Another anti-Semitic incident took place in a Canadian university Thursday when over 100 anti-Israel activists surrounded a campus building belonging to the Jewish student club ‘Hillel’ at York University, Toronto. The activists pounded on office doors while yelling out racial slurs.Campus security was forced to alert police to restore order and the latter demanded that the offices be shut down.An anti-Israel march is also scheduled for Friday, and Hillel leaders have called on Jewish students to arrive with Israeli flags in order to show support for the country.But anti-Semitism also took its toll outside of the campus. A Jewish student reported receiving a phone call during which an unidentified person threatened his life and those of his family members if he were to continue his pro-Israeli activities in the university.Bert Camp, of York Police, said the case was being investigated by the hate crimes unit because the threatened student is a well-known pro-Israeli figure on campus. Camp said the threats were in all probability related to Israel’s offensive in Gaza.York University, one of the largest in Canada, is home to many Jewish and Israeli students, and many of its faculty members are Jewish. But in recent years the number of Muslim students on campus has increased, and its student council has been characterized as anti-Israeli. Drop YFS held a press conference in a room that could only comfortably fit 30 people, to announce the success of our petition. After letting about 50 people in, we told people that they couldn’t come in, because we were at capacity, and didn’t want to break fire code.Once the conference started, people started banging on the door, yelling Let us in and Zionist Racists.The conference was canceled, and all the students were asked to leave. The students who left were greeted by a mob chanting slurs against them, chanting this is OUR campus and shoving some people.The Jewish students who felt targeted, as well as some journalists, were invited to go up to Hillel, The Jewish student’s lounge, one floor up. They were followed up by about 100people, who continued to chant, and some of whom approached the people watching the door.The people watching the door retreated inside the lounge and locked the door once security arrived. Some people shoved past security and banged on the glass of the door.Some Jewish students went out to confront the people banging on the door, and heard such comments as leave our campus, Israelis off campus and Let’s break the glass and get them out.When a man with his face covered came to the door and banged on it, many students became terrified, began to cry, and some contacted the police.

When the police arrived, they told students to evacuate the room, and be escorted out. The Jewish students lined up, and walked out with their heads down, not saying anything or making eye contact, as instructed by the staff. They were escorted out of the area by police, as the mob of 100 or so chanted more racial slurs, and yelled SHAME.Among the people seen leading the mob were Krishna Saravanamuttu, the York Federation of Students Vice President of Equity. AFP CAIRO – Outrage at the Israel war in the Gaza Strip has turned to intimidation and even violence against Jews living in some Muslim lands, raising questions about the stability of these often tiny communities.In Turkey, Yemen and Indonesia, Muslims have shut down a synagogue, stoned homes and used anti-Semitic slurs. Although the incidents have been isolated, the Jewish minorities in these lands are concerned.Before the conflict broke out in Gaza, we were very involved in the community, said Yusron Samba, whose family for years had operated a synagogue in Indonesia that shut down in fear over the war. Of course we're afraid following strong reaction recently from some Islamic groups questioning our presence here.The fury over Gaza has centered around the hundreds of Palestinian civilians killed in the war, in which 13 Israelis also died. Israel says it could not avoid killing civilians because Gaza militants operate from residential areas, but critics accuse it of using disproportionate force in its war to halt rocket attacks on its territory.The steep Palestinian death toll sparked protests across the Muslim world, Europe and in Venezuela, and in some cases, the rage turned to violence. Firebombs were hurled at synagogues in France, Sweden and Belgium, Jews were beaten in England and Norway and an Italian union endorsed a boycott of Jewish-owned shops. In Venezuela, vandals shattered religious objects at a synagogue and spray-painted, Jews, get out, on the walls.In Yemen, where Islamic militancy is on the rise, anti-Israel protesters pelted several Jewish homes with rocks and smashed windows, injuring at least one person, security officials said.President Ali Abdullah Saleh has offered to give plots of land in the capital, San'a, free of charge to Jews who want to relocate from the provinces, officials said. No one has taken him up on the offer, said the officials, who spoke on condition of anonymity because the offer was made privately in a meeting between the president and Jewish leaders.As many as 250 of Yemen's estimated 400 Jews are thought to live outside San'a.

In Indonesia, the world's most populous Muslim state, Islamic hard-liners marched to the gates of the country's only synagogue, chanting, Go to hell, Israel.If Israel refuses to stop its attacks and oppression of the Palestinian people, we don't need to defend (the synagogue's) presence here, said Abdusshomad Buchori, who led the protest in the town of Surabaya and has threatened to drive out its Jews. The synagogue has been shuttered since.In the past, Jews in Surabaya have experienced no hostility, Samba said. We are not involved in any political activity and we are functioning normally.Jews moved to the Middle East and north Africa after Spain expelled them in the 15th century. Jews were often restricted to separate neighborhoods, had curtailed rights, and sometimes were persecuted. Their condition deteriorated sharply in the first half of the 20th century as a result of Arab nationalism and Israel's impending establishment. Hundreds of thousands fled or were expelled from Arab lands around the time of Israel's 1948 creation, and today, only several tens of thousands remain.

Some communities are tiny, numbering about 100 in Syria and less than a dozen in Baghdad. The biggest concentrations are in Turkey and Iran, where Jews enjoy the stated protection of Islamic governments. The Iranian Jewish community went out of its way to distance itself from Israel during the Gaza fighting, issuing a statement expressing solidarity with the Palestinians and condemning the Israeli offensive. The inhuman behavior of the Zionist regime contradicts the religious teachings of the Jewish faith, the statement said. A group of Iranian Jews, including Jewish lawmaker Siamak Mara-Sedq, protested against the war in front of the U.N. office in Tehran in late December. Turkey is Israel's best friend in the Muslim world, but the greatest turbulence over the Gaza war has taken place there. Earlier this month, Turkish Prime Minister Recep Tayyip Erdogan confronted Israeli President Shimon Peres over the high Palestinian civilian death toll, before storming off the stage they shared at a high-profile forum in Davos, Switzerland. Some of Turkey's 23,000 Jews, however, were more alarmed by a government-ordered minute of silence in schools for Gaza's dead, which they fear is a sign that the Islamic-leaning government's declared intolerance of anti-Semitism might waver. Erdogan's recent observation that the Ottoman Empire welcomed Jews also rankled many who took it to mean that Turkey considered them guests, not citizens. Although Turkish fury was mostly directed at Israel, a few Turkish protesters held placards with anti-Semitic messages. Turkish media showed a photograph of three men in front of the office of a cultural association, holding a dog and a sign saying, Dogs are allowed, but Jews and Armenians aren't.Jewish community leaders say hundreds of anti-Semitic writings have appeared in Turkish media, and that prosecutors have failed to take legal action. Everyone can criticize the policies of Israel, we respect that, Silvyo Ovadya, head of the Jewish community in Turkey, told the Milliyet newspaper. However, every speech criticizing Israel has a tendency to turn into cries of Damn Jews.I don't recall such an atmosphere previously.Erdogan has tried to reassure Turkey's Jews, who live in a country of more than 70 million Muslims, that criticism of Israel does not amount to an attack on Jews and their faith. PARIS – France's top judicial body on Monday recognized the French government's responsibility for the deportation of Jews during World War II, the clearest such recognition of the state's role in the Holocaust.The Council of State found that the government of Nazi-occupied France at the time held the responsibility for deportations that led to anti-Semitic persecution.The decision released Monday also found that the deportation had been compensated for since 1945, apparently ruling out any reparations for deportees or their families.Thousands of Jews were deported from France to Nazi death camps during the occupation. After the war, subsequent French governments took decades to acknowledge any role by the collaborationist Vichy regime in the Holocaust.A Paris court had sought the Council of State's opinion on a request by the daughter of a deportee who died at Auschwitz for reparations from the French state. She was also asking for material and moral damages for her own personal suffering during and after the occupation.The council left it up to the Paris court to rule on her request.But the council in its decision said that it considers that because the acts and actions by the state led to the deportation of people considered Jews by the Vichy regime, (they) constituted errors and became its responsibility.The council called for a solemn recognition of the state's responsibility and of collective prejudice suffered by the deportees.Today, France has western Europe's largest Jewish community of approximately 500,000.

Irish poll shows swing in favour of Lisbon treaty

A new poll has shown a swing in favour of the Lisbon treaty in Ireland as the main political parties argue about when would be the best time to hold a second referendum on the document.According to a survey carried out by the Irish Times newspaper, 51 percent are in favour of the treaty while 33 percent would vote against it. The result represents an increase of 8 points for the Yes camp since November and a drop of six points for the No camp.Analysis of the results suggests it is farmers and middle-class voters who have shifted their opinion towards a Yes since the referendum in June last year.Meanwhile, the least well off tend to be opposed to the treaty.The swing in Lisbon's favour comes amid the country's convulsions in the economic crisis, which has caused massive job losses.The state of the economy has prompted comparisons between it and non-EU member Iceland, where the government collapsed over the crisis and which has needed an International Monetary Fund bailout.Politicians have said that if Ireland was not in the EU, it would be in the same situation as the small Arctic country.But political parties continue to be at odds over when to hold the second poll on the EU treaty.Prime minister Brian Cowen has previously indicated that the poll should be held in autumn, saying only that it will take place before 31 October.Opposition politicians are beginning to say that political advantage should be taken of the economic crisis and that an earlier poll is likely to secure a Yes vote.Euro-deputy Colm Burke, member of the opposition Fine Gael Party, on Sunday (15 February) called on the government to hold the poll in April.The current economic crisis has brought home to people, up and down the land, how vital is Ireland's membership of the European Union, he said.

Setting a date

Meanwhile, the head of Fine Gael Party, Enda Kenny, urged the government to be clear on when the vote is to be held but said that holding it at the same time as the European elections in June - as the government is reportedly considering - would be a mistake.I believe that this would be a serious mistake. Not only would the necessary public debate on Lisbon be overshadowed by the election campaigns, it would run the risk of the elections being turned into proxy referendums by the candidates whose only political platform will be one of opposition to the treaty, said Mr Kenny.He called on Mr Cowen to instead make it clear that the referendum will be held in October and set a firm date.The Czech Republic, currently in charge of the EU, met with the Irish government over the weekend to discuss how to proceed with the Lisbon treaty, which needs to be ratified by all member states to come into force.

Czech deputy prime minister Alexandr Vondra stressed that Dublin is not being put under pressure about when to hold a referendum.He added that Prague will present its progress on establishing legal guarantees for Ireland in certain areas such as tax and social issues at a meeting of EU leaders next month. The guarantees were secured by Mr Cowen late last year as part of the government's package for re-presenting the treaty to the Irish people.

The photographer caught the incident while covering a marathon in Austin.On Saturday, the FAA told pilots through its routine notification system that a potential hazard may occur due to re-entry of satellite debris into the earth's atmosphere. The notice did not specify a time or location.

Big storm moves into S. Calif.; snow closes I-5 FEB 16,09

LOS ANGELES – A winter storm that could be the largest of the season is bringing heavy rain and mountain snow to Southern California.The National Weather Service says the rain should last much of the day, and wind with gusts of up to 45 miles per hour is causing dangerous surf conditions off the coast.The California Highway Patrol says heavy snow has closed a section of Interstate 5 in the mountains north of Los Angeles.Meteorologist David Gomberg calls it the most significant storm so far this season.There could even be waterspouts or small tornadoes, he says.The rains bring renewed fears of mudslides in areas ravaged by wildfires last year. The city of Sierra Madre has warned residents they may need to leave their homes.

LIMA, Peru – The U.S. Geological Survey is reporting a strong earthquake off the coast of northern Peru.The magnitude 6.2 quake shook the region at 5:04 a.m. local time on Sunday (10:04 GMT, 5:04 a.m. EST) about 22 miles (35 kilometers) under the ocean floor.There are no immediate reports of injury or damage.

ANCHORAGE, Alaska – Several communities report feeling a 4.3 magnitude earthquake that struck Alaska's Prince William Sound region.The Alaska Earthquake Information Center says Valdez and Glennallen were among communities that felt the 10:35 a.m. Sunday quake.The earthquake was centered about 33 miles north of Valdez. There are no reports of damage.The earthquake was not linked to an active volcano more than 200 miles to the southwest. But volcanologist Dave Schneider says seismic sensors at Mount Redoubt picked up the quake's signal.

CANBERRA (Reuters) – The death toll from Australia's bushfire disaster rose by eight to 189 on Monday with warnings the toll would continue to climb, as a court released details of a man charged with lighting one of the deadly fires.The wildfires in the southern Victoria state wiped out entire small towns on February 7, destroyed more than 1,800 houses and left 7,000 people homeless in Australia's worst natural disaster in a century.Police confirmed more bodies had been found in the ashes of the disaster, but said the final death toll would not be known until police could identify those killed.I must stress this is a very difficult and painstaking task, Assistant Commissioner Steve Fontana said on Monday. You can imagine the condition, the conditions that were out there, the intensity of the heat.

LEGAL ACTION

Shares in energy supplier SP AusNet dropped more than 13 percent to a one-month low of A$0.94 ($0.61) on Monday, before rallying to close 3.7 percent weaker at A$1.045, as the company said it faced legal action over the fires.SP AusNet, which is controlled by Singapore Power, provides electricity to areas of Victoria affected by the fires. The company said legal action had been launched by groups which say a collapsed power line may have sparked some of the fires.We believe the claim is premature and inappropriate. SP AusNet will vigorously defend the claim, SP AusNet's spokeswoman Louisa Graham said in a statement.Also on Monday, coal-to-groceries conglomerate Wesfarmers Ltd said its insurance division was expected to lose A$13 million pre-tax from bushfire claims.I can't give an estimate of gross claims because there are still a lot of people who have been severely impacted who haven't yet got around to making claims, managing director Richard Goyder said after the company posted a 46 percent rise in first half profit to A$879 million.In the Victorian capital Melbourne, a magistrate lifted a secrecy order on the identity of Brendan Sokaluk, who faces two charges related to one of the February 7 fires that killed 11 people in Victoria's Gippsland region, east of Melbourne.Prosecutors said the police investigation into the fire was continuing, and more than 200 witnesses would be interviewed. If convicted of the charges, Sokaluk faces up to 40 years in jail. He remains in jail and will reappear in court on May 26.Prime Minister Kevin Rudd has declared Sunday, February 22, to be a national day of mourning for the victims of the fires, with a national memorial service to be held in Melbourne.

JERUSALEM – Israel has taken control of a large chunk of land near a prominent West Bank settlement, paving the way for the possible construction of 2,500 settlement homes, officials said Monday, in a new challenge to Mideast peacemaking.Successive Israeli governments have broken promises to the United States to halt settlement expansion, defined by Washington as an obstacle to peace. Ongoing expansion is likely to create friction not only with the Palestinians, but with President Barack Obama, whose Mideast envoy, George Mitchell, has long pushed for a settlement freeze. Obama has said he'd get involved quickly in Mideast peace efforts.The composition of Israel's next government is not clear yet following inconclusive elections last week. However, right-wing parties are given a better chance to form a ruling coalition, with hardline leader Benjamin Netanyahu at the helm.Netanyahu supports settlement expansion and has derided peace talks with the Palestinians as a waste of time, saying he would focus instead of trying to improve the Palestinian economy. Palestinian President Mahmoud Abbas has dismissed Netanyahu's approach as a non-starter, and his aides said recently that peace talks can only resume after a settlement freeze.At the center of the latest expansion plans is Efrat, a settlement of about 1,600 families south of Jerusalem.

The mayor of Efrat, Oded Revivi, said the Israeli military designated 425 acres (172 hectares) near Efrat as so-called state land two weeks ago at the end of a lengthy appeals process. He said nine appeals were filed by Palestinian landowners, adding that eight were rejected and one was upheld.Revivi said Efrat plans to build 2,500 homes on that land, but that several steps of government approval would still be needed before construction could begin — a process that could take years. Eventually, Efrat is to grow to a city of 30,000 people, he said.The settlement is situated in one of the three major settlement blocs that Israel expects to hold on to in any final peace deal. Palestinian reaction to the latest development was not immediately available.Palestinian President Mahmoud Abbas, Israel's peace partner, warned that continued settlement expansion would cripple peace talks.We oppose settlement activity in principle and if the settlement activity doesn't stop, any meetings (with the Israelis) will be worthless, Abbas said.Nearly 290,000 Israelis live in West Bank settlements today, or 95,000 more than in May 2001 when Mitchell first called for a settlement freeze. Israel is allowing in only humanitarian aid, and on Monday was to allow some 200 aid trucks and fuel for Gaza's power plant to enter the territory, the military said. Hamas wants Israel to release hundreds of prisoners in return for Schalit, including high-ranking militants and the masterminds of deadly suicide bombings. Israel's top leadership is scheduled to meet this week to formulate a response to Hamas' demands.

JERUSALEM – Israel's president will escort Pope Benedict XVI around the Holy Land when he visits in May, Prime Minister Ehud Olmert said Sunday, amid strained relations between the Vatican and the Jewish state.Benedict has tried to reduce tensions between the Vatican and Israel that followed his reinstatement of a renegade bishop who questioned the extent of the Holocaust.Olmert spoke of the pilgrimage at a Cabinet meeting on Sunday. In May of this year, Israel will receive a special visitor, Pope Benedict XVI, Olmert said, without giving an exact date. President Shimon Peres will escort him as he visits various sites around the country.
Peres, 85, is a Nobel Peace Prize laureate who has been active in Mideast peace efforts for decades.Fragile relations between the Vatican and Israel worsened last month when the German pope reinstated an excommunicated British bishop, Richard Williamson, who recently told Swedish TV that evidence is hugely against 6 million Jews being deliberately gassed. He said only 300,000 Jews were killed by the Nazis, but not one of them by gassing in a gas chamber.About 6 million Jews were systematically murdered by the Nazis and their collaborators during World War II. Many were gassed in death camps while others were killed en masse by firing squads, starvation and other methods. About 240,000 Holocaust survivors live in Israel.

Benedict later condemned Williamson's remarks and spoke out against anti-Semitism and Holocaust denial.Benedict's trip was planned before the Williamson affair surfaced.There has been only one other official visit by a pope to the Jewish state, by Pope John Paul II in 2000.Pope Paul VI visited in 1964, but in a reflection of the strained nature of the relationship, he spent only part of one day in Israel and never ventured into Jewish west Jerusalem. JERUSALEM – Foreign Minister Tzipi Livni said Sunday that if she doesn't become Israel's next prime minister, she will lead her governing Kadima Party into the opposition — a move that could indefinitely stall Mideast peacemaking.It wasn't clear whether Livni, Israel's chief negotiator with the Palestinians, was ruling out a coalition headed by Benjamin Netanyahu's hawkish Likud Party — or angling for better terms for her centrist party should it choose to enter such a coalition.

Kadima captured 28 of parliament's 120 seats in Israeli elections last week, barely edging out Likud, which won 27. But parties that take a hard line on concessions toward the Palestinians won a total of 65 seats, versus 55 for the more moderate camp, meaning it would be easier for Netanyahu to put together a coalition government.President Shimon Peres is allowed to assign the task to whatever member of parliament he thinks is best able to form a government, and is expected to announce his decision late this week. Both Livni and Netanyahu have called on each other to join a broad-based government, but neither has indicated readiness to serve together.Livni said Kadima's edge gives it the right to lead the government. If not, we will continue to fight for what is right from the opposition,she told Kadima lawmakers on Sunday.Livni's Kadima is in danger of breaking apart, however, if it is relegated to the opposition. The party is an amalgam of hawks and centrists drawn largely from the Likud, and lawmakers might break away and rejoin Likud.Earlier Sunday, Kadima Cabinet Minister Avi Dichter said Kadima would agree to a power-sharing arrangement in which Livni and Netanyahu would take turns being premier. Israel had such an arrangement in the 1980s, but unlike the present situation, parliament's moderate and hawkish blocs were evenly divided then.As Israel's chief peace negotiator over the past year, Livni agreed to discuss with the Palestinians all the major issues dividing the two sides — final borders of the Jewish and Palestinian states, the fate of disputed Jerusalem and a resolution of Palestinian refugees' claims.Netanyahu says the discussion is pointless because the Palestinians aren't ready to govern themselves. If Likud and Kadima don't join forces in the next government, the kingmaker would be the ultranationalist Avigdor Lieberman, who wants to redraw Israel's borders to place heavy concentrations of Israeli Arabs under Palestinian jurisdiction. He believes Arabs who remain should be forced to sign a loyalty oath to the Jewish state or lose their citizenship. Lieberman's Yisrael Beitenu is the country's third-largest party, with 15 seats in parliament.A new government dependent on Lieberman's backing could cripple efforts to negotiate an accord with the Palestinians. AFP JERUSALEM – Israeli weapons developers traced the paths of hundreds of rockets fired by militants during the recent Gaza fighting, hoping the data will help perfect a planned interception system, defense officials said Monday.Rockets fired by militant groups like Hamas and Hezbollah are among the most potent threats facing Israel, with the majority of the country's population now in range from either Gaza or Lebanon. Southern Israel has faced rocket fire from Gaza since 2001, while to the north, thousands of rockets from Lebanon were fired during Israel's war against Hezbollah guerrillas in 2006.During the Gaza offensive, which ended on Jan. 18, Israeli teams collected data on how the homemade rockets and the military-grade Katyushas fired by Gaza militants behaved in different weather conditions and how they were picked up by the interception system's radar, which is already operational, the officials said.The data will be used to assist in the construction of the so-called Iron Dome system, the officials said.They spoke on condition of anonymity because the system's details remain classified. The Iron Dome, which is supposed to protect Israeli towns from rocket fire, is set to be operational in 2010.

The system is being designed as an answer to the Gaza rocket fire, which so far has eluded Israel's sophisticated military.Iron Dome has been criticized by some experts because of its cost — each interceptor will cost between $30,000 and $40,000 — and because it needs 15 seconds to respond, too long to stop rockets from hitting targets adjacent to Gaza.Iron Dome's first intercept test is slated for the end of 2009.

This is one of the earliest examples of a handwritten cheque ,Consumers in the UK should expect a revolution in the way they pay for things in the near future, according to payments association Apacs. The cheque, which is 350 years old on 16 February, is said to be in irreversible decline as innovation points towards a cashless society. Banks will increasingly battle for a consumer to use one card exclusively. But as consumers prepare to pay and access accounts using their mobiles, retailers are worried costs will rise.

Pay date

By 2015, the number of payments made by cash in the UK will be overtaken for the first time by other ways of paying, according to Apacs.At the end of this year, three million Barclays customers will be able to press their debit card to a sensor in more than 8,000 UK shops to register a payment. Meanwhile, the UK could mirror technology already used in East Asia where the chip now found in a plastic card is placed in an everyday item such as a mobile phone or a watch. This is then pushed against a sensor in a shop to pay, and is known as contactless technology.

Fingerprint recognition is already being used. Some children press a digit to a sensor to register when they have a school dinner. And Mastercard plans to allow people to pay their bills through messages on their mobile phones. But Andrew Bailey, chief cashier at the Bank of England, told the BBC that notes and pennies would still survive the test of time. I do not see the banknote dying out in the next ten years. It is not just me saying that because I sign them; there is a demand that I can't see going away, said Mr Bailey, whose signature is on every banknote.

Moribund cheques

The future of the chequebook is far less secure, with numerous retailers refusing to accept them and consumers increasingly turning to electronic payments instead. Those aged in their 20s don't know what a chequebook is, and those in their 30s don't know where their chequebook is, said Sandra Quinn of Apacs. The earliest cheque in the UK was thought to have been written 350 years ago, dated 16 February. It was made out for £400, signed by Nicholas Vanacker, made payable to a Mr Delboe, and drawn on Messrs Morris and Clayton - scriveners and bankers of the City of London. The cheque's predecessor was the bill of exchange - a way for traders to buy and sell goods without the need to carry cumbersome and valuable quantities of gold and silver. In the early days, cheques were used relatively infrequently, mainly by merchants and traders for high-value transactions. They had to be confident that these handwritten pieces of paper could be guaranteed. So they were often issued by goldsmiths within a local network of traders who knew and trusted each other.

Printing processes meant they started to be used by customers of commercial banks, peaking a generation ago in 1990. However now they are used for things like paying tradespeople, or by parents paying for children's school meals or trips. Cheque volumes fell at their fastest rate ever in 2007, down by 10%, with personal cheques accounting for only 6% of all personal non-cash transactions. The payments industry discussed the possibility of phasing out cheques in the UK by 2018, but concluded that the alternatives had not developed sufficiently. As well as electronic transfer of funds on the internet, the most likely replacement for the cheque is mobile payments. A phone number acts as a proxy for a bank account number. So instead of paying, for example, the plumber by cheque - he or she could be paid by an exchange of text messages. In the Netherlands, the cheque is no longer used at all. Its use is also rare in Belgium, Germany, Switzerland and Sweden. But it is used much more commonly in the US than in the UK.

Occasionally, cardholders will be asked to enter their Pin, as they will for purchases above £10. No cash-back will be available. The card provider covers any losses if a card is stolen and the customer reports the loss at the earliest opportunity and does not act negligently. The providers also say it is impossible to clone and any intercepted data would not work if an attempt was made to use it. The decline of the cheque has slowed owing to security measures, with some companies ensuring a dual signature on cheques to maintain internal security.

A closer look at Apacs forecast for the decline of non-cash payments suggests that the move away from cheques, notes and coins has not been as speedy as they expected.
Previous reports by the payments association suggested that non-cash payments would overtake cash transactions as early as 2011. Now, the prediction is 2015. Digital money has also been talked about for years and has never quite taken off, according to many experts. A spokeswoman for Apacs said that it would take time for consumers and retailers to migrate to new technology, but the move away from cash was already happening.

Cash comeback?

However, the British Retail Consortium (BRC) is adamant in its view that cash has a significant present and future, especially during a recession when people are looking to budget. This £5 note is the earliest in the Bank of England Museum's collection .Cash is coming back because it is easier to control in tough times, said Richard Dodd, head of campaigns at the BRC. He said many of the same arguments were made when credit cards were introduced 40 years ago. The Association of Convenience Stores (ACS) said that while contactless could cut the queues at busy commuter shops, such as newsagents, it feared that retailers would miss out on sales because of the £10 limit on contactless purchases. A recent BRC survey claimed that credit cards accounted for 11% of transactions, but 49% of retailers' costs in accepting them.Shopkeepers liked cash, the BRC said, because it was the cheapest to process.

The biggest single cost of card payment collection was the bank merchant service charges, it said. These cost the retailer 2p per transaction for cash, compared with nearly 8p for debit cards, 35p for credit cards, and 53p for cheques. However, the BRC's figures are disputed by at least one card provider.

Wallet battle

As a result, Mr Dodd claimed that the card providers made more from retailers who took card, rather than cash, payments. he banks would dispute this view, but there is no doubt that they would benefit if their brand of card was used most frequently.
This battle to be the front of wallet card means that the providers are pushing to have a range of features on one card. Some forecasters expect consumers to soon be able to use one card for debit, credit and transport payments, as well as being used for small transactions usually paid for with loose change. All those payments and a bank account could then be tracked on a mobile phone. All this suggests that cheques, notes and coins could be dropped eventually, but plenty of groups will be ready to challenge that particular penny pincher.

EUOBSERVER / BRUSSELS - Bank analysts predict that Ukraine is heading for a historic default on its national debt, in a scenario that could complicate EU-Ukraine relations and have an impact on the recent Russia-Ukraine gas transit deal. The market is pricing in a probability of sovereign default of almost 90 percent, Commerzbank analyst Ulrich Leuchtmann told EUobserver on Monday (16 February). It could happen in the next couple of quarters.Ukrainian industrial production has plunged 26 percent compared to last year. The hryvna has lost over a third of its value against the US dollar and the International Monetary Fund is hesitating on payments of a rescue loan as Kiev declines to keep down public spending. The political battle between President Viktor Yushchenko and Prime Minister Yulia Tymoshenko ahead of upcoming presidential elections is making matters worse.Some experts even fear that Mr Yushchenko will use his influence over the central bank to prevent it from bailing out the Tymoshenko government on debt repayments.

One party could provoke this kind of sovereign default to reap a political benefit, HSBC bank expert Alexander Morozov said. In that case, Tymoshenko could not fulfill promises to her electorate in terms of paying wages and pensions and so on.The biggest national default in history, Argentina, in 2001 plunged ordinary Argentines into deep poverty for several years and saw international creditors snatching up Argentine state-owned assets abroad. A more likely model for Ukraine would be Russia's financial crisis of 1998, which saw Russia write off billions in foreign debt. The Russian economy bounced back by 2000, however, as investors returned because of the country's long term growth prospects.

Ukraine fallout

If Ukraine defaults, Austrian, French, Swedish, Italian and German banks stand to be the worst losers, with collective exposure of around €30 billion ($40bn) in the country, according to the Bank of International Settlements. A default could also have implications for Ukraine's gas trade with Russia, hot on the heels of the January gas crunch, which saw Moscow halt the flow of gas to the EU over a bilateral price dispute with Kiev. [Russian gas supplier] Gazprom could be a victim, HSBC's Mr Morozov said. If there is no money, then decisions will have to be made on what kind of debts won't be paid and Russian gas could be the first among these.The European Commission is monitoring the situation with concern. But for the time being, there is no talk in the EU of crafting a rescue package from institutions such as the European Bank for Reconstruction and Development, as EU states concentrate on economic tensions at home.Talks on an EU-Ukraine free-trade agreement and a political association pact are continuing as normal, with industry commissioner Gunther Verheugen in Kiev on Monday launching an EU scheme to help Ukrainian small and medium-sized enterprises.But if the EU does nothing to help even as Ms Tymoshenko courts Russia for a rescue loan, it risks further dampening Ukraine's hopes of a post-Soviet era allegiance with the West. This issue puts everyone's attention on the Western world and what it could do to help Ukraine from going bust, Credit Suisse analyst Cristian Maggio said. But in this wider crisis, everyone is out for themselves.

Sarkozy wants to choose own seat at NATO summit

French president Nicolas Sarkozy has threatened to boycott the April NATO summit celebrating the 60th anniversary of the organisation, unless he is allowed to choose where he sits at the conference table.The president appears not to want to follow the established rules whereby seating is arranged by alphabetical order. Instead, he has insisted he should be seated next to NATO secretary general Jaap de Hoop Scheffer, according to a report in German Spiegel Online.Under a compromise deal, Mr Sarkozy would sit on Mr de Hoop Scheffer's right whenever TV cameras are in the room, while German chancellor Angela Merkel would sit to the left of the NATO chief.

Once the doors are closed to outsiders, however, the 26 leaders would switch chairs and be seated according to alphabetical order.The secretary of the NATO council would then sit on one side of Mr de Hoop Scheffer, followed by the prime minister of Belgium, while the organisation's vice secretary-general, followed by US president Barack Obama, would sit on his other side.France and Germany are co-hosting the April summit in Strasbourg and Kehl, during which Paris is expected to announce its return to NATO's military structures, after reportedly securing two senior command positions.

Meanwhile, Slate.fr - a French spin-off of the US online news magazine, which was launched earlier this month by a group of journalists led by a former Le Monde editor - last week focussed on the president's poor level of English and the difficulties it causes when talking with peers.Mr Sarkozy - seen as the most pro-American French president in the country's recent history - will need a translator when he meets Mr Obama in April, Slate.fr wrote, citing embarrased advisors to the president.In addition, the French leader's gaps in English mean he cannot participate in small talk with his non-French speaking counterparts during high-level meetings, and cannot freely give interviews to CNN or other English speaking media, unlike his wife Carla Bruni-Sarkozy or his predecessor Jacques Chirac.As a student, Mr Sarkozy failed his diploma for the prestigious Sciences-Po - the Institute for Political Science - in Paris, due to bad grades in English.

G7 provides few answers to economic crisis

Finance ministers and central bank governors of the Group of Seven industrialised nations (G7) met over the weekend in Rome to discuss the ongoing financial crisis and economic slowdown. Russia, which has increasingly attended such meetings in recent years (forming the G8), but is not considered a fully developed country, did not participate.How long do finance ministers have to solve the current crisis?
Few new concrete proposals to deal with the severe global economic downturn and financial turmoil appeared to come out of the meeting. Instead the communiqué issued at the end of the gathering said: The stabilisation of the global economy and financial markets remains our highest priority, before listing the government measures used to tackle the crisis so far. Former chief economist at the International Monetary Fund, Simon Johnson, said the G7 was asleep at the wheel. Rather than seizing a good opportunity to reassert its leadership he continued, the group had issued a bland communiqué of vague intentions.The UK finance minister, Alistair Darling, said the talks had provided a useful stepping stone for the G20 summit in London on 2 April.One concrete measure at the gathering was Japan's signing of an agreement on Saturday (14 February) to provide €78 billion ($100 billion) to the International Monetary Fund (IMF). Germany, which also runs a trade surplus and holds sizable foreign currency reserves, did not follow suit. The IMF has recently provided emergency loans to Latvia, Hungry and the Ukraine and there had been fears that its holdings of $142 billion could run out before the end of the year. The finance ministers and bank governors discussed the issue of protectionism but the final statement merely said: The G7 remains committed to avoiding protectionist measures, which would only exacerbate the downturn.The EU is currently struggling to contain a surge in protectionism as fears grow that support plans in certain member states could have negative repercussions on others in the union.The group also discussed the need for new regulation of the global banking sector, a topic that EU leaders will turn to at their summit in Brussels on 19-20 March.

Italy's Giulio Tremonti called for a new global order in this area whereas Peer Steinbrueck, Germany's finance minister, stressed the need to prepare an exit strategy from the current high levels of government spending. One purpose of the meeting was to provide finance ministers with an opportunity to meet the new US treasury secretary, Tim Geithner. We had a good impression [of Geithner]. He's a good debater, he's easy to speak to, he's frank and open, commented Jean-Claude Juncker, who also attended the meeting as chairman of the Eurogroup.Mr Geithner surprised many last month by calling China a currency manipulator, using strong language that had been avoided by his predecessor Hank Paulson. The G7 appeared to adopt a softer approach with the statement saying: We welcome China's fiscal measures and continued commitment to move to a more flexible exchange rate, which should lead to continued appreciation of the Renminbi.

ROME, Feb 14 (Reuters) - Following is the full text of a communique drawn up by G7 finance ministers and central bank governors who met in Rome on Friday and Saturday.
We, the G7 Finance Ministers and Central Bank Governors met today amid an ongoing and severe global economic downturn and financial turmoil. The stabilisation of the global economy and financial markets remains our highest priority. We have collectively taken exceptional measures to address these challenges and we reaffirm our commitment to act together using the full range of policy tools to support growth and employment and strengthen the financial sector.The financial measures taken by each of us are helping to stabilise extremely volatile financial markets.

These actions aimed at restoring normal credit flows to the economy follow three approaches as needed 1) enhanced liquidity and funding through traditional and newly created instruments and facilities 2) strengthen the capital base according to the competent authority's assessment of individual financial institutions and 3) facilitate the orderly resolution of impaired assets. The G7 commit to take any further action that may prove necessary to re-establish full confidence in the global financial system.We will continue to work together and to cooperate to avoid undesirable spillovers and distortions.What started as financial turmoil has now gripped the real economy and spread throughout the world. The severe downturn has already resulted in significant job losses and is expected to persist through most of 2009.The policy response by the G7 has been prompt and vigorous, its full effects will build over time. Policy interest rates have been reduced to very low levels and unconventional monetary policy actions are being taken as appropriate. Budgetary action has been resolute. In addition to the full functioning of automatic stabilisers, substantial further fiscal stimulus packages are being implemented. By taking action together the effects of our individual actions will be boosted. Our fiscal policy measures adhere to principles that will increase their effectiveness.

The G7 remains committed to avoiding protectionist measures, which would only exacerbate the downturn, to refraining from raising new barriers and to working towards a quick and ambitious conclusion of the Doha round. The G7 also stresses the need to support emerging and developing countries' access to credit and trade financing and resume private capital flows, and is committed to explore urgently ways, including through multilateral development banks, to enhance this support.This crisis has highlighted fundamental weaknesses in the international financial system and that urgent reforms are needed. We agree that a reformed IMF, endowed with additional resources, is crucial to respond effectively and flexibly to the current crisis. In this respect, we welcome the Japanese government's lending agreement with the IMF. Increased collaboration between the IMF and the expanded Financial Stability Forum (FSF) will be particularly important to develop a timely and reliable assessment of macro-financial risks. We also welcome the contribution of the World Bank and regional Development Banks to providing finance to emerging and developing countries affected by the crisis, using their resources effectively.

The G7 finance ministers have asked their deputies to prepare, in consultation with other partners, a progress report in four months on developing an agreed set of common principles and standards on propriety, integrity and transparency of international economic and financial activity.The G7 is committed to continue working with partners in international fora to accelerate reforms of the regulatory framework including limiting procyclicality, the scope of regulation, compensation practices, market integrity and risk management.

Japan's economy in quarterly dive FEB 16,09 Japanese exports have been hit by the global economic downturn .Japan's economy contracted by 3.3% in the last quarter of last year - its worst showing since the oil crisis of the 1970s, official figures show.

The contraction means the economy shrank at an annual pace of 12.7% during the October to December period. Economic Minister Kaoru Yosano said Japan faced its worst economic crisis since the end of World War II. The slowdown in the world's second-biggest economy is steeper than that being experienced in the US or Europe.

Japan has been hit particularly hard by falling global demand for its products. People had been saying for some time that GDP would be bad, so while the market didn't welcome the numbers there was no excessive reaction Hiroaki Osakabe, Chibagin Asset Management.Exports, particularly of electronics and cars, have slumped and production has been slashed. Consumers have cut back too, alarmed by rising unemployment.This is the worst economic crisis in the post-war era. There is no doubt about it, Mr Yosano said at a news conference. The Japanese economy, whose growth is heavily dependent on exports of automobiles, machinery, and IT equipment, was literally battered" by the global downturn, he said.

Mild reaction

However, Japan's stock market largely brushed off the latest economic news. The Nikkei share index lost 0.4%, while the broader Topix rose 0.7%. People had been saying for some time that GDP would be bad, so while the market didn't welcome the numbers there was no excessive reaction, said Hiroaki Osakabe at Chibagin Asset Management. How one Japanese worker is coping with the downturn The next quarter is likely to also be tough because consumption may well fall off.Mr Yosano said the government would consider new stimulus measures to aid the economy. Japan alone won't be able to recover. The economy has no border. It is our responsibility to rebuild the domestic economy for other countries, he added. Prime Minister Taro Aso is hampered in his response by a divided parliament and a fractious ruling party.

There were reports over the weekend that he is considering another stimulus package of government spending worth 20 trillion yen ($218bn; £152bn). But the latest opinion poll has showed that fewer than 10% of people support the prime minister, who must call a general election by September.

Two decades ago a 23-year-old Cornell University graduate student brought the Internet to its knees with a simple software program that skipped from computer to computer at blinding speed, thoroughly clogging the then-tiny network in the space of a few hours.The program was intended to be a digital Kilroy Was Here. Just a bit of cybernetic fungus that would unobtrusively wander the net. However, a programming error turned it into a harbinger heralding the arrival of a darker cyberspace, more of a mirror for all of the chaos and conflict of the physical world than a utopian refuge from it.

Since then things have gotten much, much worse.

Bad enough that there is a growing belief among engineers and security experts that Internet security and privacy have become so maddeningly elusive that the only way to fix the problem is to start over.What a new Internet might look like is still widely debated, but one alternative would, in effect, create a gated community where users would give up their anonymity and certain freedoms in return for safety. Today that is already the case for many corporate and government Internet users. As a new and more secure network becomes widely adopted, the current Internet might end up as the bad neighborhood of cyberspace. You would enter at your own risk and keep an eye over your shoulder while you were there.Unless we’re willing to rethink today’s Internet, says Nick McKeown, a Stanford engineer involved in building a new Internet, we’re just waiting for a series of public catastrophes.That was driven home late last year, when a malicious software program thought to have been unleashed by a criminal gang in Eastern Europe suddenly appeared after easily sidestepping the world’s best cyberdefenses. Known as Conficker, it quickly infected more than 12 million computers, ravaging everything from the computer system at a surgical ward in England to the computer networks of the French military.Conficker remains a ticking time bomb. It now has the power to lash together those infected computers into a vast supercomputer called a botnet that can be controlled clandestinely by its creators. What comes next remains a puzzle. Conficker could be used as the world’s most powerful spam engine, perhaps to distribute software programs to trick computer users into purchasing fake antivirus protection. Or much worse. It might also be used to shut off entire sections of the Internet. But whatever happens, Conficker has demonstrated that the Internet remains highly vulnerable to a concerted attack.If you’re looking for a digital Pearl Harbor, we now have the Japanese ships streaming toward us on the horizon, Rick Wesson, the chief executive of Support Intelligence, a computer consulting firm, said recently.

The Internet’s original designers never foresaw that the academic and military research network they created would one day bear the burden of carrying all the world’s communications and commerce. There was no one central control point and its designers wanted to make it possible for every network to exchange data with every other network. Little attention was given to security. Since then, there have been immense efforts to bolt on security, to little effect. In many respects we are probably worse off than we were 20 years ago, said Eugene Spafford, the executive director of the Center for Education and Research in Information Assurance and Security at Purdue University and a pioneering Internet security researcher, because all of the money has been devoted to patching the current problem rather than investing in the redesign of our infrastructure.In fact, many computer security researchers view the nearly two decades of efforts to patch the existing network as a Maginot Line approach to defense, a reference to France’s series of fortifications that proved ineffective during World War II. The shortcoming in focusing on such sturdy digital walls is that once they are evaded, the attacker has access to all the protected data behind them. Hard on the outside, with a soft chewy center, is the way many veteran computer security researchers think of such strategies.Despite a thriving global computer security industry that is projected to reach $79 billion in revenues next year, and the fact that in 2002 Microsoft itself began an intense corporatewide effort to improve the security of its software, Internet security has continued to deteriorate globally.Even the most heavily garrisoned military networks have proved vulnerable. Last November, the United States military command in charge of both the Iraq and Afghanistan wars discovered that its computer networks had been purposely infected with software that may have permitted a devastating espionage attack.

At Stanford, where the software protocols for original Internet were designed, researchers are creating a system to make it possible to slide a more advanced network quietly underneath today’s Internet. By the end of the summer it will be running on eight campus networks around the country.The idea is to build a new Internet with improved security and the capabilities to support a new generation of not-yet-invented Internet applications, as well as to do some things the current Internet does poorly — such as supporting mobile users.The Stanford Clean Slate project won’t by itself solve all the main security issues of the Internet, but it will equip software and hardware designers with a toolkit to make security features a more integral part of the network and ultimately give law enforcement officials more effective ways of tracking criminals through cyberspace. That alone may provide a deterrent.This is not the first time a replacement has been proposed for the current Internet. For example, modern Windows and Macintosh computers already come equipped to support a new Internet protocol known as IPv6 that would fix many of the shortcomings of the current IPv4 version. However, because of cost, performance and compatibility questions it has languished.That has not discouraged the Stanford engineers who say they are on a mission to reinvent the Internet. They argue that their new strategy is intended to allow new ideas to emerge in an evolutionary fashion, making it possible to move data traffic seamlessly to a new networking world. Like the existing Internet, the new network will almost certainly have no one central point of control and no one organization will run it. It is most likely to emerge as new hardware and software are built in to the router computers that run today’s network and are adopted as Internet standards.For all those efforts, though, the real limits to computer security may lie in human nature.The Internet’s current design virtually guarantees anonymity to its users. (As a New Yorker cartoon noted some years ago, On the Internet, nobody knows that you’re a dog.) But that anonymity is now the most vexing challenge for law enforcement. An Internet attacker can route a connection through many countries to hide his location, which may be from an account in an Internet cafe purchased with a stolen credit card.As soon as you start dealing with the public Internet, the whole notion of trust becomes a quagmire, said Stefan Savage, an expert on computer security at the University of California, San Diego.

A more secure network is one that would almost certainly offer less anonymity and privacy. That is likely to be the great tradeoff for the designers of the next Internet. One idea, for example, would be to require the equivalent of drivers’ licenses to permit someone to connect to a public computer network. But that runs against the deeply held libertarian ethos of the Internet.Proving identity is likely to remain remarkably difficult in a world where it is trivial to take over someone’s computer from half a world away and operate it as your own. As long as that remains true, building a completely trustable system will remain virtually impossible.

Islamic law to be imposed in parts of Pakistan FEB 16,09 By RIAZ KHAN, Associated Press Writer.

PESHAWAR, Pakistan – The government agreed to impose Islamic law and suspend a military offensive across much of northwest Pakistan on Monday in concessions aimed at pacifying the Taliban insurgency spreading from the border region to the country's interior.The announcement came as three missiles believed fired from a U.S. drone aircraft destroyed a house used by a local Taliban commander elsewhere in the northwest, killing 30 people, witnesses said.The cease-fire, in Pakistan's Swat Valley hundreds of miles from the missile strike in Kurram, will likely concern the United States, which has warned Pakistan that such peace agreements allow al-Qaida and Taliban militants operating near the Afghan border time to rearm and regroup.

The truce announcement came after talks with local Islamists, including one closely linked to the Taliban.Speaking in India, U.S. special envoy to Afghanistan and Pakistan Richard Holbrooke said the unrest in Swat was a reminder that the United States, Pakistan and India face an an enemy which poses direct threats to our leadership, our capitals and our people.Amir Haider Khan Hoti, the chief minister for the North West Frontier Province, said authorities would impose Islamic law in Malakand region, which includes the Swat Valley. Shahak Baluch, who claims to speak for the little-known Baluch United Liberation Front, announced the extended deadline in a call to the Quetta Press Club. The group's name indicates a link to separatists rather than Islamic extremists. Its demands include the release of 141 women allegedly held by Pakistani authorities, but Pakistan has denied it is holding the women. Nuclear subs collide in Atlantic FEB 16,09

HMS Vanguard is now back at its home base at Faslane on the Clyde ,A Royal Navy nuclear submarine was involved in a collision with a French nuclear sub in the middle of the Atlantic, the MoD has confirmed. HMS Vanguard and Le Triomphant were badly damaged in the crash in heavy seas earlier this month. First Sea Lord Admiral Sir Jonathon Band said the submarines came into contact at low speed and no injuries were reported. Le Triomphant is based at L'Ile Longue near Brest, north-west France. HMS Vanguard arrived back in Faslane on Saturday. On 6 February, France's defence ministry had said that Le Triomphant collided with an immersed object (probably a container) when coming back from patrolling, and that the vessel's sonar dome was damaged. But in a subsequent statement, it admitted that the collision between the two submarines took place.They briefly came into contact at a very low speed while submerged, the statement added.

TEHRAN, Iran – Iran restructured its military in an effort to improve its air defense capabilities, military commanders have said.The move is seen as part of a broader military build up by Tehran, which is concerned about the U.S. military's presence in neighboring Iraq and Afghanistan and Israeli threats to target its nuclear facilities.Gen. Ahmad Mighani announced over the weekend that Iran's supreme leader ordered a new branch be split off from the air force to deal specifically with any threats to the country's air space. The order rearranges the regular military into four branches — the ground force, the navy, the air force and the air defense force, he said.The commander of the new force will oversee radar, military intelligence gathering equipment and anti-aircraft missile units, Mighani said. He did not elaborate.Some Iranian lawmakers praised the decision to establish the air defense force.Mohammad Esmaeil Kowsari, a prominent parliament member, said the reorganization centralizes decision-making in the air defense system and boosts the country's readiness to deal with outside threats.Tensions have somewhat eased between Tehran and Washington since President Barack Obama took office last month, but disputes over Iran's nuclear program remain unresolved. Israel, the United States and some allies accuse Iran of seeking to build nuclear weapons. Iran denies the charges, saying its aim is to generate electricity.Iran has taken Israeli threats of attacking its nuclear sites seriously and has said Israel would be subject to Iran's devastating retaliation if it attacked the Islamic Republic.
