More pressure on Greece as EU finance ministers meet

BRUSSELS - Finance ministers are
meeting in Cyprus to put more pressure on Greece to implement promised
budget cuts, so that bailout payments can resume in November.The informal meeting of finance ministers taking place Friday and
Saturday (14-15 September) in Nicosia was originally expected to be a
"huge event", with Greece's troika report and a possible Spanish request
for more financial assistance to be dealt with.None of that is now expected to happen. The troika of international
lenders (European Commission, European Central Bank and International
Monetary Fund) has just started its mission in Athens, where there is
still no final agreement on the €11.5bn worth of spending cuts that had
to be implemented by end of June.The Greek programme is "massively off track" as one EU diplomat put
it, and Greece will need more money this year than planned, but no
member state, be it Germany, Netherlands or France want to hear about a
third bailout.Instead, what EU officials in Brussels expect is that the troika will
"fudge" the report so that payments from the €130bn bailout can resume
in November and possibly in bigger tranches this year to fill the
billions-strong gap that has emerged amid worsened recession, fewer tax
revenues and privatisations than expected."The bailout money is stretched over the next two years, until 2014,
so they could pay more this year and less in the coming years, as long
as there is no extra money involved, it's fine," one EU source told this
website.Der Spiegel reported on Monday that German Chancellor Angela Merkel
is increasingly of the view that it is better that the troika not shed
too close a light on the state of Greece's finances.With general elections coming up in autumn 2013, Merkel cannot
politically afford to have the idea of a third bailout be seriously
discussed and would rather have the troika embellish the report and find
a way to frontload payments this year to keep the country afloat.But the Washington-based IMF is reluctant to sign off the plan. The
only agreement that seems to emerge so far is to delay the troika report
until after the 6 November, when President Barack Obama stands for
re-election.

Super Typhoon Sanba poses a growing threat to southwestern Japan and South Korea.As of Friday evening, local time, Sanba remains a super typhoon, the
equivalent of a Category 5 hurricane, according to The Joint Typhoon
Warning Center (JTWC). A super typhoon is a storm with maximum sustained
winds of 150 mph or higher.The Japan Meteorological Agency estimates Sanba's central pressure to
fall to 26.58 inches (900 mb), which would allow Sanba's strength to
rank in between Hurricane Rita and Hurricane Katrina from the Atlantic.
Only one typhoon in the western Pacific, Super Typhoon Megi, had a lower
pressure in the past 10 years.Sanba's movement to the north and northwest is expected to continue through at least Saturday.The projected path brings Sanba close to Okinawa, Japan, by Saturday
night, local time. While the island is well-prepared for typhoons,
damage, power outages and flooding are likely."It will be a life-threatening situation for the Ryukyu Islands of
Japan with winds in excess of 100 mph. The worst case scenario for
Okinawa is winds of 120-140 mph," AccuWeather Senior Meteorologist Eric
Wanenchak explained.Okinawa endured a hard hit from Typhoon Bolaven in August and a previous blow from Haikui.
Even well ahead of Sanba, moisture from the typhoon will meet with a stalled front draped across South Korea. With central bank governors present at the meeting, they will discuss the practicalities of how to move from the current, national-based system to the new centralised one."It would be a disaster if we missed this transition, especially since we are still in an economic crisis," one EU diplomat told several journalists in Brussels on Wednesday.As for Spain, with the ECB having announced a bond-buying scheme that could help lower its borrowing costs, market pressure has been alleviated for the moment. BRUSSELS - EU Council chief Van Rompuy on Wednesday (12 September) tabled an 'issues paper' on how to further integrate the eurozone, including a common budget, limited debt mutualisation and a parliamentary assembly.The paper raises more questions than it answers. This is supposed to
"get member states out of the closet on the most sensitive issues," one
EU official told this website.Drafted with the heads of the EU commission, European Central Bank
and Eurogroup of finance ministers, the paper proposes "a central budget
for the euro area" in order to "deal with asymmetric shocks and help
prevent contagion."
It also speaks of "limited common debt issuance." This should only occur "as long as the risk sharing is accompanied with commensurate steps towards common decision-making on budgets that safeguard against moral hazard" - wording that could have come straight out of Berlin.The paper raises questions about the coordinated issuance of sovereign debt. "Could it include requiring approval for debt issuance beyond the limits defined in fiscal programmes or assigning such debt issuance a junior status?" A more controversial idea for the 10 EU countries outside the eurozone is to have a parliamentary assembly formed exclusively of members from the 17 euro nations. Guatemala volcano erupts outside tourist center
ESCUINTLA, Guatemala (AP) — A long-simmering volcano exploded with a
series of powerful eruptions outside one of Guatemala's most famous
tourist attractions on Thursday, hurling thick clouds of ash nearly two
miles (three kilometers) high, spewing rivers of lava down its flanks
and prompting evacuation orders for more than 33,000 people from
surrounding communities.Guatemala's head of emergency
evacuations, Sergio Cabanas, said the evacuees were ordered to leave
some 17 villages around the Volcan del Fuego, which sits about six miles
southwest (16 kilometers) of the colonial city of Antigua, home to
45,000 people. The ash was blowing south-southeast and authorities said
the tourist center of the country was not currently in danger, although
they expected the eruption to last for at least 12 more hours.Hundreds
of cars, trucks and buses, blanketed with charcoal grey cash, sped away

Dozens of people crammed into the backs of trucks. Thick clouds of ash
reduced visibility to less than 10 feet in the area of sugarcane fields
surrounding the volcano. The elderly, women and children filled old
school buses and ambulances that carried them from the area.Authorities
set up a shelter at an elementary school in Santa Lucia, the town
closest to the volcano, and by Thursday night people had started
trickling in. Most were women and children carrying blankets and going

moving into an area of the Atlantic where conditions will be less
favorable for strengthening.Nadine's maximum sustained winds early Friday are just below hurricane strength at 70 mph (110 kph).Nadine
is centered about 800 miles (1,290 kilometers) northeast of the
Northern Leeward Islands and moving north-northwest near 15 mph (24
kph). But the storm is expected to eventually turn toward the northeast,
which would take it farther away from the U.S.In the Pacific,
Tropical Storm Kristy has gotten slightly stronger with maximum
sustained winds near 60 mph (95 kph) but steady weakening is expected to
begin. Kristy is centered about 240 miles (390 kilometers) southwest of

large parts of the U.S. Plains and southern states as the worst U.S.
drought in over five decades expanded its grip on some key farming
states.At least "moderate" levels of drought have now
enveloped more than 64 percent of the contiguous United States, up from
63.39 percent the week before, according to the Drought Monitor, a
weekly compilation of data gathered by federal and academic scientists."This is the greatest extent of drought we've seen all
summer," said Brian Fuchs, a climatologist at the National Drought
Mitigation Center at the University of Nebraska-Lincoln. "The drought is
easing in the east, but we're seeing more of it expand in the Central
Plains, Rockies and Dakotas."The Drought Monitor's measurement of the worst level of
drought, "exceptional", expanded to 6.23 percent of the land area in
the contiguous U.S. for the week ended September 11, up from 6.14

undersea earthquake has hit parts of western Indonesia, but no tsunami
warning was issued and there have been no immediate reports of damage or
casualties.The U.S. Geological Survey says Friday's 6.2-magnitude quake struck at a depth of 12 miles.Indonesia's Meteorology and Geophysics Agency says it was centered

Enraged Muslims in the Sudanese capital Khartoum stormed
the German embassy there, setting it partially on fire and raising an
Islamist banner. The British embassy was also attacked, according to the BBC. The German foreign ministry confirmed all its staff in Khartoum were safe.One person was killed in Lebanon, and five were hurt in Cairo. There were also clashes in Yemen, Tunisia, Iraq and Jerusalem.Iraqi protesters burned US and Israeli flags as thousands of people demonstrated for a second day Friday in cities and towns across Iraq against an anti-Islam film that has sparked outrage in the Muslim world.the biggest protest, thousands of people turned out in the southern port city of Basra, carrying Iraqi flags and shouting slogans including: "There is no freedom [of] abusing the feelings of two billion Muslims."The protesters burned American and Israeli flags, an AFP correspondent said.In Cairo, police fired tear gas at about 500 protesters,
pushing them back from the US embassy. The streets nearby have been
blocked with barbed wire, concrete and police vehicles.
In Lebanon, rioters in Tripoli set fire to a KFC branch. Pope
Benedict XVI was set to visit the country for the fourth time on Friday.In Jerusalem, demonstrations were held after Friday prayers at the Al-Aqsa mosque in the Old City.The protests began peacefully with several hundred people
demonstrating on the plaza that holds both the Al-Aqsa and Dome of the
Rock mosques, chanting, "With our blood and our soul, we will sacrifice for you our Prophet."But clashes broke out between a part of the crowd and
Israeli police as the demonstration moved out of the Old City, with
security forces firing tear gas and stun grenades that injured at least
five people, an AFP correspondent said. Several policemen were reportedly hurt."Israel police are dispersing rioters at Damascus Gate,
rocks and stones are being thrown at them," police spokesman Micky
Rosenfeld told AFP in the early afternoon.Demonstrators appeared to be trying to head to U.S.
diplomatic premises in east Jerusalem, with Israeli police, some on
horseback, seeking to prevent the protest from moving.There was also some Arab rioting in Akko, in northern Israel.In Gaza, thousands of people rallied at demonstrations in
Gaza City and the southern town of Rafah, a day after the ruling Hamas
party urged citizens to turn out for protests after Friday prayers.Protesters waved the flags of the Hamas and Islamic Jihad
movements, and set fire to American flags, chanting "Death, death to
America, death, death to Israel."Hamas prime minister Ismail Haniyeh, in a sermon during
Friday prayers, repeated a call on Washington to apologize for a film,
produced in the United States, which portrays Islam's Mohammed in a
negative way."The US administration should apologize to the Arab and
Islamic nation for this offensive film and bring these criminals to
justice," he said.Haniyeh said the film was the result of "a
Jewish-American-Crusader alliance to ignite a war on Islam and sectarian
strife, particularly in Egypt."The amateur production called "Innocence of Muslims," which
was virtually unheard of before this week, has sparked violent protests
across the Middle East.The U.S. ambassador to Libya and three other US personnel
were killed in a terror attack at the city of Benghazi, and four people

KHARTOUM (Reuters) - Sudanese demonstrators incensed by a film that insults the Prophet Mohammad broke into the German embassy in Khartoum on Friday and hoisted an Islamic flag, while one person was killed in protests in the northern Lebanese city of Tripoli.The obscure California-made production had triggered an attack on the U.S. consulate in Libya's eastern city of Benghazi
that killed the U.S. ambassador and three other Americans on Tuesday,
the anniversary of the Sept 11, 2001 al Qaeda attacks on the United
States.Rallies against the film were also staged on Friday in
Egypt, Yemen, Afghanistan, Malaysia, Bangladesh, Pakistan, Lebanon, Iran
and Iraq.Protesters clashed with police near the U.S. embassy in
Cairo before a nationwide protest called by the Muslim Brotherhood
which propelled Egypt's Islamist president Mohamed Mursi to power.Police in the Sudanese capital fired tear gas to try to
disperse 5,000 protesters who had ringed the German embassy and nearby
British mission. A Reuters witness said police stood by as a crowd
forced its way into Germany's mission.Demonstrators hoisted a black Islamic flag saying in
white letters "there is no God but God and Mohammed is his prophet".
They smashed windows, cameras and furniture in the building and then
started a fire.Staff at Germany's embassy were safe "for the moment", Foreign Minister Guido Westerwelle said in Berlin. He also told Khartoum's envoy to Berlin that Sudan must protect diplomatic missions on its soil.Witnesses said police fired tear gas at thousands of
protesters to stop them approaching the U.S. embassy outside Khartoum.Sudan's Foreign Ministry
had criticized Germany for allowing a protest last month by right-wing
activists carrying caricatures of the Prophet and for Chancellor Angela
Merkel giving an award in 2010 to a Danish cartoonist who depicted the
Prophet in 2005 triggering protests across the Islamic world.
BASHIR UNDER PRESSUREPresident Omar Hassan al-Bashir is under pressure from Islamists who feel the government has given up the religious values of his 1989 Islamist coup.The official body of Sudan's Islamic scholars called for the faithful to defend the Prophet peacefully, but at a meeting of Islamists, some leaders had said they would march on the German and U.S. embassies and demanded the ambassadors be expelled."Tomorrow we will all get out to defend Prophet Mohammad ... We will do this peacefully but with strength," Salah el-Din Awad, general secretary of the scholars' body in Khartoum state told reporters after meeting government officials on Thursday.The Foreign Ministry said in its statement: "The German chancellor unfortunately welcomed this offence to Islam in a clear violation of all meanings of religious co-existence and tolerance between religions."
Sudan used to host prominent militants in the 1990s, such as Osama bin Laden, but the government has sought to distance itself from radicals to improve ties with the West.A Lebanese security source said the man was killed in Tripoli as protesters tried to storm a government building.Earlier, a U.S. fast food restaurant was set alight. Twelve members of the security forces were wounded by stones thrown by protesters, the source said.The protests coincided with Pope Benedict's arrival in Lebanon for a three-day visit.
WASHINGTON'S DILEMMA
Protesters also clashed with police in Yemen, where one
person died and 15 were injured on Thursday when the U.S. embassy
compound was stormed.In Nigeria, where radical Islamist sect Boko Haram has
killed hundreds this year in an insurgency, the government put police on
alert and stepped up security around foreign missions.U.S. and other Western embassies in other Muslim
countries had tightened security, fearing anger at the film may prompt
attacks on their compounds after the weekly worship.The protests present U.S. President Barack Obama
with a new foreign policy crisis less than two months before seeking
re-election and tests Washington's relations with democratic governments
it helped to power across the Arab world.
Obama has vowed to bring those responsible for the
Benghazi attack to justice, and the United States sent warships towards
Libya which one official said was to give flexibility for any future
action.U.S. Secretary of State Hillary Clinton said Washington
had nothing to do with the crudely made film posted on the Internet,
which she called "disgusting and reprehensible", and the Chairman of the
U.S. Joint Chiefs of Staff called a Christian pastor in Florida to ask
him to withdraw his support for it.Protesters in
Afghanistan set fire to an effigy of Obama and burned a U.S. flag after
Friday prayers in the eastern province of Nangarhar.
Directing their
anger against the U.S. pastor who supported the film, tribal leaders in
province also agreed to put a $100,000 bounty on his head.About 10,000 people
held a noisy protest in the Bangladeshi capital. They burned U.S.
flags, chanted anti-U.S. slogans and demanded punishment for the
offenders, but were stopped from marching to the U.S. embassy. There was

BEIRUT (Reuters) - Pope Benedict arrives in Lebanon on Friday to bring a message of peace to a region torn by civil war in neighboring Syria and strained by violent Islamist protests against the United States in Libya and Egypt.While those tensions overshadowed preparations for the religiously sensitive visit, security was low-key in Beirut and the only protests - against a film denigrating the Muslim Prophet Mohammad - were due to take place far from the capital.Even the militant Shi'ite movement Hezbollah
has hung banners along the airport highway greeting Benedict with a
picture of him and texts in Arabic and French saying: "Hezbollah
welcomes the pope in the homeland of coexistence".Nearby, the movement - which Israel and the United States
consider a terrorist group - put up Arabic-only banners for local
consumption with a different message: "Welcome to you in the homeland of
resistance."In Christian districts of the capital, pictures of the
85-year-old pope were plastered in every street and church bells rang

U.S.: Syria must end nuclear stonewalling, conflict no excuse

VIENNA (Reuters) - The United States accused Syria on Friday of using the "brutal repression"
of its people waging an uprising as an excuse not to address U.N.
nuclear watchdog concerns about suspected past illicit nuclear activity
in the Arab state.For its part, Syria insisted at a debate of the governing board of the International Atomic Energy Agency that it had agreed last year with the IAEA on how to handle the issue. This was denied on Monday by the IAEA chief in a speech to the board.The IAEA has long
sought access to a site in Syria's desert Deir al-Zor region that U.S.
intelligence reports say was a nascent, North Korean-designed reactor
designed to produce plutonium for nuclear weapons before Israel bombed
it in 2007.The Vienna-based
watchdog has also been requesting information about three other sites
that may have been linked to Deir al-Zor.IAEA chief Yukiya Amano said earlier this yeart Syria
had asked for understanding of its "delicate situation" in response to
requests for Syrian cooperation with his inspectors' inquiry.President Bashar al-Assad is fighting a 17-month-old revolt in which more than 27,000 people have been killed.U.S. IAEA envoy Robert Wood said Syria's "own
destabilizing actions are no justification for its refusal" to abide by

Syria says Deir al-Zor
was a conventional military facility but the IAEA concluded in May 2011
that it was "very likely" to have been a reactor that should have been
declared to its anti-proliferation inspectors.

materials and persons, including in particular the three additional
sites suspected of having a functional relationship to the clandestine
Deir al-Zor," Wood said.
Syrian Ambassador
Bassam Al-Sabbagh repeated his country's position that Deir al-Zor was
not a nuclear reactor and said an agreement had been reached with senior
IAEA officials last October on an action plan on how to clarify the
matter.According to one
diplomat present, Al-Sabbagh told the board that if Syria could convince
the IAEA that Deir al-Zor was a non-nuclear facility then the issue of
the three other sites was "moot".Amano, the IAEA director-general, did not respond at
Friday's board session, but on Monday he told the opening day of the
week-long board meeting: "I wish to make clear that no agreement was
ever reached on a so-called action plan."The veteran Japanese diplomat later told a news
conference that "some options" had been discussed during the IAEA team's
visit to Damascus last year but that they were rejected after a careful
review by the IAEA."It was not sufficient because the so-called action
plan is limited only to the Deir al-Zor site and Syria was not ready to
discuss other locations," Amano said.The Non-Aligned Movement (NAM) of mostly developing
states said in a statement read out by Iranian Ambassador Ali Asghar
Soltanieh that it welcomed "Syria's resolve to continue cooperating"
