Oct. 8, prior to the U.N. vote.Both parties' leaders on the House Foreign Affairs Committee sent President Obama a letter in December urging him to close the PLO's Washington office in retaliation.“We are deeply disappointed and upset that the Palestinian leadership rebuffed the entreaties of your Administration and the Congress and insisted on pursuing this distinctly unhelpful initiative,” the letter states, in reference to the UN bid.Echoing the apprehension of the mainstream Jewish community at the time, the lawmakers asserted that, “This Palestinian action violated both the letter and spirit of the Oslo Accords, and it opened the door for expanded Palestinian efforts to attack, isolate, and delegitimize Israel in a variety of international forums, a threat which, even if unrealized, would hang over Israel’s head during any future negotiations or any effort by the Israeli government to defend its citizens from terrorism.”“One important way of expressing U.S. disapproval would be to send the message that such actions are not cost-free and that, at a minimum, they result in setbacks to U.S.-Palestinian relations,” they wrote, according to The Hill. “We can do this by closing the PLO office in Washington, D.C. We can also call our consul-general in Jerusalem home for consultations. We urge you to take these steps.”The letter was spearheaded by the incoming chairman and ranking member on the committee, Reps. Ed Royce (R-Calif.) and Eliot Engel (D-N.Y.), as well as outgoing leaders Ileana Ros-Lehtinen (R-Fla.) and Howard Berman (D-Calif.).In response, Chief representative of the PLO in Washington had warned U.S. lawmakers against retaliating for November’s statehood bid, maintaining that doing so would only hurt U.S. credibility in the region.
“[A]llow me to point out a fact that may escape some of you: the genie is already out of the bottle; it cannot be put back in,” Maen Rashid Areikat wrote in a letter. “There is no action that can be taken by anyone, Congress included, to change our UN status.”

With less than two weeks to the elections, a new poll shows that support for parties is stabilizing, as are the right and left blocs that will emerge after the elections. The Likud/Yisrael Beiteinu maintains its lead as the largest party with 34 or 35 mandates, a slight strengthening from polls of the past several weeks, which showed the party losing support. Pollsters said that some of the substantial number of undecided voters on the right are making up their minds, and it appears that most of them are going to vote Likud.The same thing is happening on the center-left, pollsters said. There is still a significant undecided vote floating between Labor, Hatnua, Yesh Atid, and Kadima, and it appears that many of those votes are going to go to the “brand” they know, Shelly Yechimovich's Labor Party. The latest poll shows Labor strengthening to 19 seats, higher than the numbers recorded in the past two weeks. Meanwhile, Tzippy Livni's Hatnia and Yair Lapid's Yesh Atid showed a slight weakening from last week's poll, with seven and nine seats respectively.
On the right, support for Naftali Bennett's Bayit Yehudi was also stabilizing, with the poll showing the party achieving 14 seats, placing it firmly in position as the third largest party. Shas continued to lose support, and is now down to nine seats, while United Torah Judaism, polling at seven seats, seems set to achieve its largest Knesset faction ever. The poll also shows Amnon Yitzchak's Koach Lehashpia party getting four seats. Otzma Leyisrael, the party of Michael Ben-Ari and Aryeh Eldad, as well as Shaul Mofaz's Kadima, are on the edge of not having enough support to receive the minimum two mandates needed to qualify for a party to achieve Knesset representation.The poll shows that a rightwing bloc would be able to achieve 71 seats, while the center-left and Arab parties would account for a total of 49 seats in the next Knesset.
The poll, released by Israel Radio Thursday, is taken on a weekly basis, and shows clear trends among voters, pollsters said.



Netanyahu chastises Abbas for meeting with Hamas leader

Prime Minister Benjamin Netanyahu responded Thursday to news of Palestinian Authority President Mahmoud Abbas and Hamas leader Khaled Mashaal meeting in Cairo for reconciliation talks by reiterating his accusation that Abbas is not a partner for peace.The PA president and the leader of Hamas held talks Wednesday in a bid to leverage some recent goodwill between their rival factions and reach a long-elusive reconciliation agreement, a senior Palestinian official said.“Abbas embraced the head of a terrorist organization that called, only a month ago, for wiping Israel off the map,” Netanyahu said. “That’s not how someone striving for peace behaves.”The meetings between Abbas and Mashaal marked the latest attempt by the rival Palestinian leaders to bridge the gap between their groups. But many obstacles remain before the sides can settle their differences, chief among them how to deal with Israel.Several rounds of reconciliation talks over recent years focused on finding ways to share power have failed to yield results, and the official said no immediate breakthrough was expected in the meetings Wednesday at Abbas’ residence in Cairo. Hamas also is not ready since it will hold internal elections to replace Mashaal, the official said on condition of anonymity because he was not authorized to brief the media.The official said that Abbas will call upon all Palestinian factions to hold a larger meeting in Cairo at a later date to discuss reconciliation.The two Palestinian groups have been at odds since the Islamic militant Hamas overran Gaza in 2007, ousting forces from Abbas’s Fatah. Since then, Abbas has ruled in the West Bank, and Hamas has held sway in Gaza.
While past efforts to end the split have failed, the two sides have tried to make a show of unity since Hamas’ fierce battle with Israel in November and Fatah’s subsequent recognition bid at the United Nations.
Earlier in the day, Abbas and Mashaal held talks individually with Egyptian President Mohammed Morsi. Morsi hails from the Muslim Brotherhood, the fundamentalist Islamist group that is the parent organization of Hamas.In 2011, Mashaal and Abbas signed a reconciliation agreement, but it was not implemented. According to the deal and subsequent round of talks held in Qatar, the two factions would form a national coalition government of independents to oversee legislative and presidential elections.The new talks are taking place in a slightly different atmosphere, however, following recent gains by both factions.Abbas has enjoyed a boost in his status since he led the Palestinians’ successful bid to upgrade their status at the United Nations to a nonmember observer state.Hamas, meanwhile, has gained new support among Palestinians following eight days of fighting with Israel in November, during which Israel pounded the seaside strip from the air and sea, while Palestinians militants for the first time lobbed rockets toward Jerusalem and Tel Aviv.
Following the fighting, Fatah allowed Hamas to hold its first rally in the West Bank since the 2007 split. Hamas returned the favor by allowing Fatah to stage its own rally in Gaza, its first since the Hamas takeover.
Hatnua party leader Tzipi Livni responded to Netanyahu’s words with a suggestion that instead of chastising Abbas, Israel should demand that any future agreement between Fatah and Hamas include recognition of the State of Israel and an end to terrorist activities.

US warns Britain on EU referendum

The Obama administration has warned Britain against sidelining itself in the EU as Prime Minister Cameron comes under increasing pressure to hold a membership referendum."We have a growing relationship with the EU as an institution, which has an increasing voice in the world, and we want to see a strong British voice in that EU," Philip Gordon, the State Department's main official dealing with EU affairs said Wednesday (9 January) in London.He added that "referendums have often turned countries inwards" and that it was in America's interest for Britain to stay in an "outward-looking EU."The warning from Britain's big overseas ally and partner comes ahead of a eagerly awaited speech by David Cameron on redefining his country's relationship with the EU.Cameron on Wednesday confirmed to the House of Commons that he still wants Britain to be "involved in the single market" and be an "active" player in the EU.But he added that because of changes to governance of the eurozone it was necessary to have a fresh settlement with the EU and then hold a referendum on it.Previously he had said he would seek to repatriate powers from Brussels as part of this new arrangement, but a large part of his Conservative party wants to go further and is seeking a public poll on the matter.But other leaders have indicated strong reluctance towards treaty change which would also imply referendums in some member states, such as Ireland."Maybe treaty change will come for a variety further down the road, but now I don't see an issue of opening the treaty for change for any individual country, because it would open the floodgates for requirements for changes from many other countries," said Irish leader Enda Kenny, currently chairing the rotating EU presidency.Kenny also noted that the Irish presidency sees it as a matter of priority to negotiate an EU-US free trade agreement, which "from the British perspective would be very important to Prime Minister Cameron."For his part, EU council president Herman Van Rompuy said he is waiting for Cameron to deliver his speech and that it was "in Britain's interest to stay not only as a member, but a very active and full member, a leading nation in the EU."As for treaty change, he said the only possibility for it would be after the 2014 European Parliament elections, but for now there was no consensus on any of the issues requiring such a move.

BRUSSELS - MEPs are set to come under industry pressure from the likes of Facebook and Google over legislation restricting their right to use and sell personal data collected online.The report by German Green deputy, Jan-Philip Albrecht, published on Tuesday (9 December) on the EU's data protection regulation, proposes to tighten the rules on an individual's right to delete their data if there is no legitimate reason for a business to retain it.Albrecht also opposes provisions that would allow businesses to change the purpose of holding personal data after it has been collected, and to prevent firms from using and selling data without the explicit permission of users."Users must be informed about what happens with their data, and they must be able to consciously agree to data processing - or reject it," he said.For her part, EU justice commissioner Viviane Reding noted that she is "glad to see that the European Parliament rapporteurs are supporting the Commission's aim to strengthen Europe's data protection rules which currently date back to 1995 – pre-Internet age.""A strong, clear and uniform legal framework will help unleashing the potential of the Digital Single Market and foster economic growth, innovation and job creation in Europe," she added.
Industry groups were more critical, however.Search-engines and social media sites generate much of their revenue from advertising clicks and selling information on web-browsing habits.Facebook's head of EU policy, Erika Mann, herself a former centre-left MEP, welcomed what she described as "the thoughtful approach of the rapporteur on many issues."But she said that Facebook is "concerned that some aspects of the report do not support a flourishing European Digital Single Market and the reality of innovation on the Internet."Meanwhile, the ICT-industry lobby group, Industry Coalition for Data Protection, claimed that Albrecht had "missed an opportunity to reconcile effective privacy safeguards with rules protecting the conduct of business—both fundamental rights under the EU charter."The draft report is parliament's first response to the commission proposals published last January.The data protection package comprises a draft regulation and a directive.The regulation, on which Albrecht will lead in parliament, will be strictly enforced across the 27 EU countries, while the directive, piloted by Greek centre-left MEP Dimitrios Droutsas, focuses on the rules for law enforcement authorities and includes only minimum standards.National governments want police and judicial authorities to be kept out of the scope of the regime.MEPs on the civil liberties committee will debate the report on Thursday (10 January) with the committee timetabled to adopt its position on the files in April.

NATO official says more missiles launched in Syria

BRUSSELS (Reuters) - A short-range ballistic missile was fired inside Syria on Wednesday, following similar launches last week, a NATO official said on Thursday.The official condemned as "reckless" the missile launches, which U.S. officials called an escalation of the 21-month-old Syrian civil war when their use was first spotted last month."The use of such indiscriminate weapons shows utter disregard for the lives of the Syrian people," he said.The official said NATO had detected the launch of an unguided, short-range ballistic missile inside Syria on Wednesday, following similar launches on January 2 and 3. All the missiles were fired from inside Syria and landed in northern Syria, he said.The description of the missiles fits the Scuds that are in the Syrian military's armory, but the official said NATO could not confirm the type of missile used.The NATO official was responding to a report from a Syrian opposition activist living near the Qaldoun army base, 50 km (30 miles) north of Damascus, who said four large rockets, apparently Scuds, were fired from the base overnight.NATO has agreed to send Patriot anti-missile batteries to protect its member Turkey from possible missile attack from Syria.(Reporting by Adrian Croft; editing by Rex Merrifield and Sebastian Moffett) 

Syrian rebels fight at air base; missile detected

DAMASCUS, Syria (AP) — Rebels trying to topple Syrian President Bashar Assad's regime battled army troops inside an air base in the north on Thursday as government forces fought opposition strongholds near the seat of his government in Damascus.In Brussels, a NATO official said the alliance on Wednesday detected the launch of an unguided, short-range ballistic missile in the country, which is embroiled in a civil war that has killed more than 60,000 people in nearly 22 months.The official, who spoke to The Associated Press on condition of anonymity in line with the alliance's rules, also said Assad's forces fired ballistic missiles at opposition-held areas twice earlier this month. The official said all the missiles were fired from inside Syria at unconfirmed targets in the north.The alliance has condemned the use of such missiles, saying it disregards the lives of the Syrian people.Syrian state-run SANA news agency said army troops were battling rebel units in several provinces around the country and in the suburbs of Damascus. The agency claimed troops were "inflicting heavy losses on the terrorists and destroying their weapons and ammunition."The Syrian government refers to rebels as terrorists out to destroy the country and claims they are supported by Arab Gulf countries and the West.In recent weeks, rebels have captured large areas in the north along Syria's border with Turkey and in towns and villages around Damascus. Opposition fighters also have overrun several military bases, seizing weapons and ammunition from government forces, which outgun rebels with their fighter jets and helicopter gunships.The Britain-based opposition activist group Syrian Observatory for Human Rights said the rebels entered the Taftanaz air base in northern Idlib province late Wednesday and the two sides were still fighting on Thursday. Rebels have battled army troops for weeks for control of the Taftanaz base, where helicopters and war planes take off on missions to bomb rebel-held areas around the country.The Observatory said the rebel assault was led by fighters from Jabhat al-Nusra, an Islamist extremist group which fights among the Syrian rebels.The U.S. has designated the group as a terrorist organization and says it is affiliated to al-Qaida.The Syrian opposition and fighters on the ground have repeatedly asked their backers in the West for anti-aircraft missiles to fight Assad's deadly airpower.On Thursday, government jets struck rebel positions within Taftanaz base, the Observatory said. Airstrikes also hit eastern Ghouta district, an opposition stronghold near Damascus where rebels have been staging an offensive on the capital.Also Thursday, nearly 50 Iranians were heading home after being freed by Syrian rebels in a prisoner swap.Iranian officials told reporters at Tehran's Mehrabad Airport that the flight carrying 48 former Iranian prisoners had left Damascus en route to the Iranian capital. They spoke on condition of anonymity because they were not allowed to brief the media on the issue.They did not say when the plane is expected to land in Tehran.The rebels freed 48 Iranian captives on Wednesday in exchange for more than 2,000 prisoners held by Syrian authorities. It was the first major prisoner swap since the uprising began.
A Syrian official said the Iranians left the Damascus Sheraton hotel early in the morning. They were then stranded for hours at the Damascus airport by bad weather that has swept the Middle East.Rebels claimed the captives were linked to Iran's powerful Revolutionary Guard, but Tehran has denied that, saying the men were pilgrims visiting Shiite religious sites in Syria. Palestinian leader rejects deal on Syria refugees

RAMALLAH, West Bank (AP) — The Palestinian president said he has rejected a conditional Israeli offer to let Palestinian refugees in war-torn Syria resettle in the West Bank and Gaza, charging it would compromise their claims to return to lost homes in Israel.Palestinians in Syria are descendants of hundreds of thousands of Palestinians who fled or were driven from their homes in the war that followed Israel's creation in 1948. Uprooted Palestinians and their offspring, now numbering several million people, cite U.N. resolutions in claiming the right to return to the property they left behind.Abbas said he asked U.N. chief Ban Ki-moon last month to seek Israeli permission to bring Palestinians caught in Syria's civil war to the Palestinian territories. The request came after fighting between Syrian troops and rebel fighters in Yarmouk, the largest Palestinian refugee camp in Syria. About half of the camp's 150,000 residents have fled, according to a U.N. aid agency.Abbas told a group of Egyptian journalists in Cairo late Wednesday that Ban contacted Israel on his behalf.Abbas said Ban was told Israel "agreed to the return of those refugees to Gaza and the West Bank, but on condition that each refugee ... sign a statement that he doesn't have the right of return (to Israel).""So we rejected that and said it's better they die in Syria than give up their right of return," Abbas told the group. Israel president warns of new Palestinian uprising

JERUSALEM (AP) — Israel's president has warned that the Palestinians are liable to launch a new uprising if the Jewish state doesn't do more to try to reach a peace accord, stepping up his criticism of Prime Minister Benjamin Netanyahu ahead of Jan. 22 elections.The presidency in Israel is a ceremonial position and presidents generally refrain from political statements. But this was the second time in less than two weeks that President Shimon Peres' criticism of Netanyahu's approach to the Palestinians has found an international platform."If there is no diplomatic decision, the Palestinians will go back to terror. Knives, mines, suicide attacks," Peres was quoted as saying in Wednesday's edition of the New York Times magazine."Even if the local inhabitants do not want to resume the violence, they will be under the pressure of the Arab world," he said, adding that most of the world is likely to support the Palestinians, not Israel.Palestinian President Mahmoud Abbas has said that as long as he is in charge in the West Bank, he will not permit a repeat of the armed uprising against Israel that erupted in 2000 and triggered harsh Israeli retaliation.However, Israeli-Palestinian talks have been frozen for four years, with Netanyahu and Abbas unable to agree on the terms for renewing them, and Abbas' self-rule government is mired in a deep financial crisis. Some fear that the general malaise could provide fertile ground for a new Palestinian revolt.In the Palestinian refugee camp of Balata, more than 30 masked men armed with assault rifles paraded in the streets Thursday. New strain of norovirus spreads around the world

LONDON (Reuters) - A new strain of the winter vomiting disease norovirus has spread to France, New Zealand and Japan from Australia and is overtaking all others to become the dominant strain in Britain, health officials said on Wednesday.The norovirus variant, known as Sydney 2012, was identified in a scientific paper last week and Britain's Health Protection Agency (HPA) said genetic testing showed it was now causing more cases in England and Wales than other strains.Sydney 2012 does not carry worse symptoms than others but, like other norovirus strains, it can cause violent and projectile vomiting, diarrhea and sometimes fevers, headaches and stomach cramps.Norovirus cases have risen earlier than expected this winter in Britain, across Europe, Japan and other parts of the world.Although norovirus mostly causes just a few days of sickness, it is responsible for millions of infections every year and is notorious for its ability to evade control.In the United States, the Centers for Disease Control and Prevention say norovirus causes 21 million illnesses a year, with 70,000 cases requiring hospitalization and around 800 ending in death.
Ian Goodfellow, a scientist who has studied norovirus for 10 years, describes it as "the Ferrari of the virus world" and "one of the most infectious viruses of man".Latest HPA data showed a dip in reported norovirus cases over the Christmas period - something scientists had predicted - but with 4,140 cases so far in England and Wales, infections are still 63 percent higher than at this time last year.For every laboratory-confirmed case, scientists estimate there are 288 unreported cases, since the vast majority of people affected don't go to a doctor. This means the number affected so far in Britain is more than 1.2 million."The emergence of a new strain does not mean that it causes more serious illness, and managing outbreaks and those with the illness remains the same," said David Brown, director of the virology reference department at the HPA."Noroviruses mutate rapidly and new strains are constantly emerging. At the start of the season it is normal for outbreaks to be caused by a range of different strains. Boston declares health emergency amid U.S. flu outbreak

BOSTON (Reuters) - With flu cases in this city up tenfold from last year, the mayor of Boston declared a public health emergency on Wednesday as authorities around the United States scrambled to cope with a rising number of patients.U.S. health authorities say the flu arrived about a month earlier than usual this year, and the flu strain making most people sick - H3N2 - has a reputation for causing fairly severe illness, especially in the elderly.As a result, hospitals around the country have been forced to find additional space to treat the ill, and some have had to turn people away.Mayor Thomas Menino said the number of reported infections in Boston is already 10 times higher than last season's reported caseload, and said the city would begin offering free flu vaccinations on Saturday in an effort to stem the spread."The latest reports show an increasingly tough flu season," Menino told reporters. He urged residents to get vaccinated, saying, "We are less than halfway through the flu season."Part of the alarm this year, experts say, is that the flu seems so much worse when compared to last year's very late and very mild flu season, in which hospitalization rates were low."That is in the recent memory of many people. They can tend to underestimate the effects of flu, but it puts several hundred thousand people in the hospital every year. It can kill up to 50,000 people every year, and there are certain groups -- people with underlying medical conditions, the elderly and the very young -- who are at risk for severe illness from flu," said Dr. Michael Jhung, a flu expert at the U.S. Centers for Disease Control and Prevention.Although it varies widely from year to year, the flu season typically starts in December, builds to a peak in January or February and fades away by late March or early April.The CDC does not track all cases of flu. Instead, it measures the percentage of people who are going to their doctor complaining of influenza-like illness.As of last Friday, the proportion of people visiting their doctor with flu symptoms had climbed from to 5.6 percent, up from 2.8 percent a month earlier. That compared with 2.2 percent at the peak of last year's mild flu season and 7.7 percent at the peak of the 2009 H1N1 swine flu pandemic."This is a bad year. There's no question about it," said Dr. William Hanage, an associate professor of epidemiology at the Harvard School of Public Health."It's going to be, at minimum, moderately severe," Hanage said, adding that the outbreak looks less severe than in 2009 when the dominant strain was the H1N1 swine flu.The CDC recommends that everyone over six months of age get a flu shot, especially people in high-risk groups, such as those under 5 or over 65 and people with chronic medical conditions, such as asthma or heart disease.
HOSPITALS STRAINED
In Illinois last week, large numbers of sick people overwhelmed some hospitals, and 24 facilities had to turn away some sick people, more than triple the seven hospitals that turned patients away in the same week last year."We've been told that a lot of it has been due to upper respiratory, influenza-type illnesses. Not 100 percent of it. But there are indications that a lot of it is flu-related," said Melaney Arnold, a spokeswoman for the Illinois Department of Public Health.Lehigh Valley Hospital, outside Allentown, Pennsylvania, on Tuesday set up a large tent outside its emergency room, which it is using to see patients who arrive with less-severe flu cases, said hospital spokesman Brian Downs."What we're trying to do is sort of help some of that extra burden that is put on the emergency room because of the extra patients that are coming in with flu," said Downs, who estimated that daily visits to the hospital's emergency department are up about 30 percent due to the flu.In Maine, health authorities reported a "significantly higher" than normal number of flu cases and warned residents this week to expect flu activity to remain high for the next few weeks.In North Carolina, flu activity has been recorded at the highest levels in a decade with 14 deaths. Many hospitals there have tightened restrictions on visitors. One company, Carolinas HealthCare System, said it would restrict most visitors under age 12 from Charlotte-area hospitals starting on Thursday after a spike in emergency department visits for flu-like symptoms.In Weymouth, Massachusetts, outside Boston, South Shore Hospital received approval from state regulators to move patients ahead of schedule into 10 rooms it was renovating to accommodate the influx.Job-consulting firm Challenger, Gray & Christmas warned that the weak economy could cause the outbreak to spread more quickly because some Americans are reluctant to stay home from work."Whether it is motivated by job security or a desire to continue making a contribution in an overburdened workplace, "presenteeism," as it has come to be called, only spreads illness to more workers and further damages the employers' ability to meet demand," said John Challenger, the firm's chief executive.

COOMA, Australia (AP) — Record temperatures across southern Australia cooled Wednesday, reducing the danger from scores of raging wildfires but likely bringing only a brief reprieve from the summer's extreme heat and fire risk.Australia had its hottest day on record Monday with a nationwide average of 40.33 degrees Celsius (104.59 degrees Fahrenheit), narrowly breaking a 1972 record of 40.17 C (104.31 F). Tuesday was the third hottest day at 40.11 C (104.20 F). Four of Australia's hottest 10 days on record have been in 2013."There's little doubt that this is a very, very extreme heat wave event," said David Jones, manager of climate monitoring and prediction at the Bureau of Meteorology."If you look at its extent, its duration, its intensity, it is arguably the most significant in Australia's history," he added.Cooler conditions brought relief to firefighters, who were battling around 200 fires across Australia's southeast, and gave them the chance to build earth breaks to try to contain the blazes. The risk from fire was expected to increase later in the week as temperatures again rise.No deaths have been reported from the wildfires, although around 100 people haven't been accounted for since last week when a blaze destroyed around 90 homes in the Tasmanian town of Dunalley, east of the state capital of Hobart. On Wednesday, police spokeswoman Lisa Stingel said it was likely most of those people simply haven't checked in with officials.Survivors have told stories of swirling flames, toxic fumes and desperate escapes.Tim Holmes fled his burning home near Dunalley on Friday with his wife Tammy and five grandchildren, aged 2 to 11, and took shelter in the sea beneath a wooden jetty."The difficulty was there was so much smoke and embers and there was probably 200 millimeters to 300 millimeters (8 to 12 inches) of air above the water," Holmes told Australian Broadcasting Corp. television on Monday."So we were all just heads; water up to our chins just trying to breathe because it was just — the atmosphere was so incredibly toxic," he added.The fires have been most devastating in Tasmania, where at least 128 homes have been destroyed since Friday and more than 80,000 hectares (198,000 acres) burned. Hundreds of people remain at two evacuation centers in the state's south.
"People have lost everything. We can't comprehend that devastation unless we are in their shoes," Tasmanian Premier Lara Giddings said.In Victoria state, north of Tasmania, a fire injured six people, destroyed nine homes and caused the evacuation of the farming community of Carngham west of the city of Ballarat, the Country Fire Authority said.In New South Wales, Australia's most populous state, firefighters were battling 141 fires, including 31 that had not yet been contained. Fires burning out of control near the towns of Cooma, Yass and Shoalhaven were the most concerning.Wildfires are common during the Australian summer. Fires in February 2009 killed 173 people and destroyed more than 2,000 homes in Victoria.
Jones, the meteorologist, said the current heat wave was a progression from the last four months of 2012, which were the hottest September-December period on record.With Wednesday's cool-down in southern Australia, the national capital, Canberra, dropped from a high of 36 C (97 F) on Tuesday to 28 C (82 F) and Sydney dropped from 43 C (109 F) to 23 C (73 F).Jones expected that Wednesday would also rank among Australia's hottest days when the national temperatures are calculated. That's because the extreme heat has shifted from the heavier populated south to northern and central Australia.The bureau forecast above average temperatures for the remainder of the summer, compounding the fire danger created by a lack of rain across central and southern Australia over the past six months."It is going to be very challenging," Jones said of the wildfire danger.The U.S. government announced on Tuesday that 2012 had been the United States' hottest year on record.A brutal combination of a widespread drought linked to a La Nina weather event and a mostly absent winter pushed the average annual U.S. temperature last year up 0.6 C (1.08 F) above the previous record set in 1998 to 12.96 C (55.32 F).The same La Nina brought flooding rains to much of Australia in the cool first half of 2012. Australian heat wave sears new colors onto maps

SYDNEY (Reuters) - Australia's record-breaking heatwave has sent temperatures soaring, melting road tar and setting off hundreds of wildfires - as well as searing new colors onto weather maps.The Australian Bureau of Meteorology has added dark purple and magenta to its color-coded weather forecasting map to represent temperatures of 51 to 54 degrees Celsius (123.8 to 129.2 Fahrenheit), officials said.
Temperatures on the map were previously capped at 50 degrees Celsius, represented by the color black.
"In order to better understand what temperatures we might see ... we introduced two new colors," said Aaron Coutts-Smith, manager of climate services at the Bureau of Meteorology.Forecast models have predicted a large area of temperatures of over 50 for next Monday, he added.Australia's average maximum temperature has exceeded 39 degrees Celsius for a record-breaking seven consecutive days. The previous record of four consecutive days above that level was in 1973.The hottest temperature recorded on Monday was in the South Australian outback town of Oodnadatta, where the mercury topped out at a scorching 48.2 degrees Celsius - forcing the local petrol station to stop selling fuel after it started vaporizing.(Reporting By Thuy Ong, editing by Elaine Lies and Paul Tait)
