SINGAPORE (Reuters) – Republican lawmakers are playing with fire by contemplating even a brief debt default as a means to force deeper government spending cuts, an adviser to China's central bank said on Wednesday.The idea of a technical default -- essentially delaying interest payments for a few days -- has gained backing from a growing number of mainstream Republicans who see it as a price worth paying if it forces the White House to slash spending, Reuters reported on Tuesday.But any form of default could destabilize the global economy and sour already tense relations with big U.S. creditors such as China, government officials and investors warn.Li Daokui, an adviser to the People's Bank of China, said a default could undermine the U.S. dollar, and Beijing needed to dissuade Washington from pursuing this course of action.I think there is a risk that the U.S. debt default may happen, Li told reporters on the sidelines of a forum in Beijing.The result will be very serious and I really hope that they would stop playing with fire.China is the largest foreign creditor to the United States, holding more than $1 trillion in Treasury debt as of March, U.S. data shows, so its concerns carry considerable weight in Washington.I really worry about the risks of a U.S. debt default, which I think may lead to a decline in the dollar's value,Li said.Congress has balked at increasing a statutory limit on government spending as lawmakers argue over how to curb a deficit which is projected to reach $1.4 trillion this fiscal year. The U.S. Treasury Department has said it will run out of borrowing room by August 2.If the United States cannot make interest payments on its debt, the Obama administration has warned of catastrophic consequences that could push the still-fragile economy back into recession.It has dire implications for the economy at a time when the macro data is softening,said Ben Westmore, a commodities economist at National Australia Bank.It's just a horrible idea,he said.Financial markets are following the U.S. debate but see little risk of a default.

U.S. Treasury prices were firm in Europe on Wednesday, supported by a flight to their perceived safety on the back of the Greek debt crisis and worries about a slowdown in U.S. economic growth.Marc Ostwald, a strategist with Monument Securities in London, said markets were working on the assumption that the U.S. debt story will go away.But nervousness would grow if a resolution was not reached in the next five to six weeks.

The Republicans' theory is that bondholders would accept a brief delay in interest payments if it meant Washington finally addressed its long-term fiscal problems, putting the country in a stronger position to meet its debt obligations later on.
But interviews with government officials and investors show they consider a default such a grim -- and remote -- possibility that it was nearly impossible to imagine.
How can the U.S. be allowed to default? said an official at India's central bank. We don't think this is a possibility because this could then create huge panic globally.
Indian officials say they have little choice but to buy U.S. Treasury debt because it is still among the world's safest and most liquid investments. It held $39.8 billion in U.S. Treasuries as of March, U.S. data shows.The officials declined to be identified because they are not authorized to speak to the media.Oman is concerned about the impact of a default on the currency reserves of the sultanate and its Gulf neighbors.Our economies are substantially tied up with the U.S. financial developments,said a senior central bank official, who spoke on condition of anonymity.It just wouldn't happen,said Barry Evans, who oversees $83 billion in fixed income assets at Manulife Asset Management.They would pay their Treasury bills first instead of other bills. It's as simple as that.Monument's Ostwald called the default scenario frightening and said bondholders' patience would wear thin if lawmakers persisted in pitching this strategy in the coming weeks.This isn't a debate, this is like a Mexican standoff and that is where the problem lies,he said.

77% of Jews Oppose Obama Peace Formula

Seventy seven percent of the Jews in Israel reject an Israeli retreat to 1949 Armistice lines with small border modifications in a peace deal, a poll sponsored by the Jerusalem Center for Public Affairs has found. The respondents said they would oppose such a retreat even if it was part of a peace deal in which the Arab Countries declared an end to the conflict with Israel.The formula is the one suggested by U.S. President Barack Obama in his last speeches on the subject.The poll was conducted by the Dahaf Institute for the JCPA, which is headed by former Israel United Nations Ambassador Dore Gold, an informal advisor to Prime Minister Binyamin Netanyahu.Eighty five percent of Israeli Jews support leaving Jerusalem united under Jewish sovereignty. Seventy five percent oppose handing over the Temple Mount to Palestinian control, even if the Kotel remains in Israeli hands as part of a peace deal.However, 52% favored a deal that would place the Temple Mount under international sovereignty and leave the Kotel in Israeli hands.Sixty-five percent opposed a deal that would also involve giving up control of other holy sites, like Rachel’s Tomb or the Cave of Patriarchs, while leaving Israel with the Kotel.

Regarding the Jordan Valley, 75% said that they do not agree to vacate the Jordan Valley and a similar percentage opposed giving up the Etzion Bloc. Some of these said that they absolutely refuse and others said that they tend to refuse.Obama recently unpleasantly surprised Israeli leader Binyamin Netanyahu with a speech calling for a return to the 1949 Armistice lines. Observers are concerned that Obama will be exceedingly hostile toward Israel in a second term in office, and especially so during the last two years of the term -- should he win reelection in 2012.

OPEC to hike output, Iran proposes compromise

VIENNA (Reuters) – OPEC producers on Wednesday hammered out a deal to raise oil supplies for the first time in four years to support the fragile world economy.
Under pressure from consumer countries to contain fuel inflation, Saudi Arabia hopes to convince the Organization of Petroleum Exporting Countries to lift production by as much as 1.5 million barrels a day, Gulf delegates said.They said that one option could be an initial one million bpd increase with a promise of another 500,000 bpd to come in three months time.Iran offered to host an emergency meeting within three months to review policy, an Iranian source told Reuters.Initial opposition to an increase from Iran shifted to a proposal for a modest 700,000-one million bpd increase during a closed session of ministers, the Iranian source said.Iran's acting oil minister Mohammad Aliabadi struck a conciliatory note at the start of the meeting.Iran is a member of OPEC and will go with the decision of the majority, Aliabadi told reporters.As OPEC's biggest producer and the only one with any significant spare capacity, Saudi usually gets its way.But long-time price hawks Iran and Venezuela plus Ecuador, Iraq and Angola all want to keep oil prices above $100 a barrel. Brent crude traded near $116 a barrel.

BASELINE?

Also at issue is the baseline for any increase.As the meeting started it was not clear whether an increase would come on top of current output or from OPEC's out-of-date production target, which is much lower.Delegates said Saudi would prefer to use April OPEC output of 26.33 million bpd as the baseline rather than the old official target of 24.84 million set in December 2008.If Riyadh gets its way, OPEC would be committing to a real increase rather than a cosmetic deal that leaves Saudi to pump more unilaterally outside the official agreement.An increment of, say, 1 million bpd on top of April output would lift OPEC's official target for 11 members by 2.51 million bpd to 27.35 million. Iraq, not bound by a quota, is pumping an additional 2.7 million.Venezuela is holding to a tough line.We do not agree with production being increased now, we must continue to consolidate balance in the market and we have to defend fair prices,Venezuelan President Hugo Chavez said on Tuesday in Ecuador.Apparently backing Gulf Arab producers are Nigeria and Algeria who sit on a committee that on Tuesday recommended a one-million-bpd increment.

SAUDI PUMPING MORE REGARDLESS

Regardless of the policy decision, Riyadh will pump more.A Gulf official said Saudi was already raising output by at least 500,000 bpd in June to 9.5-9.7 million bpd.
Saudi output was last as high in the middle of 2008 after oil prices set a record $147 a barrel, shortly before recession sent prices crashing.Forecasts suggest more oil is required to stop oil prices rising again.OPEC's Vienna secretariat sees demand in the second half of the year 1.7 million bpd higher than current cartel output.

Germany fears full-blown bankruptcy in eurozone

EUOBSERVER / BRUSSELS - German finance minister Wolfgang Schaeuble believes Greek bankruptcy is imminent, according to a leaked letter, and argues that restructuring of the country's debt is necessary.We are standing before the real risk of the first full-blown bankruptcy inside the eurozone,Schaeuble said in a letter addressed to European Central Bank president Jean-Claude Trichet and leaked to the German press.
In the starkest language yet by a European official, the German minister called for additional aid to be made available to Greece, adding that private banks should participate in the cost of the Greek rescue.EU officials and member states are understood to be currently working on a second bail-out agreement for Greece, in addition to the €110 billion pledged last year, with estimates suggesting the new aid package could total €60 billion.Finance ministers are expected to reach an agreement on 20 June, just three days before a summit of European leaders, with Schaeuble suggesting that private creditors should be made to wait an extra seven years before repayment of their existing Greek loans.Any agreement on 20 June has to include a clear mandate - given to Greece possibly together with the IMF - to initiate the process of involving holders of Greek bonds. This process has to lead to a quantified and substantial contribution of bondholders to the support effort, beyond a pure Vienna initiative approach,reads the letter.Such a result can best be reached through a bond swap leading to a prolongation of the outstanding Greek sovereign bonds by seven years, at the same time giving Greece the necessary time to fully implement the necessary reforms and regain market confidence.

The ECB is strongly opposed to a restructuring of Greek debt however, partially because the bank has bought large quantities of Greek bonds over the past year in order to stabilise markets.ECB executive board member Lorenzo Bini Smaghi on Monday said Greece had marketable assets worth €300 billion, roughly equal to the country's debts, and was therefore not bankrupt.Greece should be considered solvent and should be asked to service its debts,he told journalists.Restructuring should only be the last resort ... when it is clear that the debtor country cannot repay its debts.The battle between Germany and the ECB is likely to play out in the coming days, with the current leadership uncertainty at the IMF also a complicating factor however.In his letter, Schaeuble called on the international lender to maintain its support for Greece.At the same time, unease is growing within Angela Merkel's Christian Democratic Union over further aid to Greece.The German Chancellor is on Wednesday set to defend her plans in front of increasingly mutinous MPs, who feel they are being bounced into backing a further Greek bail-out.The confrontation comes a day after Merkel met US president Barack Obama in the White House, with the American leader warning that the European debt crisis cannot be allowed to threaten the global economy.

EU countries push for UN resolution on Syria

EUOBSERVER / BRUSSELS - The UK and France have put forward a draft UN Security Council resolution urging Syria to stop killing protesters, but China and Russia are wary of the move.British foreign minister William Hague told national MPs on Tuesday (7 June) that the text does not call for sanctions or authorise military intervention, as in Libya: Britain has circulated a draft ... calling for the Syrian government to meet their people's legitimate demands, release all prisoners of conscience, lift restrictions on the media and internet and co-operate with the UN high commissioner for human rights.He noted:The house will appreciate that a resolution is not in our gift, and needs the support of nine UN Security Council members and no vetoes.He also said:We are exploring with our European partners the potential for further sanctions if the violence continues.Speaking at a UN event on Aids in New York the same day, French foreign minister Alain Juppe said:It is inconceivable that the UN remain silent on such a matter ... I think it is a question of days, maybe hours [until the vote].

French diplomats have noted that the build-up to military action in Libya began with resolution 1970 in February imposing sanctions on Gaddafi before resolution 1973 in March mandated air strikes.Russia's ambassador to the EU, Vladimir Chizhov, told reporters in Brussels on Tuesday that Moscow is against any 1973-type move on Syria.
He said: The prospect of a UN Security Council resolution along the same lines as 1973 on Libya will not be supported by my country.He added:We believe all these situations require political solutions. I am not sure that sanctions are an effective tool in this situation, and, of course, as Libya has shown, the use of force does not provide answers.China's UN ambassador, Li Baodong, told press at the Aids meeting in New York: We do not think the involvement of the Security Council will help the situation there.President Bashar al-Assad's forces have killed more than 1,100 people since unrest began two months ago, according to Syrian human rights organisation Sawasiah. Human Rights Watch in a study on 1 June entitled We've never seen such horror said systematic killings and torture ... [may] qualify as crimes against humanity.The internal conflict is threatening to spill over into neighbouring countries.People are fleeing the northern town of Jisr al-Shughur for Turkey as government troops prepare for a large-scale assault. And Beirut-based journalist Robert Fisk says the Turkish army has drawn up plans to send several battalions into northern Syria to create a safe zone designed to stop ethnic Kurds from going to Turkey.Israel has complained to the UN that Syria is inciting Palestinian refugees to cause trouble on the contested Israel-Syria border in order to divert attention. Several Palestinians were killed in a border incident on 5 June. Syrian state-run newspaper, Tishrin, says up to 600,000 Palestinians could try to cross the border in future.Meanwhile, neighbouring Iran has warned Western powers to stay out.Iranian President Mahmoud Ahmadinejad said on Tuesday:I condemn the meddling of the US and its allies in Syrian affairs.The UK's Hague the same day told MPs that Iran is ... A short guide to the Polish presidency

With Poland taking over the presidency of the European Union on 1 July, EUobserver presents a short non-exhaustive guide:Calendar restraints - Being a second-half-of-the-year presidency, Warsaw will fall afoul of the EU's famously extended holiday period. Most of the Brussels EU elite starts disappearing in July. The EU capital re-emerges as a complete political city only around the beginning of September. The same Brussels evacuation starts to take place around the middle of December, too. So, the period for getting things done is short.Polling day - And while the effective calendar months are short, so may the attention span of Polish politicians be. National elections will be held in October. Polish officials promise otherwise, but the call of the local constituency will likely prove more alluring than that of Brussels. Meanwhile, a win for the opposition Jaroslaw Kaczynski will see politicians, in handover mode, distracted for the remainder of the six-month stint too. And, in that case, everyone else will be wondering whether it means a return to the abrasive politics of previous administrations.Defence - It might seem an inauspicious time to want to start talking about EU defence, what with the EU's less-than-exemplary display of unity over Libya, but Poland is going to persevere anyway. If we had civilian and military planning capacity we would have been much effective at the outset of the crisis in Libya, says Europe minister Mikolaj Dowgielewicz.

Warsaw is neither naive about EU defence of afraid to start a conversation about it. (The 'it' includes battlegroups and a permanent military headquarters). And to be fair, no one else is rushing to talk about defence at the moment. It falls to EU top diplomat Catherine Ashton. But she is too busy trying to do several other jobs at once. And Poland has a point when it says is the only country with any military credibility to hold the presidency since France and the only one for quite some time into the future. This is not a debate Denmark and Cyprus can kick off.Eastern Partnership - This is where Poland has a chance to shine. The recognised lead member state when it comes to countries on the EU's eastern borders, it wants to see real progress - on association agreements - with Ukraine and Moldova. An Eastern Partnership Summit in September in Warsaw is meant to give the policy – which has fallen down the political agenda - a boost. Swedish foreign minister Carl Bildt recently said the initiative is as significant as the Lisbon Treaty. The problem is getting other bigger member states - read France and Germany - to think like that. More cash would be good too. See below.EU budget talks - The European Commission will this summer publish its first proposals for the EU's 2014-2020 budget, a moment that marks the traditional beginning of table-thumping disagreement until the thing is signed and sealed, usually at the last possible minute about two years later. Poland - very keen on seeing the EU's cohesion funds maintained - is shackled to a neutral position because it is the presidency country. But it hopes to project its budgetary views well beyond its presidency by producing a serious paper for discussion in 2012. It plans 12 technical meetings and two ministerial meetings on the budget.

Energy security - This is a biggie for the Poles. The want the EU to be energy-independent of Russia. And they particularly want Poland to be energy-independent of Russia. This has resulted in some near-evangelical talk about Shale - the unconventional gas apparently in great quantities in Poland and which Warsaw has indicated it would like to exploit. If commercial exploitation is possible - and it remains a big if - the gas would both eventually end the country's heavy reliance on the dirtier coal and on Russia. Environmentalists are sceptical. But expect more talk anyway.The economy - Poland is outside the eurozone - though looking to come in - and so lacks clout here. It is not automatically privy to discussions on economic governance or competitiveness, something brought home in March.However it has an ace up its sleeve: its economy is doing relatively well and the only country in the EU at no point to have tipped into recession during the recent economic crisis. So even if it is not inside the room, it can feel somewhat superior outside it. And its finance minister will chair ecofin - the full complement of EU finance ministers - meetings. Warsaw's main focus will be on implementing the new Single Market Act. It also wants to try and achieve something more ephemeral - economic optimism. According to Dowgielewicz, Point two on our to-do list as a presidency is to try to create a better narrative about the European economy.Arguably a task that alone would be tricky enough for any single presidency.One to watch - On the high-flying foreign minister, Radek Sikorski, opinions are divided. Some say that he has no interest in Poland's EU presidency and so will not help more committed members of the administration to make it a success. Others point to the fact that he has been quick to carve out a role for himself alongside Cathy Ashton. Sikorski is keen to take the lead on eastern neighbourhood issues. But Poland also sees its approach to its eastern neighbourhood as a model for the EU to take towards countries in its southern neighbourhood. This gave Sikorski the perfect excuse to pay a highly publicised visit to Libya in May - the first Western foreign minister to go the country since the uprising began. Sikoroski points out that the trip was agreed with Ashton beforehand. Nevertheless, his interactions with Ashton - weakened by internal criticism - throughout the presidency will be something to keep an eye on.

Stress test - Poland will take over the presidency with the EU creaking at the seams. Centre-right MEP Jacek Saryusz-Wolski puts it thus: All other presidencies have had difficult challenges but none of them have had such a culmination of difficulties. The Union is undergoing a stress test in terms of the euro, in terms of schengen, in terms of ESDP and in terms of [its] neighbourhood. All that put together makes this presidency extremely challenging. More and more, Poland sees that new member states will have take upon their shoulders the defence of the acquis of the old [member states].Logo - There is a long and proud tradition of EU presidency logos. It is not really clear why they are needed (especially in these post-Lisbon mini-presidency times) but they are always unveiled with a something of a flourish. They also usually attract more interest than the presidency programmes themselves. Past star logos include Belgium's 2001 showing with Magritte's hat, while Italy's 2003 effort was something of a flop, where it remained something of a small mystery as to why the E of EU was backwards. Poland's logo meanwhile is inspired by the by the iconic flag of Solidarnosc and was designed by the very artist who designed that movement's symbol so many years ago.The last word - And according to the somewhat ominous words of European Commission President Jose Manuel Barroso, presidency countries can never be too prepared.My message to the Polish presidency is: Be prepared, because something may happen.Famous events of past presidencies include the Russia-Georgia war under France's watch and the teetering and then utter collapse of the Czech government in the middle of its presidency.

Iran has sent military submarines to the Red Sea, according to the semi-official Fars news agency.Iranian military submarines entered the Red Sea waters with the goal of collecting information and identifying other countries' combat vessels, Fars said in a Tuesday report, citing an unidentified source.It did not say how many submarines were involved or what type they were but noted they had sailed alongside warships from the Iranian Navy's 14th fleet.State-run Press TV said in a report earlier in May that the 14th fleet – which is comprised of two vessels, the warship Bandar Abbas and the destroyer Shahid Naqdi – had been sent to fight piracy.The fleet entered the Gulf of Aden region in May and has now entered the Red Sea in the continuation of its mission,Fars said.Two Iranian warships passed through the Suez Canal en route to Syria in February, for the first time since the 1979 Islamic Revolution. 1st tropical storm of season ramps up in Pacific

MIAMI – Forecasters say the first tropical storm of the 2011 hurricane season is gaining strength out in the Eastern Pacific.Tropical Storm Adrian's maximum sustained winds increased to about 60 mph early Wednesday, hours after it formed. It's expected to get stronger, but forecasts show it moving away from land in the next few days. No coastal watches or warnings have been issued.The center of the storm is about 345 miles south of Acapulco, Mexico. It is moving slowly in a west-northwest direction. That is expected to continue for the next couple of days.

China floods kill 24, force 100,000 to evacuate

BEIJING (Reuters) – Heavy rain drenched a swathe of what had been drought-gripped southern and eastern China, killing 24 people and forcing more than 100,000 to evacuate, state media reported on Wednesday.The deaths have been concentrated in the poor southern province of Guizhou, where 21 people have died so far, and 100,000 people have left their homes to escape the rising waters over the past few days, the official Xinhua news agency said.Another 30 people were missing in Guizhou, the report added, suggesting the death toll could rise.The other deaths have been reported in the eastern seaboard province of Jiangsu, Xinhua added, though other parts of that province remain parched.Guizhou will be hit by more rain over the coming few days, and the government has already sent a relief team to the hardest hit areas, it said.The drought has damaged crops and exacerbated a power shortage by cutting power generation from dams, adding a slight bump to near three-year high consumer inflation.The rains will add to farmers' hopes that they will be able to plant mid-year rice crops after early-season plantings suffered during the drought.

23 killed, 6 missing in floods, mudslides in Haiti

PORT-AU-PRINCE, Haiti – Heavy rain hammered southern Haiti for a seventh straight day Tuesday, triggering floods and mudslides and causing houses and shanties in the capital to collapse. The official death toll was 23 but could rise as remnants of the storm lingered.Haitian authorities listed six people as missing.Runoff from the rain sent rivers surging and flooded many homes as people scrambled to their rooftops. The slow-moving storm system also toppled trees and debris blocked streets throughout the capital.At least 23 people were killed and more than a dozen injured, said Edgar Joseph, a spokesman for Haiti's Civil Protection Department. Most of the deaths were in Port-au-Prince and they included two who died over the weekend, he said.Thirteen people died in Petionville, a hillside city southeast of downtown Port-au-Prince, Joseph said. In one incident, a concrete house slid down a ravine and crashed into several smaller homes.A 53-year-old man, Jean Wildor Charutis, said his older sister and a niece died in the large house that crashed down the ravine. There was so much rain it shook the house, he said as he and government rescue workers searched for survivors.

The storm system has saturated much of the Caribbean in recent days, with flooding reported in the neighboring Dominican Republic as well as in Jamaica, Puerto Rico and the U.S. Virgin Islands. Authorities reported two deaths in the Dominican Republic and one in Jamaica to the weather.Civil defense authorities in the Dominican Republic said 25 homes were destroyed and more than 8,400 people were evacuated. The dead included a 13-year-old boy who was swept away and drowned while watching a river swell near Santo Domingo.In Haiti, the week of pounding rain has deepened the misery for tens of thousands of people living in the tent-and-tarp settlements that sprung up after the January 2010 earthquake. SANTO DOMINGO, Dominican Republic – Several days of heavy rain sent rivers higher Monday across much of the Caribbean, destroying houses, setting off landslides and forcing thousands of people to leave their homes. The storm has been blamed for four deaths in the region, officials said Monday.There were reports of severe flooding in the Dominican Republic, Haiti and Jamaica from a low pressure system that lingered south of Jamaica for five days before moving west.In provinces north of the Dominican capital, authorities evacuated more than 4,000 people, and at least a dozen homes were destroyed by floodwaters from the Licey River, said Francisco Arias, a regional civil defense official.In neighboring Haiti, more than 200 people sought shelter after a lake on the country's border with the Dominican Republic burst its banks over the weekend, said Lesly Dorce, an official with Haiti's Civil Protection Department.The water seeped into my home and I was worried about my daughter,said Mecha Calixte, a 32-year-old merchant who walked to the shelter in the town of Thomazeau, where relief groups gave out bags of rice, beans and bottles of cooking oil.There were also reports of extensive flooding in downtown Les Cayes, a city along Haiti's southwestern coast.

Hot weather causes heat warnings, buckled roads

CHICAGO (Reuters) – In Minnesota, a state legendary for its cold winters, the heat and humidity is so high this week that highway pavement was buckling in the Minneapolis-St. Paul area.Temperatures in the mid- to upper-90s across the country's mid-section Tuesday caused cities like St. Louis and Detroit to open cooling centers for overheated residents. Cincinnati's fire department sent out extra personnel on calls, so commanders could rotate out exhausted teams.And in Chicago, some public school students struggled to concentrate on finals in un-air-conditioned classrooms as the outside temperature approached a record 97 degrees.It's perspiratory and sweltering, said AccuWeather.com meteorologist Elliot Abrams.You take a shower and step outside and the sweat beads form almost immediately.Abrams warned that people who work outside have to watch out for possible over-exertion and heat stroke.The high temperatures in the Midwest started Monday and are expected to last through Wednesday, spreading to the east on Thursday, according to Jim Allsopp, meteorologist for the National Weather Service. He said temperatures in Illinois are running well above normal, by about 15 degrees.In the Midwest, it's pretty early to be getting this hot,Allsopp said. Solar flare erupts, creating spectacular images

GREENBELT, Md. – A medium-sized solar flare has erupted from the sun in an impressive display captured by NASA cameras. Scientists say that the event won't have a significant impact on Earth.NASA says the flare peaked Tuesday and created a large cloud that appeared to cover almost half the surface of the sun. Images were recorded by the orbiting satellite called the Solar Dynamics Observatory.A news release says solar energy released by the event should deliver a glancing blow to Earth's magnetic field on Wednesday or Thursday.But it's not expected to cause a major impact here. The National Weather Service is predicting minor effects on satellites and weak impacts on some power grids.

Germany expecting more E.coli deaths

HAMBURG (Reuters) – Germany expects the death toll from the E.coli outbreak to rise although the number of new infections from the virulent strain of bacteria that has killed 24 people is likely to drop, the government said on Wednesday.There will be new cases and unfortunately we have to expect more deaths, but the number of new infections are dropping significantly,Health Minister Daniel Bahr told German TV .I can't sound the all-clear, but after analyzing the latest data we have reasonable cause for hope,he said.The German government has been criticized at home and around Europe for its failure to pin down the cause of the outbreak that has stricken over 2,400 people in 12 countries. Iran to triple nuke output, use better centrifuges

TEHRAN, Iran – Iran will soon install more advanced centrifuges at its new uranium enrichment site, the country's nuclear chief said Wednesday, underscoring Tehran's continued defiance in the face of international sanctions imposed over its controversial nuclear program.Vice President Fereidoun Abbasi also announced that Iran plans to triple its output of the higher enriched uranium in 2011 and move the entire program to the new, secretly-built facility.The uranium enrichment lies at the heart of Iran's dispute with the West, which is concerned that the activity masks efforts to make nuclear weapons — a charge Tehran denies, insisting the work is peaceful and only meant to generate electricity.Abbasi, who also heads Iran's nuclear agency, said that Tehran would set up the more efficient centrifuges, suitable for higher-grade uranium enrichment, at the Fordo site near the holy city of Qom in central Iran.Built next to a military complex to protect it in case of an attack, Fordo was long kept secret and was only acknowledged by Iran after it was identified by Western intelligence agencies in September 2009.At the time, the labs were still under construction inside former ammunition depots carved into a mountainside. The area is heavily protected by the powerful Revolutionary Guard.

Despite four rounds of U.N. sanctions over its refusal to halt the enrichment, Iran has threatened to expand the program tenfold and produce new centrifuges capable of enriching uranium faster than the old ones.This has added to the international concerns because these centrifuges would allow Tehran to accelerate the pace of its program and potentially enable Iran to amass more nuclear material in a shorter time that could be turned into the fissile core of missiles, should it choose to do so.
Centrifuges are machines that are used to enrich uranium. Low-enriched uranium — at around 3.5 percent — can be used to fuel a reactor to generate electricity, which Iran says is the intention of its program. But if uranium is further enriched to around 90 percent purity, it can be used to develop a nuclear warhead.Iran has been producing uranium enriched up to 5 percent for years and began the higher enrichment — up to near 20 percent, considered a threshold between low and high enriched uranium — in February 2010, claiming it needs the higher enriched uranium to produce fuel for a Tehran reactor that makes medical radioisotopes needed for cancer patients.

According to Abbasi, the nuclear chief, the new centrifuges at Fordo would be more advanced than the decades old P-1 type once acquired on the black market and in use at Iran's main enrichment facility in Natanz.Soon, we will install 164-machine centrifuge cascades of the new generation (at Fordo),Abbasi was quoted by the official IRNA news agency as saying after a Cabinet meeting.He also added that Iran would triple the output of its higher enrichment program this year and would move the entire program to Fordo from Natanz. The U.N.'s nuclear watchdog, the International Atomic Energy Agency, would monitor the transfer, he said.Last month, the IAEA said in a report that Iran estimates it has produced a total of about 125 pounds, or 56.7 kilograms, of uranium enriched to 20 percent by May 21st.When Iran first announced it activated the 164-machine centrifuge cascades for higher enrichment last year, IAEA said the move was contrary to U.N. resolutions demanding Iran suspend all enrichment.Abbasi's announcement came a day after President Mahmoud Ahmadinejad criticized the IAEA chief Yukiya Amano, claiming the director has discredited the world body by alleging that Iran may be working on a nuclear weapons program.Ahmadinejad was reacting to Amano's earlier comments alleging that some aspects of Iran's nuclear activities could be linked to a weapons program, according to latest information obtained by the U.N. watchdog.

US, allies try to report Syria to UN on nuke issue

VIENNA – The United States and its allies pushed ahead Wednesday with efforts to bring Syria before the U.N. Security Council for failure to cooperate with the International Atomic Energy Agency, despite opposition from China and Russia.A draft of a resolution obtained by The Associated Press finds Syria in non-compliance with its obligations with IAEA requirements to allow inspectors access to all nuclear facilities to ensure they are not being used for military purposes.The draft criticizes Syria's lack of cooperation with repeated requests for access by the U.N. nuclear agency to information about a facility at Dair Alzour that appears to have been a nuclear reactor capable of producing plutonium, which is used to arm nuclear weapons. The site was destroyed in 2007.The draft was circulated Wednesday to the 35 ministers who serve on the IAEA's board of governors to be discussed and put to vote. It needs majority approval from the board before it can be sent to the Security Council.The effort comes at the same time that Britain and France are already bringing to a vote a resolution that condemns the crackdown in Syria that has killed hundreds.The IAEA has tried in vain since 2008 to follow up on strong evidence that the Dair Alzour site, bombed in 2007 by Israeli warplanes, was a nearly finished reactor built with North Korea's help.

UK PM says UN resolution will condemn Syria

LONDON – Prime Minister David Cameron said Britain and France will propose a U.N. resolution on Wednesday that condemns a crackdown in Syria that has killed hundreds.
Cameron told the House of Commons that the two nations wish to object to the actions of Syrian President Bashar Assad's government and would be offering a resolution at the Security Council condemning the repression and demanding accountability and humanitarian action.If anyone votes against that resolution or tries to veto it, that should be on their conscience, he said.The resolution is separate from another measure being directed at Syria's nuclear program. The United States and its allies are pushing ahead with efforts to bring Syria before the U.N. Security Council for failure to cooperate with the International Atomic Energy Agency, despite opposition from China and Russia.In an online briefing Wednesday, French Foreign Ministry spokesman Bernard Valero said France decided it was time to act over the crackdown.

The moment has come for the international community to assume its responsibilities considering the Syrian regime's decision to continue and heighten its use of violence and repression,Valero said.The statements came as troops and tanks made their way to the restive northern area where soldiers reportedly joined an anti-government uprising, according to a Syrian human rights worker Mustafa Osso.
