Moscow – A pair of draft laws making their way through Russia's lower house of parliament, the State Duma, may soon greatly expand the powers and prerogatives of Russia's FSB security service, the former KGB. Critics and human rights workers worry that the pending changes, which some see as a response to the rising Islamist insurgency in the Caucasus, will allow the Kremlin to crack down not only on extremists but activists and opposition lawmakers as well. The new legislation also calls into question President Dmitri Medvedev's ability and willingness to implement the more liberal agenda he outlined after ex-KGB agent Vladimir Putin stepped aside in 2008, becoming prime minister.No one doubts that a country needs the tools to protect itself from crime and terrorism, says Allison Gill, Moscow director of the New York-based Human Rights Watch.But there are already plenty of strong laws on the books, and the FSB isn't particularly short of powers. My concern is that these laws seem to fly in the face of Medvedev's basic commitment to human rights and democracy.... [These laws] have massive implications for freedom of speech, dissent, and civic activity.Cash awards for passport data of terrorists One bill, soon to go into its second reading in the 450-seat chamber, which is dominated by Prime Ministry Vladimir Putin's United Russia party, would empower the FSB to anticipate extremist activity in groups and individuals, and employ special preventive measures ... to eliminate causes and conditions that are conducive to the realization of threats to security.

Experts say the law would effectively hand the FSB sweeping powers to identify potential extremist threats and take action, by calling suspects in for unregulated conversations and issuing binding warnings, under rules that are neither defined nor covered in the existing legal system.A set of amendments to the law on state secrets, introduced this week by the government, would greatly increase the list of classified secrets under Russian legislation and provide tough penalties for journalists and others who compromise information on financing counterterrorism activities, as well as information on sources, methods, and plans of counterterrorist activities.In a separate announcement this week, the FSB said it would revitalize the former Soviet practice of paying informers in order to gain a fresh edge in the war on terrorism. It said it would pay cash awards to anyone who gives addresses or passport data on terrorists, or provides information leading to the arrest of such a person.Why now? We had a question: Why does the government want such changes now? says Viktor Ilyukhin, deputy head of the Duma's security commission and a critic of the new bills.They could not give us an explanation.Some analysts say the harsh new legislation may be a reaction to the threat of resurgent terrorism from Russia's troubled northern Caucasus region, including a devastating attack by two female suicide bombers on Moscow's crowded metro in late March.

This is a reaction to what's happening in the Caucasus, which the FSB seems powerless to do anything about, says Yulia Latynina, an independent investigative journalist who specializes in security issues.They can't stop the violence, so they will apply this law to stop the flow of information. It's disastrous, because the FSB is basically being licensed to cover up its incompetence.Vladimir Gruzdev, a Duma deputy with United Russia, said in a statement posted on his website last week that critics are overreacting to the draft changes.Giving special services new powers is always met with suspicion, he said.But only people who are unaware of the specific duties of state security could think this bill would impinge on anyone's rights.Our goal is to prevent crime, not to return to 1937, when the Stalin-era security services ran the USSR by terror, he added.Putin chess move ahead of 2012 elections?Mr. Medvedev, who started out his current US trip with a reconnaissance trip to Silicon Valley, has cultivated a more liberal image than Mr. Putin, his predecessor and possible rival for the presidency in Russia's 2012 elections. But this time it was the government [headed by Prime Minister Putin] that presented this draft law. My personal version is that when they came to the president with this law he decided not to support it, so they went to the head of the government, who is an ex-FSB man, and he decided to give green light to the draft.

Laws give FSB power to define extremism,rather than courtsCritics of the Kremlin worry that, despite the laws' focus on terrorism and extremism, the new rules will end up being used against them, as has happened in the past.The main accent of police work devoted to extremism is already aimed at opposition leaders, says Lev Ponomaryov, a veteran human rights campaigner. It's already the rule that opposition leaders are closely watched, all their movements recorded, and they are regularly summoned for talks with the security police, he says. I fear this will lead to more work against the opposition, and not against real extremists.One element of the draft law expanding the FSB's powers that prompts special concern is a rule that would entitle security police to call in anyone for a conversation, without any of the rights that are accorded to people who are designated as witnesses or suspects under the law.This coercive power to summon people for conversations, and to issue warnings, leaves it extremely unclear what the legal status of these conversations would actually be, says Ms. Gill. In effect, it takes the jurisdiction for defining extremism away from the courts and gives it to the FSB. Further, if the FSB warns someone against posting a particular article, or holding a certain protest meeting, they are required [under this draft law] to heed that warning or face further sanctions. It creates a much lower level of legal protection for individuals.

Damage from a tornado that ripped through Midland, Ont., could be as high as $15 million, according to insurance experts.The Insurance Bureau of Canada has set up a counter at the Red Cross shelter in Midland for people who need advice about damage and insurance.Residents have been sifting through the rubble after a tornado tore through the area Wednesday evening, damaging homes and devastating a local trailer park.The twister knocked down power lines and tore through the 323-unit Smith's Camp trailer park, inflicting widespread damage but only minor injuries. About 50 residences were ruined, displacing 50 families.High winds knocked down trees, ripped the roof off a Honda dealership and damaged several local stores, including the local Water Depot, one resident said. About 100 structures were damaged.Local officials said 20 people were taken to hospital with injuries, none of them critical. A provincial disaster assessment team is on scene and there were no reports of deaths.Midland Mayor Jim Downer declared a state of emergency and said a small army of residents has been working to assist the people left homeless by the storm.A tornado that ripped through Smith's Camp trailer park in Midland, Ont., on Wednesday severely damaged 50 homes. Ontario Community Safety Minister Rick Bartolucci was scheduled to tour the community Thursday, and Downer said assistance was pouring into Midland from surrounding areas.I have terrific support from all of my neighbouring municipalities, support beyond belief, the mayor said.Environment Canada confirmed Thursday that a tornado hit the central Ontario community Wednesday evening, citing eyewitness accounts and photos of the damage.The exact timing and intensity of the tornado are not yet known. A team is being sent to assess the damage, and a final report will be issued at a later date, Environment Canada said in a statement.

Trailer park devastated
Ian Ferguson has a trailer at Smith's trailer park, which was hit hard by the storm.
The trailer I live in is right in the centre of where everything got smashed up, he said.Ferguson hid in the bathroom as the roaring wind ripped through the trailer park and campground. When the wind subsided, he looked out toward his neighbour's trailer. He said he opened the door and saw nothing but sticks and the sky.People walk past destroyed trailer homes in the Smith's Trailer Park in Midland, Ont., on Wednesday. Several trailers had been hurled into the air, landing upside down, or on top of vehicles.He said one neighbour had a broken leg and another woman was inside a trailer that had tipped in the storm.She was walking around, she had a cut on her face, so I got her to come over and sit down, he said.Downer said Thursday that at least 70 mobile homes in the campground had been damaged beyond repair.
Across town, Tracy Stephenson arrived home from work after the storm hit to find trees blocking her laneway.When I got down there, there was trees down on several of the houses on my street and power lines down, she said.Luckily in our area, no one was hurt.Downer said the community actually practised for just such a scenario, holding monthly emergency management meetings and an annual exercise simulating a disaster.It's paid off, believe me,the mayor said. Tropical depression could form in Caribbean

NEW YORK (Reuters) – The tropical wave over the western Caribbean Sea has a high chance of developing into a tropical depression over the next couple of days as it moves toward the oil-rich Gulf of Mexico, the U.S. National Hurricane Center and other weather forecasters said on Thursday.All weather models project the system will cross Mexico's Yucatan Peninsula over the next few days. After that, most forecasts still expect the wave to turn northwest and hit the coast near the Texas-Mexico border.But some models now expect the wave to turn northeast toward Florida and the eastern Gulf of Mexico close to where BP Plc is trying to clean up its massive oil spill.For a link to weather models see; www.skeetobiteweather.com

The NHC projected the wave, centered between the eastern tip of Honduras and Jamaica, has a high or 60 percent chance of developing over the next day or so, up from 40 percent in a forecast earlier on Thursday.Specifically, NHC said upper-level winds are gradually becoming more conducive for development and the system could become a tropical depression before it reaches the Yucatan peninsula in a couple of days.If a storm does form, it will be named Alex.Energy traders kept a close eye on storms that could enter the Gulf of Mexico and disrupt offshore U.S. oil and natural gas production or refinery operations along the coast.Offshore Mexican oil production of more than 2 million barrels per day (bpd) is also on the forecast path of the potential storm.Commodities traders likewise watch storms that could damage agriculture crops, such as citrus and cotton in Florida and other states along the coast to Texas.Pricing of insurance-linked securities, which transfer insurance risks associated with natural disasters to capital markets investors and can be used to hedge other weather risk exposures, can also be affected by the path of a storm.

BRIDGEPORT, Conn. – A severe storm packing ferocious winds tore through Connecticut's largest city Thursday, toppling trees and power lines and collapsing several buildings as a powerful line of storms swept across parts of the Northeast. Remarkably, no serious injuries were reported.Hundreds of bricks shook loose from buildings, trees split in half and crushed cars, and a billboard hung precariously several stories up over Main Street. Nine buildings were partially or fully collapsed, including three on East Main Street that were brought to their foundations. Rescuers searched the rubble to ensure no one had been inside.

Bridgeport Mayor Bill Finch declared a state of emergency after the fast-moving system of driving rain and wind gusts that reached 78 miles per hour in the area.
Jacqueline Arroyo, 44, said she saw a black cloud and ran inside to her third-floor apartment, where the window exploded. Trees were blown so ferociously they appeared to be coming out of the ground, and people were screaming, she said.All the wind started coming inside the house. I heard boom, boom! she said.It was so fast but terrifying.A jail was without power, Finch said. The mayor urged residents to stay indoors and remain calm, and Gov. M. Jodi Rell was surveying damage to the city.Fire Chief Brian Rooney said 25 people were taken to the hospital with non-life-threatening injuries. The American Red Cross helped relocate 22 people, he said.Rooney called it a miracle there was no loss of life.Anybody that was in the path of that storm would have been in big trouble,he said.A Catholic high school, a museum dedicated to P.T. Barnum and several other buildings also had roof and window damage. Tree limbs and power lines blocked traffic on some roads in Bridgeport, a former industrial and manufacturing center of about 135,000 residents that has taken steps in recent years to revitalize areas downtown and waterfront properties.

United Illuminating reported nearly 21,100 customers without power after the storms, along with about 3,800 customers of Connecticut Light & Power.There were unconfirmed sightings of a tornado, Finch said. A tornado warning had been issued for the area, but National Weather Service meteorologist Richard Castro said the agency would have to survey the area to confirm that one had hit.Edward Beardsley said the noise of the storm hurt his ears and the force of the wind sent him to the other end of his house.It was a noise I never heard before. The noise — it killed my ears. My two cats still won't come out from under the bed.Describing the storm, he said, Everything was pitch black and going in a circle down the road.Winds that were part of a powerful storm gusted at 78 mph at Sikorsky Memorial Airport at Stratford and blew over some planes.Sen. Christopher Dodd, D-Conn., said in a statement that he will work with local, state and federal officials to help Bridgeport and area towns obtain assistance, including help from the Federal Emergency Management Agency if necessary.The Connecticut storm was part of a system that destroyed a historic town hall and other buildings in Edgerton, Ohio, the night before, and brought torrential rains and high winds to the Philadelphia area on Thursday afternoon. The storm contributed to the collapse of a church and a banquet hall in Philadelphia with no injuries reported, fire officials said. Winds extensively damaged the roof of a day care center in Primos-Secane, but no children were hurt, officials said.Power was cut to thousands in the area.

KANSAS CITY (Reuters) – The worst of the flooding across the Midwest appeared to be subsiding on Thursday, but state officials from the Dakotas to Indiana remained on high alert and began assessing the damage already caused.We're thinking the worst has passed, said Mike Wight, spokesman for the state department of health and human services.The weather outlook we last saw is really very favorable and we're glad to see that because it has just been wave after wave of rain.More than 14 inches of rain have fallen so far in parts of Nebraska, the wettest June on record according to the High Plains Regional Climate Center. A railroad worker there died when floodwaters washed out a railroad bridge he was inspecting.Heavy rains and melting mountain snow have triggered widespread flooding along numerous waterways in Missouri, Nebraska, Wyoming, South Dakota, Iowa and Kansas. Indiana and Illinois have also been overwhelmed by rising water levels in recent days.Even though rains have temporarily slowed, Missouri Gov. Jay Nixon activated the state's national guard to provide emergency assistance for flooding victims as the Missouri River continued to swell.We will be continuously and closely monitoring this situation and take every necessary action to protect lives and property, Nixon said in a statement.With hundreds of homes, thousands of acres of farmland and business and transportation routes at stake, we aren't taking anything for granted.The governor declared a state of emergency in Missouri earlier this week due to the severe flooding that has already swept through northwestern parts of the farm state.

In South Dakota, minimum-security prison inmates and a contingent of National Guard members were helping with sandbagging operations on Thursday to protect structures from flooding.And residents of central Indiana were watching water levels after many were forced to flee their homes Tuesday to escape floodwaters.In addition to concerns about property damage, according to officials, all the flooding and fears of more have sparked concerns about damage to newly planted corn, soybeans and other crops. Officials estimated thousands of acres of crops have been hurt.Missouri's Gov. SEOUL, South Korea – A South Korean official says North Korea banned boats off its west coast though no unusual military movement has been detected.The official with the Joint Chiefs of Staff also said Friday that South Korea is closely monitoring the North's military. He declined to give further details and asked not be named as the matter involves military intelligence.South Korea's Yonhap news agency cited an unidentified government source as saying the no-sail zone was set from June 19-27 north of Nampo port.The North set similar restrictions before past missile tests or firing drills.The western port is far from the inter-Korean sea border.Tensions have been high after a South warship sank in March and North Korea was blamed.

JERUSALEM – Israel's decision to expel four Hamas politicians from Jerusalem threatened to set off a new crisis over the disputed city and could hinder U.S. efforts to restart peace talks.The expulsions of the three Palestinian lawmakers and a former Cabinet minister could start as early as Friday. Israel has not said where they would be sent, but the West Bank is a possible destination.Israel revoked their Jerusalem residency rights in 2006 and arrested them because they belong to Hamas, the Islamic militant group that controls the Gaza Strip and has carried out scores of deadly attacks against Israelis. The expulsion orders were delayed because the men have been in prison until recently.Israel has stripped thousands of Palestinians of their residency rights in east Jerusalem since capturing and annexing the area in the 1967 Mideast War. However, human rights activists said Israel has never before stripped Palestinians of Jerusalem residency because of their political affiliation.

This is a very dangerous precedent,Palestinian President Mahmoud Abbas said.We won't accept it. We won't allow it. We won't just overlook it.He said the Israeli government was creating the biggest obstacles yet on the path to peace.Jerusalem is holy to Muslims, Jews and Christians and the fate of Israeli-annexed eastern sector of the city has been the most explosive issue in two decades of on-and-off negotiations between Israelis and Palestinians. The Palestinians want east Jerusalem as a capital, while Israel says it won't relinquish any part of the city.Some 190,000 Israelis have moved into Jewish neighborhoods built since 1967 in east Jerusalem, surrounding the older Arab sections, and Palestinians say this is undermining their claims to the city.Most of the 250,000 Palestinians in Jerusalem carry Israeli-issued residency documents.
