President Bashar al-Assad on Tuesday formally accepted the six points of UN-Arab League envoy Kofi Annan's peace plan for Syria.

1-Syria commits to work with Annan in an inclusive Syrian-led political process to address the legitimate aspirations and concerns of the Syrian people.
2-Syria commits to stop fighting and immediately stop troop movements and use of heavy weapons in populated areas. As these actions are being taken, Syria should work with Annan to end all violence, under U.N. supervision. Annan will seek similar commitments from the opposition to stop all fighting.
3-Syria accepts and implements a daily two hour humanitarian pause to deliver aid and evacuate the injured.
4-Syria commits to intensify the pace and scale of release of arbitrarily detained persons and provide a list of all places where such people are being held.
5-Syria commits to ensure freedom of movement throughout the country for journalists and a nondiscriminatory visa policy for them.
6-Syria commits to respect freedom of association and the right to demonstrate peacefully as legally guaranteed.

The Syrian government has written to the Joint Special Envoy Kofi Annan accepting his six-point plan, endorsed by the United Nations Security Council,Annan spokesman Ahmad Fawzi said in a statement.Mr Annan views this as an important initial step that could bring an end to the violence and the bloodshed, provide aid to the suffering, and create an environment conducive to a political dialogue that would fulfill the legitimate aspirations of the Syrian people,he said.Annan has written to Syrian President Bashar Al Assad asking Damascus to put its commitments into immediate effect,Fawzi told reporters.The special envoy also urged the release of people detained over the past year of the popular uprising against Assad's regime, which human rights monitors say has taken more than 9,100 lives.There has been no formal response from the opposition Syrian National Council or Syria Free Army, who previously rejected Annan's plans until Assad halts his crackdown on anti-regime protesters.However, one member of the Syrian National Council did tentatively welcome the news Assad had accepted Annan's UN-backed peace plan.Paris-based Bassma Kodmani told The Associated Press on Tuesday that we welcome all acceptance by the regime of a plan that could allow the repression and bloodbath to stop.

She added, we hope that we can move toward a peace process.Meanwhile, at least six more people were killed Tuesday morning in a suburb of Damascus and in Homs, one of the strongest opposition centers.Assad reportedly visited Homs this morning in a sign that his soldiers have successfully suppressed rebel forces.Violence also spilled over into neighboring Lebanon, where dozens of Syrian troops destroyed a farm while pursuing army defectors who had fled in armored personnel carriers.

For the first time since entering operational use, the Iron Dome battery was positioned in the greater Tel Aviv area on Monday.According to a report on the Israel Defense website, the position of the battery is for training purposes, to familiarize IDF soldiers stationed in the area with the system, and to adapt the system to the area’s requirements.In a statement, the IDF Spokesperson Unit said, The Iron Dome system is in the process of operational reception. Within the framework of this process, the battery is periodically positioned in various locations across the country. Currently, the system is positioned in the greater Tel Aviv area as part of the operational plan.According to the report in Israel Defense, the training that starts in central Israel this week was supposed to take place more than a month ago, but was postponed due to the escalation in Israel's south.During the recent escalation, the Iron Dome displayed its capabilities with a high rate of rocket interceptions. It reportedly intercepted 90 percent of missile attacks on urban centers.Terrorists fired more than 200 rockets at southern Israel during the week of escalation. The Foreign Ministry on Monday summoned the ambassadors from Austria and Belgium and reprimanded them for their countries having voted in favor of the United Nations Human Rights Council (UNHRC) resolution to establish a fact-finding mission to probe the effects of settlements on Palestinian human rights.Europe was divided in last Thursday’s vote on the fact-finding mission. In addition to Austria and Belgium, other European countries which voted in favor of the resolution were Norway, Switzerland, and Russia.Italy, Spain, the Czech Republic, Hungary, Poland, Romania and Moldova abstained.A Foreign Ministry official told Channel 10 News after the ambassadors were summoned,During the conversation we expressed our deep disappointment and objection over their vote.The official added that the Foreign Ministry explained to the two ambassadors that their country’s position did not solve the problem but rather made it worse.Earlier on Monday, a senior diplomatic source said that the Foreign Ministry management has decided to sever its ties with the UNHRC.

The source said that the decision stems from a series of unilateral moves that the Palestinians are trying to lead against Israel.According to Monday's decision, Israel's UN Ambassador, Ron Prosor, will not appear before the Council and will not reply to requests by the UNHRC for materials and for the coordination of visits in Israel.The head of the UNHRC, Laura Dupuy, later expressed her regret over the decision.Dupuy said the decision was most regrettable and added, I have no doubt that it is in the interest of Israel to cooperate with the Human Rights Council on this investigative mission, not least so that it can explain its own policies and actions to the independent commissioners once they are appointed.

BRUSSELS - The EU's mild rebuke of Israel over its avowed boycott of the UN Human Rights Council (UNHCR) masks the fact that several member states sympathise with Israel's view.The EU ... regrets Israel's announced disengagement from the Human Rights Council. This UN body should be able to address all human rights issues and situations. It is a place open for debate, where it is important to have all voices present, EU foreign relations spokesman Michael Mann said on Tuesday (27 March).The official line comes after Israel said on Monday it is severing all contact with UNHCR top envoy, Navi Pillay, because the Geneva-based institution wants to send her on a fact-finding mission to see what Israeli settlers are doing in the West Bank.

Prime Minister Benjamin Netanyahu said the UNHCR is hypocritical and detached from reality because it lets delegates from Syria and Palestinian militants Hamas speak at its meetings.Foreign minister Avigdor Lieberman accused Palestinian leader Mahmoud Abbas of orchestrating the decision in what he called an act of diplomatic terror.An Israeli foreign ministry spokesman called the decision surrealistic because the UNHCR should talk about Arab dictators instead. The ministry also called in Austria and Belgium's ambassadors to Israel for an official dressing-down after the two countries voted in favour of the move.The Yes vote by the two EU countries stood in contrast to abstentions by the six other EU states which currently hold UNHCR membership: the Czech Republic, Hungary, Italy, Poland, Romania and Spain.Only the US voted No. The other 39 members - including China, Norway, Russia and Switzerland - voted Yes.For its part, the European External Action Service (EEAS) had tried to ensure there was a concerted EU position on the Navi Pillay mission. But EU division on Irsael is nothing new.

The last time there was a UN vote on Israel - in November 2011 on whether Palestine should be allowed to join its heritage body, Unesco - five EU countris voted No, 11 voted Yes and 11 abstained. The time before that - in 2010, on a UNHCR resolution on Israel's deadly assault on the Gaza flotilla - there was also a three-way split.I am sure that if there had been a fourth option, some of the member states would have taken it,Turkey's former EU ambassador Selim Kuneralp commented on the 2010 voting.
Meanwhile, it is unclear what Israel's anger at the UNHCR, Austria and Belgium will mean in practice.Asked whether Pillay will be allowed to go to the West Bank on her fact-finding tour, the spokesman of the Israeli mission to the EU, Yoel Mester, told this website: I don't know.Asked if there will be consequences for Israeli-Austrian and Israeli-Belgian relations, he said: We are very much disappointed by this vote and we voiced this through the proper diplomatic channels ... but it'snot going to affect our bilateral relations with those two countries.As for facts in the West Bank, they are no secret.Between 200,000 and 320,000 Palestinians used to live in the Jordan Valley before Israel occupied it in 1967. But now there are fewer than 60,000. Some 1,200 Jews lived in the region before the war. But 310,000 live there today.

BRUSSELS - The EU's excessive tendency to talk itself down risks becoming a self-fulling prophecy, says the Belgian finance minister, who sees his country as something of a template for surviving the global economic crisis.With the eurozone broadly agreed to have put the most frenetic days of its crisis behind it, Steven Vanackere said at a think-tank meeting in Brussels on Tuesday (27 March) that one of the great risks for the bloc is that pessimism and irrationality will find their way back.If you have a look at the the deficit problems of the European Union member states and you compare it to the deficit problems of the United States, you wonder why the financial markets are not all on the back of some other countries.Referring to a recent meeting of euro finance ministers on Greece, Vanackere noted that all the scenarios on the table predicted that the debt-ridden country's real GDP would be lower in 2020 than in 1996: So we were expecting that they would not be able to get back to a logic of economic growth. Is that an ambition? Too much prudence in order to be credible towards the financial markets at one point shoots in your own foot.He said that people have become accustomed to a grim outlook, adding that among finance ministers themselves confidence is quite high because they can see the measures they are taking.Meanwhile, Belgium itself is feeling quite bullish. From being one of five countries singled out in November last year as at risk of being sanctioned under tough new EU rules for not bringing its budget deficit down, it is now back in the game.Vanackere - in no doubt that his country will achieve a balanced budget by 2015 - believes the country has lessons to offer others.

BRUSSELS - Eurozone countries are inching towards an agreement at the end of the week on raising the firepower of two bail-out funds to some €740 billion, with a higher amount deemed unrealistic given Germany and Finland's opposition.Under the deal outlines, the temporary European Financial Stability Facility would be allowed to run in parallel for another year alongside the permanent European Stability Mechanism to be established on 1 July.Any other move would never fly in the German parliament, even this one is tricky, German centre-right MEP Elmar Brok told this website on Saturday (24 March).The EU commission last week circulated three ideas on how to increase the joint firepower of the two funds, currently capped at €500 billion, suggesting €940 billion as preferred option.The middle ground - which Germany and other reluctant countries such as Finland may agree to on Friday during a meeting of EU finance ministers in Copenhagen - would subtract the €200 billion already committed by the EFSF to the Greek, Portuguese and Irish bail-outs.We're a bit sceptical how big the rescue fund should be,Finnish Prime Minister Jyrki Katainen told reporters on Saturday during a meeting he organised in Lapland with a handful of EU ministers and bankers.

EU gives free rein to anti-pirate warships

BRUSSELS - Pirates off the coast of Somalia will now have to contend with an EU naval force mandated on Friday (23 March) by EU member states to launch attacks on its inner coastal territory.Two additional French warships joined the EU naval force, dubbed Operation Atalanta Forces, off the Somali coast on Friday. One of the French frigates is a mobile operating base able to carry 16 helicopters.A spokesperson at the European Union Naval Force (EU Navfor) Somalia declined to comment if the French warship is actually carrying any helicopters or what their targets would be if they did.No decision has been made and what kind of operations will take place, he told EUobserver from the United Kingdom.But no boots will be on the ground.For his part, German deputy defence minister Christian Schmidt told press in Brussels on Thursday that helicopters would be used to strike against moored pirate boats, trucks or fuel depots. This should be limited actions against assets on the edge of the beach, he noted.Rear Admiral Duncan Potts, who is the operational commander of the EU naval force, also warned that piracy has caused so much misery to the Somali people and to the crews of ships transiting the area and it is right that we continue to move forward in our efforts.

At the same time as widening the scope of operations, the EU also extended the anti-pirate mission's overall mandate on Friday by two years.Including the two French warships, Operation Atalanta Forces now has a total of six EU surface combat vessels patrolling a zone 30 times the surface-area of England.Aside from the Somali coastal territory and its territorial and internal waters, the ships also cover the south of the Red Sea, the Gulf of Aden and the Western part of the Indian Ocean including the Seychelles.The EU mission is not alone ,however.Nato and other countries, including India, China, Iran and South Korea are also on the scene. Monitoring and patrolling the area can be tricky as seasonal factors affect the number of locations where pirates launch their attacks.During the inter-monsoon period quite every location along the coast may be used to launch skiffs and whalers, including southern coast locations,the EU Navfor spokesperson told EUobserver.Most pirates operate mainly around Xarardheere, Hobyo and Bandarbeyla towns along an eastern stretch of the country, though some activities have also been spotted in the northern territory. Pirated vessels are typically anchored around these three towns.EU Navfor's more pro-active military stance is a departure from its initial duties in 2008, which were to protect vessels of the World Food Programme delivering food aid to displaced persons in Somalia.Despite a 68 percent drop in the number of piracy attacks since last September, the EU maintains that piracy remains a serious threat. Alone, Somali piracy reportedly costs the global economy some €5.3 billion a year.The EU wants to work with the country's Transitional Federal Government (TFG) and other Somali entities to stem piracy. But just about the entire country, except for its capital Mogadishu, is controlled by Al Shabaab militants who recently announced an alliance with Al Qaeda.Last year, pirates boarded around 30 ships and held some 700 hostages. Over 200 hostages are still being held. Some, such as one South African couple, have been detained for over a year and half.Some experts believe the renewed EU naval force mandate will only drive pirates to use different tactics.We don't think it's going to help that much, Ernst Jan Hoogendoorn, Horn of Africa project director at the International Crisis Group, told EUobserver from Nairobi.Pirates will adapt to the new constraints imposed upon them by Operation Atalanta Forces, he added, explaining that they will simply move the fuelling stations and other targeted assets further inland and into civilian-heavy areas.

With the demise of the Security and Prosperity Partnership, the U.S. has essentially put Canada and Mexico on separate tracks. It has pursued dual-bilateralism with both its NAFTA partners as the primary means of advancing continental integration with regards to trade, regulatory and security initiatives. The upcoming North American Leaders Summit, which will be held in Washington, D.C. on April 2, could be used as a means of reviving the trilateral cooperation model.While much of my focus has been on the U.S.-Canada Beyond the Border and the Regulatory Cooperation Council (RCC) action plans, the U.S. is also pursuing a similar agenda with Mexico. This includes working towards a common security perimeter. In 2010, the U.S. and Mexico issued the Twenty-First Century Border Management declaration. This established the Executive Steering Committee (ESC) to implement joint border related projects to enhance economic prosperity and security. In December of last year, the ESC adopted its 2012 action plan which sets goals in areas of binational infrastructure coordination, risk management, law enforcement cooperation, along with improving cross-border commerce and ties. A press release explained that through the ESC, we are developing and managing our shared border in an integrated fashion to facilitate the secure, efficient, and rapid flows of goods and people and reduce the costs of doing business between our two countries.The ESC meeting also acknowledged bilateral accomplishments in expanding the use of trusted traveler initiatives such as the Global Entry Program.

In May of 2010, U.S. President Barack Obama and Mexican President Felipe Calderon directed the creation of the High-Level Regulatory Cooperation Council (HLRCC). In February of this year, the HLRCC released a work plan whereby the U.S. and Mexico will seek greater regulatory alignment in the areas of food, transportation, nanotechnology, e-health, as well as oil and gas development standards. The U.S. Chamber of Commerce applauded the plan for enhanced regulatory cooperation between both countries. The terms of reference for the HLRCC also recognized that, some regulatory challenges require trilateral cooperation among the three Parties to the North American Free Trade Agreement (NAFTA), the United States and Mexico intend to involve the Government of Canada when it is necessary to focus on issues of common interest in North America.The U.S.-Mexico HLRCC has similar goals to the U.S.-Canada RCC. At some point, these dual-bilateral councils could come together to form a single continental regulatory regime.In his article, the road to Washington runs through Mexico, Robert Pastor, who has been a leading proponent of North American integration, criticized Canada’s continental policy. He argued that, Instead of collaborating with Mexico to persuade the United States to address shared problems and opportunities in North America, Canada has excluded Mexico and approached the U.S. on its own.Pastor offered potential reasons for this strategy, Some suggest Canadians fear being tainted by association with Mexico’s violence. Others believe its special relationship with the United States gives it an advantage that it would lose if it allied with Mexico. And some think that two countries can walk faster than three.He further elaborated on his position, Prime Minister Stephen Harper’s insistence on bilateralism — or rather dual-bilateralism because the U.S. has to deal with Mexico too — has not worked. Regulations will not be harmonized; a uniform set of customs forms and traveller IDs will not be implemented; a continent-wide transportation and infrastructure plan will not be contemplated without a clear vision and strategy by and for North America.

Robert Pastor’s op-ed which appeared in the Toronto Star also conceded that, Working the U.S. Congress by itself, neither Canada nor Mexico can secure its goals. Working together, with the support of the Obama administration, the three governments could design a seamless market and eliminate an expensive, inefficient tax based on rules of origin.He recommended,Instead of competing against each other to gain access to Asian markets, our three countries should focus on continental competitiveness and approach China together on issues related to currency, unfair trade practices and climate change.He insisted, If Canada were to change its divide-and-be-conquered strategy to a unite-and-govern together approach on the new North American agenda, Mexico and the U.S. would join, as they did with NAFTA. And Canada could achieve its goals and the continent’s at the same time.Pastor further lays out his plan to rejuvenate trilateral integration in his book, the North American Idea: A Vision of a Continental Future.

The Woodrow Wilson Center hosted an event in December 2011 entitled the Death of Trilateralism in the NAFTA Neighborhood, which examined the evolution of regional economic cooperation between the U.S., Canada and Mexico. During the proceedings, a panel agreed that the death of trilateralism has been exaggerated, but pointed out that, dual-bilateralism, in which the United States works with Canada and Mexico separately, has become more common. Participants noted this is particularly apparent when dealing with regulatory, energy, and border issues. Countries are still, however, looking to harmonize and work toward trilateralism.The meeting called for greater regional engagement and emphasized, the need to focus on issues such as regulatory cooperation, infrastructure, and border efficiency.Discussions also centered around whether North America needed a grand new plan to move deep integration forward.On April 2, President Barack Obama will host the sixth North American Leaders Summit which will include the participation of Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon. According to a statement by the press secretary, the meeting will, focus on economic growth and competitiveness, citizen security, energy, and climate change.While announcing the upcoming summit, Prime Minister Harper praised the NAFTA trilateral relationship, Canada, the United States and Mexico have forged a strong partnership built on free and open trade and close cooperation on security.He went on to say, The government’s number one priority remains the creation of jobs, growth and long-term prosperity for all Canadians, particularly through trade, including with our close friends the United States and Mexico.The NAFTA governments are looking to expand trade with other countries. This includes Canada and Mexico’s efforts to join the U.S., along with other nations already engaged in the Trans-Pacific Partnership trade talks. The forthcoming North American Leaders Summit will be the first since 2009, which has caused some to question the current state of trilateralism.When it comes to continental integration, the U.S. has shifted much of its focus to pursuing dual-bilateral agendas with both Canada and Mexico. This includes efforts to establish a North American security perimeter. At some point, these parallel initiatives could converge into one. While it is unlikely that the upcoming leaders summit will bring about any grand new plan, it could be used as a starting point to revive the whole trilateral process. With the NAFTA framework still intact, the vision for a North American Union has not been abandoned.
