Southern Poverty Law Center Publishes Patriot Hit List

In a report on its web site dated April 2010, entitled Meet The Patriots, the Southern Poverty Law Center (SPLC) profiled 36 individuals at the heart of the resurgent [patriot] movement.(In reading the list, I counted only 35 patriots and 5 enablers for a total of 40. I’m not really sure how the SPLC came up with 36. Perhaps their ability to count is commensurate with their ability to appreciate patriotism and liberty.) The SPLC (founded by Morris Dees) sees itself as America’s guardian against right wing militias and loves to label conservatives and libertarians that it doesn’t like as extremists.The SPLC is one of the most ultra-liberal organizations in the country and should be dismissed as a group of paranoid leftists, not worthy of thought or mention.Millions and millions of hard-working, God-fearing, liberty-loving Americans are not going to sit back and let Morris Dees and his cabal of Big Government elitists destroy the principles of freedom in our land.The sad truth is, however, our federal government has chosen to exalt the SPLC to the position of being its go to source for information regarding potential domestic terrorists and similar characterizations. As a result, the information and reports disseminated by SPLC wind up in police reports and bulletins all over the United States. As an example, the SPLC had its fingerprints all over the infamous MIAC report. One could even question whether the SPLC is merely a front organization for Big Brother.Therefore, it is highly likely that the report negatively profiling 40 American patriots will find its way into Department of Homeland Security (DHS) fusion centers and be distributed to police agencies all across the country. So, should the 40 people who find themselves targeted by SPLC expect some kind of government/police attention? Are we really that close to Nazi-style persecution in America? If the SPLC has its way, the answer seems to be a definite yes.

I remind readers that in the book, Nazi Justiz: Law of the Holocaust (page 3), there were five steps to Hitler’s plans for the destruction of European Jews. Step 1: Identification/registration of the targeted group as a public menace. Step 2: Ostracism of the targeted persons. Step 3: property confiscation. Step 4: Concentration of members into geographical locations. Step 5: Annihilation. In this latest report, SPLC seems quite willing to accomplish steps 1 and 2.

The SPLC, no doubt, sees each person on the above list as being a leader of the radical right,a conspiracist,and antigovernment.But understand, the SPLC makes its living off of big-government, leftist ideology. To say it is a shill for Big Government Liberalism is an understatement. The SPLC is so radical it makes the ACLU look conservative! Again, this SPLC report would not even merit a mention (much less an entire column) except for the fact that the SPLC has become a source of information fuelling anti-freedom hysteria for countless bureaucrats at the DHS. Add this to the previously exposed MIAC and DHS reports, and the Army major’s report blaming millennialist Christians for much of the ills of the world, and a disturbing trend is quickly developing: so-called right-wing ANYTHING is being targeted and demonized as a public menace.

But the lists that you and I are not seeing are even more disturbing.

Joel Skousen quotes (Radar Magazine’s) Christopher Ketcham’s The Last Roundup as asking if the federal government is compiling a secret enemies list of citizens who could face detention? He goes on to say, A number of former government employees and intelligence sources with independent knowledge of domestic surveillance operations claim the program that caused the flap between [former assistant attorney general under John Ashcroft, James] Comey and the White House was related to a database of Americans who might be considered potential threats in the event of a national emergency. Sources familiar with the program say that the government’s data gathering has been overzealous and probably conducted in violation of federal law and the protection from unreasonable search and seizure guaranteed by the Fourth Amendment.A veteran CIA intelligence analyst who maintains active high-level clearances and serves as an advisor to the Department of Defense in the field of emerging technology tells Radar that during the 2004 hospital room drama [between former Chief of Staff Andrew Card and Attorney General Ashcroft, in an attempt by Card to coerce a very ill Ashcroft to authorize President Bush's secretive domestic spying programs as his assistant--and acting--attorney general had refused to do so], James Comey expressed concern over how this secret database was being used to accumulate otherwise private data on non-targeted U.S. citizens for use at a future time.

The report further states, According to a senior government official who served with high-level security clearances in five administrations, There exists a database of Americans, who, often for the slightest and most trivial reason, are considered unfriendly, and who, in a time of panic, might be incarcerated. The database can identify and locate perceived enemies of the state almost instantaneously.At this point, Skousen noted, And that is precisely why the census bureau took a GPS coordinate on every front door in America, secretly linking this to dissidents and their known addresses.This database of Americans who are perceived to be potential enemies of the state goes by the code name Main Core.And according to the report, One knowledgeable source claims that 8 million Americans are now listed in Main Core as potentially suspect. In the event of a national emergency, these people could be subject to everything from heightened surveillance and tracking to direct questioning and possibly even detention.Officials at the Department of Homeland Security begin actively scrutinizing people who–for a tremendously broad set of reasons–have been flagged in Main Core as potential domestic threats [sound familiar?]. Some of these individuals might receive a letter or a phone call, others a request to register with local authorities. Still others might hear a knock on the door and find police or armed soldiers outside. In some instances, the authorities might just ask a few questions. Other suspects might be arrested and escorted to federal holding facilities, where they could be detained without counsel until the state of emergency is no longer in effect.The report also noted that former Assistant Attorney General James Comey had concluded that the use of that Main Core database compromised the legality of the overall NSA domestic surveillance project. If Main Core does exist,says Philip Giraldi, a former CIA counterterrorism officer and an outspoken critic of the agency, the Department of Homeland Security (DHS) is its likely home. If a master list is being compiled, it would have to be in a place where there are no legal issues–the CIA and FBI would be restricted by oversight and accountability laws–so I suspect it is at DHS, which as far as I know operates with no such restraints.Giraldi notes that DHS already maintains a central list of suspected terrorists and has been freely adding people who pose no reasonable threat to domestic security.

So, is there a secret list of 8 million unfriendly Americans kept by DHS (if there is, dear reader, you are probably on it!)? Does anyone reading this column doubt that our federal government is more than willing and capable of doing such a thing? All of us are quite familiar with the government’s no fly or flagged airline passenger list. I can personally attest to the authenticity of this list, as airport officials in San Antonio, Texas, told me that I’m on it. I also made it to the list of three that were named in the MIAC report (the other two were Ron Paul and Bob Barr). And now I am on the SPLC list of patriots (not a compliment in the SPLC lexicon). Wow! I never realize how popular I was! (With the exception of Ron Paul, I’m probably on more lists than anyone in America.)Who would ever have thought that the day would come in America when to speak up for freedom, constitutional government, and the principles expressed by our Founding Fathers would land one on a government watch list? Well, that day is here, my friend! No doubt, the major media and federal government–in order to further ostracize patriotic, God-fearing Americans–will use the SPLC patriot hit list as a vehicle to carry our country further down the road of oppression.But what the radical left fearmongers at the Southern Poverty Law Center fail to realize is that the more they try to marginalize and ostracize American patriots such as you and me, the more they isolate themselves from America’s future, because millions and millions of hard-working, God-fearing, liberty-loving Americans are not going to sit back and let Morris Dees and his cabal of Big Government elitists destroy the principles of freedom in our land.So, people such as Morris Dees can put us on as many lists as they like; we will never let liberty die! Goldman Sachs Eats Its Young Keith Johnson

This should be a lesson to all those young, aggressive, upwardly mobile Wall Street wannabes who think they are somehow going to fast track their way into the stratosphere of high finance.Sorry, kids! There’s no room left at the top, and soon you’re going to see even those old money families tearing each other apart for what’s left of a collapsing fiat money system that has just about run its course.I submit to you the unfortunate tale of Goldman Sachs’ naïve boy protégé, Fabrice Tourre, the so-called Fabulous Fab who is alleged to be the mastermind behind a scheme to sell toxic mortgage investments that were deliberately designed to fail in the US housing market crash.Fabrice Tourre, 31, is the classic patsy and the kind of villain the American people love to hate. He’s foreign (French), flamboyant, young, rich and shrewd. He was only 22 and fresh out of college when he started working for Goldman Sachs in 2001. Just five years into his employment, he found himself at the center of a scheme devised by one of the world’s richest billionaires, hedge fund manager John Paulson.Paulson had presented a roster of sub-prime mortgage deals that he was betting would fail in the housing market.He paid Goldman Sachs $15 million to find clients that would bet the other way.The scheme was packaged into what has come to be known as an Abacus Deal.Tourre is alledged to have taken this portfolio to potential investors and sell them as favorable risks while hiding the fact that he was working with Paulson, who was betting against them.

To help with pitching these toxic investments, they employed the services of ACA Capital Holdings, Inc. and convinced them that Paulson was actually investing in these mortgages. Tourre and Paulson then used ACA’s endorsement of the mortgages as a credible and sound investment. Everything went as planned and Paulson cashed in on a cool $1 billion while the Goldman Sachs investors took it in the shorts.Now the SEC has been called in to restore their tarnished image with the public by bringing suit against the investment giant and taking aim, in particular, at the novice Tourre. So far, the SEC has conducted five interviews including one with the now notorious Fabulous Fab. They have not elected to interview any one of the top Goldman Sachs executives, including Tourre’s manager Jonathan Egol. They’ve also apparently found no need to trouble Mr. Paulson with any of their inquiries. Goes to show you that only the little minnows get swallowed up in the cesspool of Wall Street.Tourre is said to have been well liked and popular at Goldman Sachs. He is known for his impecible charm and biting sense of humor.Up through and including 2008, he has reportedly been pulling in over $2 million a year.He has since moved to an office on Fleet street in London and has been living it up and throwing loud, lavish parties out of his luxurious bachealor flat. Apparently, Tourre has been laying low and ducking media interviews. But you can bet that the boys at Sachs have already sent their best attorneys to drape an arm around his back and rub his shoulders. You can probably imagine the scene: The poor kid (boo hoo) is probably cradling his face in his hands and shaking his head as the Sachs lawyers whisper in his ear that everything is going to be O.K. Just keep quiet they’re telling him—We’ll do all the talking. You’re probably going to have to take the fall on this one, but we’ll do everything within our power to make sure you’re well taken care of when this thing blows over.

Meanwhile, back in the States, his bosses are laying the groundwork for pinning all of the blame on this minor player. The most recent statement by Goldman Sachs CEO Lloyd Blankfein should convince you of that. In response to the allegations of misconduct, Blankfein told his employees Sunday I will repeat what you have heard me say many times in the past: Goldman Sachs has never condoned and would never condone inappropriate activity by any of our people. On the contrary, we would be the first to condemn it and take immediate and appropriate action. Our responsibility as a financial intermediary requires it and our commitment to integrity and the firm’s business principles demand it.If that doesn’t convince you that Goldman Sachs is setting this kid up to take the fall, I don’t know what will. So you see what I mean when I say he’s the perfect patsy.This kid has been served up for American consumption.Your average Sarah Palin-Tea Party Republican, pissed off about the Wall Street bail-outs, will unwittingly accept this burnt offering as Goldman Sachs’ sacrificial lamb and will be just enough of a token gesture for the fence-sitting Democrats to come back around to Obama when he brings the whip down on this poor, hapless dupe.

The American people are a predictable bunch. As long as you frame everything in the context of a Hollywood script you could have them believing just about anything. It reminds me of the Neo-con (Jerry Bruckheimer) produced film Enemy of the State where rouge elements in the NSA cover up the killing of a US Congressman. In the end, the integrity of the NSA is upheld as we see the young agents held to answer for their crimes by our heroic government. You’re bound to see that same scenario unfold here. Goldman Sachs will throw this kid under the bus and claim that they were duped right along with the rest of their investors. Goldman Sachs will let this play out in a long, drawn-out court battle until it is all but forgotten in the American public’s mind. They’ll end up paying a fine, that sounds like a lot of money to most people, but in reality amounts to nothing more than a slap on the wrist. As for Tourre? Well, he’ll be flushed down the memory hole of oblivion after a royal screwing in the press as the rouge villain who besmerched the good name of Goldman Sachs.But the more enlightened of us will know the real truth. It was Tourre’s superiors who really engineered this debacle. Anyone with half a brain knows that a novice like Tourre would never be left unattended to make deals with heavy hitters like John Paulson. Schemes of this magnitude don’t go forward without first being signed off by the guys upstairs. On Monday, the New York times cited eight confidential sources who made this point clear. The article stated that: According to interviews with eight former Goldman employees, senior bank executives played a pivotal role in overseeing the mortgage unit just as the housing market began to go south. These people spoke on the condition that they not be named so as not to jeopardize business relationships or to anger executives at Goldman, viewed as the most powerful bank on Wall Street. According to these people, executives up to and including Lloyd C. Blankfein, the chairman and chief executive, took an active role in overseeing the mortgage unit. It was Goldman’s top leadership, these people say, that ended the dispute on the mortgage desk by siding with those who, like Tourre and Egol, believed home prices would decline…By early 2007, Goldman’s mortgage unit had become a hive of intense activity. In addition to Blankfein, Gary D. Cohn, Goldman’s president, and David A. Viniar, the chief financial officer, visited the mortgage unit frequently.

This whole scandal couldn’t come at a better time for Goldman Sachs’ choice for President, Barrack Obama. He and the Democratic Party are reeling from public outcry against his sell out to the health insurance industry and the never ending bail-outs to their friends on Wall Street. This fiasco will help push through a regulatory bill that will actually concentrate more power to the FED (Goldman Sachs Alumni) and will only serve to make smaller firms vulnerable to absorption by the likes of Goldman Sachs and other giants. Obama will shake his fist, yell at Republicans who come to Wall Street’s defence, and come out looking like a maverick who took on those nasty special interests that he loves to claim he’s a crusader against.This is also an opportunity for the SEC to come out looking tough after their disgraceful conduct in the Bernie Madoff affair. Taking on Goldman Sachs will be a great boost to their image. But that could only happen under unusual circumstances like these. Right now, Goldman Sachs actually wants to be made to look like they’re no different from anybody else. They need to convince the American people that they are just as vulnerable and subject to public scrutiny as any other legitimate business. In other words, Goldman Sachs has given the SEC permission to take them on. Otherwise, the SEC would be just as ineffective and bias as they have always been.The SEC is actually a public relations device for the FED. They go after the little guys to look like they’re doing something while turning a blind eye to the big investment firms that their agents hope to someday work for.

Never was this more apparent than during the Madoff scandal. Madoff whistleblower Harry Markopolos repeatedly warned the Securities and Exchange Commission that Madoff was perpetrating a massive investment fraud and said that the regulatory agency that the SEC is inept, financially illiterate and far too cozy with the financial titans it is supposed to be regulating. Markopolos said The SEC is also captive to the industry it regulates and it is afraid of bringing big cases against the largest most powerful firms. Cleary the SEC was afraid of Mr. Madoff.It was also reported that agents who were dispatched to interview Madoff were so enamored with his lavish offices and lifestyle that they were tripping over themselves trying to get their resumes onto his desk. Such is the true reality of the SEC.This is not to say that the bright and rosy future of Goldman Sachs is etched in solid granite. As the fractional reserve system of banking starts to collapse, we are bound to see the connoisseurs of fine dining resort to cannibalistic practices as they scramble to loot and plunder what’s left of the American economy. All this constitutional talk on the part of the Tea Party movement may actually lead to significant change (not Obama faux change, but the real McCoy).Mr. Klein, who is a member of the Council on Foreign Relations, does not take kindly to the commoners organizing and refusing to sit down and shut up, so over the weekend he characterized exercising the First Amendment as sedition.I did a little bit of research just before this show — it’s on this little napkin here, Klein told Obama attack dog Christ Matthews. I looked up the definition of sedition which is conduct or language inciting rebellion against the authority of the state. And a lot of these statements, especially the ones coming from people like Glenn Beck and to a certain extent Sarah Palin, rub right up close to being seditious.Mr. Klein, of course, realizes Sarah Palin and Glenn Beck will not challenge the primacy of the state — they will merely flip the rigged political game back over to the Republican side of the coin. Klein and the CFR will not be sent packing under a Republican regime. Establishment Republicans are not allergic to the CFR and its plan for world government.

No, Mr. Klein was talking about the real Tea Party — the original Libertarian version that was paved over by the artificial astroturf version cobbled together by establishment Republicans.Sedition is reserved for real patriots, not Republican neocons. Mr. Klein is merely speaking out loud what the establishment discusses in private.Our rulers are eager to bring back the Alien and Sedition Acts of 1798. The law signed by John Adams established punishment of up to two years of imprisonment for opposing or resisting any law of the United States or for writing or publishing false, scandalous, and malicious writing about the President or the U.S. Congress.

The government, of course, gets to decide what is false, scandalous, and malicious writing.President Thomas Jefferson allowed Adams’ monstrosity to expire in 1801 but it has come back in various manifestations since (for instance the the Espionage Act of 1917 that was expanded to cover criticizing the Government of the United States, and also the Smith Act of 1940 which made it a crime to advocate or to teach overthrowing the government or to be a member of any organization that advocated such).Last month the FBI arrested members of the Hutaree militia (they liked to play paintball games in the woods) and they now stand charged with sedition against the government.Stay tuned. Murrah Federal Building in Oklahoma City on April 19, 1995, killing 168 people.Beyond the obvious propaganda designed to link the Tea Party movement to domestic terrorism — a sign that the government is indeed desperate to discredit growing opposition — Bill Clinton’s remarks reveal just how alarmed the establishment is over the opposition’s use of the internet as an organizational and educational tool. Clinton was president at the time and is directly responsible along with his attorney general Janet Reno for the massacre in Texas two years before the Oklahoma City bombing. I’m glad they’re fighting over health care and everything else. Let them have at it. But I think that all you have to do is read the paper every day to see how many people there are who are deeply, deeply troubled,he said. What we learned from Oklahoma City is not that we should gag each other or that we should reduce our passion for the positions we hold — but that the words we use really do matter, because there’s this vast echo chamber, and they go across space and they fall on the serious and the delirious alike. A government orchestrated terror event somewhere within the United States exploited as an excuse to crack down on the opposition is the government’s only viable option at this point.Millions of Americans are now awake and mobilized in opposition to the government. Increased and growing activism now threatens the establishment. The Tea Party movement is only the most obvious manifestation of an effort to take back control of the government from the elite and their corporate minions.Faced with such historically significant opposition, the establishment has two options – capitulate or attack the movement indirectly through false flag terrorism. Attacking the movement directly would create even more support for the opposition and further legitimize their argument that the federal government is tyrannical.

Canada rejects IMF bank tax plan Globe and Mail update

Finance Minister Jim Flaherty says he will be adamant about opposing a bank tax, even after the IMF has come out in favour of one. Canada will not go down the path of excessive, arbitrary or punitive regulation of the financial sector, Mr. Flaherty said.He said the government does not want to see financial institutions in this country penalized because of their relative success and their stability during the course of the crisis.The Finance Minister's comments, which he made in Toronto Wednesday morning at a Euromoney conference, show that he is prepared to battle his G20 counterparts over the creation of a bank tax even as support for the idea grows.

Mr. Flaherty noted that the idea of taxing banks has gained support among many European countries and in the U.S. Their view is that the levies would penalize institutions that triggered the global recession and create a cushion against future crises, Mr. Flaherty added. The idea is to create a pool of funds that could be tapped to help pay for future bailouts. Mr. Flaherty said he agrees that taxpayers should not be on the hook for the costs of bailing out financial institutions. But he says a tax is not the best way to ensure that. A tax could weaken banks' ability to absorb loan losses, and could also result in excessive risk-taking because of the perception of a government guarantee against bank failures.

Both he and Canada's top banking regulator are instead promoting an idea based on the use of embedded contingent capital, which is essentially a security that converts to common equity when a bank is in trouble. Mr. Flaherty's comments come as he prepares to travel to Washington to meet finance ministers from around the world on Thursday.He said that the economic situation in Canada is better than in many other countries.

EU, IMF officials to thrash out details with Greece

EUOBSERVER / BRUSSELS - The stage is set for EU, IMF and Greek officials to meet in Athens on Wednesday (21 April), as the different sides attempt to thrash out the lending terms of a three-year financial support package for the debt-ridden country.

Iceland's volcanic ash travel chaos delayed Monday's original start date, with record high 10-year Greek bond yields of 7.85 percent on Tuesday providing the new backdrop.The talks are unlikely to ease tensions in Greece, where public sector workers have already seen salaries dramatically cut this year and a 24-hour public sector strike is expected to bring the country to a standstill this Thursday. The European Commission has indicated that no new austerity measures will be demanded of Greece this year, but is pressing Athens to give more details on the years to come.

Athens needs now to be more specific regarding fiscal measures for 2011 and 2012, in order to deliver an ambitious program of structural reforms, said commission economy spokesman Amadeu Altafaj in Brussels on Tuesday. The Greek centre-left government has announced spending cuts and tax hikes worth around €16 billion, as it attempts to shave four percent off its budget deficit this year after it reached 12.7 percent in 2009. Greece has promised to bring its deficit below three percent by 2012.

EU officials said the talks could take up to three weeks, with many questions yet to be answered, including the total three-year lending figures and the contribution to be made by the IMF. Following a snap weekend teleconference meeting earlier this month, eurozone finance ministers agreed to lend Greece up to €30 billion this year, with the IMF expected to contribute a further €10-15 billion to the 2010 pot.
Wednesday's Financial Times Deutschland reported sources as suggesting the total IMF contribution over three years could be as little as €18 billion however, placing a greater financial strain on euro area capitals, and in particular Berlin, should it turn out to be the case. The talks in Athens are also likely to concentrate on a three-year lending figure, with German central bank governor Axel Weber saying Greece may need up to €80 billion in financial aid to avoid default, according to reports in the Wall Street Journal on Tuesday.The central bank chief told a small group of German lawmakers at a closed-door meeting earlier this week that Greece's situation was worsening and that the numbers are changing all the time,reports the newspaper.

Mr Weber's comments are unlikely to help Berlin's position, coming barely three weeks before crucial elections in the North Rhine-Westphalia region, the most populous federal state in Germany, with over 18 million citizens. Polls suggest a majority of Germans are opposed to bilateral aid for Greece, with rumours running the corridors of Brussels that Ms Merkel would like any Greek request for aid to come after the German vote. With the threat of several legal challenges also hanging in the air, a recent study produced by the Centre for European Policy think-tank suggests eurozone aid would contravene the EU rules.A bail-out of bilateral loans in Germany or another member state is illegal under EU law, says the study by Thiemo Jeck and Bert van Roosebeke, reports German daily Handelsblatt. Responding to questions from MEPs in Strasbourg on Tuesday, Commission President Jose Manuel Barroso Barroso said several times that he is confident the Greek solution does not breach the EU treaties. The solution found so far is fully in line with the treaty, he said. It is simply wrong to say that it is some kind of bailout.

Brussels unveils plan to press member states to live up to aid promises

EUOBSERVER / BRUSSELS - The EU may be collectively be the biggest donor of development aid in the world, but such sums remain far below what has repeatedly been pledged, and so on Wednesday, the European Commission said the bloc's member states are not doing enough and need to step up their game, announcing a 12-point-plan to get the 27 to live up to their promises.It is important to recall that the challenge of poverty does not stop at the EU's borders. I call on Member States to make developing countries part of our thinking for the future, said European Commission President Jose Manuel Barroso at the announcement of the plan.In 2009, the EU aid levels dropped slightly decreased to €49 billion, or 0.42 percent of EU GNI. Yet EU member states had recommitted themselves in 2005 to raise their game to 0.56% of GNI by 2010 before reaching the key long-standing target - which dates back to promises from the global north made as long ago as 1970 at the UN General Assembly - of 0.7 percent of GNI. In 2005, the EU said it would meet this goal by 2015.European Commissioner for Development, Andris Piebalgs said: I want Europe to remain the main and most credible leader in the fight against poverty. We have to respect our promises of more and better aid to halve poverty by 2015.The goals are still achievable, provided there is financial effort and political will from EU member states.

The 12-point plan asks member states to come put with national action plans by September of how they are to achieve their development aid pledges this year. This will then be peer-reviewed by other member states at the development ministerial level to see if the plans are up to scratch.National laws requiring governments to respect aid pledges of 0.7 percent of GNI are in the legislative pipeline in the UK, Belgium and Finland. While the commission is not saying other member states must do the same, it does believe this is a good example of what capitals can achieve.There should also be a focus on aid effectiveness, meaning for example, avoidance of duplication of efforts. If national aid programmes are better coordinated at the EU level, this could result in a savings of €3 to €6 billion yearly, according to commission analysis. Brussels holds up the recent EU-co-ordinated effort around Haiti reconstruction as a good example of what can be achieved if this is implemented across the board.The plan would also see less of a scatter-gun approach and more emphasis on particular Millennium Development Goals, notably gender, health, education and food security, that are the most off track from being achieved by 2015, as well as targetting those countries most in need.One of the most crucial parts of the plan, involving a separate communication from the commission in parallel to the overall plan proposal, would be efforts to help prevent tax evasion by northern companies, particularly in the case of extractive industries.

All over the world, governments lose billions in revenue every year because of harmful tax practices,the commission notes. According to a Norwegian government commission cited by the Brussels plan, illegal money flows from developing countries were at least seven times higher than the amount supplied in development assistance, meaning however much the EU gives to the developing world, so much more is essentially stolen from government revenues by European companies not paying the taxes they are supposed to.Brussels wants international tax co-operation to plug these leaks. In the meantime, the commission argues for EU technical assistance to be sent to help boost capacity and buttress southern governments efforts at chasing after taxation scofflaws. The plan is backed by the entirety of the commission but nevertheless is the product of the development department and calls for the revenues flowing from any new international finance mechanism, such as a global levy on banks or a financial transaction tax, currently in discussion at the G20 level, to at least in part be channelled into to development aid.It is understood that development commissioner Piebalgs disagrees with the staff of the economy and finance department that any such revenues should be cordoned off to cover the costs of future financial crises alone.In the wake of the Copenhagen climate debacle, it was clear in European minds that the EU and the developed world in general was failing the trust test with the developing world. The failure of the UN climate summit in the Danish capital last year was widely believed to be the result of a split between rich and poor countries. One of the fundamental issues was the question of so-called climate finance, in which developed countries were to pay their developing counterparts to make the very expensive shift to a low-carbon growth path.

But the sums suggested remained minimal compared to what analysts such as the World Bank had said is required and southern leaders repeatedly made the point that they could not trust the global north to live up to its climate finance promises if it did not even live up to its existing development aid pledges.As a result, a new emphasis in Brussels has been placed on proving to the world it can indeed meet its commitments.Aid NGOs for their part were on the were quite supportive of the plan.The proposals got a thumbs up from Oxfam, which said it strongly welcomed Mr Piebalgs' work. The group said the ball is squarely in the court of the member states. Italy's aid spending plunged last year by a massive 31 per cent, Ireland's by 19 per cent and Germany's by 12 per cent,noted Elise Ford, head of the group's Brussels Office.Action Aid's Chris Coxon meanwhile told EUobserver that the proposals show a lot of promise, but there is still a lot to be pushed through.Whether the political will is there to wholly implement it remains to be seen.The EU co-ordinating group for Catholic aid charities, CIDSE, however was quite sharp, predicting that the EU action plan was likely to fail.The group's secretary general, Bernd Nilles, blasted what it called vague recommendations that member states can just take or leave.The time is up for soft targets, we need binding schemes to hold EU countries accountable.The commission opted for an action plan rather than a directive requiring member states to meet their pledges.Mr Nilles also said that the bloc needed to join up its activities on this front, saying that its whatever development work done is undermined by EU trade and agriculture policies.

MEPs slam budgets of Council and EU police agency

EUOBSERVER / BRUSSELS - The Council of Ministers, the EU institution representing member states, and the European Police College attracted sharp criticism from MEPs debating the EU's 2008 budget in Strasbourg on Wednesday (21 April).The debate centered round a number of budgetary reports presented by members of parliament's budgetary control committee, with Green MEP Bart Staes accusing the chamber's centre-right grouping of obstructing his analysis of parliament's own expenditure. Under the EU treaties, parliament is charged with signing off on EU budgetary expenditure, a process known as the budgetary discharge. With MEPs set to vote on the subject early next month (5-6 May), the author of the report on the council suggested MEPs postpone their vote on that institution until October. The Council leaves a lot to be desired when we talk about budgetary matters, said Conservative MEP Ryszard Czarnecki. Certain aspects of the common foreign and security policy are still not clear, the budgetary measures and accounts are still not clear.Irregularities in the council procurement procedure were also unsatisfactory, said the Polish politician, as was the fact that some of the documents handed to the parliament related to 2007 and not 2008. Council's budget in 2008 was €743 million. As the debate started up, general disapproval was expressed around the almost empty chamber that no representative from the Council appeared to be present. However, the Spanish secretary of state for the EU, Diego Lopez Garrido showed up half an hour late. You see how good this fantastic power is,said parliament's president Jerzy Buzek jokingly, referring to the EU's new Lisbon Treaty.

Agencies

The EU's many decentralised agencies were generally commended for their good work by parliament's rapporteur, centre-right MEP Véronique Mathieu, but she was highly critical of the European Police College (CEPOL).The UK-based college brings together senior police officers across Europe with the aim of encouraging cross-border co-operation in the fight against crime. Its budget in 2008 was €8.7 million. The audit carried out shows there are irregularities, blatant ones, in terms of administration and finance, and that's why we would like to defer discharge,said Ms Mathieu. The EU's anti-fraud body, OLAF, is currently investigating allegations that CEPOL employees used work mobile phones, transport options and furniture for private use.

The French MEP outlined how EU agencies have grown rapidly over the past decade due to the need for greater expertise in the face of new challenges and an enlarged EU.
Over the decade from 2000 to 2010, agency budgets have risen from €95 million to €569 million, while staff numbers have climbed from 1,219 to 4,794.

Self-critical parliament?

Green MEP Bart Staes suggested to MEPs that they approve their own €1.4 billion expenditure for 2008, but said a number of problems remained, not least the issue of self-verification. While improvements had been made in cutting the parliament's costs, Mr Staes said the legislature's secretary-general should seek a second opinion before giving his backing of parliament's expenditure. The Belgian deputy indicated improvements needed to be made in the field of public procurements, adding that taxpayers should not be made to bail out the legislature's private pension fund which currently has a deficit of €120 million. Commission

The large bulk of the EU budget, €129 billion in 2008, is administered by the European Commission, although most of this money is then spent by the member states, for example in helping to boost the economies of poorer regions, known as cohesion funding. The report of centre-left MEP Bogusław Liberadzki draws attention to this area saying the committee: Is concerned that errors in the area of cohesion funding indicate that at least 11 percent of the total amount reimbursed should not have been paid out.The mis-spending in this area ranged from cases of fraud to officials simply ticking the wrong box, with the need to for greater member state co-operation stressed by centre-left MEP Jens Geier, standing in for Mr Liberadzki who was trapped in Poland. Parliament's budgetary control committee played a role in toppling the former commission of Jacques Santer in 1999, but MEPs are likely to approve the executive's 2008 budget when they meet next month.

EU hoping ash crisis will lead to more harmonised European airspace

EUOBSERVER / BRUSSELS - The European Commission is hoping that the travel chaos caused by the Icelandic ash cloud will spur member states to agree to a European air supervisor who can issue binding recommendations to national air controllers.Last Wednesday's eruption of Iceland's Eyjafjallajokull volcano exposed the shortcomings of having 27 autonomous airspaces able to make unilateral decisions to introduce flying bans, in this case it was the UK taking the lead.As the crisis unfolded and thousands of European passengers were left stranded in airports within and beyond Europe, it was only on Monday - four days after the flight bans were imposed - that member-state technical experts met, followed by a meeting of transport ministers in the evening. There it was concluded that the virtual total air ban for civilian flights put in place by several member states was an exaggerated response.

The get-togethers only occurred after the European Commission stepped in to provide some sort of direction. Until then, the response largely fell to Eurocontrol, an intergovernmental agency covering 38 countries, that pools air route information based on data from national air traffic controllers.With airlines furious at the economic cost of the extensive flying bans, which have had knock-on effects on several other areas including retail outlets in airports and food imports, the commission is hoping to capitalise on the mood to create a stronger European presence.There is simply not enough Europe here,said EU transport spokesperson Helen Kearns on Wednesday (21 April) noting that there were "different responses to the same advice.A first package on creating a more harmonised approach to the EU's skies came into place in 2004. In December last year, it was updated to help reduce some of the economic and environmental costs of having 27 national airspaces - each flight in the EU is a minimum 50km longer than it needs to be as flight routes are determined by national authorities often according to defence and security priorities.

But the precise details of the updated package, due to come into force in 2012, are still to be agreed. On back of the ash crisis and with the threat of more volcanic erruptions on Iceland to come, the commission is now pushing for a European network manager or air supervisor to be able to issue binding recommendations to national authorities.This manager would organise flight routes, for example saying how best a pilot should fly from Schipol airport in the Netherlands to Rome.A transport official from the European Commission said the power to issue binding recommendations would not impinge on member states' sovereignty over their airspace as the advice could be ignored. But a fine could be issued if it is then proven that ignoring the recommendation led to adverse consequences.According to Ms Kearns, the closer European co-ordination envisioned under the so-called Single European Sky initiative would have made an enormous difference in the current crisis with a decision on the flight bans and the safety of European airspace likely to have been made as early as last Friday, rather than three days later on Monday.Speaking about the 2012 implementation date, Ms Kearns said: The political question now is can we go further faster.The updated package is also supposed to double the capacity of the European network by 2020 and reduce CO2 emissions by 10 percent per flight.Aside from the trying to ensure a pan-European approach to EU skies as quickly as possible, the ash crisis has also raised other questions such as what is the amount of ash in the air needed to trigger a flight ban, a point of confusion over recent days.I am quite sure that will be a political priority,said Ms Kearns, with EU transport commissioner Siim Kallas due to present his thoughts on the consequences of the current transport crisis next Tuesday.
