DUBAI, United Arab Emirates – Dubai police appealed for an international manhunt Tuesday after releasing names and photos of an alleged 11-member European hit squad accused of stalking and killing a Hamas commander last month in a plot that mixed cold precision with spy caper disguises such as fake beards and wigs.The case — as presented by Dubai authorities — rings of clockwork espionage and detailed planning that included suspects riding the same elevator as Mahmoud al-Mabhouh before he was slain in an ambush-style attack in a luxury hotel room that took no more than 10 minutes.But questions emerged about the list of suspects after Dubai authorities released pictures, names and passport photos identifying them as six Britons, three Irish and one each from France and Germany.Ireland said the three alleged Irish citizens on the wanted list do not exist. In Germany, officials said the passport number give by Dubai for the lone German suspect is either incomplete or wrong.

Other elements also challenged the narrative presented by Dubai authorities, including how investigators pieced together the evidence pointing to an alleged European assassin team. Or why such an apparently well-planned operation would forget about the country's wide-ranging security cameras.The Islamic militant group has repeatedly accused Israel's Mossad secret service of masterminding the slaying and has vowed revenge.Al-Mabhouh, one of the founders of Hamas' military wings, had been wanted by Israel for his role in the 1989 kidnapping and killing of two Israeli soldiers on leave — something that was acknowledged by Hamas last month.Days after his body was found on Jan. 20, Israeli officials also pointedly accused al-Mabhouh of helping smuggle rockets into the Gaza Strip, the coastal territory ruled by Hamas.

Officials outside Dubai, however, said at least two Palestinians linked to the case were in Dubai custody, leaving Hamas and its Palestinian rivals trading bitter accusations.Meanwhile, doubts were raised about some suspects' identities.In Dublin, Ireland's Department of Foreign Affairs said it could not find the three suspects in passport records and the numbers listed were counterfeit because they have the wrong number of digits and contain no letters. Ireland has issued no passports in those names,the department said in a statement to The Associated Press.Germany's Interior Ministry also said the five-digit passport number given for the lone German suspect is too short and lacks the letters that now appear on its passports.Melvyn Adam Mildiner, 31, one of the men identified by the Dubai police Monday as a suspect, was shocked when an AP reporter reached him on the phone in Israel and read him the information released by Dubai officials.Mildiner, who said he holds a British and an Israeli passport, confirmed the name and the passport number matched his but said the date of birth was a few days off.He said he did not know how anybody obtained his U.K. passport, issued in 2001 and never reported lost.Britain's Foreign Office said in a statement Tuesday that authorities were aware the holders of six British passports have been named as suspects in the case but added authorities believe the passports used were fraudulent.Dubai officials have said they would seek assistance from the global police coordination agency Interpol and press individual nations to hunt down the suspects.Attorney General Essam al-Hemaydan said Tuesday that international arrest warrants have been issued. The account presented Monday by Dubai's police chief, Lt. Gen. Dahi Khalfan Tamim, included surveillance video clips from the suspects' airport arrivals to their hasty departures to Europe and Asia before al-Mabhouh's body was found in Room 230 at the Al-Bustan Rotana Hotel near Dubai's international airport.

Tamim said the suspects arrived in Dubai at different times, checked into different hotels and tailed al-Mabhouh from the moment of his arrival in Dubai to when he entered his hotel room. Some suspects even rode in the same elevator as al-Mabhouh to verify his room number and later booked a room across the hall, Tamim said. They paid for all expenses in cash and used different cell phone cards to avoid being traced, Tamim said. Surveillance footage shows the female suspect apparently wearing a wig and at times a big hat and sunglasses to blend in as a tourist. Others also were disguised as vacationers, wearing baseball caps or tennis outfits and carrying rackets. Tamim also said some suspects donned fake beards. He said forensic tests indicated al-Mabhouh died of suffocation, but lab analyses were still under way to pinpoint other possible factors. Hamas initially claimed al-Mabhouh was poisoned and electrocuted, but later a Hamas leader, Mohammed Nazzal, denied that poison was used. The killing itself took just 10 minutes, Tamim said. Four assassins later entered his room while he was out, using an electronic device to open the door, and waited in ambush for al-Mabhouh to return. Tamim said they were careful not to disturb anything in the room and left the door locked from the inside. The team then headed for the airport, some of them flying to Europe and others to Asia, he said. All left Dubai — one of seven semiautonomous emirates that make up the United Arab Emirates — within 19 hours of their arrival. Dubai police claimed that four members of the alleged cell carried out the killing. Five others, including the woman, were used as spotters and in other planning roles, police said. The mastermind was a man identified as French. The consul general of France in Dubai, Nada Yafi, declined to comment. A former high-ranking Mossad official, Rami Yigal, told Israel Army Radio that the assassin does look professional as described by Dubai police. But Yigal said it doesn't look like an Israeli operation because of the apparent shortcuts, such as allowing members to be videotaped by security cameras. Yigal declined to speculate on who could have carried out the slaying, but noted that al-Mabhouh has many enemies and was at the center of bloody Palestinian feuds. He was not new to terror ... and he had many contacts with people who had good reason to want him dead, he said. The two detained Palestinians were Hamas operatives, said West Bank police spokesman Adnan Damiri, citing sources familiar with the investigation.

Hamas, however, claimed the suspects were linked to the rival Fatah movement of Palestinian President Mahmoud Abbas as part of alleged clandestine links with Israeli intelligence. In Amman, Jordan, government spokesman Nabil Sharif told the AP that Jordan turned the two Palestinians over to the United Arab Emirates a few days ago.He declined to give their names or further details. Top Hamas figures have denied reports that al-Mabhouh was en route to Iran, a major Hamas backer. But the group has not given clear reasons for his presence in Dubai. Besides Mildiner, the other suspects were identified by Dubai police as Michael Lawrence Barney, James Leonard Clarke, Jonathan Louis Graham, Paul John Keeley and Stephen Daniel Hodes of Britain; Gail Folliard, Evan Dennings and Kevin Daveron of Ireland; Peter Elvinger of France and Michael Bodenheimer of Germany. Finance ministers play hardball with Greece

Euro area finance ministers played hardball with Greece on Monday (15 February), stressing additional austerity measures may be needed rather than detailing bail-out plans as hoped for by Athens. We did not want to go public today with the measures we are putting in place,Luxembourgish Prime Minister and eurozone chief Jean-Claude Juncker said after a meeting of euro area finance ministers, in reference to bail-out plans. At an informal summit in Brussels last Thursday, euro area leaders said they would take determined and co-ordinated action if needed to safeguard financial stability in the euro area as a whole - diplomatic language indicating Greece would not be left to default on its debt obligations. But an unwillingness to spell out further details suggests EU members view financial transfers as a matter of last resort, with Germany particularly reluctant to set a new precedent that could see other weak economies seek aid in the future. Earlier in the day, Greek finance minister George Papaconstantinou called on his EU colleagues to provide greater details of a potential bail-out.My guess is that what will stop markets attacking Greece at the moment is a further, more explicit message that makes operational what was decided last Thursday [by EU leaders],he told a conference in Brussels.

Austerity measures

Instead, the meeting of finance ministers pointed to the possible need for further austerity measures if Greece is to reduce its budget deficit by four percent this year to 8.7 percent of GDP, as outlined last month. In a detailed stability programme report to the European Commission, Athens pledged to slash its deficit from last year's 12.7 percent of GDP to below three percent by 2012, but some analysts question whether the current list of actions will be enough to reach these targets. The European Central Bank recently made a strong push for additional measures, but finance ministers on Monday opted to wait until a mid-March assessment of Greece's progress before making the call. Mr Juncker said Greece should focus on expenditure cuts, for example cutting current capital expenditure,but he also said revenue-increasing measures such as tax rises would be necessary. The EU's new economy commissioner Olli Rehn also stressed further steps were likely to be necessary.Our view is that risks related to the implementation and macro-economy and markets are materialising, and therefore there is a clear case for additional measures,he said. Polls show Greece's centre-left Pasok administration still enjoys widespread support having been swept to power in a landslide victory last October, but unions took to the streets earlier this month to protest against government plans for public sector pay cuts, retirement age changes and pension-sector reforms.

EUOBSERVER / BRUSSELS – The European Commission on Monday (15 February) deplored Libya's unilateral and disproportionate decision to deny entry to the country to almost all EU citizens - the latest move in a diplomatic row with Switzerland over the brief arrest of Muammar Gaddafi's troublemaker son, Hannibal.Tripoli's blockade affects all travelers from countries in Europe's Schengen visa-free area, which includes Switzerland, Iceland and Norway, though they remain outside the European Union. Great Britain, Ireland, Romania and Bulgaria, which are in the EU, are not however part of this arrangement. The issue will be discussed before the end of the week by the countries involved, together with the EU executive, in order to consider the appropriate reaction, home affairs commissioner Cecilia Malmstrom said in a statement.The diplomatic row between Libya and Switzerland started in July 2008, when Swiss authorities in Geneva arrested the son of the Libyan leader, Hannibal Gaddafi, following a complaint of assault from two of his staff. He was released on bail after two days in custody, but Tripoli subsequently placed a boycott on Swiss imports, forced its companies out of the country and stopped issuing visas for its citizens.

Geneva retaliated and blacklisted him and his family, along with other Libyan officials.At a summit of the eight most industrialised countries in Italy last year, the Libyan strongman called Switzerland a world mafia and said it should be split between France, Germany and Italy.His 33-year old son has continued to make headlines in the European media. In December, London police was called to his hotel after staff heard a scream from his room. Libyan model Aline Skaf, now his wife, was rushed to the hospital with a broken nose and her face covered in blood. She did not press charges and said she suffered the injuries in a fall. But back in 2005, when she was dating him, she filed an assault suit for which he was fined and given a four-month suspended prison sentence.The young Mr Gaddafi also notoriously attacked three Italian policemen with a fire extinguisher and speeded a Porsche the wrong up the Champs Elysees in Paris. Italy, one EU country affected by the decision, defended the petrol-rich African country and blamed the escalation on Switzerland. Italian foreign minister Franco Frattini said Geneva was holding EU citizens hostages to this row and that it should not solve this bilateral issue at the expense of others.Rome last year signed a special partnership agreement with Tripoli, during Mr Gaddafi's visit to the peninsula, focused on the returns of migrants crossing the Mediterranean in their search for asylum in Europe.

Greek criticism directed at EU institutions, says minister

EUOBSERVER / BRUSSELS - Greek finance minister George Papaconstantinou went on the defensive on Monday (15 February), seeking to quell controversies surrounding recent comments made by the country's prime minister, George Papandreou, and reports of dubious dealings between Athens and Wall Street investment banks. At an informal EU summit last Thursday, euro area leaders agreed to take determined and co-ordinated action if needed to safeguard financial stability in the euro area as a whole. But in but a televised address a day later, Mr Papandreou appeared to criticise his EU partners, accusing them of creating a psychology of looming collapse.Speaking to journalists in Brussels on Monday ahead of a meeting of eurozone finance ministers, Mr Papaconstantinou said the criticisms had been directed at EU institutions and not national capitals. He [George Papandreou] said in the last few months that we've often had mixed signals from a number of European institutions. He did not say ... that there were mixed signals from the European Council [of EU leaders], insisted the finance minister. EU institutions and national capitals have engaged in a tricky balancing act regarding Greece, say analysts. On the one hand they have sought to convince jittery investors that Athens will not be allowed to default on its debt obligations, while at the same time avoiding the signal that overspending governments will simply be bailed out.

Wall Street

The Greek administration also found itself embroiled in a second controversy on Monday, after news of dealings with Wall Street banks broke over the weekend. Investment firms including Goldman Sachs arranged currency swaps for Greece over the last decade that allowed Athens to raise funds to reduce its budget deficit while pushing payments well into the future. Those transactions were not classified as loans, reports the the New York Times, and not made known to Brussels officials.
European Commission economy spokesman Amadeu Altafaj Tardio told a news conference in Brussels that the EU's statistics office, Eurostat, has already sought answers to the allegations, but Mr Papaconstantinou defended his country's actions. These kinds of more exotic financial instruments were, at the time, completely Eurostat legal, he said.Greece was not the only country using them. They have since been made illegal and Greece has not used them since, he added. Mr Papaconstantinou, a deputy in the European Parliament until elections last October brought Greece's center-left Pasok party to power, also implied the timing of the news story was more to do with different investment banks attempting to sully each others reputations, rather than the legitimacy of Greek dealings.

Confidence deficit

But the story is unlikely to help the Greek position, with Athens already suffering from a crisis of confidence. At 12.7 percent of GDP in 2009, Greece's budget deficit is high but comparable to a number of other EU member states such as Ireland and the UK. Debt levels currently exceeding 110 percent of GDP and a past track record of failing to reach targets have caused Greece to become the focal point for market concerns however. Doubts over the reliability of the country's statistical data have also contributed to the recent investor flight from the country's bonds and demands for higher yields. On Monday, the college of 27 European commissions adopted a formal proposal to give Eurostat auditing powers, part of a bid to end doubts over the Greek data. If approved by national governments, the amended regulation on data collection will allow for more frequent and comprehensive statistical visits by Eurostat to member states. In 2005, the EU executive body made a similar request for Eurostat auditing capabilities but was rebuffed by member states, who were reluctant to hand over power to the Luxembourg-based body. Observers suggest the current Greek crisis has softened government positions however. As well as investors, European citizens outside Greece have expressed their exasperation with Europe's black sheep. A new poll published in Germany on Sunday shows a majority of Germans want the debt-ridden state to be thrown out of the eurozone, if necessary, and more than two-thirds oppose handing Athens billions of euros in credit.Mr Papaconstantinou said he could understand German frustration, but pointed out that the EU and eurozone had brought great benefits to both strong and weak members, including in the area of trade and tourism. I think we need a more objective and cold assessment of what is going on,he said, warning against a debate that touches on elements that we dont want to see in Europe in terms of divides between the north and the south.

EU wants answers on Wall Street role in Greek debt

EUOBSERVER / BRUSSELS - The European Commission has said it is seeking answers following allegations that Wall Street investment banks helped Greece hide the extent of its debt. Eurostat [the EU's statistics agency] has, following these reports, already requested from the Greek authorities an explanation by the end of February,said EU economy spokesman Amadeu Altafaj Tardio at a news conference in Brussels on Monday (15 February).Over the last decade, Wall Street banks facilitated Greek government efforts to skirt European debt limits, reported the New York Times over the weekend. One deal created by Goldman Sachs helped obscure billions in debt from officials in Brussels, the paper alleges.Goldman executives approached Greece as recently as last November with complicated financial instruments to push debt from the country's health care system far into the future, it continues, adding that similar arrangements have been struck in the past. Athens says it did not purse the latest Goldman proposal. Complicated currency swaps are at the eye of the latest storm. The commission said the swaps are a legitimate government management tool provided they are calculated from observed market rates.This is something that we will have to assess based on the information we will receive,said Mr Tardio.

There was an excessive deficit procedure methodological visit to Greece in 2008 and at the time Eurostat did not receive information about such transactions,he said. The commission is to come forward shortly with a proposal to give Eurostat auditing powers, with the latest allegations emphasizing the need for greater scrutiny, said Mr Tardio.

EUOBSERVER /HEALTH FOCUS - The outbreak of swine flu in North America last April and subsequent spread around the globe lead the World Health Organisation to rapidly raise its pandemic alert warnings in the following weeks, reaching a maximum Phase Six on 11 June 2009. But now, less than a year later, several EU countries find themselves among a list of states with an excessive stockpile of a hastily-made vaccine, leading to accusations of misspent taxpayer money and collusion between the WTO and private pharmaceutical companies. The French administration, for example, ordered enough vaccine to inoculate its entire population of 60 million, but has so far used only 5 million doses. It now hopes to cancel 50 million doses and sell millions more. The Netherlands is looking to sell 19 million doses to other countries, while Germany is in talks with drug manufacturers to halve its order of 50million doses. Switzerland, Spain and Britain are also considering plans to sell excess supplies. A review process analysing Europe's effectiveness in tackling the health crisis last year, and involving the European Commission and member states, will look into the causes of the vaccine glut, amongst other issues. Initiated towards the end of December, the results are set to be submitted under the Belgian EU presidency in the second half of 2010. With health issues still largely a national competence, commission officials say their role in the early days of the outbreak was to facilitate information exchange between European capitals, with efforts now concentrating on the need to redistribute the surplus vaccines. The EU executive body will not comment on allegations of collusion, pointing instead to the initial mistaken belief that individuals would need two vaccine doses to acquire immunity as the main reason for the vaccine glut in certain states.

Council of Europe

The Strasbourg-based Council of Europe, a non-EU institution dealing primarily with human rights issues and made up of national MPs, held a public hearing on the subject however on 26 January, with the question up for debate: Are decisions on pandemics taken on the best scientific evidence only? Dr Wolfgang Wodarg, a specialist in epidemiology and former member of the Council's assembly until he lost his seat in the September German elections, accuses the WTO of providing governments with poor information. He notes that the strain's transmissibility was used to define pandemic status, with no consideration given to the severity of the strain.The former German politician also highlighted during the public hearing that the WTO's definition of a pandemic was changed as recently as last May, with the decision to purchase vaccines in several capitals triggered by the WTO issuing its pandemic warning. It was only this change of definition that made it possible to transform a run-of-the-mill flu into a worldwide pandemic – and made it possible for the pharmaceutical industry to transform this opportunity into cash, under contracts which were mainly secret, he told attendees. Dr Keiji Fukuda, special advisor on pandemic influenza to the WHO's director-general, defended the organisation's action during the last year's outbreak. The flu pandemic policies and responses were not improperly influenced by the pharmaceutical industry. Co-operation with a range of partners, including the private sector, is necessary, but numerous safeguards are in place to avoid conflict of interest, he said. He added that labeling the pandemic as a fake would be to ignore recent history and science and to trivialise the deaths of over 14,000 people that have taken place so far as a result of the virus. The subject has now been taken up by Council Assembly member and UK Labour MP Paul Flynn, with a report expected in June. ATLANTA – Swine flu cases are down, but health officials say the disease's cumulative impact has grown to 57 million U.S. illnesses, 257,000 hospitalizations and 11,690 deaths.The Centers for Disease Control and Prevention released the new estimates Friday. They represent cases from the time swine flu was first identified in April through mid-January — the first nine months of the pandemic.The numbers represent increases of about 4 percent from the CDC's last estimates, which covered the first eight months. ATLANTA – A mumps outbreak among Orthodox Jews in New York and New Jersey has now surpassed 1,500 cases and shows no sign of ending soon, health officials said Thursday.The 7-month-old outbreak began last summer at a boys camp in the Catskills. The campers were from Orthodox Jewish families, and cases multiplied when they returned to their close-knit communities in and around New York City.Most had a mumps vaccination, but the shots don't prevent all cases, according to the Centers for Disease Control and Prevention. The mumps vaccine is 79 to 95 percent effective if two doses are given, so illnesses will still occur in vaccinated people when the virus spreads, health officials said.With 1,521 cases, the mumps outbreak is the largest in the U.S. since 2006, when nearly 6,600 cases were reported, mostly in six Midwestern states. Usually fewer than 300 cases are reported annually.Mumps is spread by coughing and sneezing. Common symptoms are fever, headache and swollen glands. Most cases are in children and teens. It is a mild disease but sometimes can lead to complications such as hearing loss, meningitis and swollen testicles that — in rare cases — can lead to sterility.

In the new outbreak, the first identified case was an 11-year-old boy who got sick in late June. He had just returned from the United Kingdom — where vaccination rates are lower and mumps is more common — before going to the camp in Sullivan County in upstate New York. About 25 campers got sick.Since then, hundreds of cases have been diagnosed in Orthodox Jewish enclaves in the New York City borough of Brooklyn, in nearby Orange and Rockland counties and in four counties in New Jersey.Orthodox Jews account for more than 97 percent of the cases, which most likely has to do with the insular nature of their community, said Dr. Guthrie Birkhead of the New York State Department of Health.Many Orthodox Jewish families are large, and the virus spreads well in packed households, said Kathleen Gallagher, a CDC epidemiologist. She said seating arrangements in religious schools may also be contributing, with students facing each other across tables instead of in rows of desks facing forward.Since 1989, health officials have recommended that children get two doses of a combination vaccine against measles, mumps and rubella. Birkhead said vaccination rates for Orthodox Jewish kids are about the same as those for other New York schoolchildren.

Among 1,100 from the new outbreak, the CDC said 88 percent had gotten at least one vaccine dose, 75 percent had two doses. Health officials last month began offering a third dose in some schools where the outbreak has persisted. Residents of King, N.C., were startled earlier this month when a declared snow emergency triggered a law forbidding the possession of firearms in public. Furthermore, North Carolina isn't the only state where authorities can ban gun sales, or even possession, upon declaration of emergency, even though what constitutes an emergency might be deemed questionable. According to North Carolina statute 14-288.7, when a municipality declares a state of emergency in which public safety authorities are unable to … afford adequate protection for lives or property – such as during the recent East Coast record snowfall – it is unlawful for any person to transport or possess off his own premises any dangerous weapon.In other words, when the cops can't get through on the roads, the citizens can't take guns off their own property. This has to be the most ridiculous event of the century! protested a commenter on the website of Winston-Salem's WXII-TV, which reported the ban.This is the ultimate denial of liberties for the most asinine reason ... bad weather!

But King Police Chief Paula May told the station that when the City Council and county authorities declared the emergency, regardless of the reason, state law took over. By law, statute 14-288.7 automatically went into effect, May told WXII.And that law, which goes into effect when there's a state of emergency, prohibits the transportation, purchase, sale and possession of firearms other than on one's own premises.Other states also have laws restricting firearm use that lie dormant until a declared state of emergency, a fact that worries some gun rights activists.
Pennsylvania's Uniform Firearms Act, for example, states in Article G, Chapter 61, Statute 6017, that no person shall carry a firearm, rifle or shotgun upon the public streets or upon any public property during an emergency unless that person is defending their life or property from immediate attack. Currently in Colorado, State Senator Scott Renfroe, R-Greeley, has introduced Bill S10-51, which would strike firearms from a list of items the governor may suspend sale, dispensing and transportation of during a declared emergency. The bill, however, has been postponed indefinitely in committee. Georgia State Senator Preston Smith, R-Rome, has filed Senate Bill 342 in his state for the same purpose. Personally, I think [North Carolina's] law is unconstitutional to start with and stupid public policy, said Alan Gottlieb, founder of Second Amendment Foundation.

It reminded me of the aftermath of Hurricane Katrina, when New Orleans confiscated guns,Gottlieb told WND,and we went to court to stop that.Indeed, following the firearm controversy in Katrina's wake, gun rights advocates pushed first Louisiana, then several other states, to pass laws limiting gun-control grabs during times of declared emergency. State Senators Renfroe and Smith of Colorado and Georgia, respectively, are simply among the most recent to take up the cause. Gottlieb told WND a federal law was also passed that would deny federal disaster aid to towns and states that actually confiscate guns from people, as was done in New Orleans. This move in North Carolina may violate that [federal law], and we may look into that, Gottlieb said.We're looking at seeing how we can stop them from doing this in the future. This is the first time I've seen it done for a snow emergency, he continued. It surprised us that they did this. There was no reason to do it, nothing to trigger it. A coalition of veterinarians in Oklahoma is lobbying the state legislature to tighten rules for the control of veterinary drugs because of concerns the substances could be used for dangerous purposes – from date-rape to abortion. State Rep. Brian Renegar is working against the plan now pending on the state House floor that would ease oversight of some livestock management practices. The bill has been made a priority by the Oklahoma Farm Bureau. H.B. 3202 by Rep. Don Armes would protect a livestock owners' right to perform traditional animal husbandry practices as well as utilize equine dentists, the Farm Bureau explained. But Renegar said the provision includes allowing wider and easier distribution of drugs that help ranchers or contractors conduct procedures such as managing horses' teeth, which grow throughout the animal's lifetime and periodically must be trimmed to allow the animal to eat.

The bill also adjusts the Oklahoma Veterinary Act to allow non-licensed individuals to provide the services. Renegar, a veterinarian for more than three decades, said the legislation opens the door to the possibility that the tranquilizers and other drugs will be misused at tragic cost. Planned Parenthood already distributes the RU-486 chemical abortion, and WND reported about a year ago on cases from Wisconsin in which teens were using livestock drugs to induce their own abortions. reports were corroborated by Anna Anderson, head of the Care Net Pregnancy Center in Green County, Wis., who document the trend on the Stephenson County Right to Life website of Freeport, Ill. Anderson reported receiving numerous calls and visits to her pregnancy care center from teens who either had taken the drugs or were worried about friends who had taken them. The drugs, kept on farms for management of livestock under the names Prostaglandins, Cystorelin, Factrel, Gonadorelin or Lutalyse, were being ingested orally in large quantities, even though animals are treated by injection, officials said at the time. But the concerns were that besides causing the death of the unborn baby, other complications that could follow included infections, blood loss and even death.Both Wisconsin and national veterinary associations acknowledged the problem at the time.

Now Renegar says in the Oklahoma situation, the concern is removing oversight from a situation that can be dangerous.Another Oklahoma veterinarian, Daniel Eisenhour, agreed with Renegar's concerns. He told WND drugs are necessary in the livestock industry to control and manage animal reproduction in a way that provides a return on cost for the rancher. But he said the provisions in the state House go too far.
Renegar said he's received alerts from the American Animal Hospital Association about the issue of teens obtaining drugs to be used for do-it-yourself date-rape or abortion tool kits. Eisenhour noted that women are not supposed to even handle some of the products without gloves, because of the danger of abortion. In fact, in an online description for one of the products, the manufacturer states: Women of child-bearing age, asthmatics, and persons with bronchial and other respiratory problems should exercise extreme caution when handling this product. In the early stages, women may be unaware of their pregnancies. Dinoprost tromethamine is readily absorbed through the skin and can cause abortion and/or bronchiospasms.

The American people have fallen prey to Public-Private Partnerships. A classic example of this is the Federal Reserve System.The people of the United Kingdom are upset with the prospect of the French government buying the Port of Dover, when, in fact, they should be outraged! It is not the French government that proposes to buy the Port, but a governmental hybrid that follows the collectivists’ blueprint to take over the world’s profitable assets and land.

The British government wants to sell the strategic Port of Dover, at the historic White Cliffs of Dover, to reduce its debt of $1.3 trillion dollars. While the sale of the Port could rake in over $500 million dollars, this is not even a drop in the bucket to pay down the debt, and the Port is expected to flourish and grow by 85% in the next 20- 30 years. Currently, it is a public corporation.(1)

The Port is at the narrowest part of the English Channel, the Strait of Dover, just 21 miles from the shores of France and the city of Calais. The prospective buyer is a French entity, the Nord-pas-de-Calais regional council, which also owns the city of Calias. Regional councils are designed to usurp local government power and authority and mix business interests with government.

Joan Veon describes Public- Private Partnerships (PPP) as private companies and governments coming together for profit. The money partner (private companies) benefit from the alliance in any number of ways: monopolies, tax breaks, enforcement of policies, etc. She says that the advocates of PPP’s are also its beneficiaries.(2)

Michael Shaw explains how councils are used, in the Soviet model, in his article What is a Soviet?, and that partnerships between business and government are established to seize natural resources and exert control over people.(3) Further, councils are used to usurp local authority and autonomy.

Remarkably, the Nord-pas-de-Calais regional council states very clearly that it is part of United Nation’s Agenda 21 Sustainable Development. In the first paragraph of their own document, they write that their ‘decisions systems’ involve private companies, local authorities, national governments, etc.(4) France was divided into 22 regions in 1982, thanks to the Law of Decentralization- this is Orwellian double speak for more centralized power. Regional council members are elected, however, they delegate authority to the Permanent Commission. The Permanent Commission members are appointed through a vote by regional councils, not the people.(6)

The Nord-pas-de-Calais document provides a list of objectives which include: limiting urban extension, creating policies around consumers’ employment, transportation, global warming, etc. The implementation of Agenda 21, Sustainable Development is rooted in the necessity of limiting global warming, which is based in lies that have recently been exposed in climategate, glaciergate and weathergate. Remember that the corrupt science is traceable back to the United Nations.

Even more fascinating, is Britain’s history of privatization. In chapter 6 of Michael Neild’s book The Police State Road Map(5), he states that Margaret Thatcher began privatizing and selling off resources, utilities and national and local governments (in the areas of health and education). Some of these profitable entities included: Associated British Ports, Enterprise Oil, British Telecom, British Gas, British Airways, British Steel, Electricity distribution and Regional water companies (some were sold to Enron). Further, he says that it is ironic that the British version of the IRS sold its entire estate to a company controlled by George Soros (the sales price was 200 million pounds, or $312 million in today’s dollars).

It was also interesting to note that NM Rothschild handled most of the sales for Thatcher and is involved in the sale of the Port of Dover as well. NM Rothschild has employed several senior Conservative party figures in Britain, including Lord Wakeham, the head of Enron’s audit committee.

Because Prince Charles is a major proponent of Sustainable Development, he has been instrumental in its implementation, so it is no wonder that Britain fell prey to these designs very early.(7) When governments need money and fall into debt, assets are sold to cover the debt. Subsequently, the United Nation’s World Bank has adopted this model for underdeveloped countries.

The U.S., Regions and Councils, and PPP’s:

An example of regions redefining America made news last week. Obama chose 10 governors for his new Council of Governors representing the U.S. in 10 standard Federal regions, which is aimed at diminishing the autonomy of our 50 independent States, and the federalization of the States. The other goal is for control of the National Guard.(8) Other regions and councils are being created on state and local levels.

Edward Griffin, he agreed that the Fed is a PPP in which the government compels the use of the Fed’s currency and enforces the Fed’s cartel agreement, in the form of banking regulations.First of all, The Fed has no substantial assets, resources, utilities, or anything tangible that it owns. It is commonly said that its money is created out of thin air, but it is more accurate to say that it is created out of debt. In other words, it is created at the instant it is loaned to someone and it disappears when the loan is repaid. The only thing that gives it value is the promise to pay it back, which means the promise of the borrower to labor on behalf of the lender. That’s not quite thin air, but it is true that today’s money does not exist until a loan contract is made.

Secondly, the Fed is a cartel, or union of banks. The purpose of the union was (and is) to eliminate competition between themselves in order to enhance their profits and gain control over their markets. A cartel is merely an agreement among its members. Nothing of substance is owned by it. No person or entity owns the oil cartel OPEC. It is merely a group of oil producers who have agreed to cooperate for their mutual benefit. Likewise, the Federal Reserve is merely an executive staff to administer a cartel agreement between American banks.

Mr. Griffin went on to say that the real money-making action takes place at the commercial-bank level when banks create money based on fractional reserves. Once again, money is created only when loans are made. Note, however, that then they collect interest on it as if they actually were lending money that they had in their vaults. In truth, they do not lend this money at all. What they do is perform a service for borrower. They convert their IOUs into money. However, this is not explained to borrowers because, otherwise, they wonder why they should pay interest on something that derives its value entirely on their own credit, their own collateral, and their own promise to pay. If they understood fractional-reserve banking, they might agree to a modest service fee for conversion of their IOUs into money, but compounded interest? Not likely.

Mr. Griffin went on to explain deregulation when I asked about Enron. He said that, in recent years, the word deregulation is used to deceive people. What usually happens is the sale of enterprises to corporations whose executives are cronies of government officials overseeing the sale and to do so at greatly undervalued prices. The government officials receive kickbacks and campaign donations; the corporate executives receive huge bonuses and stock options; while the taxpayers receive you-know-what. That is usually followed by greater government regulation than ever before to insure that the politically favored corporations have advantages over their competitors and protection from the rigors of competition. Many people believe that so-called deregulation will open up the free market, but the current reality is just the opposite.

When this kind of phony deregulation fails to benefit the people (as it always does), government steps in to fix the problem, gaining even more control and killing any semblance of a free market that may be left.
True deregulation and true private operation of utilities without political corruption would be a blessing, but the creation of politically-favored cartels that now is proceeding under that banner is a giant fraud.

A question for Professor Beck: How would Cloward and Piven justify global taxation of carbon emissions? Make It Eight, eh? February 16, 2010

There just isn’t the same spark in Glenn Beck’s message these days. There seems to be a loss of twinkle in his eye.Gleen Beck might be the next one thrown under the New World Express. After all, the man who professes to have it all figured out – the teacher - seems to continue to bring a confusing message that must be getting harder and harder to get psyched to deliver. Bluntly, it must suck to be exposed.It must be tough for Glenn Beck to be the cleanup man with a seemingly impossible mission to twist and spin the facts as delivered by another man. It must be getting impossible to take the bigger truth and sweep it under the rug. It’s no wonder Beck gets paid the big bucks, spinning truth and sweeping up after Alex Jones’ tireless sharing of understanding. Can it really be worth it?

If you happened upon the Infowars.com site yesterday in anticipation of the radio show, you might have noticed that the caption for the show read:No guests scheduled today. Alex covers the latest news, including recent revelations that there has been no global warming since 1995 and the infamous hockey stick graph Al Gore used in his propaganda movie has gone missing. Alex also takes your calls.Nothing unusual right? Well, maybe there was actually. Did you catch it? If you listened to the show, Jones mentioned ClimateGate but not to the degree that might be suggested in the above show caption. That’s okay, Jones is entitled to take his thoughts and can change direction to anywhere he chooses. By admission, Jones does not read from a teleprompter and in that capacity I would argue he represents a free agent that brings a consistent and refreshing message. I kind of like that. And, even if the news is sometimes hard to swallow, I am sure the mounting numbers of listeners are having a hard time staying away. Perhaps this explains Jones’ ability to have survived 16 years in the business. Con artists tend to dwindle where truth seekers thrive.

I had to laugh as I took note of the Glenn Beck show yesterday, as Beck threw Al Gore under the Climate change bus, complete with mention of the bogus hockey stick graph. I caught the subtlety in the message, and the spidey senses were tingling on that one. Can you hear Jones laughing, perhaps by himself as he realizes he has yet again proven Beck’s mission is to crawl where no man should crawl? Can Jones hear the little pitter- patter of Beck’s feet walking behind him hoping to catch a hint of where he will go next? Sad really.Mercifully, why doesn’t Beck ask Jones to write his shows? It would certainly save him a lot of last minute angst. Well, wouldn’t it?

It reminds me of a YouTube video I recently watched, where Jones and Jason Bermas were laughing out loud as they watched a clip of Beck discussing FEMA camps. Apparently, Jones had intentionally fed news about a bogus camp location or two and in a familiar pattern Beck apparently chomped at the bit. I suppose in hindsight we should forgive Jones and Bermas for their moment of unprofessionalism – we likely would have taken the opportunity too. Let’s call it a well deserved release – a primal scream if you will. A sanity keeper!Yes, it would seem the spin doctor is in, and like watching a lamb go to slaughter, we can all now witness Beck, night in, night out show his quiet desperation to keep up with the man, and deflect blame and attention away from his true bosses.Yes, no doubt we will see the familiar pattern of guests that, surprise, surprise, surprise have appeared on the Alex Jones show. And, we will likely see the spin doctor doing his thing on their messages too.Take Damon Vickers as an example. On November 27/09, Beck interviewed Vickers after an appearance on CNBC. Vickers, with vast experience in forecasting the true economic climate and ‘where the world is going’, mentioned the one world government and the New World Order. We can’t have that now can we? Vickers mentioned he was on the Alex Jones show earlier (for shame), and that tidbit seemed to cheese off our humble host. Rumor has it the taped show omitted the Alex Jones mention. My word, wouldn’t want to give away the agenda now would we?

Enter Beck who thought he’d better have Vickers on the show, because, according to Beck, those CNBC guys are not real news people. No, not like the good guys at Fox. The guys at Fox have thrown the other so-called news jockies under the bus, and are now the superstars of truth. The Fox guys are now looked on with disdain by the White House, but that’s okay with President Obama – he can handle it. Did Fox thank the President for that plug? I would certainly hope so. The public duping must be on a sweet roll as a result. I can hear it now, Let’s all give it to the President together people. What a dumb president – he drew attention to us. Silly, silly man. That must have boosted the network’s ratings a ton If one didn’t know better you might think the President was on the same side as Fox. Now that would be nasty – to be fooled to believe the White House doesn’t want Mr. Beck around, but really are working with him. And we felt sorry for Mr. Beck when he wasn’t invited to the party like Bill O’Reilly. My goodness.Sorry, I digress yet again – back to Beck’s lesson for Damon Vickers.So, when Beck asked Vickers what he was getting at making the huge leap from Great Depression to a One World Government, and the New World Order, Vickers gave his consistent, professional explanation. Oh, for shame Damon. Mr. Beck set him straight though. He asked Vickers if he had ever heard of Cloward and Piven and their model. Vickers said he had not, and Beck told him he would understand it. Lucky Mr. Vickers. I wondered how he enjoyed that lesson from Professor Beck.

Forget credibility. Forget about the fact that Vickers can turn bad times into opportunity. No, the Cloward & Piven economic model is what those darn Progressives are using. It has nothing to do with the global elites. Because, according to Beck, you don’t need a conspiracy theory to explain the current nutty economic crisis – just Cloward, Piven, and the progressive agenda. Okay? Stay away from the global issues, the conspiracy theories. Stay away from the New World Order, even though it gets mentioned just about as often as a politician heads to a podium these days. It doesn’t exist, okay? No dag nabbit, it’s a Made in America problem, and Mr. Beck is going to make sure we all get it.But for Vickers it didn’t stop there. No, Beck had Damon on his show again on February 11/10. And, when Vickers mentioned the very real possibility that the dollar will collapse, Beck interjected. Better discredit this man, yet again. He probably didn’t do his homework. He probably didn’t read the Cloward/Piven method as prescribed by Beck. And for that I am sure, he deserved to hear that it is a surprise he can stay in business. Yes, professor Beck put that student in his place again. I wonder if he will have him back on the show when needed…hmmmm.Yes, in likely anticipation to the caption for the Jones radio show, Beck was ready to gain some credibility. The elites knew full well the global taxation issue exposed by ClimateGate would not serve them, so they likely had no other recourse than to use it to repair the failing reputation of Mr. Beck. But, as Alex Jones has pointed out, it likely will not work either.There is too much to explain. There is too much exposed. The people are not falling for the homegrown reasoning as being fed by Glenn Beck.But if you want to catch Mr. Beck, he is showing up in a town near you for full day sessions. Cold snap killing Florida's coral reefs

MIAMI (AFP) – The polar snap enveloping much of the United States in record cold has been killing off coral reefs in the normally balmy warm waters off the Florida Keys, experts said Monday.The unusually chilly weather so far this year has seen sea temperatures plummet in southern Florida -- a fatal development for the coral, which dies when exposed for an extended time to temperatures below 15 degrees Celsius (59 degrees Fahrenheit).Especially in the lower Keys, temperatures have been lower... there is higher mortality, Diego Lirman, a University of Miami expert on coral, told AFP.Florida's usually mild and sunny winter weather has given way to record low temperatures during the historic cold snap in recent weeks.In Miami, the thermometer in January and February regularly dropped below 35 degrees Fahrenheit (1.6 Celsius), the coldest temperatures since 1970.The cold snap also has led to bleaching, in which the coral loses pigmentation and ultimately dies.Destruction of coral having a negative effect on delicate tropical eco-systems in the region, Lirman added, with micro-algae living within the coral forced to leave their habitat for lack of a food source.Some of the worst affected species are the large brain and star coral, which can take several hundreds of years to grow into the vibrant underwater colonies.

The Keys have not seen a cold-water bleaching event like this since the winter of 1977-78, when acres of staghorn coral perished, said Billy Causey, southeast regional director of NOAA's Office of National Marine Sanctuaries.Florida's coral reefs are considered a unique natural heritage area in the United States for their proximity to the coast and their expansiveness, running from north of Miami in the Atlantic Ocean to the Gulf of Mexico.The state's myriad of tropical animals also have been impacted by the cold snap so far this year, with iguanas dropping from trees and manatees huddling around waters warmed by power plants.The cold-blooded iguanas' comfort level begins at 73 degrees Fahrenheit (23 Celsius) and they positively thrive at 95 degree Fahrenheit (35 degrees Celsius).But when temperatures drop below about 60 degrees Fahrenheit (15 degrees Celsius), they become immobile, and below about 40 degrees Fahrenheit (five degrees Celsius), they become completely immobile due to a lack of blood flow.Unable to hold on, the helpless mohawked lizards that shelter in tree branches have been seen falling to the ground, and wildlife officials have offered guidelines to revive them.

South gets 2nd dose of snow in days

NASHVILLE, Tenn. – Snow and ice pelted parts of the South on Monday for the second time in a matter of days, glazing Tennessee highways and reaching into northern Alabama.But the South's biggest city, Atlanta, was spared a second coating after a snowstorm Friday and Saturday that was blamed for hundreds of traffic accidents. Forecasters had warned another 2 inches of snow could fall early Monday, but overnight temperatures stayed above freezing and it rained instead.Snow fell in parts of Alabama and the National Weather Service said northern Alabama could see up to 3 inches.Numerous crashes were reported before dawn Monday in the Nashville area. The Tennessee Department of Transportation reported highways were snow-covered and slippery across much of the state.Memphis reported about a half-inch of snow as did Nashville. While traffic was moving well on interstates in the Memphis area, Nashville had ice and icy patches on even the major routes.A winter weather advisory was in effect until 6 p.m. Monday for Middle Tennessee and until 6 a.m. Tuesday for East Tennessee. Between one and three inches of snow was expected in the eastern two-thirds of the state through Tuesday.

Snow was also falling in Kentucky and forecasters cautioned that travel conditions could deteriorate.A winter weather warning was in effect at dawn Monday for northern Kentucky, including the cities of Owensboro, Louisville, Madisonville, Lexington, Morehead and Jackson. Hawaii was the holdout.It was the United States of Snow, thanks to an unusual combination of weather patterns that dusted the U.S., including the skyscrapers of Dallas, the peach trees of Atlanta and the Florida Panhandle, where hurricanes are more common than snowflakes.More than two-thirds of the nation's land mass had snow on the ground when the day dawned yesterday, and then it snowed ever so slightly in Florida to make it 49 states out of 50.At the same time, those weird weather forces are turning Canada's Winter Olympics into the bring-your-own-snow games.

Who's the Great White North now? I'm calling it the upside-down winter, said David Robinson, head of the Global Snow Lab at Rutgers University in New Jersey.Snow paralyzed and fascinated the Deep South on Friday. Snowball fights broke out at Southern Mississippi University, snow delayed flights at the busy Atlanta airport, and Louisiana hardware stores ran out of snow supplies. Andalusia, Ala., shut down its streets because of snow. And yet, Portland, Maine, where snow is usually a given, had to cancel its winter festival for lack of the stuff.Weather geeks turned their eyes to Hawaii. In that tropical paradise, where a ski club strangely exists, observers were looking closely at the islands' mountain peaks to see if they could find a trace of white to make it a rare 50-for-50 states with snow. But there was no snow in sight.Hawaii's 13,800-foot Mauna Kea volcano, which often gets snow much of the year at its higher elevations, is the most likely place in the 50th state to have snow, but there is nothing right now, said research meteorologist Tiziana Cherubini at the Mauna Kea Weather Center. To count as snow cover, snow has to stick on the ground and be recorded at special stations at specific times when meteorologists check, Robinson said. The strange snowfall pattern is produced by the El Nino weather phenomenon and its Arctic counterpart, Robinson and Petersen said.

During moderate to strong El Ninos like the current one, more moisture is pumped into the subtropical jet stream across the South, increasing precipitation, Robinson said. Then there's the Arctic Oscillation, the Northern cousin to El Nino, which shifts cold polar air south. That cold air can turn a rainstorm into a snowstorm. A snowy winter doesn't disprove — or prove — global warming, Petersen and Robinson said. This is weather, which is variable, not long-term climate, and there is a huge difference. This has nothing to do with long-term trends,Petersen said.This is just a several-week period.Patrick Marsh, who is working on his doctorate in meteorology at the University of Oklahoma, has been trying to collect photos of snow on the ground in all 49 or 50 states. After his effort was publicized, he was flooded with photos and videos. WASHINGTON (Reuters) – Scientists have created the hottest temperature ever in the lab -- 4 trillion degrees Celsius -- hot enough to break matter down into the kind of soup that existed microseconds after the birth of the universe.They used a giant atom smasher at the U.S. Department of Energy's Brookhaven National Laboratory in New York to knock gold ions together to make the ultra-hot explosions -- which lasted only for milliseconds.But that is enough to give physicists fodder for years of study that they hope will help them understand why and how the universe formed.

That temperature is hot enough to melt protons and neutrons, Brookhaven's Steven Vigdor told a news conference at a meeting of the American Physical Society in Washington on Monday.These particles make up atoms, but they are themselves made up of smaller components called quarks and gluons.What the physicists are looking for are tiny irregularities that can explain why matter clumped out of the primeval hot soup.They also hope to use their findings for more practical applications -- such as in the field of spintronics that aims to make smaller, faster and more powerful computing devices.They used the Relativistic Heavy Ion Collider (RHIC, pronounced rick), a particle accelerator and collider that is 2.4 mile around and buried 12 feet underground in Upton, New York to collide gold ions billions of times.RHIC was designed to create matter at temperatures first encountered in the early universe, Vigdor said. They calculate the 4 trillion degree temperature gets pretty close.

How hot is it?he asked.In comparison,The predicted melting temperature of protons and neutrons is 2 trillion degrees. The temperatures at the core of a typical type-2 supernova is 2 billion degrees,he said.The center of our sun is 50 million degrees, iron melts at 1,800 degrees and the average temperature of the universe is now 0.7 of a degree above absolute zero.

Vigdor's team believe they are looking at a recreation of the moment just before the quark-gluon soup condensed into hadrons -- the particles of matter that make up most of our universe.Something happened in the milliseconds after the Big Bang to create an imbalance in favor of matter over anti-matter. If there had not been this disparity, matter and anti-matter would have simply reacted to create a universe of pure energy.Later this year, physicists using the Large Hadron Collider in Switzerland hope to smash lead ions together to create even hotter temperatures that should replicate moments even earlier in the birth of the universe.Brookhaven has also patented some potential commercial applications of the research, said theorist Dmitri Kharzeev.The goal here is to create a device that can operate not only on the current of an electric charge but also on the current of spin, Kharzeev told the news conference. Quarks spin in different directions and understanding how and why they do this can help scientists harness the power. It may be possible to replicate a symmetrical spin in graphene, for example, said Kharzeev. Graphene is a so-called nanomaterial that scientists believe may replace silicon in super-fast and super-small devices. PORT-AU-PRINCE, Haiti – It will take three long years to clear the rubble left by Haiti's devastating earthquake, said President Rene Preval who admitted even he's still afraid to sleep under concrete in case another quake strikes.In a rare exclusive sit-down interview, Preval told Associated Press Television News on Monday that Haiti faces a long reconstruction process that will result in fewer people living in the capital, Port-au-Prince.It will take 1,000 trucks moving rubble for 1,000 days, so that's three years. And until we move out rubble, we cannot really build, Preval said.Sitting in the airport police station that serves as the country's temporary government headquarters, Preval calmly laid out the difficulties of rebuilding an impoverished country amid aftershocks and the threat of more earthquakes.He said the government has destroyed some hastily rebuilt structures in the capital, but he said that until alternative housing plans can be completed, the government's ability to regulate reconstruction will be limited.Asked about residents' assertions that local corruption has interfered with the international aid effort, he replied: It is possible that there have been irregularities.However, he said,I should point out that the government isn't the direct manager of most of this humanitarian assistance.

He referred further questions to relief organizations and local and international governments engaged in food distribution.International aid groups have taken pains to at least make Haiti's government the titular head of the relief. VIENNA – Russia joined the U.S. and France in urging Iran to stop enriching uranium to higher levels in a statement shared Tuesday with The Associated Press, suggesting the project reinforced suspicions that Tehran is seeking to make nuclear weapons.
Shrugging off international concerns, Iranian President Mahmoud Ahmadinejad announced the country was moving ahead to expand its enrichment capacities by installing more advanced machinery at its main enrichment facility.Ahmadinejad told reporters in Tehran the centrifuges are not yet operational but are five times more efficient than the model now in use at its Natanz enrichment plant.Because enrichment can produce both nuclear weapons as well as reactor fuel, Iran is under three set of U.N. Security Council sanctions for refusing to stop its program. Its determination to expand such activities had been criticized worldwide even before an announcement earlier this month that Tehran would enrich to a higher level.In a confidential letter to the head of the International Atomic Energy Agency, the three world powers questioned Tehran's assertion that it had started the higher enrichment project to provide fuel to a research reactor providing medical isotopes for cancer patients.The one-page letter was significant in reflecting unified Russian and Western opposition to Iran's move. Russia in the past has often put the brakes on Western attempts to penalize Tehran for defying U.N. Obama's fellow Democrats planned to tout programs putting people back to work under the $787 billion spending bill. Health and Human Services Secretary Kathleen Sebelius was touring a medical center in Atlanta on Tuesday; Homeland Security Secretary Janet Napolitano was promoting stimulus projects in Virginia and Texas the same day.In all, senior administration officials are scheduled to visit 35 communities before Friday to counter Republican claims the massive deficit-spending program has failed. European leaders on Monday said Greece will have another month to come up with a plan to cut its deficit.Kraft Foods Inc. and apparel retailer Abercrombie & Fitch reported earnings that beat expectations, while drugmaker Merck & Co. said profits jumped after the company bought its longtime partner Schering-Plough Corp.Earnings reports over the past month have mostly come in better than expected, but problems in the global economy have pushed the market lower in recent weeks. With the Greek debt crisis now starting to ease, investors' focus may return to the U.S. economy.

Meanwhile a bold acquisition move by the nation's largest mall owner raised hopes that businesses are feeling more confident about the economy.Simon Property Group has offered to acquire its ailing rival, General Growth Properties, for $10 billion. General Growth, the No. 2 mall operator, filed for bankruptcy protection last year.In early afternoon trading, the Dow Jones industrial average rose 123.57, or 1.2 percent, to 10,222.71. Greece's debt crisis, similar troubles in Portugal, and China's latest moves to slow down its economy have kept investors guessing.At least the news is becoming less shocking. The Dow Jones industrial average recovered most of its losses Friday to end down 45 points following China's decision to force its banks to boost their reserves again. The Dow managed a weekly gain of about 1 percent — its first after four weeks of losses.It's been a tough start to the year, and many traders are keenly interested in recouping some of the losses they've suffered since the beginning of 2010. The Dow has fallen 3.2 percent so far this year, and the Standard & Poor's 500 Index is down 3.6 percent.Greece's debt problems threatened to destabilize Europe's shared currency, the euro. Meanwhile China, which many people thought was done applying the brakes to its economy, moved again to keep growth under control by curbing bank lending. These and other global factors could easily have ripple effects on the U.S. economy.Most people don't really know what news is going to impact them, so all news must devastate them, said Ken Grant, a partner at Waterstone Private Wealth Management in Tulsa, Okla. What could happen next? Who knows.Global news has been a big driver of U.S. stocks even during earnings season, when news about U.S. companies usually dictates the market's direction.

The latest surprise from abroad came on Friday, when Chinese regulators said they moved for the second time in a month to boost reserve levels at banks. Chinese leaders are worried that their economy is overheating and want to prevent speculative bubbles before it's too late.That's fine for China, but some investors also worry that a slowdown could disrupt a U.S. recovery by hurting exports and profits of companies that do business there. China's previous move to cut back bank lending a month ago spooked the market and helped start the recent slide.If the robust recovery in China were to stagnate or bust as a bubble, the global economy would be impacted, Grant said.Elsewhere, concerns about debt problems in European countries like Greece, Spain and Portugal have also weighed on the market and increased volatility in recent weeks. European Union leaders pledged last week to provide Greece with support as it tries to bring its debt problems under control.

However, no details were provided after the initial pledge, and an update is expected this week. That could influence markets and also set a template if other European countries need similar support.With everything going on, we have to remember we're all in this together, said Beth Larson, principal of Evermay Wealth Management in Washington, D.C. We are in a global economy these days.While it may be difficult to forecast the next big hit that could send markets plummeting or skyrocketing, investors must not forget ongoing struggles here in the U.S.Consider: The nation's jobless rate remains high at 9.7 percent. Also, a recent report on consumer sentiment was poor.And while a report Friday showed modestly better-than-expected retail sales for January, economists caution that the spending increases since summer could falter as the jobs crisis keeps consumer spending in check.Among the economic reports coming out this week include January housing starts, import prices, U.S. consumer inflation and inflation at the wholesale level.Any new report could bring bad news. But, even if that happens, Grant had some words of caution: It doesn't mean the market is only going to go down from here.And in case that crystal ball is too cloudy to pick up the next surprise for the market — be it good or bad — the smart investor will be ready for more volatility. TORONTO – Canada is tightening mortgage lending rules as historic low rates are raising fears of a potential housing bubble, the country's finance minister said Tuesday.Finance Minister Jim Flaherty said there is no compelling evidence of a bubble but said the government is taking proactive measures to prevent one.We're looking ahead and taking action now before there is a problem, Flaherty said.To qualify for a government-insured mortgage, borrowers will have to meet the standards for a five-year fixed-rate mortgage — up from the current standard for three years.

Flaherty also said if Canadians want to purchase a property where they will not be living, they will have to come up with a 20 percent down payment.And he's imposing tighter restrictions on how much money people can borrow against their houses. Instead of being able to borrow 95 percent of the value of their property, the limit will now be 90 percent. The changes take effect April 19.We do want to discourage the tendency by some to use their home as an ATM machine, the tendency by some to buy three or four condominiums by way of speculation, Flaherty said.This will discourage the kind of mortgage refinancing that can create unsustainable debt levels as interest rates go up.Canada's housing recovery has been so rapid that some are worried. There has been no crippling mortgage meltdown or banking crisis in Canada, where there is greater oversight of mortgages, but Canada's central bank has vowed to keep interest rates at a historic low of 0.25 percent until the middle of the year.A variable-rate mortgage interest rate can be had for as low as 2 percent to 2.25 percent in Canada, while the fixed five-year posted rate at Canada's top five banks is 5.39 percent.Some are worried that borrowers who are taking out variable-rate mortgage rates will struggle to make payments when interest rates rise. Canada's central bank been warning for months that homeowners should make sure they can absorb an increase in their floating-rate mortgages once rates start rising.

DUBAI, United Arab Emirates – As world markets warily eye Greece's financial crisis, investors are once again focusing on unresolved questions surrounding how deeply indebted Dubai will pay its bills.In one indication of the re-emerging concerns, Morgan Stanley said the cost to insure against a Dubai default this week shot to the level it was at the peak of the city-state's debt crisis in November, before neighboring Abu Dhabi pumped in emergency bailout funds.A major cause for concern is the lack of clear information since the sheikdom shocked global markets late last year with plans to restructure its chief conglomerate Dubai World and delay repaying $26 billion in debt. Talks with creditors, which include big international banks such as HSBC and Standard Chartered, are ongoing.The situation is still very fluid and a number of questions remain unanswered, Morgan Stanley analyst Mohamed Jaber said in a report Monday, noting the recent spike in premiums paid for protection against a Dubai default.The lack of transparency ... has contributed to the increase in market volatility.It has also given the rumor mill plenty of grist. There are oft-repeated tales of the emirate's multibillion-dollar manmade islands sinking into the sea — a claim authorizes emphatically deny — and of trophy assets such as the storied Queen Elizabeth 2 cruise liner being shopped around at firesale prices.The emirate's elite bristle at such reports. Dubai's ruler has repeatedly blamed his sheikdom's tarnished image on a foreign media out to embarrass the emirate.But the unanswered questions about Dubai's debt are growing tougher to ignore.Jitters returned to the forefront this week when Dow Jones reported that Dubai's government was pushing a plan that could pay Dubai World's lenders just 60 cents on every dollar owed.A Dubai government spokeswoman denied that any deal was on the table. She agreed to speak only on condition her name not be used, citing government policy.

Neither the government nor the company have put forward any restructuring proposals to the lenders at this time, she said, adding that the state and conglomerate were operating within internationally accepted principles in order to ensure a fair and equitable process for all creditors.Those assurances may have tided investors over for now.Dubai's main stock market posted a modest gain of half a percentage point Tuesday, following a sharp slide earlier in the week.Insurance against a default, measured using rates for financial instruments known as credit default swaps, grew about 1 percent cheaper by evening in Dubai Tuesday, according to figures from CMA DataVision.Even so, Dubai ranks among the five sovereign issuers most at risk of default listed by the market data provider. Greece sits at number 10.Worries about Europe's debt are also putting fresh pressure on Dubai.The market is moving away from risky assets in the face of sovereign debt woes of Greece and weak countries on Europe's periphery, said Rachel Ziemba, an analyst at Roubini Global Economics who monitors Gulf economies.This is infecting ... Dubai. Although Abu Dhabi came to Dubai's aid in 2009, it still has some major debt sustainability challenges.
Meanwhile, the question of how Dubai will cover its debts remains.Dubai has received $20 billion in emergency funds from its oil-rich neighbor Abu Dhabi, which also hosts the capital of the United Arab Emirates, a seven-state federation of which Dubai is part.

That money, said to be in the form of a loan, was put into a financial support fund intended to prop up Dubai's many state-linked companies, such as Dubai World and its troubled property development division Nakheel. The Dubai spokeswoman said the fund has pumped more than $6.2 billion into Dubai World over the past year, and stands ready to inject considerably more into the company to cover general business costs and interest payments to creditors. That state aid won't be enough to cover all that Dubai and its network of state-linked companies owe. The total amount is unknown, but is at least above $80 billion. Moody's Investors Service estimates Dubai government-related companies owe up to $100 billion, with half that amount coming due in the next three years. The credit rating agency believes Dubai is preparing to sell off major holdings soon to pay its bills. Dubai in general will be hard pressed to avoid the stigma of a distressed asset sale,Moody's Senior Vice President Philipp Lotter said in a report. Moody's identified more than a dozen potentially lucrative investments owned by Dubai state-linked firms that could be sold. Those range from minority stakes in Las Vegas mainstays Cirque du Soleil and MGM Mirage to outright ownership of luxury retailer Barney's New York and British hotel chain Travelodge.

Some of Dubai's more modest holdings have already been sold, including real estate in London and New York. On Monday, Merlin Entertainments acknowledged that an investment company controlled by Dubai's ruler had quietly cut its stake in the amusement park operator by nearly two-thirds last summer. More high-profile assets could also go, particularly trophy purchases such as the QE2, which Dubai bought for about $100 million in 2007. It was slated to become a luxury hotel off one of Dubai's manmade palm islands, but now languishes in a downtown port awaiting renovation. A spokeswoman for Nakheel, which planned to refurbish the ocean liner, left the door open to a sale. There are a number of options being considered for the ship to determine which option will best maximize value of the vessel,she said.

Gasparino is best known for breaking numerous stories on major U.S. banking names like Merrill Lynch and Morgan Stanley, particularly during the peak of the financial crisis.In the last year Gasparino has developed a tense on-air relationship with some of his fellow presenters, including a famous meltdown with co-presenters like Dylan Ratigan.Fox has been attempting to raise the profile and ratings of its two year-old network by recruiting talent like radio host Don Imus for its morning show.

Since its launch in October 2007, Fox Business has struggled to eat into CNBC's ratings dominance in U.S. business television. Fox Business is available in just over 50 million U.S. homes, compared with the roughly 100 million homes that receive CNBC.A Fox Business spokesman confirmed a report by blog TV Newser that Gasparino is in talks with Fox Business.
