GALVESTON, Texas - Crews navigated debris-strewn streets to reach people still stuck in some of the thousands of homes flooded by Hurricane Ike, while authorities in the nation's fourth-largest city imposed a curfew and warned residents that it would be weeks before Houston is fully back up and running. Heavy morning rains hampered early rescue efforts in the hardest-hit areas of the Texas and Louisiana gulf coasts, while those who had evacuated and tried to return to the Houston area on Sunday found both interstates and sidestreets blocked by flooding and debris.

Authorities hoped to spare thousands of Texans — 140,000 by some estimates who ignored orders to flee ahead of Hurricane Ike — from another night among the destruction. At least seven deaths had been blamed on the storm, and authorities worried the toll could rise.Eighty-year-old Ruth Willis' cancer treatments were interrupted when her family loaded her hospital bed into the back of an SUV and fled Houston ahead of the storm. They've since been moving from place to place, trying to find somewhere to stay, but every time they checked into a hotel, electricity would go out and they had to move.We got her here and got her cancer treatment started, and then the hurricane came, said Willis' daughter, Zee Ellis, 57, of Terlton, Okla., who had pulled into a rest area on Interstate 10 to wait out the Sunday morning downpour I'm worried about my mother's medical condition. We haven't been able to get to anyone at the clinic on the phone.In Houston, the nation's fourth-largest city, a weeklong curfew from 9 p.m. to 6 a.m. was announced because most of the city was still without power. Highways, darkened streetlights and pooled water made it difficult to drive.In the interest of safety, we're asking people to not be out in the streets in their vehicles or on foot, Chief Harold Hurtt said.Sunday morning, residents of the tiny community of Seabrook near Johnson Space Center began trying to return home. They were met by a roadblock, and three Seabrook police officers standing in the rain, turning folks away. At times the line was six to 12 cars deep.It's gonna be a while, an officer shouted to one man as he made a U-turn. Just listen to the news.Seabrook is a disaster area: no sewer, no infrastructure. It really isn't safe, said officer Charlie Skinner. It's making residents pretty upset. I understand, but ... There's an order signed by the mayor. We can't let anybody in.

Overnight, a team of paramedics, rescue dogs and structural engineers fanned out under a nearly full moon on a finger of land in Galveston Bay. To the northeast, Coast Guard crews also worked into early Sunday morning, pulling a half dozen people out of Bridge City before rescue missions were suspended for the night.Five-year-old Jack King escaped serious injury when storm surge sent a rush of water that washed out the first floor of his family's Galveston home just two blocks from the bay.I falled in the attic, Jack told paramedic Stanley Hempstead of his 10-foot tumble through the attic and onto the garage floor. Jack and his family had taken refuge in the room, loaded with blankets and other supplies. As the Texas Task Force 1 Search and Rescue crew arrived, Jack gazed at a TV aglow with The Simpsons. The only evidence of his fall was a Band-Aid plastered to his closely-cropped hair, covering a gash.The Kings had hoped that a family member would pick them up, but a paramedic told him the road inland wouldn't be open for days. Lee King thought they could survive another night, but then their generator died. He ultimately decided the family was ready to leave.We just didn't think it was going to come up like this, said the boy's father, Lee King. I'm from New Orleans, I know better. I just didn't think it was going to happen.President Bush planned to travel to Texas on Tuesday to express sympathy and lend support to the storm's victims. He asked people who evacuated before the hurricane to listen to local authorities before trying to return home.On one side of the Galveston peninsula, a couple of barges had broken loose and smashed into homes. Everything from red vinyl barstools to clay roof tiles littered the landscape. Some homes were pancaked, the second floor sitting where the first had been before Ike's surge washed it out. Only the stud frames remained below the roofs of many houses, opening a clear view from front yard to back.

Four deaths were blamed on the storm: Two in Louisiana, and five in Texas. Authorities said Sunday three people were found dead in Galveston, including one person found in a submerged vehicle near the airport. Gov. Rick Perry's office said 940 people had been saved by nightfall Saturday, but that thousands had made distress calls the night before. Another 600 were rescued from flooding in neighboring Louisiana. Orange Mayor Brown Claybar estimated about a third of the city of 19,000 people was flooded, anywhere from six inches to six feet. He said about 375 people who stayed behind during the storm began to emerge, some needing food, water and medical care. These people got out with the wet shirts on their back, said Claybar, who had no idea of how many people were still stranded. Claybar was optimistic that the foot-and-a-half of water over the levee had receded overnight. If so, the city could begin pumping the water out, Claybar said. He didn't know exactly how long it would take to drain the city. I would say at least a couple of days, Claybar said. Ike was the first major storm to directly hit a major U.S. metropolitan area since Hurricane Katrina devastated New Orleans in 2005. The storm weakened to a tropical depression early Sunday morning, but was still packing winds up to 35 mph as it dumped rain over Arkansas and traveled across Missouri. Tornado warning sirens sounded Saturday in parts of Arkansas, and the still-potent storm downed trees and knocked out power to thousands there. More than 3 million were without power in Texas at the height of the storm, and it could be weeks before it is fully restored. Utilities made some progress by late Saturday, and lights returned to parts of Houston. In Louisiana, battered by both Ike and Labor Day's Hurricane Gustav, 180,000 homes and businesses were in the dark.

Those who did leave were glad they heeded orders, despite the inconvenience. Retired nurse Ida Mayfield said that because Gustav hit Louisiana and not Beaumont two weeks ago, many decided not to evacuate ahead of Ike. She was warm and dry at a church-turned-shelter in Tyler, along with thousands of her neighbors. Two o'clock this morning made a believer out of all of them, said the 52-year-old Mayfield, adding that she spoke to a friend Saturday who was on a roof waiting for help after calling 911. HOUSTON - From Florida to Tennessee, and all the way up to Connecticut, people far from Hurricane Ike's destruction nonetheless felt one of its tell-tale aftershocks: gasoline prices that surged overnight — to nearly $5 a gallon in some places. Fears of supply shortages, and actual fuel-production disruptions, resulting from Ike's lashing of vital energy infrastructure led to pump price disparities of as much as $1 a gallon in some states, and even on some blocks.Late Saturday the U.S. Minerals Management Service said there were two confirmed reports of drilling rigs adrift in the central Gulf of Mexico.Compounding the jitters and higher costs for gasoline retailers was the fact that some big refineries along the Gulf Coast had been shut for nearly two weeks following Hurricane Gustav. Power outages caused by Ike threatened to keep millions of gallons of gasoline output idled for at least several days.The price of regular gasoline soared as high as $4.99 a gallon in Knoxville, Tenn. on Saturday, up from $3.66 a day earlier.In Florida, the attorney general's office reported prices as high as $5.50 a gallon in Tallahassee and said it had received 186 gouging complaints.Gov. Charles Crist said on Friday that $5 a gallon can only be described as unconscionable and added: Raising rates to exorbitant levels like this only causes unnecessary panic and fear. They aren't gouging; they are simply passing along the wholesale cost, he said. However, a small percentage of stations owned by major oil companies are somewhat insulated from these forces, enabling them to keep prices lower.In Knoxville, Tenn., account executive Sharon Cawood said one of our local gasoline chains called a local TV station Thursday, sometime during the day and said, We're running out of gas. We're going up 80 cents a gallon... It caused a major scare.By the time it hit 6 o'clock news and 11 o'clock news it was like snow was falling and milk and bread were flying off the shelves.Larry Daugherty, a talk radio host Knoxville's WQBB, said a steady stream of calls began Friday morning from people perplexed about price discrepancies.People reported gas was selling for as low as $3.49 a gallon in some spots, and $5 at another.People are outraged, Daugherty said. Everyone is having a hard time understanding all of this.Such market fundamentals could last for another few weeks, depending on how quickly Texas and Louisiana refineries shuttered by Ike can come back on line. It's a mess, Kloza said. Ike shut down 14 Texas refineries with a total capacity of 3.8 million barrels of crude a day, or about 20 percent of the country's total output. The average cost for a gallon of gas nationwide could head back toward all-time highs of $4 per gallon, reached over the summer when oil prices climbed toward $150 a barrel. Gas prices nationwide rose an average of nearly 6 cents a gallon to $3.733, according to auto club AAA, the Oil Price Information Service and Wright Express. Overnight changes in the national average for gas are usually measured by tenths of a cent. For the prices to be the rate they are now, it's hard for the middle-class working person to survive it," said Glenda Lang, who spent close to $43 to receive the 10-gallon limit at an S-Mart in Columbia, S.C., on Saturday.

Kloza said prices are more likely to be higher throughout the Southeast because they get fuel from Gulf refineries. He expects nationwide prices to begin falling later in the fall, perhaps as low as $3 a gallon by year's end, based on current oil prices of about $100 per barrel. Still, states promised to take action to prevent price gouging, and the Environmental Protection Agency temporarily waived a dozen states' fuel-blending requirements aimed at minimizing air pollution. The action makes it easier for them to use foreign imports. The Department of Energy and state authorities will be monitoring a gasoline crisis so consumers are not being gouged," President Bush said. Ike's storm surge was less severe than predicted, potentially sparing refineries from additional flooding. However, the lack of electricity in and around Houston and western Louisiana — major hubs for oil refiners — poses a significant challenge for the energy industry. CenterPoint Energy, the main utility in Houston, reported 1.3 million outages Saturday. Refineries along the upper Texas Gulf Coast account for about one-fifth of the nation's refining capacity. Exxon Mobil's refinery in Baytown, outside Houston, is the nation's largest. Valero's refineries at Houston, Texas City and Port Arthur remain shut down, and all three have lost power. The Sabine Pipe Line, a crucial natural gas conduit, has also been shut down. The CME Group, parent of the New York Mercantile Exchange, declared a force Majeure for all remaining delivery obligations for September natural gas contracts. With the storm still pounding southeast Texas well into Saturday afternoon, oil refiners had not yet made thorough inspections to get a clear idea of any damage they may have sustained. They said it was too early to say when the refineries would be restarted. IAEA: Nuke Black Market Exposed Key Info .Network Gave Iran, N. Korea And Libya Sensitive Material In Electronic Form, Report Says VIENNA, Austria, Sept. 12, 2008

(AP) The black market network supplying Iran, North Korea and Libya with illicit nuclear technology had substantial and sensitive information on how to make atomic arms, the International Atomic Energy Agency said Friday. The agency, in a restricted report made available to The Associated Press, also said much of the network's material was passed on to customers in electronic form - giving a potentially unlimited number of clients access, whether they were governments or individuals. The IAEA's information was contained in a report on Libya and based on investigations conducted since that country renounced its efforts to make nuclear weapons in 2003. The report was made available to the AP shortly after it was posted on the agency's internal web site for perusal by the IAEA's 35-nation board. While Libya is no longer a proliferation concern, the report's revelations on the network headed by Pakistani scientist A.Q. Khan are important because he also supplied Iran and North Korea with nuclear know-how and hardware and could therefore help in investigations of those countries' programs. Diplomats linked to the IAEA said the Libya investigation also revealed that the network had peddled more sophisticated information linked to making nuclear weapons than the agency had previously known. They demanded anonymity because they were not authorized to comment on the report.

North Korea went on to develop nuclear weapons but agreed to mothball its program last year before the disarmament process hit a recent snag over a dispute about verification of its atomic activities. Iran has acknowledged buying from the Khan network but insists its nuclear programs are meant only to generate power - an assertion disputed by the United States and its allies, which insist Tehran wants to make the bomb. Despite three sets of U.N. Security Council sanctions, the Islamic Republic continues to expand its uranium enrichment program, which originated with purchases from the Khan ring and is able to create the material both for nuclear fuel and the fissile core of warheads. The Libya report was prepared for a meeting of the IAEA board later this month where the main focus will be on Iran's nuclear defiance. A separate restricted report on Iran is expected to be posted on the IAEA web site early next week. As expected, the 12-page Libya report gave the country a clean slate. The agency has concluded that Libya's current capabilities are not suited for the design or manufacturing of nuclear weapons components, it said. Nor has the agency found any indications of work related to nuclear weapons development.

But the agency's investigations indicate that a substantial amount of sensitive information related to the fabrication of a nuclear weapon was available to members of the network - including a document on how to cast uranium metal into warheads that was more up to date than ... a related document found in Iran.Countries insisting that Iran's nuclear activities are a cover for weapons ambitions have pointed to that document in buttressing their case. Tehran says it never asked for the blueprint but found it among a stack of other papers it purchased. Having such sensitive nuclear material in electronic form is clearly a matter of serious concern to the Agency, the report said. A senior diplomat told the AP earlier this year the IAEA knew of the existence of a sophisticated nuclear weapons design being peddled electronically by the black-market ring as far back as 2005. The diplomat, who is familiar with the investigations into the Khan network, spoke on condition of anonymity because he was not authorized to comment publicly on the issue. The Libya report also indicated that contacts to the Khan network go back further than previously thought - to about the time Iran had its first meeting with the same nuclear peddlers. It noted that senior Libyan government officials met with Khan as far back as 1984. Then, after an 11-year hiatus, Libya re-established contacts in 1995 as it started building its secret nuclear program. Unlike Iran, Libya never activated its nuclear program, but amassed tons of the material used as the feedstock for uranium enrichment as well as hundreds of centrifuges and related components needed to enrich. At the time Libya went public, it had orders for 10,000 more centrifuges as well as drawings of a nuclear warhead acquired through the black market network.

VIENNA, Austria The U.N. nuclear monitoring agency says a black market nuclear network operating from Pakistan had substantial and up-to-date information on how to make an atomic bomb.The International Atomic Energy Agency says much of the sensitive information was passed on to customers in electronic form.The use of e-mail attachments or CD-ROMs to spread information about how to make nuclear weapons is alarming because it gives a potentially unlimited number of customers access to the material, whether they are governments or individuals.The IAEA's information was contained in a restricted report on Libya and based on information collected since that country renounced its efforts to make nuclear weapons in 2003. The report was made available to the AP Friday.
