EU parliament to arm-twist Ashton on appointments

EUOBSERVER / BRUSSELS - Two senior MEPs have indicated that the European Parliament will leverage its legal powers to make sure Catherine Ashton gets the right balance of top people in the diplomatic corps.Ms Ashton, the EU foreign relations chief, is getting ready to unveil her nominations for 31 heads of mission and deputy heads of mission for EU embassies abroad, as well as a further 80 senior diplomatic postings and the top 20-or-so administrative jobs in the European External Action Service (EEAS).EUobserver understands she plans to reveal the first tranche of 31 names, which cover important missions such as Brazil, China, Georgia, Japan and South Africa, shortly after coming back from her trip to China on 5 September.The follow-up round of 80 nominations, including a new head of mission in Belarus and deputy heads in Ethiopia, Indonesia and the Palestinian territories, will not be ready until November. It is unclear when the 20-or-so administrative nominations will come out. But Ms Ashton has set herself a deadline of 1 December, a symbolic date one year after the entry into life of the Lisbon Treaty, to get the EEAS up-and-running.

The EU parliament before its summer recess already used its Lisbon Treaty powers to pressure Ms Ashton into granting it a set of privileges, such as the right to interview would-be ambassadors and to say Yes or No to the EEAS annual budget.Under Lisbon, MEPs must legally approve changes to the EU institutions' staff and budget regulations before Ms Ashton can hire her new team. A parliament rapporteur on the EEAS, Polish centre-right MEP Jacek Saryusz-Wolski, told EUobserver on Tuesday (31 August) that the assembly's final approval is not a done deal. The second half of the game is still ahead of us, he said, using a soccer analogy for the upcoming negotiations. Mr Saryusz-Wolski said MEPs aim to put forward their draft proposal for the staff and budget regulations in late October and to close the deal in four-way talks with Ms Ashton, member states and the European Commission in November.He suggested Ms Ashton is delaying the nomination process in order to try and get the MEPs' approval in the bag first. I believe perhaps that this is why she is waiting, he said. But he threatened to use time-pressure to make sure parliament gets its say on the top posts: She wants to have everything ready by 1 December. But we can wait.

Mr Saryusz-Wolski has in the past argued that a significant chunk of senior EEAS jobs should go to candidates from post-Communist EU states. A parliament negotiator on the EEAS regulations, German centre-right MEP Elmar Brok, told EUobserver that another big chunk should go to European Commission candidates so that the EEAS becomes a genuine EU body instead of an inter-governmental one.There needs to be a proper institutional balance. If all the posts come from the member states and the Council, then we will have a problem, he warned. He added that parliament aims to call around 10 out of the top diplomatic nominations for hearings: If someone goes before the European Parliament and it is a total disaster, then it will be difficult for Ms Ashton to keep them.

Who goes where?

In an insight into Ms Ashton's work, sources in the EU institutions said that five applicants came under serious consideration for the Georgia job: former Bulgarian premier Philip Dimitrov; a Danish-origin European Commission official in charge of the body's policy for post-Soviet countries, John Kjaer; the current French ambassador to Georgia, Eric Fournier; Latvia's ambassador to the EU, Normunds Popens; and Poland's ambassador to Romania, Wojciech Zajaczkowski.Two sources said Mr Fournier is a favourite because of his star performance in helping put together French President Nicolas Sarkozy's peace plan during the 2008 Georgia-Russia war. But France is unpopular in Tbilisi because the peace plan gave Russia a mandate to keep its army indefinitely on Georgian territory. The Latvian and Polish candidates are problematic because Riga and Warsaw took a strongly pro-Georgia position in the war and their arrival could harm EU diplomacy with Russia.Meanwhile, the Georgian foreign ministry is being kept in the dark on who Ms Ashton might send.Tbilisi would prefer an EU ambassador who carries influence inside the EU institutions in order to press ahead on technical issues such as the EU-Georgia Association Agreement and free trade arrangements.And it does not know how the new head of mission will divide up turf with the EU's existing two special representatives on Georgia - Swedish diplomat Peter Semneby, handling EU-Georgia integration, and French diplomat Pierre Morel, in charge of faltering Georgia-Russia peace talks.

Barroso blames capitals for plunge in EU popularity

Faced with a plunging popularity of the EU institutions, European Commission chief Jose Manuel Barroso has blamed national capitals for not defending the European project during the economic crisis. The devastating results of a Eurobarometer published last week showing that support for EU institutions is waning across the continent are due to the economic crisis, argued Mr Barroso in an interview with the Italian daily Corriere della Sera. He said it is normal that citizens' confidence is dropping during such times.According to the survey carried out in May and published last week, fewer than half of Europe's citizens (49 percent) think that their country's membership of the EU is a good thing – a seven-year low - while trust in the bloc's institutions has dropped to 42 percent, six points down compared to autumn 2009.I admit that we should do more together in order to give confidence to citizens and consumers. But I also want to tell the truth: We won't solve the problems unless each nation sees the European project as its own, the Portuguese politician said.In fact this is not the case now. When things go well it's their merit and when they go wrong it's Brussels' fault, he added.The commission chief defended the euro as an extraordinary success and pointed to the fact that none of the EU countries could have weathered the financial crisis with their national currency alone.

Without the euro and the internal market none of the member states would have managed to get out of the crisis ... all governments should now defend the euro, he said.With US president Barack Obama also calling for a stronger Europe, Mr Barroso noted: It is very important that this request comes from abroad, from one of our most important partners.Imagine if France, Germany or Italy would have to move on their own in a globalised world. They would not be able to protect their interests.

On the subject of stronger EU economic governance - a development currently under discussion by a taskforce of experts - Mr Barroso explained it should mean more co-ordination among member states: A strategy needs to be accepted in the end. There is no other credible way than going further with co-ordination while also accepting the prerogatives of national parliaments [in adopting the national budget].With France continuing its controversial expulsions of Roma, Mr Barroso was also asked if he fears a wider anti-Roma vortex caused by immigration policies in Paris and Rome.I am convinced it will not be the case. Our main preoccupation is to ensure freedom of movement without discrimination,he said.Common sense will prevail.

Greece was allowed to cheat

In another interview published by the Austrian paper Die Presse on Wednesday (1 September), former EU commission chief Romano Prodi also deplored the lack of European spirit, particularly in the context of the Greek bail-out, agreed after months of foot-dragging by other eurozone states.Yes, the Greeks cheated. But you can only cheat if you are allowed to. When the euro was created, there was no will to put in place control mechanisms requested by the European Commission, he said, referring to the refusal of member states to allow external controls by Eurostat, the bloc's statistics office.While commission president, Mr Prodi famously called the stability and growth pact - the rules underpinning the euro - stupid.I criticised the pact because it is nothing more than a mathematical formula. It is useless if there are no politics and no control instruments ensuring it is respected,he said of his 2002 remark.

EUOBSERVER / BRUSSELS - The gunning down of four Israeli civilians in the West Bank on Tuesday (31 August) must not derail the new round of Middle East peace talks, the EU has said.With this unacceptable attack, the enemies of peace have tried to derail the Middle East peace talks ... It is imperative that both parties keep calm and exercise restraint even through difficult times, the union's foreign policy chief, Catherine Ashton, said in a communique issued during a high-level trip to China.
Palestinian militant group Hamas on Tuesday claimed responsibility for shooting the four people, including grandparents Yitzhak and Tali Ames and another woman believed to be pregnant. The group was attacked while traveling by car near the settlement of Kiryat Arba on Israeli-occupied Palestinian land. Israeli authorities told local press the victims may have been killed at close range after their vehicle was forced off the road.The incident comes as Israeli and Palestinian leaders arrived in Washington the same day ahead of a White House dinner on Thursday designed to restart bilateral talks after a 20-month-long hiatus. Speaking by phone from Gaza to EUobserver last week, a Hamas spokesman, Ghazi Hamad, said the group should not have been excluded from the talks and defended its doctrine of violent resistance.The fatal mistake of the Quartet and the EU is to consider Hamas as a terrorist organisation. When I make the comparison how many people have been killed by Hamas [in recent months] and how many by Israel in the last war, almost 2,000 people - tell me who is the terrorist? he said, referring to the EU-Russia-UN-US body handling the crisis and Israel's attack on Gaza in 2009.We are under occupation. We have the right to resist.The Hamas-claimed killing has led right-wing Israeli settler groups and MPs to call for an immediate suspension of the Washington event. It has also taken attention away from the Palestinian Authority's call for Israel to halt settlement building if the talks are to succeed.

The US on Tuesday evening remained confident the negotiations will make progress.

Crowley said. We've gone 20 months without direct negotiation. We're not going to solve everything on Thursday. What we want to see is a commitment to aggressively pursue these negotiations.Ms Ashton was earlier this week criticised by France for going to China instead of to the hastily-arranged Washington dinner.A senior German MEP, centre-right deputy Elmar Brok, on Tuesday defended Ms Ashton's decision, saying: I know how difficult it would be to cancel the Chinese at the last minute.He urged the Quartet to work together closely rather than letting one party take a clear lead: The Palestinians don't fully trust the Americans. The Israelis don't fully trust the Europeans. The Russians have relations with neighbouring countries in the region. But together, they may be able to achieve something.

Prime Minister Binyamin Netanyahu reiterated his previous commitment to end the Judea and Samaria construction freeze in September in a meeting Wednesday with United States Secretary of State Hillary Clinton. Netanyahu said there was no change to the cabinet decision to end the freeze.He and Clinton spoke in advance of Netanyahu's meeting with U.S. President Barack Obama.It is impossible to take the issue of settlements in the West Bank, which is an issue for the permanent agreement and deal with it separately at the beginning of the direct talks, Netanyahu was quoted as saying by AFP.Israel has made no demands of the Palestinian Authority, he said.We came here to find a real solution without preconditions,he stated. PA leaders have insisted that Israel cease all construction for Jews east of the 1949 armistice line with Jordan, including in Jerusalem neighborhoods. If Israel allows Jews to build in those areas, the PA has threatened to drop out of the talks.The 10-month construction freeze is scheduled to end on September 26. The Yesha Council of Jewish Communities in Judea and Samaria announced Wednesday that it would resume construction immediately, prior to the end of the freeze, in response to a terrorist shooting Tuesday in which four Israelis were murdered. Barak: Israel May Divide Jerusalem, Internationalize Holy Basin

Defense Minister Ehud Barak says it is likely that Prime Minister Binyamin Netanyahu will agree to divide Jerusalem with the Palestinian Authority.Barak told the Hebrew-language newspaper Haaretz in an interview published Wednesday that he believes the best chance for peace lies in a peace deal in which all the Arab neighborhoods in Jerusalem would be handed over to the PA in order to create a capital for a new Arab country.If Netanyahu leads a process, a significant number of rightist ministers will stand with him, he told the newspaper. So what is needed is courage to make historic, painful decisions. I'm not saying that there is certainty for success, but there is a chance. This chance must be exploited to the fullest.

The peace plan described by Barak includes the following:
* two states for two nations
* an end to the conflict and the end of all future demands
* demarcation of a border that will run inside the Land of Israel dividing a demilitarized PA state from an Israel that includes the settlement blocs.
* retrieving and relocating the isolated settlements into the settlement blocs or within Israel
* a solution to the refugee problem within the PA state, or rehabilitating them through international aid
* comprehensive security arrangements
* a solution to the Jerusalem problem.

As for the Jerusalem problem, Barak told the newspaper that the western side of the city plus 12 Jewish neighborhoods that are home to 200,000 residents will be ours. The neighborhoods in which nearly 250,000 Arabs are living will be theirs.In addition, Barak envisions a special regime with agreed-upon arrangements to administer the Old City, the Mount of Olives and the City of David. The concept is similar to one raised in the past by the administration of former U.S. President Bill Clinton, who recommended the area, which he referred to as the Holy Basin, be internationalized under a special regime.Prior to his re-election as Israel's prime minister nearly two years ago, Binyamin Netanyahu warned a gathering at the Jerusalem Conference in January 2009 that leftist politicians would try to internationalize the holy sites in Jerusalem – and he vowed to fight the move.Some politicians are trying to blur the importance of the Temple Mount to the Jewish People by referring to it as the Holy Basin,he told the crowd at the time.We, as Jews, know who built the Temple Mount.Netanyahu promised the packed hall, We have demonstrated in the past, and will continue to demonstrate our commitment to a complete, undivided Jerusalem... Everyone knows what will happen if we were to leave those areas and divide Jerusalem. Someone will enter – and that someone will be Hamas.

Meanwhile, Barak told Haaretz that Tuesday night's murderous attack by Hamas terrorists was a very serious incident, the likes of which we haven't seen for a long time.Four Jews -- two men and two women, one of whom was nine months pregnant -- were shot to death by a Hamas terrorist cell on Highway 60 at the Bani Nayim junction, between the Jewish community of Pene Hever and Hevron just as darkness fell, ending the daily Muslim fast of Ramadan. According to security sources, the terrorists had confirmed the kill by approaching the car and firing at point-blank range once the victims were already either seriously wounded or dead. Ten children were orphaned by the attack.Barak countered demands by outraged politicians and community leaders for Netanyahu to return from Washington, saying the attack had no doubt been an attempt to harm the start of the peace talks and urged Israelis to support the process.(IsraelNationalNews.com)

Israel Moves Forward on F-35 – with Israeli Features

Israel has decided to move forward on a planned purchase of F-35 airplanes from the United States after getting approval to install Israeli munitions and features in the planes, according to Aviation Week. A senior Israel Air Force commander told the paper that the American plane with Israeli add-ons would be known as the F-35I.The plane's cockpit interfaces will be altered to use the IDF communications, control and intelligence systems, the source said, and its main computer will allow for the installation of Israeli equipment.The U.S. has also agreed to the installation of a detachable fuel tank to the F-35I. The fuel tank would make the plane easier to detect when attached, but would extend the aircraft's range. Vacationers along North Carolina's dangerously exposed Outer Banks took advantage of the typical picture-perfect day just before a hurricane arrives to pack their cars and flee inland, cutting short their summer just before Labor Day weekend.The governors of North Carolina, Virginia and Maryland declared states of emergency, sea turtle nests on one beach were scooped up and moved to safety, and the crew of the Navy's USS Cole rushed to get home to Norfolk, Va., on Wednesday ahead of the bad weather. Scores of civic workers used brooms to collect and clear the oily debris, but still more tar balls were washing ashore about three days after officials believe a ship dumped burnt oil at sea.Indian navy and coast guard vessels were trying to trace the ship, said Aleixo Sequeira, the state's environment minister. He declined to say what action would be taken when the vessel is found.Ships regularly clean their fuel tanks and discharge the waste oil at sea, but this case involved careless dumping that exceeded all proportions, say scientists at India's National Institute of Oceanography, located in Goa.Crude oil mixes with water to form an emulsion that looks like chocolate pudding. Winds and waves continue to stretch and tear the oil patches into smaller pieces, or tar balls, said S. R. VIENNA – Tensions between Israel and Islamic nations have scuttled plans by the U.N. atomic watchdog agency to convene talks this year on a Mideast free of nuclear weapons, according to a document shared with The Associated Press.The latest failure to bring the opposing sides to the table casts further doubt on plans to hold more substantive talks in two years on such a zone, as proposed by the U.N.'s 189-nation Nuclear Nonproliferation Treaty conference four months ago.That proposal was billed by the NPT conference as a potential breakthrough and — despite Israeli objections — was backed by the U.S. and other nuclear powers for the first time since Arab nations began pushing for such a gathering 15 years ago.Since, then, traditional tensions have been exacerbated by a push by Arab nations to force the Jewish state to allow international inspections of its secretive nuclear program.Islamic nations have long called for Israel — which is widely believed to have nuclear arms — to open its program. Confidential documents made available to the AP in August showed increasing pressure ahead of International Atomic Energy Agency meetings later this month, with Arab nations lobbying even Washington and other Israeli allies to drop their traditional backing of the Jewish state's nuclear secrecy and vote for a resolution calling on it to allow IAEA inspections.

A report from IAEA chief Yukiya Amano prepared for those meetings and made available Wednesday to the AP reflects the tense situation.The report, which is being circulated internally to the IAEA's 35 board member nations, acknowledges the failure to carry out a meeting planned for this year on a Mideast nuclear free zone due to a long-standing and fundamental difference of views between Israel ... and the other States of the Middle East region.Responses from Israel and Islamic nations make it clear that currently there is no convergence of views on convening such talks, said the report, dated Aug. 31 and entitled Application of IAEA Safeguards in the Middle East.An Israeli letter appended to the report showed it conditioning any consideration of attending such a meeting to a decision by Islamic nations at the upcoming IAEA meetings to ease pressure on the Jewish state — an unlikely development considering the push on Israel to admit to possessing nuclear arms.The Israeli letter indirectly criticized Iran and Syria, citing repeated cases of non-compliance by several Middle East States with their international obligations. Israel, the U.S. and their allies consider Iran the region's greatest proliferation threat, fearing that Tehran is trying to achieve the capacity to make nuclear weapons despite its assertion that it is only building a civilian program to generate power.

They also say Syria — which, like Iran, is under IAEA investigation — ran a clandestine nuclear program, at least until Israeli warplanes destroyed what they describe as a nearly finished plutonium-producing reactor two years ago. Syria denies that.But Islamic nations insist that Israel is the true danger in the Middle East, saying they fear its nuclear weapons capacity. Israel has never said it has such arms, but is widely believed to possess them.In its letter, Iran — Israel's most intractable foe — rejects outright the idea of a Mideast nuclear forum, which we believe would in utter vain. And it indirectly takes the U.S. and other western nations to task, saying the Jewish state is able to enhance its illegitimate nuclear capabilities by the illegal contributions of certain States.The latest pressure puts the Jewish state in an uncomfortable position. It wants the international community to take stern action to prevent Iran from obtaining atomic weapons but at the same time brushes off calls to come clean about its own nuclear capabilities.Passions have grown since last September when the IAEA general assembly overrode Western objections to pass a resolution directly criticizing Israel and its atomic program for the first time in 18 years.The result was a setback not only for Israel but also for the United States and other supporters of the Jewish state.Because the resolution passed by only a four-vote margin, lobbying by both side has intensified ahead of this month's IAEA assembly, where the measure will likely be voted on again.
