OTTAWA–The deputy minister of Aboriginal Affairs is investigating whether department officials broke privacy rules in their surveillance of First Nations child advocate Cindy Blackstock.Aboriginal Affairs Minister John Duncan said Thursday during question period that he asked his department’s deputy minister Michael Wernick to investigate the Blackstock spying affair.I have my deputy minister to report whether privacy rules were respected in this case, said Duncan, responding to a question from NDP Aboriginal affairs critic Linda Duncan.Duncan wanted to know why department officials had dug into Blackstock’s Indian status file and other information.Why is this government spying on Cindy Blackstock? said Duncan.As first reported on APTN National News, the department has amassed a large file on Blackstock, who heads the First Nations Child and Family Caring society, according to documents obtained through the Access to Information Act.The file contains emails and notes about Blackstock’s personal information, critical briefings on her activities and evidence that department officials looked into her Indian status records.Blackstock said they looked at her Indian status records twice. The records also contain information on her family, her mother, brothers and sisters.

They have found it necessary to not only put one employee onto tailing, but if you look at the records there are numerous employees on the government payroll who are being asked to comment on what I am doing or to violate my privacy by going on my personal Facebook pages, said Blackstock, in a recent interview with APTN National News.Blackstock has for years been pushing for equity for First Nations children caught up in the welfare system.In 2007, her organization filed a human rights complaint against the federal government claiming discrimination against First Nation children.She says the lawsuit changed her relationship with the department. She said she was barred from a departmental meeting she had attended with Ontario chiefs.They barred me from the room, said Blackstock. And had a security guard guard me during the time I was there.The incident led Blackstock to file an Access to Information request about herself, to see what information the department had on her.

Child advocate Cindy Blackstock, long a champion of aboriginal children’s rights, is on the federal government’s radar, but not for her work improving the lives of children. Apparently the government’s Aboriginal Affairs and Northern Development (AAND) ministry has seen fit to scrutinize her every move as if she were an enemy.

Blackstock has discovered, upon being inspired to request her file through Canada’s Access to Information Act (the equivalent to the U.S. Freedom of Information Act), that the government has been monitoring her doings extensively, the Aboriginal People’s Television Network (APTN) reports. In fact, Aboriginal Affairs and Northern Development Canada (AAND) sent personnel to no fewer than 75 meetings—perhaps as many as 100—that she was speaking at, then wrote up reports for her file.The surveillance began after Blackstock, head of the First Nations Child and Family Caring Society of Canada and a member of Gitksan First Nation, filed suit against the government before the Canadian Human Rights Tribunal in 2007, charging that First Nations children were discriminated against by inequitable child welfare services on reserves. The case was unresolved as of early 2011, and Blackstock appealed to the courts earlier this year.Soon afterward she was banned from a meeting between the Chiefs of Ontario and officials from the Ministry of Aboriginal Affairs and Northern Development. Moreover she was watched over by a security guard outside the meeting, she told APTN. This inspired her to seek her file. Back in June, Mohawk Nation activist Russell Diabo, and Shiri Pasternak, a Toronto-based writer, researcher and organizer, brought to light similar surveillance that involved not only AAND (or INAC, Indian and Northern Affairs Canada, as it was known at the time), but also the RCMP. That monitoring of aboriginal groups had begun with the advent of Harper’s first government in 2005.

And in October it came out the Canadian military was watching native organizations closely, with at least eight reports compiled over 18 months about various activities of Native groups.Blackstock, a widely known Native-children’s advocate, received a National Aboriginal Achievement Award this year for public service for her 20-plus hears working in child and family services. She was lauded in 2009 by the likes of former Prime Minister Peter Martin upon receiving the Atkinson Charitable Foundation’s Economic Justice fellowship, awarded to community leaders.
AAND wouldn’t comment beyond a statement released to APTN saying that Facebook and other such sites are considered public. But the aboriginal community reacted to the news on Wednesday.The Canadian public needs to know how the federal government conducts itself when its accountability is called into question, said Grand Chief Denise Stonefish of the Association of Iroquois and Allied Indians (AIAI) in a statement. We applaud the work Ms. Blackstock is doing for our communities and urge her to continue with her efforts, despite the questionable behaviors of the federal government. Our children deserve to have these tough questions posed to ensure they have the same future opportunities as other Canadian children.The money spent on delving into Blackstock’s personal life—AAND even collected data on her family—could have been more wisely used, she said.I have never had a parking ticket, let alone a criminal record and I have never conducted myself in an unprofessional manner, Blackstock told the Toronto Star. Russian warships have entered Syrian territorial waters in an aggressive move designed to prevent any NATO-led attack on the country under the guise of a humanitarian intervention.

Russian warships are due to arrive at Syrian territorial waters, a Syrian news agency said on Thursday, indicating that the move represented a clear message to the West that Moscow would resist any foreign intervention in the country’s civil unrest, reports Haaretz.

Russia has stepped up efforts to defend Syria in recent days, with Foreign Minister Sergei Lavrov keen to frame the violence in the country as a civil war in defiance of claims by western powers that President Bashar al-Assad has overseen a bloody crackdown on innocent protesters.As we saw prior to the attack on Libya, which was also framed as a humanitarian intervention, NATO powers are keen to demonize Assad’s government by characterizing attacks by his forces as atrocities while largely ignoring similar attacks by opposition forces, such as this week’s raid on a Syrian air force intelligence complex that killed or wounded 20 security police.U.S. State Department spokesman Mark Toner rejects Russia’s claim that Syria is in a civil war, stating, We believe it’s very much the Assad regime carrying out a campaign of violence, intimidation, and repression against innocent protesters.Of course, we heard similar rhetoric even as NATO-backed Al-Qaeda rebels were commandeerng fighter jets and firing rocket-propelled grenades in Libya, actions also undertaken by innocent protesters, we were told at the time.As we have previously reported, despite overwhelming speculation that Iran will be the next target of a military assault, Syria is the likeliest target for the next salvo of NATO-backed regime change.US President Barack Obama got the ball rolling back in August when he called on President al-Assad to step down. The UN has already withdrawn all non-essential staff from the country.Without Russia’s help, Syria would be largely defenseless against a NATO attack. I don’t see any purely military problems. Syria has no defence against Western systems … [But] it would be more risky than Libya. It would be a heavy military operation, former French air force chief Jean Rannou commented.

Given that the western press has proven adept at manufacturing lies to justify military interventions, whether the actions of Assad’s regime represent genuine atrocities or legitimate conduct in the midst of a civil war remains unclear. Some have claimed the abuses are being embellished, while both former CIA agent Robert Baer and ex-MI6 officer Alastair Crooke point out that the Syrian people definitely want change, but not in the form of a NATO humanitarian assault.

French General: NATO Attack On Syria Feasible

Former French General Jean Rannou has outlined the technicalities of a NATO attack on Syria as a bid to topple Bashar al-Assad’s regime moves closer despite the ongoing failure of NATO’s campaign in Libya to defeat Muammar Gaddafi.Speaking with the EU Observer, Rannou warned that any attack would worsen the country’s internal situation, something that doesn’t appear to have been of much concern to NATO in Libya, but that Syria would be left largely defenseless if western powers launched an attack.I don’t see any purely military problems. Syria has no defence against Western systems … [But] it would be more risky than Libya. It would be a heavy military operation, said Rannou, former chief of the French air force.Nato member countries would begin by using satellite technology to spot Syrian air defences. A few days later, warplanes, in larger numbers than Libya, would take off from the UK base in Cyprus and spend some 48 hours destroying Syrian surface-to-air missiles (SAMs) and jets. Alliance aircraft would then start an open-ended bombardment of Syrian tanks and ground troops, states the report, adding that the Syrian air force would pose little threat to such a plan.Efforts to isolate Syria in the build up to a military attack accelerated this week after the Guardian reported that President Barack Obama is poised to make a speech in which he directly calls on Assad to step down.

Russian envoy to NATO Dmitry Rogozin has warned that NATO’s plan to attack Syria is part of a build-up that will eventually target Iran and lead to “a large-scale war in this huge region”.

“The planning [of the military campaign] is well underway. It could be a logical conclusion of those military and propaganda operations, which have been carried out by certain Western countries against North Africa,” Rogozin said in an interview with the Izvestia newspaper published last week.

Russia is fully expected to veto any UN mandate which precipitates a move against Assad. However, Russian President Dmitry Medvedev’s decision to endorse NATO-led campaign in Libya, with Russia having initially abstained from voting on UN Resolution 1973 back in March, suggests that opposition to an attack on Syria may be weakening.Indicating that an assault on Syria is in the pipeline, U.S. Secretary of State Hillary Clinton called on Russia to stop selling weapons to Assad’s regime during an interview with CBS News yesterday.Despite intense western media scrutiny on Assad’s brutal crackdown against pro-democracy demonstrators, both former CIA agent Robert Baer and ex-MI6 officer Alastair Crooke point out that the situation is far more complex.Syrians want change. But whether Westerners believe it or not, most people in Damascus, in Aleppo, the middle classes, the merchant classes and the [sectarian] minorities believe Assad is the only person who can bring in reforms, he said. They fear two things above all else – civil war and Western intervention … They would like to avoid the example of Libya because it would lead them into civil war, said Crooke.As Tony Cartalucci has documented, it appears as thought the establishment press is mirroring how it embellished accounts of Gaddafi’s brutality in an effort to exaggerate the horror of Assad’s crackdown, as the west is prepared for yet another war even as America and the economies of major powers in Europe begin to crumble.However, the desire to strike Syria is somewhat less enthusiastic than NATO’s willingness to go into Libya, which as Pepe Escobar points out, might have something to do with the fact that Syria, unlike Libya, is not sitting on immense oil and gas wealth.

Escobar adds that Syria will only become vulnerable if the country’s middle class loses faith in Assad’s government.The Assad regime has done the math and realized it won’t fall as long as the protests don’t reach the capital Damascus and the major city of Aleppo – that is, convulse the urban middle class. The security/military apparatus is fully behind Assad. All Syrian religious minorities make up at least 25% of the population; they are extremely fearful of Sunni fundamentalists. Secular Sunnis for their part fear a regime change that would lead to either an Islamist takeover or chaos. So it’s fair to argue the majority of Syrians are indeed behind their government – as inept and heavy-handed as it may be, he writes.

On his first day in office, the bankster prime minister of Italy, Mario Monti, told Italians they can expect to be rolled by the ECB banksters.Super Mario promises to impoverish average Italians.As we noted last week, Monti is a super globalist. He is a Trilateralist, Bilderberger, and former bankster (Intesa Sanpaolo). His job is to bring IMF-style austerity to the people of Italy now that Silvio Berlusconi has made way.Super Mario managed to rally the Italian parliament and get a vote of confidence as he unveiled his reform program. He warned ordinary Italians they can expect more pain through deficit-reduction measures and other correctives.In other words, parliament under the rule of a seasoned globalist and bankster will force the Italian people to pay off a debt they did not want and do not owe.Specifically: Italy will introduce a raft of new taxes and introduce incentives for free traders looking to buy up Italy’s public infrastructure for pennies on the dollar. It will also cut Italy’s socialist public sector where shovel-leaning jobs are the norm.

But forget the chortling approval for austerity you hear coming out of the corporate media. In fact, as blogger J. Brad Hicks notes, the whole thing is a scam, as usual:

One protester was injured. Police charged demonstrators who were trying to occupy another bank. Jobless youths joined students in the protests.In Rome, hundreds of students protested outside Sapienza University, while others assembled near the main train station. No clashes were reported, but some protesters hurled eggs and oranges just blocks from the Senate.
