CALGARY (CBC) - The return of spring warmth has prompted warnings of another weather concern - flooding.Toronto is expected to reach a high on Tuesday of 14 C, and with a significant snow pack still on the ground, provincial officials say that could mean heavy flooding in watershed near London, Ont., Peterborough, right across eastern Ontario and stretching as far north as Elliot Lake and North Bay.Ian Cameron, a specialist at the Surface Water Monitoring Centre in Peterborough, said the combination of warm weather and rain is the worst.We could be into flooding this weekend, if the temperatures are going to be in the mid-teens and we get rainfall with that, he said.The centre uses 600 remote sensors to monitor river and lake levels, and Minister of Natural Resources Donna Cansfield said those cameras should be able to give people 48 hours notice of a flood threat.We want to ensure they have good, accurate solid information, so they can make some good decisions about whether they should evacuate or what they can do, said Cansfield.

OKLAHOMA CITY - Strong storms that may have included tornadoes caused scattered damage and power outages in parts of Oklahoma early Monday. No injuries were reported. The National Weather Service posted severe thunderstorm watches and warnings for parts of Oklahoma and Kansas. A tornado watch was issued for much of Oklahoma, including the Tulsa and Oklahoma City areas, and flash flood watches were issued because of heavy rain. The weather service said it hadn't confirmed yet whether the early morning Oklahoma damage was caused by tornadoes or by high wind. There were scattered reports of roof damage and several roads in northwest Oklahoma County were closed because of high water. Oklahoma Gas & Electric says several thousand customers were blacked out and dozens of utility poles were toppled. A storm in northwest Louisiana on Sunday afternoon damaged a mobile home park at the town of Provencal. Two people were injured. Also on Sunday, one man drowned in southeastern Texas when an overflowing creek swept a car off a highway near San Augustine. The weather service reported up to 30 centimetres of rain fell on the area over a two-day period.

Another legend claims it was smuggled to Ethiopia by the son of King Solomon and the Queen of Sheba.In Israel, most Rabbis agree that when it comes to the Ark all roads lead back to Jerusalem. They say the Ark never left the city. To them, the so-called Lost Ark was never really lost.

On June 7, 1967, Israeli troops recaptured Jerusalem in the Six-day War. The Western Wall was in Jewish hands and those hands were ready to dig.Archaeologists exposed parts of the wall that had been buried for 2000 years. Not all of the digging was done legally. In 1981, two of Israel's highest-ranking Rabbis, Shlomo Goren and Yehuda Getz picked up their pick-axes and started chiseling their way under the Temple Mount.And he knew that at the end of the gate he will come to the secret room where the ark of covenant is located, said Salomon, who was also one of the paratroopers who liberated the Western Wall in 1967.Salomon was there 14 years later the night Rabbi Getz opened a secret passage in the Wall and remembers their conversation.It was after midnight. The work was done without archaeological supervision and when I was the official archaeologist of Jerusalem, I decided to stop the work, said Archaeologist Dan Bahat, who directed the excavation of the Western Wall tunnels.According to him, the search for the Ark stops with Jeremiah 3:16.Prophet Jeremiah says, there will come a day when the ark of the covenant will not be seen, nor will it be visited which means that somehow, he sees the days when it will not be there. In other words, this was a hint from God. Don't look for the Ark of the Covenant! Scholars may not agree on the fate of the Ark but many of them agree on one thing: it's discovery could set in motion another event that's been 2000 years in the making - the rebuilding of the Jewish Temple.Perhaps when it's time to build the third temple, the second temple treasures will be found. Why? Because in Ezra and Nehemiah the Bible indicated that when it was time to build the second temple, God restored the treasures from the first temple which of course have been carted off to Babylon, said Rosenberg.When it's time to build a third temple, the second temple's treasures would be found. Wouldn't that be dramatic?, he concluded.It is soon to come, I tell you, I promise you, and you check me. Test me. It will be in our lifetime, added Salomon.

ATHENS (EJP)---The head of the European Parliament, Hans-Gert Poettering, was elected the new president of the Euro-Mediterranean Parliamentary Assembly (EMPA) during its annual plenary meeting in Athens on Friday. Poettering, a German Christian-Democrat, takes over the presidency for a period of one year on behalf of the European Parliament until March 2009.With Romania and Bulgaria joining the EU in 2007, the Assembly has expanded from 240 Members to 260 in total. 130 MPs now represent the European Union (49 MEPs and 81 MPs appointed by the parliaments of the 27 EU Member States) and 130 represent the national parliaments of the non-EU Mediterranean partners: Egypt, Jordan, Israel, Lebanon, Morocco, the Palestinian Authority, Syria, Tunisia and Turkey.

In his address, Poettering said the political priorities of his mandate will be the peace process in the Middle East and intercultural dialogue.Regarding the Middle East he called for a lasting solution for the conflict based on respect for human life, the achievement of security through reconciliation, and compliance with international law. He recalled the initiatives that have taken place in the European Parliament, including the solemn sessions with relevant personalities, his official visits to Arab countries and Israel, and the setting up of a Working Group on the Middle East.He also suggested that an extraordinary plenary meeting of the Assembly could take place in the Middle East region in the autumn. It would be devoted to the peace process as well as to concrete regional cross-border cooperation on concrete issues like water and energy.

Union for the Mediterranean

Earlier this month, European Union leaders backed a French plan to forge closer political ties with Europe's North African and Mideast neighbors along the Mediterranean Sea, called Barcelona Process: Union for the Mediterranean.The project foresees the involvement of 39 partners, the 27-nation EU in addition to a dozen Mediterranean countries - from Algeria, Egypt, Israel, Morocco, Syria and Turkey.

France is scheduled to hold a summit on the issue in July when it takes over the six-month rotating EU presidency. The original EU’s Euromed programme, was launched in 1995 in Barcelona to foster economic, political and social reforms in the Middle East and North Africa. It aimed at creating a Euro-Mediterranean free trade area by 2010 but progress has been slow due to the Israeli-Palestinian conflict and the refusal of many Arab states to abide by international human rights standards. I think it is undeniable that the major single issue that has held us back is the enduring Middle East conflict, Jose-Manuel Barroso, president of the European Commission, said. We need to move from intentions to deliver, we need a Euro-Med of results, he added. Barroso said the region is faced with major challenges in achieving peace, security and prosperity.

Spain Holds Staff From EU Kosovo Mission APR 01,08

Spanish Foreign Minister Angel Moratinos told a meeting of European Union Foreign Ministers in Slovenia over the weekend that Madrid will not send its contingent of 15-20 staff to the 2,000-strong EULEX mission until there has been a formal transfer of powers from the United Nations.Madrid says the agreed EU text setting out the conditions for the mission states that there should be a direct transfer from the United Nations Mission in Kosovo, UNMIK, to the EU.But UNMIK has been slow to respond amid protests from Belgrade, and key ally Russia.Serbia has branded EULEX illegal, claiming that under UN Security Council Resolution 1244 passed at the end of the 1998-1999 conflict between Serb forces and Kosovo’s ethnic Albanian majority, only the UN has the right to administer Kosovo on Serbia’s behalf.

Most EU states are prepared to deploy their police personnel on the basis of an invitation from the Kosovo government, but that would be awkward for Spain and potentially for other countries that have not recognised Kosovo.Spain is one of nine EU countries which has not recognised Kosovo’s ethnic Albanian leaders February 17 declaration of independence from Serbia.Spain is home to various national groups, including Basques and Catalans and claims Kosovo’s independence sets a precedent for other separatist movements worldwide..EULEX will have a mostly advisory function but also includes some anti-riot units and is set to start by mid-June as planned.

KIEV, Ukraine - President Bush said Tuesday that Russia will not wield veto power over Ukraine's aspirations to join the NATO military alliance, but countries such as France and Germany stand ready to block the former Soviet republic, fearful of further straining ties with Moscow. Visiting Ukraine ahead of a NATO summit in Bucharest, Romania, Bush told President Viktor Yushchenko the U.S. strongly supports your request and a similar effort by Georgia.

Those Russian neighbors want to begin the process by learning what they would need to do to gain membership. Russia is not a NATO member and holds no veto authority over the alliance's decisions. But all NATO actions require a consensus, meaning any one of the 26 nations can blackball a potential new member. Greece, for example, is threatening to block Macedonia's membership application because of a dispute over Macedonia's name.Bush's purpose in Kiev appeared to be intended to congratulate Ukraine on its democratic reforms and promise that someday it will join NATO, created 59 years ago to confront the Soviet Union and its expansionist goals.Bush and Yushchenko held a news conference at the presidential secretariat, sitting behind a low credenza and a floral arrangement that included red and yellow roses.Bush said it was a misperception that the United States might soften its push to get Ukraine and Georgia into NATO if Russia were to ease opposition to Washington's plan for a missile defense system based in Poland and the Czech Republic.

He repeated his stance that the missile defense plan is meant to counter a threat from the Middle East and poses no threat to Russia. Still, Putin has heard that many times before and remains wary. For months, Putin has stepped up anti-American rhetoric, demanding that the U.S. abandon the plan to base missiles in Poland and the Czech Republic, one-time Soviet satellites. He has complained it would upset the balance of power and was aimed at weakening Russia; the U.S. denies the charges.

Defense Secretary Robert Gates said the U.S. and Russia are closer to an accommodation on the issue and he expressed hope for an agreement on new steps at the Bush-Putin meeting. NEW YORK - Oil futures extended their slide Tuesday, dipping below $100 at times as the dollar gained ground, making commodities such as energy futures less attractive to investors seeking a hedge against inflation. Retail gas prices, meanwhile, slipped slightly from the record they set one day earlier.Investors who previously bought commodities such as oil as a haven against inflation and a falling dollar were selling Tuesday as the greenback strengthened against the euro and other currencies. The stronger dollar also made oil more expensive to overseas investors.Many analysts believe oil investors have taken most of their price cues in recent months from gyrations in the dollar.The dollar's stronger, and (therefore) oil's weaker, said Brad Samples, an analyst with Summit Energy Services Inc., in Louisville, Ky.Light, sweet crude for May delivery fell $1.73 to $99.85 a barrel on the New York Mercantile Exchange. Oil futures fell $4.04 a barrel on Monday.While the dollar was driving oil prices on Tuesday, Samples and other analysts believe the market is also beginning to focus more closely than it has in months on fundamentals such as rising supplies and falling demand. The second quarter of the year, which began Tuesday, is typically the weakest for petroleum demand. The country's appetite for oil and gasoline have fallen sharply since January, and oil supplies have mostly risen in recent weeks.

Weak demand in the U.S. is one of the primary reasons that the fundamentals may be on the verge of taking center stage as the primary driver of prices, said Addison Armstrong, director of market research at Tradition Energy in Stamford, Conn., in a research note.Economic data also weighed on oil prices Tuesday. The Institute for Supply Management reported that manufacturing continued to weaken in February, and the Commerce Department said overall construction activity fell last month for the 24th straight month.Many analysts have long argued that dollar-induced buying has driven oil prices far beyond levels that can be justified by supply and demand or economic conditions. However, few are willing to call an end to crude's bull run, noting that prices have dipped below $100 several times in recent months, only to rebound and surge higher.Soaring crude prices have sent fuel prices higher, despite falling demand. At the pump, the national average price of a gallon of gas slipped 0.1 cent Tuesday to $3.286 a gallon, according to AAA and the Oil Price Information Service. While that's a slight retreat from Monday's record, gas prices remain 60 cents higher than a year ago, and are expected to rise as high as $3.50 or $4 a gallon this spring as suppliers stock up in advance of peak summer driving season.Other energy futures also fell Tuesday. In other Nymex trading, May heating oil futures fell 4.37 cents to $2.8624 a gallon while May gasoline futures fell 2.01 cents to $2.607 a gallon. NEWARK, N.J. - Nearly 80,000 trees in New Jersey and New York are being treated to protect them from a deadly beetle infestation. The Asian longhorned beetle has destroyed more than 30,000 trees since it arrived in the country about a decade ago. The U.S. Department of Agriculture said treatments began last week around New York City. They'll start April 21 on Staten Island and in New Jersey's Middlesex and Union Counties, where the beetles were discovered in 2002.If unchecked, the invasive species could threaten the nation's lumber, maple syrup and tourism industries, according to the Agriculture Department.The Asian longhorned beetle first appeared in New York City in 1996, after apparently hitching a ride from China in the wood of shipping crates. Subsequent infestations in New Jersey were discovered in 2002 and 2004.Agriculture Department spokeswoman Suzanne Bond said the agency has been treating trees since 2001 to eradicate the beetle from the continent.

The beetles measure about one to one-and-a-half inches long and have a shiny black exterior with white spots. They attack hardwood trees like maple, willow, ash, poplar and elm, usually in the early summer when the female makes an indentation in the bark and plants eggs.To kill off the beetles, workers inject tree trunks and soil during the spring with an insecticide called imidacloprid, which is also used to kill lawn grubs and pet fleas. The chemical makes its way into the leaves during the summer, which are eaten by newborn beetles emerging from the bark.

JERUSALEM - Israel's defense minister said he would consider reopening Gaza's border crossings if violence from the territory ceases, but defense officials warned Tuesday that such a move is a long way off. The officials said Ehud Barak's statement was aimed at bolstering the moderate Palestinian government of President Mahmoud Abbas in the West Bank. Barak has previously opposed opening Gaza's borders since the Hamas militant group, which often fires rockets into southern Israel, violently seized control of the area last June.The officials spoke on condition of anonymity because they were not authorized to discuss the matter with the media.The officials said U.S. Secretary of State Condoleezza Rice pressed Barak during a visit this week to consider easing Israel's blockade of Gaza, which has caused widespread economic hardship in the territory of 1.4 million Palestinians.When conditions have matured in the future for an end to the rockets, the terror and the reduction of the weapons' smuggling, we will be willing to consider easements in the Gaza crossings through cooperation with representatives of (Palestinian Prime Minister Salaam) Fayyad's government, Barak said.The defense officials said Israel would not be fully opening the crossings in the near future since the violence has persisted.Israel considers Hamas a terrorist group and closed Gaza's crossings after the Islamic militant group overran Gaza. It has only let in limited humanitarian supplies since.

In new violence Tuesday, Israeli troops shot and killed two Hamas gunmen during a raid on the central Gaza Strip, Hamas said. The army said the gunmen approached troops operating against rocket launching squads.Also Tuesday, a Palestinian mortar attack wounded two civilians in a southern Israeli farming community, the army said.Egyptian authorities opened the Rafah terminal on the Egypt-Gaza border for a single day to let around 350 Egyptians stuck in the Gaza Strip for two months to return home, an Egyptian security official said.

THE HAGUE—The anti-Islamic film Fitna by far-right Dutch MP Geert Wilders was back on Liveleak.com Monday three days after the British-based Internet site removed it following threats to staff.

In a statement dated Sunday and posted on the website, LiveLeak.com says it has been working on upgrading all security measures and offering better protection for staff and their families.With these measures in place we have decided to once more make this video live on our site. We will not be pressured into censoring material which is legal and within our rules, the website said.The film has already been seen by millions of viewers and is online in whole or in part on several other websites including YouTube.Liveleak was the first to release the film on Thursday. It has since provoked widespread condemnation, with United Nations Secretary General Ban Ki-moon calling it offensively anti-Islamic.Featuring shocking imagery of the attacks on New York in 2001 and Madrid in 2004 combined with quotes from the Koran, Islam's holy book, it has drawn outrage in some Muslim countries.Over the weekend there were protests in Indonesia and Pakistan and calls for a boycott of Dutch products in Jordan and Malaysia.

China, Syria steadily promote bilateral cooperation

The upcoming visit to Syria by Li Changchun, a senior official of the Communist Party of China (CPC), will consolidate and promote the traditionally friendly bilateral cooperation between the two countries. Invited by the ruling Baath Arab Socialist Party, Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC's Central Committee, will visit Syria on April 1-3to become the highest-level CPC official to visit the country in nearly five years. Since China and Syria formally established diplomatic relations on Aug. 1, 1956, the two countries have been enjoying mutual understanding and support in the international arena. While opposing any attempt to undermine the reunification of China, the Syrian government firmly pursues the one-China policy and has no official contacts with the Taiwan authorities.

China, for its part, supports Syria as an important party in the Middle East peace process to play a significant role in regional affairs as well as Syria's legitimate right to restore its sovereignty over the occupied Golan Heights. The two countries also share similar views on the human rights issue, resolutely opposing some Western countries' attempts to use it as a pretext to interfere in the internal affairs of developing countries. Since Bashar al-Assad succeeded his father Hafez al-Assad as Syrian president in July 2000, high-level contacts between the two sides have grown in depth as Syria puts developing a strategic partnership with China as a priority in its diplomatic relations.

In January 2001, Hu Jintao, then vice president of China, paid a visit to Syria, which opened a new chapter in China-Syria relations. In June 2004, Assad carried out the first visit to China by a Syrian president. During his stay, the two sides signed a package of cooperation agreements which boosted bilateral relations to a new level. Since then, the two countries have maintained high level exchanges in all fields. In 2006, a series of special festivities were held both in Beijing and Damascus to mark the 50th anniversary of the establishment of diplomatic relations between China and Syria. Meanwhile, both countries attach great importance to their economic and trade cooperation which has also achieved fruitful results. In 2007, the bilateral trade volume reached 1.87 billion U.S. dollars, up 32.9 percent compared with that in 2006, of which China's exports to Syria reached 1.862 billion dollars, an increase of 37.3 percent than 2006. China has thus become Syria's largest importer. China and Syria also carried out effective cooperation in various fields such as oil, electricity, transport and telecommunications. Well-known Chinese enterprises, such as China National Petroleum Corporation, ZTE and Huawei, have contracted important projects in Syria and China's automobile sales in Syria exceed 10,000 vehicles annually. Furthermore, the China Import and Export Fair in Guangzhou attracts hundreds of Syrian businessmen every year and Made in China can be seen everywhere in the Syrian market.

In June 2007, Syria officially recognized China's full market economy status during meetings of the Third Sino-Syrian Joint Committee, which lifted bilateral economic cooperation to new horizons. During the meetings, the two sides expressed their belief in the great potential of the cooperation, hoping to increase bilateral trade volume to 3 billion dollars in the next five years while endeavoring to balance the two-way trade. Along with the close political and economic ties, the friendly civil contacts between China and Syria have also been promoted. In 2005, China and Syria signed a tourism agreement, making Syria a tourist destination for the Chinese people. Syria, a significant country on the ancient Silk Road with its long history, profound culture and rich exotic flavor, is attracting more and more Chinese tourists.
