New EU budget draft seeks cuts in farm aid, cohesion

BERLIN - New member states and France are set to lose most from a fresh EU budget proposal slashing €75 billion from proposed 2014-2020 spending, but Britain still wants more cuts or it will veto the deal at a summit next week.Drafted by EU Council chief Herman Van Rompuy, the new "negotiating box" seeks cuts in almost all areas, with farm subsidies - which France benefits from the most - slashed by €21.5 billion compared to the initial EU commission proposal of €1 trillion overall for the seven-year period.Funds for infrastructure and enterprises to help eastern member states to catch up with the West - so-called cohesion policy - is also set to receive €17 billion less than planned.Neither French nor Polish diplomats were happy about the draft."It is clearly not what we wanted," one source told this website. Paris has already slammed a previous compromise tabled by the Cypriot EU presidency, which had sought smaller cuts in farm subsidies.
For his part, Polish Prime Minister Donald Tusk is currently busy shuttling between Brussels and Berlin in his bid to make the case for the "Friends of cohesion" - a group of countries benefiting the most from regional spending."Germany as a net payer has clearly a different view than Poland and the Friends of cohesion, but we have always been able to find common ground," Tusk said on Wednesday (14 November) at a joint press conference with Chancellor Angela Merkel."Germany wants big cuts, but Poland says these cuts should be more balanced, to protect this growth mechanism that is cohesion policy," he added.Merkel said she is willing to seek a compromise next week and warned that having no deal on the seven-year budget would damage EU credibility."Even if we are net payers, it is not our goal not to have a deal. We will do our best to reach an agreement, one that is fair for everyone," she said.A German government spokesman earlier in the day welcomed the Van Rompuy text."It is a good thing to have compromise proposals, we are now in the hot phase ahead of the summit and we all have an interest in reaching a deal next week," Merkel's spokesman Steffen Seibert told a press conference.The current proposal is closer to what Germany first had in mind - €120 billion less than what the commission tabled."I think in the end we'll get a deal on cuts of around €100 billion," one Cypriot diplomat told this website. Asked why Cyprus earlier proposal only went called for cuts of €50 billion, he replied it was "negotiating tactics.""The key to the deal is Britain," the source added.As for British sensitivities, the draft goes nowhere near what would be acceptable for Prime Minister David Cameron not to use his veto."We think it's still too high and the cuts don't go far enough. It will be difficult to get a deal," a British source said.Sweden has also said it is unhappy with the proposal, which seeks to reduce the Swedish rebate by some €25 million while leaving Britain's multyi-billion-euro rebate untouched.

Europe's cities hit by anti-austerity protests

BRUSSELS - Many of Europe's capital cities ground to a halt on Wednesday (14 November) with a series of anti-austerity marches and co-ordinated strikes.The demonstrations, which amount to the biggest pan-European attack on tough austerity budgets across a number of EU countries, were organised as part of a 'European day of action and solidarity' by the European Trade Union Congress (ETUC).More than 80 people were arrested during riots in Madrid. Violence also flared up in Milan and Rome, with riot police firing rubber bullets at protesters.Elsewhere hundreds of flights and trains were cancelled in Spain and Portugal after unions held their first coordinated general strike.Bernadette Ségol, the ETUC general secretary, said that "by sowing austerity, we are reaping recession, rising poverty and social anxiety".
"People's exasperation is reaching a peak," she added.The ETUC reiterated its demand for a legally binding protocol on social policy to be included in any new EU treaty change. A declaration adopted by the ETUC executive committee stated that the budget cuts were "dragging Europe into economic stagnation...as well as the continuing dismantling of the European social model:"In Brussels, several thousand demonstrators marched from Place Luxembourg outside the European Parliament to the European Commission and Council buildings on Schuman Rondpoint calling for an end to 'casino capitalism' and more social protection for those in work. Further protests were planned in the evening.Trade unionist marchers were led by the Centrale Nationale des Employés (CNE), which represents 180,000 members. MEPs and officials from the leftist Gue/NGL group and Socialist and Democrat group also had delegations on the march.GUE/NGL President Gabi Zimmer commented that "today's mobilisations show the need and popular appetite for a radical change of course."It is time for economic, democratic, and social solidarity in the EU, not the further aggravation of inequality and social injustice," she added.Meanwhile, Phillip de Buck, who leads the pan-European business lobby BusinessEurope, said that the unrest would damage the economy. The United Nations Security Council held a closed-door meeting on Wednesday evening to discuss the escalating conflict in Gaza and Israel’s south.Both the Israeli and Palestinian envoys were given permission to attend and speak in the emergency session, which was convened at Egypt’s request.Israeli envoy Ron Prosor defended Israel’s decision to launch an offensive on Gazan terror groups following a four-day volley of rocket fire on towns in the south of Israel.“We have demonstrated maximum restraint for years, but the Israeli Government has a right and a duty to respond to these attacks,” he told the council. “Israel will not play Russian Roulette with the lives of our citizens.”He added no one complained when Palestinians were “raining rockets on Israeli civilians,” and that no nation would tolerate that.“Hamas has turned Gaza into a dump of ammunition and weapons supplies brought in from Iran,” he said.Prosor said some of the representatives on the council support Israel’s “right of self-defense and condemned the indiscriminate shooting of rockets upon innocent Israeli citizens.”Palestinian envoy Riyad Mansour slammed Israel for its offensive against Hamas targets in the Gaza Strip. Some 50 airstrikes were carried out against military targets in the Palestinian enclave, leaving at least 10 dead, including Hamas military chief Ahmed Jabari.Mansour said Israel was “vulgarly and publicly boasting about its willful killing of Palestinians” after taking out Jabari, whom Prosor had characterized as a “mass murderer” hours earlier.“Once again the international community is witness to Israel’s malicious onslaught, using the most lethal military means and illegal measures against the defenseless Palestinian civilian population,” Mansour, told the Security Council, according to a text of his speech given to reporters.  ”A direct firm message must be sent to Israel to cease immediately its military campaign against the Palestinian people and to abide … by its obligations under international law.”He added that Israel was preparing a ground offensive and fear and panic were spreading throughout the Strip.

Prime Minister Benjamin Netanyahu on Wednesday night announced the onset of a broad aerial and naval bombardment of Hamas targets in the Gaza Strip, and said the country’s military was ready to widen its operations until its objectives were reached.Netanyahu’s national security cabinet also announced it had tasked the Israel Defense Forces with calling up extra reserve units, should the need arise, a possible precursor to a wider ground operation.The announcements came hours after an Israeli Air Force strike killed Hamas military chief Ahmed Jabari, the first blow in the army’s Operation Pillar of Defense in Gaza.
“Today we sent a clear message to the Hamas organization and to other terrorist organizations, and should the need arise, the IDF is prepared to broaden the operation,” Netanyahu said at a joint press conference with Defense Minster Ehud Barak. “We will continue to do everything to protect our citizens.”He blamed Hamas for escalating its attacks against civilians, and added that Israel was “not prepared to make peace with a situation in which Israel’s citizens are menaced by the terror of rocket fire.“No country would agree to such a situation; Israel is not prepared to reconcile itself to such a situation.”The Israeli military said it was ready, if necessary, to send ground troops into Gaza. The defense officials who said a ground operation was likely in the coming days spoke on condition of anonymity because they were discussing sensitive military plans.The prime minister reiterated the IDF’s report that Israeli Air Force planes had “damaged strategic targets of Hamas in a precise fashion” and “substantially damaged the launch capabilities of rockets from Gaza” at central and southern Israel.“The terror organizations hurt our citizens with premeditation, while they deliberately conceal themselves behind their own citizens,” he said.Speaking after Netanyahu, Barak told reporters that “the accuracy of the Shin Bet’s information and the sharpness of the IDF’s operation brought about the assassination of Hamas chief of staff [Ahmed] Jabari and the neutralization of Fajr missiles and Hamas’s infrastructures.” He added that most of Hamas’s Fajr long-range rocket arsenal was destroyed in IAF airstrikes.Barak noted that Operation Pillar of Defense would not be completed in “one fell swoop,” but that the objectives would be attained in due time.The defense minister delineated the operation’s objectives as “strengthening deterrence, damaging the rocket arsenal, damaging and hurting Hamas and minimizing injury to the civilians on the homefront of the State of Israel.”“The IDF will receive all of the support to do everything necessary in order to return calm to the South,” Barak said.

In an earlier address to the press, former deputy chief of General Staff Maj. Gen. (res.) Dan Harel said that “Hamas thought [Israel] would not retaliate” to rocket barrages in recent weeks. “They were wrong.”
Hamas has escalated its smuggling of high-quality weaponry recently, Harel explained, and “felt it has enough power to face down Israel,” Harel said. “We are in the early hours of the clash, and where it goes from here depends on Hamas’s activity.”Besides the killing of Jabari, he added, “some of the long-range rockets of Hamas were destroyed. Fighter jets are bombing rocket cylinders buried in the ground. We’re trying to take away [Hamas’] launching capability. Obama and EU Foreign Policy chief Katherine Ashton both expressed understanding, if not support, for Israel's situation, and for the need to break the back of Hamas and other Gaza terror groups that have rained thousands of rockets over the heads of Israelis in the Negev for the past decade.Prime Minister Binyamin Netanyahu spoke to Obama early Thursday, in which “the President reiterated to Prime Minister Netanyahu the United States' support for Israel's right to self defense in light of the barrage of rocket attacks being launched from Gaza against Israeli civilians," a White House statement said. "The President urged Prime Minister Netanyahu to make every effort to avoid civilian casualties."The statement said Obama and Netanyahu agreed that Hamas needed to stop attacks on Israel to "allow the situation to de-escalate." Obama and Netanyahu spoke after the Israeli leader, who has had a rocky relationship with the current US administration, briefed Vice President Joe Biden on the latest events in Gaza.Obama also spoke with Egyptian leader Mohammed Morsi, stressing Egyp's "central role in preserving regional security," the White House said. "In their conversation, President Obama condemned the rocket fire from Gaza into Israel and reiterated Israel's right to self-defense," the White House statement said.The UN Security Council, at an emergency closed session, discussed the situation in Gaza without coming to any decisions. But during the meeting, U.S. Ambassador to the UN strongly defended Israel, saying that said there was no justification for the violence that "Hamas and other terrorist organizations" are aiming at Israel.“We call on those responsible to stop these cowardly acts immediately,” Rice said, adding that the rocket attacks were harming efforts to end the Middle East conflict and create a PA state. “Hamas claims to have the best interests of the Palestinian people at heart, yet it continues to engage in violence that does nothing but set back the Palestinian cause," said the US ambassador, who is considered a frontrunner to become the next US secretary of state. IDF spokesman, Brigadier General Yoav (Poly) Mordechai held a press conference Wednesday night and addressed the military operation in Gaza. He said the operation was launched "After a long period of several years of unbearable fire aimed at residents of the south, which has intensified even more in recent weeks, including launches aimed at communities in the South and attacks against IDF forces."Mordechai said that so far, the IDF has attacked dozens of targets, and noted that "the IDF operates with pinpoint accuracy to try to make as clean a hit as possible, but unfortunately some of the weapons are located near kindergartens and mosques. An orchard is intende for oranges, not weapons, and a school is intended for studies and not weapons. A mosque is intended for prayer and not weapons."Mordechai said that he expects further operations in the coming days, saying, "We expect that in the coming days the challenge will be very difficult and there will be rockets shot at southern Israel. I encourage all members of Hamas not to walk around above ground.”On its Facebook page, the IDF wrote, “We recommend that no Hamas operatives, whether low level or senior leaders, show their faces above ground in the days ahead.”Below the message was a picture of Jaabari with the word “eliminated” stamped across it.Ahmed Jaabari, head of Hamas' military wing, was killed in an Israeli airstrike in Gaza Wednesday afternoon.

Hamas rocket kills three in Israel, wider war looms

GAZA (Reuters) - Hamas fired dozens of rockets into southern Israel on Thursday, killing three people, and Israel launched numerous air strikes across the Gaza Strip, threatening a wider offensive to halt repeated Palestinian salvoes.Israeli police said the three died when a Palestinian rocket hit a four-story building in the town of Kiryat Malachi, some 25 km (15 miles) north of Gaza. They were the first Israeli fatalities of the latest conflict to hit the coastal region.Israel on Wednesday assassinated Hamas's military mastermind and shelled the enclave from the land, sea and air, killing 13 people, including five militants, three children and a pregnant woman. More than 100 were wounded.The U.N. Security Council held an emergency meeting late on Wednesday to discuss the Israeli assault. It called for a halt to the violence, but took no action.
Expecting days or more of fighting, Israel warned Hamas that all its men were in its sights and dropped leaflets in Gaza telling residents to keep their distance from militants and Hamas facilities."The leaflets stress that Hamas is dragging the region toward violence, and that the IDF is prepared to defend the residents of the State of Israel until quiet is restored to the region," the military said in a statement.Israel weathered censure from influential Arab powers Egypt and Qatar. The United States condemned Hamas, shunned by the West as an obstacle to peace for its refusal to renounce violence and recognize Israel.Hamas has said the killing of its top commander, Ahmed Al-Jaabari, would "open the gates of hell" for Israel. GAZA CITY, Gaza Strip (AP) — Israeli aircraft, tanks and naval gunboats pounded the Hamas-ruled Gaza Strip and rocket salvoes thudded into southern Israel on Thursday as terrified residents on both sides of the frontier holed up at their homes in anticipation of heavy fighting on the second day of Israel's offensive against the Palestinian militants.The operation, launched in response to several days of rocket fire from the coastal territory, was Israel's most intense attack on Gaza since its full-scale war there four years ago.It started with the assassination Wednesday of Hamas' top military commander, deepening the instability gripping the Mideast. Israel's already strained relations with Egypt's new Islamist government frayed even further as Cairo recalled its ambassador in response to the Israeli military operation.Just days earlier, Israel was drawn into Syria's civil war for the first time, firing missiles into its northern neighbor for the first time in four decades after stray mortar fire landed in Israeli-occupied Syrian territory.The assassination of Hamas mastermind Ahmed Jabari was followed by a wave of Israeli airstrikes on more than 100 militant targets. The air attacks continued steadily into early Thursday, targeting the armed group's training facilities and rocket launchers.
Ten Palestinians, including two young children and seven militants, were killed Wednesday and more than 93 were wounded. Early on Thursday, Israel targeted a motorcycle carrying a rocket squad, killing one militant and wounding two, a Palestinian health official said. The Israeli military had no immediate confirmation of the report.Tank shells and naval gunfire backed up the air onslaught. Few in the territory's largest urban area, Gaza City, came out following the call for dawn prayers, and the only vehicles plying the streets were ambulances and media cars.One of the airstrikes Wednesday destroyed a two-story house, sending rubble flying within a radius of about 500 meters (yards). It shattered windows on nearby buildings, collapsed walls, knocked down a tree and cut electricity wires and telephone cablesWajdi Ali, a 52-year-old teacher who lives a couple of buildings down the street, said the explosion was so powerful it threw him across his living room."By killing Jabari, Israel has cocked the trigger and fired at itself," he said. "No one knows when this dark chapter is going to end. I am sure that dark days await us, and them as well."Gaza schools were ordered closed until the operation ends, and most of the territory's 1.6 million people were expected to hunker down close to home, venturing out only to buy food, fuel and other basic supplies. Hamas announced a state of emergency in Gaza, evacuating all its security buildings and deploying its troops away from their locations.Israeli aircraft dropped leaflets on several locations in Gaza early Thursday, warning Gazans to stay away from Hamas, other militants and their facilities.The Israeli military said that the Hamas fighters and other militant factions, undeterred by the air attacks, bombarded southern Israel with more than 70 rockets after the operation began. Israel's newly deployed Iron Dome missile defense system, developed as a response to the short-range rockets from Gaza, intercepted two dozen of them, military spokeswoman Lt. Col. In all, the military estimated Hamas had 10,000 rockets and mortars in its arsenal before the military operation began.In a nationwide address, Prime Minister Benjamin Netanyahu said Israel could no longer stand repeated attacks on its southern towns. Days of rocket fire have heavily disrupted life for some 1 million people in the region, canceling school and forcing residents to remain indoors."If there is a need, the military is prepared to expand the operation. We will continue to do everything to protect our citizens," Netanyahu declared late Wednesday.The Israeli military was cleared to call up special reserve units — a sign the operation might broaden.For the past four years, Israel and Hamas have largely observed an informal truce. But in recent weeks, the calm has unraveled in a bout of rocket attacks from Gaza and retaliatory Israeli airstrikes. From Israel's perspective, Hamas escalated the situation with two specific attacks in recent days: an explosion in a tunnel along the Israeli border and a missile attack on an Israeli military jeep that seriously wounded four soldiers.Earlier this week, Israeli defense officials warned they were considering resuming their controversial practice of assassinating senior militants. Wednesday's killing of Jabari was an indication they were serious. Israel has refrained from such attacks, which have drawn international condemnations, since its January 2009 offensive in Gaza.Hamas officials had brushed off the Israeli threats, and Jabari, contrary to form, was driving in broad daylight when his vehicle was hit.
The Hamas military chief had long topped Israel's most-wanted list, blamed for masterminding a string of deadly attacks that including a bold, cross-border kidnapping of an Israeli soldier in 2006. He also was believed to be a key player in Hamas' takeover of Gaza in 2007 from a rival Palestinian faction, the Western-backed Fatah movement.The Israeli military released a black-and-white video of the Jabari airstrike, showing a sedan moving slowly along a road before going up in flames in an explosion so powerful that a large chunk of the vehicle flew high into the air.Crowds of people and security personnel rushed to the scene of the strike, trying to put out the fire that had engulfed the car and left it a charred shell. Plumes of black smoke wafted into Gaza City's skies following other airstrikes. Ambulance sirens blared as people ran in panic in the streets and militants fired angrily into the air.Outside the hospital where Jabari's body was taken, thousands of Gazans chanted "Retaliation!" and "We want you to hit Tel Aviv tonight!""I was sitting on my bed with my grandson when suddenly the wall collapsed on both of our heads," said Mahmoud Bana, a 62-year-old man who was slightly wounded along with his 11-year-old grandson. "We don't know what happened but we know it is going to be a few hard days ahead."In a statement, Hamas' prime minister, Ismail Haniyeh, eulogized Jabari and vowed revenge."We mourn our late leader who walked the path of jihad while he knew the end, either victory or martyrdom," Haniyeh said. "There is no fear among our people and our resistance, and we will face this vicious attack."Advocates say targeted killings are an effective deterrent without the complications associated with a ground operation such as civilian and Israeli troop casualties, and that they also prevent future attacks by removing the masterminds. Critics say they amount to extrajudicial killings and invite retaliation by militants and encourage them to try to assassinate Israeli leaders.
During a wave of suicide bombings against Israel a decade ago, the country employed the tactic to eliminate the upper echelon of Hamas leadership.Hamas accused Netanyahu of launching Wednesday's operation to win votes in the Jan. 22 parliamentary election. But major Israeli parties, including the dovish opposition, all lined up behind Netanyahu.Still, the region has changed greatly since the Gaza offensive four years ago. Neighboring Egypt is now governed by Hamas' ideological counterpart, the Muslim Brotherhood.Israel and Egypt signed a peace accord in 1979. Relations, never warm, deteriorated after longtime Egyptian President Hosni Mubarak was ousted in a popular uprising last year.
