Kadima: Likud Trying to Steal Power

(IsraelNN.com) The Likud and Kadima parties harshly criticized each other on Thursday night as both vied for the privilege of forming the next ruling coalition. While Kadima is in the lead with 28 seats to Likud's 27, right-wing and religious parties have more total mandates than Kadima and the political left.As the final votes were tallied and Kadima was announced the official winner, the party released a statement accusing Likud of trying to steal the elections. This evening needs to put an end to the attempt to steal Israel's government led by Netanyahu and the Likud businessmen,the party said.Kadima spokesmen called on Likud Chairman Binyamin Netanyahu to join a unity government led by Kadima head Tzipi Livni. Kadima won and it's the biggest party, they said. Netanyahu should answer Tzipi Livni's call and join her in creating a unity government under her leadership.Likud answered by accusing Kadima of failing to accept reality. The statement from Kadima shows how it continues to play by spinning a fake reality instead of recognizing the political reality.Most Israelis want Netanyahu as Prime Minister, and clearly rejected Kadima's failed policies, the statement continued. Netanyahu has also proposed a unity coalition that would include both Kadima and Likud, but insists that it be led by Likud. President Shimon Peres has not yet announced which party will be selected to assemble the next coalition. According to protocol, he first hears the recommendation of all the political factions elected to Knesset and then assigns the task of putting together a coalition government to any Knesset member he deems able to do so. The heads of several parties, including the now third-largest party Yisrael Beiteinu, are not revealing their preference.

Election Results Final; No Change

(IsraelNN.com) Soldiers' votes did not change the final results of the election, Central Elections Committee officials announced Thursday night. Kadima remains in the lead with 28 seats.The gap between Kadima and Likud narrowed from 36,000 votes to 20,000 as the IDF votes were counted, but the two parties remain one seat apart.

Likud was the most popular party among soldiers, and Kadima came in second place. Labor was more popular among soldiers than it was among the general public, but still came in fourth to Yisrael Beiteinu. The fifth most popular party was Shas.

Dozens of soldiers chose to vote for kidnapped IDF soldier Gilad Shalit instead of selecting a party. Their vote slips read Gilad Shalit – for how long? and Bring Gilad Shalit home.The Elections Committee now plans to begin calculating each party's final status under the vote-sharing agreements signed before the election. Vote sharing allows one party to benefit from votes given to a second party that did not change that party's number of mandates. The implementation of the vote-sharing agreements is not expected to alter the parties' standings.

But it was the right wing of the Knesset that was the big winner from the poll, with the Likud, Yisrael Beiteinu and Shas parties making strong gains, and with a rightist coalition capable of taking power led by traditional right-wing party Likud if the extreme-right but secular Yisrael Beiteinu and ultra-orthodox Shas groups see eye to eye.Shas supports expansion of Jewish settlements on Palestinian land, while Yisrael Beiteinu leader Avigdor Lieberman advocates that Israeli Arabs be made to take loyalty oaths or be stripped of their citizenship and transferred to the Palestine Authority.Labour, the centre-left party of Israel's establishment and the key party that oversaw the founding of the Israeli state, had its worst showing ever, coming in fourth place with just 19 seats. Kadima and Labour however refuse to work with Israeli Arab political parties, and they, for their part, have said they will not back Ms Livni after the war on Gaza.

Fourteen Israelis lost their lives.The violence saw the EU put talks over upgrading relations with Israel on hold, as well as mass street protests against Israeli actions in several European cities.Twenty three percent overall of people in Germany, France, the UK, Spain, Poland, Austria and Hungary said that Israeli state actions have influenced their opinion of Jewish people in a poll by the US-based Anti Defamation League out this week.Of those, 58 percent said their opinion of Jewish people became worse.

Australian Wildfires Could Fuel Forest Jihad Terrorists, Experts Say

Firefighters and homeowners aren't the only ones keenly watching Australia's massive wildfires, responsible for killing at least 173 people in the southern part of the continent.Terrorism experts suspect Muslim extremists are watching closely, too — and taking note of the devastation.While Australian authorities have revealed no evidence linking the wildfires to extremists, terrorism experts say the large death toll, the huge swath of destruction and the massive financial blow to the country are proving to Islamic terrorists that arson can be a highly effective — and simple —tool of holy war.In November, an extremist Web site called on Muslims to launch a forest jihad in Australia, Europe, Russia and the United States. The posting, which quoted imprisoned Al Qaeda terrorist Mustafa Setmariam Nasar, said setting forest fires was legal under eye-for-an-eye Islamic law.Scholars have justified chopping down and burning the infidels' forests when they do the same to our lands, the posting read.The author of the posting indicated that Nasar — also known as Abu Musab Al-Suri — was urging terrorists to use sulfuric acid or gasoline to start the fires.Forest fires track well with the latest discussion trends seen in the Al Qaeda forums — easy to do, big impact, low security risk, high media coverage, said Al Qaeda expert Jarret Brachman.

We've seen these kinds of appeals for action, be it setting fire to forests in Australia, to creating oil slicks on mountain roads in Europe, to poisoning water supplies and driving buses off bridges in the United States.The fact is that the Al Qaeda ideology is starting to branch out to more of an anyone, anywhere, anytime, anyhow approach.Brachman, author of Global Jihadism: Theory and Practice, said forest jihad fits well in the growing interest among terrorists to establish Al Qaeda armies of one.Could [militants] do this? Yes, said Steve Emerson, executive director of The Investigative Project on Terrorism. It wouldn't be difficult, in the same way that terrorists could poison stored food supplies.Perhaps more troubling, Emerson said, is that there is very little authorities can do to prevent terrorists from setting deadly wildfires.It would be absolutely impossible to protect against, he said. Airport parameters are hard enough to protect. Imagine trying to protect something 100,000 times as big.Neil Livingstone, chairman and CEO of Executive Action LLC, an international consulting firm, said terrorists could claim responsibility for the Australian inferno even if they had nothing to do with it.

That may be something that they try to do, Livingstone told FOXNews.com. Terrorists may well try to pile on, if you will, and say this is their moving hand and that they have unseen agents that are responsible for this. But you can bet that would produce a hell of a backlash against the Muslim population in Australia.If extremists did have had a hand in the wildfires, Emerson said, it would be very disturbing.It would indicate a new area of jihadist attacks, that is, attacking natural resources, he said. And given the devastation of these fires, it certainly could instill new terror ideas in other areas like the food supply chain or in the environmental realm.Nonetheless, he said, the majority of terrorists are likely seeking ways to create the most destruction with the least amount of effort. A wildfire doesn't yield as much fruit as an inner-city bombing, he said.But Brachman said the Al Qaeda armies of one approach has several benefits for terrorists, including more overall acts of violence and additional opportunities to become involved in new geographical areas. It also means less operational control for Al Qaeda's senior commanders, he said.We're definitely going to see more of calls for these kinds of operations in the future, he said. The question that American security professionals and first responders will have to wrestle with is whether anyone will be answering these calls.

The EU and the WTO Defending the rules of international trade

The World Trade Organisation (WTO) was established in 1995. It is an international organization that sets the global rules for trade between nations. The secretariat of the WTO is based in Geneva. As well as mediating in disputes between trade partners, the WTO is also the forum for negotiations between all WTO members to further open trade between them. As of 2008, 153 countries are members of the WTO. All 27 EU member states are individually members of the WTO, but the EU negotiates and acts within the WTO as a single body. The WTO and the multilateral trading system are the core focus for EU trade policy. The EU believes that a system of global rules is the best way to ensure that trade between countries is fair and open. In 2001, WTO members launched the Doha Round of world trade negotiations. These negotiations were intended to further deepen the openness of global trade, and to address the needs of developing countries in particular.

Respecting the Rules

The main benefit of the WTO system is that it is rule-based. Rule-making is the only way to guarantee that all members will adopt the same basic standards for global trade. The rules defined by WTO build on the general acknowledgement that certain types of action are unfair (such as dumping, for example). In case a Member of the WTO infringes these regulations, the injured country can seek justice by taking the case to the WTO dispute settlement system: the dispute settlement mechanism ensures respect of the rules for all - big and small. The EU trade policy instruments and legislation are in line with applicable WTO and other international agreements on unfair trading practices. The EU takes care that European business and industries are not disadvantaged by unfair and injurious practices from other trading partners.

DUBAI, United Arab Emirates — Sofia, a 34-year-old Frenchwoman, moved here a year ago to take a job in advertising, so confident about Dubai’s fast-growing economy that she bought an apartment for almost $300,000 with a 15-year mortgage. An abandoned car in a parking garage in Dubai. One report said 3,000 cars were sitting abandoned at the Dubai Airport. Now, like many of the foreign workers who make up 90 percent of the population here, she has been laid off and faces the prospect of being forced to leave this Persian Gulf city — or worse.I’m really scared of what could happen, because I bought property here, said Sofia, who asked that her last name be withheld because she is still hunting for a new job. If I can’t pay it off, I was told I could end up in debtors’ prison.With Dubai’s economy in free fall, newspapers have reported that more than 3,000 cars sit abandoned in the parking lot at the Dubai Airport, left by fleeing, debt-ridden foreigners (who could in fact be imprisoned if they failed to pay their bills). Some are said to have maxed-out credit cards inside and notes of apology taped to the windshield. he government says the real number is much lower. But the stories contain at least a grain of truth: jobless people here lose their work visas and then must leave the country within a month. That in turn reduces spending, creates housing vacancies and lowers real estate prices, in a downward spiral that has left parts of Dubai — once hailed as the economic superpower of the Middle East — looking like a ghost town. No one knows how bad things have become, though it is clear that tens of thousands have left, real estate prices have crashed and scores of Dubai’s major construction projects have been suspended or canceled. But with the government unwilling to provide data, rumors are bound to flourish, damaging confidence and further undermining the economy.Instead of moving toward greater transparency, the emirates seem to be moving in the other direction. A new draft media law would make it a crime to damage the country’s reputation or economy, punishable by fines of up to 1 million dirhams (about $272,000). Some say it is already having a chilling effect on reporting about the crisis.

Last month, local newspapers reported that Dubai was canceling 1,500 work visas every day, citing unnamed government officials. Asked about the number, Humaid bin Dimas, a spokesman for Dubai’s Labor Ministry, said he would not confirm or deny it and refused to comment further. Some say the true figure is much higher.At the moment there is a readiness to believe the worst, said Simon Williams, HSBC bank’s chief economist in Dubai. And the limits on data make it difficult to counter the rumors.Some things are clear: real estate prices, which rose dramatically during Dubai’s six-year boom, have dropped 30 percent or more over the past two or three months in some parts of the city. Back in December, the Wall Street Journal had a good chuckle over Russian academic Igor Panarin’s prediction that the United States would break apart by 2010. Using threadbare Cold War logic, Andrew Osborn wrote that Panarin’s forecast is music to the ears of the Kremlin, which in recent years has blamed Washington for everything from instability in the Middle East to the global financial crisis. For the WSL scribe, Panarin’s analysis is about the Red Bear returning to its rightful place on the world stage after the weakness of the 1990s, when many feared that the country would go economically and politically bankrupt and break into separate territories.

The Constitution and the Bill of Rights were nullified many years ago, at least since the emergence of the Federalists under Alexander Hamilton. In fact, it was not so much weakness that destroyed Russia as it was the IMF, the World Bank, and Wall Street, in other words it was another bankster looting and fire sale scheme that brought the former Soviet Union down, not that we should expect the Wall Street Journal to admit as much. Ditto the current global financial crisis and instability in the Middle East.Mr. Panarin posits, in brief, that mass immigration, economic decline, and moral degradation will trigger a civil war next fall and the collapse of the dollar, Osborn summarizes. Around the end of June 2010, or early July, he says, the U.S. will break into six pieces — with Alaska reverting to Russian control.
In the case of a growing number of U.S. states, however, it is not so much economic decline and moral degradation pointing the way to a disintegration, but rather violations of the Tenth Amendment. The Tenth Amendment of the United States Constitution, which is part of the Bill of Rights, was ratified on December 15, 1791, and states restates the Constitution’s principle of Federalism by providing that powers not granted to the national government nor prohibited to the states are reserved to the states and to the people. It is based on an earlier provision of the Articles of Confederation: Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled.

Brussels seeks to regain lead on economic crisis

EUOBSERVER / BRUSSELS - The European Commission and Czech EU presidency on Wednesday (11 February) sought to stamp their authority on dealing with the current economic crisis as concern mounts that member states will retreat into economic nationalism.
Commission President Jose Manuel Barroso said there was no magic fix for the situation, which has seen thousands lose their job across the bloc, but that it could be fixed if the 27 member states work together on a co-ordinated European solution.He noted that the commission would on 18 February begin assessing member states' various economic recovery programmes while a few days later a high-level group is to publish its recommendations on how to deal with regulating the financial sector.The commission will also publish its proposals for tackling the crisis on 4 March - a paper that is supposed to feed into the EU leaders spring gathering on 19-20 March.Brussels is also set to produce guidelines for supplying state aid later this month. This is the political hot potato of the moment as some capitals rush to bail out home industries. The commission fears that if such moves are left unchecked, the bloc's internal market - the heart of what the EU is - will be undermined.

Calling the whole situation a great challenge for the European project, Mr Topolanek noted that the crisis is raising problems that were thought to belong to the last century.The Czech presidency also announced it would hold a jobs summit in May to look at the employment situation across the bloc while noting it feels the best way to handle the situation is to be a moderator of discussion and not control countries.
The last was an apparent reference to the constant trickle of criticism coming from Paris, as well as insinuation in some of Europe's media, that Prague is too small and too ineffectual to be skippering Europe at such a time of crisis.

It could not immediately be verified whether there is any evidence the Committees was developing a terrorist apparatus along the vast Jordanian-Israeli border. Attacks from inside Jordan aimed at the Israeli border are almost unheard of, although terrorists have been caught trying to infiltrate inside Israel from Jordan. The jihadist speaking to WND slammed the moderate governments of Egypt and Jordan, both of which have a strong opposition presence of the Muslim Brotherhood, an Islamist organization seeking to spread the Muslim religion around the world. Hamas is an offshoot of the Brotherhood. The Committees leader explained that for the time being his organization does not want to deteriorate the situation in Egypt for fear the Egyptian government will crack down on jihadist cells in the Sinai and weapons smuggling routes into bordering Gaza.

But skinheads and other groups espousing xenophobia have gained clout, evolving from a backwater subculture to an influential movement, said Galina Kozhevnikova, the author of the report.Young people have started joining nationalist groups seeking employment, and the groups appear to be well-funded, she said.The report says pro-Kremlin youth groups are of concern because of their use of anti-migrant slogans, noting that one of them, Young Guard, held a rally under the banner Our Money for Our People last October. It says rallies like these may legitimize racism in society.

Young Guard denied promoting xenophobia and called the Sova report a political provocation.We just want to say that it is necessary to take care of Russian citizens, not migrant workers, during the financial crisis,said a senior official with the group, Andrei Tatarinov. Seeking to prevent the nuclear weapon ranks from expanding further, the United States and other like-minded states negotiated the nuclear Nonproliferation Treaty (NPT) in 1968. In the decades since, several states have abandoned nuclear weapons programs, but others have defied the NPT. India, Israel, and Pakistan have never signed the treaty and possess nuclear arsenals. Iraq initiated a secret nuclear program under Saddam Hussein before the 1991 Persian Gulf War. North Korea announced its withdrawal from the NPT in January 2003 and tested a nuclear device in October 2006. Iran and Libya have pursued secret nuclear activities in violation of the treaty’s terms. Still, nuclear nonproliferation successes outnumber failures and dire forecasts decades ago that the world would be home to dozens of states armed with nuclear weapons have not come to pass.

Nuclear-Weapon States:

The nuclear-weapon states (NWS) are the five states—China, France, Russia, United Kingdom, and the United States—officially recognized as possessing nuclear weapons by the NPT. Although the treaty legitimizes these states’ nuclear arsenals, it also establishes that they are not supposed to build and maintain such weapons in perpetuity. Article VI of the treaty holds that each state-party is to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament. In 2000, the five NWS committed themselves to an unequivocal undertaking…to accomplish the total elimination of their nuclear arsenals. But for now, the five continue to retain the bulk of their nuclear forces. Because of the secretive nature with which most governments treat information about their nuclear arsenals, the figures below are best estimates of each nuclear-weapon state’s nuclear holdings, including both strategic warheads and lower-yield devices referred to as tactical weapons:

China: 100-200 warheads.
France: Approximately 350 strategic warheads.
Russia: 4,237 strategic warheads[1], approximately 2,000-3,000 operational tactical warheads, and approximately 8,000-10,000 stockpiled strategic and tactical warheads.
United Kingdom: Less than 160 deployed strategic warheads.
United States: 5,914 strategic warheads[1], approximately 1,000 operational tactical weapons, and approximately 3,000 reserve strategic and tactical warheads.

Defacto Nuclear-Weapon States:

Three states—India, Israel, and Pakistan—never joined the NPT and are known to possess nuclear weapons. Claiming its nuclear program was for peaceful purposes, India first tested a nuclear explosive device in 1974. That test spurred Pakistan to ramp up work on its secret nuclear weapons program. India and Pakistan both publicly demonstrated their nuclear weapon capabilities with a round of tit-for-tat nuclear tests in May 1998. Israel has not publicly conducted a nuclear test, does not admit to or deny having nuclear weapons, and states it will not be the first to introduce nuclear weapons in the Middle East. Nevertheless, Israel is universally believed to possess nuclear arms. The following arsenal estimates are based on the amount of fissile material—highly enriched uranium and plutonium—that each of the states is estimated to have produced. Fissile material is the key element for making nuclear weapons. India and Israel are believed to use plutonium in their weapons, while Pakistan is thought to use highly enriched uranium.

India: Up to 100 nuclear warheads.
Israel: Between 75 to 200 nuclear warheads.
Pakistan: Up to 60 nuclear warheads.

States of Immediate Proliferation Concern:

Iran is pursuing an uranium enrichment program and other projects that could provide it with the capability to produce bomb-grade fissile material and develop nuclear weapons within the next several years. In contrast, North Korea has the material to produce a small number of nuclear weapons, announced its withdrawal from the NPT, and tested a nuclear device. Uncertainty persists about how many additional nuclear devices North Korea has assembled beyond the device tested in 2006. In September 2005, Pyongyang committed to abandoning all nuclear weapons and existing nuclear programs.Iran: No known weapons or sufficient fissile material stockpiles to build weapons. However, the International Atomic Energy Agency (IAEA), the institution charged with verifying that states are not illicitly building nuclear weapons, concluded in 2003 that Iran had undertaken covert nuclear activities to establish the capacity to indigenously produce fissile material. The IAEA is continuing its investigation and monitoring of Tehran’s nuclear program.

North Korea: Has separated enough plutonium for up to 12 nuclear warheads.

Syria: U.S. officials sometimes name Syria as covertly seeking nuclear weapons. Syria has forsworn nuclear weapons as a state-party to the NPT and its nuclear research reactor is subject to IAEA monitoring. In September 2007, Israel conducted an airstrike on what unnamed officials and some analysts allege may have been the construction site of a nuclear research reactor similar to North Korea’s Yongbyon reactor. In addition, according to a 2004 declassified intelligence report to Congress, Pakistani investigators in late January 2004 said they had confirmation of an IAEA allegation that [Abdul Qadeer] Khan offered nuclear technology and hardware to Syria, according to Pakistani press, and we are concerned that expertise or technology could have been transferred. We continue to monitor Syrian nuclear intentions with concern.

States That Had Nuclear Weapons or Nuclear Weapons Programs at One Time:

Belarus, Kazakhstan, and Ukraine inherited nuclear weapons following the Soviet Union’s 1991 collapse, but returned them to Russia and joined the NPT as non-nuclear-weapon states. South Africa secretly developed and dismantled a small number of nuclear warheads and also joined the NPT in 1991. Iraq had an active nuclear weapons program prior to the 1991 Persian Gulf War, but was forced to verifiably dismantle it under the supervision of UN inspectors. The U.S.-led March 2003 invasion of Iraq and subsequent capture of Iraqi leader Saddam Hussein definitively ended his regime’s pursuit of nuclear weapons. Libya voluntarily renounced its secret nuclear weapons efforts in December 2003. Argentina, Brazil, South Korea, and Taiwan also shelved nuclear weapons programs.

WASHINGTON – The Los Alamos nuclear weapons laboratory in New Mexico is missing 67 computers, including 13 that were lost or stolen in the past year. Officials say no classified information has been lost.The watchdog group Project on Government Oversight on Wednesday released a memo dated Feb. 3 from the Energy Department's National Nuclear Security Administration outlining the loss of the computers.Kevin Roark, a spokesman for Los Alamos, on Wednesday confirmed the computers were missing and said the lab was initiating a monthlong inventory to account for every computer. He said the computers were a cybersecurity issue because they may contain personal information like names and addresses, but they did not contain any classified information.Thirteen of the missing computers were lost or stolen in the past 12 months, including three computers that were taken from a scientist's home in Santa Fe, N.M., on Jan. 16, and a BlackBerry belonging to another employee was lost in a sensitive foreign country, according to the memo and an e-mail from a senior lab manager.The e-mail was also released by the watchdog group.The theft of the three computers in January triggered the inventory and a review of the lab's policies regarding home use of government computers, Roark said.

Russia can launch ICBMs at minute's notice - missile forces chief

MOSCOW, February 11 (RIA Novosti) - Intercontinental ballistic missiles (ICBM) in service with the Russian Strategic Missile Forces (SMF) could be launched within a minute if Russia's security is threatened, the SMF commander has said. Over 6,000 servicemen are on 24/7 combat duty, and at least 96% of all missile systems are ready for deployment within several dozen seconds. It is the highest readiness level among the components of the Russian nuclear triad, Col. Gen. Nikolai Solovtsov said in an interview published on Wednesday by the Krasnaya Zvezda newspaper. At present, six types of silo-based and mobile ICBM systems of the fourth and the fifth generation, including the heavy Voyevoda (SS-18 Satan), capable of carrying 10 warheads, and the Topol-M (Stalin) systems, are on combat duty with the SMF.

According to open sources, the total arsenal of Russia's SMF comprises 538 ICBMs, including 306 SS-25 Topol (Sickle) missiles and 56 SS-27 Topol-M missiles. The fifth regiment at the Tatishchevo Missile Division, which is armed with silo-based Topol-M complexes, was fully staffed in 2008, and there are now 50 silo-based Topol-M systems on combat duty, the general said. The first two Topol-M mobile missile battalions, equipped with six road-mobile systems, have already been put on combat duty with the 54th Strategic Missile Division near the town of Teikovo, about 150 miles (240 km) northeast of Moscow. The deployment will continue in 2009 and the division will be up to full strength by 2010, Solovtsov said. The Topol-M missile, with a range of about 7,000 miles (11,000 km), is said to be immune to any current and future U.S. missile defenses. It is capable of making evasive maneuvers to avoid a kill using terminal phase interceptors, and carries targeting countermeasures and decoys. It is also shielded against radiation, electromagnetic pulses and nuclear blasts, and is designed to survive a hit from any known form of laser technology.

Solovtsov also said that in 2009 the SMF would start bringing into service systems equipped with new-generation (RS-24) intercontinental ballistic missiles, bearing multiple independently targetable reentry vehicle (MIRV) warheads. Making this missile system operational will help bolster the SMF's combat capabilities to overpower missile defense systems, thus strengthening the nuclear deterrence potential of the Russian nuclear triad, Solovtsov said.
