Euro fears rise as Greeks withdraw money from banks

BRUSSELS - Greeks have withdrawn billions of euros from their banks in recent days, with the country's president warning of "panic" at the prospect of the country leaving the eurozone."My family already sent some €20,000 of our savings to my sister, who lives in Switzerland," says M.S., a Greek citizen who lives in Brussels and works in the financial sector.Like him, many Greeks are either transferring their savings abroad or taking them out of the banks, driven by fear that the country may have to leave the eurozone.Anti-austerity parties that won the 6 May elections failed to form a government and new elections are now due on 17 June, with polls indicating that the pro-bail-out parties will lose even more seats in the new parliament.Minutes of the meetings between President Karolos Papoulias and political leaders earlier this week show that the run on the banks has increased in recent days. The head of the Greek central bank, George Provovopoulos told the president that at least €700 million were withdrawn on Monday (14 May) alone."Mr Provopoulos told me there was no panic, but there was great fear that could develop into a panic," the minutes quoted the president as saying.A similar amount of €700-800 million was withdrawn by Tuesday night, central bank sources told Reuters. In Athens, several bankers voiced concern that over €5 billion have been taken out or transferred abroad since the 6 May elections.Central bank statistics at the end of March spoke of €165 billion deposited in Greek banks. The eurozone bail-out fund (EFSF) already transferred €25 billion as part of the second bail-out package precisely for boosting the banks' coffers. A further €23 billion can be transferred to the same purpose, provided Greece sticks to the bail-out conditions.
"Even if withdrawals were to continue at the same pace, they should survive until elections," says ING senior economist Carsten Brzeski. But the wider consequences, especially on Spain, which is also struggling with 'bad banks', recession and high unemployment "may have to lead to a bail-out and more European Central Bank intervention," he told this website.Spain's benchmark 10-year government bonds soared to a peak of 6.51 percent on Wednesday, a level considered too high for the state to afford over the longer term. At one stage, the difference between the interest rates demanded by investors for Spanish and German 10-year bonds shot past the 500 basis point level to hit its highest point since the euro was introduced in 1999.The government in Madrid rushed through a banking sector reform last week, after having taken over Bankia, one of the major lenders. But Brzeski said the reforms were "too little, too late" and the contagion effect from Greece may force Spain to ask for EU money sooner than expected.

BRUSSELS - France's newly elected president and the German Chancellor on Tuesday (15 May) both said they want Greece to remain in the eurozone, even as coalition talks collapsed over the EU-sponsored bail-out and the country is set to hold new elections in June."We want Greece to stay in the euro," Germany's Angela Merkel said in Berlin alongside Francois Hollande. She added that their governments were ready "to study the possibility of additional growth measures in Greece."Hollande centred his election campaign around the argument that German-driven austerity alone is not the solution for Europe. He vowed to attach a "growth pact" to the Berlin-inspired fiscal treaty enshrining budgetary discipline in national law.He repeated that stance on Tuesday: "I said it during my election campaign and I say it again now as president that I want to renegotiate what has been agreed to include a growth dimension."The two leaders agreed to table joint proposals ahead of an EU summit at the end of June. The meeting excited high interest as both the media and markets were keen to see how Merkel and Hollande would manage their differences on growth measures.These have been exacerbated by the fact that both come from different political families and Merkel openly supported her centre-right colleague Nicolas Sarkozy during the French election campaign.Merkel played down the differences however and joked about the fact that Hollande's plane had been struck by lightening on the way to Berlin."Perhaps it's a good omen for Franco-German co-operation," said the chancellor.Greece was however an area where they both agreed: "Like Ms Merkel, I want Greece to remain in the eurozone," Hollande said.Markets tumbled on Tuesday on the news that coalition talks failed in Athens, paving the way for new elections in June and with the prospect of the anti-bail-out camp emerging even stronger from the second vote.Adding to a chorus of politicians and bankers who in recent weeks have spoken about Greece leaving the eurozone, International Monetary Fund chief Christine Lagarde said that the scenario may have to be considered."If the country's budgetary commitments are not honoured, there are appropriate revisions to do, which means either supplementary financing and additional time or mechanisms for an exit, which in this case must be an orderly exit," she told France 24."It is something that would be extremely expensive and would pose great risks but it is part of options that we must technically consider," she said.

Wheat soars on dry weather; crude and gold sink

Wheat futures soared 5 percent as dry weather in the U.S. brought worries that the crop wouldn't be nearly as large as traders had expected.Reports of a drought in Russia also had traders anticipating tighter supplies of wheat. The July contract settled up 30.25 cents at $6.3875. Corn also jumped, 4 percent.Oil and gold futures fell to their lowest levels in months as the dollar continued to march higher against the euro. Traders have been buying dollars aggressively over the past two weeks because they're nervous that Greece might be forced to exit the euro bloc.Dollar-priced commodities like oil and gold tend to fall when the dollar rises. Crude is at the lowest level since November, and gold is the lowest since December.In wheat trading, the market got a rare bit of bullish news. The grain had been on a steady decline since late April, but has turned around over the past two days on worries about dry weather in the southern plains.We needed one more rain to finish the crop up to the bumper level everyone was expecting," said John Sanow, Telvent DTN in Omaha. "Instead it's been dry and we've had above-average temperatures. On top of that, in Russia they've been going through a spring drought and there are reports of irreversible damage to a portion of the wheat crop."July corn increased 22.75 cents to $6.20 per bushel. Soybeans edged up 9 cents to $14.22 per bushel.In metals trading, gold for June delivery fell $20.50 to finish at $1,536.60 per ounce. Gold is now $252 below the year-to-date high of $1,788 it reached on Feb. 28. That's also roughly when the dollar resumed its appreciation against the euro as investors became more worried about Europe's debt crisis. A political stalemate in Greece, which has raised the risk that the country could be booted from the currency bloc, has sent the dollar sharply higher over the past two weeks.Jon Nadler, senior analyst at Montreal-based Kitco Metals, said the dollar's surge and grossly exaggerated optimism about gold's future prospects have been key factors behind the sharp decline in the metal's price."Effectively, reality has caught up with the market," Nadler said.The end of the gold rally can be traced back to last August, Nadler said, when gold approached $1,900 an ounce as turmoil seized the stock market following the downgrade of the U.S. government's debt rating. Investors piled into gold at that time as a safe harbor to ride out the turbulence. They anticipated severe weakness in the dollar because of the Federal Reserve's easy-money policy.
Yet as Europe's debt woes escalated over this year and the Fed indicated it would end its bond-buying program aimed at keeping interest rates low, the dollar has replaced gold as the favored safe haven investment. Instead of falling against other currencies, an index measuring the dollar against six other currencies has surged 9 percent since September."We had been promised by all these doomsday newsletters that the Fed was willing to sacrifice the dollar for the sake of the economic recovery," Nadler said. "It turned out to be an ill-placed bet anticipating runaway inflation."May silver dropped 88.4 cents, 3 percent, to $27.17 per ounce. May copper declined 3.7 cents to $3.485 per pound. April 2012 heats up as 5th warmest month globally

WASHINGTON (AP) — Unseasonable weather pushed last month to the fifth warmest April on record worldwide, federal weather statistics show.The National Oceanic and Atmospheric Administration's National Climatic Data Center calculated that April's average temperature of 57.9 degrees (14.4 degrees Celsius) was nearly 1.2 degrees (0.7 degrees Celsius) above the 20th Century normal. Two years ago was the hottest April since recordkeeping started in 1880.Last month was the third hottest April in the United States and unusually warm in Russia, but cooler than normal in parts of western Europe. This is despite a now ended La Nina which generally lowers global temperatures.Temperatures that would have once been considered unusually hot and record breaking now aren't even in the top two or three, said Michael Oppenheimer, a Princeton University climate scientist.The last time the globe had a month that averaged below the 20th Century normal was February 1985. April makes it 326 months in a row. Nearly half the population of the world has never seen a month that was cooler than normal, according to United Nations data."A warmer world is the new normal," Oppenheimer said. "To me, it's startling to think that a generation has grown up with global warming defining their world."The first four months of 2012 only rank the 15th warmest on record.

1st tropical depression of Pacific season forms

MIAMI (AP) — The first tropical depression of the season has formed over the eastern Pacific Ocean, but it was not a threat to land.The U.S. National Hurricane Center in Miami said Monday that the system was far from the coast, about 655 miles (1054 kilometers) south-southwest of Manzanillo, Mexico.
Forecasters say it could get stronger in the next day or so. It was expected to become a tropical storm late Monday or early Tuesday.The depression was moving west, away from land, at about 8 mph (13 kph). Maximum sustained winds were at 35 mph (56 kph).

40 die in Chinese hailstorm

Forty people were killed when a brief but violent hailstorm and torrential rain swept through a mountainous region of northwestern China, the local government said Sunday.Eighteen others remained missing in Min county, a disaster-prone area of Gansu province, while 87 had been sent to hospital, the county government said in a statement on its website.Officials said 29,300 people were evacuated after rain and hail battered the county for just 60 minutes late Thursday afternoon.It "wreaked havoc" on all of the county's 18 townships and affected more than two-thirds of its 450,000 residents, the state-controlled Xinhua news agency reported."Roads were blocked, houses collapsed, farmland was destroyed, and the power supply and telecommunications services were disrupted by the extreme weather," the agency said, quoting Xu Guangyao, a senior county official.Min county is 150 kilometres (90 miles) from Zhouqu county, where a rain-triggered mudslide killed about 1,500 people in August 2010.Hailstorms in the central province of Hunan have also killed six people and left one missing, according to statistics released by the Ministry of Civil Affairs on Sunday, Xinhua reported.Since May 8 hailstorms have struck across the province, affecting 3.42 million people, the ministry said. About 64,000 people have been relocated to safer areas and 7,600 houses have collapsed.

2012 monsoon rains to arrive on time: IMD

REUTERS - India's 2012 monsoon rains are likely to hit the Kerala coast on time on June 1, the weather department said on Tuesday, brightening farm output prospects as farmers can plant crops like cotton and paddy on time and reap good yields.The four-month long rainy season starts over Kerala's coast and covers the rest of India and neighbouring countries by mid-July.Last month, the weather office forecast normal rains for the third straight year. It had said the country was likely to avoid a drought in 2012 as monsoon rains were likely to be average."Arrival of rains on time is good news. Sowing will happen on time, which is good for yields," said Nalini Rao, an analyst at Angel Commodities.More than half of India's arable land is rainfed and most farmers start cultivation after the first shower.

Palestinian PM reshuffles Cabinet in West Bank

RAMALLAH, West Bank (AP) — Palestinian Prime Minister Salam Fayyad replaced almost half of his West Bank-based Cabinet on Wednesday, a clear sign that efforts to end the Palestinian political split are stuck.A unity deal reached in February was to have ended five years of separate Palestinian governments, one run by Fayyad in the West Bank and the other by the Islamic militant Hamas in the Gaza Strip. Under its terms, President Mahmoud Abbas was to head an interim unity government ahead of presidential and parliamentary elections.However, repeated disagreements between the two factions as well as within them have held up implementation.By rearranging the Cabinet in the West Bank, Fayyad and his boss Abbas signaled the split is likely to continue for some time. The 24-member government sworn in Wednesday had 11 new members.According to the Palestinian news agency Wafa, Abbas told the new Cabinet that its priority should be to conduct municipal elections that have been delayed repeatedly. Such elections would likely be held only in the West Bank, another sign that implementation of the unity agreement does not seem close.Abbas and Hamas have had bitter ideological differences, with Abbas pursuing a deal with Israel and Hamas dismissing such talks as a waste of time. Syrian leader says terrorists are behind unrest

BEIRUT (AP) — In his first interview since December, Syrian President Bashar Assad insisted Tuesday his regime is fighting back against foreign mercenaries who want to overthrow him, not innocent Syrians aspiring for democracy in a yearlong uprising.The interview with Russian TV showed Assad is still standing his ground, despite widespread international condemnation over his deadly crackdown on dissent."There are foreign mercenaries, some of them still alive," Assad said in an interview broadcast Wednesday on Russian state news channel Rossiya-24. "They are being detained and we are preparing to show them to the world."

Assad also cautioned against meddling in Syria, warning neighboring nations that have served as transit points for contraband weapons being smuggled into the country that "if you sow chaos in Syria you may be infected by it yourself."He did not elaborate, but rebels and anti-regime activists say Syrian forces have mined many of the smuggling routes where weapons flow into Syria — mainly from neighboring Turkey and Lebanon.Assad, who inherited power from his father in 2000, still has a firm grip on power in Syria some 14 months into a revolt that has torn at the country's fabric and threatened to undermine stability in the Middle East.The U.N. estimated in March that the violence has killed more than 9,000 people, and hundreds more have been killed since then as a revolt that began with mostly peaceful calls for reform transforms into an armed insurgency.A group known as the Free Syrian Army is determined to bring down the regime by force of arms, targeting military checkpoints and other government sites.A U.N. observer team with more than 200 members has done little to quell the bloodshed, and some even have been caught up in the violence themselves.Six observers had to be evacuated from a northern town controlled by the opposition Wednesday, a day after a roadside bomb hit their convoy and left them stranded overnight with rebel forces. None of the observers was wounded, and it was not clear who was behind the attack.
The shooting started as the convoy arrived in the opposition area, said Ahmad Fawzi, spokesman for international envoy Kofi Annan."The U.N. observers were in their cars and heard the shooting but did not witness anyone being killed, nor could they ascertain the direction of the fire," he said. On Wednesday, Assad pointed to recent parliamentary elections as the cornerstone of his reform agenda.The elections were the first under a new constitution, adopted three months ago, that allows political parties to compete with Assad's ruling Baath party.But the opposition boycotted the May 7 polls and said they were orchestrated by the regime to strengthen Assad's grip on power. Parliament is considered little more than a rubber stamp in Syria, where the president and a tight coterie of advisers holds the real power.Assad said the opposition Syrian National Council's boycott discredited the group."To call for boycotting the elections, that's the equivalent of calling for a boycott of the people," Assad said in remarks translated into Russian. "And how can you boycott the people of whom you consider yourself the representative?""So I don't think that they have any kind of weight or significance within Syria," he added.Assad's last major media interview was in December, with ABC's Barbara Walters. But it was widely seen as a blow to the Syrian leader, who said he never ordered the brutal suppression of the uprising and insisted only a "crazy person" would kill his own people.

The decision to grant a rare interview to Russian TV speaks to Damascus' close ties with Moscow. Russia has been Syria's most powerful and loyal ally over the course of the uprising. Syria is the Kremlin's last ally in the Middle East, offering Moscow its only naval base outside the former Soviet Union and a stable market for the Russian arms industry.Russia, along with China, has used its veto power to shield Damascus from U.N. sanctions.Annan, the U.N. and Arab League envoy to Syria, is expected to visit Syria this month, Assad said. He added that he intends to complain to Annan about what he called one-sided criticism of Syria.The West "talks about violence, but violence from the side of the government, not a word about terrorists," Assad said. "We are waiting for this, as we have before. Mr. Annan will come to Syria this month, and I will ask him about this matter."Annan brokered a peace plan that calls for a cease-fire by both sides of the conflict, and a dialogue to help quell the crisis. Western powers have pinned their hopes on the plan, in part because they are running out of options. Israeli intelligence head 'visited US for Iran talks'

Israeli military intelligence chief Aviv Kochavi made a "secret visit" to Washington earlier this month to discuss the upcoming talks between world powers and Iran, a newspaper reported on Wednesday.

An Israeli security official confirmed the visit, which was reported in Haaretz newspaper, but could not provide further details.As well as discussing Tehran's nuclear programme, the major general also held talks with senior White House and intelligence officials in New York and Washington on "the Syria crisis and Hezbollah's increasing power in Lebanon," the paper said.Citing a senior Israeli official, Haaretz said Iran was the main topic, with talks focused on next week's talks between Tehran and the P5+1 powers -- the United States, Russia, China, Britain, France and Germany.Israel and most of the West believe Iran's nuclear energy programme masks a drive to develop atomic weapons but the two allies disagree on how imminent the threat is. Tehran denies such intentions.US officials have warned against any pre-emptive military strike, with analysts predicting Iran could hit back at US and Israeli targets, with its Lebanese Shiite ally Hezbollah expected to launch rocket attacks on Israel.According to the paper, Kochavi warned over Hezbollah's "increasing strength" and said internal tensions in Lebanon, combined with the instability in Syria, "increases the risk of escalation."In recent weeks, Israel has spared no effort to ensure its concerns are well understood ahead of the May 23 P5+1 talks in Baghdad.Earlier this month, National Security Adviser Yaakov Amidror toured European capitals meeting officials directly engaged in the Iran talks.And last week, EU foreign policy chief Catherine Ashton made a surprise visit to Jerusalem to discuss the talks with top Israeli officials.
