MEPs see restricted role for future EU president

EUOBSERVER / BRUSSELS - MEPs have approved a report calling for a narrow role for the future EU president, in stark contrast to the broad flag-carrying post that some member states have envisioned.Deputies in the constitutional affairs committee on Monday (9 March) agreed that the president of the European Council - a new maximum five-year post foreseen under the Lisbon Treaty - should not speak for the EU as a whole on political issues.Instead the person should be restricted to representing the EU at leader level on common foreign and security (CSFP) issues. The EU's planned foreign minister would deal with CFSP issues at ministerial level and should be allowed to conduct political negotiations in the name of the Union.MEPs foresee a strong role for the European Commission president saying that this person would assume the representation of the Union at the highest level in relation to the whole of the external relations of the Union, including specific areas such as foreign trade.The delicate carving of power is the European Parliament's answer to what is a nebulous part of the Lisbon Treaty - the exact interplay of the EU's future three main political players.Past discussions have seen countries split on whether to stay true to the largely administrative role foreseen by the treaty for the president or to expand the post - something most MEPs fear would leave undermine community-level politics in favour of intergovernmentalism.Some member states, particularly smaller ones, fear that the EU president post could be used by big countries to push their own agenda with the treaty description saying that the president should ensure the external representation of the EU on CFSP issues but also drive forward the work of the European Council - the forum for EU leaders.Their fears were not helped by the recent French presidency of the EU. French leader Nicolas Sarkozy put the EU on the political map during his six-month stint in the second half of 2008 but the presidency was notable for its abrasive style.Admitting that the treaty's solutions for representation of the Union are complex the report indicates that whether it will succeed will be largely due to the political trust that the foreign ministers and presidents of the European Council and Commission manage to attain.

Budgetary powers

The report, due to be voted on in plenary in the coming weeks, also warns that the parliament will use its budgetary powers to get its way on issues such as the composition of the diplomatic service, meant to back up the foreign minister.The report speaks of the intention to fully exercise its budgetary powers in relation to the setting-up of the EEAS [European External Action Service].Threatening the purse-string veto is a way for MEPs to ensure that the diplomatic service is not dominated by member state officials and run by national governments.

Timetable for commission president

The parliament is also suggesting a timetable for nominating the next commission president – a process complicated by the fact that the commission's composition will depend on the outcome of the Irish referendum – set for autumn - on the Lisbon Treaty.

MEPs suggest the next president should be chosen directly after the June European elections but that nomination of the team of commissioners only be done after the Irish result is clear.The current Nice Treaty foresees less commissioners than the number of member states from 2009 while EU leaders have agreed to maintain one commissioner per member state if the Lisbon Treaty is approved.

Weaken Iran to help Mideast peace: Israel PM designate by Ron Bousso – Tue Mar 10, 2:14 pm ET

JERUSALEM (AFP) – Israeli prime minister-designate Benjamin Netanyahu believes that weakening Iran is key to ending the Middle East conflict as it would in turn weaken Hamas, a senior aide said on Tuesday.Iran's growing power and intransigence give great advantage to the radical elements among Palestinians and in Lebanon, the aide said, when asked about talks Netanyahu held with outgoing Defence Minister Ehud Barak earlier in the day.Any progress in the Middle East peace talks will require Hamas's weakening which can be achieved only if Iran is seen as weakened,he said.Israel accuses Iran of supplying weapons to both the Islamist rulers of Gaza and Lebanon's Shiite militant group Hezbollah, which fought a devastating war with Israel in 2006.

Netanyahu, a hawkish former premier who heads the right-wing Likud party, said at the meeting, which was also attended by chief of staff Lieutenant General Gabi Ashkenazi, that he intends to focus his efforts on ending Iran's nuclear programme.Israel, which is widely believed to have the Middle East's sole if undeclared nuclear arsenal, suspects that the Iranian programme is cover for a weapons drive but Iran insists it is solely for peaceful purposes.It will be very difficult to stablilise the situation in Lebanon or to hold negotiations with the Palestinians as long as Iran's power is on the rise,the aide quoted Netanyahu as saying.The Likud leader, who is expected to form a narrow right-wing coalition next week, has rejected establishing a Palestinian state and has advocated what he calls an economic peace with the Palestinians.This could lead to tension with the new US administration after Secretary of State Hillary Clinton last week announced that Washington intends an aggressive pursuit of Middle East peace.

While expressing support for international efforts to resolve the standoff over Iran's nuclear programme by diplomatic means, Israel has repeatedly refused to rule out military action to prevent any possibility of Iran developing a bomb.The military option remains on the table because it gives more chance for dialogue that will lead to a compromise with Iran,the aide said.US President Barack Obama has vowed to engage in dialogue with Iran in an effort to end the nuclear standoff, in a policy break with the administration of George W. Bush which refuse to deal with Tehran without a prior agreement to suspend nuclear enrichment.US intelligence chief Dennis Blair warned on Tuesday that it would be difficult to convince Iran to give up its quest for nuclear technology.Although we do not know whether Iran currently intends to develop nuclear weapons, we assess Tehran at a minimum is keeping open the option to develop them, said Blair.

JERUSALEM – Pope Benedict XVI will show solidarity with Jews and Muslims during his first papal trip to the Holy Land with visits to Jerusalem's Western Wall and the Dome of the Rock, the papal envoy in Jerusalem said Tuesday.Benedict announced this week that he would visit in May. His presence could help ease the sometimes rocky relations between the Vatican and Israel, and between the Vatican and Muslims.It will be his first official visit to the region since he became pope in 2005.Archbishop Antonio Franco, the papal nuncio in Jerusalem, said visits to key Jewish and Muslim holy sites would be on the pope's agenda. The Dome of the Rock is one of Islam's most sacred shrines, and the nearby Western Wall is the holiest site where Jews are allowed to pray.The intent of the Holy Father's visit is to express his solidarity and closeness to the people of Israel and Palestine, and through them all the people of this region,Franco said.Benedict will also visit Israel's Yad Vashem Holocaust memorial, meet with top Palestinian and Israeli leaders and make a stop in the West Bank town of Bethlehem, the traditional birthplace of Jesus. The pope will end his visit by celebrating Mass in Galilee — the area in northern Israel where Jesus lived and preached.Franco said the Vatican has asked Israeli authorities to ease movement restrictions on Palestinian Christians from the blockaded Gaza Strip to allow them to attend parts of the pope's visit.The papal envoy said Benedict's tour will be a religious pilgrimage, not a political mission. Still, the visit could help mend strained relations between Israel and the Roman Catholic Church.Ties were rattled recently when Benedict tried to reinstate an excommunicated bishop who denied the Holocaust. Threats to Our National Sovereignty Speech Given at CPAC 2009

Ladies and gentlemen, I am a refugee from socialism. I left Britain soon after Tony Blair's election and have watched my native country decline from afar as managerial socialism and the regulatory state took hold.But I am also a refugee from transnationalism. A good part of my native country's decline has been due not just to the disastrous Obama-like policies of Tony Blair and his hapless successor Gordon Brown, but to the gradual, almost invisible cession of sovereignty from the once-proud United Kingdom to the vainglorious European Union. In the few minutes I have to address you today, I would like to describe how this happened and how it can happen to the United States, constitution and all, if we are not vigilant. In the early 1970s, the British Prime Minister Ted Heath decided that the United Kingdom needed a entry to the common market that France and Germany had formed with a couple of other countries in an effort to end the German habit of deciding to hold a military parade down the Champs d'Elysees every twenty years or so. He therefore arranged Britain's entry into the Common Market, as it was then known, or the European Economic Community (the EEC). A huge free trade zone, he reckoned, would be immensely beneficial to Britain's ailing economy. He was probably right about the benefits, but he never considered the costs. The first inkling should have come when the other EEC countries demanded a price for Britain's entry – full access to Britain's territorial waters and the massive fish stocks they held, all to be managed under an environmentally rapacious common ownership regime called the Common Fisheries Program. It was the shape of things to come. Being opposed to free trade, the Labour party opposed Britain's entry to the EEC and when they came to power, granted the people Britain's first and only country-wide referendum on membership. Conservatives, loving free trade, campaigned for membership, including the blessed leaderene herself, Margaret Thatcher. The socialists opposed it.Conservatives won the day, to their eternal regret.

After Mrs Thatcher gained the premiership, we saw the ratchet begin to tighten. A series of intergovernmental treaties gradually but inexorably tightened the noose, granting more power to the European Commission in Brussels and chipping away at British sovereignty. Mrs Thatcher gained some important concessions, swinging her handbag and connecting with a few European skulls, but they were too little in retrospect. By signing the treaties and incorporating them into UK law, the groundwork was set for a disastrous decade. Under John Major and Tony Blair, Britain gave away power after power. It lost its veto in several areas and was subject to the racket called qualified majority voting – a way to ensure the Franco-German alliance carries the day – in others. The result is horrifying. Today, eighty percent of British Laws are actually made in Brussels, and the Mother of Parliaments, home to the Pitts, Palmerston, Salisbury and Churchill, such great champions of British sovereignty, has no power to reject or even amend them. The most hated reforms in Britain today – closure of post offices, the ridiculous Home Information Packs whose costs prevent people selling their homes in this housing crisis, and a reduction in garbage collections to once every fourteen days – all are the result of European directives, made in Brussels. What about free trade? The fact that the EEC became the EU should answer that question for you. As a result of directive after directive, trade is probably more heavily regulated than before Britain joined. And the only reason why the horrid European Constitution was defeated in France was because it wasn't socialist enough. So, in the way these things work, the EU is gradually integrating all the socialist elements of the Constitution into existing and forthcoming treaties, and leaving out the few good things. There is no wonder that several polls have found majorities of Britons in favor of leaving the EU. In Charles Krauthammer's words yesterday, the EU is a regulation-bound, economically sclerotic, socially stagnant, nanny state. Such are the goals of transnationalism.

Doubtless, many of you are saying, it could never happen here, our constitution protects us. Don't be so sure. Let me read a brief section from the US Constitution itself, Article VI: This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.How did the EU erode British sovereignty? By governments agreeing treaties, and then Parliament codifying them into British law. Ratification of a Treaty has the same effect here. Now are there any treaties out there which could severely degrade American sovereignty? Indeed there are, and many of them are in the environmental arena, as Chris has described. An agreement to reduce greenhouse gases, once ratified by America, puts an international body in control of our economy, in a way it does no other. There are few other countries that allow citizen lawsuits to enforce the law, which is why other signatories to the treaty will quite happily ignore it, when we cannot. As the great British satire Yes Minister put it about the introduction of an identity card by the EU, the Germans will love it, the French will ignore it and the Italians and the Irish will be too chaotic to enforce it. Only the British will resent it.There are many other environmental treaties sitting there like traps, just waiting for an environmentally-friendly administration to walk right into them. The Law of the Sea Treaty, for instance, will cede sovereignty to our seabed resources. The Stockholm Convention on Persistent Organic Pollutants still awaits ratification, but because of the way it works – chemicals to be banned are listed on a schedule to the treaty that can be altered by bureaucrats – it could easily ban the manufacture and use of the chemicals that have made our lives wealthier and healthier, all in the name of the environment.Together, these might seem irritants, but the transnationalists will not stop there. French officials have floated the idea of a World Environment Organization, and British foreign secretary David Miliband has explicitly called for the European Union to become the Environmental Union, echoing Al Gore's sentiment in Earth in the Balance, that environmental protection should become the central organizing principle of mankind. It is therefore not too outlandish to suggest that some form of international body, set up to unify and harmonize the fluffy-sounding environmental treaties we seem all too willing to rush to sign in this new era of hope and change, could become America's version of European Union. A few more treaties and it is possible to see permits for new power plants not being decided by governors, but by international bureaucrats. The environment is such a catch-all that it is possible to see responsibility for all sorts of areas of policy being transferred to this new organization: environment and energy obviously, increasing amounts of economic policy via mechanisms such as carbon taxes, agricultural and fisheries policy will be next. What about education, to ensure every child is aware of their responsibilities to the planet? Labor policy, to regulate green jobs, of course. Defense policy, because of the environmental impact of war. And so on.

If this depresses you, let me finish with another quote from Yes Minister. The urbane and brilliant civil servant Sir Humphrey Appleby explains how his colleagues hoped to derail the European Union by British involvement: Minister, Britain has had the same foreign policy objective for at least the last 500 years: to create a disunited Europe. In that cause we have fought with the Dutch against the Spanish, with the Germans against the French, with the French and Italians against the Germans, and with the French against the Germans and Italians. Divide and rule, you see. Why should we change now when it's worked so well?...It's called diplomacy, minister.I can only hope that our diplomats change, and begin to have American interests at heart. Otherwise, I'm running out of places to be a refugee in.

Central system brings blizzard, severe storms Mark Avery – Tue Mar 10, 12:05 pm ET

AccuWeather A storm system in the Central U.S. will bring severe weather to the Mid-Mississippi and Ohio Valleys today, as well as blizzard or near blizzard conditions over the Upper Midwest. Gusty winds are expected over most of the Central U.S., with winds increasing as the surface low deepens later today and tonight. Wind advisories and high wind watches are posted in portions of the Upper Midwest. The heaviest snow is expected over the eastern Dakotas and northern Minnesota, where between 10 to 15 inches of new snow is expected. Lighter snowfall amounts are expected further south, but the gusty winds blowing around the snow will lead to the potential for near blizzard conditions. Further south, heavy rain and severe storms are expected. The risk of severe storms stretches from the Red River Valley to the Mid-Mississippi Valley into the Ohio Valley and central Great Lakes today and tonight. The severe threats will be damaging winds, large hail, and a few tornadoes. The frontal boundary will begin to move into the Northeast tonight and tomorrow bringing a chance of rain, snow, and a wintry mix over the Northeast tomorrow. Rain chances will extend southwestward to the Rio Grande Valley. Some snow is possible over the Upper Midwest again tomorrow near the surface low. Ahead of the frontal boundary, near record warmth is possible in the Ohio and Tennessee Valleys today; behind the front, very cold temperatures are expected. The combination of cold and gusty winds have lead to a wind chill advisory for most of today in northern Montana and North Dakota.

FARGO, N.D. – Heavy snow driven by wind gusting to 40 mph brought parts of the upper Midwest to a halt Tuesday, closing courts, schools, businesses and two major highways.

Up to a foot of snow was forecast Tuesday for parts of eastern North Dakota and western Minnesota.The National Weather Service posted blizzard warnings and winter storm warnings for wide areas of North Dakota, South Dakota and Minnesota. All three states reported school closings.North Dakota officials closed Interstate 29 from the Canadian border to the South Dakota state line. Earlier, Minnesota and North Dakota authorities shut down a 130-mile stretch of Interstate 94 from Jamestown, N.D., to Fergus Falls, Minn.There's all kinds of people out there, despite the warnings, and many of them were stuck on roadways, Al Weigel, Fargo's director of operations, said late afternoon.Those drivers would be picking up the tab for towing, Weigel said.

Truck driver Kyle Kraft had planned a quick trip from Princeville, Ill., to Fargo and back on Tuesday but had to pull into a hotel parking after I-94 was closed.The truck stops are jammed-packed with no place to park,Kraft said.Kraft had packed only his shaving kit. He said he was relieved to discover a shopping mall across the street from his parking place — but it was shut down because of the storm. I guess you have to take it all in stride. I don't get paid enough to get upset about it, he said.It was the worst storm of the winter, said Clay County, Minn., Sheriff Bill Bergquist. He said plows were pulled off most county roads because visibility was zero.The storm even shut down a popular hangout known for its trademark frozen desserts, the Moorhead Dairy Queen. It must be bad. No one wants their Blizzard today,Bergquist said.Fargo snowplow crews could not keep up with drifting snow, public works maintenance supervisor Lee Anderson said. It's not pretty,he said.

Fargo residents were advised to just stay home.

I would say it's a pretty good idea to be stocking up on groceries right now, Fargo resident Mark Walker said as he stopped to use an ATM machine.Today would be a great day for people to enjoy maybe a movie at home, West Fargo Police Chief Arland Rasmussen said.Rasmussen said most businesses in the area did not open Tuesday or closed early, and even North Dakota State University shut down.That really made a difference. NDSU usually doesn't close,Rasmussen said.The weather service said wind was blowing at 30 mph at Fargo, with gusts to 40 mph. The late afternoon temperature was zero with a wind chill factor of 24 below. Police in South Dakota said icy pavement likely caused an accident Tuesday that killed one man on a rural road. On Monday, an ambulance rolled over on an icy stretch of I-94 west of Fargo, killing the patient it was carrying.

Lisbon Treaty: Disagree, and You’re Dead

Professor Schachtschneider pointed out that the European Union reform treaty (aka the Lisbon Treaty) reintroduces the death penalty in Europe, which is very important, especially knowing that, for instance, Italy was recently trying to abandon the death penalty through the United Nations forever and everywhere.The death penalty cause is not even in the treaty, but in a footnote, because with the European Union reform treaty, we accept also the European Union Charter, which says that there is no death penalty, but then, and also in a footnote, it says: except in the case of war, riots, upheaval — then the death penalty is possible. Schachtschneider points to the fact that this is an outrage, because they put it in a footnote of a footnote, and you have to read it really like a super-expert to find out!

So how would this work for countries that have ratified the Lisbon Treaty?

On 20th February 2008 a caucus meeting was held at the German Parliament in Munich to discuss the Lisbon Treaty. At this meeting a previously unmentioned paragraph was brought to light by Professor Schachtschneider, Humanities Faculty, University of Nuremberg.Professor Schachtschneider, explained that the undisclosed paragraph means that on ratification of the Lisbon Treaty the DEATH PENALTY will be reintroduced to Europe. The death penalty will be applicable for the crimes of RIOTING, CIVIL UPHEAVAL and DURING WAR. Professor Schachtschneider made the point that this clause is particularly outrageous as it had been cleverly hidden in a footnote of a footnote and would not have been detected by anyone other than an exceptional expert reader.

EUOBSERVER / BRUSSELS - A new policy divide appears to be opening up between the EU and the US over the extent stimulus spending programmes should be used to combat the current global recession.Speaking late on Monday evening following a three hour meeting of eurozone finance ministers, the group's president, Jean-Claude Juncker, signalled that the recent US call for a global spending boost in 2009 was in direct contrast to what eurozone finance ministers considered appropriate. The 16 euro area ministers agreed that recent American appeals insisting that the Europeans make an additional budgetary effort to combat the effects of the crisis was not to our liking,said Mr Juncker, evincing European government concerns that rising public debt is fuelling market concern over a possible sovereign default. We would not want to give the impression that we were considering implementing further recovery packages. Europe and the eurogroup have done what they needed to do.Instead, member states intend to take a wait-and-see approach in 2009 before possibly embarking on further spending programmes in 2010 if necessary. Mr Juncker's comments come a day after Barack Obama's top economic advisor, Larry Summers, told the Financial Times that the correct response to fight the recession was a co-ordinated global spending initiative.

There's no place that should be reducing its contribution to global demand right now, he said.The right macro-economic focus for the G20 is on global demand and the world needs more global demand.The striking divergence between governments either side of the Atlantic is likely to mean heated debate when the two sides meet on 14 March for a meeting of G20 finance ministers and on 2 April at the G20 leaders summit.

The gloom continues

Both Mr Juncker and economy commissioner Joaquin Almunia, who also attended the euro group meeting, were pessimistic about the immediate economic forecast.There is no obvious indication that gives us any reason to believe that the situation is turning around, said Mr Juncker. All the forecasts that we have available are extremely gloomy so this is a deep recession that we are going through.For his part, Mr Almunia said that external demand from the United States and Japan had weakened considerably, meaning any recovery will take longer than previously anticipated. Initial estimates provided by Eurostat last week indicate a fall in GDP for the euro area of 1.5 percent in the last quarter of 2008 compared to the preceding quarter, brought on by falling world trade volumes and a decline in domestic demand.

Euro group offers little prospect of accelerated entry

Despite the lack of good news coming from the eurozone these days, a number of central and eastern EU states, whose currencies have been buffeted by the economic downturn, have made calls in recent weeks for accelerated access to the monetary union.But euro group finance ministers signalled their unwillingness to bend current accession stipulations that include a budget deficit below three per cent of national GDP and a stable currency exchange rate relative to the euro for two years prior to accession.There is no question of reducing the rules for joining nor is there any question of reducing ERM-II from two years to one year,said Mr Juncker. Romania is keen to join the euro area in 2014 but the extent of the state's financial difficulties were made apparent on Monday when the IMF announced representatives would fly to Bucharest in the coming days to discuss a possible joint funding package together with the EU. Once we have received the letter from the Romanian authorities asking us to negotiate the use of the balance of payments facility we will start these conversations together with the IMF, said Mr Almunia after the eurogroup meeting.He added that any talks with the new Latvian government to renegotiate the terms of its EU/IMF loan would result in difficult negotiations.

WASHINGTON – The nation's financial rule book must be rewritten to prevent a repeat of the global economic crisis now gripping the United States and other countries, Federal Reserve Chairman Ben Bernanke said Tuesday.We must have a strategy that regulates the financial system as a whole ... not just its individual components, Bernanke said in a speech to the Council on Foreign Relations.Bernanke offered new details on how to bolster mutual funds and a program that insures bank deposits. He also stressed the need for regulators to make sure financial companies have a sufficient capital cushion against potential losses.The Fed chief's remarks come as the Obama administration and Congress are crafting their overhaul strategies. For the administration, critical work will be carried out among global finance officials this weekend in London ahead of next month's meeting of leaders from the world's 20 major economic powers.The patchwork of U.S. financial rules dates to the Civil War. Congress, the administration and the Fed want to strengthen the system to avoid any future financial crises from plunging the U.S. economy and many others into recession.

Bernanke said there's a good chance the U.S. recession could end this year if the government is successful in getting financial markets to operate more normally again. The recession, now in its second year and already the longest in a quarter-century, has turned out to be more severe than anticipated, he acknowledged after his speech.

To guide the regulatory overhaul, Bernanke laid out four key elements. One is for Congress to enact legislation so the failure of a huge financial institution can be handled in such a way to minimize fallout to the national economy — similar to how the Federal Deposit Insurance Corp. deals with bank failures. Such too big to fail companies must be subject to more rigorous supervision to prevent them from taking excessive risk, he said.The bailouts of insurance giant American International Group Inc., Citigroup Inc., Bank of America Corp., and mortgage finance companies Fannie Mae and Freddie Mac have put billions of taxpayers' dollars at risk over the past year and angered the American public.Policymakers also should consider ways to bolster money market mutual funds that are susceptible to runs by investors, Bernanke said. That could be done by imposing tighter restrictions on the financial instruments that money markets can invest in or through a limited system of insurance for certain funds.Bernanke also called for a review of regulatory policies and accounting rules, suggesting a larger financial buffer for the FDIC's insurance program for bank deposits that could be used when conditions worsen. Capital regulations for banks and other financial institutions also must be appropriately forward-looking to ensure sufficient money is set aside against potential losses.

Finally, the government should consider creating an authority specifically responsible for monitoring financial risks and protecting the country from crises like the current one. Some in Congress — and the previous Bush administration — have proposed the Fed, which already serves as the lender of last resort to troubled financial companies, take on this super financial cop role.Asked whether he ever has second thoughts about taking the job as Fed chief, Bernanke said he couldn't deny there's been some dark days, some difficult nights, difficult weekends, but I don't regret it.

EU reaches agreement on reduced VAT rates

EUOBSERVER / BRUSSELS - EU finance ministers reached a political agreement on Tuesday (10 March), enabling member state governments to reduce Value Added Tax in a number of energy intensive service sectors. Under the current EU directive controlling the sales tax, member states are not allowed to reduce VAT below 15 percent. Following Monday's decision, governments will be able to reduce the tax to as low as 5.5 percent in a number of areas, including the restaurant sector. Some of the issues we solved today have been on the agenda for over ten years, said taxation commissioner Laszlo Kovacs, who attended the meeting.The French government has pushed hard for reduced VAT rates, especially in the restaurant sector, but up until today it has faced considerable opposition from the German government over concerns of reduced tax revenue.Fears also existed that variable VAT rates amongst member states could cause considerable price differences throughout the European Union. The agreement will allow service areas where reduced VAT levels already exist to maintain the derogation beyond the previous deadline of 2010. These service areas include bicycle repairs, hairdressing, renovation of private dwellings and window-cleaning. Domestic care services for children, the elderly, sick, and disabled are also eligible for reduced VAT rates. Mr Kovacs stressed that member states were not being forced to reduce the sales tax. I want to underline that reduced rates are not an obligation, it's an option,he said. So while EU citizens may now pay less for a plat du jour in Paris, there is no guarantee this will be the case in other capital cities. Bulgaria, Denmark, Estonia, Germany and Lithuania attached a statement to the ministers' agreement saying they do not wish to make use of the extended scope of VAT rates.

There was praise for Czech finance minister Miroslav Kalousek, who chaired the meeting, that ran over time by more than four hours as member states insisted on numerous amendments to the negotiating text provided by the Czech presidency.

Speaking after the meeting, Mr Miroslav said ministers had also reached an agreement on the main document on the economic situation to be submitted for adoption by EU leaders at a summit on 19-20 March.He also said they had agreed on a common EU position for the G20 finance ministers' meeting this coming Saturday and the leaders summit on 2 April in London. Economy commissioner Joaquin Almunia expressed his satisfaction that finance ministers had adopted the stability and convergence programmes for 21 EU states, documents that outline government taxation and spending plans for the next few years.

Czech president blames crisis on world leaders Published: Monday 9 March 2009

Czech President Václav Klaus last week blamed world leaders for making the current global economic crisis worse. In an article published last Thursday (5 March) in the Czech daily Mlada fronta Dnes (MfD), Klaus complained about the populist steps taken by politicians in tackling the banking crisis. EurActiv Czech Republic reports.

Governments have raised distrust through their pseudo-activities and rash attempts at demonstrating their preparedness, good will and in particular indispensability, Klaus wrote for MfD.The Czech president also met last week with Eurosceptic MEPs from the European Parliament's Independence/Democracy (ID) group to discuss the economic downturn, though the meeting primarily focused on the Lisbon Treaty and different scenarios for European integration, reported EurActiv Czech Republic. Among the participants in the meeting was Vladimír Železný, the founder of Libertas.cz (a sister party of Declan Ganley's anti-Lisbon Treaty party Libertas.eu).Prague analysts perceive the informal gathering as Klaus's quid pro quo to Eurosceptic MEPs following their praise of his speech at the European Parliament in February (EurActiv 20/02/09). Klaus's controversial address, which caused a minor uproar in the EU assembly's hemicycle, featured criticism of the Lisbon Treaty and proposed reform of the EU institutions, as well as criticism of the current course of the European economy.The Czech president has strongly condemned European politicians, primarily French and German, for the gravity of the current crisis, because they compete over who will pump more money into the system. Such behaviour is in line with their populist policies, Klaus said. Železný commended Klaus's discourse, stating that we consider it [Klaus's speech] the most qualified and the most fundamental contribution to the criticism of the development in the EU in the past few years.

The ID group is comprised of 22 MEPs (out of 785). They are Eurosceptic, although they themselves prefer the label eurorealist,as does President Klaus. It is possible that Klaus, by receiving the ID group, is seeking to indirectly influence the outcome of the Parliament elections in favour of Eurosceptic parties, which have found a friendly environment in the Czech Republic.Besides Libertas.cz, there is Petr Mach's Party of Free Citizens and a new coalition of parties (whose name has yet to be revealed) founded by Železný's close colleague, MEP Jana Bobošíková. Bobošíková, who has founded her own political party, Politika 21(Policy 21), intends to run in June's European elections. She shares the anti-Lisbon views of other Eurosceptic parties.

NEW YORK – In a courtroom surprise, it was revealed Tuesday that Bernard Madoff will plead guilty Thursday to securities fraud, perjury and other crimes, knowing that he could face up to 150 years in prison for one of the largest frauds in history. The revelation came as prosecutors unveiled an 11-count charging document against the 70-year-old former Nasdaq chairman, and as his lawyer, Ira Sorkin, told a judge that Madoff planned to plead guilty this week without a plea deal.Madoff has been under house arrest in his $7 million Manhattan penthouse since he was arrested in early December after authorities said he confessed to his family that he had carried out a $50 billion fraud. In court documents filed Tuesday, prosecutors raised the size of the fraud to $64.8 billion, an amount recounted in apparently false statements from November 2008.Authorities reviewing the finances of Madoff's business say the actual loss was more likely much less and that higher numbers reflect false profits he promised investors. So far, authorities have located about $1 billion for jilted investors.Sorkin, prosecutors and U.S. District Judge Denny Chin presaged the drama likely to unfold Thursday as Madoff, wearing a gray suitcoat over a black tie, sat quietly beside his lawyers.Madoff, who wears a bulletproof vest, arrived at court more than three hours before the hearing as authorities tried to diminish the chance he would face a confrontation with investors. Several lawyers for investors showed up as spectators, but the courtroom was largely packed with members of the media.Asked by the judge if Madoff would plead guilty Thursday, Sorkin said: I think that's a fair expectation. The 379-point gain for the Dow Jones industrials, a rally of almost 6 percent, was a welcome break from almost uninterrupted selling. But just as almost nobody expects the banks to snap back to health, almost nobody thinks the market has hit its bottom.One day isn't going to make a trend, said Kurt Karl, chief U.S. economist at Swiss Re.Citigroup Chief Executive Vikram Pandit said in a letter to employees that the bank had operated at a profit for the first two months of this year and was on track, based on historical trends, to make $8.3 billion for the quarter.Pandit said the bank has had its best performance since the third quarter of 2007, the last time it booked a quarterly profit.The news broke a months-long torrent of bad news from the banking industry — particularly for Citi, which had grown so shaky the federal government had to take a 36 percent ownership stake.Banking stocks led the markets higher all day. The Dow finished at 6,926.49, its highest close since late February. All 30 of the Dow industrial stocks gained ground.Citi itself finished at $1.45, a gain of 40 cents. Bernanke's remarks come as the Obama administration and Congress begin to devise their overhaul strategies.The combination of good news was enough to propel the Dow to its best day since Thanksgiving week, when it notched back-to-back gains of 494 and 397 points. But there will still plenty of pessimism on Wall Street. Biden asks Europeans for help in Afghanistan

EUOBSERVER/BRUSSELS – US vice-president Joseph Biden on Tuesday (10 March) renewed pleas for more European involvement in Afghanistan, with EU counterparts relieved he was not insisting so much on troops, but civilian assistance.I know the people of Europe, like the people of my country, are tired of war, and they are tired of this war [in Afghanistan],he said at a press conference following his meeting with Nato ambassadors.But we know that it was from the space that joins Afghanistan and Pakistan that the attacks of 9/11 occurred. We know that it was from the very same area that extremists planned virtually every major terrorist attack on Europe since 9/11, and the attack on Mumbai,Mr Biden continued.The 55,100-strong Nato mission in Afghanistan faces a major shift of policy with President Barack Obama expected to mount a review and produce new proposals ready for the alliance's summit on 2-4 April.

Mr Biden's meeting with European and Canadian ambassadors to Nato was mostly designed to mark the start of a consultation process for the review.I heard from our allies. I heard the concerns and they listed their priorities. And I pledged to them, as I pledge to all Europeans now, that we will build their ideas into our review, which we expect to present to President Obama before the end of this month, in preparation of the Nato summit in April,Mr Biden said.The US is adding 17,000 troops to Afghanistan as it withdraws soldiers from Iraq. But with most European allies already having stretched their military commitment to Afghanistan to the maximum, ambassadors were relieved to hear that Mr Biden was counting on the civilian surge, with the increase in troops to come mostly from the US side, diplomatic sources told EUobserver. The EU is to increase its police training mission from 180 to 400, with member states also expected to send more police trainers, judges and other judicial experts to improve the rule of law in Afghanistan.

Talking to the Taliban

Asked to clarify President Obama's statement that Nato was not winning the war in Afghanistan, Mr Biden said: We are not winning the war, but the war is not lost.He also explained that the US might engage in talks with the moderate elements within the Taliban, who are not sure of their commitment or only do it for the money. He suggested that only five percent of the Taliban were really committed to insurgency.

Mr Biden also met EU top diplomat Javier Solana and the representatives of the current Czech EU presidency and the upcoming Swedish one. A non-Nato member, Sweden nevertheless also actively contributes to the military mission in Afghanistan, and is planning to increase its troop strength in the country from 375 to 500 by the end of this year.Mr Biden gave us food for thought, but also food for action. It is an important year, with elections coming up in Afghanistan, with deliverables needed to be presented at the Nato summit – a trust fund to secure the financial sustainability of the Afghan army, training, electoral monitoring,Nato secretary-general Jaap de Hoop Scheffer concluded at the press conference.

Malaysia Christians battle with Muslims over Allah By Niluksi Koswanage MAR 10,09

KENINGAU, Malaysia (Reuters) – Reciting the Catholic Creed, the 1,800-strong congregation attending mass at St. Francis Xavier Cathedral on Borneo island intones in Malay: We believe in one Lord, Jesus Christ, the only Son of Allah.These Malaysian Catholics, like their brethren in Indonesia, have used the word Allah in place of God since converting to Christianity in the 19th century.But now the government in this mostly Muslim Southeast Asian nation of 27 million people wants to prevent Allah being used by Christians, saying it is subversive and aims to convert Muslims.

Christians fear this is just the thin edge of the wedge.

The government of West Malaysia has an infection of religious hatred. We have to fight back so it does not spread, said Bishop Cornelius Piong after Sunday Mass at the cathedral in the heart of a rice-growing district in eastern Sabah state.

Christianity is practiced by 9.1 percent of the Malaysian population, according to the 2000 census, the most recently available figures. Many of them, like Bishop Piong, come from ethnic groups such as the Kadazandusun, Dayaks, Ibans and Bidayuh who live in the Borneo states of Sabah and Sarawak.Our worship of Allah is so natural, it is part and parcel of the Kadazandusun people here, Piong said.The row over the use of Allah to describe the Christian God feeds into a long-running feud over conversions between the government of a country where all Malays must be Muslims and other faiths, such as Hinduism and Buddhism that are practiced by ethnic Indians and Chinese.

MALAYS FRET OVER CONVERSION

It is illegal in Malaysia to convert from Islam to any other religion although conversions to Islam are allowed.One of the biggest cases involved Lina Joy, a woman who wanted to convert to Christianity to marry her partner, who was baptized and applied to have her conversion legally recognized by the Malaysian state.She lost a court battle two years ago to have the word Islam removed from her identity card. All Malaysian identity cards carry a person's race and religion.It is cases such as these that worry Malaysian Muslim activists and officials and they see using the word Allah in Christian publications including bibles as attempts to proselytize.Those concerns led to the ban on the Catholic Herald newspaper's use of Allah to denote God. The Herald is now suing the government to overturn the ruling, made after it appeared the paper would be allowed to use Allah provided it stamped For Christians on the front page of the paper.Allowing Christians to use the word is dangerous because it's attacking the sole religion of the Malays, said Yusri Mohamad, president of the influential Muslim Youth Movement.We have to question Christians' motive for wanting to use this obviously Muslim word. It appears to be for conversions. All Muslim Malays in Malaysia are against this.Some leading Muslim scholars here say the issue is being blown out of proportion and that the risk of conversions among the 60 percent Muslim population is tiny.They see it as an attempt by the government that has ruled Malaysia uninterrupted for 51 years since independence from Britain to hold on to power by identifying ethnicity with religion. The main ruling party in Malaysia is called the United Malay National Organization, and like its allies from Chinese and Indian parties, it is ethnically based. It is an irrational fear (of conversions) but a very powerful one, said Osman Bakar, the deputy head of the International Institute of Advanced Islamic Studies Malaysia. Now the government has moved to setting up demarcations around the national language.

SPILLING INTO POLITICS

While the Kadazandusun and other indigenous people on Borneo hold the same privileges as Malays in preferential access to areas such education, loans and housing, the resource-rich states of Sabah and Sarawak are far poorer than peninsular Malaysia.

Sabah and Sarawak have voted solidly for parties from the governing National Front coalition since the start of democratic rule in Malaysia. That hegemony is now under threat after the opposition scored its best-ever election result in 2008 when it deprived the government of its two-thirds parliamentary majority and ended up in control of five of Malaysia's 13 states. Opposition leader Anwar Ibrahim is now targeting the voters of Borneo in an effort to keep up pressure on the government and the first test will come in a state assembly by-election in Sarawak in early April.

There may also be a chance for voters in a constituency near to St Francis Xavier to flex their muscles depending on a court decision on whether a move to disqualify three non-government parliamentary candidates was valid. For the people of Bishop Piong's congregation what happens in the battle over the use of Allah will certainly be an issue if the election is re-run. If the government wants to be nasty and stop people from using Allah, it can. But it may not work here. It's God's country here, said 28-year-old Teresa Palikat, a tailor, after attending Sunday Mass in Keningau district.If the elections happen, we will show them (the government) we are serious about Allah.(Editing by David Chance and Bill Tarrant)
