What is quantitative easing?

Quantitative easing is a term used to describe a process whereby central banks "print" more money (money is generally created electronically these days) and use it to buy assets such as government and corporate bonds held by commercial banks and other financial institutions. Buying the bonds decreases their supply in the market and pushes up prices, which in turn drives down yields or interest rates. Since bond yields are used to set long-term interest rates for mortgages and most business lending, this should have the effect of reducing the cost of borrowing. By selling the bonds, the financial institutions get an infusion of cash that enables them to lend more money and help generate economic activity.

Why is quantitative easing being used?

Normally central banks try to increase the amount of lending and economic activity by cutting interest rates. But with central bank rates at historic lows — 0.25 per cent in Canada and 0 to 0.25 per cent in the U.S. — the availability of credit remains tight and demand relatively weak. So policy makers find themselves having to come up with other ways to boost lending and spending.

The U.S. Federal Reserve and the Bank of England are both engaged in quantitative easing, with the U.S. central bank indicating it will buy up more than a trillion dollars worth of debt. The Bank of Canada is not and has expressed reservations about the process, which economists view as an experiment.

Will it work?

It's too early to say. Reducing central bank rates practically to zero was supposed to unlock credit and spur borrowing, but that hasn't happened to the degree policy makers feel is necessary to revive the economy. Whether it can be accomplished by buying up bonds remains to be seen.

Are there risks involved?

Quantitative easing is seen as risky because creating money out of thin air and pumping it into the economy could lead to a higher rate of inflation than is deemed desirable and devalue the currency. At the same time, if the strategy isn't pursued aggressively enough, it won't have the desired effect. Banks will remain reluctant to lend and spending will remain weak.

Prime Minister Stephen Harper defended the U.S. Federal Reserve's controversial quantitative easing program Thursday, saying currency policies in other countries are far more to blame for global trades woes than the $600-billion program.Speaking to reporters in Seoul before heading into his first major G20 negotiating session with other leaders, the prime minister said the reason the world's currencies are out of whack has nothing to do with the United States and everything to do with pegged exchange rates in other countries.Prime Minister Stephen Harper says countries with pegged exchange rates, such as China, need to allow far more flexibility. I'm not so sure. I think we're getting a more frank discussion on these matters, that they do have to be resolved,he said.Data released this week shows the trade surplus in China, the world's second-largest economy, was more than $27 billion in September. The American economy, the world's largest, meanwhile, had a $44-billion trade deficit in the same month.

Heading into the summit, economic watchers were optimistic the Seoul summit would bring new ideas, if not consensus, on how to gradually rebalance global trade and investment flows so the international economy would not be so skewed in one direction.But negotiators at the summit are now only clinging to a rough framework agreement reached two weeks ago by G20 finance ministers. That deal saw countries vow to allow markets to decide their exchange rates and make sure their trade and investment balances did not bulge to extremes.Harper had urged other G20 leaders to put some meat on those bones, by signing on to concrete measures that would fulfil the promises.But while the ideas behind the finance ministers' agreement are still in play, there is no consensus, and much acrimony, about how to even talk about next steps.Instead of forging agreements in the lead-up to the summit, negotiators have added more brackets to their draft communiqué — indicating they have not yet agreed on key elements.

Officials are openly criticizing each other's policies.

U.S. scorned for hot money move
Many leaders are heaping scorn on the United States for its recent move to inject $600 billion US into the monetary system in order to stimulate its economy, complaining that the hot money is sending exchange rates around the world reeling, and that the stimulus is a way of devaluing the U.S. dollar.But Harper says the United States didn't have much of a choice, since interest rates can't go any lower, and more fiscal stimulus would make the American deficit even more bloated.Under the circumstances, the quantitative easing policy is, in the short term, the only option available to the Federal Reserve, Harper said.And I'm not sure anyone else has provided any compelling argument as to what alternative policy they would pursue in the short term.Plus, Harper said, the real reason currencies are reeling is because countries with pegged exchange rates aren't allowing proper adjustments to be made to the direction of the global economy.The problem, in my judgment for Canada, is not the depreciation of the American dollar. It's the fact the Canadian currency is accepting a disproportionate burden because other currencies are not appreciating the way they should.Harper's support of U.S. actions put him in a small club at the G20. The United Kingdom has also spoken out about the need to let the United States do what needs to be done to assure growth in the American economy.But Canada is in good company in its concern about China's currency regime. China has allowed the yuan to appreciate by about three per cent since the Toronto G20 summit in June, but most G20 countries believe the appreciation is far too slow, exacerbating global instability.Outside of currencies, there is little consensus on how exactly western governments should best wrestle gargantuan deficits into submission.French Finance Minister Christine Lagarde said overnight that all stakeholders must participate in the gains and losses of any particular situation,an indication that France has joined Germany in calling for investors to take losses as part of any debt restructuring that happens, BMO economist Benjamin Reitzes noted.With files from The Canadian Press

In an unprecedented outburst on his Fox News show earlier this week, Glenn Beck identified the threat that we have been warning about for over a year, that the powers behind the Obama administration are preparing to stage a false flag event that will be blamed on its political opposition to derail the movement against big government.Discussing how the leftists need violence to realize their political agenda, Beck featured a clip that we wrote an article about on Sunday, where former Clintonite and Democrat operative Mark Penn says Obama needs an OKC bombing-style event to regain his popularity.Remember, President Clinton reconnected through Oklahoma, right? said Penn on Chris Matthews’ Hardball show on Thursday. And the president right now seems removed. It wasn’t until that speech [after the bombing] that [Clinton] really clicked with the American public. Obama needs a similar defining moment, according to Penn.As we have documented, Penn is not the only prominent insider to invoke exploitation of terror as a means of reinvigorating the big government agenda. Back in July, former senior advisor to President Bill Clinton Robert Shapiro wrote in the Financial Times that only an OKC bombing or 9/11 style event could provide Obama with the opportunity to demonstrate that he is a strong leader.After reading a letter written by Tides CEO and founder Drummond Pike that encouraged advertisers to boycott Fox News in a thinly veiled threat that implied Beck’s rhetoric is leading to another OKC bombing, Beck stated, They are setting up an Oklahoma City, they are claiming that one is coming and they’re already marked the one who caused it,referring to himself.

The fact that Beck is mimicking our talking point on the threat of staged terror is another indication that he employs a team of researchers to listen regularly to the Alex Jones Show, as a prominent Fox insider told us directly earlier this year. The populist Drudge Report website has stirred a national debate on TSA abuse of passengers through dangerous naked body scanners and invasive groping measures, culminating in an onslaught of resistance from numerous prominent travel and pilots associations, and leading to the organization of a national opt out day on November 24.While the corporate media characterizes opposition to airport oppression as a disgruntled minority, Drudge has led the charge in exemplifying that the backlash is in reality part of a rapidly accelerating national outrage that now includes no less than five major travel bodies as well as a flight attendants union.In addition, individual cases of oppression at the hands of TSA thugs are now pouring in, with Drudge ensuring they receive the attention they deserve by making airport outrage a top story on his website for days on end.With an estimated 2 million-plus individual visitors a day and a gargantuan 500 million page views a month, it’s no surprise that Drudge’s extensive coverage of the issue has prompted a tidal wave of unions, travel associations, pilots and individuals to come out in opposition to TSA molestation.With the Electronic Privacy Information Center already engaged in a lawsuit challenging the legality of naked body scanners, the ACLU has also opened a web page inviting members of the public to submit reports of TSA abuse in the interests of future action.A citizens group has also organized a national body scanner opt out day set for November 24 aimed at sending a message to lawmakers demanding change.What was a stirring undercurrent is now out in the open, with anger bubbling to the surface and prompting a massive national debate.The rebellion is surging, not only because of the noted health dangers of body scanners, but because the TSA has proven time and time again that its justification in treating the American people with less respect than farmyard animals is completely fraudulent.

As we reported yesterday, while TSA goons grope your wife or daughter’s genitals in the name of security, they simultaneously hire rapists and give the green light for illegal aliens to work in secure airport locations and even clear them to fly planes. The TSA’s background checks for its own employees are non-existent in comparison with the harassment they dish out to innocent travelers on a daily basis.
The goal of making the pat down procedure tantamount to sexual molestation is to force people into using dangerous radiative body scanners, devices colloquially known as Dick Measurers amongst TSA agents.The Atlantic’s Jeffrey Goldberg was told by a TSA agent directly that pat downs were made increasingly invasive not for any genuine security reason, but to make the experience so uncomfortable for the traveler that they would prefer to use the body scanner, despite the fact that scientists at Columbia University and the Inter-Agency Committee on Radiation Safety, along with other scientific bodies, have all warned that the devices increase the risk of developing cancer.I asked him if he was looking forward to conducting the full-on pat-downs. Nobody’s going to do it, he said, once they find out that we’re going to do.In other words, people, when faced with a choice, will inevitably choose the Dick-Measuring Device over molestation? That’s what we’re hoping for. We’re trying to get everyone into the machine. He called over a colleague. Tell him what you call the back-scatter, he said. The Dick-Measuring Device,I said.That’s the truth, the other officer responded.So while the TSA hierarchy issues glib blanket denials that they are abusing the body scanners or the pat down procedure, the very TSA goons running the program admit that they are using the devices to ogle at people’s genitalia, including women and young children.This in turn exposes yet another TSA lie – the claim that the scanners do not show intimate details of genitalia – which the organization has ludicrously maintained from the start despite images from the TSA’s own website showing that genitalia can clearly be seen. This has also led to TSA workers and others who use the scanners sexually harassing their own colleagues, with male TSA agents abusing the devices to crack jokes about penis sizes and also ogle a female airport security worker’s breasts.

The TSA cannot ignore this backlash in the hope that it will simply go away. More and more people will refuse to travel to the United States if this situation is allowed to continue, creating a devastating economic impact on an industry that has already lost a third of its potential income since 9/11, with travelers specifically citing the behavior of TSA thugs as the main reason for them staying away.The TSA’s excuse that the supposed terror threat provides them with carte blanche to subject travelers to any level of debasement holds no credibility whatsoever, and unless the agency reverses its patently illegal groping measures and discontinues use of body scanners on health and privacy grounds, the TSA itself could become the target of legislation to abolish it altogether, which will undoubtedly become the next lobbying position embraced by the amplifying rebellion against TSA tyranny.

Why then would the officials in Georgia engage in such a desperate and hurried cover-up? Further, the plans are already confirmed. DMORT and other divisions of Homeland Security have a contingency-structure in place to deal with mass fatalities and outbreaks in times of pandemics, natural disasters, terrorist attacks, national emergency or other disasters. Elements of these plans are in place on record, and coordinated via the 10 FEMA regions in the United States and via the Fusion Centers that are popping up at the Federal, State and Local levels all across the nation to spy on ordinary citizens.
