Ireland completes ratification of Lisbon Treaty Thu Oct 15, 8:28 pm ET

DUBLIN (AFP) – Ireland completed its ratification of the EU's Lisbon Treaty, intensifying the pressure on the Czech Republic to overcome its objections and become the final member state to pass the treaty.Irish President Mary McAleese announced she had signed a special legal instrument following a Yes vote in this month's referendum.A statement from the president's office said she had signed the Twenty-Eighth Amendment of the Constitution (Treaty of Lisbon) Bill 2009.In a second referendum on October 2, Ireland voted by 67 percent to 33 percent to ratify the treaty, overturning a shock No vote in June 2008 which left the European Union in limbo.Ireland is the only EU country constitutionally obliged to put the treaty -- which is designed to streamline decision-making in the 27-nation bloc -- to a referendum.Irish Prime Minister Brian Cowen agreed to hold another poll after securing guarantees from its EU partners on the Catholic country's abortion ban, its military neutrality and its tax-setting rights.

But economic factors appear to have been the main factor in the minds of voters.

In this year's campaign, the government warned voters against rejecting the treaty at a time when Ireland needs help from its European partners to recover from a deep recession.The treaty must be ratified by all member states, but Czech President Vaclav Klaus has insisted he will not drop his objections to the document despite mounting pressure from the rest of the bloc.On Thursday, Czech Prime Minister Jan Fischer said his cabinet and Klaus were in talks about securing an opt-out from the treaty to prevent ethnic Germans forced out of the country after World War II from reclaiming their property.

Europe unwilling to condemn Israel for war crimes at UN

EUOBSERVER / BRUSSELS - While the United Nations Human Rights Council on Friday endorsed a scorching report that accuses both Israel and Hamas of war crimes during the Jewish state's bombardment of the Gaza Strip at the turn of the year, European countries on the council opposed the resolution or abstained from the vote after heavy diplomatic pressure from Tel Aviv.A total of 25 states on the council backed a report produced by a UN fact-finding team led by South African judge Richard Goldstone, the chief prosecutor of the United Nations International Criminal Tribunals for the former Yugoslavia and for Rwanda.The US and five European countries opposed the resolution while eleven mainly European and African states abstained. Britain and France meanwhile declined to vote, not wanting to be seen to be attacking Israel while at the same time not wishing to be seen as ignoring the suffering Palestinians underwent during Operation Cast Lead.In the last few days, Israel, which accuses the document of being biased, has engaged in a furious round of diplomacy attempting to win over the European states that sit on the council to opposed the resolution.It is understood that UK Prime Minister Gordon Brown talked to Israeli Prime Minister Benjamin Netanyahu for some time this morning.Defence minister Ehud Barack spoke to the foreign ministers of France, Britain, Spain and Norway ahead of the vote and brought up the issue with Czech Prime Minister Jan Fisher when he was in Prague.The democratic nations of the world must understand that adopting the report will cripple their ability to deal with terror organizations, and terror in general,he told the ministers, according to Israeli daily Haaretz.The resolution had urged an endorsement of the report, which recommends prosecution by the International Criminal Court in the Hague, should Hamas and Israel fail to conduct their own investigations into the events surrounding Israel's Operation Cast Lead.

On Thursday after meeting with Spanish leader Jose Luis Zapatero, Israeli Prime Minister Benjamin Netanyahu said: Responsible nations have to vote against this decision that supports terror and harms peace.The 575-page document now moves on to the UN General Assembly and the Security Council, where it is likely that the US will veto any resolution that seeks to refer Israel to the International Criminal Court.Mr Goldstone himself said he had been disappointed with the form of the resolution, which only looked at Israel's alleged wrongdoings and none of those that Hamas is accused of perpetrating.The report says that Israel used using disproportionate force, deliberately targeted civilians and destroyed civilian infrastructure, while Hamas was found to have deliberately targeted civilians as well through its rocket attacks.

Here's a riddle: What unites French Socialists and British Conservatives, brings feminists together with the editors of prurient tabloid newspapers and gives shared purpose to a clutch of small European countries and more than 37,000 signatories to an online petition? Answer: Tony Blair. Across Europe, natural adversaries and strange bedfellows are finding common purpose in their efforts to stop Britain's former Prime Minister from assuming the role popularly known as president of Europe.

When Ireland and Poland ratified the Lisbon Treaty earlier this month, that left only Czech President Vaclav Klaus holding out against the document that is designed to re-engineer the European Union's institutions to better match the realities of its expanded membership. Once Klaus signs the treaty — frantic efforts are afoot to try to persuade him to do so — the E.U. can start its highest-level executive-recruitment search to date. The treaty would create two top E.U. jobs: president of the European Council and High Representative of the Union for Foreign Affairs and Security Policy, effectively the E.U.'s foreign minister. Blair is seen as front runner for the presidency.You might think Blair's international cachet would be cause for British hearts to swell with pride, but some of his most bitter opponents are homegrown. Opinion polls point to an expected Conservative victory in British parliamentary elections in May 2010, and the Tories will campaign on a Euroskeptic platform that has already seen them withdraw from the main Conservative grouping in the European Parliament to cobble together an anti-federalist alternative. They dislike the idea of a high-profile, high-powered E.U. president such as Blair, who would surely increase the influence of Brussels. But many Tories also feel personal animus toward the politician whose electoral success consigned them to the wilderness for so long.Having President Blair would put us in a state of permanent warfare if we won the election. I cannot stress how serious this is,an unnamed Tory source recently told Britain's Daily Telegraph newspaper.Not all Blair's opponents are on the right. As Prime Minister, he drew criticism from across the political spectrum for appearing too presidential and making decisions with scant regard for Parliament or the Cabinet. He and his wife Cherie also gained a reputation for enjoying the trappings of power. When Blair's name was linked with the European presidency, national tabloids rechristened the pair Boney Blair and Cherie Antoinette after those high-handed continentals Napoleon Bonaparte and Marie Antoinette.

More damaging to Blair's prospects is the enduring anger over Blair's cheerleading for the invasion of Iraq. When the latest inquiry into the war consulted with families of dead troops this week, a group of relatives called for Blair to be indicted as a war criminal. Blair's determination to stand shoulder to shoulder with the U.S. on Iraq curdled public opinion outside Britain too. François Hollande, the former first secretary of the French Socialist Party, has dismissed the idea of a Blair candidacy. The first president of Europe, he said, should be politically autonomous from the U.S.Philippe Moreau Defarges, European affairs specialist for the French Institute of International Relations, sees Iraq as the first strike against Blair. But he also believes that Britain's history of semi-detachment from the E.U. rules him out.The very candidacy of Mr. Blair is a slap in the face for Europe, given his action regarding the Iraq war, the very strong positions he's taken to counter prevailing European objectives during E.U. construction and the U.K.'s own habit of participating only in those E.U. projects it wants to be involved with,says Moreau Defarges.I'm not calling into question the honor or qualities of Tony Blair as a man, but as a politician he's one of the last people who should be considered as president of Europe. It makes no sense.The Benelux countries — the Netherlands, Belgium and Luxembourg — argue that Britain's failure to adopt the euro as its currency rules it out of claiming the top job for one of its nationals. Alternative candidates include a brace of Premiers: Jan Peter Balkenende from the Netherlands, François Fillon from France and Jean-Claude Juncker from Luxembourg. With the presidencies of the E.U. Commission and European Parliament already held by men, another figure gaining support is the former Irish President Mary Robinson. E.U. Commission Vice President Margot Wallström, a Swede, is not openly campaigning for Robinson but has a link on her personal Facebook profile to a campaign for Robinson set up by Facebook users.

Blair does have his supporters. Tony Blair has all the right credentials,wrote Italy's embattled leader Silvio Berlusconi in a letter to an Italian newspaper on Wednesday. Ireland's former Premier Bertie Ahern also says that Blair should get the job.Tony's a good friend of mine, and I'd like to see him get it if he really wants it. I'm positive that he does,Ahern tells TIME, adding,Tony is not going to walk into this without a lot of stuff going on in the background. There will be games going on.Indeed there will. France's President, Nicolas Sarkozy, is Blair's most persuasive champion, and the Italians, Poles and Spanish are also on board. But two things could still scupper Blair's chances when the E.U. horse-trading begins: a coalition of small countries coalescing around an alternative candidate or a nein from German Chancellor Angela Merkel, the leader of Europe's largest economy. Westminster insiders say Merkel will back Blair, though without enthusiasm. Sarkozy suggests Blair EU presidency problematic

French president Nicolas Sarkozy has indicated that British ex-prime minister Tony Blair may not be acceptable as a future president of the European Council because the UK remains outside the eurozone.Mr Blair is most consistently mentioned as a contender for the post, which is contained in the Lisbon Treaty, a new institutional rule book the EU is hoping to soon put into force.But Mr Sarkozy, who originally brought Mr Blair's name into the discussion, now appears to be backing away from him.

When asked by French daily Le Figaro whether Mr Blair is a good candidate for the job, Mr Sarkozy said:It is too early to say. There will be a discussion on it. There are two ideas on this: Should there be a strong and charismatic president or a president who facilitates finding a consensus and who organises the work [of the European Council]Personally I believe in a Europe that is politically strong and embodied by a person. But the fact that Great Britain is not in the euro remains a problem.Sixteen of the 27 member states are members of the eurozone. Mr Sarkozy does not elaborate on whether eurozone membership is a general consideration when the president of the European Council post comes up for a discussion.Of the 11 countries not sharing the common currency, most are central and eastern European states, including Poland, as well as Denmark, Sweden and the UK.The new presidency post is set to be agreed as part of a general package that includes the new EU foreign minister post, and the new line-up in the European Commission, whose mandate expires at the end of the month.The new posts are part of the Lisbon Treaty which is awaiting final ratification in the Czech Republic before it can come into force across the European Union. The posts contain overlapping functions and are expected to be defined by the first people who hold them. Mr Blair has been an apparent frontrunner for several months. His supporters say he will bring charisma and political strength to the job and give Europe a strong international face.His detractors point to his support of the Iraq war, his relatively weak performance as Middle East envoy and the fact that he comes from a member state that does not take part in key EU policies.Paris' apparent change of heart on the Blair candidacy as well as Berlin's lukewarm stance on the idea make it hard to see how the former British leader will get the post.

Mr Sarkozy also used the Le Figaro interview to threaten Czech president Vaclav Klaus, who is holding out against signing the Lisbon Treaty.He called Mr Klaus' stance unacceptable adding decision time is coming for him and it will not be without consequence. And whatever happens, this issue will be resolved by the end of the year.Although there is exasperation in other capitals at Mr Klaus' stance, other leaders have been reluctant to openly criticise the Czech President for fear that he can make a play on Prague being isolated and bullied to bolster support among ordinary Czechs.

UK delays EU rules on temporary workers

The UK has decided to delay implementation of the EU's Agency Workers Directive until October 2011, a mere two months before the December deadline. The decision was announced by the government's business department on Thursday (15 October) as part of a raft of measures to cut the cost of regulation faced by British businesses. The law will come into force in the UK in October 2011, giving recruiters and their clients time to prepare and plan,said UK business minister Pat McFadden.We are also mindful of the need to avoid changing requirements on business until the economic recovery is more firmly established,he added.Once enforced, the EU directive will give temporary workers – numbered at roughly 1.3 million in the UK - the same rights as full-time staff in many areas, such as equal pay after 12 weeks of work.UK businesses had been lobbying the government for months to delay implementation of the rules, and welcomed the news following its announcement.The government is sending out a positive message to business,David Frost, director general of the British Chambers of Commerce, said in a statement.Small businesses consistently report that new employment legislation is the area of red tape that is most harmful to growth.Unions however described the development as extremely disappointing. Agency workers are even more in need of protection during a recession. Vulnerable workers are always the first to suffer when times are hard,said Brendan Barber, general secretary of the Trades Union Congress.

Signs of emerging from recession

Several other measures are to be delayed or chopped entirely under the UK government's pledge to cut the annual cost of red tape by £6.5 billion (€7.1bn) by 2015.New regulations to give workers the right to request time off for training will also be delayed for smaller employers until 2011.The UK is currently showing signs of emerging from recession, but the jobs market remains extremely difficult with the country's unemployed currently at 2.5 million and rising.Many businesses, on the other hand, are struggling to secure badly needed funds from banks with stricter lending criteria.Thursday's announcement is seen as an attempt by the ruling Labour Party to improve strained ties with the business community ahead of next year's general election.The opposition Conservative Party recently pledged to streamline red tape for businesses, if elected.

EU group of three to attack Kosovo statehood at UN court

EUOBSERVER / BRUSSELS - Three EU states will in a UN court case in December argue that Kosovo's 2008 declaration of independence was illegal. But EU officials say the judges' decision will not impact Kosovo's irreversible new status.Spain, Romania and Cyprus will join Serbia and Russia in giving anti-Kosovo depositions during hearings from 1 to 11 December at the UN's top legal body, the International Court of Justice in The Hague.The legal challenge - on the Accordance with International Law of the Unilateral Declaration of Independence by the Provisional Institutions of Self-Government of Kosovo - was brought by Serbia, which continues to fight against the secession of its former province. An EU report out this week criticised Serbia for creating parallel structures and sponsoring by-elections in Serb-controlled parts of Kosovo in attempts to undermine Pristina's authority. Spain, Romania and Cyprus together with Slovakia and Greece declined to recognise Kosovo's independence last year. But the group of three's involvement in The Hague procedure marks a shift from passive to active resistance against Kosovo statehood.With Germany, France, the UK, the Netherlands and the US set to make pro-Kosovo statements at the UN hearings, the verdict, which is expected in early 2010, could go either way.The ruling is in any case to have a purely advisory force. It will not influence in a technical sense Kosovo's bid to get a seat in the United Nations. But it will give political ammunition to either Pristina or Belgrade in an ongoing confrontation in a still hot part of Europe.

A positive opinion would have a huge positive impact on the unfortunately still fragile stability of our region,Kosovo parliament speaker Jakup Krasniqi told EUobserver.It would also support those nations that would one day like to see Kosovo become a full member of the wonderful family called the European Union.EU institutions are unwilling to criticise Spain, Romania or Cyprus' involvement in the UN case.EU foreign relations chief Javier Solana is one of the main architects of Kosovo's independence. But the question touches on sensitive areas of national interest, such as Spain's handling of Basque separatists or Cyprus' relations with the Turkish-controlled part of its island.It's not an EU competence in any way. The important thing is that there is unity inside the EU on moving forward with practical matters, such as the EU's rule of law mission in Kosovo,one of Mr Solana's officials said.

Facts on the ground

The idea that Serbia or Russia can at this stage roll back Kosovo's statehood is anathema to the EU.The states of the International Steering Group have said that they see Kosovo's independence as irreversible. So I don't think, realistically, that things can go backwards for Kosovo,Andy McGuffie, a spokesman for the ICO, the political wing of the EU's mission to Kosovo, told this website. The International Steering Group is a club of 25 countries formed in February 2008 to help put Kosovo on its feet. The roll-call of members includes 20 EU states plus Croatia, Norway, Switzerland, Turkey and the US.The EU has since the birth of Kosovo argued that its statehood is a sui generis unique case which cannot be used as a model for other breakaway entities.But the cost of its support for Kosovo can be seen in Georgia, where Russia has applied similar arguments of facts on the ground to try to establish separatist forces in the Abkhazia and South Ossetia regions as independent countries.To date recognised by Russia, Nicaragua and Venezuela only, the Abkhaz and South Ossetian cause is beginning to get a foothold in the US establishment. In an editorial decision that would have been hard to imagine one year ago, leading US newspaper The Washington Post on Friday (16 October) published an op-ed by Abkhaz leader Sergei Bagapsh, which quoted him as President in a statement entitled Abkhazia will succeed.

This way, public misgivings can be satisfied while shielding the bluebloods involved from the kind of outrage that would ensue if it would learn of their actual dealings. The public outrage is being concentrated on trifles, instead on, say, the annual chairmanship of the Bilderberg Conferences by members of the Dutch (and Belgian) royal family and their contributions to the New World Order.

WASHINGTON – The Midwest and Northern United States are likely to get a warmer winter, while the Southeast can expect just the opposite: cooler and wetter conditions.In Thursday's winter outlook, the National Oceanic and Atmospheric Administration says an El Nino weather event — warming in parts of the Pacific that affects weather worldwide — will be a major player in America's winter temperatures.

Forecasters predict warmer than usual temperatures would reach a swath from Washington to Michigan, dipping south to central New Mexico. WASHINGTON Reuters) – The new pandemic H1N1 flu may cause blood clots and other unusual damage in the lungs and doctors need to be on the lookout, U.S. researchers reported on Thursday.Two studies published in the American Journal of Roentgenology show the need to check X-rays and CT scans for unusual features, and also point out swine flu can be tricky to diagnose in some of the sickest patients.H1N1 flu is causing a pandemic, and while it is not particularly deadly, it is sickening many younger adults and older children who usually escape the worst effects of seasonal flu.It is therefore essential that clinicians be able to recognize possible cases of pandemic H1N1 influenza in high-risk groups so that they order the appropriate diagnostic tests, begin specific antiviral therapy, and prepare to provide intensive supportive measures as needed,Dr. Daniel Mollura of the National Institutes of Health Clinical Center in Maryland and colleagues wrote.One middle-aged man who died was not diagnosed until after death, but unusual findings on his X-rays may be able to help doctors save other, similar patients.Mollura's team found irregularities called ground-glass opacities in the patient's lungs using a CT scan. Although the patient was severely ill and had a fever, he tested negative for flu and doctors did not treat him for it.The man died five days after he went into the hospital and the autopsy confirmed he had swine flu. The lung lesions seen on his CT scan matched lung damage done by the virus, Mollura and colleagues said.In another study in the same journal, CT scans of patients with severe cases of swine flu showed many had pulmonary emboli, which block the arteries in the lungs, a team at the University of Michigan found.

Anticoagulant drugs can break up these clots and save lives.

Dr. Prachi Agarwal and colleagues examined 66 patients diagnosed with H1N1, 14 of them who were in the intensive care unit. All 66 got standard X-rays, which can show if a patient has pneumonia.They performed enhanced X-rays known as computed tomography or CT scans on 15 of the patients, 10 of them who were in the ICU on ventilators to help them breathe. Five of the ICU patients had the blood clots in the lungs, Agarwal reported.Our study suggests that patients who are severely ill with H1N1 are also at risk for developing pulmonary emboli, which should be carefully sought for on contrast-enhanced CT scans,Agarwal said in a statement.The majority of patients undergoing chest X-rays with H1N1 have normal radiographs (X-rays),she added. Giving babies Tylenol to prevent fever when they get childhood vaccinations may backfire and make the shots a little less effective, surprising new research suggests.It is the first major study to tie reduced immunity to the use of fever-lowering medicines. Although the effect was small and the vast majority of kids still got enough protection from vaccines, the results make a compelling case against routinely giving Tylenol right after vaccination, say doctors from the U.S. Centers for Disease Control and Prevention.They wrote an editorial accompanying the study, published in Friday's issue of the British medical journal, Lancet.The study only looked at preventive use of Tylenol — not whether it is OK to use after a fever develops.Tylenol or its generic twin, acetaminophen, is widely recommended as a painkiller for babies. Many parents give it right before or after a shot to prevent fever and fussiness, and some doctors recommend this. The CDC's vaccine advisory panel says it is a reasonable thing to do for children at high risk of seizures, which can be triggered by fevers.

However, fever after a vaccine isn't necessarily bad — it's a natural part of the body's response. Curbing fever, especially the first time a baby gets a vaccine, also seems to curb the immune response and the amount of protective antibodies that are made, the new study found.It was led by military and government scientists in the Czech Republic and was done at 10 medical centers in that Eastern European country. It involved 459 healthy infants, 9 to 16 weeks old, who were getting vaccines against polio, pneumonia, meningitis, whooping cough, tetanus, hepatitis and other childhood diseases.Half were given three doses of Calpol, or paracetamol — a Tylenol-like brand sold in Europe — during the first day after vaccination. The others were given nothing besides the vaccines.Babies given the painkiller were significantly less likely to develop a fever — 42 percent versus 66 percent of the others — and very few in either group developed a high one.However, lower rates of protective antibody levels from several vaccines were seen in the group given the drug. Levels remained significantly lower in this group after booster vaccines, given when the babies were 12 to 15 months old.Next, the researchers looked at 10 other vaccine studies and found some supporting evidence that using Tylenol to prevent fevers at the time of vaccination may curb immune system response rates. The same may not be true of using the drug to treat fevers after they develop.

The research was sponsored by Belgium-based GlaxoSmithKline Biologicals, which makes all the vaccines used in the study. Some authors have financial ties to the company, including owning stock in it, and Glaxo had a role in reporting the results.Even with the fever-lowering drugs, more than 90 percent of children in the Czech study achieved protection from the various vaccines after the booster dose, so the effect of lower levels of antibodies on any individual might be small, Dr. Robert Chen and two other CDC doctors wrote in an editorial.Yet the consistency of findings from other studies makes a compelling case against routine use of fever-lowering medicines during immunization, they write.It's not known if Tylenol or other painkillers might reduce vaccine response in adults, but they are less likely to develop a fever after vaccination or to be so bothered by it, said Dr. John Treanor, a vaccine specialist at the University of Rochester Medical Center in Rochester, N.Y., who had no role in the study.Tylenol is the only member of the family of over-the-counter pain relievers that is not a nonsteroidal anti-inflammatory drug, or NSAID.There's been speculation for a long time that the use of NSAIDs might have an effect on antibody production after vaccination, but this is far from proved, Treanor said.Given that so few children develop high fevers after vaccines, skipping the meds unless fever develops may be the way to go,he said. Once the vaccine is approved, it will be shipped to the provinces and territories and local health authorities will operate immunization programs.Butler-Jones made the statement at a press gathering to announce a funding boost for swine flu research from the federal government in the shape of $2.4 million.At the end of the day, it is an individual choice, he said.(But) if you don’t want H1N1, get the vaccine.Butler-Jones urged.We’re very fortunate as Canadians to be able to have that choice.he added.Last week a new Canadian Press Harris-Decima poll indicated that only a third of people in Canada intend to take the shot. The study found that seasonal flu jabs could double the risk of developing swine flu.The World Health Organisation has dismissed the research as inconclusive, however some provincial and territorial public health authorities in Canada, including those in Ontario, have expressed great concern, leading to threats to delay or cancel mass vaccination programs.Canada is to use the adjuvanted GlaxoSmithKline H1N1 vaccine Pandemrix, which contains both squalene and thimerosal, which have been linked with neurological side effects.Pandemrix has also been fast tracked based on research only using mock up bird flu vaccines dating from 2007 and 2008.The Canadian government, like those of the US and the UK, has agreed to protect the producer of it’s H1N1 vaccine from lawsuits over potential side effects.The majority of cases of swine flu in Canada have turned out to be mild, with the virus having been linked to 79 deaths. MOSCOW – A top Russian diplomat suggested Thursday that the U.S. should not talk with non-NATO nations about a prospective missile shield, Russian news agencies reported.Deputy Foreign Minister Sergei Ryabkov's remarks appeared to reflect alarm over the idea that Western-leaning neighbors such as Ukraine or Georgia, Russia's foe in a war last year, could potentially host U.S. missile defense facilities.

PARIS – World powers want Iran to agree quickly to the export of low-enriched uranium to Russia for further enrichment as it would reduce the risk of the material going for nuclear weapons, France's Foreign Ministry said Thursday.Talks over the deal are to be at the heart of discussions during a meeting in Vienna on Monday between the United States, Russia, France, Iran and experts from the U.N. nuclear watchdog.The three world powers want an agreement to be reached during the meeting, said Christine Fages, a ministry spokeswoman, during an online briefing.Under the deal, Iran would send 1.2 tons of low-enriched uranium from its Nantaz facility to Russia before the end of the year, Fages said.As part of the arrangement, France would later produce four fuel cells for a Tehran research reactor, she said.France supports this initiative which, if effectively carried out in these conditions, would allow reduction in the short term of the risk that Iran could use this uranium for a nuclear weapon,Fages said.Such an agreement would be a compromise in the thorny confrontation over Iran's nuclear program. Iran has always refused to involve an outside country, insisting its program is peaceful and for civilian use. Iran warned Saturday that if Monday's talks fail to help it obtain fuel from abroad, it will enrich uranium to a higher level needed to power a research reactor. Such a move would heighten tensions in the standoff over its nuclear program.France's Foreign Ministry said a rapid response from Tehran is important so that Iran shows, by concrete acts, the deep change in behavior that we are seeking from it on the nuclear issue.So far, Iran has produced about a ton of uranium enriched to less than 5 percent — way below the 90 percent level of enrichment needed for nuclear weapons.
The Monday meeting follows a landmark encounter between Iran and Western powers in Geneva in early October that put long-stalled negotiations back on track.

Five guilty of plotting Australian jihad OCT 15,09

SYDNEY (AFP) – Five Muslim men were found guilty on Friday of plotting a violent jihadist attack in Australia using guns and explosives after the country's longest terror trial.The men, who are facing possible life sentences, showed little reaction to the verdict reached after a 10-month trial. But there were angry scenes outside the purpose-built high-security court as their supporters scuffled with media.

Prosecutors had said the men intended to punish Australia for sending troops to fight in Iraq and Afghanistan. Presbyterian Peacemakers Promote Hezbollah Website and Anti-Israel Incitement Thursday, 15 October 2009 13:50 .

Presbyterian church is not a peace organization-The Israel/Palestine Mission Network of the Presbyterian Church (USA), is promoting anti-Israel incitement from a number of different sources, including Al Manar, a Hezbollah-controlled television station which was designated as a Global Terrorist Entity by the U.S. Department of Treasury in 2006. The Israel/Palestine Mission Network (IPMN) was established by the General Assembly of the Presbyterian Church (USA) in 2004.In addition to mainstreaming Hezbollah's Al Manar to Presbyterians and to the general public, the IPMN is also promoting false allegations about Israel tunneling beneath the Temple Mount – allegations which in the past have incited violence. The IPMN is also relaying a false report of Palestinians attacking right-wing Jews who had entered the Temple Mount to pray the day before Yom Kippur. In fact, Palestinians had attacked non-Jewish French tourists.IPMN promoted the articles in a blog entry dated Oct. 11, 2009. The entry reports on the alleged decline of sovereignty by Palestinian Muslims over the Haram al-Sharif Mosque on the Temple Mount in the Old City of Jerusalem. The entry depicts the presence of Israeli Jews in Jerusalem as an alien intrusion that results in the culture of Palestine slowly being displaced by immigrants from Europe and the US.Accompanying this thinly disguised xenophobia were links to ten articles, most of which dealt with the recent clashes between Palestinians and Israeli police near the Temple Mount. The IPMN encouraged its readers to view the articles under the heading Articles of the Week.The clashes began on Sept. 27, 2009 when Palestinians attacked a group of non-Jewish French tourists (whom they had likely mistaken for Israeli Jews intent on praying on the Temple Mount). Israeli police officers intervened, rescued the tourists, arrested some of the Palestinians involved in the attack and then blocked off the compound. The compound remained closed to allow for the peaceful celebration of Yom Kippur at the Western Wall, or Kotel, which is at the base of the Temple Mount. (Agence France Press, Sept. 27, 2009)

On Oct. 3, 2009, Israeli officials imposed another closure on the site in an effort to prevent further violence after Palestinian religious leaders called for further protests against an alleged Jewish takeover of Haram Al-Sharif. Prior to closure, imposed the day before a Sukkot celebration at the Western Wall, Israeli police had discovered wheelbarrows filled with stones at a number of sites on the Temple Mount. (UPI, Oct. 5, 2009).Given the tensions surrounding the Temple Mount (or the Haram Al-Sharif as it is called by Muslims), IPMN's peacemaking agenda would seem to require that it post links to factual articles about the confrontations and encourage people of all faiths in Jerusalem to remain calm.Instead, the organization directed its readers to articles promoting false charges designed to provoke hostility toward Israel and to justify continued violent acts by the Palestinians.For example, the IPMN promoted an article published by Ma'an News, a Palestinian news agency that false reported that the violence that began on Sept. 27 started after right wing religious Jews entered the Al-Aqsa compound ahead of the holy day of Yom Kippur.In fact, Palestinians attacked non-Jewish French tourists, as noted above.The IPMN also promoted an article falsely accusing Israel of digging a tunnel under the Al Aqsa Mosque. This charge is regularly leveled at Israel in an effort to promote hostility toward Israel.

Al Manar

These links are outrageous enough, but what is even more shocking is the IPMN's decision to promote an article published by Al Manar, which is controlled by Hezbollah. This article titled Palestinians Stand Up to Israeli Attempts to Desecrate Al-Aqsa speaks of Israel's continuous bids to desecrate the Muslim site. The article also reports that Israeli settlers have allowed Jewish settlers to enter the compound and desecrate the holy site.In fact, Israeli officials have worked to prevent Jewish groups from setting foot on the site.What makes IPMN's decision to promote this article shocking is that Al Manar has been designated by the U.S. Department of Treasury as a Global Terrorist Entity.Al Manar raised funds for Hizballah through advertisements broadcast on the network and an accompanying website that requested donations for the terrorist organization. As recently as late 2005, Hizballah-affiliated charities aired commercials on al Manar, providing contact information and bank account numbers for donations. Moreover, Hizballah Secretary General Nasrallah publicized an invitation for all Lebanese citizens to volunteer for Hizballah military training on al Manar and al Nour [a Lebanese radio station].In addition to supporting Hizballah, al Manar has also provided support to other designated Palestinian terrorist organizations, including the Palestinian Islamic Jihad (PIJ) and al Aqsa Martyrs Brigade, notably transferring tens of thousands of dollars for a PIJ-controlled charity. PIJ is listed as a Specially Designated Global Terrorist and a Foreign Terrorist Organization by the U.S. Government, and is also named on the European Union's list of terrorist entities.

Hizballah Secretary General Hasan Nasrallah, along with Hizballah's Executive Council, managed and oversaw the budgets of al Manar and al Nour.(Emphasis added.)By portraying Jewish settlement in Israel in such xenophobic terms and by promoting propaganda broadcast by a known supporter of anti-Israel terrorism, the IPMN has revealed its true colors.It is not a peace organization.It is an anti-Israel organization that promotes the lies told by groups in the Middle East to justify attacks on Israeli civilians.Camera

Recent Palestinian riots in Jerusalem’s Old City, combined with Palestinian claims that Israel is trying to Judaize Jerusalem, are part of a coordinated effort to deny Israel its long-held claim to the city as its eternal and undivided capital.Sadly, American foreign policy encourages the Palestinians to continue with their revisionist fantasies. Why? Because the U.S. officially treats Jerusalem as the Palestinian Arab capital by locating its Palestinian Consulate in Jerusalem and its Israeli Embassy elsewhere.The United States established its embassy in Tel Aviv and has kept it there, even though Jerusalem has been the capital of Israel since 1950. Prior to that, those areas of Jerusalem held by the Israelis after their War of Independence simply were not secure enough to serve as Israel’s seat of government.

Things have changed. Jerusalem was reunified in 1967, and the city is at peace. Still, the Americans stay in Tel Aviv. How must this appear to the Israelis? Imagine going to someone’s house and demanding to be served dinner in the living room rather than the dining room. That is, in essence, what the United States is doing.
Acknowledging this discourtesy, Congress directed the State Department in 1995 to move the embassy to Jerusalem and recognize the city as the capital of the State of Israel, never to be re-divided.However, since 1995, every president subject to this act has suspended action on it, asserting that the Constitution grants to the presidency alone the right to conduct the nation’s foreign policy. Of course, there is another reason: Some argue that moving the embassy would represent recognition of Israel’s sovereignty over all of Jerusalem, a policy strongly opposed by many nations.Nonetheless, the United States does maintain a diplomatic presence in Jerusalem - just not for Israel’s benefit. Located now on Agron Street, just a few blocks outside the Old City walls, the U.S. consular office was established in the 19th century to serve all U.S. diplomatic needs in pre-1948 Palestine.

Today it focuses its attention on the Palestinian Arab community. The office exists as if it is oblivious to Israel’s existence. There is barely any mention of the State of Israel on the U.S. Jerusalem Consulate’s Web site, and the consulate maintains an eerie resistance to recognizing anything affiliated with Israel, Hebrew or Jews. The About Us section of the Web site defines the consulate as an independent U.S. mission that is the official diplomatic representation of the United States in Jerusalem, the West Bank and Gaza.To give a few glaring examples of the consulate’s Palestinian-Arab orientation: The 2009 Programs and Events space informs that a poetry contest devoted to pro-environmental themes is open only to residents of Gaza, the West Bank and Jerusalem ages 10-22. Poems may be in English or Arabic.Hebrew poetry evidently need not be submitted.Black History Month brings American musicians to share blues and jazz with Palestinian audiences.What about Jews who themselves are black and who were born in Africa? Never mind because they are Jewish.This is not merely a matter of symbolism. The American Consulate treats the city as Palestinian, and as the capital of Palestinian life, even though both assumptions are fantasy.In Jerusalem, the only sovereign leaders of any state, or state in waiting, are Israel’s. Israel’s President’s House is in Jerusalem. Israel’s Foreign Ministry is in Jerusalem. Its Parliament, the Knesset, is in Jerusalem. And its heart - historically, spiritually, politically and culturally - is Jerusalem.

Meanwhile, Palestinian Arabs have leaders based in Ramallah and Gaza City, respectively. Ramallah is the seat of the Palestinian Authority. It is home to Palestinian centers of science, culture and education. When visiting dignitaries -- including then-Sen. Barack Obama in 2008 - visit Palestinian leaders, they do so in Ramallah.Perhaps President Barack Obama, so famous for dismissing childish disputes rooted in historic squabbles, could bring some realism to the situation.He could give a speech pledging to a new approach based in realism and the mutual interests, mutual respect theme which guides so much of his foreign policy. He could announce that he is moving the U.S. Consulate for Palestinian Affairs to Ramallah, which is where the Palestinian political leadership works, and for the moment, leave the embassy in Tel Aviv.That, however, still would not be a solution forged in the spirit of mutual respect. To do that, President Obama would have to recognize that the seat of government for Israel is in Jerusalem, and the seat of government for the Palestinians is in Ramallah, and announce that he is placing American diplomats at offices in both those cities and only those cities.Thus, the American Embassy would be moved from Tel Aviv to Jerusalem and serve all residents of Israel, and the consulate serving all Palestinian Arabs and a future Palestinian entity would be shifted to Ramallah. Nothing would be more realistic, and nothing would be more symbolic of a policy of pursuing mutual interests in the spirit of mutual respect.

Florida Democrat U.S. Rep. Alan Grayson wants Americans to help him block Congress from confirming the Chairman of the Federal Reserve to his second term unless he hands over documents relating to the bailouts of financial institutions, including the rescue of Bear Stearns.In the Unmask the Fed campaign, Grayson calls on constituents to sign petitions demanding that Fed Chairman Ben Bernanke come clean before senators re-confirm his appointment to the helm of the Federal Reserve.

Grayson wants access to the Bear Stearns rescue paperwork as well as the details of which financial institutions received $1.2 trillion in bailout money, how much each institution received, and what was promised in return.He’s also seeking Fed documents that discuss the Bank of America/Merrill Lynch merger, transcripts of Open Market Meeting minutes, and the terms and conditions of Fed transactions not reflected in balance sheets from the past three years.[T]he Senate should know who got the $2 trillion the Federal Reserve has lent out over the last two years,the petition reads.Only then will the Senate be able to judge whether he should keep his job.Grayson and Texas Republican Rep. Ron Paul sent Sen. Chris Dodd, who chairs the Senate Banking Committee, a letter last week asking him to postpone Bernanke’s re-confirmation hearings until the public has access to more information about the Federal Reserve.Without such an understanding, it is impossible to know whether Chairman Bernanke is fit to serve another term and fulfill the Federal Reserve’s dual mandate to ensure price stability and full employment,the letter to Dodd read.

It continued: Today, big banks are being bailed out and have a substantially lower cost of capital through an implicit government backstop even as Americans themselves are seeing their pay cut.There are separate bills that would authorize an audit of the Federal Reserve that are picking up speed in both the House and the Senate, with bi-partisan support in both chambers. Paul sponsors the House version of that legislation, and Vermont Sen. Bernie Sanders is behind the Senate measure.The Federal Reserve has got to understand that this money does not belong to the Federal Reserve. It belongs to the American people,Sanders told Raw Story in an email from his spokesman.As long as the Federal Reserve is allowed to keep the information on their loans secret, we will never know the true financial condition of the banking system.

Allen Stanford. Another top aide, Lee Sachs, reported more than $3 million in salary and partnership income from Mariner Investment Group, a New York hedge fund, reports Bloomberg. In addition to working for Goldman Sachs, Sperling is on the staff of the Council on Foreign Relations, where he serves as Senior Fellow for Economic Policy and Director of the Center on Universal Education. He is also an economic adviser for Hillary Clinton.Sperling worked in the Clinton administration as the President’s National Economic Adviser and Director of the National Economic Council. He was tutored by bankster master criminals Larry Summers and Robert Rubin. Clinton called him the MVP of his Wall Street economic team.

Lee Sachs is described as Geithner’s right-hand man handling the financial crisis. He was on the board of directors of Bear Stearns. In 1998, he joined the Clinton administration in Rubin’s Treasury as deputy assistant secretary for government financial policy. Less than a year after getting the post, Lawrence Summers replaced Rubin as secretary and Sachs got a promotion to assistant secretary for financial markets.As part of Geithner’s kitchen cabinet, Sperling and Sachs wield influence behind the scenes at the Treasury Department, where they help oversee the $700 billion banking rescue and craft executive pay rules and the revamp of financial regulations,Bloomberg continues. Yet they haven’t faced the public scrutiny given to Senate-confirmed appointees, nor are they compelled to testify in Congress to defend or explain the Treasury’s policies.Goldman Sachs is at the very epicenter of the international bankster cartel on Wall Street along with Brown Brothers, Harriman, Lehman Brothers, Kuhn Loeb, Inc. J.P. Morgan, Chase and a handful of others. It is one of around a dozen or so global institutions that are allowed to purchase Bills, Bonds and Notes directly from the Treasury. It is among the top five investment banks in the world.Goldman Sachs received billions of dollars – to be paid off by future generations of Americans – for its highly speculative credit default swaps. It was the largest single recipient of tax payer money in AIG bailout. The government had forked over $180 billion to AIG as of April of this year. The New York State Attorney General Andrew Cuomo announced in March that he was investigating whether AIG’s trading counterparties improperly received government money.

The presence of Gene Sperling and Lee Sachs in the Treasury is to say the least a conflict of interest. But then Timothy Geithner is a former chairman of the Federal Reserve Bank in New York and his predecessor, Hank Paulson, was the head of Goldman Sachs.Goldman Sachs, the Federal Reserve, and the Treasury are basically one in the same. In July, former Reagan Treasury official Paul Craig Roberts asked: Does the US Secretary of the Treasury work for the people or does he work for the banking system on Wall Street? to which he replied, He works for Goldman Sachs.This bankster firm controls the economic policy of the United States,Roberts said elsewhere. Matt Taibbi, in his article in Rolling Stone, described Goldman Sachs as a great vampire squid wrapped around the face of humanity, relentlessly jamming its blood funnel into anything that smells like money.Goldman Sachs the vampire squid is not finished with the American people. It will soon profit from the emerging cap and trade scam cooked up by the globalists and banksters. Dianne Feinstein and Olympia Snow have introduced a bill to make the Commodity Futures Trading Commission (CFTC) the sole regulator of the carbon market created by cap-and-trade legislation.The current chairman of the CFTC is Gary Gensler, formerly of Goldman Sachs. NEW YORK – The big banks are showing they can still make money, even as Main Street struggles — though not from lending, refinancing homes or other bread-and-butter business.Instead, they're doing what Wall Street does best — betting big on stocks, bonds, commodities and other assets.Citigroup, the shakiest of the major banks during the financial crisis, reported Thursday it eked out a quarterly profit from trading, despite suffering more losses on consumer loans. Trading also drove big profits at Goldman Sachs and JPMorgan Chase.That some banks are making money now is a sign of remarkable recovery from the crisis a year ago. But the lopsided business model raises questions about what happens if trading profits fall off and banks are left to rely on more traditional operations.After all, the economy is still struggling to recover, unemployment is approaching 10 percent and Americans are saving money and trying to pay down debt, not taking on more.The good news is that banks are in better shape. The bad news is that they're not making loans to consumers and businesses,said market analyst Edward Yardeni.That could come back to bite them because these trading gains will only last so long.Mindful of the problems banks still face, investors reacted cautiously a day after the Dow Jones industrials powered back above 10,000 for the first time in a year. Stocks zigzagged for most of Thursday before ending modestly higher.For now, trading is pretty much the only way banks can make money. And it's more lucrative because there are fewer competitors, interest rates are near zero and government subsidies have allowed banks to borrow cheaply and invest in assets that offer the highest returns.Goldman Sachs Group Inc. has benefited more than most. Famed for its trading prowess, the New York investment bank said Thursday that third-quarter earnings swelled to $3.03 billion, more than triple what it made a year ago.

As in past quarters, Goldman leaned heavily on its trading operation — buying and selling stocks, bonds, foreign currencies and commodities like oil and gold — to make money.They've been on the mark on the trading side,said Stephen Hagenbuckle, a principle at private equity fund TerraCap Partners.Goldman's strong showing came a day after JPMorgan Chase & Co. reported its own big profits — $3.59 billion for the quarter. That was even more impressive because, unlike Goldman, JPMorgan has suffered heavy losses on consumer loans like credit cards and mortgages.But JPMorgan's strong investment banking division is carrying the burden right now, banking analyst Bert Ely said.If not for that, they would've lost money.Goldman's quick recovery allowed it to repay the $10 billion it received in government bailout money. That freed the company from restrictions on employee pay, which is on track to reach record levels.The company said it set aside $16.7 billion, or nearly half its net revenue, through the first nine months of the year for compensation, which includes salaries, bonuses and related costs.Citigroup Inc., meanwhile, offered a grim reminder of just how shaky the economy remains.Helped by trading gains, Citi reported a $101 million profit in the third quarter. But including the $288 million the bank paid out in preferred stock dividends, plus the deal that gave the government a 34 percent stake in the bank, it lost $3.24 billion.The bank, one of the hardest hit during the recession, said loan losses during the quarter came to $8 billion. That's down from nearly $8.4 billion in the second quarter, but a sign that people are still defaulting in large numbers. Banks have warned that loan losses would continue into next year. Citigroup CEO Vikram Pandit said improving the bad employment picture would be crucial for turning things around. Ultimately it's going to come down to how many jobs are there in the country,Pandit told analysts.And that is probably the single best driver of trying to figure out what happens on a macro basis.Experts don't expect the job market to pick up anytime soon, meaning banks could be relying on trading gains for the foreseeable future. While the economy may be out of recession, the unemployment rate isn't expected to peak until the middle of next year.For now, most big banks are holding their breath to see what 2010 will mean for retail profits,said Brad Hintz, investment banking analyst at Sanford C. NEW YORK – A late-day surge left stocks with modest advances Thursday as a jump in the price of oil lifted energy companies and offset weakness in bank shares.The gains came a day after strong profit reports from JPMorgan Chase & Co. and Intel Corp. vaulted the Dow Jones industrials above the 10,000 level for the first time in a year. The Dow tacked on another 47 points.Stocks spent most of the day lower but rallied in the final 15 minutes of trading ahead of quarterly reports from Google Inc., IBM Corp. and chip maker Advanced Micro Devices that arrived after the closing bell. All three topped expectations and could help the market extend its gains if reports due early Friday from General Electric Co. and Bank of America Corp. aren't spoilers.Analysts say the market's late bounce signals investors are still looking to get into the market.People are trying to buy on the dips,said Andrew Neale, partner and portfolio manager at Fogel Neale Partners in New York.There is so much money waiting on the sidelines.A rise in oil prices to their highest level in nearly a year lifted energy stocks and, in turn, the overall market. The broader Standard & Poor's 500 index rose 4.54, or 0.4 percent, to 1,096.56. The Nasdaq composite index rose 1.06, or 0.1 percent, to 2,173.29.

Advancing stocks narrowly outpaced those that fell on the New York Stock Exchange, where consolidated volume came to 5.4 billion shares, in line with Wednesday.Since March, the Dow has jumped 53.7 percent, while the S&P 500 index is up 62.1 percent and the Nasdaq is up 71.3 percent.Crude oil rose $2.40 to settle at $77.58 a barrel on the New York Mercantile Exchange after the government said refiners cut production last week.That lifted energy stocks. But U.S. lawmaker concerns over beef and auto trade with the longtime ally that borders North Korea has blocked approval of the agreement.Many U.S. lawmakers argue the free trade pact fails to tear down "non-tariff barriers" that keep out American cars. Others want Seoul to remove remaining barriers to U.S. beef imports that stemming from the discovery mad cow disease in the United States several years ago.Since then, South Korea has continued negotiating free trade deals. OTTAWA (Reuters) – Canada's Liberal Party said on Thursday it was launching an ethics complaint against the Conservative government, charging it was playing partisan politics with stimulus programs.The Liberals lodged the complaint against Prime Minister Stephen Harper and 47 other legislators for putting their signatures at the bottom of oversized publicity checks used in announcing federal grants for infrastructure programs and other economic stimulus measures.In the case of at least two members of Parliament, they said, the Conservative Party logo was also on the checks.The Liberals have asked Ethics Commissioner Mary Dawson to rule that putting legislators' names on the checks violates conflict-of-interest legislation that prevents office holders from doing anything officially on behalf of Parliament that furthers their private interests.You know what? Canada poll sees potential Conservative majority Thu Oct 15, 4:47 pm ET

OTTAWA (Reuters) – Canada's ruling Conservatives could well turn their minority government into a majority if the opposition forces an early election, the Ekos polling firm said on Thursday.However, a Harris Decima poll released later on Thursday suggested the Conservatives were still short of majority territory.Ekos said the Conservatives, led by Prime Minister Stephen Harper, are now 15 percentage points ahead of the Liberals, who started sliding last month when they decided to try to take the government down less than a year after the last election.Following last week's movement upward in the polls, Canada's federal Conservatives have solidified an impressive, potentially majority-producing lead among Canadians, with the Liberals now mired at the same historic lows under Michael Ignatieff that they suffered under former leader Stephane Dion,Ekos President Frank Graves said.

Ignatieff became Liberal leader in December after Dion led the party in the October 2008 election to its worst showing, in terms of percentage of vote, since the 1860s.
Ekos put the Liberals at 25.5 percent, down slightly from last week and below the 26.3 percent they got in the 2008 election. The Conservatives were at 40.7 percent, up a point from last week and 3 points up from the election.The leftist New Democrats were little changed at 14.3 percent, the Greens were at 10.5 percent and the separatist Bloc Quebecois at 9.1 percent.The Harris-Decima survey, released by Canadian Press, had the Conservatives ahead by only 35 percent to 28 percent, a lead that would likely yield another minority Conservative government.CP quoted Harris-Decima pollster Doug Anderson as saying the data over the last three months showed a clear downward trend for the Liberals that should trouble them.Ekos's Graves said voters were also becoming less pessimistic about the economy and showing a decided preference for smaller government, advocated by the Conservatives.All of this bodes well for Harper's Tories and poorly for Ignatieff's Liberals,Graves said.A Liberal move to topple the government, which requires the support of at least one opposition party to stay in power, failed on October 1. Other confidence tests that could trigger an election will come in the next two months, though few observers now expect the government to be brought down.The Conservatives currently have 143 of the 308 seats in the House of Commons. Ekos's automated telephone poll surveyed 2,729 Canadians October 7-13, a sample size that should be accurate to within 1.9 percentage points 19 times out of 20.The Harris-Decima telephone survey started earlier, running October 1-12. TORONTO (Reuters) – The TSX fell moderately on Thursday on lower gold prices and disappointing U.S. earnings news, but advances in the oil and gas group limited the decline.Gold-mining shares were among the hardest hit. Barrick Gold led all heavyweight decliners with a 2.03 percent drop to C$40.15.After a sharp rally that took it to record highs in the last two sessions, the gold price dropped 1 percent on Thursday as the U.S. dollar stemmed recent losses.Kinross Gold fell 1.7 percent to C$23.66, while Agnico-Eagle shed 2.1 percent to C$72.66.Banks and insurers helped keep the main index pinned lower after quarterly results from a pair of big U.S. banks disheartened investors. Manulife Financial lost 1.2 percent to C$22.21.Royal Bank of Canada shares were the biggest drag on the main index early on, but they managed to finish up 0.04 percent at C$55.96.Quarterly results from Goldman Sachs Group and Citigroup Inc failed to live up to the expectations of some investors after a strong showing by JPMorgan on Wednesday.We had a couple today that didn't knock the lights out and so the market, after you've had the kind of runs like we've had of late, the market does look for excuses on a short-term basis to sell off, said Peter Chandler, senior vice-president at Canaccord Wealth Management.The market is in an orderly fashion digesting news, digesting gains. The line of least resistance for this market at this point in time remains up.

The S&P/TSX composite index closed down 28.27 points, or 0.25 percent, at 11,504.51. Oil company Canadian Natural Resources topped all notable gainers with a 1.4 percent rise to C$78.58.Opti Canada Inc was among active stocks on Thursday, rising as much as 12 percent as its partner in the Long Lake oil sands project, Nexen Inc, restarted production after shutting the facility for maintenance in mid-September.Opti shares, which also often move in tandem with oil prices, jumped 7.9 percent to end at C$2.45.

Two Koreas hold talks, mixed signals from North OCT 16,09

SEOUL (AFP) – A South Korean team began talks in North Korea Friday on family reunions and other humanitarian issues, after a week of mixed signals from the communist state about its willingness to improve frosty ties.The meeting in the town of Kaesong just north of the heavily fortified border is the second this week. During talks on Wednesday the North made a rare expression of regret to the South for causing a cross-border flood which killed six people.But Pyongyang began the week by test-firing five missiles. On Thursday its navy accused the South of sending warships across the disputed sea border and warned of possible armed clashes.

Unification ministry official Kim Eyi-Do and Red Cross official Kim Seong-Kuen began talks with North Korean officials at 10:00 am (0100 GMT), the ministry said.As part of a series of conciliatory gestures, the North last month allowed the resumption of a reunion programme for families separated since the 1950-1953 war.South Korea will propose holding more reunions next month and next February. It wants to put the programme on a regular basis since many elderly people are dying before they have the chance to meet loved ones.Seoul officials say North Korea, which was hit with tougher United Nations sanctions after this year's nuclear and missile tests, is expected to raise the issues of rice and fertiliser aid and the resumption of lucrative tourism programmes for southerners.South Korea used to send around 400,000 tons of rice and 300,000 tons of fertiliser a year to its hungry neighbour. Relations worsened when a conservative administration took office in Seoul in February 2008 and there have been no government shipments since then.The South says cross-border relations cannot fundamentally improve till the North agrees to scrap its nuclear programme. SEOUL, South Korea – North Korea warned South Korea on Thursday that a spate of incursions along their disputed sea border could spark a naval clash, in what analysts said was a threat to reinflame tensions if it doesn't get what it wants from recent conciliatory gestures.After months of provocations including nuclear and missile tests, North Korea has recently reached out to Seoul and Washington. It freed American and South Korean detainees, lifted restrictions on border crossings and resumed reunions of families separated by the Korean War.This week, however, it has sent mixed signals to the outside world, starting with a barrage of short-range missile tests on Monday.Media reports said the North appeared ready to test-fire more missiles, but it offered a rare apology Wednesday for releasing a torrent of water from a dam that caused a deadly flood in South Korea.On Thursday, the North accused South Korean warships of broaching its territory in waters off their west coast — the scene of deadly naval skirmishes in 1999 and 2002 .The reckless military provocations by warships of the South Korean navy have created such a serious situation that a naval clash may break out between the two sides in these waters, its navy said in a statement carried by the North's official Korean Central News Agency.Despite the harsh rhetoric, North Korean officials are to sit down with South Korean counterparts on Friday to discuss more reunions of separated families.The North's conflicting actions appear to be the result of a thorough calculation" by its leader, Kim Jong Il, said Yang Moo-jin, a professor at Seoul's University of North Korean Studies.

SEOUL, South Korea – China's recent offer of aid to North Korea could undermine U.N. sanctions against Pyongyang and help feed a cycle of failed negotiations aimed at ending the isolated country's nuclear program, a former U.S. negotiator said Thursday.Last week, Chinese Prime Minister Wen Jiabao visited the impoverished North, which relies heavily on outside assistance to feed its people, armed with a reportedly $20 million aid package. In return, North Korean leader Kim Jong Il told Wen he would rejoin six-party nuclear disarmament negotiations if direct talks with the U.S. were fruitful.Wen's trip came as North Korea began to take a series of conciliatory steps after months of raising tensions including staging nuclear and missile tests. Analysts say the about-face shows the regime is feeling the pain of U.N. sanctions adopted with Chinese support to punish Pyongyang for the May nuclear test.Victor Cha, a former deputy American nuclear negotiator for North Korea, said that China's fairly substantial package of assistance could lead to the repetition of a failed negotiating pattern with North Korea.We end up in the same cycle, which is they get some assistance to come back to talks. There is some negotiation that leads to some interim steps. There is another crisis, another provocation and the cycle starts all over again,Cha said at a forum in Seoul on the nuclear standoff.

A phase like the one Cha described appears to just have ended. North Korea agreed in 2007 to disable its nuclear facilities in return for international aid. But its denuclearization soon came to a halt as it wrangled with Washington over how to verify its past nuclear activities.Cha also said he suspects the North appears to be trying to win recognition as a nuclear state like India.Now a Georgetown University professor, Cha criticized Beijing for trying to take a neutral position,instead of aggressively seeking to denuclearize North Korea.China is North Korea's last remaining major ally, and as a permanent member of the U.N. Security Council, it wields the authority to block sanctions resolutions or water them down.
