Vietnam floods kill 19, capital Hanoi under water Fri Oct 31, 4:26 am ET

HANOI (AFP) – Floods have killed at least 19 people in central Vietnam, emergency services said Friday, as heavy rains also lashed the capital Hanoi and left many streets under one metre (three feet) of water.Central Ha Tinh province -- where muddy waters inundated buildings and hundreds of hectares of rice and other crops -- reported seven deaths, said the National Flood and Storm Prevention Committee.A 48-year-old man was swept away after feeding his buffalo and a 19-year-old man was killed on the way to husk rice, said the committee's online report, adding that three of the victims were children.Nghe An province reported eight deaths, four of them children aged between eight and 12 years old.The children were swept away in strong currents on their way home from school, the provincial disaster office said in a report.More deaths were reported from Quang Ngai and Quang Nam provinces.A week of heavy rains has swollen rivers and triggered flash floods and landslides in the region, where downpours continued Friday.In northern Vietnam, the capital Hanoi was also hit by heavy rains that turned streets into rivers and caused traffic chaos, leaving many people stranded as flood waters soaked their motorcycle engines.Vietnam gets lashed by typhoons, tropical storms and heavy rains every year. CANBERRA, Australia – Australia became an integral link in a network of tsunami warning hubs across the Indian and Pacific oceans with the official opening of a national monitoring center Friday.The Joint Australian Tsunami Warning Center that opened in the southern city of Melbourne joins India as a "tsunami watch provider" for 29 countries on the Indian Ocean rim that are prone to the killer waves, said Ray Canterford, head of the Australian Bureau of Meteorology's disaster mitigation office.Work on the 69 million Australian dollar ($46 million) center developed by the government was launched six months after the catastrophic 2004 tsunami.It will provide essential sea level and seismic data to the Pacific warning network to Southwest Pacific island nations. This data is critical to the Pacific Tsunami Warning Center in Hawaii and the Japanese Meteorological Agency in Tokyo, Canterford said.Eventually, there will be a network of several countries on the Indian Ocean rim with their own tsunami warning centers sharing scientific data, he said.We're actually enhancing the capabilities of other countries in the Pacific and in the Indian Ocean, he said.The center relies on high-tech deep sea buoys, five of which are located northwest of Australia below Indonesia, one in northeast of Australia in the Coral Sea and two in the Tasman Sea off the southeast coast.Indonesia, which bore the brunt of the 2004 tsunami that killed more than 230,000 people, is expected to have its own national warning center fully operational by the end of the year, Canterford said.

DALLAS — A 3.0 magnitude earthquake shook parts of North Texas, but no significant damage was immediately reported.The U.S. Geological Survey says the earthquake, reported at 12:01 a.m. Friday, was centered in an area about 10 miles west of Dallas.

The federal agency also says the impact area was about 20 miles east-northeast of Fort Worth.An April 7 earthquake in South Texas had a 3.7 magnitude.On the Net:

Pakistan earthquake death toll crosses 300 Friday, 31 October , 2008, 01:04

Islamabad: The toll in the devastating earthquake that struck Pakistan's Balochistan province sharply rose to over 300 on Thursday as thousands of people left homeless grappled with freezing temperatures amidst a series of powerful aftershocks. Health official Ayub Kakar and Dilawar Khan Kakar, the mayor of Ziarat district which was hit hardest by Wednesday's quake, told state media that more than 300 people had died thus far and about 1,000 others were injured. Residents of village in Ziarat, located close to the epicentre of the 6.5-magnitude quake, said they feared the causalities might be over 400. Local officials said up to 40,000 people had been left homeless. Some 200 houses were completely destroyed in 30 villages in Ziarat, they said. A string of aftershocks added to panic among survivors, many of whom spent Wednesday night in the open. Rescue workers put up tents for survivors but only 3,000 people could be accommodated in one relief camp. Landslides in some parts of the quake-hit mountainous areas blocked roads and hampered relief operations. Aid workers said the toll could rise further as they expected more bodies would be dug out of the rubble of mud brick homes that collapsed in Ziarat and Pishin districts.

Outgoing Israeli PM wants to renew Syria peace talks Fri Oct 31, 11:30 am ET

JERUSALEM (AFP) – Outgoing Israeli Prime Minister Ehud Olmert is considering resuming indirect peace talks with Syria during his remaining three months in office, a senior official said on Friday.The Turkish-mediated peace talks were put on hold shortly after the premier announced on July 30 he would step down over a corruption scandal. Olmert will remain at the head of a transitional government until the February general elections.The prime minister is considering the possibility of renewing the indirect talks with Syria, the official told AFP.

According to another official, Olmert has asked the Turkish government to present the Syrians with the proposal. Olmert made the request during a meeting with visiting Turkish Defence Minister Vacdi Gonulto on Thursday.Olmert's spokesman Mark Regev said that the prime minister sees importance in continuing the dialogue and talks on the Syrian track.Syrian President Bashar al-Assad said last month that the talks require more time and effort.The two sides have so far held four rounds of Turkish-brokered discussions. A fifth round had been scheduled for October 30 but was postponed at Israel's request.Direct negotiations were frozen eight years ago after Israel baulked at Syrian demands for the return of the whole of the occupied Golan Heights, right down to the Sea of Galilee, its main water source.Israel seized the Golan in the 1967 Middle East war and annexed it in 1981 in a move never recognised by the international community.

Brown heads to Gulf for talks on world economy Fri Oct 31, 10:07 pm ET

LONDON (AFP) – Gordon Brown is heading for a tour of oil-rich Gulf states, hoping to persuade them to give extra funds to help countries hit by the world economic turmoil.Brown will spend four days in the region holding talks with leaders as he pursues his efforts to help coordinate the global response to the world economy's dramatic plunge.Earlier this week, he said he wanted the International Monetary Fund's 250 billion dollar bailout fund for countries hit by the financial crisis to be extended to prevent contagion spreading to other nations.The former finance minister, who has seen his struggling premiership boosted by his handling of the economic woe, added that he wanted Gulf states and China to be among the biggest donors to an expanded scheme.It's the countries that have got substantial reserves, the oil-rich countries and others who are going to be the biggest contributors to this fund, he said Tuesday.I am going to the Gulf at the weekend and it is one of the items that will be in the discussions with all the international leaders.The trip comes ahead of a meeting of G20 leaders in Washington including Saudi Arabia's King Abdullah on November 15 which will discuss a restructuring of the world financial system, including the IMF.Brown said he has discussed the plan with IMF chief Dominique Strauss-Kahn, as well as French President Nicolas Sarkozy and German Chancellor Angela Merkel.The IMF is set to bail out Hungary, Ukraine and Iceland, while Pakistan is reportedly poised to apply for IMF assistance over its balance of payments crisis.But Brown could face a struggle to persuade the Gulf states, despite strong historic and trade links with Britain.The states, whose main economic driver is oil, have been hit by its price dropping below 60 dollars a barrel this week from record highs of nearly 150 dollars in July on fears of falling demand because of the slowdown.And Brown clashed with leading oil producing countries last week over its emergency cut in production.

The Commerce Department reported consumer spending dropped a sharp 0.3 percent in September while their incomes, the fuel for future spending, managed only a small 0.2 percent gain.That followed a report a day earlier that the U.S. economy shrank by 0.3 percent in the third quarter. The accepted definition of a recession is two straight quarters of a shrinking economy.

Closing out the worst October in 21 years but one of the best weeks ever, investors did some bargain shopping on Wall Street, snapping up stocks that have plunged in value. The Dow Jones industrial average gained nearly 145 points.Meanwhile, the outgoing Bush administration sent signals to automakers and other industries hoping for government purchases of their stock that they probably won't qualify for the program.Administration officials, who spoke on condition of anonymity because the program is still being put together, said it was unlikely the auto companies would be able to qualify for direct government purchases of stock in their auto-financing arms as part of the $250 billion stock purchase program.They could still be eligible for government purchases of bad assets, such as auto loans, under a separate program that is expected to spend $100 billion initially. The government plans to buy stock in banks and lift bad assets on their books as part of the financial system bailout.

The wrangling over the broader rescue program continued, with Democrats stressing Congress wants the package to be used to pump new loans into the economy, not diverted to stockholders or executives or to buy other banks.I am deeply disappointed that a number of financial institutions are distorting the legislation that Congress passed, said House Financial Services Committee Chairman Barney Frank, D-Mass. But prices over the past year are up by more than 4 percent, and inflation is outside the Fed's comfort zone.

Still, the central bank is expected to focus on fighting to keep the country out of a severe recession — not raising rates to fight inflation. The Fed cut a key interest rate by a half-point on Wednesday to 1 percent, tying the lowest level in the past half-century. Analysts said if the economy remains weak, the Fed could well cut rates again at their last meeting of the year on Dec. 16. OTTAWA (Reuters) – Canada's Anglican bishops sidestepped a request from the worldwide Anglican Communion to stop blessing gay marriages for now, despite warnings that failure to do so would imperil Anglican unity.The bishops issued a statement on Friday saying a large majority of them could affirm a continued commitment to the greatest extent possible to a moratorium on the blessing of same-sex unions until the Canadian church's general synod in 2010.But the statement did not commit the entire Anglican Church of Canada to agreeing to the request made in August by the once-a-decade Lambeth Conference of global Anglican leaders.That conference had asked for moratoriums on same-sex blessings, the ordination of gay bishops and on conservative bishops making cross-border interventions in other countries.Archbishop of Canterbury Rowan Williams, leader of the global Anglican church, had warned that the 80-million-member communion would be in grave peril if the request for moratoriums were ignored.

Lambeth's request on gay bishops was primarily addressed at the Episcopal Church of the United States, which has a gay bishop in New Hampshire.The request on same-sex blessings was aimed at both the U.S. and Canadian churches, while the request on cross-border interventions was aimed at Latin American and African bishops.The British Columbian diocese of New Westminster caused an outcry among conservative Anglicans around the world in 2003 when it started authorizing some parishes to bless gay unions.The decision-making synods in four more Canadian dioceses have asked their bishops in the past year to do the same. The bishop of Montreal said last week that he would start drafting liturgy for blessing same-sex marriages, and the bishop of Ottawa said last week he intended to authorize one parish to bless gay marriages.Canada is one of the few countries in the world that has legalized gay marriage, although churches are not compelled to perform gay weddings.Some congregations have left the Anglican Church of Canada because of its tolerance in some regions toward gay marriages, and put themselves under the care of Anglican churches in Latin America or Africa.

Commission hails Turkey's role in regional stability

EUOBSERVER / BRUSSELS - Turkey's role as promoter of regional stability has improved in the last year, Brussels says in a draft report on Turkey and the western Balkans' progress towards the EU, while stressing that Ankara still has a lot to do in a number of areas before being judged fit to join the EU club.Turkey has played a constructive role in its neighbourhood and the wider Middle East through active diplomacy, reads the draft of the annual report seen by EUobserver.Following the crisis in Georgia, [Turkey] proposed a Caucasus Stability and Co-operation Platform to promote dialogue between the countries of that region. [Turkish] President Gul paid a visit to Yerevan, the first visit ever of a Turkish president since the independence of Armenia. Turkey undertook efforts as a mediator between Israel and Syria and conducted a dialogue with Iran on the nuclear issue, the draft report goes on.Ankara has itself been stressing its role in maintaining regional stability and has been multiplying initiatives in that respect lately - including setting up the Caucasus Platform in the aftermath of the Russia-Georgia conflict.It says the platform's objective is to establish regional conflict resolution mechanisms and broader economic co-operation among the five countries involved - Turkey, Russia, Georgia, Azerbaijan and Armenia.The EU has always insisted that good neighbourly relations are an important pre-condition for any EU hopeful.Additionally, the development in the southern Caucasus also highlighted Turkey's strategic significance for the EU energy security, particularly by diversifying supply routes, and underlined the importance of closer energy co-operation between Turkey and the EU, the commission says.Nabucco - the EU-backed planned natural gas pipeline designed to reduce energy dependency on Russia by transporting natural gas from Turkey to Austria, via Bulgaria, Romania and Hungary - is a key element for this, Brussels underlines.

Same problems remain

Turkey has been an official candidate to join the EU since 1999 and opened accession negotiations with the bloc in 2005.But besides the progress noted, the commission says Ankara still has a lot to do in many areas in order to be ready for EU membership.Notably, there has been no progress towards normalisation of bilateral relations with the Republic of Cyprus. Turkey has not fully implemented the Additional Protocol to the Association Agreement and has not removed all obstacles to free movement of goods, including restrictions on direct transport links with Cyprus.In 2005 Ankara signed a protocol to extend its customs union with the EU to the 10 states that joined the bloc in 2004 - but still refuses to open its ports to Cypriot ships. Several negotiations chapters with the EU remain suspended because of this.Turkey does not recognise the Greek government in the southern part of the divided island, while at the same time is the only country to recognise its northern Turkish section.Earlier this year, commission President Barroso called the issue the main obstacle for significant progress in Turkey's accession process.In addition, reads the report, the country has still a lot to do to fight corruption and organised crime. It has made no progress on alignment with European standards as regards minority rights and it needs to push administrative and political reforms further.Full civilian supervisory functions and parliamentary oversight of defence expenditures need to be ensured. Senior members of the armed forces have continued to make statements on issues going beyond their remit, Brussels also says. The central role of the military in Turkish society is often raised as a concern by the EU executive.The final version of the report will be presented by the commission on 5November.

Russia defends security of nuclear arsenal

MOSCOW: Russia on Friday defended the security of its nuclear arsenal, rejecting U.S. allegations that tens of thousands of aging Soviet weapons might not be fully accounted for.The Russian Foreign Ministry responded Friday to remarks by Defense Secretary Robert Gates, who said there were uncertainties about the old Soviet arsenal. Russia said those remarks were groundless insinuations.The ministry stressed that all nuclear weapons in Russia have been under reliable protection since the collapse of the Soviet Union in 1991.Despite all the difficulties our country faced in the beginning of the 1990s, standards of security and physical protection of Russian nuclear arsenals remained high, the ministry said in a statement. There have been no leaks of nuclear weapons.The tone of the statement reflected a growing chill in ties between Russia and the United States. Relations have been strained over U.S. plans for a missile defense shield in Eastern Europe, by the Russian war with Georgia in August and other issues.

Gates made his comments this week at the Carnegie Endowment for International Peace in Washington, expressing worries that some Russian nuclear weapons from the old Soviet arsenal may not be fully accounted for.I have fairly high confidence that no strategic or modern tactical nuclear weapons have leaked" beyond Russian borders, Gates said. What worries me are the tens of thousands of old nuclear mines, nuclear artillery shells and so on, because the reality is the Russians themselves probably don't have any idea how many of those they have or, potentially, where they are.

Libyan leader visits Moscow
Muammar el-Qaddafi of Libya arrived Friday in Moscow for talks focusing on energy and weapons trade, The Associated Press reported.A Kremlin official, who spoke on condition of anonymity because of the sensitivity of the talks, said Russia and Libya would consider cooperating in the peaceful use of nuclear energy. He also said that negotiations would address prospective Russian arms supplies to Libya, which was a major buyer of Soviet weapons during the Cold War.During a trip to Libya in April, then President Vladimir Putin agreed to write off $4.5 billion in Libyan debt in exchange for lucrative energy and arms deals. At the same time, Russia's state gas monopoly, Gazprom, signed a deal to develop six prospective oil and gas fields in Libya.

China and Russia this week agreed to build an oil pipeline linking Siberia to China's northeastern borders. The pipeline, to be built by Russia's Transneft and China National Petroleum Corp. (CNPC, the parent company of PetroChina (NYSE:PTR - News)), is expected to carry about 15 million tons of oil per year (290,000 barrels per day). The construction cost is estimated at $800 million. In return for this strategic long-term energy supply agreement, China is in talks with Russia to provide $20 billion to $25 billion in loans to help Russian corporations through the current credit crisis, according to various media reports.This is a major step that energy-hungry China has taken to secure long-term oil supply. Due to political reasons and geological constraints, China has yet to tap into the rich reserve of its northern neighbor; currently, Russia is not among the top three crude oil exporters to China. Because the Chinese and Russian economies are complementary in many ways, we will likely see a broader range of cooperations after some initial success.

Alipay to Make Utility-Bill Payment Easy

The service is available to both registered members and nonmembers. Previously, consumers needed to stand in queues at the banks to pay those bills.

VILNIUS (AFP) – Russia's failure to fully respect an EU-brokered ceasefire in its war with Georgia is a humiliation for the European Union, Lithuania's President Valdas Adamkus said Friday.Not all the efforts of President Sarkozy to guarantee Georgia's territorial integrity have been implemented, Adamkus told reporters during a visit by his Georgian counterpart Mikheil Saakashvili.This is a humiliation for the entire European Union, he added.In August French President Nicolas Sarkozy, who holds the rotating presidency of the 27-nation EU, brokered a ceasefire with his Russian opposite number Dmitry Medvedev to end Moscow's brief war with its neighbour Georgia.Lithuania, like Georgia, was part of the Soviet Union until the communist bloc collapsed in 1991.The Baltic state is now firmly anchored in the west, having joined the EU and NATO in 2004, and is a vocal supporter of Georgia's drive to become part of the club.The issue of Georgia is due to be discussed at a summit next month between the leaders of the EU and Russia.There, Adamkus said, Lithuania would ask a question of principle: are there values for which European Union's members stand united, and which must be respected? Adamkus pledged to draw the attention of the heads of state to the current situation and spotlight the dangers threatening Europe.The Georgia conflict left the EU deeply split, with some western member states anxious not to anger Russia with a tough stance, and others, notably ex-Soviet republics such as Lithuania, seeking a hard line.

EU members eventually agreed to suspend talks launched in July with Russia on a new pact to reinforce ties between the bloc and the resurgent energy giant.Lithuania earlier this week sharply criticised a proposal by French Foreign Minister Bernard Kouchner to unfreeze these negotiations at next month's EU-Russia summit.Russia moved into Georgia on August 8 to repel a Georgian military attempt to retake South Ossetia.The breakaway region's administration had long enjoyed extensive support from Moscow and its troops, stationed there as peacekeepers since the Soviet Union fell apart.Russian forces have left the buffer zones they seized in Georgia and pulled back into South Ossetia and fellow-separatist Abkhazia, under the terms of the ceasefire agreement.But Lithuania argues that Moscow was also meant to reduce troop numbers within both regions, which Moscow has recognised as independent states, and to give free international observers unfettered access.On Tuesday, a Lithuania official said Russian troop numbers had risen and pointed out that observers had not been allowed into the separatist regions.
