How evil? How evil can a society be that uses its children as human shields? Where is the outcry of the oh-so-moral United Nations and Human Rights groups? Of course, our cries of justice fall on deaf ears, and I do not even waste the time writing to these Jew-Hating and G-d hating organizations. However, it is still good to combat pictures with pictures.I was watching Al-Jazeera this morning on the television and have to admit, that the photos of the dead bodies near the UN. school were quite ghastly. (No showing the actual video the IDF took of them shooting mortar shells from that building they had civilians in.) I noticed how they repeat showing the footage of their dead over and over again, to drill into viewer's minds how horrible Israel is.Well, I can't fight fire with fire, becasue Israel does not usually allow photos of people's dead bodies to be exposed on TV as the Arabs thrive on doing with their own. But I CAN show you some of the things that the world does NOT see, and that is how these Arab Muslims treat their own civilians; men, women and children.

Snow, freezing rain blanket S. Ontario in first significant storm of 2009

TORONTO - An overnight mix of snow and freezing rain has turned roads across southern and eastern Ontario into a slippery mess for commuters. Freezing rain warnings are in effect for the Niagara area to Hamilton while snowfall warnings cover eastern portions of the province. Provincial police say they have been dealing with numerous accidents because of slippery roads and most are single vehicle crashes. Pearson International Airport in Toronto reports a few dozen flight delays and cancellations, primarily due to weather problems in other cities. Thousands of students in southeastern Ontario are getting a day off because of cancelled school buses. School buses are parked in Hastings, Prince Edward, Lennox and Addington and Frontenac Counties, Northumberland County and in Niagara Region.

The airport authority said flight crews and other workers had been unable to reach the airports.Snow that blanketed much of northwestern Italy caused train delays of up to two hours as the Italian railway had to slow track speeds. Schools closed in many cities.A rare snowfall in France's normally sunny Cote d'Azur sent the national railway into crisis mode, halting trains in Provence as well as the Alps. Authorities stopped all buses in the port city of Marseille and closed surrounding highways, urging drivers to stay home. NEW YORK (Reuters) – The U.S. Northeast and Midwest can expect an extended winter chill, including bitter cold temperatures next week, that should boost demand for home heating fuels, forecasters and oil traders said on Tuesday.Forecasters said Northeastern states should brace for a major storm as early as Tuesday that would bring snow, freezing rain, sleet and below normal temperatures to major metropolitan areas.Hard on its heels would follow even colder temperatures as another cold front moves in Sunday in the Northeast as well as the Midwest, extending deep into next week, they said.This cold snap will bring some of the coldest temperatures of the winter to the Midwest and the Northeast, David Streit, senior meteorologist at MDA Federal Inc, told Reuters.It looks like Chicago will go below zero by next week, he added, referring to a Fehrenheit temperature reading for the Windy City equal to minus 18 Celsius. And then along the Northeast you will see a lot of those cities dropping into the teens.Energy analysts said the colder weather would likely boost demand for heating fuels in the Northeast, the world's biggest heating oil market, and the Midwest, where households prefer natural gas as a home heating fuel.With colder than normal temperatures expected to move into the eastern U.S. next week, heating oil is the strongest segment of the petroleum complex so far today, said Tim Evans, energy analyst with Citi Futures Perspective.He was referring to heating oil futures for February delivery on the New York Mercantile Exchange, which jumped more than 4.50 percent to $1.6688 per gallon on Tuesday.

Private forecaster Accuweather.com said a major storm would hit Northeastern states Tuesday and Wednesday -- spawned by a fast-moving storm from the northern Plains and a powerful storm from the Deep South that will combine over the Northeast.By Wednesday, heavy icing is expected from Pennsylvania into southern New England, with up to a foot of snow possible across the higher terrain of interior New England, Accuweather said on its website. Ice will change to rain along the Interstate 95 corridor.Northeast temperatures, which averaged 4 to 8 degrees F (2-4 C) above normal during the past 24 hours, will be 1 to 4 degrees F below normal by Thursday and 4 to 8 degrees F (2-4 C) below normal Saturday, forecaster DTN Meteorlogix said.

DTN Meteorlogix's 6-to-10-day forecast called for near to below normal temperatures in the U.S. Northeast.MDA Federal's Streit said the storm system expected to hit the Mid-Atlantic and the Northeast in the next 48 hours did not appear to have a lot of snow for the major metropolitan areas, but will nonetheless prove to be messy and cold.It's a big storm ... It's mostly freezing rain and sleet. Temperatures will be running below normal, he said.But this storm system is not the one that's going to usher in the very cold weather. TORONTO (Reuters) - The Canadian economy is in for a rough ride through the first half of the year and will see little or no growth in 2009 as the recession takes hold, top economists from Canada's largest banks said on Wednesday.The economy will also continue to shed thousands of jobs and the unemployment rate will move higher as fallout from the global financial crisis takes its toll.The comments were made by a panel of leading domestic bank economists at a Economic Club of Canada event in Toronto early on Wednesday.The first half of 2009 looks pretty terrible for Canada, said Don Drummond, chief economist at Toronto-Dominion Bank.Drummond's comments came ahead of key data due on Friday that is expected to show the Canadian economy shed 22,000 in December. That would follow a loss of 70,600 jobs in November.The slowdown in the global economy which wreaked havoc on financial markets last year is expected to keep weighing on the domestic economy.Canada sends about 75 percent of its exports to the United States, leaving it extremely vulnerable to the growing economic crisis there.There's a lot of bad news to get through over the next six months, said Avery Shenfeld, senior economist at CIBC World Markets.Warren Jestin, Chief Economist at Bank of Nova Scotia, also said there will be fairly tough news as we go through the first half of this year.

The comments come less than a month after the Bank of Canada unexpectedly cut its key overnight rate by 75 basis points to a 50-year low of 1.50 percent and said for the first time that the economy was entering a recession.Craig Wright, chief economist at Royal Bank of Canada, said the Canadian economy will see no growth in 2009.Data released late in December showed the economy shrank in October, paving the way for a recession that has now been widely predicted by economist and government officials.(Reporting by Frank Pingue; editing by Rob Wilson)

Stock markets down sharply on dismal economic, corporate news

TORONTO - The New Year's rally on the Toronto stock market has come to an abrupt halt after six strong sessions, with the main index falling more than 200 points on a litany of distressing economic and corporate news. New York indexes were also lower as a private sector employment report raised fears that Friday's non-farm jobs report for December will come in much worse than expected and chip maker Intel said fourth-quarter revenue missed expectations. Toronto's S&P/TSX composite index tumbled 261.84 points to 9,210.25 after gaining more than five per cent since the start of 2009 as investors snapped up beaten-down energy and base-metals stocks. New York's Dow Jones industrials declined 178.3 points to 8,836.8. All TSX sectors were lower Wednesday morning, led by declining energy and base metals stocks amid, predictions from some of Canada's top economists of more financial troubles for Canada in 2009 and a slow recovery. At a gathering of economic minds at the Economic Club of Canada in Toronto, they said the global economic meltdown will continue to affect the country for at least the first half of the year before it returns to growth, which will likely be lower than normal. The TSX Venture Exchange moved 23.11 points lower to 890 while the Canadian dollar shed 0.35 cent to 84.2 cents US. The ADP National Employment Report said private sector employment fell by 693,000 in December. Economists had been expecting a drop of about 490,000 jobs in the U.S. last month. The Nasdaq composite index lost 38.87 points to 1,613.51 after chip maker Intel said it expects fourth-quarter revenue to fall 23 per cent from the same period a year earlier. It said it is missing its previous outlook because of ongoing weak demand and inventory reductions by its PC maker customers. Intel shares fell 59 cents to US$14.78. The S&P 500 index gave back 19.8 points to 914.9.

Markets are grabbing on any data that they can get to and (while) the ADP report hasn't been an appropriate predictor of what the employment figures will be but they give you a sense of the direction, said Norman Raschkowan, chief investment officer at Mackenzie Financial Corp. Intel was obviously disappointing and of course the Fed's release yesterday of the minutes from their last meeting where they're talking about the recession being deeper and longer and then (Obama) talking about trillion-dollar deficits for a number of years going forward - people woke up this morning with all sorts of news reminding them we're not out of the woods yet.Another reminder of deteriorating employment levels came late Tuesday after aluminum producer Alcoa Inc. said it is reducing its global work force by about 13,500, or 13 per cent, by the end of the year and lowering total output by more than 18 per cent annually. Its shares tumbled 94 cents to US$11.18. The TSX energy sector is down 5.34per cent as crude prices retreated after running up about $10 a barrel over the last week, in large part because of the Israeli offensive in Gaza. The February crude contract on the New York Mercantile Exchange fell $3.73 to US$44.85 a barrel as demand concerns trumped concerns over the Mideast after a government report showed U.S. oil reserves were much bigger than expected last week. EnCana Corp. (TSX:ECA) declined $2.87 to $57.99 while Suncor Inc. (TSX:SU) eased $1.61 to $27.41.

Enterra Energy Trust (TSX:ENT.UN) says it may limit capital spending due to falling commodity prices. Its units were off eight cents to 80 cents as the company said it is looking for alternative investment opportunities besides a conventional drilling program. The financial sector stepped back 1.75 per cent as Royal Bank (TSX:RY) gave back 68 cents to $37.36 and Manulife Financial (TSX:MFC) dropped 81 cents to $23.30.
The base metals sector declined 7.5 per cent with Teck Cominco Ltd. (TSX:TCK.B) down 50 cents to $7.69 and Sherritt International (TSX:S) lost 31 cents to $4.15. The gold sector was down 4.15 per cent as the February bullion contract in New York fell $19.90 to US$846.10 an ounce. Goldcorp Inc. (TSX:G) faded $1.15 to $33.99. Consumer discretionary stocks were also in the red with shares in auto parts maker Magna International (TSX:MG.A) down $2.70 to $39.54. General Motors Corp. has cancelled plans to build the Pontiac G8 sport truck that was scheduled to go on sale this year. Pontiac spokesman Jim Hopson says the move is part of GM's ongoing review related to its long-term viability plan and that the sport truck didn't fit with the company's vision for Pontiac. GM shares added 17 cents at US$4.11. Major air carriers WestJet (TSX:WJA) and Air Canada (TSX:AC.A) had fewer empty seats in December despite economic hurdles and weather-related challenges. Calgary-based WestJet reported a load factor of 80.9 per cent for the month, up 1.6 percentage points from 79.3 in December 2007 as the airline increased capacity 10.6 per cent.

Air Canada reported a load factor of 81.7 per cent, up 2.9 percentage points from the same month a year earlier as it cut capacity 9.9 per cent, dropping system traffic by 6.6 per cent. WestJet shares climbed 27 cents to $13.01 while Air Canada dipped one cent to $1.85. Reitmans (Canada) Ltd. (TSX:RET.A) shares fell 28 cents to $10.42 after it said its same-store sales decreased by 5.4 per cent in December.
Sales for the year decreased slightly to $1.001 billion from $1.004 billion in 2007.
In Asian trading, Japan's Nikkei stock average rose 1.74 per cent, and Hong Kong's Hang Seng index fell 3.37 per cent. Britain's FTSE 100 fell 3.3 per cent, Germany's DAX index declined 1.9 per cent, and France's CAC-40 was off 1.85 per cent.

EU considers emergency measures as gas crisis intensifies

EUOBSERVER / BRUSSELS - Restarting old nuclear reactors, sharing gas stocks and calling an EU-Russia-Ukraine summit have emerged as potential EU reactions to the gas crisis, as severe supply cuts hit EU consumers and industry.Twelve thousand homes in Varna, Bulgaria were left without central heating as snow fell on Tuesday (6 January), with Bulgarian fertiliser producers Neochim and Agropolychim forced to halt production after Russian gas to the country stopped flowing through Ukraine in the small hours.Gas supplies to Greece, Austria, Romania, Slovenia, the Czech Republic and Slovakia fell by 70 percent to 100 percent, with Slovakia - which imports all of its gas from Russia - expected to declare a state of emergency at midnight.France, Germany, Italy, Poland and Hungary also suffered serious disruptions. Poland reduced gas deliveries to industrial plants and Germany's energy champion - E.ON Ruhrgas - warned the company's possibilities [of functioning normally] will reach their limits if the problem drags out.Ukraine-Russia negotiations on fixing 2009 gas prices and resuming normal supply are to restart in Moscow on Thursday. But Ukraine President Viktor Yushchenko warned the EU that things might get worse before they get better.The Russian side intends to either significantly reduce or stop altogether transits of Russian natural gas [to Europe], his office said in a statement on Tuesday afternoon.

The European Commission and the Czech EU presidency do not know how the situation will unfold, despite top-level telephone contact between the European Commission president, the Czech prime minister, the Bulgarian prime minister and Russian and Ukrainian leaders.Nobody knows exactly what is at stake or what the conflict is really about, a Czech diplomat told EUobserver. This reflects very badly on their [Russia and Ukraine] reputations.Czech Prime Minister Mirek Topolanek said he may call a snap EU-Russia-Ukraine summit as an extreme measure if the situation does not swiftly improve. Meanwhile, EU member state energy experts are to meet in a Gas Co-ordination Group in Brussels on Friday to discuss possible solidarity measures for the worst-hit EU states.There are reserves in different member states that could be used, there could be gas that could be transported, there could be a switch to different types of fuels, European Commission spokesman Ferran Tarradellas Espuny said.Bulgarian President Georgi Parvanov floated the idea of restarting one of two decommissioned reactors at the Kozloduy nuclear plant in line with Article 36 of the country's accession treaty on energy security.

Wider ripples

Lithuania is also eyeing the gas crunch with a view to prolonging the life of Reactor II at its Ignalina nuclear plant or speeding up a €1.5 billion EU grant to build energy bridges to Sweden and Poland.The Baltic states receive Russian gas via Belarus instead of Ukraine. But a similar dispute in 2007 saw disruptions to Russian gas transit via Belarus, with 70 percent of Lithuania's economy to run on Russian gas after Ignalina II shuts down in December. In the longer term, the Czech EU presidency plans to push for the installation of new counting stations on the Russia-Ukraine and Ukraine-EU borders to increase transparency on gas flows. The EU may also propose running Russia-Ukraine gas transit via a new consortium that includes EU oversight, or negotiating a legally-binding transit treaty with its neighbours.

Middle man

Russia-Ukraine transit is currently handled by the Swiss-registered firm RosUkrEnergo, which is reportedly co-owned by Russia's Gazprom and Ukraine oligarch Dmitry Firtash.The company buys gas from Gazprom and sells it to Ukraine's Naftogaz. But details of contracts and profits are secret, with some analysts suspecting the firm of being the main troublemaker in Russia-Ukraine energy relations.It has been alleged that the company doesn't do much for its healthy remuneration and has plenty of money to buy political influence, the European Council on Foreign Relations' Andrew Wilson told this website.

Russian supplies of gas to the EU via Ukraine dived by 70 percent overnight from Monday (5 January) to Tuesday Ukraine says, with Bulgarian consumers told to turn off gas stoves after an emergency government meeting.Gazprom has begun pumping gas to the EU via Ukraine at just 92 million cubic metres a day compared to 270 million cubic metres the day before, Ukraine state gas firm Naftogaz said. We do not understand how we will deliver gas to Europe, Naftogaz spokesman Valentin Zemlyansky told newswires. This means that in a few hours, problems with supplies to Europe will begin.Russian gas stopped flowing to Bulgaria, Greece, Macedonia and Turkey at around 3:30 am Sofia time on Tuesday, with the Bulgarian government holding an emergency meeting at 7:00 am and urging people to switch to alternative heating sources.Bulgaria - where temperatures stood at minus seven degrees Celsius on Tuesday and are forecast to hit minus 15 this week - relies on Russia for almost all its gas, while running coal and nuclear power plants as well.We are in a crisis situation, Bulgaria's economy ministry said in a statement.The sudden supply drop marks a sharp escalation in the 2009 gas crisis, putting it on an equal footing with the 2006 gas crunch when Russian levels also dived by 200 million cubic metres overnight.Russian Prime Minister Vladimir Putin had on Monday instructed Gazprom to cut Ukraine's EU-bound gas by a smaller amount - 65 million cubic metres - to cover volumes allegedly stolen by Ukraine.Cut it now, Mr Putin told Gazprom CEO Alexei Miller live on Russian TV, amid promises to boost EU supplies via smaller pipelines in Belarus and Turkey instead.

A delegation of European Commission and Czech EU presidency officials is in Kiev on a fact-finding mission on Tuesday, with EU officials to also meet Gazprom staff in Berlin the same day.A meeting of the Gas Co-ordination Group - bringing together EU member states, Russian and Ukrainian energy experts - has also been tabled for Friday in Brussels.The commission has so far said it would not intervene in the dispute unless it affected EU consumers, calling it a commercial and bilateral matter for Russia and Ukraine.Most EU states at a meeting of EU deputy ambassadors in Brussels on Monday took the same line, despite Lithuanian calls for the EU to help Ukraine in what Vilnius sees as Russian political bullying.It was repeated many times that this is a purely commercial dispute, Czech EU presidency spokesman Radek Honzak told EUobserver. Lithuania does not speak for the European Union.The gas row erupted on 1 January after Gazprom accused Naftogaz of not paying its 2008 bill and after Ukraine rejected a 150 percent price increase for 2009 gas deliveries.The EU gets about one fifth of its daily gas needs from Russia via Ukraine.

EU lobbying registry has no real benefit

EUOBSERVER / BRUSSELS - A UK cross-party parliamentary committee inquiry into the lobbying industry has issued a report that criticises the European Commission's voluntary registry of lobbyists as having no real benefit and of being no model for the introduction of a similar registry in Britain. After a year and a half of investigations into the sector and its influence on legislation, the eleven-member Public Administration Select Committee on Monday (5 January) called for the creation of a registry of lobbying activity for the UK, but insists that, unlike in the case of the commission's current framework, lobbyists should be forced to sign up to it.

We see no advantage whatsoever to a voluntary register, which, as has been shown in the European Commission's case, the report reads, allows those who wish to hide the nature and scale of their activity to do so, and leads to the availability of uneven and partial information of no real benefit to those wishing to assess the scale and nature of lobbying activity.The UK report looked at existing legislation on lobbying in Australia, Canada, the EU, Germany and the United States and found that the EU had produced the weakest framework of the bunch.Having compared the different national strategies, the MPs concluded that the best result would be achieved if a lobbying registry was mandatory and covered all those involved in influencing decision-makers. The registry should also be managed and enforced by an oversight body funded by lobbyists but staffed externally and with robust input from outside the industry.In another break with the commission's registry, the MPs also call for any registry to include the names of individual lobbyists. The commission registry contains no names apart from those of the lobbying firms.The UK deputies also want to see all information made publicly available about contacts between lobbyists and decision makers, including diary records and minutes of meetings, whenever they meet. Owen Espley, a campaigner for lobbying transparency with Friends of the Earth in England, Wales and Northern Ireland, said the result of the committee's inquiry was long overdue.Its account of the commission's registry is entirely accurate, he said. The commission should take into account its domestic recommendations for the EU as a whole when it reviews the operation of its registry after a year.A voluntary registry will always fail to cover all actors involved in lobbying.The commission's registry was launched in June last year. As of today, some 800 have signed up.

Transparency campaigners estimate that between 15 and 20,000 lobbyists attempt to influence legislation in Brussels, a figure also often quoted by commissioner Kallas.

New joint registry with parliament will be mandatory

But the commission brushed off the criticism, saying it is happy that its transparency initiative is now being picked up by the member states.We welcome that the debate on lobbying has moved down to the EU member state level, said Valerie Rampi, spokesperson for administration commissioner Siim Kallas, the architect of the registry.The commission really picked up this initiative from scratch in 2005, she added, speaking to this website. Before that time, there was very little regulation of lobbying in EU capitals.She said that the commission will be following closely how the debate progresses in the UK and what the government will do.Although the report was published [on Monday], the work on it happened in the autumn, and the number of those having registered since has gone up quite a bit, although we note that there is still a problem with lawyers and think-tanks, who have contributed their fair share.She also said that the work the commission is doing in partnership with the European Parliament, to develop a one-stop shop, so that lobbyists only have to register once rather than with both the institutions, should deal with worries that the current register is voluntary and that individuals are not registered.It will be de facto mandatory and name names, as every individual lobbyist has to register to get an access card in order to enter the buildings.The Council of Ministers, however - representing the member states, and the most secretive of the EU's three main institutions - will not be participating in the project.The group charged with the common lobby registry is expected to present its proposals in June.

Israel conditionally welcomes cease-fire proposal

GAZA CITY, Gaza - Israel ordered a pause in its Gaza offensive for three hours Wednesday to allow food and fuel to reach besieged Palestinians, and a government spokesman said it welcomes an Egyptian-French cease-fire proposal as long as Hamas halts militant rockets and weapons smuggling. Hamas said it would only support a deal that included an opening of Gaza's borders. French President Nicolas Sarkozy said in Paris that both Israel and the moderate Palestinian leadership in charge of the West Bank had accepted the truce proposal. And in Turkey, a diplomat said that country will be given the task of constructing an international force for Gaza.

However, Israel said it would support the proposal only if it halts hostile fire from Hamas in Gaza and includes measures to prevent the militant group from rearming, said government spokesman Mark Regev. A Hamas official offered similar cautions. Israel is still widening and escalating its aggression and is not giving any positive signals in response to these efforts, Ghazi Hammad said. With criticism rising of the operation's spiraling civilian death toll and Gazans increasingly suffering the effects of nonstop airstrikes and shelling, Israel's military opened humanitarian corridors to allow aid supplies to reach Palestinians. Israeli military spokesman Peter Lerner said the recess in offensive operations was aimed at allowing in supplies and fuel and would last from 1 p.m. to 4 p.m local time (6 a.m. to 9 a.m. EST). He said similar lulls in the coming days would be considered. However, Lerner said that even during the pause for every attack against the army, there will be a response. Gaza residents reported scattered gunfire and explosions even after it was supposed to have gone into effect, but the scale of fighting appeared to drop.

As Israel's leadership met in the morning in Tel Aviv, sounds of heavy gunfire and thick plumes of smoke engulfed the Zeitoun neighbourhood east of Gaza City. Israel said it struck 40 Hamas targets during the hours of darkness. Gaza health officials said new strikes Wednesday morning killed eight people. Outrage over an Israeli strike Tuesday near a UN school continued, with the UN agency responsible for the building demanding an impartial investigation into the attack. Gaza health officials put the death toll from the strike at 39, while the UN said 40 were killed. Israel said its forces fired at militants who launched mortars from that location. About 300 of the more than 670 Palestinians killed so far are civilians, according to Palestinian and UN figures. Of those killed, at least 130 are children age 16 and under, says the Gaza-based Palestinian Center for Human Rights, which tracks casualties.

At least 30 Palestinians died, staining streets with blood.The Egyptian and French presidents didn't release details of their proposal, saying only that it involved an immediate cease-fire to permit humanitarian aid into Gaza and talks to settle the differences between Israel and the Islamic militants of Hamas who rule the small coastal territory.They said they were awaiting a response from Israel. Israeli officials in Jerusalem declined immediate comment on the announcement, which came amid diplomatic efforts by the U.S. and other nations to resolve a conflict that has seen 600 people killed in 11 days.Secretary of State Condoleezza Rice weclomed the initiative, but cautioned that no agreement would succeed unless it halted Hamas rocket attacks on Israel and arms smuggling into Gaza.Earlier in the day, President-elect Barack Obama broke his silence on the crisis, saying that the loss of civilian life in Gaza and in Israel is a source of deep concern for me. He declined to go further, reiterating his stance that the U.S. has only one president at a time.

At U.N. headquarters, Palestinian President Mahmoud Abbas welcomed the proposal. I express my support for the plan set in motion today by President Mubarak and President Sarkozy, said Abbas, who was in New York for a Security Council meeting on the Gaza crisis. Israeli officials have said any cease-fire agreement must prevent further rocket attacks by Gaza militants and put in place measures to prevent the smuggling of missile and other weapons into the small Palestinian territory. Rice told the Security Council meeting that the U.S. understood the growing desire for a cease-fire. In this regard, we are pleased by, and wish to commend, the statement of the president of Egypt and to follow up on that initiative, she said. But Rice added that any solution must address Israel's security. There must be a solution this time that does not allow Hamas to use Gaza as a launching pad against Israeli cities. It has to be a solution that does not allow the rearmament of Hamas, and it must be a solution that finds a way to open (border) crossings so that Palestinians in Gaza can have a normal life, she said. In the wake of the criticism over civilian casualties, Israel agreed to set up a humanitarian corridor to ship vital supplies into the Gaza Strip, an idea that had been raised by the U.N. Security Council. Under the plan, Israel would suspend attacks in certain areas to allow people to get supplies. At U.N. headquarters, Secretary-General Ban Ki-moon called the Israeli bombardment of U.N. facilities in Gaza totally unacceptable. Israel's shells have fallen around three schools, including the girls school hit Tuesday, and a health center for Palestinian refugees. Ban added that it was equally unacceptable for militants to take actions that endanger Palestinian civilians, referring to the practice of militants making attacks from residential areas. Some 15,000 Palestinians have packed the U.N.'s 23 Gaza schools because their homes were destroyed or to flee the violence. The U.N. provided the Israeli military with GPS coordinates for all of them. The three mortar shells that crashed down on the perimeter of the U.N. school struck at midafternoon, when many people in the densely populated camp were outside getting some fresh air, thinking an area around a school was safe.

A total of 71 Palestinians were killed Tuesday — with just two confirmed as militants, Gaza health officials said.
