Solana worried by Iran's lack of cooperation on nuclear issue Fri Nov 21, 7:12 pm ET

WASHINGTON (AFP) – European Union foreign policy chief Javier Solana said Friday he was worried by an international watchdog's report that Iran is not cooperating with calls to stop its sensitive nuclear work.I am worried (by) the report of the Agency in Vienna, Solana told reporters after the International Atomic Energy Agency (IAEA) issued its report on Wednesday.Solana, tasked with the United States and five other world powers with presenting proposals to the Iranians to stop uranium enrichment, recalled that it is the second IAEA report to say they are not cooperating.And some of the figures he offers about the quantities, the number of centrifuges, are troublesome, Solana added.A top diplomat close to the IAEA said Iran was using some 3,800 centrifuges on November 7 and was ready to get 2,200 more working.The IAEA in a restricted report, a copy of which was obtained by AFP, said that contrary to the decisions of the (UN) Security Council, Iran has not suspended its enrichment-related activities.And as a result of the lack of cooperation by Iran in connection with the alleged studies and other associated key remaining issues of serious concern, the agency has not been able to make substantive progress, it added.

The United States has joined powers China, Russia, Britain, France and Germany in pushing for sanctions against Iran. The Security Council has imposed three sets of sanctions on Tehran over its refusal to halt uranium enrichment.Solana said he hoped that the Obama administration will be more engaged in negotiations with Tehran over its nuclear program and that it take part fully in the negotiations with the five other powers and Iran.For the first time during George W. Bush's administration, third-ranking diplomat William Burns joined Iran's chief negotiator Said Jalili and their counterparts from the five other powers at talks in Geneva in July.Having long insisted that Iran suspend enrichment before meeting its nuclear envoys, officials from the Bush's administration effectively dropped their pre-conditions, analysts said at the time.Solana, who last met Jalili in August, hoped new contacts with Iran would take place soon.There may be another contact in November. Not at my level. It will be below my level. My deputy and their deputy. It is not confirmed yet. It would not be a big event with publicity, it would be a discrete meeting, he said.

The top EU diplomat said he did not expect new UN Security Council sanctions against Iran before the Obama administration assumes its duties on January 20.From here to the new administration, I don't think there will be fundamental change on new sanctions. It does not mean that we do not continue applying sanctions, Solana said.

The major powers are trying to get Iran to suspend uranium enrichment in exchange for an offer of broad cooperation that was presented twice, once in June 2006 and then again in June this year.Washington and its western allies charge that Tehran's nuclear program is a covert one aimed at building a bomb. Iran denies the charges, saying it is for generating electricity.

President of Indonesia calls for one single global currency NOV 22,08

President Susilo Bambang Yudhoyono has proposed the use of one single global currency to prevent pressures on currencies, in particularly the rupiah, when economic crisis hits. This can at least maintain the stability of currency rates in each country and protect it against pressures of other currencies.The president maintains that with a single global currency rate, there would no longer be a currency exchange crisis and money would not be commercialized. With a single currency, the function of money as a trading value will not change. It could be done in stages, starting with the dollar, euro, or Asian currency, said the president at the Bogor Institute of Agriculture (IPB) yesterday. He has once submitted this idea at an international forum.The root of the global financial crisis, he said, was an imbalance between advanced and developing countries in their capital, technology and natural resources. This is caused by a bubble economy which does not reflect the real sectors, but instead only reflects vast distribution of money, resulting in gaps.On the other hand, Yudhoyono said Indonesia must strengthen its domestic source of funding system and reduce its foreign debts. One of the measures taken was by not joining the International Monetary Fund (IMF) as an effort to avoid a much bigger crisis. Capital can come easily, but they can fly away as easily, said Yudhoyono.

But according to Fauzi Ikhsan, Standard Chartered Bank senior economist, the chances for the single global currency to be implemented are slim, although it is theoretically applicable. It is difficult to unify the countries of the world. It is just unrealistic for the time being, Fauzi argued.As example, he cited the euro, the single currency in Europe, which took more than 10 years to be applied. Even now, not all countries in the continent use it. One of them is the United Kingdom, which maintains its pound sterling because its value is far above the euro and the US dollar.

Apec leaders make free-trade vow NOV 22,08

Apec leaders said trade barriers would stifle global economic growth Leaders from Asia-Pacific countries have pledged not to respond to the global financial crisis by raising trade barriers over the next year. In a statement issued at an Apec summit in Peru, they said protectionism would only worsen a difficult situation. US President George W Bush urged Apec countries, which account for half the world's economic activity, to rely on free markets to resolve the crisis. The meeting is Mr Bush's last scheduled foreign trip as US president. The statement was issued at the half-way point of the Asia-Pacific Economic Cooperation (Apec) summit. There is a risk that slower world economic growth could lead to calls for protectionist measures which would only exacerbate the current economic situation, the Apec leaders said in their joint statement. It endorses the declaration made at a summit of the Group of 20 rich nations and major developing countries in Washington last weekend. We strongly support the Washington Declaration and will refrain within the next 12 months from raising new barriers to investment or to trade in goods and services [and from] imposing new export restrictions, the statement said. The leaders also said they would push to reach agreement next month on an outline agreement on the stalled Doha round of global free trade talks.

Individually, the leaders spoke out against the risks of raising trade barriers.
Companies will go bankrupt and countless jobs will be lost, and poor nations and poor people will suffer the most damage, said South Korean President Lee Myung-bak. Mr Bush spoke passionately about his belief in the free market despite the recent world economic downturn. He called for an Asia-Pacific region of free markets, free trade and free people. It is also essential that governments resist the temptation to overcorrect by imposing regulations that would stifle innovation and strangle growth.

But it is clear that the delegates do not expect any real movement on the issues until President-elect Barack Obama takes office in January. In terms of leadership, the next US administration must assume leadership in a very firm manner - not just for Americans, but for the whole world, said Mexican President Felipe Calderon.

LIMA: Malaysia is calling for a new international financial architecture that is more transparent and fair to all nations, said Deputy Prime Minister Datuk Seri Najib Tun Razak.The time has come for Bretton Woods II. We need a new global financial structure as the present one has a lot of financial products that are worth a lot of money but not properly regulated.Bretton Woods was the location of the summit in 1944 that led to the Bretton Woods agreements to regulate the international monetary system. This eventually led to the formation of the World Bank and the International Monetary Fund.Various economies including Malaysia have been asking for a restructuring of these institutions that were deemed unfair to developing nations.However, this is the first time Malaysia is calling for new agreements to replace those signed 64 years ago.Whatever we do, we must be fair to the G20 developed nations and also to developing economies like Malaysia, said Najib.

He was speaking to Malaysian reporters after arriving here on Thursday for the Asia Pacific Economic Cooperation (Apec) leaders summit that begins on Saturday.On his aspirations for his first Apec summit, Najib said the international community had placed high expectations on the grouping that accounted for more than 50% of world trade.This year’s summit will be split into two with priority given to the issue of the global financial crisis.I will state Malaysia’s stand for a more open global financial and trading system without any form of protectionism and inward-looking bias.” He also said he would stress that the present crisis be dealt with through fiscal and monetary policies.
