Vatican leakers say cardinals among plotters in scandal

VATICAN CITY (Reuters) - The worst crisis in Pope Benedict's pontificate deepened on Monday when Italian media said at least one cardinal was among those suspected of leaking sensitive documents as part of a power struggle at the top of the Church.The scandal exploded last week when within a few days the pope's butler was arrested for leaking documents, the head of the Vatican's own bank was abruptly dismissed and a book was published alleging conspiracies among the cardinals or "princes of the Church".
Newspapers, quoting insiders who had themselves leaked documents, said the arrested butler was merely a scapegoat doing the bidding of more powerful figures in the scandal, which has been dubbed "Vatileaks".
Documents passed to Italian journalists accuse Vatican insiders of cronyism and corruption in contracts with Italian companies. La Stampa daily quoted one of the alleged leakers as saying the goal was to help the pope root out corruption.On Saturday, Paolo Gabriele, 46, Pope Benedict's personal butler, was formally charged with stealing confidential papal documents. But leakers quoted by La Stampa, La Repubblica and other media said the leaking plot went much wider."There are leakers among the cardinals but the Secretariat of State could not say that, so they arrested the servant, Paolo, who was only delivering letters on behalf of others," La Repubblica quoted one alleged whistleblower as saying.The Secretariat of State is run by Cardinal Tarcisio Bertone, the pope's powerful right-hand man, and the scandal appears to involve a power struggle between his allies and enemies, reminiscent of Renaissance conspiracies in the Vatican.
It has been brewing for months, but since it burst into the open it has shaken the very heart of the Roman Catholic Church.Aides say the pontiff is "saddened and pained" by the events. His critics say a lack of strong leadership has opened the door to infighting among his powerful aides - and potentially to the corruption alleged in the leaked documents.Many Vatican insiders believe the butler, who had access to the pope's private apartment, could not have acted alone. He is being held in a "safe room" in the Vatican police station and has been charged with aggravated theft.Now known in Vatican statements as "the defendant" - he was until Wednesday night the quiet man who served the pope's meals, helped him dress and held his umbrella on rainy days."He did not steal the documents. His role was to deliver documents," La Stampa newspaper quoted the unidentified alleged leaker it interviewed as saying.

WEED OUT CORRUPTION
The Vatican's announcement of the arrest of the butler came a day after the president of the Vatican bank (IOR), Italian Ettore Gotti Tedeschi, was fired by its board of external financial experts, who come from Germany, Spain, the United States and Italy.Gotti Tedeschi's ouster was is a blow to Bertone, who as secretary of state was instrumental in bringing him in from Spain's Banco Santander to run the Vatican bank in 2009.While news of the butler's arrest has filled pages and pages of newspapers in Italy and beyond, the Vatican's own newspaper, L'Osservatore Romano, has ignored the story. Some say this may be because the paper itself has been an instrument in the power struggle between Bertone's allies and foes.Documents leaked over the last few months included letters by an archbishop who was transferred to Washington by Bertone after blowing the whistle on what he saw as a web of corruption in a memo that put a number of cardinals in a bad light. Other documents alleged internal conflicts over the Vatican bank."I feel very sad for the pope. This whole thing is such a disservice to the Church," said Carl Anderson, head of the Knights of Columbus charity group and a member of the board of the Vatican bank who voted to fire Gotti Tedeschi.
Anderson told Reuters the bank president was sacked because of "a fundamental failure to perform his basic responsibilities". Gotti Tedeschi has said he was ousted because he wanted the bank to be more transparent, but Anderson rejected that assertion."Categorically, this action by the board had nothing to do with his promotion of transparency," Anderson said. "In fact, he was becoming an obstacle to greater transparency by his inability to work with senior management."He said the Vatican was aiming to make the OECD's "white list" of states with an adequate level of financial transparency. Vatican sources have pointed to the bank head's very public ouster as an example of the drive to achieve this.Gianlugi Nuzzi, the Italian journalist who has received many of the documents over recent months and last week published a new book called "His Holiness", on Monday criticised the Vatican for rounding up leakers."Surely, arresting someone and rounding up people and treating them like delinquents to stop them from passing on true information to newspapers would cause an uproar in other countries," he said. "There would be a petition to free them."

ROME - An unnamed cardinal is suspected of being a leading mole behind a series of embarrassing leaks of confidential papal documents, the Italian media reported on Monday."A cardinal led the crow," read the headline in Il Messaggero, referring to Pope Benedict XVI's personal butler Paolo Gabriele who was arrested last week in the "Vatileaks" scandal after secret papers were found in his home."The real brains are the cardinals. Then there are the monsignors, secretaries and smaller fry," according to one source quoted by La Repubblica.Gabriele, who has worked at the Vatican since 2006 and was one of a select few with access to the pope's private quarters, was arrested a month after the pope set up a special commission of cardinals to probe the leaks.The documents, splashed in the Italian press and in a book, have shed light on many Vatican secrets, including the Church's tax problems, the funding of Catholic bodies, child sex scandals and negotiations with hardline traditionalist rebels.Although they do not reveal any great surprises, the secret papers have lifted the lid on deep-seated venom among rival figures in the Vatican.Gabriel's arrest was greeted with disbelief as the 46-year-old was known for his devotion and loyalty to the pope and there has been speculation he was a simply a pawn in a game of intrigue and struggle for power inside the Holy See.
One source quoted by La Repubblica said the mole behind the leaks had acted in support of the pope "because the goal was to reveal the corruption within the Church over the past few years"."There are those who oppose Cardian Secretary of State Tarcisio Bertone, those who think Benedict XVI is too weak to lead the Church and those who think this is the right time to move forward," the source said.The source also said the pope was deeply affected by the sacking last week of Vatican Bank president Ettore Gotti Tedeschi following a spate of financial scandals."He (the pope) began to cry and then he became angry and vowed that the truth will come out," the source said.Gotti Tedeschi was ousted on Thursday after no-confidence vote over his failure to clean up the image of the bank and has also been named as a possible source of leaked documents about the institution.

A saddened Pope Benedict marked a difficult Pentecost Sunday as the Vatican braced for a possible widening of the scandal that has seen his butler arrested on charges of stealing private documents in the “Vatileaks” affair.The pope looked weary as he celebrated a mass in St Peter’s Basilica to mark the day when the Church teaches that the Holy Spirit descended on Christ’s apostles, or disciples.Although the day is regarded as the birthday of the Church, earthly celebration was likely to be far from the minds of the 85-year-old pope and the cardinals who flanked him at the basilica’s papal altar.On Saturday his personal butler, Paolo Gabriele, 46, was formally charged with stealing confidential papal documents.The pope made no reference during his two public appearances on Sunday to the scandal or the arrest, which aides said had “saddened and pained” him.But Cardinal Carlo Maria Martini, the former archbishop of Milan and himself once a candidate for the papacy, seemed to speak for many when he said the scandal should prompt the Church “to urgently win back the trust of the faithful”.


The atmosphere in the walled city-state was glum as Vatican sources said they could not rule out more arrests, particularly if Gabriele named any accomplices.

Cardinal Martini, writing in an Italian newspaper, said the pope had been “betrayed” just as Jesus was betrayed 2,000 years ago, and that the Church would have to emerge from the latest scandal cleaner and stronger.Still, few believed that Gabriele, a shy and private man, could have acted on his own and some said he may have been an unwitting pawn in a Vatican power struggle.“Either he lost his mind or this is a trap,” a friend of Gabriele’s in the Vatican told the newspaper La Stampa.“Whoever convinced him to do this is even more guilty because he manipulated a simple person.”While news of Gabriele’s arrest has filled pages and pages of newspapers in Italy and beyond, the Vatican’s own newspaper, L’Osservatore Romano, has ignored the story.Some say this may be because the paper itself has been an instrument in a power struggle involving reciprocal mud-slinging between allies and enemies of the Vatican’s “prime minister”, Secretary of State Cardinal Tarcisio Bertone.“This is a strategy of tension, an orgy of vendettas and pre-emptive vendettas that has now spun out of the control of those who thought they could orchestrate it,” Church historian Alberto Melloni wrote in the Corriere della Sera newspaper.The scandal involves the leaking of a string of documents to Italian media in January and February, including personal letters to the pope.

U.N. Security Council condemns Syria over massacre


AMMAN/UNITED NATIONS (Reuters) - The U.N. Security Council on Sunday unanimously condemned the killing of at least 108 people, including many children, in the Syrian town of Houla, a sign of mounting outrage at the massacre that the government and rebels blamed on each other.Images of bloodied and lifeless young bodies, laid carefully side by side after the onslaught on Friday, triggered shock around the world and underlined the failure of a six-week-old U.N. ceasefire plan to stop the violence.Western and Arab states opposed to Syrian President Bashar al-Assad put the blame for the deaths squarely on the government. But Damascus rejected the charge."The Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of (Houla), near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighborhood," the non-binding statement said.
"Such outrageous use of force against civilian population constitutes a violation of applicable international law and of the commitments of the Syrian Government under United Nations Security Council Resolutions," the statement said.The United Nations believes that at least 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous said.Russia, which along with China has vetoed two Security Council resolutions calling for tougher action against Damascus, said the "tragic" events in Syria deserve condemnation and called for a U.N. assessment of the violence there.Russian Deputy U.N. Ambassador Alexander Pankin said the circumstances surrounding the massacre were "murky" and rejected the idea that the evidence clearly showed Damascus was guilty.The head of the U.N. observer force, General Robert Mood, briefed the council by video link. Pankin said Mood "did not link directly the (army's) shelling with numbers of deaths."U.N. Secretary-General Ban Ki-moon sent the council a letter that appeared to give ammunition to both sides.He said the observers "viewed the bodies of the dead and confirmed from an examination of ordnance that artillery and tank shells were fired at a residential neighborhood." The rebels do not have artillery and tanks.But Ban also said U.N. monitors observed shotgun wounds on some of the bodies, which could indicate close-range attacks by rebels, as Pankin suggested, or could be the result of follow-up attacks by the army after it stopped shelling."While the detailed circumstances are unknown, we can confirm that there has been artillery and mortar shelling," Ban said. "There have also been other forms of violence, including shootings at close range and severe physical abuse."International mediator Kofi Annan and Ladsous are expected to brief the council on Syria on Wednesday.

RUSSIA OPPOSES SANCTIONS
British Ambassador Mark Lyall Grant did not have any doubts about who was responsible for the events in Houla."It seems quite clear that the massacre in Houla was caused by heavy bombardment, by government artillery and tanks," Lyall Grant said. After the council meeting he said it was time for the council to discuss"next steps" - a code word for sanctions."The fact is, it is an atrocity and it was perpetrated by the Syrian government," Lyall Grant said.Russia, however, rejects the idea of sanctioning its ally and has accused the United States and Europe of pursuing Libya-style regime change in Syria, where Assad has been trying to crush a 14-month-old insurgency that began peacefully but has become increasingly militarized.
Syria is home to the Russian navy's only warm-water port outside of the former Soviet Union and is a major purchaser of Russian weapons.Syrian Ambassador Bashar Ja'afari reiterated his government's denial, saying the massacre was committed by "armed terrorist groups" - the Syrian government's term for the rebels. He also dismissed the "tsunami of lies" of the British, French and German envoys, who blamed the government for the massacre."Women, children and old men were shot dead. This is not the hallmark of the heroic Syrian army," Foreign Ministry spokesman Jihad Makdesi told reporters in Damascus.The Houla massacre is among the worst carnage in the uprising against Assad, which has cost about 10,000 lives.In his public comments, Mood has called the killings "a very tragical expression" of the situation in Syria, but refrained from apportioning blame."For myself, I have had patrols on the ground all the day yesterday afternoon and today we are gathering facts on the ground and then we will draw our own conclusions," Mood told the BBC in a telephone interview on Sunday.But Ban and Annan, the U.N. and Arab League envoy for Syria, accused the Syrian government of using artillery in populated areas."This appalling and brutal crime involving indiscriminate and disproportionate use of force is a flagrant violation of international law and of the commitments of the Syrian Government to cease the use of heavy weapons in population centers and violence in all its forms," they said in a joint statement on Saturday.Annan is planning to visit Damascus soon. Ja'afari suggested Annan could arrive as early as Monday.Russia's Pankin said that whoever caused the massacre wanted to disrupt Annan's visit. "We don't believe the Syrian government would be interested in spoiling the visit of (Annan) ... by doing something like that."

"CORPSES WERE PILED ON TOP OF EACH OTHER"
Opposition activists said Assad's forces shelled Houla after a protest and then clashed with fighters from the Sunni Muslim-led insurgency.Activists say Assad's "shabbiha" militia, loyal to an establishment dominated by members of the minority Alawite sect, then hacked dozens of the victims to death, or shot them.
Maysara al-Hilawi said he saw the bodies of six children and their parents in a ransacked house in the town.
"The Abdelrazzak family house was the first one I entered. The children's corpses were piled on top of each other, either with their throats cut or shot at close range," Hilawi, an opposition activist, said by telephone from the area.A video distributed by activists showed an injured woman, who said she had survived the massacre, blaming shabbiha militiamen for the carnage."They entered our homes ... men wearing fatigues herding us like sheep in the room and started spraying bullets at us," the woman said. "My father died and my brother, my mother's only son. Seven sisters were killed," the woman said lying next to another injured woman and near a baby with a chest wound.The White House said it was horrified by credible reports of brutal attacks on women and children in Houla."These acts serve as a vile testament to an illegitimate regime that responds to peaceful political protest with unspeakable and inhuman brutality," a White House spokesman said.The Gulf Cooperation Council of Sunni-led monarchies accused Assad's soldiers of using excessive force and urged the international community to "assume its responsibilities to halt the daily bloodshed in Syria."EU foreign policy chief Catherine Ashton spoke of a "heinous act perpetrated by the Syrian regime against its own civilian population" in a statement on Sunday. U.N. human rights chief Navi Pillay said in a statement that it could amount to crimes against humanity or other war crimes.On Sunday, at least 30 people were killed when Syrian army tanks shelled residential neighborhoods in the city of Hama that have been serving as bases for rebel attacks against loyalist forces, opposition activists said.
