Tropical Storm Isaac is on the verge of becoming a Category 1 hurricane
before it makes landfall, but forecasters say the biggest threat will be the

was also the case from U.S.-led strikes on nuclear facilities in Iraq during the Gulf Wars."I doubt that the
radiation effects would be great," said Hans Blix, a former head of U.N.

Israel, which in 1981 bombed Iraq's Osirak nuclear reactor before it came online, has led international accusations that Tehran is secretly developing atomic bombs."There could be some chemical hazard (from an Israeli

uranium hexafluoride (UF6), which is both toxic and radioactive and can
cause kidney damage. When UF6 comes in contact with moisture it converts
to uranyl fluoride and toxic hydrofluoric acid, in a gas form.Among accidents, in 1986 the rupture of a cylinder at a
uranium enrichment facility run by Sequoyah Fuels Corp. in the United
States released a cloud of UF6, killing one worker and injuring 31

Prime Minister Binyamin Netanyahu has come under political and media
sniping in recent days after it became known that he asked the State
Comptroller's Office for permission to make changes in his personal investment portfolio.
The Opposition Chairman went so far as to speculate that Netanyahu
wants to change his investments so that he can lose less, or gain more,
when he orders an attack against Iran's nuclear weapons facilities.Prime Ministers in Israel are only allowed to give instructions for the handling of their investment portfolio when they enter office,
out of concern that their insider knowledge and influence on world
events could cause conflicts of interest. Tweaking the investment
profile during the term of office requires special permission, which Netanyahu asked for.While the Comptroller agreed to grant Netanyahu permission
to change his investments, Netanyahu subsequently gave up on the idea
when critical voices began to be heard.According to IDF Radio, MK Yariv Levin (Likud)
said that the original request was a legitimate one, in view of the fact
that Netanyahu's government has been in place for almost four years – a
rare occurrence in Israeli politics, where governments usually do not
reach the age of three."The State Comptroller determined clearly that in view of the government's long term in office, updating the instructions to investment managers is a reasonable thing, but it was the prime minister
who decided not to make use of this right," he said. "In view of this,
the opposition's attempt to attack the prime minster is ridiculous…"
Analyst Yaniv Pagot of the Ayalon Group speculated on IDF Radio that Netanyahu was considering the situation in Europe rather than the one in Iran, when asking for permission to tweak his portfolio.
"We think the negative developments in the euro bloc, which are
bringing it to a critical and decisive juncture in recent months, were a
central element in the prime minister's considerations for a
redistribution of assets."
"Netanyahu's step is strange and it holds more than a clue
about his intentions," said Opposition Head MK Shaul Mofaz (Kadima).
"Netanyahu's behavior shows that he is aware of the tremendous risks to
the security of the state and its citizens and the danger that Israel's

Merkel under pressure over ECB banking union role

under mounting pressure from the Bundesbank and the sister party of her
Christian Democrat (CDU) group to block EU plans to make the European
Central Bank the central supervisor of a eurozone banking union.
At the June EU summit leaders indicated that a deal had been reached
to create a eurozone banking union to be supervised by the
Frankfurt-based bank. The EU executive is expected to present
legislative proposals in mid-September. However, the German Chancellor
is under pressure to prevent a further expansion of the ECB’s role in
combating the debt crisis.On Sunday (26 August), Alexander Dobrindt, general secretary of the
Bavarian Christian Social Union (CSU) which partners Merkel’s CDU in the
Bundestag, accused ECB President Mario Draghi of bidding to become “the
currency forger of Europe”.Dobrindt attacked proposals reportedly being considered by the ECB to
set an upper limit for bond yields facing weak members of the eurozone
saying it was an attempt to "finance debt countries through the back
door".Leading board members on the Bundesbank have also piled in.After Bundesbank executive board member Andreas Dombret told a
banking conference on Thursday that supervisory powers would create
"conflicts of interest" and undermine the independence of the bank,
Bundesbank President Jens Wiedmann told Der Spiegal that plans for the
ECB to buy up eurozone sovereign bonds would go beyond the bank's
mandate.They would amount to “state financing via the printing press”, he
said. Although the EU treaty includes provisions to allow the ECB to act
as a "prudential supervisor", it spells out the maintenance of ‘price
stability’ as the bank's primary function.There are long-standing concerns by German central bankers about the
ECB’s actions in response to the sovereign debt crisis. In September
2011, Jürgen Stark, widely regarded as the ‘chief economist’ of the ECB,
resigned in protest at the bank's role in buying Italian and Spanish
bonds in a bid to ease lending costs.One alternative would be to beef up the powers of the newly created EU bail-out fund, the European Stability Mechanism.The ESM has powers to intervene on the bond market written into its
mandate and MEPs and some member states want the fund to be given a
banking license allowing it to directly recapitalize ailing banks.
However, the status of the ESM is still subject to legal debate. The
German constitutional court will rule on whether the ESM treaty is
compatible with the country's constitution, known as 'the Basic Law,' on
12 September.Bundesbank officials have also expressed concerns that they could be outvoted on the ECB’s Governing Council.Under the ECB statute, key decisions on monetary policy made by its
Governing Council require a two thirds majority on a one-member one-vote
basis, with Germany having the same voting power as the likes of Malta
and Luxembourg.However, the voting weights in the ESM are calculated on the basis of
the capital paid in by member states, with countries unable to pay
their share surrendering voting rights. The ESM rule-book also gives
countries a veto over all financial rescue actions which would require
‘mutual agreement’.

in the shocking fact that 120 countries are actively participating in
this controversial gathering in Iran, among them the al-Assad Syrian
dictatorship. Don't count on them to stop Iran's bomb.

There is no doubt that we live in an era of global political
hypocrisy par excellence. An era of deviations and corruption where criminals
preach holiness and terrorists advocate for peace and tranquility. Why
not, when the all criteria for all that is right and wrong have been
distorted and confused.Sadly, the majority of our world rulers
and politicians do not respect the intelligence, dignity, or the
knowledge of the lay citizens and accordingly have no place or any
slight calculations in their conduct.In this context of political madness, insolence and promiscuity the so called "Non-Aligned Movement" 16th Summit kicked off in the Iranian capital,
Tehran, on Saturday August 27/12 under the chairmanship of the Iranian
mullahs. The puzzling question that every sane person is asking, is
there any rational or truth in tagging the Iranian mullahs’ regime as a
non-aligned entity? The irony in this humiliating drama lies in
the shocking fact that 120 countries are actively participating in this
controversial gathering among which is al-Assad Syrian dictatorship, one
of the most criminal, evil and bloody regimes in the contemporary
history.Who can take this summit seriously and even imagine for a
moment that these countries are going to draw up a new peace resolution
to solve the crisis in Syria or to handle nuclear disarmament issues
among many other items on the table? Iran's Foreign Minister Ali
Akbar Salehi, in his delivered opening speech on Sunday, did not waste
any time to give this bizarre summit its real identity and to plainly
expose its actual Axis of Evil agenda. He, with no hesitation, took the
opportunity to criticize the United Nations, arguing that the neutrality
of the world organization is compromised by the inordinate power
assigned to the five permanent members of the Security Council: Russia,
China, France, the United Kingdom and the United States.He is not
happy at all, nor are the Iranian ruling mullahs that the Free World is
struggling to prevent them from owning an atomic bomb, and not about
the economic sanctions that aims to deter them from doing so. He also
called for "Creating a more democratic Security Council and for
important UN reforms."A number of shameful contradicting
disagreements surround the participants, the first is that the UN
Secretary-General Ban Ki-moon himself is expected to attend the six-day
summit, despite protests from the US and Israel, which both called on to
the UN head to stay away from the event.Another actual joke
relates to 'Palestine', as two leaders, President Mahmoud Abbas and
Hamas leader Ismail Haniyeh, have both declared they received and
accepted the Iranian invitation. Syria's Prime Minister Wael Nader is
most likely to represent his country.In actual reality, those
countries who accepted to take part in this mere theatrical summit are
succumbing to Iran's expansionism schemes, its global terrorism, its
threats to all the Arab countries and Israel, its criminal partnership
with the Syrian dictatorship to kill the Syrian people, its bloody and
intimidating hegemony on Lebanon via Hizbullah, its surrogate army, its
global terrorism attacks against Israeli and numerous Western and Arab
citizens officials and institutions, its atomic endeavours that pose an
actual and very serious threat to the whole world.
While Western countries have tried to downplay Iran holding this summit, Iranian officials are not using any cosmetics in using it as a stage to hit out at the US, saying the holding of the 16th NAM Summit in Tehran proves the "failure" of America's "threat and sanction" policy against the oil-rich country. Iranian Deputy Foreign Minister for Arab and African Affairs Hossein Amirabdollahian said the anti-Iran policies of the US-led Western nations are doomed for failure.Amirabdollahian described the presence of heads of states and high ranking delegations of NAM member countries in Tehran as important "under such critical conditions arising from developments in the Middle East and North Africa and its coincidence with Islamic awakening movement" in the region. "The threat and sanction policy [of the US] has failed despite pressures exerted on Iran by the US and some other countries," the official IRNA news agency quoted Amirabdollahian as saying.He also said Iran's hosting of the summit would improve its position in the international circles while the US and European Union are facing a severe financial crisis.Iranian leaders will be boldly using the summit for furthering their propaganda and had already asked many participating countries to oppose all sanctions imposed on their country. The mullahs are also strongly lobbying to secure support for the current Syrian regime lead by the butcher, Bashar al-Assad.It is worth mentioning that The Non-Aligned Movement was founded in 1961, in the middle of the Cold War, by leaders of nations seeking to abstain from taking sides in the global conflict between the West and the Soviet Union.The first Conference of Non-Aligned Heads of State, at which 25 countries were represented, was convened at Belgrade in September 1961, largely through the initiative of Yugoslavian President Tito. He had expressed concern that an accelerating arms race might result in war between the Soviet Union and the USA. Subsequent conferences involved ever-increasing participation by developing countries.The 1964 Conference in Cairo, with 47 countries represented, featured widespread condemnation of Western colonialism and the retention of foreign military installations. Thereafter, the focus shifted away from essentially political issues, to the advocacy of solutions to global economic and other problems.It is ironic for the Non-Aligned Movement which started in Bandung in 1955 with senior figures such as Jamal Abdel-Nasser, to turn into a movement aligning with regimes that practice tyranny against their people and support with all its might other regimes who practice unprecedented killing and oppression, The proof of this lies in the protection offered by some members of the Non-Aligned Movement to the Syrian criminal regime, against the Syrian people's aspirations for liberation and democracy.One cannot find any reason for those Arab leaders attending the summit, especially now that the Iranian regime is their number one threat on all levels. This is a blatant double standard and hypocrisy.Among the participants, Bolivian President Evo Morales, Cuban President Raul Castro, Ecuadorian President Rafael Correa, Egyptian President Mohamed Morsi, Indian Prime Minister Manmohan Singh, Emir of Kuwait Sabah Al-Ahmad, Lebanese President Michel Suleiman, Sultan of Oman Qaboos bin Said al Said, Pakistani President Asif Ali Zardari, Palestinian President Mahmoud Abbas, Senegalese President Macky Sall, Sri Lankan President Mahinda Rajapaksa, Vietnamese Prime Minister Nguyen Tan Dung, Azerbaijani President Ilham Aliyev and Turkish President Abdullah Gul are among the high-ranking guests of the 16th NAM summit in Tehran.In conclusion, this summit of shame, hypocrisy and camouflage will definitely achieve one very dangerous aim. It will give the Iranian terrorist mullahs a message simply saying that the whole world is not going to do anything or take any practical deterrent action against their atomic, terrorism and expansionism schemes, and accordingly they can freely continue with these schemes.

Typhoon kills five Chinese fishermen off South Korea

SEOUL (Reuters) - A typhoon with winds of up to 170 kmh (106 mph) buffeted South Korea's west coast on Tuesday, killing five people at sea and leaving 10 missing when two Chinese fishing vessels capsized.
Typhoon Bolaven barreled up the coast before making landfall in already flood-ravaged North Korea as the impoverished country struggles to feed its 24 million people.A second typhoon was making its way up a similar course
on Tuesday and was expected to hit the peninsula later in the week.Coast guard rescuers pulled 18 surviving fishermen from the Chinese vessels that capsized off the southern island of Jeju and found five bodies, the emergency services said.The storm knocked out power for nearly 200,000 homes in
South Korea and uprooted poles but there was sharply less serious rain
damage than had been feared.China warned of possible flooding in coming days that
could hit corn and soy crops in parts of its three northeastern
provinces.Schools were closed for the day in the South Korean
capital, Seoul, and in the south, but financial markets, industrial and
energy installations and government services operated as usual.Hundreds of international and domestic flights were cancelled.Local news reports
said power was cut briefly to the petrochemical factory complex in

Storm Surge, Rainfall Biggest Concern as Isaac Nears
By ANTHONY CASTELLANO, ALEXANDRA LUDKA and CHRISTINA NG | Good Morning America – 6 hours ago AUG 28,12"One of the things that concerns me is not only is Isaac getting stronger slowly, and we think it's going to become a hurricane today, is it a large system, and the models show the forward speed slowing down, and that's not good, when a large system moves slowly, that means a lot of rainfall," Rick Knabb, director of the National Hurricane Center in Miami, told "Good Morning America" today.As of 5 a.m. ET, the center of the storm was 125 miles southeast of the mouth of the Mississippi River and moving northwest at 12 mph, according to the National Hurricane Center.Knabb and Federal Emergency Management Agency director Craig Fugate say there has been too much focus on New Orleans' bracing for Isaac on the anniversary of Katrina."I think people need to understand this is not a New Orleans storm," Fugate said Monday. "This is a Gulf Coast storm."Despite hurricane warnings extended across more than 330 miles from Louisiana to Western Florida, all eyes are still on New Orleans because this will be its first big test since Katrina. Louisiana has set up shelters and stockpiled more than a million packaged meals, 1.4 million bottles of water and 17,000 tarps.Since the levees failed seven years ago, more than $14 billion have been spent on the 133-mile long floodwalls, spillways, gates and pumps surrounding New Orleans. While officials say the city is more prepared now than it was in 2005, it's still taking no chances when it comes to evacuations.
Fugate and Gov. Bobby Jindal warned people in low-lying areas to get out of Isaac's way."Today is the day," Jindal said Monday. "Today is the final day you should be taking any final precautions. If you want to evacuate, today is the day to do that."Early Monday, 50,000 people had already evacuated from southeast Louisiana's St. Charles parish. In addition, 2,000 jail inmates have been moved out of Isaac's expected path.
Jindal said more than 4,000 National Guardsmen will be mobilized in case of
emergency, but said he does not anticipate having to activate contraflow
highway rules for evacuation purposes.Jindal said President Obama called him Monday to say that the governor's
request for a pre-landfall federal disaster declaration had been approved. The
approval opens up federal funding to potentially help Louisiana cope with any
damage."We are going to need help after the storm as well," Jindal said.
"This is not going to be done just after the storm makes landfall or even
just after the storm leaves Louisiana."Isaac's slow pace means it "could actually cause more damage," the
governor said.He said the storm could batter areas with tropical winds for up to 36 hours
and could dump more than a foot of rain while lingering over some areas.Jindal said he is skipping the Republican National Convention in Florida,
where he had been expected to speak, because of Isaac. "I will not be
speaking or attending the Republican National Convention in Florida. There is
no time for politics here in Louisiana," he said.Fugate warned that Isaac's biggest punch might land in Alabama or
Mississippi. The National Hurricane Center said to expect a storm surge of at
least six feet, with the possibility it could reach up to 12 feet.FEMA activated its command center in Atlanta Monday. Division Director
Ginger Edwards says past disasters are driving prep for this storm."After every disaster we learn new lessons but you know we're
constantly exercising with the states. We're planning with the states and just
becoming more and more, more and more involved and more prepared," said
Edwards.Alabama and Mississippi have also declared a state of emergency.Louis Armstrong New Orleans International Airport said there are no flights
scheduled for today and the airport will not be used as an evacuation shelter.
People will not be allowed to stay in the terminal during the storm, the
airport said in a statement Monday.Isaac will bring welcomed rain to states in the Mississippi River Valley
that have been in severe drought for much of the year.

that hit rocks off South Korea's southern Jeju island. Five fishermen
were killed, officials said.Separately,
at least four other people died as Typhoon Bolaven knocked out power to
hundreds of thousands of South Koreans, canceled flights and
temporarily halted joint war games by U.S. and South Korean military forces.North Korea,
which is still struggling to rebuild from massive floods and a
devastating drought before that, was next in the typhoon's path. Heavy
rain and strong winds hit many parts of the country Tuesday, a day that
was supposed to be a North Korean celebration of its young people.
Off
Jeju island, dangerous waves kept rescue vessels from approaching the
wrecked fishing ships. The coast guard used a special gun to shoot rope
to one ship so officers could pull themselves over and bring the
fishermen back to shore, coast guard spokesman Ko Chang-keon said.Eighteen fishermen survived. The coast guard rescued 12, and the others swam or were washed ashore.South Korea issued a storm warning for the capital, Seoul, as Bolaven
battered the country's south and west, knocking over street lights and
church spires and ripping signs from stores. A large container box
crushed an apartment janitor to death, a woman fell to her death from a
rooftop where she kept dried red peppers and another person died after
bricks hit a house, according to disaster and fire officials. An
80-year-old man died after a small makeshift building fell on him,
officials said.Strong wind gusts left Seoul streets covered with
leaves, garbage and branches. More than 15,000 schools canceled classes,
and businesses and homes taped windows or pasted the glass with wet
newspapers to keep them from shattering.About 1.7 million South
Korean homes and businesses lost power, the National Emergency
Management Agency said, though all but about 200,000 had electricity
restored by Tuesday evening.More than 80 families were left
homeless because of floods or storm damage. Nearly 200 flights were
canceled, 860 hectares (2,130 acres) of farmland were flooded and 32
ships were damaged, the agency said in a statement.In Pyongyang,
Associated Press cameras captured cars splashing through slightly
flooded streets, spraying people on crowded sidewalks who scrambled to
avoid the water. Residents appeared to be going about their daily lives,
though many wore rain boots and jackets, angling their umbrellas to
fight the wind and rain.The bad weather came on North Korea's first Youth Day since new leader Kim Jong Un took over in December.Big rainstorms often mean catastrophe in the North
because of poor drainage, deforestation and decrepit infrastructure.
North Korea is still trying to help people with food, shelter, health
care and clean water after heavy flooding in July, according to a recent
United Nations situation report. More than 170 died nationwide, and
tens of thousands of homes were destroyed in the floods, according to
official North Korean accounts.Many flood victims still live in
tents with limited access to water and other basic facilities, the U.N.
report said, and there is worry about increased malnutrition in coming
weeks. Two South Korean aid groups had been scheduled to visit the North
Korean city of Kaesong for talks Wednesday on flood aid, but the North
on Tuesday canceled the meeting, according to aid group officials. One
of the groups said the North cited strained ties between the two Koreas.Weather
officials had warned that Bolaven would be the strongest typhoon to hit
the region in several years, but its gusts weren't as powerful as
predicted.The typhoon hit the southern Japanese island of Okinawa
on Monday, injuring four people but doing less damage than feared
before moving off to sea. More than 75,000 households lost power.Farther south, another typhoon, Tembin, doubled back and hit Taiwan
three days after drenching the same region before blowing out to sea.
Fierce winds and rain toppled coconut trees in the beach resort town of
Hengchun.In Manila, the
Philippine weather agency reissued typhoon warnings to residents and
fishermen for Tembin, which blew out of the archipelago over the

Warplane attacks on Damascus suburbs kill 60: activists

attacks by at least two fighter planes late on Monday had targeted the
neighborhood of Zemalka and the more easterly suburb of Saqba where Free Syrian Army fighters had attacked and overrun several army roadblocks earlier in the day.Both suburbs are poor and inhabited predominantly by Sunni Muslims, who make up the majority of Syria's population and have been at the forefront of fighting against President Bashar al-Assad.Video footage

planes firing rockets at an apartment building showed people running
away with their children and the six-storey building collapsed like an
accordion.Syrian authorities have banned entry to most foreign

However, even more intense army bombardments followed the helicopter crash, witnesses said."It was flying over the eastern part of the city and firing all morning," an activist calling himself Abu Bakr told Reuters from near where the helicopter came down in the eastern suburbs. "The rebels had been trying to hit it for about an hour," he said. "Finally they did."Video footage carried the sound of people celebrating the helicopter's dive with shouts of "Allahu akbar" (God is great).Although rebel commanders have asked foreign governments for anti-aircraft missiles, Western nations are unwilling to supply such weapons for fear of them falling into hostile hands. Video from campaigners showed 20 bodies on the floor of a mosque, including three children.On Sunday, opposition activists
said they had found about 320 bodies, including some of women and
children, in Daraya, just southwest of Damascus. Most had been killed
execution-style, they said. Videos on the Internet showed rows of bodies
wrapped in sheets. Most seemed to be young men, but at least one video
showed several children who appeared to have been shot in the head. The
body of one toddler was soaked in blood.
At the United Nations, Ban demanded an investigation."The secretary-general is certainly shocked by those

spokesman Martin Nesirky said. "This needs to be investigated

17 Afghans beheaded in insurgent attack on party

(AP) — Insurgents beheaded 17 civilians in a Taliban-controlled area of
southern Afghanistan, apparently because they attended a dance party
that flouted the extreme brand of Islam embraced by the militants,
officials said Monday.The killings, in a district where U.S. Marines have battled the Taliban for years, were a reminder of how much power the insurgent group still wields in the south — particularly as international forces draw down and hand areas over to Afghan forces.The
victims were part of a large group that had gathered late Sunday in
Helmand province's Musa Qala district for a celebration involving music
and dancing, said district government chief Neyamatullah Khan. He said the Taliban slaughtered them to show their disapproval of the event.All
of the bodies were decapitated but it was not clear if they had been
shot first, said provincial government spokesman Daoud Ahmadi.Information
was only trickling out slowly because the area where the killings
occurred is largely Taliban controlled, Khan said. The Taliban spokesman
for southern Afghanistan could not be reached for comment.Many
Afghans and international observers have expressed worries that the
Taliban's brutal interpretation of Islamic justice will return as
international forces withdraw. Under the Taliban, who ruled the country
from 1996 to 2001, all music and film was banned as un-Islamic, and
women were barred from leaving their homes without a male family member
as an escort.Helmand is one of the areas seeing the largest
reduction in U.S. troops, as the force increase ordered up by President
Barack Obama departs. The U.S. started drawing down forces from a peak
of nearly 103,000 last year, and plans to have decreased to 68,000
troops in country by October.
One of the most worrying trends to accompany the drawdown has been a surge in attacks by Afghan forces against their international allies, and another shooting came on Monday morning, though it appeared to be accidental.Two American soldiers were shot and killed by one of their Afghan colleagues in the east, military officials said, bringing to 12 the number of international troops — all Americans — to die at the hands of their local allies this month.But Afghan officials said Monday's attack in Laghman province was a separate case from the rash of recent insider attacks on international forces, because it appeared to have been unintentional.The incident unfolded when a group of U.S. and Afghan soldiers came under attack, said Noman Hatefi, a spokesman for the Afghan army corps in eastern Afghanistan.
