Authorities in Barrie, Ontario are considering a proposal to allow troops to patrol bar areas on weekends in a supposed attempt to prevent rowdiness, another example of the militarization of law enforcement and the public being conditioned to accept martial law.City police and Camp Borden officers are discussing using joint street patrols to help keep the peace in Barrie’s busy entertainment district on peak weekends, reports the Toronto Star, as part of a move to cement the base’s partnership with Barrie police (police and military merging into one enforcement unit).Teaming up with military police to patrol the bar zone is a concept we wouldn’t have any real problems with,Barrie chief Wayne Frechette said in an interview. Would extra bodies help us? Sure.The proposal is supposedly aimed at tackling the rowdy behavior of off duty soldiers from the nearby army base, despite Barrie chief Wayne Frechette admitting that the troops don’t pose a big problem in Barrie bars and restaurants.In addition, Joshua Abel, a Barrie bartender told the Star that he had not heard any reports of military personnel starting trouble.The troop patrols are purportedly only aimed at their own personnel and not civilians in Barrie, but since military personnel attending the bars will be in plain clothes, who is to know the difference?

Authorities say that the sight of military police on foot patrol might help curb rowdyism, but since all parties agree that there is little rowdyism anyway, what is the real purpose behind the move? In case the authorities in Barrie are not to up on their history, here’s a reminder - troops patrolling the streets engaging in law enforcement duties in peace time is a scene more commonly associated with third world dictatorships, not with developed western free societies.

EUOBSERVER / BRUSSELS – After waiting for the Obama administration to take office, European states have started floating names for the next NATO secretary general to replace Jaap de Hoop Scheffer, whose mandate ends on 31 July.Although there is less than a month to go until the 60th anniversary NATO summit in Strasbourg/Kehl, member states are still in the early stage regarding the nomination of the next NATO chief, Herman Schaper, the Dutch ambassador to the alliance, told EUobserver.We waited for the Obama administration and only started two to three weeks ago to invite countries to present their candidate. At this moment there is no official candidate, Mr Schaper explained.Asked about the chances for an Eastern European secretary general, Mr Schaper said that there were already two names floated from Poland and Bulgaria – foreign minister Radoslaw Sikorski and former top diplomat Solomon Passy, respectively. Nobody says that because they are from a new member state they should wait. The criteria for the job is to be experienced and a figure who can bring countries together, not someone who picks fights, Mr Schaper added, alluding to the provocative statements in the past of the Polish foreign minister, especially in regards to Russia. An agent provocateur would pose a problem not only to Russia-friendly Western European countries such as Germany and France, but also to the new Obama administration's strive to avoid a Cold War-style confrontation with the Kremlin.According to Gazeta Wyborcza, Mr Sikorski is about to submit his candidature for the secretary general job. Confidential instructions about probing the intentions as to the election of a new NATO secretary general were received by Polish ambassadors in the 27 NATO member states, the Polish newspaper reports.

Madame NATO?

The Dutch ambassador hinted at the existence of another new proposal, nicknamed madame NATO - French interior minister Michele Alliot Marie, who in the past held the position of defence minister.Does he or she speak French – that's important, as we have two languages at NATO. And most of all, whether you're seen by member states as a person they can trust and work with, Mr Schaper said.But with France about to rejoin NATO's military command and to get two command-level posts, it is unlikely that Paris will also get the top job of the alliance. The potential candidate broadly seen as having no problems is Danish Prime Minister Anders Fogh Rasmussen. He is the most high-ranking and would easily get the support from both sides of the Atlantic.

The only downside is his image problem in the Arab world, due to the Mohammed-cartoons scandal in 2006. This could develop into a serious handicap, for instance in NATO operations in Afghanistan.Norwegian foreign minister Jonas Gahr Store is also in the running, after having recently given an outstanding briefing on the Nordic security dimension to NATO ambassadors, alliance sources told this website.

Rehn: EU mediation Croatia's only chance to stick to accession timetable

EUOBSERVER / BRUSSELS – A European Commission proposal to set up a mediation group in order to solve the year-long border dispute between Zagreb and Ljubljana and unblock Croatia's EU accession talks is the only viable way forward, enlargement commissioner Olli Rehn said on Tuesday (3 March).All previous attempts to resolve this issue have failed over the past 18 years. Since I cannot see another viable way forward, I expect a positive response to our initiative by both countries, without such impossible conditions that would effectively imply its rejection, Mr Rehn said in Brussels at a conference organised by EUobserver and the Croatia-EU Business Council.

Otherwise I am concerned that Croatia may be prevented from concluding its accession negotiations in the envisaged timeline, he added.Slovenia and Croatia have been unable to agree on their common land and sea border since they both seceded from the former Yugoslavia in 1991.But tension between Zagreb and Ljubljana has been increasing since December, when Slovenia blocked the opening or closing of 11 chapters of Croatia's 35-chapter EU negotiations package over the unresolved issue.

The European Commission in January proposed setting up a mediation group chaired by former Finnish president and Nobel Peace Prize winner Martti Ahtisaari to help solve the dispute.On Tuesday, Slovenia's main political parties agreed to accept the proposal, which Ljubljana believes should eventually lead to a solution of the dispute.For its part, Croatia has delayed its decision by a week and should state its position by next Monday. Although it has also welcomed the initiative as a means to facilitate the negotiations, Zagreb believes the dispute should be solved by the International Court of Justice in The Hague – an option ruled out by Ljubljana. I am expecting that Croatia will provide a response shortly and I trust it will be a constructive and positive response to the commission's initiative without attaching impossible conditions,Mr Rehn stressed.Croatia has been an EU candidate country since 2004 and started accession negotiations to join the bloc in October 2005. It is aiming to close those negotiations by the end of this year and become a full EU member by 2011, but this target date may be threatened if the deadlock between Croatia and Slovenia persists.If we want to have end of negotiations by the end of this year, we really need to move fast and we really need to do it in a clever way, said Tomas Szunyog, responsible for South Eastern and Eastern Europe within the Czech foreign ministry.The deadlock could also be harmful for the EU's enlargement strategy in the long term, added Mr Szunyog, whose country currently holds the rotating EU presidency.

Still hope

Mr Rehn indicated there's still hope for Zagreb to stick to its planned timetable, provided that it also does enough on shortcomings highlighted by the commission – such as corruption and organised crime, as well as the reform of its shipyard industry.Also participating in the conference, Croatia's chief EU negotiator, Vladimir Drobnjak, said: It goes without saying that the more time passes by, the more it will be difficult to keep up with the timetable. But he stressed that if an agreement with Slovenia is found in a foreseeable future, Croatia could still be an EU member in 2011, because Zagreb is not sitting idly by, waiting for this to be solved,but working on the EU chapters in the meantime.Meanwhile, Slovenia's premier on Sunday proposed that the Czech EU presidency postpone an intergovernmental EU – Croatia conference scheduled for 27 March, seen as crucial time-wise for unblocking Zagreb's EU talks, in order to have more time to reach an agreement on the EU mediation group.The Czech EU presidency, which sets the agenda, has said it is considering this option if there's no movement on the issue by then.

Silent diplomacy

Doris Pack, a centre-right MEP chairing the European Parliament's delegation for relations with south-eastern Europe, urged Slovenia to let Croatia advance with its EU integration and said the two countries should solve the issue by going to the court.The border question with Slovenia is a question which should be solved. It's clear ... But it should not hinder Croatia to go further, to open the chapters," Ms Pack said.The situation in both countries now "is so bad, so heated that a solution should be found fast, and that solution should be a legal one, according to the MEP.

For his part, Alojz Peterle, former prime minister of Slovenia and currently a centre-right MEP, said that what is needed is less competition and fewer strong words, and more co-operation and diplomacy.

Russian Scholar Says U.S. Will Collapse Next Year

MOSCOW — If you're inclined to believe Igor Panarin, and the Kremlin wouldn't mind if you did, then President Barack Obama will order martial law this year, the U.S. will split into six rump-states before 2011, and Russia and China will become the backbones of a new world order.Panarin might be easy to ignore but for the fact that he is a dean at the Foreign Ministry's school for future diplomats and a regular on Russia's state-guided TV channels. And his predictions fit into the anti-American story line of the Kremlin leadership.There is a high probability that the collapse of the United States will occur by 2010, Panarin told dozens of students, professors and diplomats Tuesday at the Diplomatic Academy — a lecture the ministry pointedly invited The Associated Press and other foreign media to attend.The prediction from Panarin, a former spokesman for Russia's Federal Space Agency and reportedly an ex-KGB analyst, meshes with the negative view of the U.S. that has been flowing from the Kremlin in recent years, in particular from Vladimir Putin.Putin, the former president who is now prime minister, has likened the United States to Nazi Germany's Third Reich and blames Washington for the global financial crisis that has pounded the Russian economy.Panarin didn't give many specifics on what underlies his analysis, mostly citing newspapers, magazines and other open sources.He also noted he had been predicting the demise of the world's wealthiest country for more than a decade now.

SYDNEY (AFP) – At least seven people, including four children, were killed in a landslide after torrential rains in the Eastern Highlands of Papua New Guinea, local media reported Wednesday.The toll was expected to rise as more people were believed to be trapped under the debris, which engulfed two buses and three houses near Watabung on the Okuk Highway on Tuesday, the National newspaper said.Four primary schoolgirls on their way to school on one of the buses were reported to be among the seven dead, with a number of other passengers unaccounted for as search and rescue efforts continued.We presume that more people are dead when you calculate the number of people on the two buses, and many who could have been around the area, National Disaster Service chairman Manasupe Zurenuoc told the Post-Courier.A smaller landslip had cut the highway on Monday and buses were stopping at either side of the debris to allow people to walk across and continue to their destinations when the second landslide occurred, he said.What has occurred is unfortunate. People living along the highway must take precautions during this heavy downpour the country is experiencing, he said.Hundreds of people in the Western Highlands province of the impoverished Pacific island nation were left homeless last month after a river burst its banks following weeks of heavy rain.

New York City's Central Park felt like zero for much of the morning. Eastern Pennsylvania saw temperatures in the teens and low 20s with windchills just above zero.Traffic on an interstate in East Hartford, Conn., was backed up nine miles early Tuesday after a minivan crashed into the rear of a state snow plow. The 62-year-old van driver was pronounced dead at the scene.In New Jersey, the frosty weather almost led to a legal storm for districts and school board candidates.Monday was the deadline for candidates to register to run in the April 21 school board elections. But with nearly every school in the state closed because of snow, many candidates did not have a place to file their papers on time.Gov. Jon S. Corzine announced Tuesday that the deadline for candidates to file would be extended to Wednesday.Many towns up and down the coast remained in the dark and bitter cold Tuesday, and some schools canceled or delayed classes for a second straight day.Duke Energy said about 40,000 customers in North Carolina and South Carolina still had no service Tuesday. SYDNEY (AFP) – Australian authorities Wednesday declared the worst of the deadly wildfire season over, telling thousands of people who fled their homes it was safe to return.Fire-fighting authorities began scaling back their operations after cooling rains fell almost a month after a savage firestorm swept through Australia's southeast, killing 210 people.We see a very bright light at the end of the tunnel now,said Victoria state's emergency services commissioner Bruce Esplin.There's an opportunity for the communities of Victoria to start their process of grieving, start their process of rebuilding, without the ever-present threat of fire, he said.The search for bodies would continue for another three weeks, but the rain had greatly reduced the fire threat and Esplin said it was time for firefighters from overseas and other states to return home.An estimated 10,000 people were displaced by the fires, which razed more than 2,000 homes.The death toll has remained at 210 for a week, but is expected to climb once forensic tests and searches are finalised.

With an end in sight to the immediate relief operation, the human services department said a new phase of deeper-set recovery activity could begin.The government announced it would provide temporary accommodation for those left homeless by the fires for up to 18 months, with the first three months to be rent-free.It will also begin to divide up and distribute a 200-million-dollar recovery fund, with every affected person to receive a share, said John Brumby, Victoria's premier.Clearly people who haven't got any support, who've lost everything, who have been uninsured, maybe they will get a bigger hand along, he said.Authorities had been on high alert around four remaining major blazes Tuesday, with heat and wind conditions predicted to intensify.

EU backs new financial regulatory framework

EUOBSERVER / BRUSSELS - The European Commission gave strong support for proposals on a new financial regulatory framework on Wednesday (4 March) and said their speedy implementation was crucial to restoring EU citizens' confidence in the financial sector.If we don't do it now, we will never to do it. We have to seize the moment. We can not defer it to the Greek calends, commission President Jose Manuel Barroso said.

We need to build trust in financial markets in general. We have set out a detailed road-map today towards a European system of supervision – a system where ethics are taken into consideration.The proposals made by a high-level group of financial experts chaired by former IMF director Jacques de Larosiere and contained in the commission's submission to the European council later this month call for a European Systemic Risk Council to be set up to gather information on threats to the EU's financial sector stability. The Larosiere report also calls for the committees that currently oversee national banking, insurance and securities supervisors to be given tough new powers to ensure better co-ordination between the national supervisors.The new powers would also ensure the adoption of binding supervisory standards for national regulators and require credit rating agencies to be licensed. Nicolas Veron of the Brussels based think-tank, Bruegel, told EUobserver the Larosiere proposals in this area still leave many important issues open.Prior to the report's publication, there had been calls for a single regulator of financial institutions at the European level, rather than the continued regulation at the national level proposed by the Larosiere group and backed by the commission, albeit with stronger oversight bodies.We feel that it would be unrealistic at this stage to think in terms of one single supervisor for Europe. We would need to reform the treaties,said Mr Barroso. Also, some states are in the eurozone and some are not, so there would never be agreement on this, he continued.

Timetable

The Larosiere report proposed that there be a trial period of three years for the new banking, insurance and securities authorities before full implementation. We are suggesting that this should be done immediately [rather than after the three-year trial period]. We want this process up and running as soon as possible,said Mr Barroso.In April we will make proposals on hedge funds, private equity and executive remuneration,said Mr Barroso.The commission also intends to prepare legislative proposals necessary for the increased regulation so that they can be tabled in May.

Following an impact assessment, the commission will put forward to the June European Council a detailed timetable for further measures based on the Larosiere report.

Leaders of the G20 developed and emerging nations will also discuss the issue of financial sector regulation in London on 2 April. EU premiers have held a number of meetings in recent weeks to help hammer out a unified position to take to the important gathering. A global crisis needs a global solution. Today we have put our proposal on the table for a European response for the G20 meeting in London. Europe will speak with one voice in London, said Mr Barroso. However, he warned about placing too much emphasis on the meeting's outcome.The G20 is a forum, but it has no direct enforcement competence. That is why it is important that we at European level take decisions that are binding.The commission's submission to the European Council later this month also urges member state to take action on the impaired assets held by a number of banks that are currently blamed for stifling credit flows. It also highlights the dangers of rising unemployment that could reach 10 per cent in the EU next year and urges member states to increase retraining services for those out of work.

NEW YORK – Stocks broke a five-day losing streak Wednesday as hope spread that China and the U.S. are taking convincing action to restart their economies.Prices for key commodities such as oil and metals also soared, lifting shares of industrial companies like Alcoa Inc. and Caterpillar Inc.Speculation that China will unveil more government spending this week on major construction projects drove up worldwide prices for raw materials and the companies that produce them.In Washington, the Obama administration announced details of a plan that could help struggling U.S. homeowners by lowering the cost of their monthly mortgage payments.The rally was broad, lifting shares in every industry except for financial services. Major indicators surged more than 3 percent during the day before ending with gains of more than 2 percent.The advance followed five straight sessions of unrelenting selling that left major indexes at levels not seen in more than a decade. That left stocks overdue for a bounce, traders said.Virtually everyone was expecting some sort of a bounce, we just didn't know exactly when that would occur, said Randy Frederick, director of trading and derivatives at Charles Schwab.You can't go down forever.Wall Street followed the lead of overseas markets, which rose sharply on optimism over the possible Chinese economic stimulus plan. In the U.S., investors were further encouraged by details of a Washington program designed to help as many as 9 million borrowers stay in their homes through refinanced mortgages or loans that are modified to lower monthly payments.The Dow Jones industrial average rose 149.82, or 2.2 percent, to 6,875.84.

Broader indexes also rose. The Standard & Poor's 500 index added 16.54, or 2.4 percent, to 712.87. On Tuesday, the S&P 500 index fell to its first close below 700 since October 1996.The Nasdaq composite index gained 32.73, or 2.5 percent, to 1,353.74. We're very oversold, said Nicholas Colas, chief market strategist at BNY ConvergEx. That's been slim comfort in the last couple of months, but it's still true.Industrial and commodity stocks led the market higher as oil prices jumped on hopes for the Chinese stimulus. Aluminum producer Alcoa Inc. jumped 71 cents, or 12.8 percent, to $6.24, and Caterpillar Inc. rose $2.97, or 13.2 percent, to $25.44. Analysts warned that the market's advance Wednesday could be fleeting.

Everybody's been beaten up so much in the last couple weeks, you've got to believe that people are gun-shy, said Bill Stone, chief investment strategist at PNC Wealth Management.There's going to be a little bit of a lack of conviction this week particularly ahead of the Friday employment numbers.The Labor Department will release its employment figures for February on Friday. The monthly report has become one of the most watched indicators of the economy's health, as rising unemployment and the loss of millions of jobs has led consumers to spend less. The stock rally put pressure on bond prices, which investors had been fleeing to as a safe haven. The yield on the benchmark 10-year Treasury note was 2.98 percent, up from 2.89 percent late Tuesday. Overseas, Japan's Nikkei stock average rose 0.9 percent, while Hong Kong's Hang Seng index gained 2.5 percent. Britain's FTSE 100 rose 3.8 percent, Germany's DAX index jumped 5.4 percent, and France's CAC-40 rose 4.7 percent. WASHINGTON (AFP) – Prime Minister Gordon Brown urged the United States to harness historic global goodwill to pull the world out of its economic slump and lead the charge against climate change.We should seize this moment because never before have I seen a world willing to come together so much, never before has that been more needed,he said in a landmark speech to a rare joint session of the US Congress.Brown pushed lawmakers to embrace his global New Deal plan for overhauling the rules of international finance and share the wealth of a world economy he promised would double over the next 20 years.President Barack Obama's historic election has given the whole world renewed hope in itself, he said, adding that now more than ever the rest of the world wants to work with you including your friend Europe.Brown challenged lawmakers to back his campaign of universal global childhood education and urged them to resist the temptation to erect new trade barriers that could deepen the worst crisis since the depression of the 1930s.Should we succumb to a race to the bottom and to a protectionism that history tells us that in the end protects no one? No, said Brown, just the fifth British prime minister to speak to the combined chambers.Lauding the United States as the indispensable nation, Brown said US leadership in fighting climate change was critical to forging a historic agreement at December UN talks in Denmark's capital Copenhagen.

Chrysler to lay off 1,200 at Ontario minivan plant Wed Mar 4, 5:20 pm ET

TORONTO (Reuters) – Chrysler is cutting a shift at its minivan plant in Windsor, Ontario, and will indefinitely lay off 1,200 workers as a result of the move, the struggling automaker said on Wednesday.Chrysler said that elimination of the third shift at the plant will take place after June 24 and cited slumping vehicle sales as the reason.Chrysler became Canada's No. 1 automaker in February for the first time in its 84-year history as Canadian car and truck sales slumped nearly 28 percent.The Windsor plant employs about 4,450 hourly workers and makes the Dodge Grand Caravan and Chrysler Town & Country minivans, as well as the Volkswagen Routan.Since 2007, Chrysler has slashed more than 32,000 jobs and is cutting another 3,000 in 2009. The cuts are part of its efforts to reduce costs and comply with commitments it has made to the U.S. government under its viability plan, it said.Chrysler is also in discussions with the Canadian federal and Ontario provincial governments regarding assistance for the company's Canadian operations, it said in a statement.(Reporting by Wojtek Dabrowski; editing by Peter Galloway)

LOUISE SCHIAVONE, CNN CORRESPONDENT (voice-over): He lamented the sorry state of the economy.

TIMOTHY GEITHNER, TREASURY SECRETARY: This crisis took a long time to build up. It's going to take some time to fix.

SCHIAVONE: But Treasury Secretary Geithner offered lawmakers no apologies for an Obama administration plan to make energy more expensive to producers and consumers alike.

GEITHNER: You can't address the problems (INAUDIBLE) climate change or it depends (INAUDIBLE) without changing the incentives people face for how they use energy.

SCHIAVONE: At issue a proposal in the White House budget requiring polluters, like fuel refineries and coal fired electric plants, to buy greenhouse gas emission permits from the government. The Obama budget line forecasts earnings of a minimum of $646 billion over 10 years from the tax. Republicans vow to fight it.

REP. DAVE CAMP (R), MICHIGAN: That means higher prices for Americans for food, for gas, for electricity, and in a state like Michigan, for home heating. What Americans won't end up paying more for virtually every item they purchase because of this higher tax on energy? SCHIAVONE: Most of the fees would pay for tax credits to individuals and couples. Geithner told the House Ways and Means Committee that this is also where the budget coincides with the president's vision of a greener America, with greater reliance on clean fuels, like solar and wind. As for its costs to businesses and consumers, Mr. Obama himself acknowledged the expense almost a year before his election in an interview with the San Francisco Chronicle.

OBAMA: The electricity rates would necessarily skyrocket. Whatever the industry was, they would have to retrofit their operations. That will cost money. They will pass that money on to consumers.

SCHIAVONE: The administration now argues that energy usage will only change under the raw pressure of expense.

SCHIAVONE: And Lou, the Treasury secretary assured Congress that no new taxes would take effect until 2011. And at that time increases would fall principally upon the very rich. Critics are skeptical. They're already concerned about the impact of Obama tax policy on businesses, including $210 billion worth of higher taxes over 10 years on companies doing business overseas, $61 billion in taxes on companies with large inventories through a change in liability allowances, potential aviation user fees of up to $77 billion, increasing top income tax rates from 35 percent to 39.6 percent for families with incomes over $250,000.

And the top capital gains tax rate would go up from 15 to 20 percent. But Lou, the most controversial proposal is efforts to limit the mortgage interest tax deduction with a sealing of 28 percent. Lou?

DOBBS: This administration is very quickly moving in a direction that is going to become clear rather quickly, I believe, just what the limits are and how far this administration can move. The idea of putting those onerous taxes on through cap and trade on the American consumer, that won't fall on the rich.

That will fall on the consumer period. This is going to be a challenging budget proposal, even for a president whose party controls both Houses of Congress. Thank you very much. Appreciate it. Louise Schiavone.

The Senate today voted for a massive government spending bill full of earmarks and pork barrel spending. I know, you've been told that there are no earmarks. You have not been told anything honestly. Senators ignoring an effort by Senator John McCain to strip out thousands of earmarks, the spending legislation will cost taxpayers more than $400 billion.

It will pay for government spending for the remainder of the financial year, at least that's the idea, which ends on September 30th. That is an open question whether or not that is actually possible. The bill contains just about 8,000 earmarks worth about $8 billion. That's a lot of earmarks for an administration and a Congress that said there wouldn't be any more earmarks.

The White House says President Obama will sign that bill despite his opposition to earmarks. That's awfully fluid and flexible of him. Officials say it is leftover business from last year. Some of the leftover business, by the way, comes from the White House Chief of Staff Rahm Emanuel. That's leftover business that's still left over.

The International Criminal Court is the world's first permanent war crimes tribunal, coming into force in 2002 and headquartered in The Hague, Netherlands. It is an independent body, not a U.N. court.

JURISDICTION — A court of last resort, the ICC acts only when member countries are unwilling or unable to dispense justice themselves. It may prosecute individuals responsible for genocide, crimes against humanity and war crimes committed after July 2002. The U.N. Security Council can ask the court to open an investigation.

U.S. POSITION — Former President George W. Bush, citing fears Americans would be unfairly prosecuted for political reasons, initiated bilateral immunity deals with dozens of countries, barring them from handing U.S. citizens to the court's jurisdiction. It is unclear how the U.S. relationship with the court will change under President Barack Obama.

CASES — The court's prosecutor has opened investigations in Congo, Uganda, Sudan and the Central African Republic.

TRIAL — The court started its first trial _of Congolese warlord Thomas Lubanga on charges of recruiting and using child soldiers — in January.

RAMALLAH, West Bank – U.S. Secretary of State Hillary Rodham Clinton promised personal involvement in stalled Mideast peace efforts Wednesday and expressed concern about the supply of humanitarian aid to a recovering Gaza.On her first Mideast visit as secretary of state, Clinton also displayed strong support for Palestinian President Mahmoud Abbas. Standing next to him, she told a news conference the Palestinian Authority is the only legitimate government of the Palestinian people.

Abbas has steadily lost support at home, particularly after a year of inconclusive peace talks with Israel. His Islamic militant Hamas rivals, who seized Gaza from him in 2007, are widely seen as emerging stronger from Israel's recent military offensive against them.In Gaza, Hamas spokesman Taher Nunu said Clinton's statement was a slap in the face of those who were expecting changes in America foreign policy. She did not bring anything new. Instead, her statements show bias to the Zionist enemy.In violence Wednesday, two Islamic Jihad militants were killed in an Israeli airstrike after sundown in northern Gaza, Palestinian security and health officials said. The Israeli military said the target was a senior Islamic Jihad militant who was involved in firing rockets at the Israeli city of Ashkelon.Gaza has been under a blockade since the Hamas takeover, but both Abbas and international aid officials say its borders need to reopen to make reconstruction possible after Israel's offensive ended in January.We want humanitarian aid to get into Gaza in sufficient amounts to alleviate the suffering of the people in Gaza, Clinton said, but she stopped short of calling for a full opening of the border crossings.Israel allows in several dozen truckloads of aid every day, but bars the entry of concrete, pipes and other materials that it fears Hamas could seize.Talking to reporters after meeting Clinton, Abbas criticized Iran, one of the main Hamas supporters, for trying to deepen the Palestinian divide. Iran needs to take care of its own issues and stay away from intervening in Palestinian affairs,he said.Clinton signaled that she'd be heavily involved in the region, and said her special envoy, George Mitchell, would return soon.

Israel's Lieberman considered for FM: Likud official Wed Mar 4, 3:49 am ET

JERUSALEM, (AFP) – Controversial ultra-nationalist Avigdor Lieberman is being considered for the job of foreign minister in the cabinet being assembled by Benjamin Netanyahu, an official in Netanyahu's Likud party said.There is a serious possibility that Avigdor Lieberman will take the helm of the foreign ministry, the official told AFP on condition of anonymity, adding that "nothing has been decided for the moment.

Lieberman's Yisrael Beitenu is the third-largest party in parliament after winning 15 seats in the 120-member chamger in February 10 elections.For the moment, it is expected to be the second-largest party in a coalition Netanyahu is forming, and is laying claim to a senior portfolio, such as foreign affairs, finance or defence.

Netanyahu has excluded giving him the defence job because he lacks experience. The finance post could be a problem because of an ongoing corruption investigation, local media have reported.Lieberman, 50, has built his reputation on statements that have earned him a reputation as a racist and fascist among critics and as a tough-talking man on security among admirers.In the three years since the last election, he has called for the execution of Israeli Arab MPs who had dealings with Hamas, for Gaza to be treated like Chechnya and for Israel to fight Hamas just like the United States did with the Japanese in World War II.In October, he told Hosni Mubarak to go to hell for not coming to Israel, and after Israeli leaders apologised to the Egyptian president for the remarks, slammed them for acting toward Cairo like a battered wife.

A resident of a Jewish settlement in the occupied West Bank, he wants to keep major settlement blocs in exchange for transferring areas with heavy concentration of Israeli Arabs to a future Palestinian state.

Israel launches overnight strikes on Gaza tunnels Wed Mar 4, 1:37 am ET

GAZA CITY, (AFP) – Israeli warplanes launched two new raids early Wednesday on smuggling tunnels linking the Gaza Strip to Egypt without causing casualties, witnesses said.An Israeli army spokesman confirmed the bombings, saying three tunnels had been attacked and secondary explosions took place in one of them, indicating the presence of explosives.On Tuesday, the airforce had carried out some seven raids wounding four people, following rocket fire from the Hamas-ruled territory, witnesses and medics said.Palestinian witnesses said aircraft carried out at least seven strikes along Gaza's southern border, where dozens of tunnels are used for trafficking people, goods and arms into the impoverished territory.Four people were wounded in the raids, Palestinian medics said.An army spokeswoman told AFP that the air force carried out six strikes against smuggling tunnels near the southern Gaza town of Rafah in response to barrages of rockets fired over the past week.Outgoing Foreign Minister Tzipi Livni had earlier warned that Israel would not shy away from striking Gaza in response to persistent rocket fire.If it turns out that Hamas has not got the message, it will be hit again, Livni told public radio hours before meeting US Secretary of State Hillary Clinton on her first official visit to the Jewish state.

Late Tuesday Palestinians fired more rockets at southern Israel from the northern Gaza Strip, but nobody was hurt and no damage reported, an army spokesman said, adding that the rockets fell on wasteland south of the town of Ashkelon.Some 120 rockets fired from the Palestinian coastal strip have been tallied since twin ceasefires came into force on January 18 following a three-week Israeli offensive which claimed more than 1,300 lives.

Israel's prime minister-designate, Benjamin Netanyahu, is among those taking a tough line and considered likely to keep open the option of a military strike.Revolutionary Guards commander Gen. Mohammad Ali Jafari said Iran now has a mighty military force capable of deterring any U.S. or Israeli attack.All nuclear facilities in various parts of the lands under occupation of the Zionist regime are within the range of Iran's missiles,the official IRNA news agency quoted Jafari as saying.A day earlier, his deputy said Iran had a contingency plan for hitting back hard and causing many casualties.Iran's Shahab-3 missiles have a range of up to 1,250 miles, putting Israel within striking distance.
