A bill that would criminalize invasive TSA pat downs in Texas has risen like a phoenix from the flames, with Governor Rick Perry being forced to include the item on the agenda for the current special session of the legislature, setting the stage for what could potentially become a watershed moment in the battle to peel back a federal power grab that has characterized the advance of big government.
TSA Pat Down.Despite initially shirking responsibility by erroneously claiming that the bill did not have enough support to pass, Governor Perry was forced to place the item on the special session agenda yesterday, meaning TSA workers could face a year in jail or a $4,000 fine if they touch the anus, sexual organ, buttocks, or breast of another person, even thought that person’s clothing for the purpose of granting access to a building or a form of transportation,according to the text of the legislation.Under the terms of the Texas Constitution, Perry has the authority to forward bills for the consideration of the special session, and that’s precisely what he did yesterday, announcing, Legislation relating to prosecution and punishment for the offense of official oppression of persons seeking access to public buildings and transportation.Following Perry’s announcement, sponsor of the bill Senator Dan Patrick stated, The people’s voice has been heard in Austin. Thanks for the literally thousands of calls & e-mails. This is a Come & Take It Moment again for Texas… Once again Texas will take a stand that will reverberate around the nation.Absent the dirty tricks that shot down the progress of the legislation the first time around, the bill should have no problems in getting enough votes to be passed – the majority of state Senators support SB 29, with a number still undecided and just two against. The schedule for the special session is due to run until June 30, but Perry also has the authority to extend this deadline.

The real test will be how the federal government reacts to the passage of the legislation, a response which is likely to be characterized by two separate arguments.One – the feds will simply claim that the bill is superseded by the Supremacy Clause of the US constitution, arguing that states cannot regulate the federal government, and will order TSA goons to continue groping Americans. This will kick start a massive states’ rights battle, but TSA workers will still be reticent to abuse their power for fear of lawsuits. However, if they pursue this route, the feds won’t have a leg to stand on. The Supremacy Clause merely states that the Constitution is supreme, not that the authority of the government is supreme. Indeed, if anything the Supremacy Clause works in favor of the anti-pat down bill because it reinforces the protections guaranteed by the fourth amendment against unreasonable searches and seizures.Two – the government will adopt an altogether more aggressive approach and repeat their threats of financial terrorism by resolving to impose a federal blockade to prevent flights operating out of Texas airports. This tactic was used to kill HB 1937 before it could even reach the Senate last month following the circulation of a letter written by DoJ Attorneys that threatened to cancel all commercial flights in the state. The power of the federal government to impose a de facto no fly zone over Texas is non-existent. If this is attempted, Texas airports could simply replace all TSA workers with private screeners and give the feds a symbolic middle finger. What’s more likely to happen is some kind of compromise deal, but TSA agents would still be less likely to carry out grope downs for fear of lawsuits.Years of growing outrage over TSA grope-downs and naked body scanners has culminated in this momentous showdown. EUOBSERVER / LUXEMBOURG - The International Monetary Fund has bluntly warned the European Union it must put an end to its unproductive debate over debt restructuring and, in an unprecedented outside intervention in the construction of the European Union, told the bloc it must integrate faster and more deeply in order to stop a global disaster.Using much of the same censorious language about the EU that the EU has used about Greece, the international lender told the bloc to act now and that its handling of the situation needs attention.While courageous attempts have been made by the eurozone to address the crisis, failure to undertake decisive action could rapidly spread the tensions to the core of the euro area and result in large global spillovers,read a report of the Fund's review mission investigating the effectiveness of eurozone policies, published on Monday (20 June).Saying Europe is at a crossroads, the IMF's acting director, John Lipsky, in Luxembourg for a meeting with EU finance ministers, declared: The euro area needs to strengthen economic governance and may need to be more intrusive in terms of national structures.Warning that all the euro area's efforts so far, including the so-called six-pack delivering economic governance, the EU semester system and the Euro Plus Pact while welcome, are not enough to prevent global spillovers from the crisis, the IMF said that still more economic and financial integration and EU intervention in national economies is necessary.

The Fund's European director, Antonio Borges, even went so far as to compare the unification process unfavourably to that which happened in the United States over a century ago.We really believe that many of the current problems result from incomplete integration,he told reporters upon presentation of the report.In the process of developing monetary union like the United States, which is a fully integrated monetary union, you have obstacles that magnify the problem,he said.
Specifically, the report mentioned that without political union and fiscal transfers, stronger governance of the euro area is indispensable.The report also demanded deeper integration of labour markets, the flow of goods and services markets and, crucially, capital.The IMF's review of eurozone policies, parallel to the review the EU-IMF-ECB troika mounts of bail-out countries and the recommendations the European Commission has recently issued regarding EU member state economic policies, is part of the Fund's new toolkit developed in the wake of the global financial crisis.The process sees IMF missions speak to authorities from each of the world's five leading economic areas and asks them the impact of the policies of other leading economies on their own. The result of these consultations is then compiled in a mission report.The IMF's EU report also said the ECB should proceed gradually and cautiously in hiking interest rates so as to limit stress to the eurozone periphery.The report went on to say that the EU needs to announce what it will do to resolve problems in the banking sector before stress test results are announced, adding that preference should be given to market-based solutions, but that public support may be necessary ... in a manner co-ordinated across the EU.

The IMF called for progress towards common depositor insurance, banking management and crisis prevention, with a European Resolution Authority the ultimate goal backed by a deposit guarantee and resolution fund to deliver a euro area centred backstop for both liquidity and solvency support.In its sharpest language, the document said: It will be essential to bring the unproductive debate about debt reprofiling or restructuring to closure quickly.Policies to stop contagion from sovereign debt adjustment or re-profiling are at a premium.

EU agrees new €500 bn permanent bail-out fund

EUOBSERVER / BRUSSELS - EU finance ministers on Monday (20 June) in Luxembourg put the finishing touches on the eurozone's massive permanent bail-out fund, giving it an effective lending capacity of €500 billion.To establish the new European Stability Mechanism (ESM), intended to replace the temporary €440 billion European Financial Stability Fund (EFSF) created last year, states will offer €620 billion in credit guarantees and a full €80 billion in cash.EU states agreed in March this year that the new rescue fund will take over from its predecessor in mid-2013.Governments will gradually chip in the cash provision in five stages from 2013 to 2017.Germany, the eurozone's paymaster, is responsible for the lion's share of the funding, delivering €168 billion in guarantees and stumping up €22 billion in cash payments.

Ministers also agreed that bonds issued by the new fund will not have preferred creditor status.The aim is to allow countries that have taken bail-outs to return to the market more easily, because with such seniority held by states, private investors may have balked at the bonds they purchased enjoying junior status.
However, the move does imply greater risk for states involved.This is a serious blow for EU taxpayers,said Sony Kapoor, the head of Re-Define, an international economic think tank.Without a preferred creditor status, creditor governments will be much less willing to lend through the ESM. This will make it less effective and result in higher contagion and financial instability throughout the euro area,he said.Meanwhile, the euro area's existing bail-out fund, the EFSF, saw its working capital boosted to €726 billion so that it would be able to hike its effective lending capacity to €440 billion.

Members will agree that it would not be appropriate for me to discuss the detail of those scenarios.He then neglected on several occasions to make a positive statement of British confidence in the survival of the eurozone.The most virulent prediction of the euro's demise came from Labour MP Jack Straw, a former foreign minister, who said: Instead of sheltering behind complacent language and weasel words that we should not speculate, the government should recognise that this eurozone cannot last ... Since the euro in its current form is going to collapse, is it not better that that happens quickly rather than it dying a slow death? Responding to another question about the possible domino effect of a Greek bankruptcy, Hoban later admitted: Discussions are taking place between the Bank of England, the Treasury and the FSA [Financial Services Authority], and we are considering a number of scenarios and potential market events.

Toward the end of the session, he added: I am not going to comment on whether the eurozone will remain intact. Clearly, this crisis demonstrates the huge strain that the eurozone is under.On Greece itself, Conservative and Labour MPs were united in their belief that the new bail-out under discussion in Brussels will fail.John Redwood, a member of the Conservative Party's policy group on economic competitiveness, said: Greece went bankrupt more than a year ago, but the ministers of certain countries cannot believe it and are wasting taxpayers' money on trying to pretend that it has not happened.For his part, Labour MP Denis MacShane voiced concern about a new flood of [Greek] economic migrants [coming] into Britain. Barroso supports temporary border controls

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso indicated Monday that he would support the reintroduction of temporary border controls so long as such decisions are taken at the EU level and not unilaterally.Establishing rules for an EU decision-making mechanism on the reintroduction of temporary border controls would reinforce mutual trust and reduce unilateral measures by member states, he said in a letter to the president of the European Council, Herman Van Rompuy, ahead of an EU summit later this week.While insisting that the commission will not hesitate to act against any measures threatening freedom of movement within the EU - an oblique reference to plans by Denmark to put permanent customs checks in place on its borders with Sweden and Germany - Barroso did concede that member states need clearer rules than the ones currently included in the Schengen code.In his view, the solution is a community-based mechanism allowing for a decision at European level on the reintroduction of short-term internal border controls when a country is under extreme migratory pressure or fails to secure a part of EU's external borders.Such a mechanism - with the commission playing a central role - would further reinforce mutual trust and also reduce the need for recourse to unilateral initiatives by member states,Barroso argues.But EU diplomats are sceptical about member states' appetite for having the EU commission involved in any decision regarding their national borders. We don't know what community-based means. It could be that the commission reports and the council [of ministers] decides. But first we need concrete proposals,one EU source told this website.

EU leaders are likely to ask the commission to draft such proposals. The tricky discussions on who will have the last say in putting short-term border checks in place will come only later.Currently, the Schengen code allows its 26 members to re-instate temporary border checks when public safety is at stake - for instance in case of a football championship. But after a Franco-Italian row over hundreds of Tunisian migrants passing the border between the two countries, migration may also become a criterion.Meanwhile, the Danish Parliament has approved plans laid out by the government to have permanent customs checks in place in order to clamp down on drug trafficking and other illicit activities on its borders with Germany and Sweden.

The plan - largely seen as a trade-off for the centre-right government to win the support of the anti-immigrant People's Party in passing a key reform of the pensions system - has irked Berlin and the commission alike.The agreement calls for 98 new customs agents on Denmark's borders, 24-hour manned borders, four new customs houses, roads separated into six lanes, spot-checks, video surveillance and high-tech contraband scanners to come by 2014.Germany's deputy foreign affairs minister, Werner Hoyer, wrote in an article published in all 27 EU countries last week, that EU countries considering new border controls are playing with nationalism's fire.In response, the Danish People's Party labelled his comments as national neurosis tied to Germany's Nazi past.

France predicts Syrian leader will be next to fall

Obama’s being hassled because he’s dropping bombs and bullets on Libyan targets without Congressional permission, a clear violation of the War Powers Resolution per some Republicans and Democrats. Some estimates say that a year of it will cost $160 B. Obama says it’s within his powers because, though he can’t declare war, this isn’t war; it’s a kinetic military action,whatever that means.

Libyans are Still Dead

He goes on to say that ground troops aren’t exchanging fire, which adds to the non-warishness. But Libyans bombed or rocketed to death from the sky are still dead. It’s not clear that the dead Libyans would appreciate the neat distinction. The Libyans themselves are pretty clearly having a civil war; Obama is killing more of the folks on one side than he is those on the other, though he hasn’t discriminated entirely. Apparently, it can be hard to tell which side he’s shooting at from the air. That they are having a war seems to be clear to the Libyans even if it isn’t clear to Obama.Many would say that blowing up and killing via your military is making war and that’s the end of it. However, sending the Army, Navy, Air Force, and Marines against North Koreans plus 2 million Chinese troops wasn’t a war; it was a police action. And all those folks killed, wounded, and tortured by the North Vietnamese weren’t war heroes since they weren’t in a war, either. Obviously, this whole thing can be confusing.Shakespeare said: A rose by any other name, would smell as sweet.He doesn’t seem to be much help, but then he wasn’t talking politics at the time. Not exactly. So, let’s go to the sources: The Constitution says the President commands the armed forces and Congress declares war. Simple, and pretty clear. The Prez does the job but he doesn’t issue the contract. Congress said in the 1973 War Powers Resolution that the Prez could act in emergencies when the U.S. was attacked; he didn’t have to wait for Congressional permission to defend the country. Some say Congress lacked authority to pass the Resolution; it amounts to a backdoor Constitutional amendment, so it’s moot. For us now, that’s irrelevant; the Resolution provides a president 60 days from his use of hostilities to get Congress on board but more than that has passed for Libya and Libya hadn’t attacked the U.S. anyway. The Resolution also provides an added 30 days to get things stopped when Congress won’t sign on. That seems irrelevant too; Obama’s made it pretty clear he intends to continue. And anyway, that doesn’t include his time to get permission.

Lately, some House members have spoken of cutting off Obama’s funding for Libya. That’s interesting; the Prez has been using generic Pentagon funds, diverting the money to his Libyan activities since there has been no official Libyan program to fund things done there. (A bit like Congress has done for years with Social Security receipts.) If Congress cuts off money spent on Libya, it will in fact be cutting the amount it has approved for the military.Libya hasn’t attacked the U.S. that I’ve heard, so that’s no help there. What Truman got away with in Korea and Johnson in Vietnam are history, not law; they don’t help either. The bottom line appears to be that Obama has used his authority as Commander in Chief to intervene in another country’s civil war by using the U.S. military to attack that country’s property and people. Where I come from, that’s making war. He can call it kinetic military action or he can call it making love if he wants to, but that doesn’t resurrect any dead Libyans.Sadly, it could all easily be a waste of lives and treasure since the intervention is so half-hearted; so far it is not only likely illegal but worse, incompetent. It has made dead Libyans without changing the results on the ground.The most important part of this is what is says about our leading politicians. Congressfolk no less than presidents are sworn to uphold the Constitution. Republicans and Democrats in charge are so far, posturing; giving the Constitution lip service just as much as their President is doing. The inescapable conclusion: the Constitution doesn’t matter to them. If they are returned to Congress in the next election, it will be equally inescapable that the Constitution doesn’t matter to the voters anymore, either. What then?

Strange Definitions of War and Peace

Last week I joined six Republican and three Democrat colleagues to file a lawsuit against the Obama administration over its illegal war against Libya. Now that more than 90 days have passed since the president began bombing Libya, no one can seriously claim that the administration has complied with the clear requirements of the 1973 War Powers Resolution.Ron Paul-In a remarkable act of chutzpah, the administration sent to Congress its response to the growing concern over its abuse of war powers. Its argument, in a nutshell, is that the War Powers Resolution is not relevant because US armed forces are not actually engaged in hostilities because Libya is so militarily weak it cannot fight back! This explanation would be laughable if not so horrific. The administration wants us to believe that there is no real violence because the victim cannot fight back? Imagine if this standard was applied to criminal law in the United States! I am sure Libyans on the receiving end of US and NATO bombs feel hostilities are quite definitely taking place.We must recall the origins of these attacks on Libya. The Obama administration made no claim that Libyan leader Gaddafi was killing his civilian population. Rather, the claim was that Libya might begin killing its civilians in the future. One need not defend Gaddafi’s regime — and I most certainly do not — to object to this flimsy and dangerous rationale for violating the sovereignty of another country. Imagine a scenario where the UN approves military action against the United States as a preventative humanitarian measure over US enforcement of its immigration laws, for example!

Now in Libya we see the possible use of depleted uranium shells, we see infrastructure destroyed, we see universities bombed, we see all the collateral damage.Yet, this is a humanitarian intervention? In our lawsuit against the administration, among other critical issues we are demanding that the courts provide relief and protection to the country from the administration’s policy that a president may commit the United States to a war under the authority of the United Nations and NATO without authorization from Congress, and that previously appropriated funds by Congress may be used for an unconstitutional and unauthorized war in Libya or other countries. These are fundamental Constitutional issues and I expect the judicial branch to treat our challenge with the same level of gravity as we do in the legislative branch.Remember, we were told that this attack would last days, not weeks and we are already three months and likely nearly a billion dollars into it. As the bombings obviously target Gaddafi’s houses, even killing some of his family members, we can see that the real goal is regime change rather than protection of civilians. Do we know much about the rebels whose side we have taken in what is, in fact, a civil war? Although it is a bit late, I am pleased to see that congressional leadership has started to listen to our constituents, who are solidly against this war on Libya. I commend Speaker Boehner’s expressions of dissatisfaction with the administration over this war and I sincerely hope he will use the full constitutional authority granted to the legislative branch to bring into check an administration clearly out of control.Polls show that the American people increasingly favor a truly conservative foreign policy: one that rejects the leftist, utopian doctrines of nation building and preemptive war, and one that is NOT funded by debt. Forcing the Obama administration to obey the clear letter of the law is one step towards restoring a traditional, patriotic foreign policy that serves American interests.

The Americans hope to sale from Greece on The Audacity of Hope this week with the announced intention of breaking the maritime embargo, but Israeli military commanders have said that the goal of the pro-Hamas organizers behind the flotilla is to try to force the IDF into a clash, similar to last year's confrontation with Turkish-based IHH terror activists.The Americans undoubtedly are not looking for a fight but are part of a larger community of American Jews who are unfamiliar with Israel but whose idea of the Jewish state is one that adopts Christian values of turning the other cheek.Jewish activist Leslie Cogan told the French news agency AFP, the flotilla is a cargo of friendship, a cargo of peace.Last week, Jewish anti-Zionists in London rallied in memory of the nine IHH members who were killed by Israeli Navy commandos last year after brutally attacking the soldiers, who reached the deck of the Mavi Mamara ship virtually unarmed except for paint guns and small revolvers.After last year’s clash on the high seas, the leader of the German-Jewish organization Jewish Voice for Peace in the Middle East said the group actually wants to preserve Israel.Some see what we are doing as a betrayal. High Court: Burin Mosque Construction in Contempt of the Law by Elad Benari JUNE 21,11

Israel’s High Court held a hearing Monday on an appeal by the Regavim Movement for the Preservation of the Nation’s Lands over an illegal mosque being built in the Arab village of Burin, just south of Shechem and in between Yitzhar and Bracha.
During the hearing, the judges said that the continued construction of the mosque constituted contempt of the law and ignoring of judicial orders issued against it.The judges further stated that the Palestinians are making up their own laws with regard to planning and building, both within the Green Line and beyond it, and the State must enforce the law equally in all sectors. Reality cannot be changed in one second but a law should be applied to both sides.The State Attorney’s Office representative argued during the hearing that even if steps were taken to build the mosque contrary to a court order not to do so, they are simple steps to repair and remove scaffolding at the mosque in question and as such are not a violation of the court order. The representative also argued that the mosque is not at the top of national priorities as it does not constitute a security risk.In response, Regavim presented through their attorney, Amir Fischer, pictures which prove that the work that was done was not removing of scaffolding but actual construction of a whole floor of the mosque, and that this construction was made after the High Court had issued orders to cease the work on the mosque.

There’s a minaret being built, and again and again the petitioner comes to court with photographs to prove so, while the State says an inspector was sent to stop the work,Fischer said. It is clear to everyone that they will continue to build and the only way to stop it is to demolish the building.The illegality of the mosque was first raised by Regavim almost a year ago. The lawsuit had come in response to a decision in which a synagogue in the nearby Jewish community of El-Matan was deemed illegal and ordered sealed.The order to seal the El-Matan synagogue was handed down by the court in response to a lawsuit by several neighboring Arab villages and leftist legal rights group Yesh Din. The residents of El-Matan were outraged by the decision, particularly since construction of the illegal Burin mosque continued, and had threatened to prevent the demolition of the synagogue.Prime Minister Binyamin Netanyahu eventually intervened and ordered to halt the plans to seal the El-Matan synagogue. The community’s residents and the State later reached a compromise, according to which the synagogue was sealed while a plan was submitted to bring the building into compliance with the law.As for the appeal over the Burin mosque, the State clarified in February that its official position is that the mosque must be sealed.The State is of the opinion that the Burin Council must seal the mosque,the State informed the Court.

Fischer noted during Monday’s hearing that in the parallel case of a synagogue in the community of El-Matan, which was built in a place that has an outline for a public building, the court issued an order to seal it at the State’s request and so it was. Why is it that when it comes to a synagogue we seal and when it comes to a mosque the State does not do anything about it? It cannot be that the court issues a temporary order against construction, the Palestinians ignore it and the State does not do anything about it, but when it comes to Jews it automatically goes to the court. Discrimination is a small word in comparison to what is really happening here.
During the discussion, Attorney Tawfiq Jabarin, who represented the Council of Burin, got up and said that he also serves as one of the petitioners for demolition of houses, and began to speak of illegal Jewish construction in Judea and Samaria. Before he could speak, the judge interrupted him and scolded him for playing a double game, on the one hand petitioning against the illegal construction of Jewish buildings and on the other hand protecting the illegal construction by Arabs.The synagogue was built on State land,the judge said.There has to be a balance. Every time the Palestinians build illegal structures there will be an appeal to demolish it, and the same will be true for the other side.Bezalel Smotrich of the Regavim movement said following the hearing, We are noticing a trend by the Court to similarly treat Arab and Jewish illegal construction. Today it is hard not to notice the intolerable discrimination between the petitions of the Jews and the petitions of the Arabs, and I am pleased that the High Court understands that this discrimination cannot go on. Egypt will not abrogate its peace treaty with Israel due to the financial implications of such a move, Major General (res.) Giora Eiland assessed Monday.
While the peace with Egypt in the aftermath of the January rebellion will not be a nice peace,he opined,the peace treaty between Israel and Egypt gives Egypt several benefits that no [Cairo] government would foreswear.First – Egypt sells gas to Israel and will not give up this income.Second, Egypt’s economy depends on tourism. Tension with Israel could affect this and therefore Egypt would be interested in presenting a peaceful state of events.Third, the Suez Canal provides income for Egypt, and a confrontation with Israel could decrease [traffic through] the canal.

Fourth and most important, relations between Egypt and the U.S.: Egypt receives funds from the U.S. and abrogating the treaty with Israel could stop this cash flow.

Hurricane Beatriz hits Mexico's Pacific coast

MANZANILLO, Mexico (Reuters) – Hurricane Beatriz bore down on Mexico's Pacific coast on Tuesday, putting tourist areas and major ports on alert for heavy rainfall and flash floods, the U.S. National Hurricane Center said.The eye of the hurricane was about 50 miles northwest of Manzanillo, with sustained winds near 90 miles per hour, and was expected to move north along the coast through the day, the center said in its 8 a.m. EDT (1200 GMT) update.The storm sparked hurricane warnings along the Mexican coast from Lazaro Cardenas northwestward to Cabo Corrientes, the Miami-based center said.The storm, a Category 1 storm on the Saffir-Simpson intensity scale, is expected to begin weakening later today or tonight, the storm center said.Mexico has no major oil installations in the Pacific but its coast is dotted with beaches popular with U.S. tourists.The Mexican government said the coastal states of Guerrero, Michoacan, Colima and Jalisco should prepare for 10- to 13-foot (3- to 4-meter) waves and 6 to 12 inches of rain.A storm surge was expected to cause coastal flooding in the hurricane warning area.Hurricane Adrian, which formed earlier this month and caused no damage, was the first hurricane of the 2011 Pacific season.Forecasters are expecting a rash of storms the Atlantic this year, with some predicting at least five major hurricanes of Category 3 or stronger.(Additional reporting by Patrick Rucker in Mexico City; Editing by Doina Chiacu)

Japan parents launch nuclear emergency petition

TOKYO (AFP) – Japanese parents living near the tsunami-hit Fukushima nuclear plant issued an emergency petition on Tuesday, demanding the government do more to protect their children from radiation exposure.A coalition of six citizens' and environmental groups called for the evacuation of children and pregnant women from radiation hotspots, stricter monitoring and the early closure of schools for summer holidays.They voiced concern that authorities had focused on testing for radiation in the environment and not on people's internal exposure through inhaling or ingesting radioactive isotopes through dust, food and drinks.Since atmospheric radiation levels show no sign of abating, the inhabitants of heavily contaminated areas will continue to endure high radiation doses, both externally and internally, they said in the petition.To minimise such exposure, residents should be evacuated promptly to areas where radiation is less severe. Top priority must be given to infants, children and expectant mothers -- all highly susceptible to radiation effects.Japan has struggled to bring the Fukushima plant under control since it was hit by a tsunami that knocked out cooling systems, leading to three reactor meltdowns, explosions and radiation leaks into the air, soil and sea.

Following the March 11 disaster, Japan has raised the exposure limit for adults and children from one to 20 millisieverts per year, matching the maximum exposure level for nuclear industry workers in many countries.The move has stoked anger and fear among many in Fukushima prefecture towns outside the 20-kilometre (12-mile) evacuation zone around the plant that have been exposed to lower levels of radiation for more than three months.The education ministry has since pledged to keep radiation in schools below one millisievert per year for the current school year from April 1 to March 31.Medical experts agree that high doses of radiation raise the risk of cancers such as leukaemia and genetic defects, especially for foetuses and children, but they disagree on the risk of lower doses over longer periods of time.On Tuesday the six protest groups -- including local citizens, anti-nuclear activists, Greenpeace and Friends of the Earth -- launched their Emergency Petition to Protect the Children of Fukushima at the Japanese parliament.In a separate petition, one of the groups demanded the sacking of a radiation health risk management adviser to Fukushima prefecture, Nagasaki University Professor Shunichi Yamashita, alleging he had downplayed the threat.One of the organisers, Seiichi Nakate, told a news conference: As a father of two children, I cannot forgive him for having told us that there is no problem and that we should let our children play outside as usual.Parents who believed what he said are now feeling guilt towards their children,said Nakate, head of the Fukushima Network for Saving Children from Radiation, adding: Are we guinea pigs or livestock?
