CANADIANS BEING MONITORED FOR GOVERNMENT PUTDOWN

OTTAWA -- The federal government spent nearly $2 million last year to monitor what journalists were saying about it.According to figures released to QMI Agency by the Privy Council Office (PCO), the department belonging to Prime Minister Stephen Harper, the feds spent $1,924,696 to equip bureaucrats and ministers' political aides with one of three news monitoring services.The services -- Command News, FPinfomart and Newscan -- alert the account holder when stories are published about their department or minister. The accounts also allow access to a searchable database of news stories.Media monitoring is not a public service, said spending watchdog Kevin Gaudet of the Canadian Taxpayers Federation.

According to the data supplied by PCO, there are 736 accounts for Command News, 103 for FPinfomart and 61 for Newscan. Command News alone cost $1.2 million.Why do they need 736 accounts?" asked Liberal House Leader David McGuinty. Is this going to their Conservative caucus research bureau? McGuinty pointed out that all MPs have access to media monitoring services at a lower cost.Every morning, we get up here we have a Quorum produced by the Library of Parliament, McGuinty said. Quorum is a hard-copy clipping service that monitors for political news. It is widely and freely available on Parliament Hill.The Library of Parliament also provides a searchable database of political stories available in MPs' offices through an internal network.

The $1.9 million isn't the whole story, because it does not include the cost of the large staff charged with working on media files.One estimate provided to QMI Agency put the number of staff in PCO working on media monitoring at 20. The Prime Minister's Office has another 30 to 40 who deal with monitoring and responding to media stories.In addition, every federal government department has a media monitoring branch normally made up of civil servants plus political aides who also perform the same function.Sounds like one of those great places to find a million dollars -- or two or three -- in savings, said Gaudet.While a government spokesman defended the use of the news services, he also said savings may be on the way.
Departments use news services like Command News, Newscan and FPinfomart as one way of staying abreast of the public environment, said PCO spokesman Raymond Rivet.Having said that, in this period of fiscal restraint we will be looking at ways of consolidating and achieving savings on how these services are offered.
