POPLAR BLUFF, Mo. - A levee along a river in southeast Missouri failed for the second time in recent weeks, causing widespread flooding and forcing the evacuation of homes, authorities said Saturday. About 50 homes east of Poplar Bluff were evacuated Saturday, but no injuries were reported, Butler County Fire Chief Bob Fredwell said. Some homes had a metre of water in them. The section of the temporary levee that failed was along the Black River and was built to repair a break in March. That breach flooded about 1,000 people out of their homes, authorities said. The latest flooding is much less severe than what happened in March, Fredwell said. The area has had unusually wet weather over the past few weeks. In Arkansas, meanwhile, authorities said two people drowned Friday in Yell County when their pickup truck left a water-covered highway and was submerged. Engineers cracked open spillways Saturday at Arkansas' Bull Shoals Lake, allowing excess water brimming near the rim of the dam to rush down the White River to communities already flooded by weeks of rain. High reservoir levels in the region have forced the Army Corps of Engineers to open spillways. More than three-fourths of Arkansas' counties have been declared disaster areas by Gov. Mike Beebe since tornadoes tore across the state Feb. 5.

BANGKOK, Thailand - Asian and European markets fell Monday, following Wall Street's tumble late last week on concerns over a slowdown in the U.S. economy and the outlook for corporate profits.

Japan's Nikkei 225 index fell 3.1 percent to close at 12,917.5. Hong Kong's Hang Seng index fell 3.5 percent to 23,811.2. Asia's biggest declines came in China, where the Shanghai Composite Index plunged 5.6 percent and the Shenzhen index lost 6.3 percent. Meanwhile, in early European trading, the U.K.'s FTSE-100 dropped 0.6 percent, France's CAC 40 fell 0.7 percent and Germany's DAX slipped 0.8 percent.The declines followed a 2 percent drop Friday in the Dow Jones industrial average on Wall Street as an unexpected decline in first-quarter earnings from General Electric Co. sharpened worries over both corporate profits and the wider American economy, a vital Asian export market. The Dow Jones industrials fell to 12,325.4 on Friday.In Japan, the focus was on financial shares. Analysts said stocks were hurt by worries over earnings from U.S. banks and high-tech companies. Investors are also waiting for U.S. economic data for March, including retail sales and the consumer price index.Nomura Holdings dropped 4.9 percent, Mitsubishi UFJ Financial Group fell 3.7 percent and Sumitomo Mitsui Financial Group shed 4.2 percent.High-tech shares were dragged down by a Nikkei report that said Canon Inc.'s net profit for the January-March quarter is likely to fall 16 percent due to a rising yen.

Canon slid 4.9 percent. Sony Corp. fell 4.5 percent. Nikon Corp. dropped 4.6 percent.Carmakers were also weak as the dollar traded below 101 yen. Toyota Motor Corp. slipped 2.6 percent; Honda Motor Co. declined 3.6 percent.In China and Hong Kong, property developers and other blue chips also fell on fears that authorities may further tighten credit to combat inflation.On the Shanghai exchange, property sector leader China Vanke and Poly Real Estate Group both fell by the daily 10 percent limit. Market heavyweight PetroChina fell 3.3 percent.Banks and insurers were also hit by selling in China's largest city. Shenzhen Development Bank lost 10 percent. Industrial & Commercial Bank of China slipped 5.2 percent. Ping An Insurance shed 6.6 percent.Analysts said losses in Hong Kong were milder than those on mainland bourses, because fund houses took advantage of lower share prices to return to the market.

Locally the underlying sentiment is much firmer (than overseas). A lot of funds will be eyeing a market pullback as a chance to get in,said ICEA Securities Ltd. strategist Ernie Hon told Dow Jones Newswires.Among Chinese developers listed in Hong Kong, China Overseas Land dropped 5.6 percent, Shimao Property fell 7.3 percent and Guangzhou R&F Properties tumbled 11.4 percent.Analysts and traders said they expect the index to trade in a narrow range for the remainder of the week.Investors are awaiting key data from both the U.S. and China this week, so I think the HSI will remain volatile, said Ben Kwong, a director at KGI Securities Co., told Dow Jones Newswires.China will report first-quarter gross domestic product data Wednesday, and will also issue other economic indicators. DBS Group Research said China's economy likely grew at a slower pace in the first quarter, rising 10.5 percent from a year earlier. China's GDP has been growing in access of 11 percent, and last week, the government raised its estimate of 2007 growth to 11.9percent from the previous estimate of 11.4 percent. Elsewhere in Asia on Monday, market benchmarks in Australia and South Korea dropped around 1.8-1.9 percent, and in Singapore, the Straits Times Index fell 2.7 percent. Markets were closed in India, Vietnam and Thailand for public holidays.

Rising food prices could destabilize governments: IMF

WASHINGTON: The head of the International Monetary Fund is warning that spikes in food costs around the world could lead to starvation and the crumbling of governments. We are facing a huge problem, Dominique Strauss-Kahn told reporters at the end of weekend meetings of world finance ministers and central bank governors, referring to rapidly rising food prices that have caused hunger and deadly violence in several countries. The IMF is often the lender of last resort for countries in trouble. Prices of wheat and rice have more than doubled in the past year, with rice, a staple in Asian diets, surging by 75 percent in the past two months, according to the World Bank, the IMF's sister organization. The IMF and the World Bank wound up two days of meetings Sunday that dealt with the financial crises roiling global markets and rising food and energy prices. A severe credit crisis could result in losses approaching $1 trillion (euro630 billion) before it is over, according to an IMF estimate released this week. Also Sunday, Robert Zoellick, the head of the World Bank, urged immediate action to deal with rising food prices. The international community has to put our money where our mouth is and act now to help hungry people, he said. It is as stark as that.

He called on governments to rapidly carry out commitments to provide the UN World Food Program with $500 million (euro315.8 million) in emergency aid it needs by May 1. Zoellick said the bank was responding to a number of countries with conditional cash transfer programs, providing food at workplaces and seeds for planting in the new season. Elizabeth Stuart, of the international aid agency Oxfam, said that aid levels are going down, not up. All this concern would look a lot more serious if they delivered the cash they have promised, she said in a statement. Concern is no substitute for cold hard cash.Despite heavy security precautions around the IMF and World Bank headquarters in downtown Washington, near the White House, there were few demonstrations.

WASHINGTON (Thomson Financial - As the dollar falls relentlessly against the euro, the European Commission's top economic official warned today that the plunge of the greenback and the rise of the euro may have outrun its economic justification.The increased volatility in foreign exchange markets, which has accompanied the financial turmoil, points to the risk of exchange rate overshooting, Commissioner Joaquin Almunia told the International Monetary and Financial Committee, the governing body of the International Monetary Fund.The plunge of the dollar against the euro, is making European exports more expensive overseas and Almunia said the euro is in danger of reaching a level no longer inline with economic fundamentals.The EC noted with great attention, he said, the continuing reaffirmation by American officials that a strong dollar is in the interest of the US economy.

Without specifically mentioning China and the appreciation of the yuan, Almunia said that, currencies of the countries with the largest current account surpluses should appreciate more substantially in effective terms.That parallels the statement in the G7 industrial nations communique which commended China for recently allowing faster appreciation but said the yuan was not moving up quickly enough. US recession risk has increased and the euro area economy is slowing down but the euro area is still resistant to a global slowdown, Almunia said.Sharply rising energy and food prices have added to the problems confronting the global economy.In the European Union, the effects of financial turmoil have been mainly confined to the financial sector so far, Almunia said.Nevertheless, growth in the EU economy is likely to be affected both directly and indirectly by the turmoil.But because the EU economy has strong fundamentals and no significant macroeconomic imbalances it is in a relatively favorable position to absorb the effects of financial market disturbance.

Linking the oil price to the euro

MANY of the world’s current woes are a result of the rising oil price. A problem may be that the currencies of some of the 14 Organisation of Petroleum Exporting Countries (Opec) countries, which collectively produce two-thirds of the world’s oil, are linked to the US dollar. As the dollar dips against the euro, so do their currencies. It’s been suggested that these countries might rather link to the euro, and, given that several regard the US as an enemy, this would make better sense. For the chart I have used two plottings to show the exchange rates. The heavier plotting is the euro/dollar (how many dollars are needed to buy a euro) and a lighter plotting is the dollar/euro (how many euros are needed to buy a dollar). The plottings show that since the birth of the euro, the dollar has lost substantial ground against the unit . For oil I have used the price of Brent crude because although the UK is not an Opec member, Brent is used as a benchmark.

Over the past seven years, there has been some correlation between the rise in the euro’s value against the dollar and oil. I have placed standard deviation channels over both the oil price and the euro/dollar plottings. The solid line channel shows how the oil price has risen, and the dashed channel how the euro has gained against the dollar. The elevation of the euro is less steep than that of the oil price but there has been close correlation in the past six months. Both oil and the euro/dollar are now near the upper edge of their channels showing both are overvalued. The current equilibrium of the oil price calculated from introduction of the euro is $82,5 a barrel and the equilibrium of euro-dollar exchange rate is € 1/$1,45. In dollar and rand terms, as an oil barrel holds about 159l , at the oil price of $108,20 at the barrel-filling stage, oil is priced at $0,68, or R5,31. All countries are hurting, but S A ’s whammy is multiplied by three. Since November, the rand has lost heavily against the dollar; Eskom’s shenanigans have forced many businesses to use diesel-gobbling generators and another interest rate rise will further reduce shrinking disposable incomes. Food price inflation is directly linked to oil, as it’s used by human and animal food producers. Once produced it must be transported. Because the price of oil is high, the farming of crops that can be turned into ethanol has reduced the availability of food for humans and animals . Not surprisingly, the uproar of a few years ago about genetic modification, which can produce more crops on less land, has ceased. Not directly linked to oil, surveys show that meat consumption in China and India has risen, resulting in demand outstripping supply.

The market had already begun an about-turn ahead of the interest rate rise. The emphasis switched from industrials back into resources many of which are giving new buy signals. Two exceptions were Metair which shot skywards, despite its directors selling shares, and Dorbyl’s rise on the sale of property and disposal of a 50% interest in Guestro. Sasol reached a new high as it raced towards its next count of R419 and has further counts up to R491. Industrial metals came in for good demand and while some are already high in overbought territory, are signalling buying positions. Hulamin has a count to R29, Arcmittal R26, Metmar R5,80, Hiveld R171 and Palamin R153. However, Cycle Trends warn that the sector may lose a little ground in the short term. Coal is a favourite in the mining sector, but as coal shares are mostly not well traded, Anglo and Billiton are better bets. Coal contributes 11% of Anglo’s profits and platinum 23%. Anglo’s next count is to R568 and there’s a longer-term count to R690. Coal contributes 9,25% of Billiton’s profits, steel 9,15% and petroleum 11,66%. Billiton’s next count is to R321. The gold price moved better but gold shares remain lethargic. The platinum price jogs sideways but Angloplat, with an unfulfilled count to about R1650, looks set to challenge its record high. Chemicals won ground with Omnia, AECI and Afrox giving hesitant buy signals. Afrox has a new count to R308. In media, Naspers with a count to R186, is rushing towards an overbought position but may gain a bit more in its current cycle.

Oil prices rose Monday after global financial leaders expressed concerns about volatility in major currencies and the dollar slipped against the euro. Light, sweet crude for May delivery on the New York Mercantile Exchange rose $1.09 to $111.23 a barrel in electronic trading by midday in Europe. The contract rose 3 cents to settle at $110.14 a barrel Friday.Crude oil's recent run above $100 a barrel has been largely attributed to a steadily depreciating U.S. currency, because a weakening dollar attracts investors to commodities as a hedge against inflation.The Group of Seven industrialized nations said in a statement Friday that there have been at times sharp fluctuations in major currencies, and we are concerned about their possible implications for economic and financial stability.The group pledged to closely monitor the situation and cooperate as appropriate.The dollar fell further in morning trading Monday. The 15-nation euro bought $1.5839, up from the $1.5835 it bought in New York late Friday.

Crude prices have come under pressure after the International Energy Agency last Friday lowered its global oil demand forecast for the year by 310,000 barrels a day to 87.2 million barrels a day, citing lower economic output expectations in the U.S. and elsewhere.JBC Energy in Vienna, Austria, called the IEA report the strongest downward monthly revision in years, and also noted that gasoline consumption in the United States was expected to fall lower for the first time in years.More negative U.S. economic data also appeared to have taken steam out of oil's precipitous price rise this week. The Commerce Department reported last week the first decline in oil imports in a year — a possible sign that high prices and an economic downturn were hurting crude sales.The weight of the gloomy economic picture in the U.S. and to a certain extent other countries ... is getting heavier, and it's putting a heavy lid on oil pricing, Shum said. However, he said, oil's movements continue to be largely influenced by fluctuations in the dollar.

Nymex crude continues to be tightly correlated to the movements of the dollar, said a report by Olivier Jakob of Petromatrix in Switzwerland.The main reason why the correlation is so strong is that it has become a self-fulfilling trade with very few volunteers to trade against it until it is proven broken.In other Nymex trading, heating oil futures fell 1.71 cents to $3.1804 a gallon while gasoline prices dropped 2.65 cents to $2.7808 a gallon. Natural gas futures declined 1.2 cents to $9.913 per 1,000 cubic feet.In London, Brent crude futures fell 58 cents to $108.17 a barrel on the ICE Futures exchange.Associated Press Writer Gillian Wong in Singapore contributed to this report.

JERUSALEM - Former President Jimmy Carter brokered the first Israeli-Arab peace deal, but he's getting a cool reception in Israel during his latest visit to the Mideast. Israeli leaders are shunning the globe-trotting peacemaker for planning to meet with Khaled Mashaal, the head of Israel's archenemy Hamas, and comparing the Jewish state's policies to apartheid.A schedule released by the Atlanta-based Carter Center showed no plans for the former president to meet any of Israel's key players: Prime Minister Ehud Olmert, Foreign Minister Tzipi Livni or Defense Minister Ehud Barak during this week's visit, which began Sunday.The only high-ranking official on Carter's schedule was Israel's ceremonial head of state, President Shimon Peres. The 83-year-old former U.S. leader held a closed meeting with Peres shortly after arriving Sunday.

A senior Israeli official said scheduling problems was the official reason given for the high-profile snub — even though Olmert recently took time to chat with Prison Break star Wentworth Miller.

But the real reason for the cold shoulder is Carter's plan to meet with Mashaal when his Carter Center delegation travels later this week to Damascus, Syria, the Israel official said.Israel's leader are not publicly criticizing Carter out of respect for his former position as U.S. president, the official added. He spoke on condition of anonymity because his explanation went beyond the official position.Ahead of his Mideast trip, Carter defended his reasons for wanting to engage Hamas and said he feels quite at ease about meeting with Hamas militants.I think there's no doubt in anyone's mind that if Israel is ever going to find peace with justice concerning the relationship with their next-door neighbors, the Palestinians, that Hamas will have to be included in the process, Carter told ABC News This Week in a broadcast aired Sunday.

Hamas is sworn to Israel's destruction and has carried out dozens of suicide bombings that have killed more than 250 Israelis. Israel has no contacts with the Islamic militant group, whose violent takeover of the Gaza Strip in June has undercut newly revived efforts by Israel and the Palestinians to strike a final peace deal.
Several State Department officials, including Secretary of State Condoleezza Rice, and others from the Bush administration have criticized Carter's plans to meet with Mashaal.The position of the government is that Hamas is a terrorist organization and we don't negotiate with terrorists. We think that's a very important principle to maintain, Stephen Hadley, Bush's national security adviser, said Sunday on ABC. The State Department made clear we think it's not useful for people to be running to Hamas at this point and having meetings.But Carter is among a growing group of U.S. critics who say shunning enemies is counterproductive. Several months ago, a group of prominent former senior U.S. officials — including Carter's own former national security adviser, Zbigniew Brzezinski — called on the U.S. to engage in genuine dialogue with Hamas, not isolate it.In Syria, senior Hamas official Mohammed Nazzal has said Hamas welcomes the request from Carter to meet with Mashaal. He said the meeting would take place Friday.Carter said the meeting would not be a negotiation, but he outlined distinct goals.

I think that it's very important that at least someone meet with the Hamas leaders to express their views, to ascertain what flexibility they have, to try to induce them to stop all attacks against innocent civilians in Israel and to cooperate with the Fatah as a group that unites the Palestinians, maybe to get them to agree to a cease-fire — things of this kind, Carter said.Carter was awarded the Nobel Peace Prize in 2002 for his work in mediating conflicts, while president and under the auspices of the Carter Center. In 1979, he brokered the landmark accord between Egypt and Israel, for which Egypt's Anwar Sadat and Israel's Menachem Begin were awarded that year's Nobel Peace Prize.But the goodwill Carter earned here was all but swept away two years ago with the publication of his book Palestine: Peace Not Apartheid, which compares the Israeli occupation of Palestinian territories with the racial segregation and oppression that once reigned in South Africa. Jewish groups and some fellow Democrats strongly objected to the book and more than a dozen members of the Carter Center's advisory board resigned in protest. In a later afterword to his book, Carter criticized the lack of balanced debate in the U.S. about the Middle East and warned officials against being seen as knee-jerk supporters of every action or policy of the Israeli government. In recent years, Carter has embarked upon a crusade of hate against Israel, Uzi Arad, an adviser to parliamentary opposition leader Benjamin Netanyahu, told Israel Radio. There is no doubt that Jimmy Carter as a former president should be greeted as a matter of protocol, but it does not mean that the prime minister, the foreign minister and certainly the opposition leader have to meet him, Arad said.

While in Israel, Carter also plans to meet several lawmakers and visit Sderot, the southern Israeli town most frequently targeted by Gaza rocket squads. Carter is also scheduled to visit the West Bank, Egypt, Syria, Saudi Arabia and Jordan during his Mideast tour. Carter will not be visiting Hamas-ruled Gaza. A Carter-Mashaal meeting would be the first public contact between a prominent American figure and Hamas officials since the Rev. Jesse Jackson met with Mashaal in Syria in 2006.

Most Israelis Agree: Jerusalem is Being Secretly Discussed

(IsraelNN.com) Nearly 60% of Israelis say the Israeli government is secretly negotiating the division of Jerusalem with the Palestinian Authority - despite government attempts to blur the existence of such talks.This and other findings were the results of a survey carried out by the Begin-Sadat Center for Strategic Studies in Bar Ilan University. The official numbers will be presented this Tuesday at a special seminar at Bar Ilan. The Guest of Honor will be Trade Minister Eli Yishai, the head of the government coalition member Shas Party. Yishai has stated frequently that the moment it becomes clear that Jerusalem is being negotiated, his party will quit the coalition. Opposition Leader Binyamin Netanyahu, Natan Sharansky, Jerusalem mayoral candidate Nir Barkat and others will be in attendance as well.

PA is Sure to Make More Demands

The respondents were asked their forecast of the situation in the event that an Israeli-PA peace agreement would include an Israeli giveaway of Jerusalem's Arab neighborhoods, Old City and Temple Mount to the PA. Nearly 70% said there is no or little chance that such an agreement would bring about an end to terrorism, and 56% feel there is a high or very high likelihood that the areas would be used for terrorist bases.Some 61% said there is no or little chance that this would mark the end of PA demands regarding Jerusalem. The survey further shows that 71% object to giving away parts of Jerusalem even in the framework of a comprehensive peace agreement. Only about a third of these - less than a quarter of the public - say they would actively demonstrate against a plan to divide Jerusalem. Approximately 7% of the public say they would even participate in violent protests. Prof. Efraim Inbar, Director of the Begin-Sadat Center, says that the public is essentially against giving away parts of Jerusalem - but that when the government gives in, this erodes the public opposition.There is great opposition to concessions in Jerusalem in general, and regarding the Temple Mount in particular, Inbar said. Before Ehud Barak presented his plan to give away the Temple Mount in 2000, 85% of the public objected to this - but Barak's plan broke the taboo.
Asked if they think the PA would preserve and maintain the Jewish and Christian holy sites, 50% said no.

Member states consider perks and staff for new EU president

EUOBSERVER / BRUSSELS – EU member states have begun preliminary talks on some of the most political aspects of the bloc's new treaty – the office set-up for the proposed new full-time president, the shape of the diplomatic service and the power-sharing arrangement for the regular ministerial meetings in Brussels.With the European Commission due to present the first draft of the 2009 budget later this month, EU ambassadors last week discussed a possible salary, number of staff and perks for the EU president – a job created by the new treaty which is supposed to come into force on 1 January next year.Characterising the talks as very abstract and very general, an EU diplomat said that there appeared to be general agreement that that the president of the council – whose job description has yet to be defined – will get the same sort of treatment as the president of the European Commission.This would mean a salary of around €270,000, a chauffeured car, a housing allowance and a personal staff of around 20.

What the EU president will actually do remains unclear.

The post may be purely administrative such as chairing EU leader meetings or could evolve into a much more high-profile and powerful role – a true face of the European Union.But speculation that the new president may get a special residence and a presidential jet was dismissed by several officials as being too symbolic, whatever the job description.One diplomat pointed out that the perk discrepancy between the presidents of the commission and the council cannot be too big, so as not to enhance the expected rivalry between the holders of the two posts.However the commission is not expected to mention the EU president's salary in its first budget draft for fear of upsetting the current ratification process of the EU treaty - particularly in Ireland which is to have a referendum.

This runs the gamut from exactly what powers will fall to the foreign minister when chairing the external relations council to when agendas should be sent out for the meeting and who should pay for the postage stamps, noted one EU official. The treaty discussions come as just nine of the 27 member states have ratified the new document. The Lisbon Treaty needs all countries' approval for it to come into force with the political discussions set to be ratcheted up a notch in the second half of this year.

ISRAELI and Arab soldiers are being summoned to march through Paris this summer to celebrate the launch of a Union for the Mediterranean to settle regional woes. France is inviting all the countries around the Mediterranean rim, including Libya, Syria and Israel, to a European Union summit in Paris on July 13 and they are expected to take part in a Euro-Mediterranean Bastille Day military parade with European troops the next day, according to Henri Guaino, one of the closest advisers to the French president, Nicolas Sarkozy. The idea of a Mediterranean union has irritated the Germans, who have insisted that it be created in association with the EU. Guaino, the originator of the plan, believes that even a watered-down version would have an effect on terrorism and illegal immigration and would turn around a region ravaged by economic hardship and war. We are trying to promote projects that make people work together as much as possible and that will help to create conditions for peace, Guaino said. It is an audacious bet but it is better to take the risk of failure than to take the risk of doing nothing.

Guaino said the Bastille Day parade this year would be the biggest yet. It will be followed by a lavish fireworks display and a concert celebrating the start of France’s six-month presidency of the EU. Sarkozy has grand ambitions at the helm of Europe. Guaino suggested that he would like to see Tony Blair appointed the first EU president by the end of the year. Efforts to forge common immigration and defence policies are no less controversial. The Mediterranean idea has also proved to be a battleground. Britain, a backer of EU membership for Turkey, has been wary, suspecting a plot by Sarkozy to keep the Turks out of Europe by offering the club Med instead. Besides annoying the Turks, it has soured relations between Sarkozy and Angela Merkel, the German chancellor. Worried that wealthier countries such as Germany would end up paying for the new French-led association, Merkel reportedly threatened to boycott the Paris summit unless Sarkozy scaled back plans for a political, economic and cultural union for the Mediterranean. On 10 April, the Commission and the European Investment Bank (EIB) presented a study conducted in cooperation with the United Nations Environment Programme's Mediterranean Action Plan (MAP), identifying 131 pollution hotspots in Algeria, Egypt, Israel, Jordan, Lebanon, Syria, Tunisia, Morocco and the Palestinian Territories. The study identifies 44 priority projects, worth roughly €2.1 billion, for potential financing under a new Mediterranean Hot Spot Investment Programme (MeHSIP). These include urban wastewater and solid waste projects, as well as ones targeting industrial emissions. The initiative is being slated as an attempt by the Commission to mark its territory and show that Euro-Mediterranean cooperation is indeed advancing under the instruments already in place (like the Barcelona Process), before France takes over the EU's rotating Presidency on 1st July. Indeed, tackling pollution is one of the stated key priorities of Sarkozy's Union for the Mediterranean – a project the French President has already had to scale down considerably following strong opposition from Germany (EurActiv 13/12/07, 05/03/08).

But the Commission underlines that the initiative comes as part of its Horizon 2020 Initiative, launched in 2005, and is by no means in competition with French plans. The need for financial means to de-pollute the Mediterranean is so big that any political support is welcome and necessary, said the director of the Commission's Environment Directorate-General, Soledad Blanco, according to Le Monde. She added that the EU executive was in permanent contact with the French and that they were very interested in the proposals. EIB Vice-President Philippe de Fontaine Vive agreed: The Hot Spot Investment Programme is an important starting point for a joint effort of international and bilateral financing institutions […] We are not cutting the ground from under the feet of the French. Quite the opposite, we are sowing the seeds of a better harvest.

According to the study, more than half of urban areas with a population of over 100,000 on the Mediterranean do not have waste water treatment plants and 60% of their waste water is directly discharged into the sea. The decline of the Mediterranean threatens the health of the 143 million people living on its shore and jeopardises the long-term development of key economic sectors such as fishing and tourism, it finds. The EU and Paris would have until the launch summit of 13 July to agree on a list of projects that could be carried out in the context of the Union for the Mediterranean.

Thoroughly informed, steeped in his subject's recent history, with a flinty, caustic style that usually sizes up political phenomena with exacting precision, Lucas reminds us why longtime foreign correspondents surpass rookies who parachute into a foreign hotspot.

Lucas pulls no punches in describing the darker side of Russia since Putin, former head of the KGB's successor agency, took over from Boris Yeltsin. In Lucas' view, the once and perhaps future president of Russia has engineered a Kremlin dominated by ex-intelligence agents marked by xenophobia toward the West, a desire to get rich by controlling private business, and a disrespect for democratic institutions.Lucas believes Russia poses a direct menace ... not only to its own citizens, but to outsiders. Twenty years after Mikhail Gorbachev started dismantling communism, Russia is reverting to Soviet behavior at home and abroad, a policy exhibited in its contemptuous disregard for Western norms. Meanwhile, Western public opinion and policy makers alike find it hard to focus on more than one or two problems at a time, which proved a costly mistake in the 1930s.The New Cold War clarifies Putin's antidemocratic changes since he assumed power, among them state control of all TV news; politically motivated judicial attacks on companies that result in state seizure of their assets; elimination of gubernatorial elections; electoral rules that effectively ban smaller, opposition political parties from power; and legislation and manipulation of statutes that block dissidents and punish demonstrations.Lucas also spotlights the Kremlin's continuing soft war against former Soviet republics that broke away to freedom by such methods as its withholding of fuel and gas from Lithuania, Latvia, Estonia and Ukraine.

To his credit, Lucas, in old-fashioned objective journalist style, additionally reports the supposed upside of Putin's authoritarianism. Unlike the Soviet Union, he states, Russia is not riven by economic discontent and failure. On the contrary, investment is pouring in, and living standards are rising. Most Russians have never had it so good, and Putin's approval rating is consistently over 80 percent. In general, that instinct for balance makes The New Cold War a solid study. Yet as that example shows, Lucas, for all his expert analysis, occasionally succumbs to platitudes bandied about by Russia pundits. Many ignore, for instance, how double-digit inflation in Russia eats away the supposed rise in living standards achieved by Putin. Talk to ordinary workers in St. Petersburg - they say living standards remain constant as salaries race to keep pace with inflation.

Similarly, the routine citation of Putin's popularity makes no sense in a society where, as Lucas admits, judicial and bureaucratic harassment have deterred all but the bravest from speaking out or getting involved. His own old friends, he concedes, are increasingly unwilling even to talk on the phone. People in such states do not tell pollsters the truth.That noted, Lucas offers one of the best briefs on how Yeltsin's Wild West became Putin's chilly petrofascism, detailing the return of rigged elections, forced psychiatric medication, the use of natural resources as foreign-policy bludgeons, and the rogue nations that are once again Moscow's best friends.In a final chapter, Lucas suggests How to Win the New Cold War. The West, he begins, must face the political truth about Russia, not ritually join a scramble to find yet more inducements for good behavior. The U.S. and the European Union must forge a common Russia strategy.Lucas argues, as only Sen. John McCain and a few prominent U.S. officials have, that Russia might be expelled from the G-8, which is supposed to include only democracies.

Emphasizing economic levers the West enjoys, Lucas urges capital markets to examine whether Russia's now state-run giant companies, such as Gazprom and Rosneft, meet market rules respecting property rights and the rule of law. (Lucas believes Gazprom and Rosneft would be immediately disqualified.) He thinks the U.N. Security Council should be marginalized as an organizer of world-crisis management, as it was when the Soviet Union's presence de-legitimized its authority in the eyes of Western states.Perhaps most ironically, Lucas writes that the single most important thing the West can do right now to protect both itself and its proteges from Russian neo-imperialism is to offer a so-called Membership Action Plan to Georgia to enter NATO. Just this past week, NATO's leaders, corroborating Lucas' judgment of their fear of Russia, voted against that move, out of fear of irritating the great bear to the north.Ironically again, the chief NATO leader who argued adamantly in Bucharest for a green light to Georgia and Ukraine was none other than George Bush. Could he be experiencing a reborn view of his Russian peer as the clock winds down on his presidency?One would like to listen in today. Abdullahi Ahmed an-Naim has seen what can happen to an Islamic reformer: His mentor was executed in 1985 in Sudan; he himself had to flee the country. Still, the self-described Muslim heretic has no trouble traveling the Islamic world spreading his controversial message: There is no such thing as an Islamic state.A secular state and human rights are essential for all societies so that Muslims and others can practice their faith freely, he tells his co-religionists.My motivation is in fact about being an honest, true-to-myself Muslim, rather than someone complying with state dictates, says Mr. Naim, a professor of law at Emory University in Atlanta since 1999. I need the state to be neutral about religious doctrine so that I can be the Muslim I choose to be.So committed is this scholar to opening the door to free debate within his faith that he helped organize the first Muslim Heretics Conference in Atlanta over the weekend. Some 75 Muslims, engaged in various reform projects, gathered to discuss issues related to sharia (Islamic law), democracy, and women's rights – and how to cope with dissent and its consequences.We celebrate heresy simply to promote innovative thinking, he says. Every orthodoxy was at one time a heresy.

Naim's personal project involves what he calls negotiating the future of sharia. As Islamic societies struggle to define themselves in a globalized world and some talk of creating Islamic states to codify sharia, he says the state and religion must be kept separate. But religion should still have its place in political life, allowing Muslims to express principles of sharia as they see fit. He believes this is truly Islamic, and that articulating the reasons why will help ordinary Muslims not be taken in by political slogans.I know for a fact that Abdullahi has a following among young Muslims in places like Malaysia and Indonesia, says John Esposito, head of the Center for Muslim-Christian Understanding at Georgetown University in Washington, D.C. These people are often marginalized in their societies, but over time, these positions can become mainstream.Naim's view is not just a theory picked up in the United States, but the result of painful personal experience. As a Muslim from Sudan whose people have suffered tremendously from confusion over this issue, my mission is to clarify it so other Muslim societies don't go down the same road to come to the same dead end, he says in a phone interview. He has watched Sudan's institutions virtually collapse under fundamentalist Islamic rule and seen the disillusionment firsthand.While a law student at the University of Khartoum in 1967, Naim heard a talk by a Sufi Muslim thinker, Mahmoud Mohamed Taha. That lecture turned my life around, he says, and he joined Taha's Islamic reform movement.But when Sudanese strongman Jaafar al-Nimeiri was about to introduce sharia by decree in 1983, he jailed Taha, Naim, and others for 18 months. Taha was put on trial and executed.

The essence of the Sufi's message had been that certain verses in the Koran represented the universal, eternal message of Islam, while others were relevant to a particular historical context and no longer viable. Specifically [he argued] for equality for women, freedom of religion, and equality for non-Muslims, Naim says. After fleeing the country, he translated Taha's work, The Second Message of Islam, into English.Naim later became director of Africa Watch, monitoring human rights on the continent, and in 1995 began teaching at Emory. He's written books on human rights and sponsored social-change projects promoting human rights in local communities in Yemen, Tanzania, and Southeast Asia.A new book just released in English, Islam and the Secular State, represents the culmination of his life's work, he says.Islam teaches that every Muslim stands before God and is responsible for making his own moral choices in observing sharia. The Koran does not prescribe a form of government, but speaks only of the community of Muslims. The book argues that there has never been an Islamic state.You will not find any reference to an Islamic state or to state enforcement of sharia before the mid-20th century – it's a post-colonial discourse based on a European-style state, he explains.While Iran, for instance, claims to be a republic, implying popular sovereignty, a council of clerics is supposed to ensure that it is Islamic. But that council is made up of fallible humans as political as everyone else, he argues. How is it that 30 years after the revolution they cannot trust the Muslim citizens to make the choice as to who is likely to be faithful to Islamic values and to represent them?

Further, Iran and Saudi Arabia both claim to be Islamic states, but to each other they are heresies, he adds. So what does Islamic mean? To call a state Islamic is to attempt to silence political or theological dissent, he says. Most Muslims have an intuitive feeling about this but can't articulate it, so when confronted by Islamists who say this is the will of God, they are defenseless, Naim says. My hope is that with this book, we give people confidence to respond that this is not Islam, it is your view of Islam.For some time, Naim has been visiting countries across the Muslim world from Nigeria to Indonesia, testing his ideas in public gatherings, which may range from 25 to 800 people. Before he set out, early manuscripts of his book were translated into Indonesian, Bengali, French, Persian, Russian, Swahili, Turkish, and Urdu and uploaded onto a website. Only once has he felt physically threatened – after a talk in northern Nigeria – although people have tried to shout him down. I try to persuade gently, to give examples from Muslim history that people understand, and that helps, he says. One huge challenge is the negative connotation in the Muslim world of secularism, often seen as being antireligion.

Yet Radwan Masmoudi, director of the Center for the Study of Islam and Democracy in Washington, believes Naim's goal of separating political and religious institutions is what a majority of Muslims want. Gallup's recent global poll showed that 80 to 90 percent of Muslims from Morocco to Indonesia want democracy, he says, but similar majorities also want sharia to be a source, or the only source, of law in their countries. This is the struggle of our time, coming up with a modern interpretation of sharia that is true to Islamic principles but also to democratic values, he adds.

Is China becoming Asia’s Policeman?


One accusation leveled by the Indian Left against the US is that in a unipolar world, the US is trying to be the global Policeman. Be that as it may, a question to be posed to the Left is: Is China usurping the role as Asia’s Policeman? The ruthless stand taken by China against Tibetan protestors and the way it is dictating terms to other countries on the issue of providing security to Olympic torch have demonstrated China’s increasing arrogance and assertiveness in international relations.It has asked countries like India not to allow protests by Tibetans, disregarding the fact that unlike dictatorship, a democratic country cannot suppress peaceful mass protests.Recently, China created a diplomatic flutter in New Delhi by reiterating Beijing’s claim that Arunachal Pradesh, an Indian state, is part of Chinese territory .China’s predetermined position on Arunachal Pradesh has rendered the ongoing bilateral talks on the border dispute meaningless.
Now, in a startling move, the Chinese military establishment has warned India against recent military exercises and re-positioning of troops in north Bengal.

An article titled A warning to the Indian Government: Don’t Be Evil posted on the website of the China Institute of International Strategic Studies compares the present situation to 1962 when India misjudged the situation and initiated a war with the support of two superpowers. India is on the same old path of confrontation with China at present, the article adds.Doesn’t it amount to interfering in India’s internal affairs and questing the freedom and right of Indian defence establiment to decide where to deploy its forces?

Defence Minister A K Antony who visited Arunachal Pradesh recently found vast military buildup by China on the Arunachal border and China has not so far explained the reasons for it. One obvious reason for China’s hardening of stand vis-à-vis India is that it wants smooth passage for the Olympic torch across India. The other is that China doesn’t want Tibetans to use Indian soil as a launchpad for its campaign for a free homeland.India has so far chosen to respond to China’s arm-twisting tactics with stoic silence. India didn’t react when some nations expressed grave concern over the ecological and military implications of China building a highway to the Everest base camp purportedly to smooth the way for the carrying of the Olympic torch up to the highest peak in the world.Indian Left is charged by its political rivals with carrying out the Chinese agenda by opposing the Indo-US nuclear deal. China obviously sees nuclear co-operation between US and India as a threat to its hegemonic dreams in Asia.It is time for the foreign policy-makers in India to decipher if its diplomatic silence is emboldening China to heap more insults on us and weaken India’s emergence as a rival world power.

OVER 50 PEOPLE ATTEND NYE COUNTY IAP CONVENTION

County IAP convention A meeting report by Chris Hansen:

The Convention started out with a joyous invocation by Jim Batel. This was followed by discussions of current issues that concerned those in attendance. Many issues were discussed including the dangers of the establishment of the New American Civil religion (secularism) in the U.S. A., the International Monetary Fund, the IRS, and the Federal Reserve Bank working together to destroy American liberties. Driver’s licenses and the National ID and the link between them were discussed. The dangers of the drug laws and how they are being used by the government as a tool to steal private property and how such laws and the war on drugs have become more dangerous to Americans than the drugs themselves- was readily agreed upon by those in attendance. The Patriot Act and how the Patriot Act is not stomping out Terrorists but is stomping on our liberties and our privacy. The absolute surety of the complete bankruptcy of the Social Security and Medicare system and how the taxes that support such socialist programs- was agreed upon without dissent. the coming use of the Amero and the intentional destruction & intentional inflation of the Federal Reserve Note meltdown to prepare the way for the Amero, its links to the North American Union and the Highway linking Mexico to Canada was common knowledge among members and guests. This Nye County Convention was made up of an amazingly educated crowd of dedicated patriots. It was wonderful to be a part of it.

Jon Kamerath, the Regional IAP Director for Southern Nevada, then spoke about his experiences with the IAP since joining, why he joined, how much fun it was running for office and how important it is for everyone to run for office to give Nevadans a choice.

Jon talked about being a Nurse at UMC and how concerned he is about the number of illegals coming to America The Crowd immediately got involved talking about the new laws in Arizona and Oklahoma and how the illegals are fleeing those states and how many of them are not going home to their own countries but just going to Nevada and other states. Jon also noted the size of the crowd and how the IAP now has 50,066 registered voters and is the third largest party in Nevada, stating We can make a difference if we stick together.

Louis J. De Canio was endorsed as a candidate for Justice of the Peace by those in attendance. He asked about what can be done about the obvious voter fraud in Nye County. The solution, it was said, was to select a few specific precincts and get affidavits from voters on who they would vote for, and after the election, who actually voted for the candidates, and compare those numbers listed by the County Clerk. There was a general agreement that this could work and people were excited about doing this in the coming election.

The convention then took a vote on the platform and unanimously supported the current State platform posted on the Web site as their County Platform.There was then a discussion on the Nye County Constitution and Bylaws. A few proposed changes were read. Tim Brex then made a motion to accept the changes and once again the convention voted unanimously to accept those changes. The Bylaws will be posted on the new IAP Nye county Web Site as soon as that Web site is up and running.

NYE COUNTY SELECTS CANDIDATES

Robert Smith nominated Tony Whitehead for State Senate and Sam Jones seconded. This was followed by a unanimous voice vote.Sam Jones then nominated Greg Athons for Assembly 36 and with a second from Tim Brex. The vote was again unanimous.There was a lot of consideration about County Commission candidates for Commission Districts 1,2, and 3. Some members said they were considering it and one Republican in attendance said he would be glad to run if he did not become a national delegate for Ron Paul. There were several Ron Paul Republicans in attendance. Most said that if Ron Paul did not get the Presidential Nomination that they would become IAPs.

COUNTY OFFICERS

Jeanette Smith nominated Tony Whitehead as County Chairman and Ann Turner seconded. The voice vote was unanimous.Ann Turner then nominated Bruce Calley as Vice Chairman with a second from Joseph Rauwolf and again the voice vote unanimous.Mike Gravlin nominated Vern Miller as Secretary with a second from Tony Whitehead. The voice vote was unanimous.Tim Brex then nominated Keily Miller as Treasurer followed by a second from Sam Jones and a unanimous voice vote; the officer voting was then complete.Keily Miller then nominated Tim Brex as a Executive Committee member-at-large.Tim Brex nominated Joseph Rauwolf as Executive Committee member-at-large and Joseph Rauwolf nominated Ann Turner as Executive Committee member-at-large. The votes on all were unanimous and the Executive Committee was complete.There was a benediction by Christopher Hansen and there was a motion to adjourn that was accepted by all.
